Introduction This chapter contains brief discussions of various environmental protection requirements that relate to underground mining operations. Environmental disturbances at an underground mining operation can result from subsidence; water discharges; waste dumps; construction and operation of access roads and utility lines; construction and operation of surface facilities such as maintenance shops, bathhouses, and storage yards; and emanation of dust and noise from surface crushers. Construction and operation of a concentrator or washing plant may result in the emission of air pollutants, the discharge of water pollutants, the creation of noise, and disturbance of the surface. Tailings ponds can be the source of fugitive dust.1 This chapter is not intended to provide a detailed discussion and analysis of laws and regulations dealing with environmental protection. Rather, its purpose is to provide the engineer with a basic awareness of the existence and nature of such laws and regulations, as well as the procedural requirements that must be followed in complying with them. The body of law relating to environmental protection has grow" very rapidly and should continue to do to for some time. Because many of the laws have been enacted recently, numerous court decisions are being rendered to resolve disputes over their interpretation. Hence, the reader is cautioned to be alert for subsequent modifications of statutes and regulations, and new case law. Rules and regulations pertaining to environmental protection are implemented at all governmental levels. The most widely known laws are those enacted by the federal government that have nationwide applicability. However, separate requirements exist in each state, county, and municipality. Because of their general applicability, federal laws are discussed most extensively in this chapter. Ownership of the property is the most significant factor considered in ascertaining what rules govern the conduct of an operation thereon. If the land is held under lease, reference to the lease terms must be made in the first instance to determine what obligations must be met in order to prevent default and possible loss of the property. If the land is held under a lease from the federal government, the operator is subject not only to compliance with the lease terms, but also to a large body of laws and administrative regulations that pertain generally to the conduct of mining operations on land held under federal leases. Although operations on unpatented mining claims, the legal title to which remains in the federal government, are not subject to the same rules and regulations that are applicable to operations conducted pursuant to federal leases or permits, they soon will be governed by a special set of regulations that provide for protection of surface resource.2 Operations conducted on lands leased from a state usually are subject to numerous environmental protection requirements specified in the lease terms, in addition to rules and regulations promulgated by the state agency having jurisdiction over mining on state lands. Operations conducted on privately held lands are subject to fewer such requirements. Leases from private parties sometimes have environmental protection and reclamation requirements written into them, but generally to a far lesser extent than governmental leases. Operations conducted on properties owned by the operator are subject only to those laws and regulations that have general applicability without regard to land ownership. COAL SURFACE MINING CONTROL AND RECLAMATION ACT OF 1977 Introduction On Aug. 3, 1977, the Federal Surface Mining Control and Reclamation Act of 1977 was signed into law.3 It governs coal-mine operations on private lands, as well as on public lands. The Act is pervasive in its scope and is extremely long and complex. The basic purpose of the Act is to control and minimize the environmental effects of surface coal mining. Surface coal-mining operations are defined as activities conducted on the surface of lands in connection with a surface coal mine and surface impacts incident to an underground coal mine.4 The Act is administered by the Secretary of the Interior through a new agency named the Office of Surface Mining Reclamation and Enforcement.5 The Act contains detailed environmental protection standards and reclamation requirements, and it establishes a permit system for all surface coal-mining operations. Mining in certain areas and under ceri-in conditions is restricted or prohibited, and a mechanism for enforcement by the states is provided. Stiff penalties are provided in the event of noncompliance. Implementation Schedule Nonfederal Lands: As required by Section 501 of the Act, interim regulations setting mining and reclamation performance standards based on and incorporating standards set out in Section 502(c) were adopted effective Dec. 13, 1977.6 They will. be incorporated as amendments to Chapter VII of Title 30, Code of Federal Regulations. Permanent regulatory procedures for surface coal-mining and reclamation operations performance standards, which were directed to be promulgated by Aug. 3, 1978, were published in proposed form on Sept. 10, 1978. 7 They govern surface coal-mining operations in any state until a permanent state or federal program is adopted. In order for a taxpayer to produce income, he may be required to exhaust his capital assets. With respect to the mining industry, those exhaustible capital assets may result in income tax deductions under the general categories of depreciation, obsolescence, losses and depletion. The percentage depletion deduct ion concept is not based upon "economic" depletion, or "geological" depletion theories. Instead, it is wholly an income tax concept created by Congress. This is significant in that, in its application, tax depletion has no adherence to traditional economic or geological depletion concepts For example, the Internal Revenue Code limits percentage depletion to 50 percent of the miner's net income for the taxable period.1/ Should a particular miner extract and sell 500,000 tons of material during the year, but at a loss, he receives no percentage depletion. The same would apply to an electric utility which mined its own coal. Should its mining costs exceed the "going price" for coal, as established by actual arm's-length sales in the market, the utility has no net income, and is therefore not entitled to percentage depletion.2/

A comparison is presented of coal pyrolysis at temp¬eratures ranging from 4090 to 497°C and thermal dissolution of coal in tetralin at temperatures ranging from 350° to 450,°C, both utilizing a Utah high-volatile bituminous coal. The initial coal pyrolysis reactions are second order with an enthalpy of activation of 35.6 kcal per mole. The fraction of total product yield produced under second order conditions ranges from 67% at 409°C to 96% at 497°C. The process then gradually deteriorates to a first order reaction in the later stages with enthalpy of activation of 4.1 kcal, per mole. The initial reactions of solution of coal in tetralin are second order with an enthalpy of activation of 28.8 kcal per mole. The fraction of total product produced under second order conditions ranges from 63% at 350°C' to 94% at 450°C. The dissolution process then gradually changes to first order in the later stages with enthalpy of activation of 15.6 kcal per mole. A model is presented which relates the two processes and explains, the significance of the above similarities.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

Kaiser Steel Corporation's Eagle Mountain operations are located in Southern California at a distance of about 130 miles east of the Corporation's steel plant at Fontana, California, and at a distance of about 225 miles from the nearest harbors which are located at Long Beach and Los Angeles, California Although the Eagle Mountain ore bodies are strategically located with respect to the steel plant and the harbor facilities, they are not of a very high grade and 'the geologic nature of the deposit makes it very difficult to mine and to concentrate. The iron ores occur as partial replacement of older zones mainly within dolomites and to a lesser extent within quartzites and quartz monzonites. The alteration was extremely variable and generally resulted in the formation of pyritic magnetic which, in part of the ore body, was leached to remove the pyrite and change the magnetite to hematite. Although the overall ore body is large, a major portion of it contains sulfur in the range of 1.0% to 5.0%. Obviously, this is too high a sulfur content for direct use in blast furnace feed.

The increase in productivity which has been achieved in mining during the past two decades has been attained largely through the replacement of manpower with electrical power. Power demands should continue to increase, requiring electrical distribution systems to be well planned to avoid inadequate voltage levels caused by underdesign and excessive costs resulting from overdesign. To aid the mining electrical engineer in designing proposed power systems or analyzing changes to existing systems, a digital computer program has been developed. This program will analyze alternating or direct-current networks with up to 10 voltage sources, 75 loads and 300 total segments. A maximum of nine levels of voltage is permitted in the system. This project was part of a package of programs developed at Virginia Polytechnic Institute (WI) for the mining industry under sponsorship of the Office of Coal Research. Included in this package are also programs to: 1. Schedule mine production and predict cost of mining 2. Simulate rail haulage systems 3. Simulate belt haulage systems 4. Analyze ventilation networks 5. Analyze pumping networks These programs are available from the Department of Mining Engineering, VPI, Blacksburg, Virginia 24061 for a nominal processing cost.

Rock suitable for crushed-stone aggregate is almost entirely restricted to the Highlands region of Arkansas, mostly from Paleozoic sedimentary units, but also from a few Cretaceous igneous plutons. Reserves in the state are sufficient for local needs, and Arkansas is geographically well situated for export markets to the south, where resources for crushed-stone aggregate are lacking. A study of 423 quarries, test pits, and exploration sites in Arkansas has been completed to evaluate the relative quality of bedrock units for producing crushed aggregate. Of these, 274 sites have records of engineering tests for stone evaluation done by the U.S. Army Corps of Engineers and/or the Arkansas State Highway and Transportation Department (AHTD). Of the 1,775 sample records from these sites, the most commonly reported parameters are the LA abrasion test and the Na-sulfate soundness test. Many records also have absorption and specific-gravity data, and, for some, petrographic information helps identify the potential for alkali-silica reactivity in portland-cement concrete. By determining the bedrock sources of the tested samples, comparison is made between the various geologic mapping units as to their relative quality for crushed stone.

In this paper, electroleaching and electrobioleaching of ocean manganese nodules are discussed along with the role of galvanic interactions in bioleaching. Polarization studies using a manganese nodule slurry electrode system indicated that the maximum dissolution of iron and manganese due to electrochemical reduction occurred at negative DC potentials of -600 and -1,400 mV(SCE). Electroleaching and electrobioleaching of ocean manganese nodules in the presence of Acidithiobacillus ferrooxidans and Acidithiobacillus thiooxidans at the above negative applied DC potentials resulted insignificant dissolution of copper, nickel and cobalt in IMH2S04 and in sulfuric acid solution at pH 0.5 and 2.0. Mechanisms involved in electrobioleaching of ocean manganese nodules are discussed. Galvanic leaching of ocean manganese nodules in the presence of externally added pyrite and pyrolusite for enhancement of dissolution was also studied. Various electrochemical and biochemical parameters were optimized, and the electroleaching and galvanic processes thus developed are shown to yield almost complete dissolution of all metal values. This electrobioleaching process developed in the laboratory may be cost effective, energy efficient and environmentally friendly. In the mining industry and in new and expanding fields, such as electronics, nucleonics, and astronautics, a new type of manager has evolved. The name most generally used is project manager. His business is to create a product and the principal means through which he accomplishes this is project management. In this chapter, new information is the product of the project manager; as such the products, for which the computer methods described throughout this volume are designed, fall in the domain of project management. It has been the author's experience that project management is the management tool to effectively direct the information technology function within an organization. The purpose of this chapter is to describe project management and to identify and present a solution to the problems associated with project management in the development and application of computer methods in a minerals environment. Specifically, the problems to be addressed will center around: (1) recognition of the need for project management in terms of business-environmental factors and product characteristics, (2) formulation of a method of operation in terms of organization and implementation, and (3) application of project management to the minerals industry.

In 1982, the US Congress passed the Nuclear Waste Policy Act (NWPA) to provide for the development of an underground repository for spent nuclear fuel. This development will be managed by the US Department of Energy. In 1986, the President selected three areas for site characterization to determine their suitability for the development of an underground repository. Those sites were: (1) a site in volcanic tuff located at Yucca Mountain in Nevada, (2) a site in bedded salt located in Deaf Smith County in Texas, and (3) a site in basalt located in Hanford, WA. At present, conceptual repository designs are being developed for each site. A key element of a repository design is the underground ventilation system required to support construction, nuclear waste emplacement, and potential waste retrieval. This paper describes the preliminary ventilation system designed for the repository in tuff. The concept provides separate ventilation systems for the construction and waste emplacement activities. The paper further describes the means by which acceptable environmental conditions will be reestablished to allow reentry into previously closed rooms for the purpose of inspection, maintenance, or retrieval.

Drainage improvements at O’Hare International Airport, Chicago, IL included the installation of a drainage and storm water system to control the over?ow from nearby Willow Higgins Creek. This involved construction of a weir structure at the creek and the channeling of water from the weir to a newly constructed reservoir via three, 3.7-m(12-ft) diameter, underground storm sewer lines. The sewer lines passed beneath an existing, 2.3-m (90-inch) diameter high-pressure water main, which was to remain in service throughout sewer line installation. The soil composition around the water main ranged from medium stiff clays to silty sands and sandy silts. Triple-fluid jet grouting was used to stabilize the variable soil profile beneath the water main in preparation for tunneling and installation of the sewer lines. The varying soil strata presented a challenge to the project team to establish a constant set of jet grouting parameters throughout the stabilized zone while keeping within the specified unconfined compressive strength range for the stabilized zone of 690 to 1,380 kPa (100 to 200 psi)at 28 days.

GENERAL BACKGROUND The first mention of the presence of bauxite in the mesozoic series of north-west Sardinia (fig. 1) is owed to Oosterbaan, a Dutch geologist, who carried out a geological survey of the area in the ninetten thirties. A more detailed study of the mesozoic series was attempted in the fifties by Pecorini and other, who concentrated particularly upon the stratigraphy of the bauxitic horizons, through examination of the various outcrops. In the sixties a pining company, Monte Amiata S.p.A., turned its attention to a section of the deposit outcropping near Olmedo and, considering it to be of some promise, carried out prospecting works consisting essentially of various trenches, some bore holes, a few adit and a. layout plan for the preparation and execution of trial exploitation. The results, although positive, did not convince the company's shareholders to continue the exploration. This report, which is intended as a new contribution to knowledge of the Sardinian bauxite deposit, takes into account the information acquired not only from a drilling prospection begun in 1979 in connection with the SOMIT-PROGEMISA joint venture, but also the results of structural studies and numerous chemical, mineralogical and

In May, 1966, the General Services Administration (GSA) announced a program to encourage additional domestic production of copper in the interest of national security. Upon learning of the copper production expansion program, Duval Corporation entered into negotiations with GSA for development of the Sierrita copper-molybdenum property under the program. Agreements between the GSA and Duval Sierrita Corporation, a wholly owned subsidiary of Duval Corporation, were concluded in 1967, with the Sierrita Concentrator beginning operation in 1970 at a designed capacity of 72,000 STPD. Subsequent additions and modifications have expanded capacity to 90,000 STPD. This property, located approximately 20 miles south of Tucson, Arizona, represents an investment including working capital of about $200 million. These funds were provided from an $83 million loan from GSA, repayable in copper valued at 38 cents per pound, $48.75 million of bank loans subject to U. S. A dust concentration meter has been developed with Australian coal industry support for the measurement of total airborne dust concentrations capable of causing explosions in underground coal mines. The instrument, The University of Queensland Dust Meter (UQDM), measures the effective dielectric constant of a mixture of coal dust and air that is drawn between the plates of a capacitor, the capacitance of which is measured by a ratio-transformer bridge and synchronous detector system. This technique measures small changes in capacitance to approximately 1 part in 106. The unique design of the capacitor sensor permits a precise volume of coal dust and air mixture to be sampled. This arrangement overcomes difficulties inherent in optical dust measurement. The meter is portable, battery powered, incorporates data logging and has intrinsic safety approval. The operation of the meter is discussed. The system is designed to monitor dust concentrations along a coal mining face and provide concentration profiles leading to the development of suppression strategies. If data from underground tests are available, the meter's potential to contribute to establishing safe working conditions underground will be discussed. Other areas of potential application of the measurement technique are also examined.

Recently research efforts have been made to obtain a high-purity gibbsite concentrate, suitable for first-class alumina refractories, from a Brazilian bauxite ore containing gibbsite (50%), quartz (35%),and kaolinite (15%). Detailed polished-section microprobe analysis was used to describe the liberation characteristics of the ore. Experimental results suggest that the kaolinite liberation characteristics can be described by King's liberation model and that only about 11% of the kaolinite is expected to be liberated at a particle size of 75 µ. Bench-scale experiments for the flotation of gibbsite/kaolinite from quartz using alkyl sulfates as collectors were particularly successful at pH 2, and under appropriate conditions a concentrate containing 93.0% A1 0 (calcined basis) was obtained 2 3 at a gibbsite recovery of about 96%. Subsequently, the more difficult separation of kaolinite from gibbsite was accomplished by kaolinite flotation from the alumina concentrate with a quaternary ammonium salt at pH 6 to produce a high-purity gibbsite product, 97.4% A12O3 (calcined basis), at an overall gibbsite recovery from the bauxite flotation feed of about 90%.

The art of predicting rock excavating machine performance has become increasingly detailed and refined. Researchers using laboratory experiments and machine manufacturers using field observations have identified and defined mechanisms of failure, rock and tool interaction, and relevant design principles affecting them. Concurrently, practitioners have developed index tests which reflect rock properties relevant to machine performance. Empirical relationships between index properties and machine performance (penetration rate, cutter consumption, and machine utilization) have been established from past experience and are currently used throughout the industry. Contractors have used such relationships for estimating throughout the world. The detail in which geological, geotechnical, test, and project data, empirical relationships, and construction experience are utilized, is limited by time constraints imposed by the bidding period. To fully utilize all available data, methods of analysis, and construction experience, a simple computer program was developed for a microcomputer costing less than $7500. As a result, 1. machine performance predictions are detailed & reliable, 2. construction alternatives may be examined, 3. anticipated conditions & performance are graphically, documented & easily comparable to those encountered, and 4. results include a listing of assumptions & results of performance analyses & a graphic performance summary.

Beginning in late 1985 and continuing through 1987, US Bureau of Mines personnel investigated longwall chain pillar and entry design in two and three-entry gateroad systems at a deep underground coal mine in central Utah. To evaluate their respective stability characteristics, four chain pillars and two longwall panels within the two separate entry systems were instrumented with Bureau hydraulic borehole pressure cells to continuously monitor vertical and horizontal pillar and panel stresses through adjacent panel retreat. In addition, supplemental entry closure information was obtained from sites located in the vicinity of the instrumented pillars. The findings presented in this report demonstrate the practicality of evaluating mine pillar stability using in situ methods and support three significant conclusions regarding ground control aspects of the investigated two-entry system: (1) Total areal entry loading was considerably less for the two-entry system, as opposed to the three-entry system, (2) a smaller percentage of opened ground in the two-entry system contributed to a marked reduction in rooffalls, and (3) lower areal loading in the two-entry system suggests improved ground conditions when mining the underlying seam.

The study described here is concerned with the development of a model for the simulation and optimization of a rod milllpebble mill circuit. A series of laboratory tests was conducted to investigate the effect of critical operating variables. The pebble mill model structure used was a population balance type which accounta for impact breakage and fines production from pebble wear. Model parameterization and verification were performed using data obtained in batch tests and in a plant test campaign. The model developed was found to provide accurate predictions of plant-scale grinding. The prediction errors are less than 21 for the product size and 31 for the mill power required to achieve that product with a mill volume scale-up of 14,000 to 1. These results indicate that accurate extrapolations from laboratory batch data to plant scale performance are poaaible using the population balance model and scale-up prediction procedures for pebble mill circuits as well as ball mills. Preliminary indications are that the new model developed here will provide vital input for pebble mill optimization and process control as well as pebble mill design.

Cast iron tubbing for two centuries was the only practical watertight shaft lining for deep waterbearing formations. However, since World War II composite welded steel and concrete lining has gained favor and today is often preferred. While tubbing may not be applicable in all cases, a good argument can still be made for this time-honored method. Watertight linings are complex structures designed to withstand both hydrostatic fluid pressure, non-uniform loading created by ground forces, and vertical bending caused by subsidence. Resulting stresses in the lining can be high. To date linings have been designed that withstand hydrostatic pressures as high as 1,500 psi. Watertight linings must be robust, constructed of the highest quality materials, and manufactured and installed with precision. Therefore, such linings are expensive. Today's ductile cast iron tubbing is greatly superior to gray iron formerly used for tubbing, and is stronger, and more resistant to corrosion than welded steel lining. Tubbing, unlike steel linings, can be installed in wet conditions and used to control water inflow and stabilize unconsolidated ground as the shaft is deepened. Steel lining requires absolutely dry conditions for welding, which often necessitates expensive ground freezing and a primary lining.

The revolution in development of new technology and practices in the gold mining and metallurgy industry continues unabated despite the ups and downs in the gold price. Some of the new cutting edge technologies are listed in Table 1 overleaf. There is room to discuss just a few of these here, but many more are identified and described in RANDOL (1992). Cutting edge advancements in gold recuperation, can be sorted into three categories. The first category includes fundamental advances that offer major improvement with significant economic benefits. Second would include evolutionary developments that offer smaller, but nonetheless commercially valuable improvements. Finally there are those "advances" that are interesting but of trivial or question­able economic benefit to industry. It is essential to adopt a "systems approach" philosophy towards developing and applying new technology. Practical innovation often comes about as a result of having to solve a problem. Innovation for innovation sake is an ego trip. Environmental management has become an important part of the system and the environmental implications of new processes and practices in the mine and mill have to be carefully considered for potential benefits and/or liabilities.
