Industrial minerals have always enjoyed an important share in the technological growth of any country in the world. Today, extraction and trading of industrial minerals has expanded, but is also subject to stricter environmental guidelines. This paper presents the current status as well as the growth potential in the exploitation of industrial minerals in the countries of the south eastern European region, i.e. Albania, Bosnia-Herzegovina, Bulgaria, Croatia, F.Y.R.O.M., Greece, Italy, Serbia and Montenegro, Slovenia and Turkey. More specifically, annual production figures per country are presented for1992-1998. These figures are compared to each other and, where applicable, to world production figures. Trading of industrial minerals from these countries to Europe and the world and its effect to the local economies is also evaluated were such data is available.

This paper reviews the likelihood of instability occurring within coking coal cargoes from BHP CoalÆs northern Bowen Basin mines. In coal cargoes, initial moisture redistributes vertically towards the base, saturating the bottom layers unless the bilge wells are pumped regularly. There has been concern in some quarters that saturated coal in the basal layer may be prone to liquefaction, and if the vessel then rolls significantly in rough seas, overall sliding movement of the cargo might occur. However, a review of shipping accident statistics reveals that casualties relating to shifting of coal cargoes are quite rare, and have not occurred in modern large bulk carriers (>15 000 dwt). The moisture redistribution process has been analysed to quantify the extent of cargo saturation that may occur. Results indicate that the amount of redistribution increases with initial moisture content above a threshold of eight to nine per cent. However, the removal of water by pumping from the bilges is remarkably effective in reducing the extent of saturated coal (and therefore the possibility of cargo liquefaction and movement), and in controlling the average moisture content of the bottom layers of cargo. Stability analyses were then performed for deep sliding of a cargo with a saturated and liquefied base. These have confirmed that sliding of a cargo with a liquefied base during rough seas (20¦ roll angles) would require initial total moisture content exceeding 13 per cent, the hold half full or less (width/depth >3), and no bilge pumping so that height of the saturated zone is as deep as possible. Overall, the results indicate that coking coal cargoes from BHP CoalÆs northern Bowen Basin mines will be unlikely to suffer sliding or liquefaction failures when transported in modern large bulk carriers.

This paper supplements and brings up to date a report prepared earlier this year and presented at the Eleventh Pan American Railway Congress in Mexico City. Most of the original report is contained in this paper in order to acquaint the reader with the project background. On December 1, 1961, construction of this locomotive was completed. Stationary testing started immediately, and a host of problems in various areas were uncovered. Many of these had no relation to the use of coal in a direct fired gas turbine. All of them emphasized the problems which plagued previous projects of this kind. In 1944 the Locomotive Development Committee of Bituminous Coal Research, Inc., was formed to study the problems of combustion, coal handling, and fly ash removal which would have to be solved before coal could be used to fire a gas turbine. By 1947 this committee was composed of the chief executive officers of nine eastern railroads and five eastern coal companies. All of the members of this committee were vitally concerned in a coal fired gas turbine because coal cost only one-fourth as much per heat unit as fuel oil. A number of research projects were started to develop and test components on a small scale. This included work at John Hopkins University, Battelle Memorial Institute, Institute of Gas Technology at Chicago, Purdue University, and Southern Research Institute. By 1946 a pilot plant had been installed at the Dunkirk, New York plant of Alco Products Div. of American Locomotive Co. The U. S. Bureau of Mines made available to the Locomotive Development Committee (hereafter called LDC) a Houdry process gas turbine plant, originally destined for a Russian oil refinery. The full scale pilot plant was used to evaluate the results obtained from the small scale studies under actual gas turbine conditions. Operation of this plant disclosed a number of problems which had not been discovered in the small scale tests. By 1951 four 250 hr tests had been conducted with the Houdry gas turbine to test out a variety of equipment. The major problem concerned the removal of abrasive fly ash from the products of combustion so that wear on turbine blades would not be excessive. The first 250 hr test showed that the original fly ash separating equipment was inadequate. Large ash particles passing through the turbine blading were nicking the leading edges of the first row blades. At the conclusion of the second 250 hr test, erosion was so severe that the first row of stator and the first row of rotor blades were replaced. At the end of the third 250 hr test, it was necessary to replace the first three rows of stator blading. The fourth test was used to test out a new design fly ash separator developed by LDC and named the Dunlab tube. This device gave more encouraging results than any of the others tested. Early enthusiasm for overcoming major difficulties had resulted in placing an order in 1946 with Allis-Chalmers Mfg. Co. for a 3750 hp regenerative gas turbine. The gas turbine, together with associated combustion and ash removal equipment, coal handling equipment, generators and gear reduction unit was installed at Dunkirk by 1951. A 750 hr test was made in 1952 with the LDC-Allis Chalmers gas turbine power plant. At the end of this test it was necessary to replace the first four rows of both rotor and stator blading. Rows 5 and 6 did not require replacement. In 1953 the American Locomotive Co. joined with LDC and assumed an active role in equipment development and manufacture. During 1954 LDC-Alco operated the rebladed gas turbine 300 hr to determine if a new fly ash separator was adequate. Performance of the improved separator was considerably better, but trouble was experienced with clogged blowdown lines from the Dunlab tubes. When these lines clogged it permitted the passage of abrasive particles. In 1955 a total of 1421 hr was run. This included 243 hr of cycle operation on Union Pacific coal from the D. O. Clark mine at Superior, Wyoming. During the 243 hr a total of 370 tons of coal was consumed. The purpose of this test was to determine if U.P. coal was suitable for use in a coal fired turbine. It was the unofficial opinion that it was as good or better than the eastern coals that had been tested.

The authors of this paper are to be commended for a clear exposition of a timely subject. However, some important conclusions, in addition to those presented in the paper, can be drawn from the results of their elaborate and rather complete numerical computations. First of all, the major part of the calculations presented in the paper are for semi-infinite slabs of oil shale (the authors designate this as Model I) and a question must be posed — Are these elaborate computations needed to arrive at realistic estimates of the shale oil displaced. Consider the model of Lauwerier* that corresponds to the authors Model I if thermal conduction parallel to the fracture be neglected. If one also neglects the finite (but relatively small) heat capacity of the material in the fracture, it is easily shown from Lauwerier's solution that the cumulative oil production would be:

"Scandium oxide can be recovered as a by-product from process streams in a number of chemical and metallurgical plants including TiO2 sulphate pigment, Ni/Co laterite, zirconium oxychloride and uranium operations. The feed materials available for processing can be either mid or end of process streams containing many species in solution. This paper describes the strategies available to limit coextraction of elements into scandium containing streams from TiO2 pigment production and the removal of these elements to deliver high purity scandium oxide.A critical part of process development is to work within the constraints of the main process in terms of introducing new unit processes and producing minimal additional process intermediates and residues. This requires flexibility in designing flowsheets and plants to find novel process routes that avoid production of intermediates and/or the introduction of reagents that can compromise the main process operations.Bloom Energy has developed novel solvent extraction processes for the extraction and refining of scandium oxide that minimise impacts on core process streams within TiO2 pigment plants. The additional unit processes are designed to have minimal contact with pigment plant process streams to produce a concentrate that is refined to nominal 3N purity scandium oxide in a simple, small scale commercial plant."

L. S. Darken—Laboratory investigation of deoxidizing and other steelmaking reactions is usually centered, at least first, on the determination of the equilibrium or equilibria involved. This seems a reasonable procedure since equilibrium, if attained, depends only on composition, temperature, and pressure; hence conclusions derived from data on small experimental quantities are applicable to a heat of steel providing eauilibrium is attained in both cases. A knowledge of equilibrium serves as a useful framework even though we may know that practical conditions do not correspond to complete equilibrium. On the other hand, nonequilibrium or rate phenomena depend on a wider variety of conditions and are more difficult to interpret; conclusions applicable to laboratory conditions may or may not apply to larger scale phenomena. Hence the attainment or nonattainment of true equilibrium in the experiments here reported is of critical importance in evaluating their significance. Since some of the statements in this paper and in the closely related preceding one (on aluminum deoxidation) imply some doubt on this matter, I should first like to ask the authors whether their conditions are intended and believed to represent equilibrium. I should like to point out three considerations which seem to cast considerable doubt on the achievement of equilibrium, at least of the particular equilibrium under consideration. 1. In the experiments on manganese deoxidation the authors point out that they could not maintain the manganese-oxide slag on top of the metal in their rotating crucible, and hence they substantially dispensed with this slag. This leads to serious trouble in the interpretation of the results, for any equilibrium is, of course, a particular specific equilibrium—in this case Mn + O = MnO The experimental deletion of the upper layer of manganese oxide means that if equilibrium is attained at all it is attained between the metal and the MnO which has soaked into or adhered to the crucible (under the metal) and has dissolved substantial amounts of the crucible material including impurities. These impurities may constitute a significant portion of the slag by virtue of the small total amount of slag, even though the crucible is relatively pure. Hence there would seem to be a strong presumption that the equilibrium (if attained) involves not a pure MnO (or MnO — FeO) slag but one saturated with alumina and containing perhaps considerable impurities which substantially lower the concentration and activity of MnO, causing the above reaction to proceed to the right further than it would in the absence of alumina and impurities. Hence it is not surprising that manganese here appears as a better deoxidizer than found by other investigators. The present results may represent equilibrium with a slag of unknown composition which seems unlikely to be particularly related to plant experience. 2. The curves representing the observed silicon deoxidation (figs. 3, 4, and 5) are all drawn with a discontinuity in slope at about 0.02 pct oxygen. This point is interpreted as corresponding to the three-phase equilibrium, metal, slag, solid silica. The type of construction shown in these figures (though apparently fitting the data) is contrary to a fundamental principle of heterogeneous equilibrium as pertains to the construction of phase diagrams. According to this principle, the two solubility curves (each of the two portions of the curves in figs. 3, 4, and 5) must intersect in such manner that their (metastable) extensions must lie outside the homogeneous field rather than inside as in these figures. In other words, the "point" in these curves should be aimed in the opposite direction, if it is to be interpreted as corresponding to the three-phase equilibrium. The construction adopted is in violation of the second law of thermodynamics. This matter is discussed in detail in several texts and also by Lipson and Wilson.&apos;" The same criticism applies to the later figures representing conditions for manganese additions. The occurrence of this discontinuity or break at 0.02 pct oxygen casts further doubt on its interpretation. The earlier investigation of this system by Korber and Oelsen is in substantial agreement with the several recent findings of Chipman and coworkers that the oxygen content of iron in equilibrium with silica and silica-saturated iron oxide slag is about one third to one half that (0.24 pct at 1600") of iron saturated with pure iron oxide; thus there seems reliable evidence that iron saturated with silica and iron silicate slag at 1600" contains about 0.1 pct oxygen, or certainly much more than the 0.02 pct proposed in this paper. 3. In the quarternary system iron-silicon-manganese-oxygen one of the equilibria involved may be written 2 Mn + SiO2 (solid) = 2 MnO <slag> + Si The activity of SiO, is constant (if equilibrium is attained) by virtue of its presence as a substantially pure solid. At not too low metallic manganese content, the activity of MnO in the slag is constant by virtue of the fact that the slag is substantially pure manganese silicate saturated with silica and hence of constant composition. Thus the equilibrium constant for the above reaction is asi/a2Mn. Barring unanticipated large changes in the activity coefficients, the equilibrium constant may be adequately approximated for the composition range covered as [% Si]/[% Mn]2. Thus a plot of log [% Mn] against log [% Si] would be expected to be linear with a slope of one half as found by Kijrber and Oelsen. In the present investigation the slope (shown in fig. 15) is found to be one. It is difficult to believe that this finding represents a correct equilibrium determination, since it is at odds both with prior experimental investigation and with. theory. In view of the above points it seems that, although this paper reports many interesting findings, there is room for considerable skepticism as to the attainment of equilibrium and as to the conclusions drawn. "By the end of 2000, the first bio-oxidation plant in China that designed by ENFI come successfully into commercial operation in Yantai Gold Smeltery. Its capacity is 50t/d of refractory gold ore concentrate. After the extension, the capacity of bio-oxidation plant reached 80t/d of refractory gold ore concentrate at end of 2001.The refractory gold ore concentrate treated is from different gold mines. After proportionate feeding, the feed typically consists of Au (52.7g/t), S (24.42%), As (3.58%).The bacterial culture used in the bio-oxidation circuit is taken from a mine in south of China, and has been grown over 20 years on a variety of sulfide concentrates in a laboratory of mineral processing, and has shown to be adaptive to growth in a high concentrations of arsenic. It is a mixture of mesophilic microorganisms. The nutrients used in the bio-oxidation process are (NH4)2SO4, KH2PO4, KOH.Before feeding to bio-oxidation circuit, the concentrate would be milled to minus 43µm. The biooxidation product is fed to solid/liquid separation system that consists of a thickener and two press filters, solid from the system is fed to CCD circuit, liquid from the system is fed to neutralization area. The neutralized product is fed to another solid/liquid separation system, and the solid from the system is disposed of on a wasted quarry pit, the liquid from the system is returned to bio-oxidation circuit for reusing."

"In this present paper, the authors introduce the artificial neural networks into the modeling of the industrial flotation process, integrating information technology, control theory and intelligent optimizing method to flotation technology. The new idea gives a new way to solve the difficulty in this field, and therefore brings the study on the automatic control of flotation process in China into a new start.The Radial Basis Function (RBF) network, featuring a quick learning speed, is one of the feedforward neural networks. It has attracted much attention from automatic control recently for its implementing the nonlinearity mapping through adjusting the parameters of the nonlinearity transfer function. One of the online adaptive learning algorithm—the nearest neighbor-clustering algorithm, which can automatically determine the number of hidden units, has been implemented in the MATLAB programming language in this paper, laying the foundation for the flotation models.The relation model between ore pulp characteristics and reagents consumption has been proposed using the RBF networks based on the industrial lead rougher flotation of lead & zinc ore, and the simulation has been conducted in the laboratory with the results matching the samples data very well. The Xilin Lead & Zinc Mine Flotation Process Intelligent Consultation System of Reagents Consumption, which suitable for industrial process, has been developed. The reagents consumption advised by this system would stabilize the flotation process, and increase the recoveries. It could be used for providing the technological consultation to flotation operators in site, and for training new operators."

Changes in reductant and energy inputs which are required to adjust the slag composition in anilmenite smelter to a higher or lower FeO content are calculated. The calculated changes are based on the assumption that solidification equilibrium with the freeze lining constrains the slag composition to follow a eutectic groove in the TiO2-FeO-TiO1.5phase diagram. Calculated equilibrium conditions along the eutectic groove are presented, and form the basis of the calculations. The inputs of energy and carbon need to deviate strongly from the steady-state values to adjust the slag composition. The inputs required at any given time depend on the desired rate of change of the slag composition, and the current slag composition. The steady-state relationship of a change in energy input of 5 kWh corresponding to a 1 kg change in carbon input does also hold for the changed inputs during transient changes in FeO content. This paper observes the shape of throw explosion crater its ejecta locus of internal medium and the process of distance along with slope's angle developing. It was discovered that initial velocity is inversely proportional to slope's angle. The velocity of surface distribution at the lower half crater of explosion is larger than at upper one. It carries the relevant calculated formula and physical process of explosion crater forming under the inclined boundary conditions, and some important law. It proved that the gravity influence is very distinct for the blast action in the little resistance line.

Analysis of the size consist of broken coal has been extended in recent years beyond the mere representation of the relative quantities of the various sizes present in a given lot of the material. Fundamental characteristics of the coal related to the process of breakage fix the distribution of sizes, and it has been found by Rosin and Rammler4/ that a relatively simple law-governs this property. Benhett5/ has described a graphical method of expressing the relationship, and by its use considerable simplification in the expression of size distribution is possible.

One of the predominant causes of fires in underground coal mines is flame cutting and welding. These fires can lead to major events such as the explosion that occurred on January 22, 2003 in an airshaft being constructed at the McElroy mine. Six contractors were inside the shaft at the time of the explosion and the explosion fatally injured three and seriously injured three [MSHA 2003]. Understanding the root causes of these fires and explosions will help prevent these types of events from occurring in the future. Fires and explosions require fuel, oxygen and an ignition source (heat). These three items are referred to as a fire triangle. The control of these three items in flame cutting and welding operations is required to prevent fires and or explosions. United States Department of Labor, Mine Safety and Health Administration (MSHA) Reports of Investigation (ROI), MSHA Mine Accident, Injury, and Illness Reports, and the MSHA Mining Industry Accident, Injuries Employment, and Production Data Base were analyzed and interviews and observations with mine workers and welders were conducted to determine the root causes of coal mine fires and explosions caused by flame cutting and welding operations. This paper will discuss the root causes and potential means to reduce the number of fires and resulting fatalities and injuries caused by or due to flame cutting and welding.

As a part of the Bureau of Mines long-range program in asbestos, synthetic asbestiform compounds and minerals were prepared and described. Fundamental structural data on two such compounds are given in this report. Crystallographic data are provided for the synthetic isotypic compounds potassium-lead silicate, K2.Pb4 -Si8021 (I), and lead-aluminum silicate, Pb2. Pb4 .Al2Si6O21 (II). The space group symmetry 14/mmm was assigned provisionally to I and II on evidence of single crystal and piezoelectric measurements. A statistical evalua¬tion of indexed powder diffraction data revealed the cell edtes of I to be a 11.816 and c 7.932A and those of II to be a 11.723 and c 8.044A. The phases are uniaxial with observed refractive indices eD 1.790, an ?D,699 and eD 1.884, cusp 1,807, respectively. The atomic structure of I and II may be based on a complex of chains of silicon-oxygen tetrahedra lying along the c cell edge similar to the type of chain structure postulated by Pauling for scapolite. K2.Pb4.Si8021 and Pb2.Pb4 Al2Si6021 were first described by Geller and Bunting (5, 6)4 as fibrous compounds similar in crystal habit to asbestos. These authors gave powder diffraction data, although no attempt was made to find the cell edges or to index the powder diffraction patterns. Later, Shell and others (9) conducted a crystallochemical study of these fibrous silicates in search of a substitute for strategic asbestos. Their single crystal data revealed K2.Pb4 -Si8021 to be tetragonal body-centered with cell edges a 11.66, c 7.95 A. Pb2.Pb4 Al2Si6021 was concluded to be isotypic with K2.Pb4 -Si8021 on the basis of similar powder diffraction patterns, chemistry, and physical properties. No attempt was made, however, to index the powder diffraction record nor to determine the appropriate space group of either compound.

The U.S. Department of Defense, one of the world’s largest consumers of energetic materials, now must characterize combustion products resulting from open burning/open detonation disposal operations. The catch-all phrase “below detection limits” no longer satisfies the regulators who nowwant testing to delve into the ppt level for volatile organic compounds and ppt level for semivolatile organic compounds."

Developers of advanced mining projects face the challenge of how to craft a “Request for Proposal for a Feasibility Study” that will result in bids that are comparable and will lead to a successful execution of the study. Mining engineering consulting firms are challenged by “Request for Proposals” that may consist of a limited description of the Scope of Services and other items, which could present difficulties in the subsequent financing and/or development of the project. Changes in international disclosure requirements have also changed the landscape on how resources and reserves are reported by introducing new disclosure requirements and concepts such as qualified persons. This paper lays out a strategy for preparing a Feasibility Study “Request for Proposal” based on the experiences of a mining engineering consulting firm working on a diversity of projects around the world, and in light of the recent changes in international reporting standards for reserves.

The development of technologies to improve mining and mineral processing is an ongoing process. These new technologies are the result of the industry’s drive to lower costs and improve productivity. Many technical conferences allow mining industry professionals to learn about these new technologies and possibly implement them in their own operations. In early November 2005, The 14th symposium on Mine Planning and Equipment Selection (MPES) was held in Banff, Alberta. It was jointly held with the Fifth International Conference on Computer Applications in the Minerals Industries (CAMI).
