The objective s of this paper are: (a ) to examine and discuss the burdens we place on our extractive industry; (b) to compare the levels of taxation in Canada with those in other countries; and ( c) to suggest certain broad parameters within which our taxation policies may be made more rational and stable. Among the burdens identified are taxation, the ownership and use of our resources, environmental issues and the rather emotional issue of so-called 'super profits'. Finally, the paper will address certain broad but key areas of policy which need attention and agreement if our tax system is to be made more rational. Such areas include: whether and if so why the extractive industry should be given incentives;. what circumstances, if any, justify a 'higher' than normal' level of taxation, and, ?if the concept of economic rents is a justifiable one, how might a basis for them be established which recognizes the fluctuating value of much of the industry's output. Note: The paper was written before the 1977 Federal and Provincial budgets were presented. Consequently, the paper does not reflect any changes proposed in these budgets.

This work has as its objective to characterize ceramic bodies formulated with ornamental rock waste and two different clays to produce ceramic paver. Specimens were made by uniaxial press-molding at 20 MPa and then fired at 950 and 1050oC respectively. The determined technological properties were: plasticity, dry bulk density, linear shrinkage, water absorption and flexural rupture strength. The results showed that the type of the clay has strong influence on the properties of interest for heavy clay ceramics. The investigated waste must be incorporated in small amounts to avoid increasing in the porosity of the ceramics.

Since early-2001, Kalgoorlie Consolidated Gold Mines (KCGM) has successfully operated an ultra fine grinding (UFG) circuit to supplement its roaster capacity for the treatment of the refractory gold flotation concentrate. A second UFG mill was installed in 2002 taking the total UFG capacity to over 20 tph while grinding to 11 to 12 microns and achieving over 90 per cent gold recovery. A development program in 2002/3 involving plant trials, pilot plants and laboratory testwork resulted in process improvements and a better understanding of the milling and gold leach processes that assisted in narrowing the gap between UFG and roasting. This paper details the operation of the ultra fine grinding process at KCGM as a non oxidative treatment for the extraction of gold from a refractory ores.

Concentration and composition of rare earth elements (REE) and major elements in the sediment samples from the IOM H11 Fe-Mn nodule deposit, eastern part of the Clarion-Clipperton nodule field (located between the Clarion-Clipperton Fracture Zone - CCFZ; tropical Pacific), have been studied. We show the controls on REE concentrations and described vertical/horizontal variability of selected metals in pelagic sediments from the CCFZ. According to Kato et al. (2011), who analyzed 2000 seafloor sediment samples at 78 sites of the Pacific Ocean, deep-sea mud shows high concentrations (2230 ppm maximum) of ?REY and could be potential resource of these elements in the future. However, our work does not fully confirm that sediments in the IOM H11 are significantly enriched in REE.

Sustainability issues are from rising interest and importance for the mineral industry worldwide. In order to bring them into management processes and to improve decision processes, economic, ecological and social aspects of products, services or technologies have to be assessed. In this paper, the concept of integrated sustainability assessment is presented. Each aspect is assessed with quantitative or qualitative methods. The results of these ecological, social and economic sub-assessments are integrated by the means of Fuzzy Logic in order to regard preferences of decision maker and circumstances of decision situation. An example demonstrates the application of this new instrument.

The safety of persons from accidental explosions and fires during manufacture, storage, transport etc. of explosives, pyrotechnics, propellants, firework and ammunition is most commonly assessed according to prescriptive rule-based approach: Safety is given when all requirements which are listed in numerous regulations and directives (such as e.g. safety distances, limited quantities, protective installations etc.) are complied with. Such a deterministic prescriptive rule-based approach is quite easy to apply but has got disadvantages, however: The actual state of safety in a specific case is not explicitly and quantitatively expressed, and it is not distinguished between the endangered individuals and the whole group. As a result, the effects of the safety measures cannot be measured. This is why uneconomical and in the worst case useless safety precautions cannot be avoided. In addition, waivers are difficult to negotiate, meaningful and sound arguments for pro and con being lacking.

INTRODUCTION The slurry shield method was developed in Japan in 1963 and its experimental tunnelling work was performed in 1965. Although the history of this method is short compared with the conventional shield method in Japan, many companies such as Tekken Construction, Okumura Gumi, Nishimatsu Kensetsu, etc. are engaged at present in developing their own unique system of the slurry shield method. The ground of Japan is generally pervaded with ground water and a large number of districts are covered with soft ground, which is composed of fine sand, silt and clay, etc. Therefore, the conventional shield method has always used compressed air with various kinds of auxiliary methods. However, with this method there have been experienced numerous troubles such as ground settlements, lowering of ground water, oxygen shortage within the tunnel, and so forth. The slurry shield method has been developed with the above background. In recent years remarkable progress has been made from the engineering viewpoint in applying this method to driving various kinds of tunnels such as road tunnels, subways, water supply and sewer tunnels, and other tunnels. The occurrence of gold in refractory gold ores varies widely and affects the recovery process. The determination of gold and the composition of the associated minerals are important in selecting an appropriate processing scheme. However, locating the gold in an ore sample is a difficult task which requires perseverance, luck, and experience. Our experience has led to the development of a relatively fast and reliable means of deter-mining the mineralogy of ore samples through analysis combining an energy-dispersive x-ray analyser coupled to a scanning electron microscope (SEM). In some cases, a wave length dispersive spectrometer or microprobe is used to further quantify the various mineral compositions. The SEM/microprobe analysis identifies the source of problems that may arise during the recovery of gold from refractory gold ores.

The newly implemented mineral law framework exacerbated the need to clarify the roles and responsibilities of mine and land surveyors in the preparation and registration of plans and diagrams. The main concern is that survey tasks may be performed by persons who are not considered competent under the different laws. The methodology used was to analyse historic and present legislation on the issue in order to formulate a narrow interpretation of the current requirements. The major findings are tabulated to present a summary of who is responsible for which areas of survey.

Three arc-melted ingots, two of a titanium-7 percent manganese alloy and the third of unalloyed titanium, were forged and rolled into 3/4-inch plate; comparative data were obtained on these processes. The finished plate, part of which was used by the Naval Bureau of Ordnance, was tested for mechanical and other properties. These properties were correlated with sponge purity, forging technique, rolling temperature, and cooling rate from the rolling temperature. For the alloy material, transformation data were obtained, and their age-hardening characteristics were studied. The temperature-impact relationship was established for rolled sections from all three ingots. INTRODUCTION Arc-melted ingots of unalloyed titanium and a titanium-manganese alloy were fabricated into plate under closely controlled conditions by personnel of the Metals and Alloys Section, Physical Metallurgy Branch, Bureau of Mines, College Park, Md. This program was cosponsored by the Naval Bureau of Ordnance. Bureau of Mines interest lay in correlating the processing procedures with the mechanical properties of the finished plate.

The demand for rare earth elements has increased around the world due to their application in a variety of technological advancements. Previous studies have evaluated the potential of the rare earth elements and yttrium (REY) hosted within the Permian coal deposits of the main Karoo Basin (MKB) in Southern Africa. However, not a lot of scientific research has gone into the Triassic coal deposits. The Triassic coals in South Africa were the first coals to be exploited for their thermal use in the 1880s, but the discovery of the higher rank and more abundant Ecca coal deposits led to the Triassic coals remaining largely unexplored. The demand for rare earth elements has sparked interest in these coal deposits as potential sources for valuable minerals. Late Triassic coal deposits in Lesotho have previously not been well documented and these low-rank coals can be a potential source of rare earth elements. This study aims to characterize and evaluate the potential of REY in the Taung coal deposit, southwest of Lesotho. Coal and associated argillaceous samples from the Taung coal deposit were analyzed using microscopic petrography for coal characterization and an inductively coupled plasma mass spectrometry (ICP-MS) to determine the amount of rare earth elements. Taung coal is classified as middle medium rank D bituminous coal. The total REY content in Taung coal and its associated rocks range from 162.9 ppm to 855.1 ppm, which is significantly higher than the upper continental crustal (UCC) average. The average critical REY concentration of samples from the Taung coal deposit is 189.4 ppm, which is three times higher than that of the Chinese Bayan Obo deposit. Samples classified as very promising and promising because of their outlook coefficients, are found to contain up to 77% of critical REY. It is envisioned that the area could be a prime deposit for these REY.

Compositing or regularization of drillhole data is common practice in mineral resource estimation and is deemed a necessary step in producing unbiased estimates of mineral resources and reserves. Commonly, data are collected over irregular distances due to the varying relative thicknesses of lithologies drilled or sampling/assaying strategies. This necessitates data transformation to regular lengths of equal size to ensure that all data have the same sample support. However, there have been few detailed publications on the effect of this process on the composited data that are subsequently taken forward for the estimation process. In this paper, three currently available compositing methods are reviewed and the effects of inappropriate compositing methodologies presented. It is shown through a case study that compositing samples to different lengths leads to changes in the average and variance of the grades in the drillcores in the dataset, which will impact the final estimated value. These differences are exacerbated by breaks or gaps in data where, for a variety of reasons, there has been no data collection or data have been lost. The importance of appropriately treating blank and zero data is also presented. Globally, these differences might be minimal, but locally may be substantial, affecting the efficiency of the estimation and subsequent use of the results in, for example, mine planning and reconciliation. Further detailed investigation of compositing practices is required if the full implications of compositing are to be understood and any induced bias effectively defined.

After forty years of exploration and development, the heavy mineral sand deposits of the Murray Basin are on the eve of substantial exploitation by Iluka Resources Limited, Southern Titanium NL and RZM/Cable/Bemax, whom plan to initiate mining and processing operations in 2005. A trial mining and processing operation was undertaken on the Wemen North strandline deposit in 2001-2003 by Murray Basin Titanium, a joint venture of Sons of Gwalia and RZM/Cable, which brought to light a number of mining and processing problems which have since been the subject of extensive studies and process development work. The mineralogy of these weathered strandline deposits is complex by industry standards due to the variety of the heavy minerals present, coatings on the mineral grains and the extensive weathering and alteration which has taken place during the past 50 million years. This paper provides an overview of the complex mineralogy that, in turn, dictates the processes that can be used to recover the valuable heavy minerals. The Murray Basin encompasses some 300,000 km2 and has been a depositional basin, often land locked, since the start of the Cenezoic Era. The economic heavy minerals include ilmenite, altered ilmenite, leucoxene of highly variable composition, rutile, and zircon. There are also other heavy minerals present such as cassiterite, chromite, and monazite in quantities that pose both problems and opportunities. The clay content and overburden thickness also play a major role in the selection of the deposits to be mined. Project Services Consultants (PSC) has undertaken the preparation of this paper as part of its ongoing participation in the mineral sands industry and in particular the project development activities in the Murray Basin region currently being undertaken by Iluka Resources. This paper is one of a series being prepared by the Bureau of Mines on exploration, development, mining methods and costs at various mines in the United States. It describes such methods at the Lincoln tungsten mine of the Wah Chang Mining Corp., Lincoln County, Nev. The purpose of these reports is to promote development and conservation of our mineral resources by disseminating technologic information on mining methods, practices and costs. The Lincoln mine in Lincoln County, Nev., in the southeastern part of the [tate], was acquired by the Wah Chang Mining Corp., in April 1951. Mining methods and costs are of special interest at this property because of the low costs and good production record achieved through a well planned program of exploration, development, and exploitation. Operations were discontinued in July 1957 after the Federal Government suspended the tungsten purchase program.

Transformational roasting involves the heating of a material along with specific additives to induce mineralogical changes in the starting material. By controlling the chemical composition, roasting atmosphere, temperature and time of reaction, the mineral transformations induced during roasting can be engineered to control the distribution of valuable, or harmful, metals and to produce new mineral assemblages that are more amenable to conventional methods of metals recovery or to environmentally safe disposal. To date, this type of process has only been applied to the recovery of a limited number of metals, but current research is looking to expand the application of these techniques to the recovery of metals from a wider range of materials. An introduction to these techniques is presented along with preliminary results from their application to metals recovery from zinc bearing wastes, such as zinc ferrite leach residues and carbon steel electric arc furnace dust.

"Most deposits display a high degree of geological and mineralogical complexity that can affect metallurgical processing. Therefore, the proper characterization of the ore and gangue minerals requires a multi disciplinary approach combining geology, mineralogy, geochemistry and processing. However, mineralogy to a large extent informs the metallurgical process. Automated methods can be used throughout the mining chain from advanced exploration through to production.In this presentation we discuss actual case studies where automated mineralogy has been applied in a geometallurgical framework at a pre-feasibility to feasibility level. These include examples from a strongly serpentinized magmatic Ni deposit (Dumont) and a magmatic Cu-Ni deposit (Maturi). Mineral speciation and ratios, e.g., chalcopyrite, cubanite, and pentlandite/pyrrhotite are critical to model the Cu-Ni magmatic deposit. In the serpentinized Ni ore, automated mineralogy is used to speciate the Ni minerals into sulphides, alloys and refractory Ni in the silicate matrix.The mineralogical results are linked to the metallurgical test work in order to model the geometallurgical domains. These case studies will illustrate how mineral quantification and improved understanding of inherent mineralogical parameters in relation to metallurgy reduce technical risk in both exploration and flowsheet development.INTRODUCTIONGeometallurgy is a cross-discipline approach combining geology, metallurgy and mine planning (e.g., Dunham et al., 2011). It is aimed to improve the understanding of geological, mineralogical and metallurgical parameters of an ore. Informational gaps among the different disciplines are often apparent. Automated mineralogy is shown in many studies (e.g., Eppinger et al., 2013, Philander and Rozendaal, 2013) to constitute the link between geology and metallurgy. The geometallurgical approach can provide specific data to geology, mining and mineral processing development and plant operations. The scope of the automated mineralogy is to illustrate how mineral quantification can improve the understanding of inherent mineralogical parameters in relation to metallurgy, and reduce the technical risk in both exploration and flowsheet development."

Machine breakdowns and maintenance delays are large contributors to lost production and increased operating costs in the mining industry. The U.S. Bureau of Mines is investigating the applications of expert system technology to diagnostic and predictive maintenance tor mining equipment. This will help increase mining productivity and decrease operating costs, by reducing the frequency of equipment failures and repair times. The Bureau has begun this effort by applying expert system techniques to the diagnosis of hydraulic system problems on a continuous mining machine. This paper discusses the development of the hydraulic diagnostic expert system.

Plots were established on regraded abandoned mine spoil to determine if nearby good quality spoil could be used in place of topsoil for the reclamation of these sites. Gypsum, calcium chloride, and power plant ash were also tested to determine the effectiveness of these materials in reclaiming these sites. Two sites were selected on which very little vegetation was growing on highly sodic spoil material. Gypsum, calcium chloride, and ash were added to the spoil at a rate designed to reduce the (sodium adsorption ratio) SAR in the surface 15 cm to 10 or less. The good quality spoil (replacement soil) was then laid on the swface at rates of 0, 5 or 15 cm of material. The plots were seeded to a mixture of smooth bromegrass (Bromus enennis Leyss.), crested wheatgrass (Agropyron desertorum (Fisch. Ex Link) Schult.) and alfalfa (Medicago sativa L.). The addition of 5 or 15 cm of replacement spoil significantly improved vegetative growth on these sites. Chemical treatments had no effect on vegetative growth. Weathered ash showed no adverse effects on plant growth or soil properties.

Previous methods for measuring the flow of solids in Jnrdraulic conveying have not considered the important effects of slip velocity and particle concentration. In this paper an extension of the method proposed byShirato et al. (J. Chem. Engng. 'Japan, 1: 164-167) for determining mass flow in a vertical conduit is outlined.The present method consists of measuring' the volumetric flow of the slurry (by a magnetic flow meter for instance) and the density of the slurry in two pipe sections of different diameters. Effects of variation of slip withparticle concentration, not previously considered, are allowed.Problems involved in estimating the density of a slurry from differential pressure measurement are discussed.The major problem is the uncertainties in estimating frictional losses due to the wall in two-phase flows. The greater reliability of a more "direct" technique, such as by 'Y-ray absorption, for measuring solid concentration is emphasized.

Mining at Vale’s Creighton Mine has been active for nearly 120 years in Sudbury, Ontario, Canada. Being the deepest mine in the Sudbury region, mining induced seismicity is a common occurrence at Creighton Mine. Over the past five years, 26 large magnitude seismic events ranging from 2.5 Mn to 3.7 Mn (Nuttli) have occurred. Out of these large magnitude events, three 3.0+ Mn events occurred between April 2020 and January 2021. The majority of the 3.0+ Mn events are believed to be the fault-slip type that could be linked to the known major geological structures and/or long-term effect of mining over many years. The recent large magnitude events are believed to be triggered by high induced stresses while mining the first few stopes of a new lower horizon in the top-down centre out mining sequence.
