INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. "For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. INTRODUCTION The process of froth flotation as a means of upgrading the quality of coal by removing water and/or ash and/or pyrite has been receiving increasing attention since the 1960's by the world-wide coal industry. Historically, coal preparation practice has involved the use of primarily gravity based separation techniques, screening, and/or water washing in removing the larger fragments of inert material from coarse raw feed coal. The preparation, handling, and cleaning of raw coal finer than 500 micrometers was deliberately avoided. Most often the fine coal that was produced would be judiciously incorporated into the bulk of the larger sized cleaned coal product or simply discarded. Since the 1960's and accelerating in the 19701s, the desirability of performing some type of coal cleaning or upgrading on the finer raw coal feed materials has been increasing. There are several apparent industrial incentives for implementing fine coal ((500 urn) processing alternatives including the gradually increasing value of the normally lost fine coal product; the additional amounts of fine coal being produced due to changes in mining techniques; the need to appropriately dewater and upgrade fine coal streams in order to meet increasingly stringent environmental regulations on water quality. storage of fines, etc.; the increasing need to lower undesired sulfur and ash contents in some coal end-use applications; and the increasing development of speciality coal use processes that require inherently finer and cleaner coal particles such as in gasification, liquefaction, fuel injection, etc. Looking at the over 70 years of mineral oriented fine particle separation successes at the industrial level, the use of froth flotation in fine coal would also seem to be a natural process to utilize at the industrial level. In the world of strictly mineral processing technology and, more importantly in the world of mineral commodity economics, there are clearly a number of advantages to using froth flotation that are well documented and universally accepted. These include: the relatively low capital and space requirements required when compared to other process options available to upgrade minerals; the extreme flexibility inherent to the froth flotation process both with regard to throughput and differences in raw feed characteristics; the general availability of a wide range of equipment sizes and reliable suppliers of equipment; and the general availability of appropriate and relatively cheap chemicals that are the major driving forces behind mineral flotation. Just how has the implementation of froth flotation fared in coal upgrading over the last 20 years? It is towards answering this question that this paper will be oriented. As such, the discussion will be somewhat philosophical. The comments offered are based on the personal experiences of this author who has worked in the basic side of inventing new flotation chemistry and flotation analysis techniques with the major overriding goal of implementing this new technology successfully at the industrial level in both coal and mineral flotation throughout much of the world. This paper is not intended to be a complete reference to all published scientific work on the subject of industrial froth flotation of coal. As a brief background to what will be expanded upon in this paper, the author would like to offer the following summary comments: 1) the industrial practice of fine coal froth flotation is qualitatively similar but quantitatively different than industrial mineral froth flotation when viewed from either research considerations, operating viewpoints or economic evaluation criteria; 2) it is clearly possible to invent and/or develop new technology (such as new chemistry and/or equipment) that can do statistically better than current plant practice in well-controlled tests in either coal or mineral flotation circuits; 3) there is so much inherent variability to the raw feed coal streams and other operating parameters that even if there is a documented technical incentive to implement some new piece of technology, the people, instrumentation and control methodology required are often simply not available or not economic unless the potential payoff is quite large.

Introduction Deep open-pit mines invariably affect the local and regional hydrologic systems. Pit dewatering, occurring during mining operations, puts an obvious hydrologic stress on these hydrologic systems. However, post-mining hydrologic impacts resulting from the pit refilling with groundwater following the cessation of mining activity can also be significant. The prediction of the rate at which the post-mining pit will fill with groundwater is a critical aspect of assessing the long-term hydrologic impacts. Numerical groundwater flow modeling provides a method for predicting the groundwater refilling rate of the pit. The rate at which pit "lakes" fill depends on several factors: •the rate and duration of pit dewatering; •the depth and size of the ultimate pit and •the pre-mining hydrologic regime. These factors can be incorporated into a detailed numerical groundwater flow model that can then be used to assess the effects of dewatering and post-mining recovery on the local and regional hydrologic systems. A sufficiently detailed, numerical groundwater model provides the oportunity to: •account for complex geology near the pit; •assess the impact of active pit dewatering and •predict the long-term impacts of post-mining groundwater flow into the pit. A detailed groundwater model incorporating these items has been developed and applied at an operating open-pit mine. Developed by Durbin and O'Brien (1987), the three-dimensional, finite-element, groundwater flow model was used to represent the hydrologic system of an approximately 253-km2 (98-sq mile) area surrounding the pit. Historical groundwater elevation data, stream flows and meteorologic, geologic and geophysical data were used to establish the dimensions and initial conditions for the model. Steady-state conditions, representing the pre-mining local and regional hydrologic systems, were simulated using the initial conditions incorporated into the groundwater model. The groundwater model was then utilized to simulate various dewatering programs, to predict the filling rate and the groundwater depth in the ultimate pit once mining activities are complete and to assess the long-term impacts on the regional groundwater flow system. Development of pit lake model Groundwater modeling efforts were completed in two phases. The first focused on pit dewatering activities, while the second phase concentrated on the post-mining effects on the hydrologic system. The final estimates of groundwater elevations calculated during the pit dewatering simulations were used in predicting the post-mining recovery of the hydrologic system. The groundwater model was also modified prior to the second phase to account for the volume of rock removed during mining activities. To account for the actual volume of rock mined, the geometry of the post-dewatering model grid was modified to approximate the final pit geometry. The depth and width of the ultimate pit were divided into eight idealized stages that represented significant changes in the bench geometries. These eight stages were then introduced sequentially into the model according to the predicted water elevations within the pit. In this way, changes in the volume and depth of water within the pit were accounted for through time. Once the ultimate pit geometry was accounted for in the model, it was necessary to assign new hydraulic characteristics to those parts of the model grid (elements) that represented excavated rock. The solution of the numerical model requires that finite hydraulic conductivity values be assigned to the portion of the groundwater model that represents excavated rock. Therefore, the calculated groundwater elevations differ, somewhat, between the edges and the center of the open pit. These model-calculated water elevations at the edge and in the middle of the open pit represent the elevation of water that would occur in the pit lake. To minimize the error in the estimated level of water within the pit lake, the hydraulic conductivity was increased to a value that would: •minimize the predicted difference between the groundwater elevations across the open pit and •produce a numerically stable solution. Specific storage is the hydrologic parameter that accounts for the water produced by compaction of the aquifer matrix. To predict the groundwater volume that would flow into the ultimate pit, this parameter was assigned a value equivalent to the compressibility of water. This value of specific storage reflects the post-mining groundwater storage occurring as an open body of water. Additionally, a specific yield of 1.0 was assigned to the pit elements to represent the 100% porosity of the open pit. In

Introduction Most primary molybdenite producers use a selective flotation process in which molybdenite is floated from the ore while other sulfide and nonsulfide gangue minerals are depressed in the same step. The process was developed at the Climax mill. Reagents used in the rougher flotation stage include vapor oil (collector), syntex (surfactant), pine oil (frother), and occasionally sodium cyanide and Nokes reagent (depressant). Rougher concentrate is upgraded by cleaner flotation to produce market-grade molybdenite concentrates. Reagents used in the cleaner flotation stage are Dowfroth 250, vapor oil, sodium cyanide, and Nokes reagent. The development of the flotation reagent scheme at Climax and the role of the reagents have been well described by Born et al. (1976) and Malhotra et al. (1976, 1977a, 1977b, 1977c, 1980). The hydrocarbon collector, vapor oil, accounts for approximately 50% of the total molybdenite flotation reagent cost. Because vapor oil sources are limited, and the cost of vapor oil has increased significantly over the last decade, several studies have been done to evaluate alternate oil-based collectors and/or blends of collectors that would produce similar metallurgical results at a reduced cost, or increase the overall molybdenite recovery at the same cost (Smit and Bhasin, 1983; Hahn, 1969; Smith and Bhappu, 1971). The approach taken in the present study was to evaluate alternate nonoil-based collectors and collector systems that are less expensive than vapor oil. A series of potential nonoil-based collector classes were identified and evaluated in the laboratory against the current collector system. The metallurgical performance of these collector classes was related to their chemical structures. The results of this study are discussed. Collector classes A survey of sulfide mineral collectors was performed with the objective of identifying and selecting potential collectors for molybdenite flotation. The available reagents were categorized into 10 general classes. Table 1 summarizes these collector classes, their chemical formulas, the manufacturers, and selected commercial collectors in each class that were evaluated in the present study. Experimental procedure A Climax ore sample, assaying 0.3% MoS2, 2.2% FeS2, 0.007% Cu, 0.003% Pb, and 0.03 oz per ton Ag, was used for this study. Standard laboratory rougher flotation test procedure involved grinding a 2-kg ore charge in a rod mill at 60% solids. Reagents were added to the rod mill including a collector, syntex (0.005 kg/t), pine oil (0.03 kg/t), lime (to adjust pH to 8), and sodium silicate (0.15 kg/t). The ground pulp was transferred to a 1000-g cell, and flotation was performed at 35% solids and 1800 rpm using a Denver D-1 flotation machine. Concentrate was collected for a flotation time of six minutes. The general approach used in the present study was to substitute the nonoil-based collectors at two to three different dosage levels (0.01 to 0.15 kg/t) for vapor oil in the bench-scale, open-circuit rougher flotation tests

Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. A computer system allows a single operator in a central control room to monitor every aspect of the compounding process from air quality to line speed. The computer

President Reagan may be "a nice guy," but he is "misinformed, misdirected, and misadvised," when the subject is the state of the US copper industry, according to Sen. Dennis DeConcini (D-AZ). DeConcini took the opportunity as keynote speaker at the Arizona Conference AIME in Tucson to fire a few salvos at the Reagan Administration's industrial policies. "American copper used to stand above the rest of the world," he said. Now 21,000 copper workers, about half of the total, are out of work due to less expensive foreign imports. "Those 21,000 are real people, not statistics," he said. US production has been cut to one-third of its capacity, he said. And the Administration shows no signs of changing its position to favor US copper protection. "Third world copper towns are booming," he continued, "while ours are dying." Regardless of profits and despite oversupply, Chile continues to produce, he said. And, while US mines continue to close, "the International Monetary Fund (IMF) is handing more than $1 billion to six copper producing countries." President Reagan wanted $8.6 billion from the IMF. "I'm damn mad about it," DeConcini said. "For the life of me, I can't understand how this Administration can stand by while this industry is brought to its knees." Last year, the International Trade Commission ruled that imports were injuring domestic copper and recommended relief. The President, DeConcini said, vetoed those recommendations. DeConcini softened his tough talk a bit saying the President's image makes it difficult for people to not like him or stand up to him. "How can anyone stand up to President Reagan?" he asked. "He's such a nice guy. But it's time someone did. He's just misinformed, misdirected, and misadvised. We must take real action and we must have a president who understands this." DeConcini said he has introduced legislation aimed at helping domestic copper. It would limit copper imports to 385 kt/a (425,000 stpy). Imports now stand at about 635 kt/a (700,000 stpy). The bill would also impose a $0.33/kg ($0.15-per lb) duty on foreign copper. DeConcini called the duty a sort of "environmental equalizer" because that is the amount domestic producers must spend on pollution control devices. As if to underscore domestic copper's desperate situation described by the Senator, Duval Corp. announced about the same time as the meeting that it has nearly closed its eastside office in Tucson. Staff has been reduced from 120 to four. Spokesman Dean Lynch said the four will consist of President A. Everett Smith, a secretary, a person in environmental affairs, and another in purchasing. Duval is also selling an office and a laboratory in Tucson. Pennzoil Co., Duval's parent, has been trying to sell the company for more than a year. It began dismantling Duval in November 1984. Pennzoil took over its subsidiary's profitable sulfur operation in Texas, sold the New Mexico potash facility, and spun off gold interests in Nevada, forming Battle Mountain Gold. In addition, a re-thinking of the theory of free trade and competitive advantage is necessary. Wilson made his remarks in December at the opening luncheon of the 91st Annual Convention of the Northwest Mining, Association in Spokane, WA. At a later press conference, Wilson said one of the mining industry's main problems is that its presence in Washington has been reduced in the past few years. Part of this can be seen by events within the American Mining Congress (AMC), he said. "The problem with AMC," Wilson said, "is that in 1981, when Reagan came in, no problems were seen for mining and a lot of their (AMC's) lobbyists were let go." He

The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp, for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in south-eastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retorting of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Sustainable development is defined as ‘development that meets the needs of the present without compromising the ability of future generations to meet their own needs.’1 There has been considerable debate of late between environmentalists and mining operators concerning the current regulation and operation of mountaintop mining. To those not familiar with the practice, it essentially applies an area mining method to a mountaintop, removing all overburden above coal seams, resulting in full recovery of the resource with the excess or swell spoil material - (rock and dirt) being deposited in engineered fills in hollows to the side (known as hollow fills or valley fills - very similar to highway fills). Because most of the dialogue has been adversarial and mining’s response is perceived to be primarily reactive instead of proactive, a rift in communication and value systems between the two sides has widened. Since 1999, the global mining community has been concerned that there is a disconnect between mining practices and the values of today’s society.3 Working through the World Business Council for Sustainable Development (WBCSD), the International Institute for Environment and Development (IIED) was created to review mining practices in a project entitled Mining, Minerals and Sustainable Development (MMSD) driven by the following four goals:

The use of various electrochemical techniques to study mechanisms of sulfide mineral- flotation reagent interactions is briefly reviewed in this paper. Prior to such studies it is desirable to thermodynamically determine solution conditions favorable for formation of hydrophobic species deemed to be responsible for flotation. The thermodynamic equilibrium involving both the stable and metastable species can be conveniently represented by an Eh-pH diagram. Thermodynamics can also be used to predict conditions where a mineral might not float if depressants are present. Under favorable conditions of flotation there is competition between reactions leading to formation of hydrophobic species with reactions that lead to formation of hydrophilic species. Due to the sluggish nature of the reactions involving sulfide minerals, a knowledge of the kinetic behavior of the system is necessary. Electrochemical methods of investigation are wed in laboratory studies to (1) control the state of oxidation, (2) determine the type and amount of electroactive species present at the mineral surface, and (3) study kinetics of electrode processes. By combining electrochemical techniques and wetting measurements the identification of hydrophobic species that might be present at the mineral surface could be achieved. Both contact angle measurements at mineral electrodes or flotation in a cell equipped with a particulate bed electrode can be used for the wetting measurements.

Canadian junior mining companies whose gold exploration and exploitation programs take them across the border into the western United States should be prepared to deal with the myriad of title issues involved in acquiring unpatented gold mining claims. The purpose of this paper is to serve as an introductory outline for Canadian junior mining companies to mining laws of the United States, as well as to relevant laws of some of the western gold mining states. Topics will include the five w's (who, where, what, why and when) of Canadian junior mining companies1 rights and responsibilities in acquiring interests in U.S. gold mining properties by claim staking, lease or purchase. Historic terms of common parlance among U.S. miners, such as "claimjumping" are defined and discussed. Various legal doctrines, such as "pedis possessio" and "good faith" in the location of claims are covered as well. Controversial subjects of contemporary interest are addressed in some detail, such as whether to locate a bulk-mineable disseminated gold deposit with placer claims or lode claims, and whether lodes may be staked over placers. By thus heightening the awareness of Canadian junior mining companies, it is hoped that they can be properly prepared to avoid title disputes, and to win lawsuits when they are unavoidable.

The Northeast Raw Water Tunnel transports untreated water to the Detroit Water and Sewerage Department's (DWSD) Northeast Water Plant where it is treated and distributed. The occurrence of a subsidence area which was attributed to the tunnel prompted the DWSD to have the tunnel investigated. After an extensive historical and geotechnical investigation, two access shafts were constructed along the alignment in the vicinity of the subsidence. Following completion of the shafts, the subsidence area was inspected in the wet prior to dewatering the tunnel. Upon the completion of dewatering, a dry inspection was performed. During the dry inspection, an area of significant distress was encountered where sand and silt were boiling into the tunnel along with large volumes of groundwater. This distressed area was located 800m (1/2 mile) north of the original subsidence area. The tunnel was immediately refilled with water and an emergency repair program was planned and implemented. As a result of the distressed nature of the secondary tunnel liner, dewatering of the tunnel could not be performed until the secondary liner and the surrounding soils were stabilized. This paper presents a case history of both the investigation and the repairs of the Northeast Raw Water Tunnel including the various grouting and unique tunnel stabilization methodologies which were utilized.

The US economy grew at a rate of 4% in 1994 and the gross domestic product rose to $6.74 trillion. With 261 million people - 605,000 in mining, including petroleum -the United States has l 10 million dwelling units and 200 million licensed motor vehicles. New private housing units authorized in 1994 rose 14% to 1.4 million units. New car production rose 11 % to 6.6 million units, while truck and bus production rose 30% to 5.2 million units. The inflation rate was less than 3% and the prime rate of interest averaged 7.15%. The producer price index (1982 = 100) for fuels and related products and power was down 4% to 78, while metals and metal products rose 5% to 125. Chemicals and allied products rose 3% to 132, and non-metallic mineral products rose 3% to 124. The merchandise trade deficit rose 25% to $166 billion. Disorder in the former Soviet Union led to substantial dumping of mineral materials. With vast mineral resources, the former Soviet Union land area totaled 22.4 million km2 (8.6 million sq miles). In comparison, the North Ameri¬can Free Trade Agreement (NAFTA) area (United States, Canada and Mexico) totals 21.4 million km2 (8.3 million sq miles).

Newmont Gold Company is the largest producer of gold in North America. Accurate resource estimates are critical to planning the mining in a year of over 90,000,000 t (100,000,000 tons) of mill, leach and waste grade material, from which over 47 t (1,500,000 oz) of gold are recovered. Resource estimates are updated frequently to take advantage of new drilling, improved geologic understanding and additional production reconciliations. At Newmont Gold, indicator kriging is the primary method being used to create resource estimates. Indicator kriging (IK) is a well accepted method of resource estimation; however, many details of the IK process which are critical to producing a useful resource estimate have not been well documented. An IK model must have several characteristics in order to be a useful resource estimate: the model must take into account geologic features of the mineralization; model creation cannot require too .much time; the model must accurately reflect the effects of selective mining; the model must be stored in an easily accessible format; and the model must be useable with a variety of cutoff grades. This paper will show how Newmont Gold implements the IK process in order to achieve these goals.

Production of methane from coal seams requires hydrofracturing, and the length of a hydraulic fracture determines we11 spacing. Since the volume of fluid injected is known, the fracture length is the volume divided by average width and height. If the fracture is contained in the known height of the seam, then fracture width becomes the major factor con- trolling length. Width is proportional to coal compressibility; bulk compressibility is known to be larger than intrinsic compressibility. A method is given here to measure in-situ compressibility (a) from transient pressure testing. Theory linking flow in porous media with rock mechanical properties is reviewed. A consistent derivation of the porous flow equation is given incorporating 3-D deformation and the effective stress parameter "st' linking changes in effective stress and pore pressure. The relations for "st' in terms of a and intrinsic compressibility (ai) are substituted into the field measured porosity-compressibility product (net) and solved for a, the constrained matrix compressibility. In a field example, using 4 wells with an anisotropic analysis, the ratio of major to minor permeability was 17 for the Pratt A seam. a was found to be 6x10-5/psi as opposed to the laboratory value of 1.4x10-6/psi.

Flyash from municipal solid waste incinerators containing roughly 13 to 15% Zn, 2% Pb and 0.2% Cd is an attractive material for simultaneous metal recovery and detoxification. Results have shown that Pb in flyash is present as PbSO4 and PbC12 and that about 70% of the Zn is present in the form of soluble amorphous compounds. Leaching results in a number of acid and basic lixiviants show that acid leaching is clearly more effective than basic leaching which is limited by low solubility of Cd and Zn. Cementation in acid solution with pH < 1 promotes redissolution of the precipitated metal. Successful zinc electrowinning from chloride leaching solutions has also been demonstrated, although Pb2+ and Na+ can be potentially detrimental. The presence of Pb2+ can prevent deposition of metallic Zn, forming zinc oxychloride, ZnC12.4Zn(OH)2, instead. High concentrations of Na+ can also result in precipitation of NaCl. This investigation has shown that hydrometallurgical treatment of MSW flyash through leaching, cementation and electrowinning is a potentially feasible method for simultaneous detoxification and recovery of metal values. Several issues have also been identified which would require further investigation for final process development.

The increasing public interest in a useful framework for an assessment and classification of mineral resources (1) is documented by the recently published international classification scheme of the United Nations (1979) and the revision of the classification system of USBM/USGS (2) (1980). Moreover, various classification systems are currently discussed by the mining industry. In spite of major improvements in respect of the concepts, definitions, and taxonomy of ore classification, it has been recognized that the recent practice to classify mineral resources does not create truly reproductible results, i.e. an assessment to the various categories which is free from personal bias or corporate interests. Following are geostatistical methods proposed for a standardization and quantification of various terms in ore classification. After critical review of present practices, we will establish a precise link between the classical terms such as "measured", "indicated", and "inferred" reserves and the geostatistical concept of estimation errors. Moreover, we will demonstrate, how the basic criteria of economic feasibility, geologic assurance and recovery can be taken into account by geostatistics. A specific algorithm will be proposed to block out and to classify reserves according to the degree of geologic assurance. . We will also show computerized methods which perform complete classification procedures, and will also exemplify them with typical case studies.

A method for the feasibility assessment of open-pit operations using conventional shovel/ truck systems to mine steeply pitched coal seams has been applied at The Pennsylvania State University. Three computer models were developed for the analysis: a geology and reserves model (GEOL), an open-pit materials handling simulator (OPMHS), and a cash flow model (CASH) (Manula, Albert, and Burgos, 1976). GEOL provides the basic mining data; OPMHS simulates shovel/truck performance related to pit profiles and average mining locations to provide productivity rates needed to size the system; and CASH provides either a selling price or rate of return (ROR) for the product. The general flow of information generated by these models is shown in Fig. 1. Since the ratio of overburden-extracted to coal-produced places a definite economic limit upon a mining venture, geological data must be analyzed with the least possible manual effort to minimize computational errors. This is especially true if the property contains several seams that are steeply pitched. In this situation, a computerized analysis is by far the most efficient and effective method to determine coal reserves and waste tonnage. This chapter describes the reserve model developed at Penn State and provides an example to demonstrate its application.
