Investigations were undertaken to improve the recovery of silver from CRA's Hidden Valley gold/silver deposit by the addition of calcium peroxide. The addition of 0.75 to 1.5 kg/mt of calcium peroxide improved silver extraction by 5 - 300 and reduced cyanide consumption by up to 30%. Gold extraction was also marginally improved in some of the tests. The results are of economic interest and plant trials will be initiated once operations are underway.

Recent research at the Parker Centre in Pe1ih, Western Australia, has provided opportunities to reduce gold production costs by: reducing lime costs in the carbon-in-pulp process, understanding the mechanism of selective extraction of gold over copper using ammoniacal cyanide, and increasing throughput and improving overflow clarify in thickeners. This paper reviews the work of these three Parker Centre project teams, and highlights those instances where the results have been applied to plant practice.

Last year in the US alone, about 425 Mt (468 million st) of minerals and coal were beneficiated by froth flotation. This number indicates that from 1983 there was a 10% increase in tonnage of min¬erals and coal beneficiated by the indus¬try. A significant improvement was seen in the tonnage processed by the nonferrous minerals and coal industries. BP Minerals America installed 85 m; (3000 cu ft) flotation cells at the Bing¬ham Canyon mine and concentrator. The new flotation circuit has fewer than 100 cells compared to 2000 flotation cells used in the old plant (Mining Engi¬neering, November 1988). Column flotation use on a commer¬cial scale continues to expand as seen from the interest expressed at the Col¬umn Flotation Symposium (Column Flotation '88). The Magma Copper Co., San Manuel Division replaced all con¬ventional cells with 1.8 x 12 m (6 x 40 ft) column flotation cells for copper con¬centrate cleaning. Also, 1220 mm and 760 mm-diam (48 in. and 30 in.-diam) column cells are operating at the plant in the molybdenum circuit. A commercial Diester Flotaire col¬umn cell for fine coal recovery was installed at the United Coal Wellmore No. 20 plant. The 36.8 m3 (1300 cu ft) cell recovers 13.6 to 18 t/h (15 to 20 stph) of -590 gm (-28 mesh) coal. A similar unit has been installed at Tanoma Mining Co. in Pennsylvania. Various modifications of the column cells are being designed around the world. Jameson (Mining and Metal¬lurgy, 1988) described a new concept whereby the feed and air stream mixture is discharged into a cylindrical column of about 1.2 m (4 ft) height. Recovery and grade of nonferrous minerals have been reported to be better than that in a four-stage conventional flotation clean¬ing circuit. Flotation reagents American Cyanamid and Dow Chemical continued development of a new generation of sulfide collectors. A general feeling is development of new sulfide collectors has not kept up with flotation technology. Additionally, joint efforts between industry and chemical suppliers will likely be necessary to realize the economic benefits of the new technologies, since new chemistries respond differently compared to the conventional collectors. Flocculant development in recent years has been evolutionary rather than revolutionary. Rothenborg reported on development of a new flocculant family (a hydroxymated polyacrylamide desig¬nated S-6703) that has shown consider¬able promise in red mud clarification. Plant testing showed that this new floc¬culant could replace starch and poly¬acrylate and provide significantly higher overflow clarity. Barol Kami (Siirak) and Cleveland¬Cliffs (Hancock) reported development of an amphoteric apatite collector (ATRAC 873) that was used in Tilden's silica flotation process to increase apatite rejection. The collector was engineered for the particular flotation conditions in the complex Tilden process. Significant plant testing with ATRAC 873 showed that this reagent gave significantly in¬creased apatite rejection without any effect on silica flotation effectiveness or selectivity. Electrostatic separation Electrostatic separation is now em¬ployed in the precious metals mining industry to recover gold and silver grills from crushed slag. The installation at Paradise Peak has prompted other op¬erators to consider this application. In another development, attractive potentials for treating very fine minerals (-45 µm or -325 mesh) are being devel¬oped by Advanced Energy Dynamics and by the Department of Energy. Demonstration tests using triboelectric charging/electrostatic separation have been successful on a variety of minerals as well as coal. Magnetic separation Developments in magnetic separa¬tion have transpired on a production scale. Superconducting, high gradient magnetic separation has gained accep¬tance with the successful startup of a second unit treating kaolin at J.M. Huber Corp. This liquid-helium-cooled mag¬net generates 2.0 tesla in a 3-m-diam (120-in.-diam) bore with no power con¬sumption. Wet, high-intensity magnetic separation has been applied to sulfide mineral separations both domestically and abroad. These continuous type of separators are effective in removing residual chalcopyrite and sphalerite from other base metal sulfide concentrates. Separators using high energy rare earth permanent magnets are continu¬ally increasing. Now offered as both drum and roll type, these units are be¬coming a staple in the processing of industrial minerals. Tests using rare earth magnets strategically placed on a spiral concentrator have demonstrated the enhanced recovery of heavy miner¬als such as ilmenite. Classification Although no major technology break¬throughs in classification appear immi¬nent, there is an increasing need for more efficient and cost-effective meth¬ods to make size separations. It is be¬coming more apparent that mineral concentration methods will be more common at very fine sizes, say below 50

INTRODUCTION The inactive uranium mill tailings investigated in this study are located in two mining districts, Elliot Lake and Bancroft, Ontario, Canada. The sites exhibit a mixture of surface features consisting of dry areas, with or without vegetation and areas covered with water. On the edges of the water bodies, indigenous vegetation has invaded the tailings beaches [ Typha] spp. (Tourn.) L. a dominant plant on these tailings beaches, has been studied for the uptake of radium-226 and lead-210 (Kalin and Sharma, 1981b) from the tailings. It was found that most of the radium-226 remains in the roots of the plants, and that the solubility of radium-226 in control soil differs from that in tailings. The uptake of radium226 by vegetation and other biota is related to the solubility of the element in water. Factors controlling the solubility of radium-226 in uranium mill tailings are of interest in assessing the environments effects of these wastes. Rusanova (1962) found that the soluble or extractable amount of radium from the soil is inversely related to the total concentration of calcium and magnesium in the soil. Experimental work has clarified some aspects of the leachability of radium from uranium mill tailings (Levins, et al., 1978; Wiles, 1978, and others). Halvik, et al., (1967) studied the effects of pH and chemical composition of surface water on the liberation of radium from uranium mill tailings and uranium ore. He found that an increase in pH, up to a value of pH 9, decreases the amount of radium released from the tailings and the ore. A positive effect of calcium chloride was noted on the leachability of radium. Benes (1981) reviewed the physicochemical forms of radium and its migration in water. Based on experimental work, he identifies primary factors which determine leaching of radium from uranium mill tailings. The ratio of the volume of the leaching solution to the weight of the leached sample; the composition of the leached solids and the leaching solution, and finally the pH of the leaching mixture are of importance. He emphasized that a scarcity of field data exists, which would relate experimental work to the actual situation in the tailings ponds. Inactive tailings ponds in Ontario are 16 to 23 years old, and processes which are of importance in evaluating the long term effects of uranium mill tailings in the environment can be studied. The objective of this work was to investigate the leachability of radium-226 from the tailings under field conditions. MATERIALS AND METHODS Sample Collection A description of inactive tailings sites in Ontario, where the tailings and the water for this study were collected, can be found in a report by Kalin (1981). [Typha] spp. specimens were excavated from 16 different locations along with the tailings attached to the roots of the plants. A tailings sample from the surface area, around the plant, was secured before the excavation. Tailings samples were also collected from dry areas free of vegetation in the vicinity of the wetland stand. Surface samples (depth 0-5 cm) and samples at a depth of 20-25 cm were secured. Water was collected from the shallow tailings beaches around the vegetation stands. Sample Preparation The roots of the plants were washed free of tailings with distilled water. The resulting thick slurry of tailings was allowed to settle in the wash basin for five minutes and the supernatant water was decanted. The remaining saturated tailings were brought to 400 ml volume with distilled water in a beaker. The slurry was mixed with a magnetic stirrer for two 24-hour periods. After the first 24-hours, the slurry was allowed to settle for 20 minutes and the supernatant water was removed. The remaining sediments were suspended again in distilled water (400 ml total mixture) and leached for a second 24hour period. The tailings slurries from the different locations had a solid to liquid ratio, which ranged from 0.5 to 1.4 grams of dry tailings material per millilitre. The variations in the ratios are the result of differing fractions of coarse and fine tailings on the sites. In the final leachates, the solid to liquid ratios of the samples were 0.17 (±0.1) g/ml. The pH of the surface water and the leachate was determined with an I.L. Portomatic pH meter. All the tailings samples were homogenized in a mortar and brought to dryness at 75 to 85°C. The Churchill Falls Development will eventually be the largest source of hydroelectric power in North America. Churchill Falls was discovered in 1839, but until recent years it was not practical to begin development of this site to tap the 7 million horsepower available. This $1 billion project is located in Labrador, 700 miles northeast of Montreal and 650 miles northwest of St. Johns, Nfld. The construction will divert the Churchill River 5 miles upstream from the 245 foot Churchill Falls. Rapids above and below the Falls, together with the Falls proper, give a natural head of 1,040 feet. In contrast to the basic simplicity of the surface installations, the powerhouse labyrinth is astounding in size and complexity. The largest in the world, it consists of three major chambers - the powerhouse, 972 feet long by 81 feet wide and 154 feet high; the surge chamber, 763 feet long, 40 feet to 64 feet wide and 148 feet high; and the transformer gallery, 856 feet long by 50 feet wide and 39 feet high. Other major features include eleven inclined penstocks, each 1200 feet long and 20 feet in finished diameter; eleven draft tubes averaging 37 feet in finished diameter and 162 feet long; six vertical cable shafts each an average of 865 feet in length; a series of eleven short bus tunnels linking the powerhouse and the transformer gallery; a vertical power-

The compressive strength of coal, and its variation within and between seams, was determined for four Pennsylvania coal seams (Pittsburgh, Sewickley, Upper Kittanning and Lower Kittanning). Large coal blocks were obtained from 12 coal mines (three mines per seam) and cut into 50-mm (2-in.) cubes using a low-speed saw. The cubes were tested for compressive strength, with the results used to compute actual pillar strength. Using the tributary area approach, the pillar stress was determined. The pillar stress and strength data were used to calculate the factor of safety against pillar crushing for each mine. The cube strength was also correlated with various physical and chemical coal properties (density, percent absorption, percent ash, percent sulfur and percent carbon) to see if any strong relationships exist. The coal's mean compressive strength varies from 9.1 MPa (1326 psi) in the Lower Kittanning seam to 37.8 MPa (5480 psi) in the Pittsburgh seam. Between different seams the pillar strength varies from 29.5 MPa to 48.1 MPa (4282 psi - 6981 psi). Although coal strength appears to be weakly related to carbon content, no relationship was found between compressive strength and other physical or chemical properties. Since the values for the safety factor against pillar crushing generally exceed the recommended value of two, the existing pillars are mostly overdesigned. This implies that an accurate assessment of coal compressive strength could result in the use of smaller pillars and, thus, increased coal production.

A process for the separation and recovery of cobalt and nickel was optimized for a sulfate leach solution of Indian Ocean sea nodules containing 80 g/m3 cobalt and 730 g/m3 nickel using the sodium salt of Cyanex 272 as the extractant. Extraction of both cobalt and nickel increased with an increase in equilibrium pH and extractant concentration. The extracted species with respect to cobalt appears to be CoA2.3HA. More than 99.6% extraction of cobalt was achieved using 0.04M solvent in a three-stage counter current simulation at the A:O phase ratio of 3:2. The co-extraction of nickel was about 0.6% only. Two-stage countercurrent stripping of cobalt from the loaded organic at an A:O ratio of 1: 7 resulted in a pregnant electrolyte enriched by 0.8 kg/m3, thus enabling a ten times overall enrichment of cobalt. From the cobalt free raffinate, nickel extraction was carried out using 0.25M solvent in two countercurrent stages, and the extraction showed a 99.8% recovery. Stripping of nickel from the loaded solvent was carried out at an equal phase ratio with the advance electrolyte of pH 1.75 in two countercurrent stages. The nickel stripping efficiency was found to be 98.8%. The present studies indicated that complete recovery of cobalt and nickel was possible using nine counter-current stages.

INTRODUCTION The Milwaukee Metropolitan Sewerage District (MMSD), is a special purpose sub-regional agency that provides collection and treatment services for sanitary wastewater for an area of 420 square miles (1088 km2) in 27 municipalities in the Milwaukee, Wisconsin metropolitan area. During its almost 75 years of existence, it has constructed 464 km of intercepting sewers, the majority in tunnel, and two sub-regional secondary wastewater treatment plants. The present program, the $1.7 billion Milwaukee Water Pollution Abatement Program, was started in 1977 and developed from ongoing internal planning, the Federal Clean Water Act and court judgments. Elements of the Program include improvement and expansion of the two treatment plants; rehabilitation of older in-place sewers; building new interceptors and relief sewers and providing capacity for high volume storage in approximately 32 km of deep, large diameter rock tunnels; reducing combined sewer overflow; and disposal/utilization of the solids that remain after the treatment process. The construction phase of the Program accounts for $1,105,900,000 within 335 separate construction contracts, 211 let to date, and covers a span of 15 years, starting in 1979 and running through 1994. Conveyance System construction cost is estimated to be $650,000,000 or about 60 percent of the total. Through December 1986, in terms of dollars, the total construction program is about 38 percent complete with Conveyance at 34 percent complete.

The combined Bootstrap and Capstone deposits, located in the Bootstrap subdistrict (Section 10, T36N, R49E, M.D.B.M., Elko County, Nevada), are approximately 27 miles northwest of Ca-1I: Nevada. The contiguous Bootstrap Capstone deposits are located along the northeastern and northern flanks of Round Mountain, a horst block separated by grabens from the sheep Creek Mountains to the north-northwest and the Tuscarora Mountains to the east. Open-pit-minable gold reserves as of December, 1989, were 13.27 million short tons with an average grade of .057 troy ounces gold per ton and an overall waste-to-ore strip ratio of 2.5:1. Ore zones in Bootstrap are concentrated along north striking high-angle dikes localized along faults, while ore zones at Capstone are strata form and structural, occurring at the Devonian limestone/siliceous sediment interface and in high-angle fault-filling dikes. Pre-ore faulting produced a complex structural setting for Capstone, dominated by strong northwest fault sets cross-cut by northeasterly structures. Alteration associated with both deposits is silicification with a-strong argillic overprint. Dike emplacement, which post-dates silicification, marked the onset of mainstage gold deposition and argillic overprinting of silicified lithologies. Gold displays an affinity for moderately argillized sedimentary and igneous lithologies. Mineralogic and geochemical analyses of rotary percussion drill samples show good correlation between gold, silica, antimony, and arsenic.

The New Britannia Mine processes a qumtz-carbonate gold ore containing 4.63 git Au at a rate of 2,200 tpd. The ore contains approximately 3 .0% arsenopyrite, 2. 7% pyrite and the rest is gangue minerals. Eight to ten percent of the gold is refractory to leaching. Two years ago, New Britannia Mine experienced cyanidation problems. Gold extraction was not stable and occasionally decreased significantly. Preliminary test work, at laboratory scale and in the plant, indicated that lead nitrate addition was beneficial. A laboratory study was initiated to evaluate the level of control of the parmneters (grinding size, dissolved oxygen, pH, free cyanide and lead nitrate) to optimize the efficiency of the process. It was found that lead nitrate addition is required to alleviate the effect of metallic sulphides. This addition causes a significant increase in the gold leaching kinetics and a reduction in the cyanide consumption. The optimum system appeared to be: leaching for 24-30 hours at pH 11.8, 50 git lead nitrate, 250 ppm NaCN and 8 ppm 02. The gold extraction was 89.8% with grinding at 89%-74Fm (leached tail at 0.48 git). Cyanide and lime consumption are 0.40 kglt NaCN and 1.9 kglt respectively. Following the incorporation of lead nitrate, overall gold extraction was increased from 89.2% to 91.1 % but no change was noticed in cyanide consumption. The gross profit is $CDN 988,000 per year.

Oxide copper was discovered in 1946 at Guelb Moghrein. Early work culminated in the construction in 1970, by a consortium headed by the Anglo American group, of a project producing copper concentrates from 1,000,000 tonnes per annum of oxide ore. The process used was the TORCO (Treatment Of Refractory Copper Ores) process, which reduced oxide copper minerals to elemental copper by roasting in fluidised beds at 800°C with salt and coal. The roaster product was then floated to yield a high grade smelter concentrate, which was exported. The project closed in 1976, due to low copper prices and increased energy prices, leaving an open pit, the old TORCO plant, a water pipeline, and more than 2,000,000 tonnes of tail­ings, which contained remnant copper, as well as an average of 3 git of gold. After several attempts to recommence operations at Akjoujt, recovery of gold from the old TORCO tailings was started in 1992 by a joint venture company known as MORAK (Mines d'Or d'Akjoujt). This company comprises General Gold Resources N.L. of Australia, who are the managing partner, SAMlN (La Societe Arabe des Mines d'Inchiri) and the International Finance Corporation. Because the tailings are high in copper (0.1-0.3% Cu), the project used the 'Hunt' process, which uses a combination of cyanide and ammonia to leach gold while suppressing copper extraction. The gold is recovered from leach liquor by carbon absorption.

Introduction Lyon, with 1.1 million inhabitants, is the third largest city in France after Paris and Marseille. It is a lively industrial centre. Lyon lies at the intersection of many transport routes and at the fluence of Rhone and Saone. Like all large cities, Lyon is attempting to alleviate inner city traffic problems by constructing a metro. Metro construction in Lyon began with tunnels built by cut and cover methods along the streets. Deep diaphram walls, which were back anchored and toed into imperveous strata, formed the excavation walls. It is a very economic and simple method. However during the construction period, it has the disavantage of strangling urban life for several years. It is therefore increasingly being replaced by subsurface tunnelling methods. As it was decided to build the metro tunnel between the Guillotiere and St. Jean stations, and thus cross under the Rhone and Saone, the client, Semaly, put the contract out for a competitive tender in which the general parameters were defined. Line, level and construction method were left to the contractor. There was an extensive examination of the tenders, during which reference projects from competitors in Japan were visited, as well as in Germany. Finally the consortium of Dragages, Campenon Bernard, Colas and Hochtief was awarded the contract to drive this tunnel section with an hydro-shield and an extruded steel fibre concrete lining, a Hochtief design.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. FOREWORD This paper is based on the authors' experience gained in the environmental assessment of major uranium projects in the former Department of Science and the Environment and Department of Home Affairs and Environment of the Australian Government. The views expressed in the paper are those of the authors alone and not the Australian Government or Dames & Moore. INTRODUCTION Uranium has been mined in Australia since 1954. A number of small scale mining and milling operations were active in the Northern Territory, in South Australia and in Queensland in the late fifties and early sixties. However, in the late sixties there was an increase in exploration activities in the expectation of an upsurge in world demand for uranium Substantial new resources were delineated in the Northern Territory, Queensland, South Australia and Western Australia. The most significant deposits were located in the Northern Territory, in what is called the Alligator Rivers Region located approximately 200 km east of Darwin. The Region is in the latitude of 13° South and thus lies within the Australian tropics (Figure 1). It consists of approximately 2.3 million hectares of natural wilderness containing much spectacular and attractive scenery. The area is noted for its abundant wildlife, particularly the waterbirds that gather on the flood-plains. Much of the vegetation is diverse and interesting. The Aboriginal population still maintains elements of the traditional way of life, and the spectacular Arnhem Land escarpment contains many of the best surviving examples of Aboriginal rock art. Numerous rich archaeological sites provide evidence of continuous human habitation for tens of thousands of years. Climatically, the Region is of the tropical monsoon type with a dry season from may to September and a "wet" from November to March. High intensity short period rainfall is characteristic, and the average annual precipitation is in the order of 1 350 mm. The monthly mean temperature ranges from 25° to 30°C throughout the year. The development of regulatory controls on uranium mining in the Alligator Rivers Region has been affected by the political status of the Northern Territory. While Australia is a federation, established as an independent self-governing country in 1901, it was not until 1978 that the Northern Territory became to any real extent self-governing. Prior to 1978, the Territory was administered through a special department of the Commonwealth (ie. the Federal Government). Under the Northern Territory (Self Government) Act 1978, administrative powers similar to those possessed by the Governments of the six founding Australian states were provided to the Territory Government. However, the Commonwealth government did not transfer to the Territory all such powers and functions, and in particular there has been, since 1978, a dual role for the Commonwealth and Territory Governments in the regulation of uranium development. Details of this role are provided later in this paper. RANGER URANIUM INQUIRY By 1973, major deposits had been discovered in the Alligator Rivers Region at Nabarlek, Ranger, Koongarra and Jabiluka. The estimated reserves and mine life expectancy of these deposits are given in Table I. Other radioactive anomalies have also been identified in the area but, as yet, they have not been delineated or evaluated. [ ] In 1974, an agreement was signed between the Commonwealth Government and Peko Mines Limited and the Electrolytic Zinc Company of Australia Limited for the joint development of the Ranger deposit. In July 1975, the Government announced a Commission of Inquiry under the provisions of the Commonwealth Environment Protection (Impact of Proposals) Act 1974, into the proposed Ranger development. The inquiry was known as the Ranger Uranium Environmental Inquiry or more commonly, the Fox Inquiry after the presiding Commissioner, Mr Justice Fox.

Introduction Modern longwall mining, introduced to the US coal industry in the mid-1960s, is the latest coal mining technique. Today, longwall mining produces more than 15% of all underground coal production. The growth of longwall mining in the US is slow. However, nearly two decades of longwall mining have demonstrated that its benefits outweigh the disadvantages. Longwall Advantages Production and Economics - A typical longwall production ranges mostly from 0.9 to 1.8 kt (1000 to 2000 st) of clean coal per shift. This is about three to six times the production of comparable continuous mining units. Furthermore, there are much less rejects in longwall mining, typically 15% to 25%. It must be noted, however, that a new longwall with an inexperienced crew may produce less, depending on mining conditions. But as experience gains, production increases rapidly. Due to its high production, the cost per ton of coal mined over the mine's lifetime is cheaper with longwall mining than with continuous mining. A study on a conceptual mine of 25 year life using actual operational data (Dangerfield, 1981) concluded that the cost per ton of coal mined is 32% cheaper by longwall than by continuous mining. Another benefit from its high production potential is that it enables the production to be concentrated in a few longwall faces versus many units of continuous mining required to achieve a similar production. As a result, mine organization and management simplify considerably. Safety and Savings - Most US longwalls use shield supports that cover the roof with solid canopy and isolate a gob completely from the face area. Thus, if the supports are properly selected and operated, the potential for roof fall accident is almost zero. Furthermore, it is not unusual that a well-run longwall face is much more orderly and cleaner that most well-run machine shops. The ventilation system for longwall mining is the most ideal type. It is simple and unique. No auxiliary fans are required. The fresh air sweeps through the whole face. Its volume and velocity can be adjusted as demanded. Recovery - In spite of multiple entries layout for US longwall panels, the longwall method recovers up to 40% more coal than the continuous mining method (Dangerfield, 1981). The typical recovery for longwall mining is 70% to 85% versus 45% to 80% for continuous mining. Versatility - Longwall mining has been employed successfully in seam heights ranging from 0.8 to 3.7 m (2.7 to 12 ft); in seam inclinations from horizontal to 35°; in overburden depths from 46 to 914 m (150 to 3000 ft); in single or multiple seam mining; and in uniform or irregular seam characteristics. For seam height less than 1.2 m (4 ft), the plow is used instead of a shearer. However, in spite of recent developments, the plow still is unsuitable for hard coal seams. Slow Acceptance How come longwall mining, with so many advantages, has not spread more rapidly? Undoubtedly, the major reason is the large capital investment required. Under normal market conditions, the capital required for a longwall panel ranges from $7 to $11 million. Another factor is the uncertainty of its applicability to any specific coal seam of interest where longwall has not been used or operated successfully. Although longwall mining elsewhere has proven its applicability to wide-ranging seam conditions, there have been several failures in the past two decades. Analyses of those cases show that most failures can be attributed to inexperience, both operational and technical, including equipment selection. Therefore, personnel training on the longwall mining technique is absolutely necessary before its initial operation. Some earlier statements about adverse surface subsidence associated with longwall mining were misleading. Research has proven that surface subsidence under longwall mining is controllable and predictable. And, if longwall mining was mandatory since the onset of coal mining in the US, there would be no surface subsidence problems over abandoned mined land today. INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. Lack of such predictive ability has not limited the general over-all industrial use of froth flotation in sulfide mineral recovery. Rather the lack of

For most geologists and miners the term asbestos refers to a group of highly fibrous silicate minerals that readily separate into long, thin, strong fibers of sufficient flexibility to be woven; these fibers are heat resistant and chemically inert, and possess a high electric insulation and therefore are suitable for uses where incombustible, nonconductive or chemically resistant material is required. The US Mining Safety and Health Administration (MSHA) specifically refers to the naturally occurring minerals chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos as asbestos if the individual crystal fragments have the following dimensions: length-greater than 5 µm; maximum diameter-less than 5 µm; and a length to diameter ratio of 3 or greater. Since asbestos has been identified as one of the ten most carcinogenic substances (a cancer-causing agent), it has become, for many government regulatory agencies, a major issue concerning banning emissions to the environment. Very few recent issues have caused as much concern for the crushed stone industry as asbestos. Complicating the problem is the fact that several federal and state bureaus have greatly compounded the confusion because each has become involved in the asbestos dilemma. Simple solutions to a very complex problem have been proposed by these various governmental groups. In addition to governmental bungling is the fact that public interest groups have been able to use federal and state laws that have been enacted with a strong environmental bias to foment even greater complexities. Such is now the state of the asbestos problem. No con- firmed health risk has been associated with low-level exposure, namely crushed stone in an unbound form; a methodology for sampling and analyzing for asbestos has not been developed; a precise definition of what is asbestos does not exist, nor does a concensus among the various government groups as to what course of action to pursue. Pure asbestos as it is mined for commercial purposes does not exist in the properties mined by the crushed stone industry. Where the six asbestiform minerals do appear (to date we've been referring mainly to chrysotile in serpentinite formations in Maryland) the amount of the asbestiform mineral present is generally quite small. They generally appear in scattered, miniscule amounts. In the case of Rockville Crushed Stone in Montgomery county, Mary- land, the chrysotile is less than 1/2 of 1% of the rock deposit. No health risk has been identified with such minute quantities of asbestos minerals. MSHA standards for the occupational health and safety of quarry workers are being met; and there is every indication that normal background levels of asbestos, throughout the surrounding countryside, are as high or higher than levels measured on roads where the rock is used in pavement or base. The problem and the controversy lie with improper terminology on the part of so-called public interest environmental groups, aided and abetted by some governmental agencies who, to be charitable, we can best describe as uninformed. The news media frequently has fanned the issue, unintentionally we'd like to think, by quoting these misinformed authorities and not bothering to question the facts or adequately report balancing information handed to them. It is much better copy to talk about an asbestos cancer scare, than to deal with rather mundane measurements and descriptions that are hard to understand. At the heart of the issue is the improper use of the word asbestos. Instead of being confined to the geological description of the six asbestiform minerals-chrysotile, amosite, crocidolite, termolite asbestos, anthophyllite asbestos, and actinolite asbestos-the word asbestos is also wrongly used, but too-frequently to identify many other minerals that happen to have elon-

The Alligator Ridge mine is a near-surface gold mine located in a remote area 113 km (70 miles) northwest of Ely, NV. The deposit was discovered in 1976 by a lone prospector working under a grubstake contract for Amselco Minerals Inc. Evaluation of mine potential proceeded quickly. Favorable drilling results led to feasibility and mine design studies by the end of 1978. Mine construction began in early 1980. By September of that year, the process plant was fully operational. The first gold was poured a few months later. Alligator Ridge is designed to produce 1.9 t (60,000 oz) of gold each year. The projected mine life, based on proven reserves, is to mid-1988. However, Amselco is actively conducting exploration nearby for additional reserves to extend the mine's life. Amselco, a subsidiary of the British Petroleum Co., is based in Denver, CO. The company is mine operator and jointly owns the project with Nerco Minerals Inc., a wholly-owned subsidiary of Pacific Power and Light. Alligator Ridge is Amselco's first US mining operation. Geology Alligator Ridge, so named because it appears in outline to be an alligator at rest, contains disseminated micron gold embedded in iron-streaked siltstones. Although definitive conclusions have not been drawn on age and origin, the gold ore bodies are probably young by geological standards. They were formed in a recent volcanic period still evidenced in parts of Nevada by geysers and hot springs. As these superheated solutions rose through the permeable siltstones, they deposited minerals in the rock and formed the present gold ore bodies. During 1977, an extensive soil geochemical sampling program with additional geologic mapping and outcrop sampling were conducted. The results generated several drill targets. Initial drilling was performed in November and December 1977, and ore grade mineralization was encountered in the first drill hole. The Alligator Ridge mine is unusual in relation to other and more recent western US mineral discoveries in that it occupies an area that had no previous mining history. The ore deposits are hosted in upper Paleozoic sedimentary rocks that consist predominantly of a thick carbonate sequence. The main ore host is the Devonian-Mississippian Pilot shale, which occurs locally as a sequence of thin bedded calcareous, carbonaceous siltstones and claystones. The maximum observed thickness of the Pilot section in the mine area is about 140 m (460 ft). Rocks in the Alligator Ridge area have been folded into a series of low amplitude anticlines and synclines that strike north-south and plunge to the south at about 20°, with limbs that dip nearly 20°. The folds have been truncated and deformed by later high-angle faults that generally strike northwest. Although multiple stages of movement are evident on the fault systems, the youngest period of activity is along the major northeast trend. The predominant structural pattern in the area is of the basin- and range-type high angle normal faults. Alligator Ridge is actually a horst block between two basin and range faults. Vantage Ore Deposits There are three principal ore deposits within the Vantage Basin and several smaller satellite mineralized areas. The three Vantage deposits are encompassed in a mineralized zone that covers an area 915 m (3,000 ft) long and 305 m (1,000 ft) wide. All mineralized zones have been outlined by more than 600 rotary drill holes, with an average depth of 150 m (500 ft). Mineralization occurs in both carbonaceous and oxidized rocks. The carbonaceous gold-bearing material is not amenable to current heap leaching practice. Therefore, only oxidized ores are now treated. The carbonaceous gold-bearing material is segregated and stockpiled as it is encountered during mining. The three ore bodies occur along a north-northeast strike, with mineralization becoming progressively deeper from north to south. The ore block dimen-

Introduction Pure alunite (KAl3 (SO4 )3 (OH)6 ) contains 37% A1203. In the alunite ore found on Milos Island, Greece, opal is the principal gangue while some aluminum, iron, and titanium oxides are also present. Processing of alunite ore leads to the recovery of potassium sulfate, alusil (alumina-silica mixture), and sulfur dioxide. An interesting process has been developed in Greece (Svoronos, 1977) consisting mainly of roasting the alunite ore mixed with KCl to disrupt the mineral lattice in preparation for separating its components. The thermal decomposition of alunite at approximately 600°C occurs by the reaction: KAl3 (SO4)3 (OH)6 + nSiO2 + 6KC1 - 4 K2SO4 + 3 A1203 . nSiO2 + 6 HCl + 3H20 According to the process pure alunite mixed with 543 kg KCl, 840 kg K2SO4, 370 kg alusil, 264 kg HCl, and 65 kg H2O are produced. The roasted calcine is leached in hot water. The potassium sulfate leach slurry is then thickened and washed to obtain a solid residue (alusil) plus a solution rich in potassium sulfate. Assuming the alunite ore feed consists of 50% to 60% alunite, the solid residue might consist of approximately 22% to 27% A1203, silica, iron, and titanium oxides. This leach residue could be digested in a hot sodium hydroxide solution to dissolve alumina. An amount of the alumina (approximately 10%) would not dissolve. In addition, part of the silica would dissolve requiring removal from the solution in a subsequent desilication operation. The same leach residue could be attacked by mineral acids such as a diluted hydrochloric acid to extract aluminum chloride (Sawyer et al., 1983). Alumina and aluminum are presently produced from bauxite of which Greece has important reserves. If this aluminous material (alusil) could be beneficiated by any physical process, then it would be considered as a raw material for the production of fire-clay refractories instead of an alternate source of alumina. Experimental procedure Extensive laboratory work (mineralogical and chemical analyses) indicates that alusil is a mixture of liberated (mostly) alumina and silica particles, not a natural silicate mineral. Table 1 shows the chemical assays of two alusil samples that were obtained from a roasted alunite ore leaching pilot plant. The samples used for the experiments were a very fine alusil powder (K80 = 400 mesh, 38 µm). These were pulped in tap water. Desliming of the pulp before each flotation test was ineffective. Flotation tests were performed in a 2000 ml Denver cell. A standard 500-g sample was first conditioned at a pulp density 50% solids for 5 min with hydrofluoric (HF) acid solution (40%). The temperature of the conditioned pulp was measured and kept nearly constant at 50°C. The pH of the conditioned pulp was also regulated to 2.5-3 with HF solution. Then ARMAC C solution (2%) as well as two drops of fuel oil and one drop of AEROFROTH 65 were added and the pulp was reconditioned for 2 min. After conditioning, the viscous pulp was transfered to the flotation cell. It was then diluted with warm water to about 15% solids and floated to separate silica from alumina particles. A rougher froth product that was cleaned and recleaned was obtained from the flotation tests.

Recently Lurgi has succesfully commissioned Peru's first direct reduction rotary kiln at SIDERPERU?s Chimbote works. The order included comprehensive engineering services and supply of special equipment to modify three existing cement kilns according to the SL/RN process. The kilns were cut to 62m length and installed with a slope of 2.5%. A new heating system, including shell burners, was supplied and inlet and outlet ends of the kilns completely renewed. Figure 1 shows the kilns after modification.
