The paper summarises the results of a recent study of minerals planning policies of the Member States of the EU. The study has shown that contrary to the public opinion the production of industrial minerals and construction minerals is significant the former accounting for about 20 percent of global production, the latter amounting to about 3 billion tonnes per annum. In contrast the importance of metal ores has diminished although metal production in some European countries can still be significant. The study revealed that very few Member States have clearly defined mineral policies. Common to most mineral policies is the emphasis on reducing minerals consumption and recycling whereas the important aspect protecting access to minerals resources is not adequately addressed by most policies. Access to mineral deposits is regulated in most Member States by land use legislation and administration. Information on mineral deposits in land use planning data bases tends to be scarce. This together with the absence of formal mineral policies places minerals at a disadvantage in land use decision making. The emergence in the recent past of environmental legislation and in particular environmental impact assessments has had a crucial effect on the duration of the authorization process for new mineral projects. Examples are given how minerals planning is handled in some of the Member States.

"A. larger enrollment and a greater number of man-hours of employment by the enrolled companies were the outstanding features of the National Safety Competition of 1942, an annual safety contest conducted by the Bureau of Mines, United States Department of the Interior, for the promotion of safety among workers in the mines and quarries of the United States. The accident-frequency and accident-severity rates were somewhat higher than in 1941, but the frequency of accidents in relation to the number of man-hours worked was strikingly lower than in the earlier years of the 18-year period during which the contests have been conducted.Companies that enroll in the National Safety Competition compete for a bronze trophy known as the ""Sentinels of Safety."" Six of these trophies are provided by THE EXPLOSIVES ENGINEER annually for award by the Bureau of Mines. The trophies for 1942 wore won by an anthracite mine in Pennsylvania, a lignite mine in North Dakota, an underground metal mine in Tennessee, a limestone mine in Ohio, an open-cut metal mine in Minnesota, and a lime-:tone quarry in Pennsylvania. The trophies are presented to the companies for 1 year and are then transferred to the winners of the succeeding year's contest.The contest rules state that a mine or quarry must have at least 25 men employed underground or in the pit for at least 100 days, and the plant must be in operation 30,000 or more man-hours to be eligible for a trophy. The rank of mines and quarries is determined by accident-severity rates, or, in the case of accident-free records, by the number of man-hours worked."

The New Jersey Zinc Co. successfully holed through a 2 1/2-mile haulage tunnel connecting its new Ivanhoe shaft with the Van Mater Shaft at Austinville, Va. This 8x 10-ft cross-section tunnel was driven from both ends and met at a point approximately a mile from one shaft and a mile and a half from the other. In order to make certain that the faces met accurately on line and grade it was necessary to refine conventional mine surveying practices. The mines that are serviced by these shafts are located in the southwestern part of Virginia approximately midway between Roanoke and Bristol at the west foot of the Blue Ridge. While the presence of lead-zinc sulfide ores has been known in this area for more than 200 years, it was in 1902 that New Jersey Zinc Co. acquired the Austinville property, which has been in constant operation since that time. About ten years ago the company undertook an extensive diamond drilling program at Ivanhoe several miles to the southwest. This program was successful in locating sufficient ore to justify the purchase of a number of the properties in this area and plans were made to develop the new orebodies. The discovery of this ore as well as substantial addi- tional reserves at Austinville resulted in a decision by the company to increase its daily milling capacity to 3000 tons, of which about 1000 tons would be supplied from the Ivanhoe mine. After careful consideration of all possible methods of transporting this volume of ore from Ivanhoe to the mill, it became evident that diesel locomotive haulage through a 2½-mile tunnel between the two mines would best suit prevailing conditions. Since the lowest operating level, known as the 1100 level, of each mine would be at approximately the same elevation, it was obvious that such a tunnel should be driven on this level. Not only would this tunnel facilitate feeding Ivanhoe ore into the underground crusher and skip loading installation at Austinville, but it would also open up a known orebody 5000 ft southwest of the Van Mater shaft. In addition it would provide a valuable diamond drilling base from which a large and a potentially favorable but untested block of ground might be explored. In order to hasten the completion of the tunnel, it was felt that it should be driven from both ends. ENGINEERING CONTROL PROCEDURES It was vital that the tunnel junction be made accurately on line and grade; thus it was felt that engineering control of an unusually high degree of reliability was required to prevent an accumulation

"The mineral potential of the Nanisivik area was discovered as far back as 1910 when a prospector of the Geological Survey of Canada, on an expedition under Captain J. G.Bernier, recorded a deposit of pyrite with minor sphalerite and galena. An outcrop of the present orebody was discovered by Texas Gulf Company in 1957. Subsequent drilling outlined the orebody consisting of 6,000,000 tonnes of ore containing 13 % Zinc and 1.5 % Lead. The orebody appears to have been formed by the filling of a limestone cavern with sulphides. The sulphide minerals consist of pyrite, sphalerite and galena. The limestone bedrock is mostly dolomite with some calcite and magnesite. A cutoff grade of about 6% Zinc has been calculated.In 1972 Mineral Resources International Limited took an option on the property. Upon completion of the feasibility study by Watts, Griffiths and McOuat, the then new independent project management group of Strathcona Mineral Services Ltd. were engaged to develop the project through the financing, construction and operating phases. Strathcona Mineral Services still manage the project from their head office in Toronto and through the Mine Manager and Department Superintendents at the Mine site. The interest for the project is presently split five ways: Mineral Resources International Ltd. 53.5 %, Government of Canada 18 %, Metallgesellschaft A.G. of Germany 11.25 %, Billiton B. V. of Holland 11.25 % and Texas Gulf Co. 6 %."

Reducing mining costs has become such an important factor in the German coal industry that operators are forced to work only those areas where production costs can be kept low. These areas will normally be located close to the mine shafts because they are easily accessible. Even the shaft pillar is now being considered as part of the winning zone. Before working coal in shaft pillar zones it is essential to assess the impact this will have on the shaft lining. There is a huge difference between sliding and strata-anchored shaft systems. However, if the overburden comprises lightweight soil both types of shaft will have a tendency to protrude from the surrounding ground. This paper presents the geomechanical reasons underlying this reaction and the methods used for predicting and measuring it.

This paper is one of a buries being prepared by the Bureau of Mines on mining methods and costs at various mines in the United States, and is a description of the mining practice at Ajo, Ariz., where the New Cornelia Branch of the Phelps Dodge Corporation mines copper ore from an open pit, and operates a concentrator for the treatment of the ore thus mined. "Most FeNi furnaces used to rely on post-combustion and off-gas cooling inside the furnace to eliminate the produced CO gas, and control the off gas temperature. As furnace load, capacity, and thus gas volumes increased over the years, this led to increased instabilities that can cause problems in controlling the operation. Some of the large capacity furnaces nowadays work with partial or full combustion outside the furnace, more similar to the steel industry. Forced combustion with or without enriched air and other additions can support in controlling post-combustion, stabilizing and even reducing off gas amounts, and affecting composition. This paper presents some of the possibilities and advantages of having a specially designed post-combustion system for the FeNi laterite industry, but that could also be applied to other processes as well.Large Scale Furnaces In the FeNi industry, the Rotary Kiln Electric Furnace (RKEF) process is still going strong in spite of continuous hope that hydrometallurgical processes will one day make the RKEF plant obsolete. Within the pyrometallurgical plants there is a continuous trend for larger scale furnaces. The development for a number of furnaces that were started before 1985 and increased capacity by “natural growth” is given in Figure 1. Natural growth refers to the development of the plants that after having mastered a certain level of operation, were ready for a higher load that could be installed either with a new furnace on the same site, or during a revamp. The advantages of natural growth are numerous, for example: •,Deep knowledge of the ore and its’ behavior, no need for testing, and little risk of surprises. •,Mining, laboratory, equipment, etc. is all proven technology for the conditions on site. •,Starting a furnace with increased capacity is a re-start, not a green-field commissioning. •,Typically, when increasing the production capacity of an existing plant, not the entire plant is commissioned for the first time, but only a part. In the FeNi laterite industry for example, the kilns may already have had the capacity to provide enough material."

To overcome the challenges of mineral CO2 sequestration, this work utilizes a unique proprietary Gravity Pressure Vessel (GPV) reactor technology, and focuses on reaction products of high economic value. The GPV provides intense process conditions through hydrostatic pressurization and heat exchange integration that harvests exothermic reaction energy. Here, laboratory-scale tests of the envisioned process was performed in tubular and continuously stirred tank reactor (CSTR) autoclave reactors. The mineral used was Olivine (~Mg1.6Fe2+0.4(SiO4) + ppm Ni/Cr), although asbestos, steel slags and oil shale residues are also under investigation. The effect of several process parameters on reaction extent and product properties was tested: CO2 pressure, temperature, residence time, additives (buffers, lixiviants, chelators, oxidizers), solids loading, and mixing rate. The products (carbonates, amorphous silica and Chromite) were physically separated (based on size, density and magnetic properties), characterized (for chemistry, mineralogy and morphology) and tested in intended applications (e.g. as pozzolanic carbon-negative building material). Economically, it is found that product value is the main driver for mineral carbonation, rather than, or in addition to, the sequestered CO2. The approach of using a GPV and focusing on valuable reaction products could thus make CO2 mineralization a feasible and sustainable hydrometallurgical process.

China is the largest coal producing country in the world. Coal is widely distributed in China and thus the mining conditions are complex and diverse. This paper summarizes the important achievements in the last 20 years in various mining methods including the extra thick seam with large mining height top coal caving, the thick seam with large mining height and top coal caving mining, the steep seam with top coal caving and fully-mechanized mining, the thin seam automated mining, and the backfill mining. At the same time, the rapid advance in the development of mining machinery and manufacturing has also contributed to the advancement of coal mining technology and the great improvement of coal mine safety. The future direction of China?s coal mining is to further improve mine safety as to improve the coal recovery rate, promote the pillar less mining technology, develop high-efficiency backfilling technology, develop steep seam high-efficiency mining technology for seams less than 10m thick, and high recovery mining techniques for extra thick seams, improve the reliability of mining equipment, and strengthen the protection and restoration of surface environments and water resources.

Ore concentration processes are a function of the respective particle size distribution; however, most of them do not use an efficient operational method to determine it. From a practical point of view, the surface area can be calculated for any size analysis. The physical principles for determining the size distribution in each method are different, for the results will not be compared directly. During the development of the research project of the sulfide ore flotation method using inert gas, different methods for calculating the specific surface area have been used, such as sieving, sedimentation/X-ray, laser diffraction and BET, i.e. specific techniques to determine the specific surface area of copper and gold ore concentrates. The statistical method of minimum squares was used to achieve practical correlation equations among them. Regarding these two ores, if one knows a specific surface area value using one of the methods above, one can predict the result of the others. Diminution of the reagent consumption was so controlled and it could be even decreased by using inert gas.

Constructing a circular shaft consisting of secant piles has its own complications which make it more difficult than typical drilled shaft construction. Add to that performing under low overhead powerlines and sitting inside of a 40-foot deep, 50-foot diameter shaft and it becomes more about logistics than the actual drilling. The complexities associated with the Romeo Arm Interceptor Segment 5 Lining project are the focus of this paper, delving into the details that made it work successfully.

The basic make-up of the majority of currently produced bulk explosives has changed little in the last 20 years. These explosives would be described as mature in a life cycle analysis. Therefore these explosive products and the practical rules for their use are well understood and well established. In recent years there has been interest in low density explosives, predominantly due to ammonium nitrate shortages and the associated increase in the cost of explosives. In the use of low density explosives some of the practical rules for the more commonly used bulk explosives do not apply. Therefore a shift in the thinking among users is required. At a number of mines low density explosives have been trialled or are being used, utilising the practical rules that apply to bulk explosive products. This has led to poor blast results in many situations. These poor blast results have often then led to a reduction in the use of low density explosives at the mine. This reduction does not acknowledge the advantages that can be gained from this product in the area of reduced cost of mining. This paper looks at low density explosives and discusses how and why these products work. Included in the paper are some practical ideas and examples of how low density explosives can be effectively used at the mine site.

In a preliminary study of the beneficiation of iron ores conducted by the Bureau of Mines, one of the authors (T. T. Read) found it necessary to ascertain, if possible, how much effect a decrease in the silica content of an iron ore has upon the cost of making pig iron from the ore. In the beneficiation of iron ores the most important impurity to be removed is usually silica, and the amount that can be expended on a beneficiation process to reduce the silica content of the ore is obviously determined by the amount of increase in the value of the ore after beneficiation. The price that can actually be obtained for a beneficiated ore is, of course, a matter of negotiation between the seller and the buyer, but since the relative value of different grades of iron ore must be chiefly based upon the cost of making pig iron from them, an approximation as to the effect which decrease in the silica content of ore has upon the cost of snaking pig iron is an important guide in estimating what probable average gain will result from subjecting an ore to a beneficiation process. A search of the literature failed to reveal any detailed statement on this important topic, but fortunately the data are at hand to permit making an approximate calculation of the probable effect. The Bureau of Mines devoted portions of the 1987-1988 field seasons to investigate the mineral aggregate industry in Juneau, Skagway, Haines, and Gustavus, Alaska, as part of the Juneau Mining District study. Statistics compiled for current suppliers include location, activity, reserve estimates, expected mine life, and types of commodities available. Each population center, except for Gustavus, is well endowed with suitable mineral aggregate to last at least 20 years. The Bureau of Mines quantified the mineral aggregate resource in many large potential sites within each area. Sampling, engineering and soil-index testing, site descriptions, deposit dimensions, and gold recovery information is described. Refraction seismic studies performed at three localities revealed gravel thicknesses in excess of 40 to 80 feet. In the Juneau area the Herbert/Eagle Rivers outwash area, East Fork Lace River. Antler/Gilkey Rivers, and Grizzly Bar (Taku Inlet) individually contain in excess of 60 million yd3 of excellent-quality aggregate with minor accessory gold credits. Haines is also well endowed with aggregate resources; large, quality deposits occur along and at the confluences of the Chilkat, Katzehin, Klehini, Tsirku, and Kicking Horse Rivers. Large deposits of granitic aggregate exist in the Skagway River and East Fork Skagway River.

"The paper studies the control performance of the flotation process as a function of the measurement accuracy and sampling frequency of an on-stream XRF analyzer, using a simple dynamic model. An additional aim is to assess how the economical result of a mineral flotation process depends on the quality of process control based on the on-line elemental assays.An on-stream XRF analyzer measures the concentrations of slurry lines in a continuous cycle from several process points. The control performance depends on the analytical accuracy and sampling frequency of the concentration measurement. With a long cycle time, the state of the process changes before a new measurement becomes available. With short measurement times the statistical variance of the counted Xray pulses increases, increasing the random error in the analysis. In addition, the measurement accuracy depends on the concentration of the component to be measured from the slurry.To quantify the effect of analysis error and frequency to process control, a simple dynamic process model is created in the Matlab environment. Data from a copper flotation circuit is used as a test case. The process model comprises a first order reaction equation and the grade-recovery -relationship estimated from process data. The control was modeled using the control strategies implemented into a rule based advanced control system. The economical performance of the control was studied by calculating the overall net smelter return at various analyzer parameter combinations."

Pike River Coal Limited is in the process of developing the Pike River Coal Mine in the Paparoa Ranges of New ZealandÆs South Island. The mine will be developed to extract a coking coal deposit of the Brunner Seam, some 46 km north-east of Greymouth, using a combination of continuous miners and hydraulic extraction. The mining area is located within Department of Conservation (DOC) land and is adjacent to the escarpment of the Paparoa Range and the Paparoa National Park.   As such, the major restriction to planned extraction is protection of: +        the western escarpment, +        vertical and sub-vertical rock faces, +        permanent water courses, +        significant vegetation, and +        steep slopes.   The mine will use its elevation advantage to hydraulically flume coal from the working faces to the pit bottom area where it will be slurried to approximately 35 per cent density of solids and pumps down a slurry line to the coal prep plant some 10.5 km down the Pike River Valley. The coal will be sold on the export market as a high quality coking coal for international steel making.

Iron ore beneficiation plants are facing economic pressures to treat more challenging ore types, improve efficiency and improve product quality. Better control and stability of the plant process in the face of increasing feed ore variability has been a goal for many of the operations facing these challenges.Prompt gamma neutron activation analysis (PGNAA) technology has proven to be a successful measurement technique within an iron ore beneficiation plant. PGNAA was first developed in the early 1980s for the measurement of the elemental composition of bulk materials. Today, PGNAA technology is applied for elemental analysis within the iron ore industry on both bulk materials and slurries.Traditional composite sampling throughout the wet iron ore beneficiation process provides a delayed measurement of average properties but does not capture the true variability of the process in real-time. As such this is a limiting factor towards stabilisation and optimisation of the process. A PGNAA analyser provides real-time slurry elemental analysis of feed, concentrate and tails streams within the processing plant. The analytical data from the analyser can be exploited with a control strategy to correct and stabilise the plant on a much shorter time scale, delivering significant economic benefits and greater operational flexibility. The economic benefits include more stable product quality and a reduction in composite sampling and laboratory costs.Some example results will be presented from the Vale Vargem Grande iron ore beneficiation plants, which are utilising a six stream multiplexed Thermo Scientific PGNAA Slurry Analyser.CITATION:Noble, G, Stabile, A, Portes, E and Roberto, J, 2017. (New York -Meeting, February, 1912.) TORCHES were used by the early Romans for mine-lighting, and these were followed by open lamps or earthen jars filled with tallow or oil, and later by candles. In early coal-mining, explosive gases seldom occurred, and, if they were encountered, the danger of explosion was materially diminished by the absence of any ventilating-system and the consequent insufficient circulation of air to form with the methane an explosive mixture. As the art advanced, the danger of fire-damp became more apparent, and methods for testing the air were resorted to as early as in the fifteenth century. The method of testing consisted in lowering a clog in a, basket down the shaft. As soon as he encountered fire-damp he would commence to howl, after which he was withdrawn, and a leafy bush was fastened to the end of the rope and run rapidly up and clown the shaft. This so disturbed the accumulation of gas as to cause it to rise out of the shaft. Later this odd method of testing was improved upon through the discovery that a light inserted in a body of fire-dam p would produce a blue flame. Candles were used for this purpose, and, when fire-damp was thus discovered, brushing or some other primitive method of fanning was resorted to for driving out the gas. In some instances the gas was burned away, regardless of the danger thereby incurred. A man, wearing a well-moistened coat and a mask with glass spectacles, descended in the mine a few hours before each shift. With a long stick, to which was fastened a burning torch or candle, lie would crawl on the floor with the stick so raised that the light would sweep the roof and ignite the gas which it encountered. Investigations of underground coal gasification (UCG) have been actively pursued by the U.S. Department of Energy since the early 1970s; the Lawrence Livermore National Laboratory (LLNL) conducted its first field experiment in 1976. In conjunction with field and laboratory studies of the process of recovering energy in the form of combustible gases from the burning of coal deposits in situ, an extensive environmental program has been conducted at LLNL under the auspices of both the U.S Department of Energy and the U.S. Environmental Protection Agency. This program has focused on groundwater contamination and ground surface subsidence caused by UCG. The material presented in this paper is a summary of results from the environmental studies of UCG activities conducted by LLNL as described by Mead, et al. (1981) and supplemented by the author's experience with this program in 1980 and 1981. The following sections describe specific groundwater contamination and surf ace subsidence problems encountered during field experiments in northeastern Wyoming, and will discuss implications of preliminary findings from geohydrological investigations of a site in southwestern Washington. Finally, possible environmental control technologies that are most likely to be effective in mitigating environmental impacts are discussed.

The property of the lava Cap Gold: Mining Corporation is in the Nevada City-Grass Valley mining district about 5 miles east of Crass Valley, Calif. At present (July 1940) the plant is mining end milling about 390 tons of gold-silver ore a day; about 310 men are employed. This paper describes the mining methods used and presents mining costs for 1939, when 60,704 tons were mined by cut-and-fill stoping and 55,676 tons by square-setting.
