In the forging industry, the increasing trend is to use DC cast billets as forging stock to replace extruded stock. However, there is little technical information available in open literature. In order to gain a better understanding of the behaviour of cast stock during deformation, a study was initiated to evaluate the impact of an homogenisation treatment on the billet prior to cold forging. Axisymmetric upsettings of cylindrical samples machined from DC billets were achieved in order to evaluate and compare flow stresses, crack initiation and propagation. Results show a 30% decrease in flow stress after homogenisation. Observations of the deformed samples show major cracking for the as-cast material. Optical microscopy and SEM observations have related the crack initiation to decohesion around ß -AlFeSi particles and subsequent growth along the constituent path. Homogenisation effectively breaks up and transforms the ß phase, present as platelets in the cast product, into smaller spherodised a-AlFeSi particles. This has the effect of preventing crack growth in the forged product. The homogenisation treatment also resulted in the reduction of Mg and Si in solid solution. The softer matrix generated 29% less die wear when compared to the as-cast structure. Based on the results of this study, it is thus recommended to homogenise cast billets prior to cold forging.

SAMREC (The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves) Clause 7 notes that ‘Documentation detailing Exploration Results, Mineral Resources and Mineral Reserves from which a Public Report is prepared must be prepared by, or under the direction of, and signed by a Competent Person.’ Similar statements with respect to Competent Valuators (CVs) and Qualified Reserves Evaluators (QREs) are contained in the SAMVAL (South African Code for the Reporting of Mineral Asset Valuations) and SAMOG (South African Code for the Reporting of Oil & Gas Resources) codes respectively. What does it mean to be a Competent Person (CP) in the context of compiling/signing-off on SAMCODE (South African Mineral Code) compliant documents? What do the registration and experience requirements mean? Who is ultimately responsible for the report and what does such responsibility prescribe?

GENERAL DESCRIPTION Block caving is a distinct caving method applied mostly to large, massive, ore bodies because of its in¬herent low cost and high production capabilities. Areas of sufficient size are removed by undercutting so that the mass above will cave naturally. Drawing of the caved ore at the bottom of the ore column causes the caving action to continue upward until all of the ore above the undercut level is broken into sizes suitable for handling. When properly applied, block caving results in a lower mining cost per ton than any other under¬ground method. There are three distinct forms: (1) dividing the horizontal area into rectangular or preferably square or nearly square blocks, drawing evenly over the entire area to maintain an approximately horizontal plane of con¬tact between broken ore and caved capping; (2) divid¬ing the horizontal area into panels across the ore body, retreating by undercutting manageable areas from one end of the panel to the other and maintaining an in¬clined plane of contact between the broken ore and caved capping (thus the name panel caving); and (3) no division of horizontal area of the ore body into defi¬nite blocks or panels (this is termed mass caving). Undercutting may be from wall to wall, retreating from one end of the ore body to the other, maintaining an inclined plane of contact between the broken ore and caved capping. The total active caved area is deter¬mined by the size of block that will not produce undue stress on workings below the undercutting level and by total production requirements. This type of operation is also referred to as panel caving at some properties. SUITABLE ORE BODIES Block caving in its various forms is applicable to deposits of various shapes and ores of various strengths. Its success is governed by rigid requirements and limi¬tations. In unsuitable deposits or where improperly em¬ployed, the loss of ore may exceed that of any other mining method. Good planning, systematic work pro¬cedures, careful supervision, and good judgment con¬tribute to its success. Ore Characteristics Included as a necessary characteristic in an ore body suited to a successful block-caving operation is a proper fracture pattern. Ore hardness should be another gov¬erning factor, and the toughness or softness of the ore should be considered. There must be sufficient horizon¬tal area available for expansion of the undercut, if neces¬sary, to start the caving process. Large, massive, ore bodies usually meet these conditions. Veinlike deposits must be wide and dip rather steeply to conform to the block-caving limitations. The capping must be of such a nature as to cave when the underlying ore is being removed since the weight of the overburden aids in crushing the ore. The most favorable capping character¬istic is that it breaks into coarse pieces and resists attrition as the block is drawn. Soft capping, by breaking into fine pieces and sifting into the ore or channeling through the ore to the drawpoints, can seriously dilute the ore and hinder the extraction of clean ore from the blocks. Types of Ore In block caving, a fairly uniform distribution of val¬ues in the ore is necessary. Grade values may range from low grade to high grade, but most often the sys¬tem is applied to low-grade ores. Wide veins, thick beds, or massive deposits of homogeneous ore overlain by ground which will cave constitute suitable ore bodies. The ore must be such that it can be supported while blocks are being developed and undercut but breaks up readily when caved. Some applications include porphyry copper, disseminated molybdenite, hematite in the Lake Superior iron district, limonite deposits in northern Spain, the diamond mines of South Africa, asbestos and nickel in Canada, and massive magnetite in Pennsylvania. Size and Shape Outline of the ore body should be fairly regular, and the sides of the ore body should dip steeply. It may not be economical to mine small portions of ore extending into the walls of the deposit, and low-grade inclusions in the ore cannot be left unmined. Some dilution of the ore, as mining progresses, by low-grade or barren cap¬ping is inevitable and, unavoidably, some clean ore is left between drawpoints. Determining Cavability The use of rock mechanics is sometimes advantageous in helping to determine the cavability of an ore deposit. The US Bureau of Mines has information and testing ability which can assist in determining the cavability of ore types. Several competent consulting orga¬nizations knowledgeable in rock mechanics can also as¬sist in evaluating the cavability of an ore body. Some recent work has been done to better define the cavability index of various ore bodies; an example of how this was determined is discussed by McMahon and Kendrick (1969). The intensity of the fracture pattern is a critical parameter to be analyzed. The question to be answered is, "How intense must the fracture pattern be?" Table 1 is a tabulation of the size of rock fragments that appear at the drawpoint of various block-cave mines around the world. These are indicative of the fracture-pattern spac¬ing and, as can be seen, they vary substantially from the almost sandy material at the Mather mine to fairly sizable blocks at the Grace mine. Several sets of fractures are essential to promote good caving. Ideally, two vertical sets at nearly right angles to each other and a third set nearly horizontal are required to insure a good caving ore body. Keywords: Pyrometallurgy, Namakwa Sands, ilmenite, DC arc furnace, titania slag, pig iron Namakwa Sands is a heavy minerals mining and beneficiation business in the Anglo Base Metals Division, and operates along the West Coast of South Africa. The business encompasses mining, mineral concentration, separation, and smelting operations. The smelting process comprises the carbonaceous reduction of ilmenite to produce titania slag with a TiO2 content of 86%, and iron with a carbon content of 2.5%. The Namakwa Sands smelter, situated near the Saldanha Bay harbour, commenced smelting operations in 1994, when a 25 MW DC arc furnace was commissioned. The smelting operations were expanded in 1999, with the commissioning of a second 35 MW DC arc furnace. Despite the fact that ilmenite smelting poses a technical challenge in terms of the high temperatures required, the physical characteristics of the slag, the constraints placed on the feedstock, and the tight product specifications, Namakwa Sands has continually increased slag production since 1995. High furnace feed-on utilisation and furnace stability, complemented by continuous improvement drives, will be the vehicle to drive performance in the short term, with longer-term performance enhancements due to strategic process development.

The objective of this research was to establish the relationship between production, consumption and energy cost in the surface mining of bituminous coal. Specific energy sources such as diesel, gasoline, electricity, explosives and bituminous coal were considered in this study. Gain in net energy, proportion of the cost of energy consumption and total energy cost relative to total revenue of extracted coal were determined, and a new energy efficiency index and a new energy-cost ratio were established. A case study on an operating surface coal mine was carried out to demonstrate the application of the newly developed method. The results of this study can be used by the mine operators in establishing strategies for the optimization of energy production and consumption, and for reducing the cost of bituminous coal extraction.

"Observation of the use of trailing cables in ""mines shows that the chief limiting factor in the life of the cables and their safe use is the smashing or crushing of the cables in service, together with the effects of consequent splicing.Trailing cables are crushed when run over by cars, mining machines; and locomotives or when hit by falls of roof. Crushing damages the insulation and may cause failure at once or in later use. Failure may be either by short circuit between the conductors or by grounding to the track. The failure of a live cable causes electric arcs capable of igniting explosive mixtures of methane and air. Every cable failure in a gassy or dusty mine is, therefore, a real or potential hazard.Some mine operators do not allow the splicing of trailing cables for use in gassy mines, bet require that a damaged cable be immediately replaced and if repaired that it be used only in nongassy mines. Other operators allow the making of temporary splices to permit completion of the shift but require that such splices be remade and vulcanized before the cable is used again.Still other operators allow the continued use of temporary splices, which in general means that a cable is used until the splices give trouble in reeling, or overheat, or pull apart. Then the spliced sections are either cut out or the whole cable is replaced.Splices often determine the useful life of a cable. A splice poorly made may pull apart ueder mechanical strain and cause arcing that burn* the surrounding cable or ignites as or coal-dust. If it has lower conductivity a splice is the first part of the cable to heat; it may become so hot under load that it will burn apart and damage other parts of the cable, or, if it be a soldered splice, the solder may melt and allow parting of the cable. A poorly made splice often has insufficient insulation which may alloy short-circuiting between conductors or permit external contacts capable of giving an electric shock to one handling the cable. The splice is sometimes bulky from too much insulation and takes up too much room on the reel, causing uneven reeling; also by catching on the spooling device the oversized splice may receive expressive pulls and wear. Splicing is therefore a very important factor in the use of trailing cables."

The tracking of ore through process hold-ups such as stockpiles has been traditionally been difficult to achieve. The inability to pinpoint the exact source in the mine of material that is feeding a processing plant has led to inefficient mine-mill reconciliation processes. In addition, a lack of understanding of the behaviour of ore in process hold-ups such as bins and stockpiles often leads to poor predictions of plant performance and to poor reconciliation of this to the orebody.This paper reports on two short case studies. One case study addresses tracking ore from various parts of two mines to the concentrator. The other follows synthetic particles through the coarse ore stockpile. Both studies use radio-frequency identification (RFID) tracer technology. The paper concludes by discussing general strategies for implementation of such concepts into mine-mill metal accounting and reconciliation systems. As shown in this paper, reliable ore tracking systems will allow much more effective mine-mill reconciliations as well as the ability to model process hold-ups with regard to size by residence time distributions. This should, in turn, allow metallurgists to have a better understanding of the size and grade of material that will report to the plant at different process hold-up (eg stockpile) conditions.

Norddeutsche Affinerie?s (NA?s) primary smelter continually increased production in the past decade. The smelter?s concentrate capacity was expanded from 500,000 in 1993 to 1,000,000 t/a dry concentrate in 2000 and the goal of the present upgrade is 1,150,000 t/a. These goals were reached without erecting new equipment in the anode area, but instead by refitting the existing plant. The life-span extension of the casting moulds was absolutely necessary to increase the casting performance from 260,000 to 450,000 t anodes per year on a single casting wheel. Different mould manufacturing processes and alloys were tested in order to find the optimal mould. In the past the moulds were cast directly, now the anode mould is milled into NA copper cakes. Accompanying measures taken were the shortening of maintenance and repair times as well as improvements in the refining furnace equipment.

Image processing is a technique that simulates the human vision system. This technique enables applying every statistical or intelligent operation to recognize differences. In this way this new technique is used in quality control systems in most industries. Studying sedimentary rocks is very important from the economic point of view. Some units of sedimentary sequences involve different mineral deposits, hydrocarbon and water resources. Therefore it is important to identify and classify different sedimentary rocks. Descriptive classification of sedimentary rocks is usually based on visual and textural features and chemical composition of a sample. In this paper different samples of a limestone mine in central part of Iran are classified. The samples were collected from different parts of the mine and crushed down in size from 2.58 cm to 3.58 cm. The rock samples were labeled based on percentage of chemical and lithological compositions. Each sample was assigned to one of the distinguished groups. The images of the samples were taken in appropriate environment and processed. A total of 74 features were extracted from the identified rock samples in all images. In order to feature dimensional decrease, principal component analysis method was used. Then Bayesian statistical algorithm was used as a useful tool for classification. Classification Correctness Rate (CCR), calculated for the test data sets are %88, %68, %61 and %72 for the first to fourth class respectively. Therefore it can be inferred that the extracted features of images are appropriate indicators for different samples identification. These precise results besides the advantages of image processing technique, which are increasing speed of operation and decreasing cost, appears to be a desirable success.

Traditionally the feed to coal preparation plants was de-slimed at 0,5 mm. The +0,5 mm size fraction was processed via dense-medium cyclones and the -0,5 mm size fraction was beneficiated with froth flotation, water-only cyclones or spirals. With the introduction of large diameter cyclones, the aperture sizes of de-sliming screens have progressively increased to about 3 mm in the belief that the larger cyclones are not able to effectively beneficiate coal which has a particle size below the ?breakaway? size. The efficiency of separation in the large dense-medium cyclones is improved by presenting a coarser feed to the units. At the same time, the capacity of the de-sliming screens is increased due to the larger screen apertures and in effect, the throughput capacity of the dense-medium section is increased. The 3 x 0,5 mm size fraction, which was previously processed in the dense-medium cyclones, is now added to the fine coal size fraction and processed by water-only methods such as Teetered Bed Separators (TBS) and spirals. Whether this practice is the most economical way to process the 3 x 0,5 mm size fraction requires further thought since the best processing route for the 3 x 0,5 mm size fraction will depend on a number of factors, amongst which are: o The washability of the coal and the amount of near-density material o Processing efficiency o Specification of the required product o The price paid by the customer for the product o The cost of processing the coal Breakaway size The ?breakaway? size is defined as the particle size below which the Epm of the smaller particles starts to decrease significantly. Bosman1 provides an approximate breakaway size versus cyclone diameter (Figure 1). It should be kept in mind though that the Epm of the small particles is a function not only of the cyclone diameter but also of feed pressure, medium density, medium viscosity, particle shape and density, top-size of particles in the feed, etc.

The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

Abstract - Most of the gold in the Late Archean Witwatersrand Basin is of detrital origin but, in its present form, it is metamorphosed. The only relict detrital features preserved are the morpho­logical characteristics of some placer gold particles. Regional burial metamorphism in the shallower and deeper levels of the Witwatersrand Supergroup reached temperatures around 300°C and 350°C at pressures between 2 kbar and 3 kbar, respectively , estimated from phase relations, chlorite-chloritoid exchange thermometry and chlorite thermometry . Metamorphism of the gold involved compositional homogenization of individual gold particles and partial recrystallization. Various infiltration events caused the partial mobilization of the gold at slightly lower temperatures, between 240°C and 300°C. These infiltrations can be related to crustal extension during the deposition of massive carbonate sequences of the Transvaal Supergroup (around 2.5 Ga), and later to the emplacement of the Bushveld Complex, and to the Vredefort event around 2.0 Ga ago. The mobility of the gold was dependent on the sulfur fugacity prevailing in a particular horizon which, in turn, was deter­ mined by the amount of pyrite (and other sulfides) present in that horizon. With the sulfur fugacity being controlled by stratigraphy, low fluid:rock ratios in a pyrite-rich horizon were most conducive for the mobilization of the gold. Thus, long-range gold mobilization in the Witwatersrand Basin can be expected to be the exception rather than the rule.

The support of intersections in coal mines remains an important safety issue, mainly because the large diagonal span compromises the stability of the roof. This structural weakness is further exacerbated if the intersection is developed incorrectly, the pillar corners fail or the crosscuts are angled (not perpendicular). This report details the current support systems used and investigates unplanned falls of ground in intersections in coal mines throughout the United States. A possible failure mechanism is proposed and some suggestions are made to improve the effectiveness of the support in these vital areas.

"Gold-bearing mineralization at Anomaly A occurs in polydeformed Ordovician turbidites of the Kendall Mountain Formation of the St. Croix belt in southwestern New Brunswick, and is hosted by WSWtrending, shallow-dipping, brittle-ductile high-strain zones associated with the latest stage of the second of four regional deformation events. Gold-bearing syn-deformational stockwork, massive, and multiply brecciated quartz-sulfide veined zones form irregular pods and sheets up to several meters thick, which contain arsenopyrite, pyrrhotite, pyrite, stibnite, and a variety of rare minerals that are gold-bearing. Mineralized zones are enveloped by locally auriferous, weakly to intensely altered wall rock. Vein paragenesis includes: (1) early (pre- to syn-D2) quartz-chlorite veins that are largely the product of migration of quartz by pressure solution; (2) crosscutting, multiphase, vuggy quartz-sulfide veins that contain most of the gold and are interpreted to be structurally controlled; (3) late, crosscutting, nondeformed, non-gold-bearing veins containing laumontite, chlorite, muscovite, quartz, fluorite, and base metal sulfides. Carbonate-poor alteration associated with zones of gold mineralization is lithology-specific, and appears to reflect overprinting of multiple events. Major elements removed during alteration include Si, Na, Mn, and Mg. The minor and trace elements removed include Co, Li, Sc, and possibly Sr, Ni, and Zn. Minor and trace elements added include Au, Ag, As, Sb, S, and possibly F, Cu, Pb, and Zr. On the basis of proximity, time constraints, and a similar ore mineral assemblage, gold mineralization at Anomaly A is interpreted to be a distal equivalent of the intrusion-related gold mineralization at the nearby Clarence Stream Main zone deposit. Les zones aurifères syn-déformationelles se présentent en forme massive, de stockwork, ou de veines de quartz-sulfure bréchifiées à répétition formant des lentilles irrégulières et des couches de plusieurs mètres d’épaisseur contenant de l’arsénopyrite, de la pyrrhotite, de la pyrite, de la stibine, ainsi que divers minéraux aurifères rares. Les zones minéralisées sont entourées d’une enveloppe de roches faiblement à intensément altérées, localement aurifères. La paragénèse des veines comprend : (1) des veines précoces de quartz-chlorite (pré- à syn-D2) qui sont principalement le produit de la migration du quartz par solution-pression; (2) des veines polyphasées de quartz drusique et de sulfures contenant la plus grande partie de l’or, celles-ci sont considérées comme étant sujettes à un contrôle structural; (3) des veines tardives stériles, sécantes et non déformées contenant de la laumontite, de la chlorite, de la muscovite, du quartz, de la fluorite et des sulfures de métaux usuels. Les zones de minéralisation aurifère sont associées à une faible altération en carbonate contrôlée par la lithologie et semble résulter de la superposition d’événements multiples. Les éléments majeurs perdus durant l’altération sont le Si, le Na, le Mn et le Mg. Les éléments mineurs et traces perdus durant l’altération sont le Co, le Li, le Sc et possiblement le Sr, le Ni et le Zn. Les éléments mineurs et traces enrichis comprennent l’Au, l’Ag, l’As, le Sb, le S et possiblement le F, le Cu, le Pb et le Zr. Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Upon completion of the 6,200 m (20,340 lineal ft; lft) North Tunnel drive for the Portland East Side Combined Sewer Overflow (CSO) Tunnel project in Portland, OR, the slurry tunnel boring machine (TBM) had to be returned from the Port Center shaft at Swan Island to the Opera shaft at the main mining site for the 2,700 m (8,860 lft) South Tunnel drive. At the Port Center shaft, the main 513-t (565-st) TBM and TBM tailshield were hoisted out of the shaft in two pieces using four 200-t (220-st) strand jacks mounted on a 635-t (700-st) hydraulic boom gantry system supported by Emmert International?s custom gantry tracks designed to span the shaft. After lifting the TBM components out of the shaft, the gantry system loaded the TBM components onto two Goldhofer platform trailers, which then transported the TBM and tailshield to a barge using a roll-on/roll-off method.

In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

"The operation of industrial flotation columns requires the control of at least two variables, the interface position and the bias rate, by manipulation of some appropriate operating variables. Problems arise due to the reliability of existing methods of measuring the bias (i.e bias = tailings water - feed water), a situation which has often forced the industry to disregard this control loop. Moreover, when using such a measuring approach, the identification of the process dynamics is impossible. A second problem arises from the possible interaction between both control loops that might call for the use of a more complex multivariable control strategy.Recent work done at Lava1 University has demonstrated the feasibility of an independent sensor for bias, which models the relation between the conductivity profile across the interface and the bias value using a neural network algorithm. A 250 cm height, 5.25 cm diameter Plexiglas laboratory column was equipped with a series of conductivity electrodes in its uppermost part (across the interface) to measure both interface position and bias rate. Using such equipment, the flotation column dynamics were identified. The results thus obtained permitted the design and implementation of a distributed PI control strategy, where bias was associated to wash water rate and froth depth to tails rate. Both PI controllers were tuned using a frequency-response tuning method. Results of both identification and process control are presented and discussed.INTRODUCTIONFlotation columns are used for the separation of valuable minerals from a carrier gangue. Typically, this device is a tall (9 to 14 m height) cylinder (1 to 3 m in diameter) although other cross sectional shapes are also used. Finely ground ore is fed as a pulp at about 2 m from the top of the column, and pressurized air is introduced through a sparger at the bottom. If the pulp has been properly conditioned with adequate chemical reagents (collectors and modifiers), the valuable mineral particles falling by gravity will attach themselves to the rising air bubbles, and the air-particle aggregates will rise to the top of the column where they overflow as a stream called the concentrate. The gangue particles,, that do not attach to the air bubbles, fall down the column being withdrawn at its bottom in a stream called the tails.A particular characteristic of flotation columns is the addition of a fine spray of water at the top. As the water flows down through the froth zone, it washes out the entrained gangue particles from the mineralized bubbles, thus improving the quality of the concentrate recovered at the top. As a result of its cleaning action, this water stream is called the wash water and the upper zone, the cleaning zone. In order to ensure a downward flow of wash water, a proper water balance must be kept in the froth zone, otherwise the water added at the top might shortcircuit to the concentrate without performing any cleaning action. This net downward flow of water inside the froth zone is called the bias and represents an important operating variable of a flotation column."
