Many modern industries rely on rare earth elements (REEs) to produce products that are essential to both civil and defense applications. In a prior study (Vass et al., 2019), the authors showed that REE grades in acid mine drainage (AMD) and associated byproduct precipitates from AMD treatment (AMDp) warrant evaluation as a feedstock for REE production. The current work extends that effort through a broad survey of 141 AMD treatment sites in Northern and Central Appalachia. In this study, 185 raw AMD and 623 AMDp field samples were obtained and analyzed to assess the REE and major metal concentrations. Results show that an average of 282 μg/L and 724 g/tonne of REEs occur in AMD and AMDp respectively. Additionally, both basins contained similar distributions of REEs, and these distributions tended to favor heavy and critical REEs when compared with traditional REE ore deposits. Geospatial analysis identified a total resource of 340 tonnes stored at the 141 sites sampled in this study. While this analysis did not quantify the basin-wide REE inventory, it does indicate the impact that processing cut-off grades will have on the overall AMDp resource base.

Improved metals and other commodity prices have caused the mining industry to open new mines, re-evaluate development opportunities at potential mines and increase production at existing ones. This sense of renewed optimism is being seen at operations and development projects around the world. Except in the United States. The regulatory structure there has not allowed the domestic industry to share much in mining’s resurgence. It can still take up to 10 years to permit a new mine. And, while Clinton-era regulations regarding mill sites have been put on hold, existing mines that wish to expand operations still face significant regulatory and environmental hurdles. But things may begin to improve in the United States.

By using the data of E.A. Hersam and F.C. Bond's equation for energy consumption in comminution, a method was developed to analyze the performance of industrial jaw crushers. The study showed that industrial jaw crushers are generally operated below capacity. The study also showed that industrial jaw crushers generally have sufficient installed power to operate at, full capacity. The method presented can be used to estimate the capacities and power requirements of jaw crushers.

This paper presents preliminary test results obtained with a 0.38 kg/s (3000 lb-hr) beta prototype MagMill™. In processing Upper Freeport coal the beta prototype recovered 82% of the weight of the feed and 91% of the heat content while reducing the potential emissions of sulfur, kgSO2/GJ(lbSO2/MBtu), by 61%. Pyritic sulfur in the MagMill™ product was reduced by 78% compared to that in the feed. For all runs, the mill product was controlled between 70 to 80% finer than 74 µ particle size. Recoveries of mercury, arsenic, and selenium ranged from 35 to 45% of that in the feed. Power draw was reduced by 26% and mill throughput was increased by 9% compared to the pulverizer operating with no magnetic separator attached.

The protection of miners, equipment, and infrastructure is discussed. While the primary focus of the described technology is to prevent miners from being injured, struck-by, or crushed by heavy equipment; another major benefit realized is also the protection of equipment and infrastructure. An attempt is made to define and classify the systems used to provide proximity detection and warnings as well as collision detection and avoidance. Information about the speed of vehicles and human operator response time can be a factor in the choice of what type of system and what features are needed to properly address the needs. How the technology adjusts to compensate for various vehicle speeds, while maintaining the same level of protection is noted. The statistics which justify the need of miner protection are provided. The primary system components required, what attributes they feature, and how they respond in the environment, is briefly highlighted. The physics behind the danger zone marker technology and what makes it so robust and reliable is established. Examples of a few mining applications and specific operational modes are provided for both surface and underground.

Development of the Northeast Layback of Barrick’s Betze-Post open pit commenced in June 2000 and was successfully completed to a height of 400m (1,300 ft) in January 2003. Following a brief exploration drilling campaign at the toe of the final slope, in-pit waste rock backfilling commenced, which will ultimately buttress the final wall. Instability initially occurred in late 2000, above the 5040 Level, as the slope height approached 120m (400 ft). As mining reached the 4680 Level, significant deformation was experienced over a slope height of 230m (760 ft). Slope stability was managed and targeted reserve recovery was achieved by executing complicated modifications of the mine plan, including splitting layback development, well placed offloading cuts, step-outs and mid-slope waste rock buttresses. Decision on timing of these modifying events was often dictated by review of deformation magnitudes and rates determined from continuous slope monitoring records. Design modifications were developed through continuing interpretive refinement of structural geology controls and groundwater distribution, and through stability re-assessments. This document presents an overview of the geological setting and material and strength conditions of the northeast sector of the Betze-Post open pit, followed by development experience leading to design and development of the Northeast Layback. Rock mechanics modeling, design details and geotechnical performance monitoring are then presented. Development experience, stabilizing adjustments to the original design and safety procedures for development and exploration activities are described. The document is finalized with conclusions and acknowledgements.

High Pressure Water Jet Assisted Tunneling The high pressure water jet assisted tunneling project was conducted in a granite quarry near Skykomish, Washington, approximately 90 miles east of Seattle. A 7-ft diam tunnel boring machine was modified and equipped with high pressure water jets. The concept that tunneling rates can be improved by using high pressure water jets was validated, with an average increased advance rate of 50% to 60%. For some tests, the advance rate was more than doubled. A comprehensive economic analysis has shown that very significant savings are possible. At a 50% increase in advance rate, cost savings of 14% and 24% were projected for 10-ft and 20-ft diam tunnels respectively. These benefits were seen to be relatively insensitive to water jet equipment costs.

As the 2017 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2017 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 342. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2017 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH), a special review article on Heap Leach Modeling, and articles from two Special Issues on Rare Earths. The 2017 Transactions consists of a total of 54 technical papers, encompassing all 21 papers published in 2017 in the Technical Papers Section of Mining Engineering (Vol. 69) and all 24 papers published in 2017 in Minerals & Metallurgical Processing (Vol. 34). Additionally, this volume contains 9 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our Publications staff. As the 2017 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

The Leeville underground mine has been in operation since 2006 and currently produces 3,200 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. High density of joints occurs within the host rock. Based on Rock Mass Rating and field observation, the Leeville ground conditions are characterized as poor to very poor. As such, heavy ground support is required for the mining operation in Leeville. Ore zones with a height in excess of 10 m (35 feet) are considered for longhole stoping. A typical stope measures 6.0 m (20 feet) wide, 30 to 55 m (100 to 180 feet, depending on the ground conditions) long and 10 to 30 m (35 to 100 feet, depending the thickness of ore body) high, yielding 10,000 to 20,000 tons when completed. Narrow ore zones, less than 10 m (35 feet), are mined using cut and fill. These drifts are 4.6 m (15 feet) wide by 4.6 m (15 feet) high. Based on the afore-mentioned poor ground condition, the establishment of a ground control monitoring system is key to operating both safely and successfully. The ground control monitoring system is composed of comprehensive instrument design and installation. Instruments include Multi-Point Borehole eXtensometers (MPBX) and Stretch Measurement to Assess Reinforcement Tension (SMART) cables. The monitoring system covers the mining zones and infrastructure openings. After about two year?s applications and measurements, useful data has been and continues to be collected to use in future stope and infrastructure structure design. Post-super-cycle mining executives must exploit every aspect of the value chain to deliver continued value to stakeholders. Integrating enterprise-wide information technology with value-chain-wide operational technology, known as IT-OT integration, is essential to extracting optimal results from the value chain. Mining companies trail other industries with respect to IT-OT integration across the value chain. Manual data consolidation and value chain optimization using spreadsheets and human intelligence are widespread practices within the industry. Increasing automation with smart devices and controllers means the volume and velocity of data will soon increase beyond human abilities. Enterprise Architecture provides a method for aligning information technology with the business operating model to successfully implement IT-OT integration. A Value Realization Framework (VRF) provides a means for predictable traceable value realization from IT investments and assets. With these principles, frameworks, models, methods, and techniques, mining organizations can accomplish IT-OT integration that provides their executives with a strategic value-chain-aligned platform for sustained value realization over the long term.

Diesel engine particulate matter pollution is a matter of concern currently in underground mines worldwide. A number of real-time Diesel Particulate Matter (DPM) monitors have been developed in recent years; two of these by the National Institute of Occupational Health and Safety (NIOSH) in the US. One, the D-PDM, is based on an adaption of the successful NIOSH?s Personal Dust Monitor (PDM) unit which is being taken up very successfully for mine respirable dust monitoring. The D-PDM measures all particulate matter within a sub-micron range as classified nominally at 0.8 micrometers by a purpose developed cyclone. The other, the FLIR Airtec, measures the Elemental Carbon (EC) component of DPM by a laser scattering approach. Both instruments have been evaluated underground in robustness and reliability testing in coal mines by the authors. Real time DPM monitors allow greater understanding of the sources and levels of DPM pollution in underground activities. They allow engineering evaluations to determine how conditions can be improved or mining personnel relocated to lower concentration levels. Studies are discussed that examine DPM concentrations from vehicles under varying ventilation conditions. Some of these concern tests undertaken during high activity longwall face moves. They focus on evaluating DPM during the various phases of the face Chock Shield moves. An initiative in some mines has been to limit the number of vehicles in the mining section or panel by the use of a Tag Board or Traffic Controller at the panel travel road entrance to manage exhaust DPM and gases. Diesel tags or tokens are used to control the number of vehicles entering a section or panel and so limit level of pollution. Summation of DPM levels from points monitored throughout a panel demonstrates increasing DPM levels from influence of additional equipment in series within the ventilation circuit. An alternative approach is to invest in underground continuous real-time monitoring of exhaust gases, DPM and section air quantity and integrate this information to determine whether an additional vehicle can enter without exceeding diesel target limit. This optimizes the access of diesel vehicles and replaces the existing manual tag board system. Real-time DPM monitoring allows the industry to pin-point high exposure zones such as those encountered where various vehicles work in areas of constrained or difficult ventilation. Identification of high DPM zones allows efficient modification of mine ventilation, operator positioning and other work practices to reduce underground miners? exposures.

The Uetliberg Tunnel in Switzerland is the longest tunnel in Zurich?s new Western Bypass Expressway, connecting the Birmensdorf bypass in the west with the existing Zurich-Chur national motorway in the east. Thus the tunnel links the Zurich-West motorway interchange with the Zurich-South interchange (shown in Figure 1). The Uetliberg Tunnel project comprises two parallel tubes, each about 4.4 km long. The two tunnel tubes are connected every 300 m by a transverse walkway and every 900 m by a transverse roadway (Figure 2). The SOS niches are spaced 150 m apart. Portal stations with machinery rooms are located at the west and east portals. The tunnel falls with a gradient of 1.6% from the west portal at Wannenboden to the east portal at Gänziloo. The Project costs are about CHF 1.12 billion. The carcass construction started in March 2001. The Opening of the Uetliberg Tunnel is planed in spring 2009.

In the early 1970s, it became a concern that exposure to the mineral fibers associated taconite ore processed in Silver Bay, Minnesota would cause asbestos-related disease including gastrointestinal cancer. At that time data gaps existed which have now been significantly reduced by further research. To further our understanding of the types of airborne fibers in Silver Bay we undertook a geological survey of their source the Peter Mitchell Pit, and found that there are no primary asbestos minerals at a detectable level. However we identified two non-asbestos types of fibrous minerals in very limited geological locales. Air sampling useful for risk assessment was done to determine the type, concentrations and size distribution of the population of airborne fibers around Silver Bay. Approximately 80% of the airborne fibers have elemental compositions consistent with cummingtonite-grunerite and the remaining 20% have elemental compositions in the tremolite-actinolite series. The mean airborne concentration of both fiber types is less than 0.00014 fibers per milliliter that is within the background level reported by the World Health Organization. We calculate the risk of asbestos-related mesothelioma and lung cancer using a variety of different pessimistic assumptions. (i) that all the non-asbestos fibers are as potent as asbestos fibers used in the EPA-IRIS listing for asbestos; with a calculated risk of asbestos-related cancer for environmental exposure at Silver Bay of 1 excess cancer in 28,500 lifetimes (or 35 excess cancers per 1,000,000 lifetimes) and secondly that taconite associated fibers are as potent as chrysotile the least potent form of asbestos. The calculated risk is less than 0.77 excess cancer case in 1,000,000 lifetimes. Finally, we briefly review the epidemiology studies of grunerite asbestos (amosite) focusing on the exposure conditions associated with increased risk of human mesothelioma. © 2008 Elsevier Inc. Goldex Mine is an underground mine located near the town of Val-d?Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long hole stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23 Mt of ore, large blasts up to 1.8 Mt are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km radius of the mine site. In addition to managing mass blasts, means must also be found to mitigate the vibrations produced by the blast to diminish the disturbance to the neighbourhood. Therefore, the mine used numerous tools to properly plan the blasts and reduce the impacts. A program to control vibrations was one of the first tools put in place. The program?s aim was to draw up an action plan to ensure a follow-up of the homes by inspecting them. The second tool was to develop a methodology to plot a reliable attenuation curve and to adequately determine the maximum charge weight for each blast. Finally, effective communication tools were developed to inform the neighbourhood. There was a huge amount of work to be done in relation to the bench. Reliable and fast loading techniques had to be found to load large blasts in a very short period of time. Adequate logistics had to be developed to send underground more than 20,000 kg of emulsion per day while performing the daily underground operations. Technology had to be developed to adapt the i-kon electronic blasting system to large blasts. Since the control of the charges was the major factor to reduce surface vibrations, it was important to employ loading techniques that would permit decking of the long holes to reduce the charge weight per delays without adversely affecting the loading. All of this work requires an enormous amount of energy but also close collaboration between the different stakeholders (various departments, suppliers and consultants).

Introduction Joints often have profound effects on elastic properties and strength of rock masses and therefore on rock slope stability. In surface mine slopes, joints are usually too numerous to be taken into account individually, so an equivalent properties approach is necessary. Previous work that treats a jointed rock mass as an equivalent composite material of joints and intact rock between resulted in excellent agreement between estimated and true rock mass elastic moduli in case of fully persistent joints (e.g., Pariseau, 1999) Rock mass failure mechanisms on joints and through intact rock were retained obviating the need for an equivalent rock mass strength. Impersistent joints, which are not continuous on a joint plane, can be accommodated (Pariseau, 2003). However, slope stability analysis of a large, deep copper mine indicated a need for computational efficiency even in two-dimensional analysis of vertical sections through pit walls (Puri, 2006). The analyses by the popular finite element method used small elements of bench size near the pit slopes and much larger elements away from the pit walls. The reasons for the graded meshes were numerical quality (small elements) and computational economy (large elements). Small elements contained only a few joints, while the larger elements contained hundreds of joints and led to impractical computation run times (days!). A new modeling procedure that recognizes sufficiently large elements as representative volume elements (REV’s) overcomes this obstacle. A companion improvement recognizes the concept of a representative area element (RAE) in association with joint impersistence and the probability that joint material occupies a considered site. Both are steps towards greater model realism and a practical slope stability analysis procedure. Consider the open pit mine photo shown in Figure 1(a), a companion plan view in Figure 1(b), and the problem of slope stability where high slope angles favor economics but low slope angles favor safety. These competing factors in surface mining generally result in some sections of the mine that have unstable slopes that require monitoring and perhaps mitigating action to improve stability. Although stability of a given section may not be easy to quantify with a single number, useful design guidance can be obtained from a finite element analysis of a proposed mining sequence leading to future pit slopes and profiles. The presence of water from rain and snow melt indicates a need for a coupled analysis that links water pressure, effective stress and total stress (Schmelter, 2001).

In a fully mechanized top coal caving mining process, the mechanical properties of the top coal deteriorate constantly, and the stability of the support is determined by the boundary position of the top coal entering the limit equilibrium state. Top coal flaking occurs more easily along the advancing direction owing to an increase in the distance of the boundary from the wall. Moreover, the strength of the coal seam is an important factor that determines the boundary position. The equation of the top coal limit equilibrium zone boundary, used in fully mechanized top coal caving mining, was determined based on the limit equilibrium theory, continuum damage mechanics, and the Hoek–Brown rock empirical strength criterion. Using the RFPA3D and UDEC numerical analysis methods, the effect of top coal strength on the mechanical behavior during the mining process was determined; and the space–time relationship between the top coal deformation failure, damage evolution, and boundary of the limit equilibrium zone was established. The results revealed that when the coal mass entered the limit equilibrium zone, accelerated crack development, accelerated damage, and axial unloading occurred. Moreover, an increase in the coal seam strength caused the boundary of the top coal limit equilibrium zone to be closer to the wall. By comparing the numerical results with the theoretical results, the overall trend was found to be consistent, allowing the verification of the rationality and reliability of the determination equation of the boundary position of the limit equilibrium zone.

The numerous small high grade gold and silver deposits of the Front Range Mineral Belt have been uneconomical because of the high costs of mill construction, transportation, and smeltering. Processing of these ores must be simple, cheap, with satisfactory recoveries, and be environmentally acceptable. Vat leach with direct electrolytic recovery satisfies these parameters. A battery of testing was conducted utilizing bottle and bucket tests. A five ton vat leach with direct electrolytic recovery gave excellent results while a five ton heap leach proved impractical due to channeling.

American Electric Power Company (AEP operates 31 coal mines in three states, and some 26 electric generating stations (19 coal-fired) located in the Ohio River Basin. Normally the system burns over 36,071,600 tonnes (40,000,000 tons) of coal and generates in excess of 3.6 X 1018 J (100 billion kwh) of electricity per year. In 1975, AEP, in response to the progressively more stringent air quality requirements of the clean air act, acquired large low-sulfur reserves in Carbon County, Utah (Figure 1. Location Map). Price River Coal Company (PRCC) is the operator OF this multi-seam complex, which is part of the Book Cliffs coalfield at an elevation exceeding 1,829 m (6,000 ft.). The topography is mountainous and divided by numerous canyons. Flat areas are at a premium (Figure 2. Castle Gate Area). Modern high production longwall mining takes in some top and bottom waste, and in this particular operation, it amounts to about 14% of the ROM tonnage.

Precast concrete segments have been used in sanitary sewer tunnel design for decades. Federal mandates (reduction in heavy metals and I & I), and system design changes (increased retention times) and other factors have exacerbated corrosion problems. In an effort to combat the ever-growing effect of microbiologically induced corrosion, owners, engineers, and designers have been specifying thin-film lining systems to protect precast concrete segments. These systems have compatibility and installation issues. Chemical additives or calcareous aggregates have been utilized in precast concrete, but have only proven to retard the rate of corrosion and do not eradicate the problem. Solid cast polymer segments are stronger than precast concrete, do not require linings or coatings, are impervious to ground water infiltration, and, above all, are inherently corrosion resistant through and through.

The traditional method for training personnel in the mining and other heavy industries has been face-to-face, either via a lecturer in a classroom or through an apprenticeship. With the advent of applications tools such as video, computers, and the Internet, however, a much broader range of training delivery methods is available. Especially exciting are the broad capabilities of multimedia packages that combine the best features of numerous delivery methods. Applying multimedia environments in training holds great potential, especially when there is considerable difficulty in reconstructing real training environments. The authors discuss various delivery methods currently used in training employees, including perceived advantages and disadvantages of those methods. The authors then discuss and evaluate current computer-based training efforts of the mining industry and present an example of a multimedia training tool.
