Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. Paper written on project work carried out in partial fulfilment of B. Eng (Chem. Eng.) This paper describes the development and use of a process simulator to optimize gypsum recovery at Afmine, a small plant near Yzerfontein on the South African West Coast. The simulator consisted of models of the major plant equipment, viz. hydrocyclones, surge bins, settling tanks, a primary sieve and a dewatering screen. Experimental data suggested that the equipment could be modelled satisfactorily from data published in the open literature. Simulation studies have indicated that gypsum losses on the plant could be reduced substantially by means of some relatively minor modifications to the plant layout. Moreover, sensitivity analyses of the plant have indicated that optimization of the settling tanks should receive priority over the other process units.

The value of Alabama's nonfuel mineral production in 1980 was $328.6 million, a decrease of $7.8 million from 1979. Cement, crushed stone, lime, clays, and sand and gravel continued as the major commodities produced. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in native asphalt, ferroalloys, kaolin, and oyster shell; fourth in dimension marble, masonry cement, and bentonite; and fifth in fire clay and lime. Alabama ranked in the top 20 States in total value of non-metallic minerals produced. Adverse economic conditions in the construction and metals industries impacted on the minerals industry in Alabama. Mineral producers supplying raw or finished materials to these industries experienced periodic reductions in sales during the year. Unit price increases did not keep up with inflation.

The Turquoise Ridge Joint Venture (TRJV) is located in northern central Nevada, and is situated within the Basin and Range province, near the northeast end of the Osgood Mountains (see Figure 1). The TRJV mine consists of typical Carlin type- gold mineralization characterized by low strength rock of altered limestones, siltstones, and mudstones. The weak nature of the ground facilitates the underhand cut and fill mining methods. TRJV has been working to optimize ground support and mechanize top cut drift sizes and eliminate operating hazards associated with jackleg drilling. Safety Factor analysis based on bolt strengths has allowed us to pursue larger sized top cut drifts and to evaluate bolt length sizes and spacing. Switching from jackleg sized drifts of 10?W x 10?H to a mechanized 12?H x12?W top cut drift design has the potential to decrease overbreak, provide more uniform drift design sizes and bolt patterns, and increase ore production by at least 38%.

Testing ores for heap leach operations traditionally follows a progression of bottle roll tests, bucket and column leach tests, and very expensive large field leach tests. Enough data is now available to streamline the procedures. Data from five different operations shows that recoveries from large field leach tests can be predicted from the bucket tests. Initial recovery times in large field leaches are longer than in bucket tests- a typical response is eight days versus twenty days to the same recovery percentage; but the ultimate percent recoveries (after 60 days) are normally very close. Methods of mining and stacking can radically affect recoveries from clay-rich ores. Leaching of uncrushed ores provides special testing problems, since accurate samples smaller than several tons cannot be taken.

"The times they are a changing, and, for the mining industry, the optimism is high. On Nov. 8, Donald Trump was elected as the 45th president of the United States, and the Republican Party won a majority of seats in the U.S. Senate and the House of Representatives, ushering in what many hope will be a positive change for the mining and extractive minerals industries.Trump has stated that one of his top priorities as president will be to increase spending on the nation’s infrastructure, which could help spark a boom for mining. He has also pledged to bring back coal jobs and reverse many of the environmental regulations that were put in place by the Obama administration. However, before the mining industry gets too far ahead of itself and plans for another Super Cycle, there are stark reminders that any work in the natural resources sector is complicated and challenging. On Dec. 4, the U.S. Army Corps of Engineers announced that it would not grant an easement that would allow the Dakota Access Pipeline to pass under a portion of the Missouri River in North Dakota. The proposed crossing of the oil pipeline is approximately a half a mile upstream from the Standing Rock Sioux’s Reservation, and for months, hundreds of protestors camped out at the site in an effort to halt the project, saying they feared how it would impact water supplies and sacred lands.Energy Transfer Partners, the company building the pipeline, said the pipeline is a $3.78-billion investment that will connect the Bakken and Three Forks production areas to major refining markets. The company signed voluntary easement agreements with landowners representing more than 85 percent of the properties along the four-state route but faced an organized protest from the Sioux Nation at Standing Rock. The protest gathered momentum and support through social and traditional media and became the focal point of global environmental and indigenous activism. The protestors claimed victory, at least temporarily, when the Corps of Engineers said it would look for alternative routes for the project. It’s a decision that could lead to a lengthy environmental review and one that has the potential to block the construction of the pipeline for months or even years."

The characterisation and assessment of waste rock has been the subject of considerable research, and many guidance documents have been published both internationally and within Australia. While these documents provide detailed information on how to characterise waste rock, there is not a great amount of detail on how to determine the optimal waste management options from an operational viewpoint. For example, typical questions that a mine operator would seek answers to include: What placement method should be used (eg end tipping versus paddock dumping)? What is an optimal tip head height for waste placement in a storage facility? How should sulfide grade control be carried out?Defining the contributing factors to waste management and waste material placement and assessing the contribution of each variable directs these assessments towards a semi-qualitative and quantitative methodology. Quantitative methodologies show an increase in the confidence of these assessments by providing logical, measureable assessments.As part of a strategic assessment for waste management at an active mine site, a detailed risk-based investigation of the influence of variables common to waste placement was completed. These variables included placement method, placement height, sulfur grade and material conditioning (eg compaction) on the associated risks of waste material storage. The assessed risks include temperature assessments (potential for thermal take-off as a result of spontaneous combustion), toxic gas production and flow and acid production potential. Applying a numerical modelling approach to the assessment of the different waste material placement strategies allows for the variation in risk to be graphically presented and communicated through risk matrices and histograms.CITATION:Pearce, S and Lehane, S, 2015. In industry, the strength of a blasting cap is often equated to the type of explosive it can detonate. Comparable cap strength is becoming less important as nearly all caps manufactured today can initiate high explosives, such as primasheet, with ease. Previous studies were conducted to assess the quantity of energy released by various detonators into the directional propulsion of the detonator’s casing. However, the question of how much of this propulsion energy is needed to initiate an explosive remains unanswered. This study will assess the fragmentation size and velocity needed to initiate a high explosive when they are not in direct contact. For this study, primasheet was used as the main charge as it is relatively insensitive and can be situated in different positions relative to the detonator. Electric, non-electric and electronic detonators were used to evaluate initiation potential. The primasheet is observed in response to being in contact with a detonator, and not in contact with the detonator at various distances and angles. This allowed the quantity of energy transferred into the primasheet to be observed and for the initiation of the sheet to be recorded using high-speed video. This study will report the energy necessary to initiate the primasheet at various distances and angles from the charge from a number of widely used, commercial, hot wire blasting caps.

Traditional headed rebar has existed in the mining industry as a ground support product for many years. The head of a rebar bolt is most commonly produced by hot upset die forging. Upset die forging produces a rugged, simple head that performs well. Certain elements of the head must comply with regulatory standards, such as ASTM F432-95, which offers a standard test procedure to ensure quality of the product. The head style produced by all major manufacturers has been optimized to reduce manufacturing costs, provide greater miner safety and provide an excellent performing product. Observations were made in some mines of heads failing under in-situ loading. These observations could not be replicated according to the ASTM testing method. This paper highlights the problem and how a solution was developed. The development includes pictures of in-situ failures from the underground operations, laboratory replication tests indicating how this loading occurs, and then the use of this calibrated test method to validate the new design created.

Based on experimental and computer simulation results from our group, we report a systematic, atomic level analysis of carbon dissolution from carbonaceous materials in molten iron. Experimental results on graphite / Fe-C-S system were obtained using carbon dissolution studies, XRD and FESEM investigations and were supplemented with Monte Carlo simulations. Three basic mechanisms, namely carbon atom dissociation rate, interfacial phenomena and mass transfer in the melt were found to be responsible for the overall dissolution process. While mass transfer in the melt is governed by the concentration gradients, melt composition and temperature; impurities present in ash play a significant role in the interfacial phenomena. For less ordered forms of carbonaceous materials, carbon atom dissociation rate depends strongly on the degree of long-range order and is an important rate controlling mechanism in the overall dissolution process. A systematic comparison of dissolution rates for a variety of coal-chars, natural and synthetic graphites has been carried out in an attempt to identify rate-controlling mechanisms. The structure of the carbonaceous material appears to be an important underlying factor in the carbon dissolution process.

Uninterrupted shaft operations are an important economic factor in mine operation, and good shaft support is an important aid in preventing accidents and interruptions. More permanent supports can cut the hazards, costs, and delay incident to replacement of conventional timbers, especially where subject to decay. Installation of prestressed, precast concrete shaft supports in 100 feet of shaft at the Banner mine, Lordsburg, N. Mex., nave a satisfactory permanent installation in a section of shaft that had given trouble with conventional timbering. Use of rock bolts supporting gunited wire netting around the rock walls of the shaft prevented sloughing. No attempt was made in this paper to arrive at comparative costs of installation of various types of support. However, it was indicated that use of a lighter weight aggregate would be desirable in further use if prestressed precast members as placed in the Banner mine.

The general method of the description of the plant and works practice adopted previously has been followed.The paper is a short account of the methods used in and the results of an investigation of the fume losses from the various parts of the plant.MEASUREMENT OF VOLUMETwo independent methods were used. The first depended on a number of pitot-tube measurements of velocity. These readings were taken in the stacks leading from the various furnaces at a considerable height above the ground so as to obtain as regular conditions as possible at the points where the readings were taken.Three openings were made in each stack and the pitot tube inserted into each opening in turn and readings taken at the centres of imaginary areas of equal size. The average velocity in the stack was thus obtained.After four tests had been made at the smelter stack, which removed the gases from all blast furnaces in use, the centre of velocity of the gases for each test was calculated and was found to be practically constant in position. The previous procedure was varied in subsequent tests on this stack by taking a succession of readings at the centre of velocity instead of at various points...

Experimental work is report on the gasification of 90-percent through 200-mesh, strongly coking Sewickley-bed coal with oxygen and with steam in three temperature ranges, namely, 2,700° to 3,400° F., 1,600° to 2,000° F., and 230° to 250° F. Thirty-one runs have been made, during which 56,000 pounds of coal have been charged to the generator at feed rates of 200 to 450 pounds of coal per hour. Africa is ripe with opportunity for the mining industry. The continent has large, and relatively unexplored mineral deposits, and recent high economic growth rates have meaningfully improved the political, economic, and infrastructural environments. However, these opportunities are accompanied by significant risks, including resource nationalism, uncertain regulation, corruption, and continuing political instability (up to and including war). Forward-looking companies actively manage these risks by creating a sense of shared purpose with the countries and communities that own the resources, using tools such as stakeholder analysis, local narratives, scenario planning, and constituency engagement. They also measure socio-economic impact to insure the creation and demonstration of shared value.
