The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. FOR forty years cyanide men have been intensively engaged on the treatment of sulpho-telluride ores. So far as we know, the processes used today were-with the important exception of the concentration plus high-lime process at the Victor mill (1915)-in use, or had been tried, in the earl y years of the century. Roasting, bromocyanide, ordinary cyanide, table and vanner concentration, floating and treating the concentrate, roasting con-centrates prior to treatment, etc., all were used at Kalgoorlie in 1904 or earlier. Flotation, followed by shipment of the concentrate to the Golden Cycle mill, was the practice at the Vindicator mine, Cripple Creek, for some years prior to 1917. Similar practice was employed in the Portland Independence mill at Victor, Colorado, and was lacer superseded by the table concentration, high-lime cyanide treatment of rails of the older Portland Victor mill. During all this time, an immense amount of research was being clone on these ores by the staffs of numberless companies. Conclusions were drawn and mills built. But if the results of one per cent of this research were ever published in sufficient detail for intelligent use by others, the Lake Shore staff has been unable to discover them, or does not recall having clone so. Government laboratories-as for instance chose of the Mines Branch, Ottawa, in or about 1927-have touched upon certain methods in their publications, but they simply have not had the time to finish the job. The paper by W. E. Johnston, Tellurides-Problem or Alibi? (E. & M.]., Aug., 1933), aroused wide interest and comment. It published conclusions, some right and some wrong, and gave the evidence adduced by the author i:n support thereof. Conclusions published without supporting evidence are to most of us worse than no conclusions at all. We suggest chat, if even one-tenth of the operators had published full, detailed results of their laboratory work, ad vance in the treatment of sulpho-telluride ores would have been very much accelerated. Therefore, we venture to inflict upon the Institute a compendium of the results of laboratory work performed during the past few years at the Lake Shore mill. It is really a summary of the more interesting results to date, prepared by the mill staff for their own use and benefit. But we hope chat the discussion under any heading is so detailed chat it will be intelligible to anyone interested in that phase of the subject.

"The operation of industrial flotation columns requires the control of at least two variables, the interface position and the bias rate, by manipulation of some appropriate operating variables. Problems arise due to the reliability of existing methods of measuring the bias (i.e bias = tailings water - feed water), a situation which has often forced the industry to disregard this control loop. Moreover, when using such a measuring approach, the identification of the process dynamics is impossible. A second problem arises from the possible interaction between both control loops that might call for the use of a more complex multivariable control strategy.Recent work done at Lava1 University has demonstrated the feasibility of an independent sensor for bias, which models the relation between the conductivity profile across the interface and the bias value using a neural network algorithm. A 250 cm height, 5.25 cm diameter Plexiglas laboratory column was equipped with a series of conductivity electrodes in its uppermost part (across the interface) to measure both interface position and bias rate. Using such equipment, the flotation column dynamics were identified. The results thus obtained permitted the design and implementation of a distributed PI control strategy, where bias was associated to wash water rate and froth depth to tails rate. Both PI controllers were tuned using a frequency-response tuning method. Results of both identification and process control are presented and discussed.INTRODUCTIONFlotation columns are used for the separation of valuable minerals from a carrier gangue. Typically, this device is a tall (9 to 14 m height) cylinder (1 to 3 m in diameter) although other cross sectional shapes are also used. Finely ground ore is fed as a pulp at about 2 m from the top of the column, and pressurized air is introduced through a sparger at the bottom. If the pulp has been properly conditioned with adequate chemical reagents (collectors and modifiers), the valuable mineral particles falling by gravity will attach themselves to the rising air bubbles, and the air-particle aggregates will rise to the top of the column where they overflow as a stream called the concentrate. The gangue particles,, that do not attach to the air bubbles, fall down the column being withdrawn at its bottom in a stream called the tails.A particular characteristic of flotation columns is the addition of a fine spray of water at the top. As the water flows down through the froth zone, it washes out the entrained gangue particles from the mineralized bubbles, thus improving the quality of the concentrate recovered at the top. As a result of its cleaning action, this water stream is called the wash water and the upper zone, the cleaning zone. In order to ensure a downward flow of wash water, a proper water balance must be kept in the froth zone, otherwise the water added at the top might shortcircuit to the concentrate without performing any cleaning action. This net downward flow of water inside the froth zone is called the bias and represents an important operating variable of a flotation column."

"As demand for copper and precious metals continues to grow, the need to develop new supplies increases. In the imminent future, the new large global ore bodies are more complex, with enargite, tennantite and tetrahedrite as the abundant contained mineralogy. These resources also contain considerable gold and silver. As such, direct treatment by conventional smelting is prohibitive due to the potential environmental impacts and copper quality issues. This paper outlines the effective application and associated economics of industrially proven Alkaline Sulfide Leaching (ASL) hydrometallurgical technology to an enargite concentrate for selective removal and recovery of arsenic, antimony, gold and silver, leaving a clean high-grade copper concentrate. The fundamentals behind the technology are described, along with those of hydrometallurgical arsenic fixation and stabilization. Flowsheets and unit operations are elucidated, along with an in-depth economic analysis. INTRODUCTION Hydrometallurgical methods can be employed for treatment of gold-, arsenic-, antimony-, tin- and mercury-containing materials, concentrates and ores, as well as complex ones containing any number of metals (Conner & Anderson, 2013). The alkaline sulfide leaching (ASL) system is one of these. It is essentially a mixture of sodium sulfide and sodium hydroxide with other meta-stable alkaline species as required. This is a unique hydrometallurgical system beause it is a very selective lixiviant for the distinct leaching of tin, gold, antimony, arsenic, tellurium, silver and mercury (Anderson, 2000, 2001a, 2001b, 2002, 2003, 2012, 2014; Anderson & Twidwell, 2008a, 2008b, 2010; Anderson et al., 2004, 2005; Glazkov & Tseft, 1961; Gnatyshenko & Polyvyanni, 1961; Nadkarni et al., 1975; Nadkarni & Kusik, 1988; Polyvyanni, 1963). Worldwide, ASL technology has been employed industrially in the former CIS, China and the United States for the production of antimony (Anderson et al., 1992, 1994; Anderson & Krys, 1993; Holmes, 1944; Kaloc, 1967; Nordwick & Anderson, 1993; van Stein, 1971)."

Upon completion of the 6,200 m (20,340 lineal ft; lft) North Tunnel drive for the Portland East Side Combined Sewer Overflow (CSO) Tunnel project in Portland, OR, the slurry tunnel boring machine (TBM) had to be returned from the Port Center shaft at Swan Island to the Opera shaft at the main mining site for the 2,700 m (8,860 lft) South Tunnel drive. At the Port Center shaft, the main 513-t (565-st) TBM and TBM tailshield were hoisted out of the shaft in two pieces using four 200-t (220-st) strand jacks mounted on a 635-t (700-st) hydraulic boom gantry system supported by Emmert International?s custom gantry tracks designed to span the shaft. After lifting the TBM components out of the shaft, the gantry system loaded the TBM components onto two Goldhofer platform trailers, which then transported the TBM and tailshield to a barge using a roll-on/roll-off method.

Under the Town and Country Planning Act 1977 the Ministry of Works and Development has a responsibility for providing information to local and regional planning authorities on public works and matters of national development and importance, for the exercise of their responsibilities under this Act. One such matter which has recently become a source of concern is the development of South Island lignite. In 1979 the Ministry of' Energy produced a position statement outlining a programme of' research leading to the possible extraction of lignite in Southland or Central Otago for conversion into about 50 per cent of New Zealand's liquid fuel requirements by 1995. Understandably this possibility has caused considerable concern at the local level, expressed particularly by bodies such as Federated Farmers and the local authorities. In the absence of any factual knowledge short of mere conjecture been able to recommend to local authorities is that they limit their planning period to ten years. After this time more information regarding the size, nature, location and certainty of the proposal will permit a more accurate assessment of the implications of the York. While on holiday earlier this year I took the opportunity to visit opencast mining areas in Germany and England to gain an appreciation of the scale of impacts involved and discuss with those concerned the procedures used in planning for such operations. What follows is a brief description of these operations, a comparison with the likely development in this country and the extraction of what may be some relevant principles of' operation for the planning of an environmentally acceptable project. FOR a number of years prior to the world war, the firm of Geo. H. Thacher & Co., of Albany, N. Y., was engaged in the manufacture of marine and other gray-iron castings. At -the outbreak of the war the firm decided to specialize in the manufacture f propeller wheels. It attacked the problem, therefore, from a foundry point of view, seeking to produce a casting that would be so accurate that no subsequent machining would be required on the blades, also from the point of view of the ship builder. There were two general methods f manufacture, the shortcomings of which have been freely acknowledged. In the sweep method, the nowel, or bottom half-mold, for each blade is swept up by a spindle beam and pitch race, while the top half-mold for each blade is built up individually. In the pattern method one individual blade, with the hub or hub portion, is mounted on a spindle and the individual -blade mold formed, the pattern is then rotated on the spindle to the position- for the next blade, etc. In rare cases wheels were made from a solid pattern. Owing to the cost of the pattern, its failure in many instances to be correctly made, and (when made of wood) its early and sure distortion the disadvantage of this practice is obvious, while metal patterns in most instances were prohibitive in cost. In these methods both green-sand and loam molding was practiced. The casting produced by either method can be considered only as a blank from which the propeller must be machined. The back surface f each blade must be chipped too the templet and through this procedure chipped to such accuracy, as will be required for a static balance. Inasmuch as the' work done by the machine tool is confined to the driving face of the blades, not only is perfection most difficult, but corrosion will be greater because of the removal of the dense skin f the casting and the local strains set up by the pneumatic tool in chipping. To produce a finished 9-ft. propeller for a Navy destroyer required from 8 to 21 days f foundry work and about the same length of, time for the machining. Through the use f the Thacher process, only as many hours are required, besides it is possible to produce a finished casting in perfect conformity, with any particular propeller-wheel design,

This volume describes the use of the Penn State Mine Ventilation Simulator (PSU/MVS) to model existing mine ventilation systems and, in addition, to evaluate the effect of system modifications. Ventilation survey methods designed to insure computer input data of sufficient accuracy for simulation purposes are covered in comprehensive detail, including quantity and pressure measurement and fan performance testing. The development of input data from ventilation survey results is discussed and illustrated by the use of an actual field survey. Two programs, written in FORTRAN IV with WATFIV, are presented to calculate airway head losses from altimeter pressure measurements. An existing coal mine ventilation system is analyzed and modifications to the system are simulated and evaluated. In addition the application of the PSU/MVS to non-coal mines is briefly discussed. An extensive bibliography on ventilation surveying and simulation is included.

Abstract - Most of the gold in the Late Archean Witwatersrand Basin is of detrital origin but, in its present form, it is metamorphosed. The only relict detrital features preserved are the morpho­logical characteristics of some placer gold particles. Regional burial metamorphism in the shallower and deeper levels of the Witwatersrand Supergroup reached temperatures around 300°C and 350°C at pressures between 2 kbar and 3 kbar, respectively , estimated from phase relations, chlorite-chloritoid exchange thermometry and chlorite thermometry . Metamorphism of the gold involved compositional homogenization of individual gold particles and partial recrystallization. Various infiltration events caused the partial mobilization of the gold at slightly lower temperatures, between 240°C and 300°C. These infiltrations can be related to crustal extension during the deposition of massive carbonate sequences of the Transvaal Supergroup (around 2.5 Ga), and later to the emplacement of the Bushveld Complex, and to the Vredefort event around 2.0 Ga ago. The mobility of the gold was dependent on the sulfur fugacity prevailing in a particular horizon which, in turn, was deter­ mined by the amount of pyrite (and other sulfides) present in that horizon. With the sulfur fugacity being controlled by stratigraphy, low fluid:rock ratios in a pyrite-rich horizon were most conducive for the mobilization of the gold. Thus, long-range gold mobilization in the Witwatersrand Basin can be expected to be the exception rather than the rule.

"This preliminary paper provides a summary of lab and mill flotation investigations into the copper collector at two Canadian operations. The orebodies illustrated in these studies both contain mainly copper and zinc with uneconomic quantities of lead. Silver is also present as a secondary precious metal.Each mill has advanced to the extended mill trial stage with Uniflot SP129 as the sole copper collector. The preliminary metallurgical results have indicated higher copper circuit zinc and lead rejection is possible as shown in Case Study #2. In Case Study #1, improved zinc circuit metallurgy has been realized during all the Uniflot copper circuit collector trials. A slight increase in silver recovery has also been observed in the extended trials at both operations. INTRODUCTIONThe Canadian base metal industry is presently going through a rationalization period in response to low metal prices and low grade ore bodies. The response from flotation mills has been to reduce costs by incorporating new technologies such as energy efficient large cells, low moisture pressure filters and low steel consumption SAG mills. Other optimization strategies have been incorporated to get better metallurgical performance such as improved process control and monitoring techniques.The newer flotation plants have embraced many of the latest equipment innovations but they continue to incorporate off-the shelf reagents like xanthate and methylisobutylcarbinol (MIBC) . New collector chemistries have been mostly unsuccessful. Our approach incorporates the best of the old and new chemistry into proprietary formulations that match the application. We have found most single chemical formulations cannot meet the demands of the optimized modern flotation plant."

Abstract: In order to develop non-destructive methods in studying physical and mechanical properties of rock and replacing them with difficult and expensive static methods, several ultrasonic tests were carried out on cylindrical rock specimens in accordance with the ISRM suggested methods and velocity of P and S waves were determined. Also, density, porosity, water absorption, uniaxial compressive strength and indirect tensile strength were determined for each specimen in accordance with ISRM suggested methods. According to above tests static and dynamic elastic constants were calculated After statistical analysis of data obtained from tests, the relationships between velocity of elastic waves and physical or mechanical parameters were determined and some equations were obtained. Also similar analyses were performed on static and dynamic constants and some equations were extracted. Using these equations, the physical and mechanical parameters of rock and also static elastic constants can be estimated by conducting simple and quick tests (i.e. ultrasonic tests). Eine ähnliche Analyse ist auf atmosphärischer Aufladung und dynamischen Faktoren durchgeführt worden und einige Verhältnisse sind erhalten worden. Mit Hilfe dieser Verhältnisse die physischen und mathematischen Eigentümer von Steinen und auch können die Statistik Faktoren durch einfachen und schnellen altrasonic Prüfungen erhalten werden. The slurry wall technique has undergone an evolution from its invention to its today’s status. In the early stages slurry walls were built with cable grab, later on with much stronger hydraulic grab and last but not least with the use of the cutter technique. The cutter allows thick walls with high verticality to extreme depths through hard soil and rock formations. With the rising demand of the construction of watertight diaphragm walls different joint systems have been developed. In addition to the rapid development of excavation systems it was necessary to improve slurry treatment and desanding plants, especially in conjunction with high performance trench cutters. Deep mixing methods can be used economically for the construction of cut-off or excavation support walls where other systems such as traditional soldier beams and lagging walls would yield unsatisfactory performance, where the installation of vibrated or driven sheet piles could cause vibration induced settlements and where concrete diaphragm walls would be time consuming and expensive. The new CSM method can largely replace the more conventional single or multiple auger methods of soil mixing or jet grouting. The cutter tool is similar to a cutter used in diaphragm walls or cut-off walls and is operated with a Kelly mounted on a drilling rig or rope suspended on a crane jib or mast of a base carrier. With this system much deeper walls can be installed and even hard soil layers can be penetrated.

This paper describes a numerical method for calculating the three¬-dimensional stresses and displacements induced by tabular excavations in a rock mass consisting of parallel layers of distinct material properties. The method is based on the superposition of numerical solutions for elementary displacement discontinuities in a parallel layered rock mass. The method can be used to analyse complicated excavation layouts such as those encountered in room-and-pillar or longwall mining. The method can automatically take into account the effect of the earth's surface. The method offers an economic and efficient solution to stress analysis problems which cannot be adequately modelled using two¬-dimensional methods and for which the expense of three-dimensional finite element or general boundary element analysis cannot be justified.

What does it mean to be a Competent Person (CP) in the context of compiling/signing-off on SAMCODE (South African Mineral Code) compliant documents? What do the registration and experience requirements mean? Who is ultimately responsible for the report and what does such responsibility prescribe?

The main objective of batch grinding modeling is the estimation of the product particle size distribution over time or specific energy input to the mill. So far, the developed analytical methods require often complicated calculations which are timeconsuming. Thus, more simple approaches that allow the reliable prediction of the complete product size distribution need to be developed. In the present paper, an approach, based on the population balance model (PBM), that reliably predicts the product size distribution is proposed. In order to enable this, the simplified form of the fundamental batch grinding equation was transformed into the well-known Rosin–Rammler (R-R) distribution, thus allowing the determination of the breakage rate for each grinding period. A time-dependent breakage rate framework was developed where the traditional linear theory of the PBM is considered a partial case. This approach allows the deviations from the linear theory to be categorized and the degree of the acceleration-deceleration of the breakage rate to be predicted. Modeling results were validated by laboratory grinding studies using two homogeneous materials, quartz and marble, and one heterogeneous, a limonitic laterite. The experimental data revealed that grinding exhibits non-first-order behavior and the degree of deviation from the linear theory depends on the tested material. The reliability of the proposed model was validated with the use of the distribution modulus n, the a value of the breakage rate parameter, and the optimum n values that minimize the sum of the differences between the experimental and estimated particle size distributions.

In the Analysis of Retreat Mining Pillar Stability (ARMPS) program, the magnitude of the abutment loading adjacent to a gob area is calculated using an ?abutment angle? concept. The extent of the abutment loading is determined solely as a function of depth from an empirically derived equation. In the recommended calibration method for LaModel, it was believed that the empirical equations for calculating the magnitude and extent of the abutment load, as used in ARMPS, were the best available methods for determining these critical overburden loading values. Therefore, similar calculations were implemented in the LaModel calibration method. However, the latest in situ stress measurements of abutment loading performed in the United States and Australia have shown that there can be significant deviations in the measured abutment magnitude and extent as compared to the predicted values from the empirical formulas used in ARMPS and LaModel. It seems reasonable that the overburden geology, depth, extraction panel width, and mining height should have a significant effect on the extent and magnitude of the abutment load. However, the current empirical formulas do not incorporate many of these significant parameters into determining the abutment load on the pillars. In this paper, stress measurements from US and Australian mines were back-analyzed by using analytical and numerical methods to investigate the measured abutment extent and loading. Ultimately, it was determined that the original empirical abutment extent formula in conjunction with the original ALPS square-decay stress distribution function was supported by the case histories in this paper. Also, for depths less than 900 ft, the average 21° abutment angle was supported by the case histories; however, at depths greater than 900 ft, the abutment angle was found to be significantly less than 21° and should be calculated with a new proposed equation.

This study investigates the enrichment of a low-grade colemanite concentrate (-3 mm) using a Knelson centrifugal gravity concentrator. Due to its low boron content, the concentrate is unsaleable and has to be stored under appropriate conditions to avoid potential environmental problems. The low-grade colemanite concentrate was comminuted to size fractions of-1 mm, -0.5 mm, and -0.15 mm before treatment in the Knelson Concentrator. The effects of particle size, fluidizing water velocity, and bowl speed on the enrichment process were examined. The B2O3content of the concentrate was increased from 33.96% to a maximum of 45.52%. B2O3recovery increased with increasing bowl speed and particle size, and decreased with increasing fluidizing water velocity. The enrichment process also rejected arsenic and iron to some extent, with a maximum reduction of arsenic from 1360 g/t to 765 g/t and iron from 0.88% to0.33%.
