Static tests give a measure of the balance between acid-producing and acid-neutralising mineral components in a material, while kinetic tests determine acid generation and neutralisation over a long period. Drill-core samples from the amphibolite and gneiss host rocks of the Stratoni lead-zinc sulphide deposit in Greece and mine/mill waste samples from Stratoni and Olympias were examined by the standard acid base accounting, BCR and net acid production tests. Mineralogical data on the materials and resulting residues were used to illustrate the differences between the methods and establish their ranges of applicability. BCR seems to simulate most closely the conditions prevailing during generation of acid mine drainage but is time-consuming and requires elaborate equipment. This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. This paper is a discussion of the causes of deflagration in cast blasting and a description of a project intended to demonstrate how changes in six critical parameters contribute to the deflagration chemical reaction. Control of these parameters is key to solving the nitrogen dioxide “orange smoke” problem. Preliminary results of an investigation into the development of a technology addressing the problem of atmospheric releases of nitrogen dioxide during cast blasting in surface mine operations are described. The project is funded by a $600,000 Small Business Innovative Research grant from the National Science Foundation and an $80,000 Abandoned Coal Mine Land Reclamation Program grant from the state of Wyoming. The presentation will address the measures required to control the blast chemical reaction so that it does not produce nitrogen dioxide through deflagration. Experimental blast data will be focused on a new shaped charge detonation system designed to instantaneously bring the powder column to maximum velocity of detonation (VOD), thus insuring efficient detonation of the entire colulnn.

"The Republic of Colombia on December 30, 1919, enacted a new petroleum law. The Act is expressly limited to mineral oil, natural gas, bitumen, wax and fossilized resin and to asphalt intended for export.The law is not only intended to encourage local investors, but to attract foreign capitalists for oil development. Provision is made for a special edition ion of the law in such languages as the Government may deem necessary to give it extensive circulation within the country and abroad. The published editions must contain the provisions of the law relating to alienship and naturalization.All public lands, or what are termed unclaimed lands, are open to flee prospecting for the purpose of discovering the deposits named in the law, A prospector must obtain from the Government a, license which binds him to deliver to the Government topographic plans of the lands prospected, together with reports of their prospective yielding capacity. This license does not vest the li¬censee with any preferential right for contracting or leasing and may be drawn by the Government at any time.If a discovery is made by a licensee of any of the deposits named and he desires to exploit the same, he must present a memorial or application to the Ministry of Public Works, stating:- (a) the location and municipal district in which deposit beds are found; (b) boundaries of the zone of exploitation, which shall not be more than 5,000 or less than 1,000 hectares; (c) the names and nationality of all persons for whom the lease is sought and the action and time within which,they propose to make the exploitation; (d) the name of the corporation and its legal representatives with their residences; (e) if an alien, he must state his willingness to comply with the law relative to alienship and naturalization; (f) agreement to abide by all of the provieions of the law with regard to Government supervision, payment of taxes, rate of lease and causes of forfeiture; (g) the rate of rent or royalty that the applicant offers to pay, together with any other circumstances that may make the proposed lease advantageous to the Nation."

The deoxidation of liquid nickel and nickel binary alloys with silicon has been determined at temperatures between 1500°C and 1650°C using quartz crucibles in order to investigate the deoxidation of nickel based alloys. The equilibrium constant of the deoxidation reaction in liquid nickel and the effects of the different alloying elements such as chromium, molybdenum, tungsten, iron, cobalt and coppcr on the activity coefficient of oxygen in liquid nickel have been established.

"The Pulp Chemistry Monitor (PCM) has been installed and operated in a number of concentrators in Australasia, and has produced some very interesting results. PCM measures the pH, Eh, dissolved oxygen, temperature and oxygen demand of process streams within a concentrator continuously and in real time.In the example presented in the paper the cleaner feed pulp chemistry is measured, and related back to changes in the mineralogy as well as variations in metallurgical response. For example, a decrease in Eh and dissolved oxygen as well as an increase in the oxygen demand. These changes in the pulp chemistry appear to coincide with increases in the feed grades, probably higher pyrite grades. Further, these variations in pulp chemistry and feed mineralogy have a negative impact on the concentrate grade and recovery.The implication is that if the pulp chemistry is monitored it is possible to predict changes in the mineralogy of the system, and from this the metallurgical response. Further, the changes in pulp chemistry can be used in a control system to counter the changes in mineralogy and maintain the metallurgy.IntroductionIt has long been recognized at a fundamental level that the flotation behaviour of sulphide minerals is dependent on the pH and Eh of the system (for example: Tolun and Kitchener, 1964; Woods, 1976). However, measuring pulp chemical parameters within an operating concentrator has had limited attention. Woodcock and Jones (1970a and b) were among the first to actually collect data from operating plants. Jones and Woodcock (1984) identified some of the chemical complexities of flotation pulps, and noted that most concentrators already operate at high levels of metallurgical performance but there was still considerable scope for improvement. These gains would, in part come from more effective chemical control. In the same volume, Healy (1984) discussed metal ion hydrolysis and precipitation, redox chemistry and how the surface chemistry of sulphide minerals can be influence flotation behaviour. The impact of grinding environment on the pulp chemistry and flotation response of a complex polymetallic sulphide ore is discussed by Forssberg and Subrahmanyam (1993). Their work essentially contrasts the pulp chemical and flotation performance of pulps ground with conventional ferrous grinding media to a fully autogenous system. The data suggested that the reduction or removal of iron hydrolysis contamination from the system could have a positive influence on flotation behaviour, and perhaps the first stage of “controlling” the chemistry of the system should be in the grinding circuit. Grano et al (1995) demonstrated that the collection of pulp, solution and surface chemical data could identify weaknesses within a concentrator, and from these data develop, test and implement solutions that improved the process. Greet et al (2006) showed that the pulp chemical trends observed through primary grinding and rougher flotation circuits of most sulphide flotation concentrators are approximately the same. There are differences in the magnitude of various pulp chemical parameters (pH, Eh, dissolved oxygen, temperature and oxygen demand) as a result of variations in the feed mineralogy and processes employed. Further, it was noted the Eh shifted to more reducing values of the ten days measurements were collected, and this change could be traced to an increase in the iron sulphide content of the feed. Metallurgically, this resulted in an increase in nickel recovery through the recovery of nickeliferous iron sulphides, and a decrease in nickel concentrate grade."

In-pit crushing and conveying (IPCC) is being increasingly considered as an alternative to traditional truck-shovel mining methods. The move towards IPCC is driven by a number of factors including the potential to reduce greenhouse gas emissions, the availability of skilled labour and the need to increase extraction rates to levels that present significant challenges to traditional methods.When considering the relative performance of IPCC and truck-shovel methods, the outcome can be inadvertently impacted by either the use of different simulation approaches, or techniques that do not adequately model the processes in sufficient detail.A simulation approach is proposed that models both IPCC and truck-shovel using the same software platform and is capable of functioning at a wide range of resolutions from life-of-mine scale through to second-by-second asset tracking level. The simulation framework also holds models of processing equipment and hence the mining simulations can be extended to gauge the impact on downstream plant.The approach, known as mine-process operational simulation (MPOS), can be tailored to the level of information available and hence the type of study required, ie order of magnitude, prefeasibility, feasibility, or detailed design.Using information from block models and a range of detailed equipment and process models, MPOS can span major system discontinuities, typified by the mine-plant interface, to allow the estimation of final mine and plant product specifications.

"Finely disseminated minerals in ores require intensive size reduction to achieve sufficient liberation for the subsequent concentration process. The use of small grinding media in conventional ball mills as a replacement for the usual 2.5 to 3.8 cm balls (1.0 to 1.5 in) produces a finer size distribution at a lower power drawn by the mill motor. However, the conditions ensuring a successful application of using small media for fine grinding are still not fully understood and some plants faced issues to keep the newly introduced steel charge inside the mill during industrial trials. The retention conditions of small media are investigated in this paper using a continuously operated 40 x 40 cm laboratory grinding mill. The tests assess the effect of the steel charge level, the slurry solids concentration and the feed rate on the rate of ejection of the grinding media. The dominant variable is found to be the filling of the mill with the grinding media, followed by the mill feed rate. Results show that increasing the slurry solids concentration within a grinding mill may be favorable for the retention of the media inside the mill.IntroductionProcessing of complex ores often requires the use of fine grinding to liberate finely disseminated minerals. Grinding requirements for a P80 of less than 0.02 mm are not uncommon, and different grinding mills are available for such application (Leonida, 2014; Pease et al., 2006; Davey, 2006; Orford et al., 2006; Nesset et al., 2006). Even conventional horizontal ball mills charged with of 2.5 cm or larger grinding media can be used for fine grinding. However, simulation (Orford and al., 2006) and plant observations (Alves and L-Bouchet, 2005; Brisette, 2010; Brisette and Roman, 2012) demonstrated the advantages of using smaller grinding media in terms of size reduction and energy consumption."

The specification of structures will be discussed in relation to materials, construction and workmanship, physical properties and methods of testing.

The Golden Cross low sulfidation epithermal deposit produced approximately 750,000 ounces of Au from two ore zones: the underground Empire Vein System and the open pit stockwork. The Empire Vein System has at least eight stages of vein formation: (1) sulfide veins, (2) black veins, (3) massive veins, (4) banded veins, (5) thin white veins, (6) crumbly veins, (7) massive/platy calcite veins, and (8) flattened rhomb calcite veins. Gold mineralisation occurred relatively early in the lifetime of the system, dominantly during 2 through 4. The late calcite veins (7 and 8) and early sulfide veins (1) are barren. The vein system formed in a dominantly extensional environment, though some compressional faulting may have also existed during vein formation. There is no evidence for significant strike-slip faulting during vein formation, highlighting the fact that explorationists should pursue on-site structural patterns rather than fashionable models.

After completing a feasibility study in 1987, Niugini Mining Limited (NML) obtained five Gold Mining Leases within PA 632, covering the Mount Victor and Clarkes Ridge gold deposits. Reserves prior to mining were 260 000t at 3.63g/t Au for Mount Victor and 40 000t at 2.8g/t Au for Clarkes Ridge. Ore was mined from the two deposits by NML from November 1987 to January 1990. A total of 645kg of gold and 346kg of silver were produced from 198 000 tonnes of ore pro- cessed. Mining and milling operations ceased in February 1990. Since then, there has been significant progress in rehabilitating and revegetating the site. Plant and workshop facilities have been dismantled and removed from site, exposed parts of the pit have been landscaped and replanted, tailings water has been neutralised and discharged, and the dam filled. All remaining personnel and equipment left the site in November 1990. It is envisaged that the replanted areas will be rapidly revegetated, leaving little evidence of mining. Niugini Mining did not recoup the initial investment for Mount Victor, but the mine produced a positive cash flow and made a significant' financial contribution to the local communities and Papua New Guinea as a Whole.

Most tunnels built in Sydney encounter similar ground situations; they penetrate either the Hawkesbury Sandstone or the shales that lie beneath the city. Tunnels in these materials are generally sup-ported by rock bolts in combination with a shotcrete lining. A method of analysis is presented to improve our understanding of the long term behaviour of fiber reinforced shotcrete (FRS) materials and the tunnel support systems. A finite element method SAFEA (Semi-analytical FE Analysis) is developed to model the combined creep behaviour of a shotcrete lining and the Hawkesbury Sandstone. To model the time-dependent creep behaviour, the bulk modulus and shear modulus of the materials are represented by logarithmic functions in time. A Laplace transform is then applied to these functions of time and the solution of the problem found from a finite element analysis. Tablot?s method is then used to invert the transformed values and find the solution in real time. The time dependent creep deflection of the numerical tunnel models reflects the interaction of the shotcrete lining and rock which have different creep parameters.

THE die pressing of brass may be described as a method of producing irregularly shaped parts of brass and other copper alloys by hot deformation in a die under pressure. Die pressing of brass was first developed as an improvement on sand castings in order to obtain irregularly shaped articles of brass with superior surfaces, a closer tolerance in dimensions, a denser structure, freedom from porosity and elimination of the relatively large amount of scrap invariably attached to sand castings. The freedom from sandy surfaces with consequent greater tool life in machining operations was also recognized as well as elimination of losses due to the uncovering of blowholes in machining operations. Die pressing also gave alloys of superior strength. Die pressings today are made from extruded rod or shapes, according to design of the part to be made. The greater number of pressings are made from round rod, because of its relatively lower cost and ease of handling. The rod is first sheared or sawed into desired lengths, the diameter of rod used and length of "slug" or "rivet" depending upon ultimate weight and shape of the die-pressed part to be made and design of die. The dimensions of the slug are figured so as to give the, minimum amount of scrap to be sheared from the pressing as it comes from the-die. Extruded shapes having I, T or X sections are often used when the finished part is to have a similar shape or heavy sections are joined by relatively light sections of considerable length. A rod bent in the shape of a U is also used on occasion, for similar reasons. Proper shearing of the slugs is of considerable importance. The sheared ends of the slugs should be as flat and straight as possible. Improperly sheared ends having an angle to the axis of the bar or a rough, uneven surface are liable to give folds or laps in the finished pressing and proportionately high rejections. The property of shearing varies considerably with different alloys and should be considered in the selection of a material for a given part. Where satisfactory shearing is not possible, the slugs may be cut from the bar by power saws. Extruded

National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.

Investment activity in the Pacific Rim of Fire has seen a phenomenal surge from epithermal gold exploration. Individual countries are attractive because of lower up-front minerals lease costs (US, Canada), better geological prospectivity (Chile, Indonesia), or cheaper equities (Australia). Since the October 1987 stock-market crash, large companies are shedding minority joint venture interests to focus on core businesses. Some vertical integration is evident in Japanese coal investments in the Pacific Rim. This paper does not cover the aluminum industry oligopoly which is multi-national in character nor does it cover the many Canada to US minerals investments. It will be interesting to see if the new US-Canadian free-trade treaty will reverse that investment flow.

The effect of water infusion on the flow of methane and on the production of dust was investigated at an active face in the Pittsburgh coalbed. The average total flow of methane at the face decreased by approximately 79 percent, whereas the flow from the ribs increased about 24 percent after infusion. On the day after infusion, dust concentrations appear to have been reduced; however, the presence of large quantities of rock dust obscured the results on the following days.

There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. Industrialized and developing nations see long-term and continued economic growth as essential to the well-being

One of the chief drawbacks to Bendigo mining always has been the difficulty of draining the mines in an equitable manner, so that each company or mine owner bears the properly share. The trouble seems to have been apparent on this field since the diggings were discovered. One mine would push on more expeditiously than its neighbour in looking for the precious metal and sink its shaft, whilst those in the vicinity would simply potter about, and discontinue sinking until gold was struck in the deeper ground, and: then they would go ahead, start sinking, while the pioneer would have to pump all or most of their water. This sort of thing continued here for years until the leases were worked down to the very deep ground and the water became such a b.urden on those companies that had deep shafts, that first one stopped hauiing and then others; with the result that over 1000 feet of water was allowed to accumulate on the New Chum line. lt appeared that if something were not done the whole of the main line of reef in the Bendigo district would be at a standstill, when a scheme was formulated and handed to Mr. Lansell, who, with other gentlemen, took the matter up, and at the present time all the mines on that particular portion of reef are in full work and the water all bailed out.lt is this scheme that I am requested to place before you and also to give you the details of the work done since its adoption.
