Opencast coal mining is responsible for the greatest area of land disturbance across all of the commodity types in South Africa. Many thousands of hectares have been rehabilitated to date and, although rehabilitation performance is not always measured or reported, a significant database, spanning 24 years, has now been analysed to identify the main shortcomings holding back rehabilitation sustainability across the industry. Data from 48 different collieries with rehabilitation performance scores measured from 2000-2024 were analysed. A standardised assessment framework was implemented at all 48 collieries, focusing on aspects of land capability, soil fertility, landscape form and drainage, vegetation species composition and basal cover, implementation of maintenance programmes, and prevalence of invasive alien plants. The findings show that, although invasive species management, plant species composition, and plant basal cover are often adequate, the implementation of aftercare and maintenance programmes (influencing soil fertility) and deficiencies in overall landform design and drainage systems are most significant in preventing overall rehabilitation progression and self-sustainability. Integrating these during design and rehabilitation execution, followed by intensive maintenance (especially in the first five years post-topsoiling and seeding) will be key for the overall industry performance to improve to acceptable levels. The database is biased towards collieries that actually do undertake rehabilitation and that do measure it, hence the actual industry performance is likely worse than what is presented. Due to the substantial hectarages involved and the main post-mining land uses being grazing and crop production, the industry cannot afford to keep perpetuating deficiencies in achieving the foundational aspects of rehabilitation that would pave the way for sustained economic future use.

MINING geology does not lend itself - very readily to a review embracing "improvements in methods," as perhaps do shop practices or laboratory procedures. The "methods" used in mining geology are simply the application of geology to mining; winning the ore, the handling of material, mechanical appliances, all belong strictly to mining proper, and have no place in a review of geology as applied to mining. A comprehensive review would necessarily cover a .very broad field, which could be subdivided into many -parts. Planning today for what hopefully will never happen is one of the surest ways to decrease the chance of it happening. As Napoleon proved and Ian Mitroff wrote, "The heat and stress of battle is the worst time to make decisions of strategic importance." Mitroff also wrote, "The value of a plan is not that it will ever perfectly match reality, but going through the process of planning speeds the process of recovery. It allows the organization to emotionally work through the worst before it actually happens." This paper concentrates on things miners must consider; on the need for plans to be like a belt conveyor strong enough to carry the load, flexible enough to stretch a little; on the criticality of throwing away fax machines and telephones, and having certain officials at the scene rather than back in head-quarters; on the training of fire brigades and mine-rescue teams; on having company-controlled chromatographs; on having people who can look at trends rather than numbers. Some of the things in this paper might anger some readers; for that, I can only ask them to consider first the problem not their position.

A few progressive mining software companies have recognized the benefit of broadening their capabilities to the sand and gravel (aggregate) industry. The most promising new developments have been designed for use with Surpac Vision, one of the world’s leading geological modeling, mine design, and production management systems. Surpac’s broad user-base, who have always had a propensity for customization, are now focusing on development of solutions in the Tool Command Language (Tcl), an interpreted scripting language. Surpac Software International made changes to TCL to add Surpac specific extensions, thus creating the Surpac Command Language (Scl). The Tcl interpreter, including Scl extensions, is bound into the Vision executable to provide a seamless interface to the data objects used internally by Vision, the GUI, and the 3D rendering system. Custom solutions can be incorporated as Vision extensions, or as stand alone-modules used in correlation with modeling, design, and planning functions.

There is a long history of coal production in Turkey with electric energy generated from power plants since the 1950s. However, the cost of power generation is high. Therefore, it has become necessary to find a means of decreasing production costs to become more competitive in a global market. This paper attempts to economically minimize the overall operating costs of a dragline-shovel-truck system applied at an open pit mine that has fed the Yatagan power plant since 1979, lowering the lignite production cost, and indirectly, the overall electricity generation unit cost. Systems currently in place, as a result of former optimization studies, are time-consuming and expensive to re-implement to comply with today’s very different geometric and economic conditions affecting mining operations. In such cases, rather than re-optimization, it is more viable to identify the parameters that affect the minimum unit cost, via a cost minimization study, allowing present mine equipment to be utilized more efficiently. Unit cost minimization analyses are subject to the capacity of the pool of mining equipment available, combined with the mining block geometry from pre-stripping onwards. In this overall unit cost minimization study, P&H shovels and CAT 777 trucks with capacities of 15 yd3 and 77 tons, respectively, were used in truck-shovel pre-stripping operations. A 65 yd3 Marion 8050 dragline was used to expose the overburden immediately over the coal seam. Pre-stripping bench heights varied from 8 m to 20 m and dragline bench heights from 20 m and 25 m were evaluated to minimize the unit cost of field operations. Total overburden extended to a depth of 60 m (35 m to 40 m for pre-stripping). Minimization analyses performed on the pre-stripping truck-shovel operation, prior to dragline operations, determined that the shovel bench height should be 15 m requiring a dragline bench height of 25 m.

Mr Kapp's paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

It is not the primary object of this paper to treat with the scheme of prospecting in detail, but it is considered that a brief description of the broad lines is necessary so that the significance of the points to be discussed later may be appreciated.The finding of payable gold reefs on the Bendigo field resolves itself into a two-fold problem, firstly the location of quartz bodies, and secondly the location of gold shoots in such bodies. The country rock of the field has been folded and faulted, and the occurrence of known reefs is associated with the fold axes and the faulting. The "lines" of the field are the anticlinal axes, and practically all known reefs are at or near centre country. Very little work has been done on the synclines, which may have some potential value.Quartz has been introduced along the fracture systems, and gives rise to the three main types of reef met with on the field, namely, the "back," which is similar to a bedded quartz reef and is formed along a bedding plane fault; the "saddle," which forms at the crest of the anticline and has the typical shape from which it takes its name; and "spurs," which are irregular masses of quartz, making off reefs of the first two types.As the fracturing throughout the field is widespread and fairly intense, the first problem, that of finqing quartz, is comparatively simple, and any regular system of blocking out the ground will be productive of quartz bodies.*Field Superintendent, Bendigo Mines Ltd. Soda roasting of concentrates from Mouat, Montana, was performed in a temperature range of 450 to 650 degrees C and chromium was solubilised by water leaching at room temperature. It was found that high extraction yields of chromium were primarily dependent on the conversion of Cr3+ to Cr6+ during the roasting step, and this was enhanced significantly by simple attrition of chromite particles during this step. Gangue impurities (mainly Si) were more detrimental to Cr extraction than lattice impurities such as Al or Mg. It appears that oxidation proceeds into grains along a preferred crystallographic plane in the cubic lattice of the chromite. "Jim Macdonald was promoted from Waterworks Engineer to Streetworks Engineer for the Wellington City Council. He thus took over the City quarry and responsibility for its performance. The crushing plant needed upgrading and he thought it would not be difficult to make a crusher to overcome a problem. If he had a longer association with the quarry industry he would have used conventional methods and equipment, so his invention arose from a fresh view of crushing.He invented the Barmac Rotopactor after observing a wear resistant chute with a lining of dead stone trapped above a piece of angle. This idea led to a rotor lined with trapped stone, rotating on a vertical spindle. In trying - a model rotor he observed the impact against a circular rill of stone in half an oil drum and thus was started a very fertile new area of developement in comminution. The writer helped in the developement and shares in the patents. Jim died in January 1982, just as the machine was becoming known and some 200 were in use in various countries. Most were working in hard rock quarries et that time but recent uses have carried the machine into the mining and mineral processing field. This paper is directed at that industry."

Since the inception of the oxygen-ion conducting electrolytes like ZrOrCaO·by Kiukkola and Wagner [1], the oxygen concentration cells have been extensively used in laboratories as well as in industries. In metal-production technology, these cells have been used to monitor the oxygen potentials in metallic, slag as well as gas phases and also to control and styr metallurgical processes. The pioneer among the various industrial users of such cells is the copper industry. To-day, high temperature solid electrolyte cells involving oxygen ion conducting electrolytes have become an integral part of copper pyro-refining and continuous casting. In the present paper some of the applications according to the industrial processes are described including the developments that are going on in the European scene."

INTRODUCTION The honor of being the recipient of the Mining Society's Daniel C. Jackling Award for 1966 imposes on me the responsibility to search for the subject that I would be best qualified to discuss. It seems that my experience in the mineral industry — nearly 15 years in private and 30 years in public employment — should uniquely qualify me to comment upon the relationships between the mining industry, mineral engineering as a profession, and government, and the changing economic, technologic, political and social changes that dictate their relationships. Such conditions, the increasing knowledge of the world mineral resource base, the greater demands of an expanding population with a rising standard of living, shall be evaluated with respect to our profession — mineral engineering. In all of these forty or so years, I have been in close touch with many phases of the mineral and energy resource industries, especially those of the United States. Particularly during the past 10 years, I have had a ringside seat at the "goings on" in Washington. During all of this period I have observed and analyzed many of the problems of the industry and its relations with the government. During the past few years, I have had increased opportunity for doing research and have found a need to learn something about the mathematical techniques that are undergoing such a revival since electronic computers were developed. One of these techniques is multivariate analysis, which is a system for correlating a large number of complex variables. By applying this technique to the seemingly chaotic present-day situation, there emerges a course of steady improvement in the minerals resource industries that wars, depressions, and political strife have failed to obstruct for long. In short, I advocate a need for new concepts in mineral engineering to cope with the changes, pos- sibly adding many more specialized areas on one end of the spectrum, and broad engineer-generalist approaches at the other. The meeting place shall be where the intricate mineral resource problems at the frontier of knowledge merge into the socio-techno-logical problems of the world. HISTORICAL INVOLVEMENT OF GOVERNMENT IN MINERAL RESOURCE PROBLEMS Involvement of government in mineral resource problems undoubtedly is as old as government itself. But passage of the Mining Act of 1866, superseded by the Act of 1872, was the first major entry of our Federal Government into the problems of mining. Passage of the law was necessary to resolve many conflicting claims and disputes in mining. The General Mining Law of 1872 and the Mineral Leasing Laws of 1920 apply to millions of acres of public lands and to certain privately owned land on which the mineral rights have been reserved to the Federal Government. The extensive involvement of government in the mineral industry business today often comes as a shock to the mineral engineer who has begun to climb the ladder to the top in his company. He is often poorly prepared to cope with the situation and becomes frustrated and even hostile. Better knowledge of the role of government perhaps would ease his situation. In our political system, private industry is responsible for producing minerals. To make certain that the production is adequate for a peace-time economy, and to guarantee the Nation's security in an emergency, the Federal Government finds it expedient to develop policy and engage in regulatory, educational, and research activities. A few examples will illustrate the varied role of government in relation to mineral problems. In varying degrees many agencies of the Executive Branch of Government have responsibilities that influence the functioning of the mineral and energy industries. In addition, of course, Congress, the Judiciary, and State and local governments exercise great influence. Despite technological improvements and better understanding of the hazards, coal dust explosions stilI occur. Experimental explosions in galleries in various countries extend knowledge with the constant aim of providing safer working conditions. The inadvertent ignition of an accumulation of methane is the traditional initiator of the coal dust explosion.There are specific parameters of coal dust explosibility and explosion propagation, including the important volatile matter in the coal, fineness and dispersibility of the dust and its concentration. Accepting that initiation cannot be absolutely prevented, it is necessary to consider explosion suppression. While both limestone dust and water are the chosen explosion suppressants, in practice water has more limitations to its efficacy when related to the degree of explosion violence. These data give rise to the criteria for explosion suppression, differences in favoured mining geometries, and using the same principles, to differences in suppression treatments.

Longwall caving, one of the most economical and attractive mining methods, is yet one of the most difficult and hazardous.1 This dualism is inherent in a method which manipulates the mine supports themselves to aid in excavation. The difficulty is further compounded by the lack of an analytical method to predict and control results. This paper is intended to meet this need by providing a first approximation to the mechanics involved. The analysis will be limited to materials which are linear-elastic, homogeneous and isotropic. The rock structure is assumed to consist of beds of uniform thickness with no interbed bonding.2 Consequently, the mine roof can be likened to a beam, in which the action characteristic of longwall caving is the controlled deflection of the barrier supports. This deflection causes load to be intentionally transferred from these barrier props to the working face.3 Two of the requirements of this method, shared in common with other mining methods, are the provision of (1) adequate and (2) safe working space. The third requirement is the one characteristic of longwall caving and is somewhat in conflict with the second; (3) the development of near-failure static loads at the face. Requirement (1) is handled by spacing the barrier props sufficiently far from the working face for efficient operation. Requirement (2) limits the static stresses in the structure to predetermined allowable values. This means that it is not desirable to induce a maximum load on the working face as requirement (3) may imply. Such a condition could produce collapse in the whole structure. It is the purpose of the undercut to limit the depth, and thereby control the failure of the face. Therefore, requirement (3) really means the development of an optimum, not maximum, load which, in conjunction with undercutting, produces failure at the working face, with minimum powder consumption. Stress analysis requires an exact delineation of the structure and loads. The structure will be defined as the immediate roof and its supports. Since the roof is severed at the caving line, the supports reduce to the barrier props and the working face, as shown in Fig. 1. The mechanics of failure within the working face itself are complex and beyond the scope of this study, since the face represents a typical mine invert structure.4 However, this lack can be made good by the judicious collection of field data. The primary load on the structure is its own weight or body load which can be considered uniformly distributed over its upper surface. Additional loading occurs due to interference of overbeds with the structure. Wherever this occurs, the effect can be approximated by a load uniformly distributed on the upper surface of the structure.5 When this interference is intermittent, as with a much thicker overbed, the elastic curve for the overbed is superimposed on that for the structure and the extent of interference noted, as Fig. 2 shows. However, for simplicity, this study will ignore such intermittent loads without impairing the generality of approach. Consequently, the free-body diagram is that of a uniformly loaded cantilever beam with an inter-mediate support, as shown in Fig. 3. The Bureau of Mines made experimental determinations of the heats of formation of forsterite and chrysotile at 298.15° K. The heat capacities of two polymorphs of serpentine, chrysotile and antigorite, were measured over the temperature range from 50° to 298° K and the entropies at 298.15° K were evaluated. The heat content of antigorite above 298.15° K was measured to 850° K. These thermochemical data were combined with other pertinent data to give heat and free energy of formation values at high temperatures. Free energy values are given for the reaction, forsterite + water = brucite + serpentine at different temperatures and pressures.

THE BUREAU OF MINES is investigating methods for upgrading tar produced by the low-temperature carbonization of bituminous coal. This survey was undertaken to compile information needed for identifying the ether constituents of low-temperature tar. Physical properties are listed for 1,024 aromatic ethers. The compounds include cyclic and noncyclic, polyfunctional and monofunctional ethers with oxygen joined directly to either one or two aromatic rings. Alkyl groups up through butyl are included. The compounds are divided into 37 groups ranging in complexity from alkoxybenzenes to dibenzopyrans. Compounds containing aromatic ether groups are important constituents of the neutral oxygen components of low-temperature tar. For example, at Morgantown, W. Va., the Bureau of Mines has identified and determined the amounts of benzofuran, 2-, 3-, 5-, 6-, and 7 -methylbenzofuran, diphenyl ether, dibenzofuran, 2,3-dimethyldibenzofuran, and two other dimethyl-dibenzofurans in the neutral oil from a low-temperature bituminous coal tar (103, 104).3

One of the fundamental issues having a great influence on the safety of operations performed in underground mines is the support of workings which should assure their stability in a given geological setting and mining-technical conditions during the life of their use. The process of designing and planning support for roadways may use analytical and empirical, as well as numerical methods. In view of the rapid increase in the data processing capacity of computers and the development of more and more enhanced software for numerical modeling, it seems to be advantageous to use numerical methods in searching for design solutions ? especially in the case of non-typical mining and geological conditions and in cases that need to take into consideration a great number of factors. The assessment of rock mass quality is of basic significance in designing mine supports. Fractures, dividing the rock mass into blocks, have an essential influence on the stability of the rock mass and underground construction. This paper presents examples of the fundamental underground investigations on the rock mass conducted by the Department of Extraction Technologies and Mining Supports of the Central Mining Institute in Poland, such as: penetrometric tests, introscopic examination, laboratory testing of rock samples and ground penetrating radar. Moreover, this contribution also presents examples of applications of three-dimensional numerical modeling for the purposes of stress-strain analysis of the rock mass around mine workings and computer-aided support design by means of FLAC3D (developed by Itasca) and Cosmos/M (developed by Structural Research and Analysis Corporation).

Errors in ore reserve estimation can occur during drilling and sampling, sample preparation and analysis, geological logging and modelling, database construction, statistical or geostatistical evaluation, selection of economic parameters, selection of ore reserve method and assessment of mining constraints. Core sample recovery can be a major source of error, and it is proposed that the modelling of grade, metal accumulation and thickness should be accompanied by the modelling of core recovery (or core loss) so that for each ore block a weighted block recovery factor is obtained. This gives a good indicator of the reliability of a reserve estimate. It is suggested that a resource reliability rating (RRR) system be established to quantify what is meant by geological assurance and to combine this with an estimate of the precision of estimation as gained by geostatistical analysis. Proven and probable minable reserves would be those with an RRR better than 50% and a precision of estimation better than 20%

The scheduling of underground mining activities is a complex task, in particular because of the requirement to satisfy a large number of constraints. A Schedule Optimization Tool (SOT) for underground mine planning is described, and its use for investigating strategic decisions is illustrated by means of a case study. The main components of SOT include: a genetic algorithm, which searches for optimal schedules; guidance, the application of heuristic rules to guide the genetic algorithm; and sliding, which implements just-in-time development. For the case study, SOT is employed to generate schedules at various ore capacities, accounting for the appropriate financials in each schedule evaluation. The case study finds that preliminary scheduling performed before invoking SOT, intended to provide a good starting point for the search, does not ultimately lead to higher value schedules. Two key uses for SOT are identified. A mine planner can save time by using SOT to produce high-value scheduling alternatives. This process ensures a broader investigation of the value that the deposit can yield. Also, SOT can be used to validate strategic and tactical decisions, by scheduling under alternative scenarios. Both uses produce high value schedules conforming to all imposed resource constraints.
