The problems confronting the development of Latin America's mineral resources have hinged largely on the political and economic climates-in short, the investment climate--existing and often changing in each nation. .The attractions and risks confronting today's investors in such mineral developments have been described and debated to considerable length during the past two decades, the arguments pro and con colored by the previous experiences incurred by the would-be investor, whether company or individual. In an effort to shed light on the investment climates existing today throughout Central and South America, the Council of Economics brought four experts together at the AIME Annual Meeting last March to give their views on this subject.

Assessment of revegetation success on mined lands is a difficult, time consuming task and has been the subject of a number of controversies. Present regulations require that both plant cover and aboveground plant biomass be measured for use in making that assessment. Of these two variables, biomass is the most time consuming to measure and requires destructive sampling, a most undesirable requirement on fragile, recently revegetated areas. On the other hand, plant cover can be estimated using the point-frame method which is relatively nondestructive. In addition, vegetation can be sampled more uniformly with the point frame and in less time if species composition measures are to be made. A study was done to evaluate the predictability of aboveground biomass production on revegetated mined sites and adjacent native prairies using plant cover estimates made with the point frame method. The predictability of biomass production by cover estimates bears on the need for both measurements in assessing revegetation success. In general, a positive, statistically, significant correlation was demonstrated between plant cover (estimated by the point frame) and aboveground biomass (estimated by the harvest method) regardless of community type (mined or native), species composition, diversity or level of biomass production. However, the latter did have their effects on the relationship and must be accounted for in any predictive equations (that is to say, the predictive equations must be considered site-specific). Considering the relationship observed between the two parameters, cover estimation may be a sufficient indicator of revegetation success, especially where time and minimization of disturbance are critical.

Industries in general and the mining industry in particular have become more safe than ever before. However, there is a need to increase the search for the causes of mining work-related injuries and to contribute to their reduction through job design, work procedures, and worker training. Mine accident and hazard control has to be practiced in a manner which is consistent with the overall objectives of the mine management, among which are the optimum allocation and effective utilization of the resources. The purposes of this paper are to (i) review the role risk analysis in safety management with references from mining and other industries; (ii) discuss the risk measures appropriate for injury analysis; (iii) present a set of analytical tools to injury experience data in under-ground coal mines; (i v) apply these tools on case study example; (v) discuss the results of the case study; and (vi) amplify the application limitations and the future research needs.

Introduction The Open Cut is one of the best known landmarks in South Dakota's Black Hills. It is the site of the original discovery of the Homestake ledge, or lead, in 1876. Between that time and 1945, the Open Cut produced about 36 Mt (40 million st) of gold ore, the majority of which was drawn from underground operations. In 1981, a drilling program was undertaken to determine how much ore the old timers left behind. The results of this study indicated an ore body made up of broken and caved ground, and solid blocks in pillars and crowns. Reserves are estimated at about 6.8 Mt (7.5 million st) of gold ore, grading at 4 g/t (0.116 oz per st). Total tonnage of material, including waste, is estimated at more than 60 Mt (66 million st). The mining plan is a combination open pit and underground operations. The bottom 78 m (255 ft) will be mined by the underground panel-caving method. The open pit was designed as a contractor operation up to the expected milling stage or the point of sustained ore production. The pit was designed to avoid disturbance of US Highway 85 near Lead, SD. In 1983, the South Dakota Board of Minerals and Environment approved the mining and reclamation plan. Test mining began in the north of the Open Cut using open pit methods. Upon completion of the test pit, Homestake Mining's board of directors approved an expanded mine plan. They committed an additional $27.1 million to prestrip the ore body that is expected to yield 23 t (750,000 oz) of gold. Project life is estimated at 15 years. Exploration program In early 1980, 10 diamond drill holes were drilled from the surface in the vicinity of the east side of the Open Cut. The reserves delineated by that drilling were too small to justify their development. A continuation of this study attempted to quantify the tonnage remaining in the bottom of the Open Cut in the crushed remnants of old stope-and-crown pillars. This was originally thought to be minable by improved drawhole methods using highly mechanized procedures. By early 1981, however, thinking turned toward surface mining methods. The effort to quantify minable ore tonnage ultimately involved drilling 385 reverse-circulation rotary drill holes. These were drilled from August 1981 to March 1983 in several groups of holes. Each group, or drilling program, had a slightly different immediate goal or purpose. The holes were drilled to various depths using truck-mounted Drill Tech 40 drills with doublewalled 76 mm (3 in.) pipe with 134 mm (5.25 in.) three-cone rotary bits. Initially, wet drilling was employed using a cyclone collection system. Since cutting recovery was not as high as it should have been, all subsequent drilling was dry. The cuttings were collected and deposited by way of a cyclone into the sample bag. The pickup for the cuttings using the three-cone bits was about 50 mm (2 in.) above the bottom of the hole. Overall cutting recovery for the drilling program was estimated at 75%. Samples were taken on each 1.5 m (5 ft) of hole drilled. Each sample was split into three 48-g (1-2/3 assay ton) charges. The accepted value was the straight average of the three charges. Because of the known "nugget effect," assays were nearly impossible to duplicate. Therefore, to validate the regular assays, a series of screen fire assays were run. Based on this method of assays and checks, it was concluded that 10% more ounces would be produced than indicated by mine grade. Test pit The northernmost portion of the mine as planned is known as the Terraville test pit. This portion was mined ahead of the rest and separately. It provided answers to questions on slope stability, reserves correlation, mill recoveries, mining costs, and surface mining conditions in various weather and ground conditions since many boulders and much timber were expected. The mining plan for this portion of the pit was successful. More ore was mined than was expected. Mixing of Open Cut ore with underground ore in the mill feed was successful. "Recycling of ADC12 alloy scraps for fabrication of open-cell aluminium foams has been conducted via pressure infiltration method of replication process. The scrap, up to 50 wt.%, was melted with pure aluminium billet, followed by infiltration in a replicated mold of polyethylene foam structure. Compared with the pure aluminium foam, the compressive strength and hardness are higher for the foams with recycled scraps. The increase in foam mechanical properties is due to the presence of Si hard phase in Al matrix. The strength and hardness of the foams also increase with increasing contents of the scraps.IntroductionRecently, open-cell metallic foams have been brought to considerable attention of many industries due to their superior properties; such as large surface area, high specific strength, thermal conductivity, high service temperature and excellent anti-microbial activity, that cannot be found in conventional materials [1, 2]. Typically, open-cell foams are used in functional applications for which a requirement of high strength materials is not demanded. Good examples of such applications include heat exchangers, bone-replacement implants, interconnects, catalyst supports, and sound insulators.Among all types of open-cell metallic foams, aluminium (Al) is the most widely used base metal, due to low material cost, low density, low melting temperature and good corrosion resistance. To improve mechanical properties of Al foam, modification of foam microstructure with addition of alloy elements or ceramic particles is commonly carried out [3, 4]. ADC12 alloy is a typical die-casting Al alloy with high content of silicon (Si) close to the eutectic point in Al-Si binary phase diagram. The alloy is extensively used in the casting industry, due to high wear and corrosion resistance, low coefficient of thermal expansion and excellent castability [5]. The mechanical properties of Al-Si alloy are strongly dependent of Si content."

T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month's issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.

To date, Anglo American Research Laboratories (AARL) has carried out several projects, based on the techniques developed in AMIRA International LimitedÆs (the mineral industries research association) AMIRA P9 project, to develop models for several Anglo Base Metals flotation plants. Further detailed analysis of the data which was generated has realised additional benefits: the various hydrodynamic measurements were useful in comparing cell operating parameters to literature sources, while the laboratory batch tests give an indication of plant recovery potential. A detailed cell by cell mass balance, which is a critical feature of the modelling process, is in its own right a valuable diagnostic tool. Several examples of how this can be used to highlight potential improvement areas in the plants are presented. The added understanding gained from sampling each cell is clear and this is shown to more than compensate for any necessary modifications needed to allow sampling to take place. The model fitting process generates an ore floatability distribution, which is used in the JK SimFloat simulation package to assess the effect of possible changes to each of the circuits. An example of an actual circuit change as a result of this approach is presented. The current limitations of and the potential improvements to the modelling process are also briefly discussed. Future models will be extended to include enhanced size and mineralogical information where the basic models suggest this has potential to improve understanding.

"The piles often are also subjected to lateral (horizontal) forces and moments. In fact, there are some structures where the primary function of piles is to transfer lateral loads to the ground. Proper analysis of laterally loaded piles is very important to the geotechnical and civil engineering profession.In the present investigation an experimental study has been carried out with free head short model cast iron hollow piles of outer diameter of 24 mm and L/d ratios of 8, 10, and 15. The experimental results have been supplemented by numerical techniques using PLAXIS-3D Foundation version 2.1 software. The results have been found to agree reasonably well with the experimental results. Further finite difference approach has been adoptedto reduce the computational time and to calculate the coefficient of modulus of subgrade reaction (?h) from the load- deflection data obtained from PLAXIS output at different pile depths. The parametric study has been extended for the non-dimensional form defined as flexibility ratio (F.R.),where ?h, L, Ep and Ip are the coefficient of modulus of sub-grade reaction, the embeddedlength of model pile, elastic modulus of pile material and the moment of inertia of model pile about the central axis respectively).The variation of coefficient of horizontal modulus of sub-grade reaction (?h) has been studied with respect to the following parameters for homogeneous soil system: relative density andL/d ratio. It has been found that the logarithm of flexibility ratio increases with increase inrelative density and increase inL/d Ratio. The values of ?h obtained by the proposed method have been, found to be close to the numerical results.As output of this research, graphs have been generated in respect of different parametric variations to gain an insight into behavior of piles under lateral load for short piles."

In the field of pyrometallurgy, the presence of multiple molten phases with distinct chemical compositions, such as slags, mattes, speiss liquids, metals and molten salts, is a well-known phenomenon. These phases exhibit strongly non-ideal solution behaviour and are mutually miscible to varying degrees. To describe these complex molten liquids, the Modified Quasichemical Model (MQM) has proven effective and has been applied to numerous binary, ternary and several higher-order multicomponent systems related to pyrometallurgy. In recent decades, the complexity of high-temperature processes has escalated due to increased impurity concentrations in primary ores, the incorporation of recycled consumer products and the integration of metallurgical plants through by-product and waste exchanges. To address these issues, PYROSEARCH laboratory has been developing large 20-component thermodynamic database using a generalised CALPHAD (CALculation of PHAse Diagrams) methodology integrated with experimental investigations. Over the past decade, strategic decisions were made balancing the ability to generate experimental data, prediction power, accuracy, stability of calculations, as well as computational time, which are discussed in the paper. Examples provided for issues of >3 liquid immiscibility, non-ionic behaviour and exaggerated ‘sharp’ enthalpies of mixing in silicate slags, dealing with multiple oxidation states, as well as comparative analysis of pair and quadruplet approximation in MQM.

"Mining with blast holes drilled upwards may be done to recover sill pillars, or for economic reasons when the distance between the levels is relatively large. If the rock is sufficiently competent to accommodate large stope size, the distance between sublevels could be increased to as much as drilling accuracy allows. The same drill drift can be used for the drilling of both down holes and up holes. In the case of down holes, the initial opening of the stope (drop raise) is not as much a problem as for the inverse drop raise for mining with up holes. This is because, with a drop raise, a lot of space is available at the toe for the blasted rock to expand. In addition, the raise can be blasted in many shots, thus allowing smaller blasts each time. Inverse drop raises are generally much more difficult to blast because of the limited space for muck flow, and must, therefore, be taken down in a single blast, requiring special considerations in order to ensure a success. A case study of a 29 m (95 ft) inverse drop raise successfully blasted in a single shot at Heath Steele Mines is described. The paper covers technical considerations such as drilling accuracy, hole deviation survey, delay extension and protection, initiation methods and initiation sequence. Finally, a novel method for creating the initial opening called ’slot drilling’ is presented. This method, inspired from LKAB in Sweden, consists of drilling a row of interconnected holes using a special guide mounted on a regular production drill hammer.With a case study of blasting an inverse drop raise of 29 m (95 ft) in one blast, this paper further discusses some technical issues that are critical for the development of inverse drop raises. A novel method for creating the initial opening with a slot of interconnected holes is also presented with the experience acquired at different mine sites across the Noranda group."

The unpaved road network on a surface mine is extensive, comprising numerous roads of varying construction and material qualities with highly variable traffic volumes. Existing haul road maintenance management systems (MMS) work well for predictable traffic volumes, but for complex mine road networks, the MMS becomes onerous. This results in sub-optimal road maintenance strategies with the attendant increase in total road-user costs and reduction in service. A real-time maintenance management system was thus sought to overcome the deficiencies of existing MMS for mine roads. Since most large mines operate trucks with on-board diagnostic data collation, linked through a centralized communication and GPS backbone, it was proposed that road condition could be monitored on a real-time basis through on-board vibration signature analysis. The aim of this paper is to present the development of a real-time mine haul road maintenance management system. Following are view of mine road maintenance practices, the real-time system architecture is introduced and the results of a field trial of on-board vibration signature assessment is presented. The trial results are discussed in the light of road defect signature recognition, analysis, signature repeatability and system limitations. This approach has applicability to other situations such as a network of district roads, subject to an analysis of the economic feasibility. The paper concludes that modern technology has the potential to apply maintenance as and where needed with possible reductions in authority cost and an improvement in service provided for the road user.

Results are presented of a census of the machines used in surface coal mines in the United States. The numbers of each machine type and model reported to be in use are tabulated for large and small mines in the Eastern, Central, and Western regions. Also tabulated are the average daily usage times of the major machine categories and the numbers of machines that have acoustical and other cabs. Projections of the total numbers of primary production machines are given. It is found that heavy tracked dozers and wheeled front end loaders constitute the most prevalent machine types, and that generally a very few models of machines made by one or two manufacturers constitute a major fraction of the population in each machine category. About 70 percent of all machines are reported to have some kind of cab, and about half of these are reported to be acoustical gabs; it is noted that acoustical cabs generally came into significant use since about the early 1970's. It is observed that the percentage-wise mixes of equipment types used in the various categories of mines differ significantly for only a few types of machines, notably for heavy dozers and loaders, and for haulers, highway trucks, and internal-combustion engine-powered shovels and draglines.

"Novel rock breakage techniques are becoming more viable and attractive to industry. Microwave energy, as a thermal energy capable of inducing micro cracks through differential heating (therefore expansion) is a technology gaining considerable attention in mineral processing and ore comminution applications. Recently, the use of microwave radiation has been evaluated as a possible avenue for terrestrial and extra-terrestrial drilling applications as well as full face tunneling or rock breaking machines. As part of an overall research on use of microwave in rock breaking systems, the influence of microwave energy on the mechanical properties of common hard rock types as basalt has been investigated. The results revealed that microwave energy irradiation imposes micro and macro cracks to the surface of the rock being irradiated. In explosive free tunneling applications using TBM, jointed and cracked surface of rock eases the cutting process and increases penetration rate. The experimental setups have been simulated with the help of a multi-physics numerical modeling and the results have been compared with practical experiment. The wave propagation of microwave has been simulated and the distances where the power intensity is higher are identified. Experimental and simulation results underlined the potential impact of the use of microwave energy in underground or surface excavation applications such as mining and tunneling. This will also contribute economically when mine-to-mill operation is fully considered to improve the efficiency of rock crusher stages. INTRODUCTIONDuring hard rock breakage (i.e., separation of a piece of a rock from its parent deposit) in mining and civil applications, the performance of mechanical equipment such as tunnel boring machines (TBMs) is limited by high levels of bit wear and maintenance. Preweakening natural rock prior to breaking it by machine is one approach to lower bit wear and maintenance costs. Some preweakening methods apply heat directly or indirectly. For example, flame torch-assisted TBMs (Lauriello et al., 1974; Resource Technology, 1984) have been deemed economical in terms of equipment, but their feasibility is limited by high fuel consumption. Microwave energy could offer several advantages over the flame torch method: it does not produce emissions or increase fuel consumption (electricity source is available on the machine), and is easy to control (quick power on and off)."

Introduction In preparing this paper considerable time was spent attempting to find some upbeat data about the mining industry, so those of us in the field could feel somewhat better about future prospects. Much to my regret, I failed to uncover substantial evidence that our near-term or, for that matter, our long-term opportunities appear all that bright in North America. That is certainly not the kind of assessment anyone likes to hear or accept as even a possibility. Those remarks may, on the surface, appear far too pessimistic. This industry will experience a recovery and most likely will see conditions begin to improve later this year or early next. The kind and degree of recovery, however, will more than likely differ from those experienced in the past. Fundamental Changes Clearly, the fundamentals on a world scale of our business have undergone important changes. In recognizing these fundamental changes, mining authorities believe productivity advances are needed to change the direction mining has taken in recent years. The really tough question is whether increases in productivity will be enough to change the course of events that has dominated the mining sector for the past decade. Before one can provide an honest answer, an appraisal of what has and is happening now is necessary. Here are some changes and events that have taken place that effect domestic mining and will probably continue: • Mineral-rich lesser developed countries (LDCs) in Africa, South America, and Asia-Pacific have reached a point where they have developed the needed mining infrastructure to not only produce at a high rate, but in many instances, at a lower cost than fully developed countries. Just as importantly, these countries, even if they do not enjoy lower costs, will produce for world export with government subsidies because min¬ing products are key in obtaining badly needed foreign exchange. • These producing countries also have the distance advantage of lower labor, environmental, and other important regulatory costs. If that were not enough, these same countries have minerals with considerably higher grade ore and, in some cases, much lower cost accessibility. • Exporting North American commodities is impaired by a dollar that continues to strengthen against other important currencies around the world. There are other impediments to overcome, but these represent some of the realities our industry faces. Can those obstacles be overcome through improving productivity? In the past, this industry has offset the impact of these events to a sizeable degree through innovations of mining techniques, equipment and processes, and by increasing the size of its individual operations to reduce costs. Will further enhancements along these lines be enough to alter this changing balance in the future? While there is no answer, it is apparent that if we do not mount a full-scale assault in some key areas, our prospects will not be encouraging. Productivity improvements throughout the entire chain of the mining industry most certainly rates as a high priority. Every link in that chain from mine planning, equipment selections, and transportation considerations needs to be examined and reexamined to assure the lowest effective cost is developed. Quality, while oftentimes costing a little more initially, is still the most cost effective purchasing decision to make. Regulations Another area of concern is regulations, be they environmental or those that dictate what must or must not be done in running our business. "In July 2017, Deilmann-Haniel signed a contract with IOO Slavkaliy to sink two 750 metre (m) deep freeze shafts for the Nezhinsky Potash mine in Belarus. This is the second shaft project where this technology is employed after two over 1,000 m deep shafts for a potash project in Saskatchewan, Canada, have been sunk by the application of the Herrenknecht Shaft Boring Roadheader (SBR) technology. Developed to sink shafts for green field projects in soft to medium hard rock, in frozen or unfrozen geology, the machine technology utilizes a roadheader-type cutterhead on a telescopic boom to mechanically excavate the rock, and a pneumatic mucking system to convey the muck from the face into the buckets. This leads to a manless face during the sinking cycle and thus a significant improvement in terms of workplace safety. For the Nezhinsky project, the SBR design was significantly modified in close cooperation between Deilmann-Haniel and Herrenknecht, based on the available experience and the special requirements of the project. Such modifications have been for example the adaptation of the Pneumatic Mucking System to cope with wet material as well as dry as originally planned or the shaft lining moving from shotcrete application to jump for and tubbing installation for which a step-change hands-off tubbing erector for the placement of segments was designed. Further modifications to optimize the machine technology for the requirements during shaft sinking were applied on the two machines for the Slavkaliy project as well as several revisions to match the special project requirements. The SBR is suitable for soft and medium hard rock up to 100 MPa UCS. The main design limits are maximum weight of the machine with 400 tonnes and length or height of 50 m due to the depth of the pre-sink. The Pneumatic Mucking System was changed in all components, sheaves and rope arrangement were redesigned and the concept of the hoist system was also re-engineered. The SBR in Belarus is configured for a daily sinking rate of three metres and all systems behind the cutting boom are not the bottle neck of the whole system. The works on site started in November 2017 including freeze hole drilling, construction works, site setup, installation of hoists winches, permanent headgears and other components required for sinking. The SBRs arrived on site in June/July 2018 and were preassembled on surface and then lowered into the 50 m pre-sink. SBR #1 started full face sinking in mid-December 2018, and SBR #2 in late January 2019. By the end of February 2019, the machines were at 150 m and 100 m depth respectively, and achieved up to 3.6 m/day concrete lined shaft. The SBR and the sinking system, the experiences, problems, technical solutions and performances of this challenging project will be presented in this paper."

"Human rights can contribute to sustainability in the mining sector, both in theory and in practice. Both human rights and sustainability share a common concern to improve economic prosperity, environmental health and social equity by avoiding negative impacts and conflict, as well as by engaging with and empowering affected communities. Globally, there is an emerging consensus that companies have a responsibility to respect international human rights standards. Respecting human rights means that mining companies are responsible to ""do no harm"" to the people and communities affected by their operations. After a discussion of the Protect, Respect and Remedy framework for business and human rights, this paper illustrates some examples of how international standards for human rights and sustainability interacted in a recent assessment of Goldcorp's Marlin Mine in the Western Highlands of Guatemala. The final section explores how human rights should be integrated into broader policies and procedures for corporate sustainability. This includes integrating human rights into ESIA processes, legal compliance, corporate governance and grievance mechanisms. Pressures on mining companies to respect human rights will not disappear; therefore, a proactive and integrated approach to human rights is a fundamental component of a broader strategy for sustainability"

Orebodies at or near the surface are generally amenable to open pit mining. The development of a mining program involves designing an ultimate pit and a production schedule. This pit maximizes total profit while the production schedule maximize6 the present value of the property. Optimum pit limits can be approximated by two-and three-dimensional numerical techniques. These techniques presuppose that the mineralized area has been sufficiently sampled to allow a reasonably accurate prediction of grade at any spatial location.

Philippine laterite and serpentine ores can be utilized in an electric furnace operation to produce both a steel ingot and a ferronickel product. Figure 1 is a schematic interpretation of a plant in which laterite and serpentine ores are processed separately to obtain both ferronickel and steel as products. A relationship of estimated capital requirements and probable returns has been established in this study for a plant of this type. No attempt has been made to evaluate the risks involved in commercial operations. At such time that the project might be constructed and placed in operation, changes in the costs of material, labor, and power may materially affect the profitability aspects of this study. One of the uncertainties involved in the economic evaluation is the cost of mining, handling, and shipping the ores. It is on this basis that the cost of ore delivered at the plant is assumed to be variable at $3, $5, and $7 per net ton (dry basis). For all other costs a plant site at Iligan City, Philip-pine Islands, has been assumed in preparing the economic characteristics for a plant that will process 2,000 tons4/ of ore per day. Results of the study, for the 2,000-ton plant, with all monetary values expressed in terms of United States currency (Philippine peso valued at $0.50), are summarized as follows:

Abstract - Ore reserve estimation, based on sparse drill hole data, was conducted for a placer gold property in Nome, Alaska. A problem with sparse data is that random subdivision of the data into modelling and evaluation subsets (as is commonly done) becomes a problem, as random selection may result in biased/skewed subsets. Therefore, a technique that combined data segmentation with genetic algorithms (GA) was applied to divide the samples into three equivalent subsets: training, validation and testing. Data segmentation was done on the basis of the distribution of gold values. Neural network and a variety of kriging techniques were used to estimate gold grades. A multi-layer feed forward neural network along with "early/quick stop" training was used for neural network modelling. A comparative evaluation of kriging and neural network methods was then performed. The results revealed that neural network was generally superior to the kriging techniques for gold grade estimation in the Nome deposit.
