The objectives of the research were to determine whether a model health and safety program could be defined in terms which would enable its application to mines of all types, and, if such a model program could be defined to determine through evaluations in two mining companies whether it would achieve measurable improvements. This volume describes the model, how it was applied in the field, and how it was evaluated. Anecdotal data to illustrate common kinds of safety problems and their solutions are included. The literature and field research that preceded the model definition is discussed in Vol. 2, which covers the period of September, 1980 to September, 1981.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

Introduction Less than a hundred years ago the engineer was able to do his job without concern for the science that underlay his practices or for the men who operated his machines. But toward the end of the last century science began to be applied to industry, and its success was such that the plant which clung to empiricism was unable to compete with the plant that followed science. Even more recently, the engineer has been forced to consider the men who operate his machines, for modern large-scale industry has given these men education, social security, and power. Hence the engineer can get good, steady labour to operate his machines only if he can offer inducements. Wages are in general outside the control of the engineer, but he is able to control working conditions. This essay is concerned with one factor of good working conditions: safety. The writer became interested in this problem during three months' summer employment as a student at the Sullivan concentrator of the Consolidated Mining and Smelting Company and was surprised at the distance his investigations led him from the field of pure engineering into the fields of psychology, education, and publicity. Nevertheless, because safety has to do with machines and with men who operate machines, and because it profoundly affects plant efficiency, it is the job of an engineer, not of a psychologist or teacher, nor of the salesman publicity expert who is often so unfortunately employed in personnel relations. The size and complexity of the subject has limited the scope of this essay to the consideration of only a few aspects of industrial safety. Considerable attention has been given to the underlying principles, but the mechanical side of accident prevention, the design of equipment, erection of guards, etc., and the very important problems of organization and administration, have not been given attention proportionate to their importance.

"A review of blast designs and improved blasting practices at the EkatiTM diamond mine is presented along with the results of three blast-monitoring experiments. Blast monitoring was undertaken to investigate blast damage mechanisms in the mine’s well jointed rock mass. Rock mass damage caused by production, pre-shear and wall control blasts was measured. EkatiTM uses 270 mm holes for production blasting, and 165 mm holes loaded with a decoupled charge for pre-shearing. The production blasts are loaded with bulk emulsion/ANFO blends. The mine plan involves using 30 m double benches. A 30 m high pre-shear is drilled and blasted prior to the production blasting that is done with sequential 15 m benches. This paper summarizes the monitoring equipment and data gathered to date. IntroductionThe EkatiTM diamond mine is located about 300 km northeast of Yellowknife, Northwest Territories, Canada. The mine is a joint venture of BHP Diamonds Inc. (80%) and geologists Charles Fipke and Stewart Blusson (10% each). The EkatiTM mine is Canada’s first diamond mine and BHP is the operator. The mine is accessed by air and by a winter ice road.The first kimberlite pipe mined at EkatiTM is known as the Panda pipe. The Panda open pit mine will have a total depth of 315 m (Fig. 1), a width of about 600 m, and a 50° overall slope. Initial ore production is 9000 tonnes per day.This paper summarizes the pre-strip blasting and the evolution of the production and wall control blast designs from 1997 to 2000. The initial blast designs and the rationale behind subsequent changes that took place are presented along with the techniques currently in use.The paper also briefly presents an experiment done to measure the rock mass response to blasting. Three blasts were instrumented with geophones, gas pressure sensors and time domain reflectometry cables. A brief summary of the instrumentation and data gathered is included."

The variation of the spectral emissivity of osmium and ruthenium with temperature can be expressed by the following relations: DURING a study of the sintering characteristics of osmium and ruthenium, discrepancies in the previously accepted melting points of the metals were noted. The melting temperatures had not been measured at the time of the work, but were estimated in the literature as 2700°C for osmium and 2450°C for ruthenium.' A recent investigation by Baird2 has shown the melting temperatures of osmium and ruthenium are 3000" and 2250° C, respectively. In the present work, osmium bars sintered at temperatures as high as 2900° C showed no evidence of melting, whereas ruthenium showed definite evidence of melting at temperatures as low as 2250°C. In view of the apparent discrepancies, the melting temperatures of both metals were determined. The spectral emissivities of both metals were determined as an aid to studies of the sintering characteristics of these metals. MATERIALS AND PROCEDURES The materials used in these studies were metal powders supplied by Englehard Industries, Inc., through the courtesy of The International Nickel Co. Analytical data from three laboratories, although not in complete agreement as to the purity of the material or the major impurity elements, indicated that the maximum impurity levels were 0.5 and 1.0 wt pct in osmium and ruthenium, respectively. The metal powders were pressed to 1/4 by 1/4 by 6-in. bars at 20Tsi using carbon tetrachloride as a lubricant. The pressed bars were presintered 1 hr at 1200°C after heating 1 hr at 400°C. The presintered densities of the several bars of the metals ranged from 65 to 80 pct of ideal density. Specimens were self-resistance heated in a vacuum sintering bell. Temperatures were measured with an L&N, disappearing filament optical pyrometer. True temperatures were read at the base of an 0.30-in.-diam, 0.150-in. deep hole drilled into the center of a presintered bar. Apparent temperatures were read from the surface of the bar adjacent to the hole. MELTING POINT DETERMINATION The melting temperature of the metals was determined as the temperature at which a slight additional increase in current through the specimen resulted in a reduced temperature at the base of the hole. The apparent reduction in temperature is a result of the liquid metal filling the hole, thus altering the black-body conditions. The melting points of osmium and ruthenium, based on three deter-

This report documents the need for formal health and safety, and equipment operations training in the mine construction industry. The outlines, objectives, and training texts were developed based on the recommendation of needs of mine construction personnel, and those of Dames and Moore (Safety Analysis of Shaft Sinking operations, 1977) and Kinton, Inc. (A Training Program for Conventional and Raise Drill Construction Personnel; Phase I, 1979). The training material samples contained herein (and under separate cover in its entirety) are designed to improve the safety and production of those in mine construction. An instructor-directed presentation is recommended. The results of the study are presented in the Findings and Recommendations section of this report.

With the increasing need to exercise better control over mill circuits has come a requirement to develop rapid, accurate means of measuring circuit parameters. One of the most important parameters is the assay of the material in the circuit (or about to be introduced to the circuit). To date, most on-stream analysis has been performed using X-ray fluorescence equipment. Neutron activation offers an alternative method in certain circumstances, and one which has several interesting advantages. Recognizing the need for a simple, safe neutron activation unit suitable for on-stream analysis in the mineral industries, Atomic Energy of Canada Limited has designed, built and tested the SHERLOCK system. One prototype (SHERLOCK I) is located in Ottawa and is now used primarily in research. A second prototype (SHERLOCK III) is located in Vancouver at the laboratories of B.C. Research. This unit is being used for some development research and for evaluating the unit in specific applications. Most of the work completed to date has been aimed at proving the technique and in developing some of the parameters needed to design systems for a milling plant. Funding for the work has been through research grants and through sponsor¬ship by interested companies.

The mechanism of resulfurization in the desulfurization process with magnesium vapor produced in situ by aluminothermic reduction of magnesium oxide was clarified in the present work. The influences of various operating parameters on the resulfurization were studied and the methods that could prevent resulfurization were proposed. There are two kinds of mechanisms of resulfurization in the desulfurization process with magnesium. One is decomposition of the desulfurization product of MgS under the inert atmosphere. The other is oxidation of MgS under the oxidative atmosphere. Under the present experimental conditions, lowering operating temperature and oxygen partial pressure in the atmosphere could effectively prevent the resulfurization. Adding CaO onto the melt surface was an effective method for preventing the resulfurization due to transformation of the desulfurization product of MgS into the more stable compound of CaS. Since addition of the activated charcoal powders greatly decreased the transfer rate of oxygen in the atmosphere to the melt surface, it also reduced the resulfurization remarkably.

The Bureau of Mines issued three Information Circulars on marble many years ago (5), (6), (7).2/ They have long been out of print; furthermore, conditions have changed considerably in the industry in succeeding years. A presentation of current data is therefore desirable. This report furnishes general information on marble, including its properties, distribution of domestic and foreign deposits, methods and equipment used in quarrying and milling, economic and marketing problems, and recent advances in marble technology. INTRODUCTION Most marbles are crystallized limestone. The term "marble" is derived from a Greek word meaning to sparkle or flash, because the calcite crystals in marble sparkle as they reflect light. The word "marble" is employed frequently to mean a small ball used in the game of marbles with which nearly every child is familiar. Although the little spheres were originally of marble, few of those made in recent years contain that material; nevertheless, the expression "playing marbles" has persisted.

The work to be described is part of a comprehensive research on the influence of impurities on the properties of lead. The author had previously compared an electrolytic lead containing less than 0.002% total impurities with a commercial lead containing 0.008% impurities (excluding oxygen) and had shown that the former recrystallised more readily than the latter under the same conditions of cold work and annealing. This difference in properties was attributed to the difference in purity. Electrolytic lead containing only 0.0005% total impurities has been prepared and cast in vacuo. Some interesting effects have been obtained by working and annealing this lead, and by adding silver to it. The preparation of this lead, and the effects obtained thereon, are described in this paper. THOUGH the literature on the chamber process is considerable, it mostly refers to European conditions. Owing to the demand for acid for flotation and leaching at the mine, it may be necessary to work the process under other conditions. Consequently, some results obtained during the chlorination days at Mount Morgan, within the Tropic of Capricorn, may be useful for reference when working in a similar climate. Though the chambers must be protected against tropical storms, thorough ventilation should be provided, with plenty of space between the chambers, which are almost invariably crowded together. Not only does the space assist in the cooling of the chambers, but it is very desirable during repairs, when lead andtimber have to be hoisted up. The connecting flues between the chambers, which are fairly efficient mixers and condensers, should be round, supported from above, and with the least possible timber about them. Their position and arrangement deserve careful attention. Lattice work will be sufficient protection for the sides of the chambers, and the roof should be high and well ventilated. The Mount Morgan plant, crowded and not well situated, consisted of seven chambers (four over 50 ft. in length), one Glover tower 7 ft. 2 in sq. x 20 ft. high, one Gay Lussac 9 ft. sq. x 30 ft. higb, also one 5 ft. diam. x 25 ft. high. There was one pipe column 4: ft. sq. x 14 ft. 6 in. high. The chambers were run as one unit, and were much lower than those usually constructed in Europe-less than 15 ft. high. Provided that suitable timber can be obtained, 20 ft. is quite low enough. It should be quite satisfactory to use round poles for the studs, and so admit more air space between studs andlead.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

THE demand for high-quality aggregate is increasing in all phases of the construction industry and in all organizations associated with road building in Canada. The production of aggregate in Canada has increased almost continuously since the end of the war and has quadrupled since 1948. Increases during the past fifteen years can be accounted for by the expansion in all types of construction, particularly that of roads and highways. Total construction in 1959, based on preliminary estimates, has been valued at $7 billion, and an increase fore-cast for 1960 indicates optimism on the •construction horizon (1). Cement produced in Canada in 1959 amounted to 6.3 million tons. This is more than 2.5 times the 1948 production. Increased cement production indicates an increased use of concrete, and thus an increased need for aggregate. Natural sand and gravel deposits are gradually being depleted.

This conference was attended by representatives of Belgium, France, Germany, Great Britain, and the United States ands by invitation, Czechoslovakia, Poland, Spain, and Russia. The first international conference of representatives of mine-safety, research stations was held the United States Bureau of Mines Pittsburgh Experiment station in 1912 .4/

The objective of this paper is to present, from a practical perspective, a review of the most relevant maintenance procedures that are accepted or prescribed to be the most effective in optimising service life potential and to ensure continued safe use of steel wire ropes for shaft mining applications. The paper will address the most common operational issues encountered in the care and operation of shaft ropes for both conventional drum hoists and multi-rope friction winders. For each distinct maintenance procedure presented, a limited amount of theory is discussed to identify the underlying mechanisms at play that must be addressed and to emphasize the logical basis for the recommended course of action. It is recognised that each installation is unique and that the recommended maintenance procedures may not always be practical or cost effective from an operations standpoint under select circumstances, however the intent remains to promote industry best practices for the knowledge and benefit of the mine hoisting community, from experienced maintenance personnel to new entrants to the industry alike.

The Sandbukta-Moss-Såstad (SMS) project is a part of the Intercity development project, which is part of the largest transport project in Norway, consisting of 270 km of new double-track rail. The SMS project consists of 10km of double-track railway including three open stretches and two tunnels. Soil conditions consist of quick clay underlain by Bedrock. Dry soil mixing (DSM) was considered as the main soil improvement method to allow for excavation of the quick clay and construction of the D-Wall panels. The preliminary design revealed around 25,000 ton of binder installation. Therefore, a test field has been conducted to evaluate binder alternatives in means of improved soil strength by considering CO2 emissions. Multicem and Standard cement (Standard FA) have been compared for that purpose. Multicem is a type of binder which mainly consists of Portland cement and cement kiln dust (CKD). CKD is a fined-grained, solid, highly alkaline material removed from the cement kiln exhaust gases. reverse column penetration test (FOPS) and pre-drilled column penetration test (FKPS), which are common tests to evaluate DSM strength have revealed comparable strength outcome for both binder types. Therefore, Multicem has been selected as the main binder type to be used further which provided a reduction in CO2 footprint of up to 40%.

The presence of clay minerals slows down the settling rate and mitigates compact consolidation efficiency in tailings dewatering. The increasing use of saline water in many plants, affects the dewatering performance and presents the mining industry with new concerns. Efficient tailings dewatering is a great challenge due to the complexity character of tailings, especially clay mineralogy, clay content, and water chemistry. In this study, existing studies of the effect of different affecting parameters, such as pH, ionic strength and polymer flocculants, on clay aggregation behaviours are reviewed. The settling behaviours of three types of commonly observed clay minerals in tailings, kaolinite, bentonite, and illite, are also investigated in saline water with different water salinity as a case study. The settling rates of clay minerals are found to be affected by water salinity, clay type, clay content and polymer dosage levels. High salinity water hinders the settling of kaolinite but assists the settling of bentonite and illite through formation of different aggregation structures.The current work has indicated that strategies to promote more rapid dewatering could include adjusting flocculant type or level, water salinity and salt balance, and tailings solid content levels. Implementing dewatering strategies may require a more detailed knowledge of the effect of surface chemistry on the nature and strength of the clay inter-particle forces. This study discusses the research gaps on how to better manage clay-rich tailings in saline water and identifies new research directions. The development of a water management model, supported through in-line monitoring data to predict and manipulate of the surface chemistry of the clay component of the tailings could be a new direction to manage the issues associated with clay minerals in the process of dewatering and tailings management. Mine planning (water use requirements, operating costs) could benefit from more detailed studies on dewatering of clay-rich tailings in saline water. CITATION:Liu, D, Edraki, M and Berry, L, 2018. Strata III is a full-spectrum roof control system which provides the mine operator the ability to upgrade his roof control in place. The procedure is easily adaptable with current roof bolting techniques. To use the system, the operator starts by installing a special hollow core mechanically anchored roof belt during the roof bolting cycle. This bolt can be upgraded to a fully grouted tensioned rebar bolt by injecting StrataGee G-300, a special polyurethane grout, around the bolt through an injection port in the roof plate. This same bolt can then be used to inject RokLok binders for roof consolidation by pumping the binders through the core of the bolt. This concept in roof control was developed to provide the mine operator a flexible way to maintain roof control in areas which deteriorate over time, or must be kept open for long periods of time. Possible locations of use would be: longwall set-up rooms, recovery rooms, headgates, intersections, and belt entries.

This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.
