In 2008, the authors developed a methodology for assessing underground coal mines for high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later using a sample of 103 mines with 2008 and 2009 data, injury measures and MSHA citation data were combined into a Safe Performance Index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performances as compared to large and medium-sized mines.

"1. INTRODUCTIONTo say that the environment will be a dominant issue in the 1990' s is an understatement. A world-wide ""green revolution"" is taking place not only with the general public and politicians, but in the boardrooms and plant facilities of corporations around the world. There is probably not a plant manager who has not been requested by his corporation to assist in some way on environmental issues by providing advice and strategy, by dealing with customer or community concerns, by considering environmental matters in transactions, by developing new environmental compliance policies and requirements, and so on.There are, in the author's view, three main challenges for the mining industry in the environmental area in the 1990's. This paper will discuss each in turn. The first challenge is the concept of ""sustainable development"". Whatever the meaning of this much-debated phrase, we are rapidly moving beyond the buzzword, and into the specifics. It will clearly impact on the way we manage our companies, our communities and our personal lives.The second is the challenge of personal liability; particularly for officers, directors, supervisors and managers of the corporation. For example, in Ontario today, a good percentage of prosecutions for pollution offences are against individuals, usually managers and supervisors, in addition to the prosecutions against the corporation itself for the same offence. In all likelihood, prosecutions will increase in number and will increasingly be directed at individuals. A corporate president has already served a jail term for contempt of court related to his corporation's breach of a court order related to sewer by-law offences. Although the case is on appeal, another president has become the first officer in Canada to be sentenced to jail for violation of an environmental protection statute. Other corporate officers and directors have recently been charged with breach of their duty under Ontario's Environmental Protection Act."

As mines grow deeper, the problem of ground control becomes one of increasing importance. The literature on the subject has grown extensively in the past few years, but is still far from conclusive. Detailed and precise observations are on record covering most phases of the problem, and control measures have progressed to the point where, in a large measure, they are effective. The success of methods to date must be attributed to the efforts which have been exerted to reduce convergence of stope walls and to the realization that a regular progression of stope faces approaching longwall has a beneficial effect. This paper attempts to explain the relationship between these two factors and the general problem of ground control. The problem at present lacks the co-ordination of the practical with the scientific outlook, but fortunately as time goes on there are indications that our scientific friends are becoming more interested and more familiar with the practical issues involved. Opinions vary widely regarding the mechanism of the problem and there are several schools of thought, two only of which will be discussed. One associates the incidence of rock-bursts with the stresses built up by a sagging hanging-wall, while the other takes the view that stresses primarily responsible for the sagging hanging-wall are also the cause of rock-bursts. The first group starts its reasoning from the convergence of the walls, probably the most conspicuous feature of deep mining, and works back to the conclusion that rock-bursts are in sorne way due to the breaking up of the sagging layers. The second group begins with the stress zone apparent around excavations at depth and follows mathematical conceptions based on certain assumptions which, in the absolute sense, are known to be inaccurate, but which are justified by the similarity between the conclusions reached and the results obtained in practice. This reasoning is followed to the point where rock-bursts result from the failure, under stress, of rock in situ, quite independent of wall convergence.

While there is no specific obligation on the part of any applicant to consult directly with tangata whenua (people of the land), recent cases highlight the need to engage in active consultation in order to avoid serious objections and delay, particularly where a proposal may affect the matters referred to in section 6(e) (Waahi tapu/sacred places) and 7(a) (KaitiakitangaiGuardianship) of the RMA.   The Environment Court has shown some sympathy for tangata whenua where waahi tapu and other significant matters of cultural concern are at risk because of a proposed development. There are several practical steps that can be taken to minimise the potential for serious objection including: ò knowing who to contact and how to contact them; ò demonstrating empathy for the concerns of tangata whenua; ò engaging in proactive consultation, for example meeting at a time and a place that is suitable to tangata whenua, and a preparedness to meet the costs of tangata whenua etc; ò demonstrate an awareness of tangata whenua issues; being aware of the types of mechanisms that are available to remedy, avoid etc adverse effects on matters of concern to tangata whenua.

"The recovery of gold by gravity from grinding circuits differs from virtually all other gravity recovery approaches in that stage (or unit) recoveries are low, typically 1 to 5%, but overall recoveries are generally in the 25 to 60% range, because individual gold particles are presented many times to the primary recovery unit. Full-scale recovery is difficult to predict from benchscale tests. Further, maximizing metallurgical recovery is generally not the primary objective, because of the more efficient downstream recovery circuit (flotation or cyanidation). In this paper, a new concept, the gravity recovery effort, is presented to assist in the design and optimization of gold gravity circuits. It is defined as the product of the circulating load treated by the primary gravity unit, the recovery of this unit, and the gold room recovery. Predicted gold recovery is linked to the recovery effort, the size distribution of gravity recoverable gold (GRG), the dimensionless retention time in the mill and the partition curve of GRG. A case study of economic optimization of the gravity recovery effort is presented. INTRODUCTIONPredicting gold gravity recovery from grinding circuits has always been a hit-and-miss exercise. The problem can be traced to the highly variable gravity recoverable gold (GRG) content of ores, high GRG circulating load, fraction of the circulating load treated, and performance of primary gravity recovery and gold room. A numerical proceeding of corrections with respect to topography is worked out for places near the station and a graphical one for the remote parts of the terrain. The description is clear and very detailed. The numerical proceeding is very similar to that of the Eötvös and Schweydar methods which are in use already. In both methods the levelling is accomplished in certain circles and fixed azimuths around the station. While, in using the Eötvös method, the height differences are directly inserted into the final formulas with regard to the foot of the instrument and in case of accurate formulas derived by Schweydar the height differences are calculated with respect to the center of gravity of the attachment, Numerov introduces functions A and B, the heights, of the terrain and of the center of gravity, which are to be inserted into the formulas.

ON giving thought to the subject of this paper, my first reaction was that many and striking changes have come about as a direct result of the war. However, more careful analysis indicates that few, if any, of these changes can be wholly attributed to it. The actual situation is that all these changes were conceived and most of them at least partially executed in re- cent prewar years, it remaining the role of war to achieve results in a fraction of the time that might normally have been taken, lacking its driving impulse. The further discussion will therefore be with the premise that the individual changes have been greatly hastened rather than directly and primarily caused by any war conditions. Co-operation among copper alloy producers on production problems is agreed to be much worth while. The industry was too long noted for jealousy and secrecy as to equipment, methods, and even materials produced. Gradually, a more open and co-operative policy evolved but even just prior to the war the interchange of ideas was relatively cautious and limited. The need for a great increase in production in record time fostered a more co- operative attitude; exchange of ideas and experience concerning all phases of production increased tremendously to the benefit of the individual participants and thus the war effort, too. This more united effort has undoubtedly led to many specific improvements in process or equipment and these in turn to more rapid and economical operation than could have taken place on an each-for-himself basis.

"A kinematically admissible velocity field is applied to study the arching phenomenon in a cohesionless granular backfill placed between two rough vertical inflexible walls. The study is different from the previous works which are almost entirely based on statically admissible stress fields. It is shown that the development of arches is strongly influenced by the previous loading history of the backfill which controls the nature of the constitutive laws that govern the mode of stress deformation of the backfill. This preliminary study employs simple models in order to show the potential use of such an approach in evaluating and understanding mine backfill behaviour in the underground excavation. The pressure exerted on the floor supporting the backfill is also studied in some detail.INTRODUCTIONAlthough the importance of the design of mine backfill has been discussed extensively by a number of authors, i.e. Hassani et al. (1985), such theories have not as yet been incorporated in design criteria for underground mine backfilling operation . One factor that such theories must incorporate is the so-called arching action .The phenomenon of arching has been the subject of study by many researchers in the field of civil engineering and mining engineering. Among these scholars the works of Terzaghi (1943), Krynine (1945), Lusher and Hoeg (1964) and Handy (1985) are noteworthy. All these authors use a statically admissible stress field as a starting point to develop their theories. The approach taken by the authors of the present paper is completely different because they employ a kinematicallyadmissible velocity field. It is their belief that the arching phenomenon is closely linked to the interlocking of grains as manifested by the degree of dilatation of the granular mass when subjected to a shearing process.This paper is written in the following sequence. To define the interlocking quantitatively it is necessary to state the constitutive law governing the stress deformation characateristics of the granular mass. This is done in the next section as the law proposed by Poorooshasb and Pietruszazck (1985, 1986) is stated and simplified to suit the present analysis. Next the mode of formation of an arch in a simple system consisting of a mass of backfill sandwiched between two vertical rough walls of infinite extent is examined. The velocity field obtained from the above example is used to obtain solutions to two more complicated situations. The first situation assumes that the backfill is supported, in addition to the vertical rough walls, by a Winkler foundation at its base. The second situation assumes that the Winkler foundation has been replaced by a horizontal beam of uniform section and simply supported at its extremities. The findings of the study are summarized and their practical implications discussed in the concluding remarks."

Recent Bureau of Mines research in earth grounding safety is documented in three separate papers. First, guidelines for the design of a 5- ohm borehole ground are presented. Next, an inexpensive practical means to construct a low-resistance bed in high-resistivity soil is described. Finally, a procedure that employs a commercial resistivity meter to measure shock potentials around grounded objects is explained step-by-step. These papers complement the material presented at an earlier technology transfer seminar and published as IC 8767.

Voice Frequency (VF) electromagnetic trapped miner location devices were tested for reliability and effectiveness in 93 coal mines. Tests included uplink pulsed CW, downlink pulsed OW and downlink voice evaluations. Frequencies were 630, 1050, 1950 and 3030 Hertz. Overburden depths varied from 70 feet to 1550 feet. Successful communications were established at 91 of the 93 mines. Data indicate the transmitters and receivers will operate in practically all coal mine environments. Reliability and accuracy as location devices appear to depend on noise, depth and presence of metallic objects which distort the magnetic field. In addition, theoretical models appear to define best case situations in terms of noise and conductivity. Minor hardware problems were encountered, mostly involving battery contacts, switches and antenna cables on the receivers. No hardware problems occurred with the transmitters.

Several aspects of coal mine safety-ground system operation are studied. Evaluations of two sophisticated ground-wire monitors are presented, along with a detailed report of development work on a modular ground-wire monitor. A portion of the report covers stray current flow in the safety-ground system, analyzing in detail conditions surrounding the generation of both dc and ac ground wire current. Considerable detail is provided concerning studies of mine ground beds. Additional progress is reported in the development of a. continuous ground-bed monitor, and new techniques are developed for the design of ground beds and their resistance measurement. New methods of accurately measuring electrical parameters of finite layered conducting structures are also reported. The effects of stray currents in ground beds is included. Touch-and step-potentials associated with mining equipment are analyzed, and methods are presented for determining earth voltage gradients around structures contacting earth. Instrumentation to determine gradients easily is suggested. Finally, an extensive effort is described dealing with lightning transients on open-pit coal mine ground systems. The nature of the transients, their expected frequency of occurrence, and the ways in which they damage equipment are analyzed in detail.

Past successes of low impact mineral exploration and rehabilitation of mined areas in developed land of subdued contour provide little guidance for similar activity in more sensitive high country or mountain environments. Land management agencies and environmental pressure groups have expressed considerable concern about mineral development in these areas by land especially where the land involved has high environmental or productive values. Mineral explorers are responding with detailed proposals for integration of environmental assessment and mineral exploration at an early stage. A model programme for Fiordland National Park presented in this paper illustrates this approach.

Variogram analysis and kriging lack robustness in the presence of outliers and data with long-tailed distributions, which often arises when estimating grades in precious metal deposits. The capping technique, consisting of truncating the data to some top-cut grade, is widely used in order to mitigate the influence of the values in the upper tail of the distribution. However, this procedure omits part of the grade variability and is likely to provoke a bias in the estimates. To avoid these issues, a recently proposed approach is to decompose the grade of interest into three components (the truncated grade, a weighted indicator above the top-cut grade, and a zero-mean residual) and jointly estimate the truncated grade and the indicator by cokriging. This approach is attractive as it provides unbiased grade estimates, allows choosing the ?optimal? top-cut value, and essentially works with truncated and indicator data, thus avoiding the use of outlying values for calculating sample variograms and performing spatial interpolation. This work presents an application of this approach to a disseminated gold deposit that has been identified through exploration drilling. The effect of using an indicator covariate is assessed through leave-one-out cross-validation, by comparing the grade estimates with the true grades and with the grade estimates obtained with the conventional capping approach, which considers only the truncated grade as the variable of interest. As a result, cokriging the truncated grade and the indicator above top-cut grade outperforms the conventional capping approach, yielding significantly more accurate estimates. A few complementary guidelines are provided for validating the model hypotheses and for the implementation of cokriging.

From Sept. 22-24, the Las Vegas Convention Center will be home to MinExpo 2008, the world?s largest mining equipment show that comes along once every four years. Sponsored by the National Mining Association (NMA), this year?s show is on pace to be the largest ever. Nearly 1,300 exhibitors have purchased nearly 55,700 hm2 (600,000 sq ft) of booth space. At the center of it all will be some of the most impressive mining equipment that the industry has to offer. And in the shadows of the massive haul trucks, drill rigs and bulldozers, attendees will be able to see the latest and greatest products including hand tools; the latest in automation and robotics; safety and communications equipment; longwall mining equipment; engines and parts; materials handling and processing equipment and services; pollution control equipment; reclamation equipment and services; computer applications; consulting and financial services and more. While many companies will be on hand to display the tried and true, there will also be plenty of new things to see. ?We anticipate that a whole range of new products will be introduced at the show,? the NMA said of the show that has been called the world?s richest deposit of mining technology, services and products. In addition to the show that will take place in Center Hall and North Hall of the Las Vegas Convention Center, MinExpo 2008 includes a conference program with 20 educational sessions that will tackle the most timely and pressing issues affecting the mining industry. Many of the industry?s top professionals will lead the discussions.

In today?s gas turbines, the emphasis is on saving energy and reducing the amounts of pollutants emitted. This can be attained only by designing alloys with higher melting points and the capability to retain mechanical integrity at increased temperatures. The development of nickel-based superalloys (NBSAs) has reached its limit, as the alloys are operating at critical temperatures close to their melting points. Further increase in the operating temperatures will result in dissolution of the strengthening phases and even melting. Recent trends are towards developing materials that are adequately strong but have much higher melting points and corrosion resistance than the NBSAs that are currently in use. Studies conducted on Pt alloys with similar structure to the NBSAs have presented mechanical results that are promising. This has led to further development of these alloys as a replacement for NBSAs. The operations of gas turbines are usually limited by hot corrosion, which could lead to catastrophic failures. Increased temperatures have an adverse effect on the corrosion of the alloys by making the environment more aggressive. Hence, during a material selection process, the corrosion behaviour of any selected material for a highly specialized application such as gas turbines needs to be assessed. Generally, coatings are applied to combat degradation by salt deposits, hence coated and uncoated NBSAs were selected as benchmark alloys. Corrosion mechanisms and kinetic studies of the Pt alloys were conducted. High temperature hot corrosion (HTHC) tests were conducted at 950°C for540 hours. Analysis of the corrosion products was conducted using a Raman spectrometer, scanning electron microscope with energy dispersive X-ray spectroscopy (EDS) optical microscopy, and X-ray diffraction study of the phases that formed. Both coated and uncoated NBSAs failed under the test conditions. Samples were covered with a porous non-adherent greenish layer which is characteristic of NiO. Pt alloys displayed superior corrosion properties compared with the benchmark alloys.

The conditions under which vanadium is rendered insoluble by silica in the alkali-roast process have been investigated starting with both slag and reagent-grade materials. The inert phase is a glass formed slowlyfrom soluble NaV03 produced at lower temperatures. It contains approximately 30 per cent V in a partly reduced state; iron is not a principal component. Some of the vanadium in the inert phase is slowly returned to a soluble form by heating in an oxidizing atmosphere below the temperature at which the glass is formed (750°C). As the reaction leading to the required, soluble form of vanadium is also slow between 600 and 750° optimization and control of the temperature profile and atmosphere in the furnace, and the residence time of the solids, are necessary to ensure high vanadium extraction during subsequent leaching.

In 1997, a group of Canadian mining companies met to review the Mine Environment Neutral Drainage (MEND) program and to consider future activities. They concluded that (1) that Canadian industry and Natural Resources Canada (NRCan) should fund a small secretariat in Ottawa to support technology transfer in Canada and, (2) that it was important for industry to continue the momentum of MEND on an international scale. The need for the International Network for Acid Prevention (INAP) was strongly endorsed by consultants, company, university, and government experts from Australia, Canada, and the United States who convened in Vancouver in February 1998. The initial focus was the development of a solid knowledge base covering the collective experience of INAP?s members to promote the dissemination of successful practices, the identification of knowledge gaps, and the formulation of effective research proposals. The sharing of information on past successes and failures alone was viewed as sufficient justification for the formation of INAP. INAP was officially launched in October 1998, and is now an effective, industry-based initiative to globally coordinate research and development in the management of sulphide mine waste. Significant improvements in the management of sulphidic mine materials through knowledge sharing, research, and development of technology by INAP will reduce liability associated with acid drainage. In the early fall of 1925, the writer was conducting, in the Ledoux and Co. laboratory, New York, experiments directed toward ascertaining the effect on its impurity content when cathode copper was subjected to a current of various gases at an elevated temperature below the melting point. The apparatus consisted of a vertical I-in. dia. silica tube about 12 in. long, heated on the outside. The cathodes were broken to pass 3/8-in. mesh, and a current of various different gases was passed up through a 4-in. long column of these loose cathode particles in the vertical tube furnace. Temperature was maintained to 1500º to 1600ºF. and the gas treatments lasted from 3 to 6 hr. The writer observed that whenever reducing gas (H2 or CO) was used, these cathode particles stuck together at points of contact with each other. The cohesion was so marked and tenacious that an examination was made of the fractured surfaces, when cathode particles were broken from the cluster. Crystal growth was always found to have taken place across the surfaces where separate particles were in contact, but only after all oxides, sulphates, etc., had been completely removed. The idea of a possible new process was then conceived and was disclosed to A. M. Smoot (V. P. Ledoux and Co.) with intent to obtain his views. The first conception as given Smoot was "to gas-clean broken cathodes, put them in an extrusion press, solidify and extrude them at around 1500ºF." Smoot's reaction, after a few moments considera- tion, was, "It looks perfectly all right to me.'' The writer and his assistants, W. H. Osborn and H. H. Stout, Jr., after conferring as to ways and means, decided to go ahead with preliminary laboratory experiments, which, it was thought, would move the new process from the possible to the probable. This program followed a course indicated by three basic considerations: 1. Since brittle cathodes were often unintentionally produced, it seemed probable that the laws controlling this type of deposition could be ascertained. 2. We had already proved the gas-cleaning feature. 3. There remained to prove: whether a sound, homogeneous metal billet could be produced with crystal growth established over the entire surface of each individual particle in the billet; and, if so, what would be the physical properties? Osborn arranged with Columbia University for conducting experiments in its research laboratory to prove or disprove the third item; Columbia assigned C. A. Phillipi, Jr. to assist in the project. A press with a cylinder 2 in. high and of I-in. dia. was used. It was surrouilded and heated by a resistance coil 01 Nichrome wire. Broken tough cathodes were used. Experimental Procedure The first run took place March 18, 1926. The resistance wire gave out when temperature of 1000ºF. was obtained. Plant operators in the mineral processing industry have been implementing expert systems for several years now, with the intent to increase production and reduce costs. Most systems have been installed on grinding circuits of some type and have proven that the technology is viable in that application. However, few applications on other processes have been attempted for various reasons, such as lack of reference sites, complexity of the process, lack of suitable measurements and lack of confidence in the technology. The successful application of an expert system on an Alumina Calcining kiln is the first such application in the West Indies Alumina Company (Windalco), and demonstrates how this technology can be successfully applied to other processes. The key objective of an expert system is to optimize the process. To achieve this the process must first be stabilized, followed by optimization of the operating parameters. The steps taken by this expert system to optimize the process are: • Check for abnormal conditions and deal with them using a prioritized set of special actions. • Use a selection of rule blocks to stabilize the process. • Once the process is stable, achieve additional benefits through further optimization of the process. The potential benefits that a user can expect to achieve through installing an expert system can be assessed on the basis that performance will improve from that of an "average operator" to that of the "best operator" performing at his optimum for 24 hours a day, every day. The quantifiable process benefits include: • Increased production • More consistent product quality • Reduced operating costs • Reduced standard deviation of key variables • Consistent plant operation The success of this project was measured in several ways: project implementation, realised economic benefits, and realised non-economic benefits. With a commitment to maintain the system over the long term, the longevity of the system is assured and will become an important part of the Alumina Calcining control strategy at Windalco. This paper discusses the various phases of implementing the ABB Expert Optimizer expert system, what the benefits were and the procedure that is in place to maintain the system to ensure continued long term success.

Aquila Mining Systems Ltd., is the world leader in drill monitoring, control and GPS-based machine navigation systems for the mining industry. This paper will review the design and application of AQUILA’s drill monitoring, control and positioning systems currently in use throughout the world and some of the benefits that derive through their use. In 1993, AQUILA became the first company to install a high precision, cm level, real-time GPS receiver on a blasthole drill. In fact, this was likely the first application of GPS on any form of production mining equipment. To date, AQUILA has installed over 90 GPS based drill monitoring systems worldwide. Since 1992 AQUILA has continued to lead in the advancement of new technologies for drilling including real-time geology recognition and automated drilling control systems. The AQUILA DMseries drill systems offer mines the ability to collect and transmit to the mine office; drill production statistics, ore and waste intersections, exact collar elevations, hole positions and depths, maintenance information and consumables tracking. Unique office software developed by AQUILA provides an encompassing Windows environment within which to manage and coordinate all aspects of data communications and information management between the drills and various mine departments. AQUILA and Caterpillar, along with Mincom and Trimble Navigation are partners in a technology alliance that is providing the surface mining industry with vehicle tracking and navigation systems for all mobile production equipment.
