This report describes a process for tungsten recovery from Searles Lake brines and upgrading its concentration to useful levels. The method consists of a combination of a liquid-solid and liquid-liquid extraction step and results in a product stream containing more than l00g W03/1. This technique is also effective in substantially reducing the concentration of objectionable impurities in the tungsten product. An ion exchange extraction mechanism is postulated.

The focus of this paper is a study of pillar behavior in the context of interaction between a different rock material sequence in the associated roof and floor. INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. LHD 194 Loaders 81 Trucks 28 Jumbo Drills 78 Personnel Carrier 101 Service Equipment 155 Locomotives 50 Bolters 30 Scissor Lift 113 About 20 percent of the LHD and truck units are equipped with electronic fuel controlled engines. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. Underground booster fan installations are currently employed in hundreds of coal mines throughout the world. Such installations, when properly designed and maintained, have proven to be safe and effective tools to provide desirable airflow volumes on sections or in areas of mines where the ventilation requirements exceed the capacity of the main fan system. In cases where an airshaft cannot be justified due to surface topography, depth of cover, or limited reserves a booster fan can serve the same purpose, be operational in a fraction of the time and at a substantially reduced cost. Booster fans are currently non-existent in U.S. coal mines. This is primarily due to lack of acceptance by the Mine Safety and Health Administration (MSHA), which has failed to acknowledge the merits of a booster fan system. Also, the absence of booster fan provisions in Part 75 of the federal regulations has led to the misconception that booster fans are legally prohibited in U.S. coal mines. In 1986, Jim Walter Resources, Inc. (JWR) developed and submitted to MSHA a plan to install and operate an underground booster fan at the No. 7 Mine. Detailed computer simulations were used to substantiate JWR1s position, that the booster fan could effectively provide the needed airflow on a developing section without adversely affecting ventilation in other areas of the mine. JWR also realized that numerous safeguards and operating procedures were essential for providing a safe system. Thus, safety features such as electrical interlocking, independent power supply, remote atmospheric monitoring, etc., were incorporated into the plan. This paper is a case-study that discusses JWR's proposed plan to install and operate an underground booster fan at No. 7 Mine. Unfortunately, MSHA's continued negative response has prevented implementation of the plan.

Rare earth elements (REEs) have many critical uses in advanced technology and the lack of a reliable domestic supply has been identified by the US DOE as a vulnerability to US economic security. Our research focuses on developing an economical process for extracting REEs from coal fly ash and power plant wastewater sludge by coupling a hydrothermal extraction process with the engineering of a ligand-associated media for concentrating REEs from the extraction liquid. Ash samples have been collected from two Detroit-area Power plants that burn 100% low sulfur coal (Trenton Channel) or fuel blends of 75% low sulfur coal and 25% high sulfur coal or 70% low sulfur coal, 15% high sulfur coal, and 15% petcoek (Monroe Power Plant). Ash samples are then subjected to hydrothermal conditions from 100-350 °C for 1-24 h at Los Alamos National Laboratory and leachate concentrations are measured by inductively coupled plasma-mass spectroscopy (ICP-MS) and compared to hydrofluoric acid digestion results. Experiments designed to aid in ligand selection and loading optimization show that di-(2-ethylhexyl)methanediphosphonic acid (H2DEH or DIPEX™) can be successfully loaded to a commercially available swellable organically modified silica (SOMS) media. Preliminary results show that DIPEX-associated SOMS surface loading can exceed 4x on a mass/mass basis and in simplified sorption experiments with Nd solutions (~pH 2), the DIPEX-SOMS media can sorb >90 mg Nd per g of media. Recovery of the sorbed Nd with low pH solutions has had low efficiency with the high (4 g DIPEX/ g dry media); however, near complete recovery was achieved with lower surface loadings (0.05 g DIPEX/ g dry media). Column experiments are being conducted to evaluate the optimal ligand/media ratio for repeated use. Completive sorption with Fe and other major cations are also being evaluated.

Potash was first discovered in Saskatchewan in 1943 but its continuous extraction did not begin until 1962. In the years since then, potash has played an important role in the economic and political life of the province. And, as is well-known, the most eventful time in the life of the industry occurred in 1975 when the Government of Saskatchewan decided to become a major participant in potash production. To understand that decision, however, requires an understanding of the economic development of Saskatchewan and of relations between the industry and the government prior to 1975. This year, Saskatchewan celebrates its 75th year as a province. For most of those years, we have been an agrarian economy and society, dependent on exports of cereal grains, mostly wheat, for a livelihood. Even today, agriculture accounts for about 25% of the province's Gross Domestic Product (Economic Review, 1979, p. 7) and difficulties in agriculture spread rapidly to the rest of the provincial economy. The difficulties and risks that go hand in hand with being a "one crop" economy were known as long ago as 1920 but were not fully appreciated until the combination of depression and drought in the 1930's turned the prairie grain- belt into a dustbowl. Some idea of the severity of the depression is revealed by the following data: in 1928, Saskatchewan produced 321 million bushels of wheat. By 1931, the total fell to 132 million bushels and, in 1937, to a mere 37 million bushels. The value of agricultural products sold off farms fell from $273,000,000 in 1928 to a meagre $51,000,000 in 1937. The impact of such a fall of agricultural incomes was catastrophic since about 70% of the population of some 921,000 persons lived in rural, agriculture-dependent areas (Britnel.1, 1939, p. 14).

Much criticism has been levelled at bacterial oxidation over the quantities of air required for successful operation. Examination of the oxidation reactions and the assumptions concerning oxygen transfer made in the literature (1) indicate that the aeration requirements can be much less than those beirig suggested. Observations made on a large scale pilot test have confirmed reasonable aeration levels in extended site operation over a six month period. These aeration levels have implications for the engineering design and the power needed for aeration and agitation. Thus, these parameters effect both capital and operating costs as well as influencing the complexity of the design and normal operation. A number of companies have developed bacterial oxidation cultures intended for commercial ·expl oi tat.ion ( 2, 3, 4). Most of these cultures have been based on Thiobacillus and operate at temperatures between 30°c and 40°c. This temperature range limits their application in hotter regions unless means for both heating and cooling are provided in the design. Thiobacil!us cultures are also reported as not able to oxidize arsenic (III), which may limit the application of these cultures to successfully treat arsenopyritic ores and concentrates (5). BacTech (Australia) Pty Ltd has developed a culture which operates at temperatures above 4o0 c and which has been tested in a large site based continuous pilot plant at up to 55°c over a six month period. The culture showed resistance to high levels of soluble arsenic, allowing the arsenic to be retained in solution for control led precipitation and disposal. Data for. the arsenic precipitates indicated that these waste solids were relatively stable and, under the correct circumstances, were suitable for disposal into tailings dams without causing environmental problems.

Approximately 10 to 20 pct of exhaust aerosol mass from diesel equipped vehicles operating without exhaust controls is attributable to particles in the 1.0-10 µm size range. Recent in-mine measurements suggest that, in addition to reducing overall exhaust aerosol mass concentrations, the use of waterbath exhaust conditioners (water scrubbers) may significantly reduce the concentration of diesel exhaust particles larger than approximately 0.5 µm aerodynamic diameter. This implies that a measurement system that discriminates between diesel and mineral dust aerosols on the basis of aerosol size would have different accuracies depending on use of a water scrubber. To test this hypothesis, laboratory measurements were made by the Bureau of Mines to determine diesel exhaust aerosol penetration efficiency through a water scrubber as a function of size and engine operating conditions. Size distributions were determined using a Micro-Orifice, Uniform Deposit Impactor. Concentrations of CO, CO2, NO x, O2 and gas-phase hydrocarbon concentrations were also measured. No significant effect was found for these gases other than a slight decrease in NOx emissions. The water scrubber served as a moderate aerosol control with reductions in mass concentrations of about 29±9 pct under most conditions. This reduction occurred for particles less than 0.2 µm and greater than 0.6 µm aerodynamic diameter. Coal dust aerosols are mostly larger than 0.8 µm aerodynamic diameter. With use of a water scrubber, separating the aerosol into two parts, greater and less than about 0.8 µm aerodynamic diameter during sampling, results in collection of diesel and coal dust aerosol accurate to within 10 pct. Without a water scrubber in operation, such a sampling protocol would only be accurate to approximately 15 pct.

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

Bituminous coal dust was repeatedly placed into one lung lobe of anesthetized Macaca nemestrina monkeys using a flexible fiberoptic bronchoscope. Radiographs taken at 15 day intervals showed a focal radiographic density after 90 days time when a total of 1 gram of dust had been instilled. The radiographic density progressed slightly in size until 12 months by which time 3 grams of dust had been instilled and the animals were euthanized. At necropsy, the only significant gross lesion detected was the focal black pulmonary lesion located at the dust instillation site. Histologically, the lesion was composed of coal dust laden macrophages located primarily within interstitial tissue and interspersed with a slight amount of reticulum and connective tissue fibers. The distribution of coal dust was limited to the instillation site in the right caudal lung lobe based on radiographic, gross and histologic examination. Bronchoalveolar lavage of both right and left caudal lung lobes was performed 8 times during the 12 month long experiments without significant complications. More macrophages were found in lavage fluid from the right lung than the left, and most macrophages from right lung contained coal dust particles. Based upon a limited physical examination and complete blood count at 15 day intervals the animals remained normal during the experiment. We conclude that the primate lung's response to focal experimental bituminous coal dust resulted in a marked focal increase in pulmonary alveolar macrophages, which can be recovered regularly in high numbers by bronchoalveolar lavage. The model described has significant potential for investigating the pathogenesis of various respirable dust-induced pneumoconioses, for evaluation of new therapeutic approaches, and for refining experimental and clinical diagnostic applications of bronchoalveolar lavage. The announcement of a high-grade ore intercept near Wenatchee, Chelan County, WA, by Asamera Minerals in 1983 triggered widespread interest in this old gold mining district. The district has a long history of exploration and production and was actually one of the few underground gold mines that operated in the post World War I1 years in the US. Gold occurs in a north-trending structural zone in folded and faulted Eocene arkose intruded by andesite and dacite dikes having dates in the 42 to 50 m.y. range. Ore has been mined selectively from ladder veins perpendicular to the trend, from the south end of the trend near Squilchuck Creek. These veins narrow and silicification becomes pervasive northerly where wider zones were caved later in the operation. Recent discoveries at "B" reef at the north end are also in wide zones of silicified arkose. The gold lodes originally cropped out as prominent silicified and iron-stained ridges that were described in the early days as "reefs." The early discoveries were made in out- crop about a hundred years ago, and two claims, the Gold King and Macbeth lodes, covering the most prominent out- crops on the north side of Squilchuck Creek, were staked in 1885 and patented shortly thereafter. A five stamp mill was erected in 1894, but failed to liberate gold for amalgamation. The two patented claims were acquired in 1934 by J. Keegan, who carried out limited exploration and shipped small amounts of flux ore to Tacoma during the next few years. There was no substantial exploration or development of the claims, however, for several years after that time, and ownership of the claims eventually passed to a series of trusts administered by a bank in Seattle.

A computer model was used to simulate the effect of leakage through confining beds on a hypothetical in situ leach operation in an aquifer with a thin mineralized section. The simulations were used to assess economic and potential environmental implications of leakage on an in situ leach operation. Four scenarios were modeled - three representing cases with different degrees of confinement, and the fourth representing a stratified ore zone under a low degree of confinement. The model simulated the travel path and travel time of lixiviant given the hydraulic conditions prescribed in each scenario. The results show that the travel path and travel times vary by about 10% for confinement ranging from nearly impermeable (essentially no leakage) to an extremely low level (thin confinement with a permeability about equal to that of the aquifer) for isotropic aquifer conditions. The aquifer thickness contacted by the lixiviant varied from 85% to 90%. Horizontally, 55% to 60% of the aquifer was contacted. The flow paths in the stratified aquifer were reduced in the vertical direction and expanded horizontally. Forty- five percent of the aquifer thickness was contacted vertically with 88% contacted horizontally. Break- through time for lixiviant traveling at mid-depth of the aquifer increased two times when the leakage was increased from nearly zero to a value representative of thin and highly permeable confinement. Leakage affects the economics of in situ mining by (1) increasing the time required to leach out the ore, and (2) increasing the thickness of the ore zone aquifer to be restored. The potential for environmental impacts appears to be minor. In all four simulations, the lixiviant did not contact the confining strata. Restoration would be limited to cleanup of the ore zone aquifer within the thickness contacted by lixiviant and within the radius of the lixiviant that traveled farthest away from the production cell.

In July, 1988, the Mine Safety and Health Administration (MSHA) Advisory Committee on Standards and Regulations for Diesel-Powered Equipment in Underground Coal Mines recommended that the Secretary of Labor set in motion a mechanism whereby a diesel particulate standard can be set. Prerequisite to establishing a standard would be the development and evaluation of instrumentation to measure diesel particulate. In response, the Mine Safety and Health Administration, Dust Division, has been evaluating instrumentation that can be used to determine diesel particulate levels in underground mines. This instrumentation employs the principle of impaction to separate particles by size, thereby, separating the diesel and nondiesel particulate. Separation of the particulate by size was chosen because diesel particulate is generally less than 1.0 micrometer in size. No other methods have been developed to successfully distinguish between the coal and diesel particulate. MSHA developed an impactor that is inexpensive and compatible with existing pumps and filter holders. The instrumentation evaluation has primarily focused on the repeatability and performance of several personal dust samplers. The samplers tested include the Sierra-Andersen Model 298 personal impactor and MSHA developed personal impactor. The MSHA impactor is inexpensive and compatible with the existing pumps and filter holders. In addition to evaluating the precision and performance of these instruments, tests have been conducted to determine background levels of submicron particulate in nondieselized coal mines and to measure the submicron particulate content in dieselized coal mines. Tests were conducted in coal mines where diesel equipment was used only in outby areas and also in coal mines where diesel equipment was used for face haulage. This paper describes the results of the tests and provides a description of the instrument at ion used to conduct the tests.

INTRODUCTION Mining is the Polish greatest industry employing about 350 thousand miners in more than a hundred underground mines. The mining regions are located mainly in the south of the country - see Fig. 1. [ ] The coal mining dominates, however, and the zinc-lead and copper-ore mines presently employ about 16000 miners. All these mines are rather deep and wet. Their drawing shafts are between a hundred to more then thousand meters deep. The cross-adit of working area of mines ranges from several kilometers to a few tens of kilometers. The numbers of mines per mine differ also considerably and depend on the territory and type of mines. The largest coal mines employ about ten thousand miners but the largest metal ore mines do not employ more than four thousand miners. In all the mines the electric motors or diesel engines are being used. The intensity of mine ventilation, characterized by the volume of fresh air injected in to the main ventilating shaft per miner and per unit of the power consumed by the engines is about 6 cubic meters per minute per man and per horsepower. The studies of the potential alpha energy of radon daughter products /RnDP/ could be divided into the three developmental stages: I-st - stage /1966-1970/ the stage of so called Pilot Survey. During this stage concentration of potential alpha energy of RnDP in the air was measured in selected typical mines in all mining regions of the country. II-nd - stage /1972-1974/ was the periodical control of concentration of potential alpha energy of RnDP in the air of zinc-lead and copper-ore mines which have been chosen and recognized during the first stage as being the most hazardous ones. Air-sampling system /ASS/ measurements were applied during this stage.

INTRODUCTION This paper outlines the methods used to drill and pregrout prior to the excavation of five Mine Shafts in the Coal Measures of the Eastern United States. One example is the use of cement pregrouting of four 240 meter deep shafts and the second is the use of chemical pregrouting of a 360 meter deep shaft. These two examples will be compared and contrasted, both at the investigation stage of each project, and during the drilling and pregrouting itself, to illustrate the different approaches taken and how these affected the outcome, both technically and economically. INVESTIGATION FOR 240 METER SHAFTS In the case of the four 240 meter shafts, site investigation was carried out prior to bid, and information was made available by the Client in the form of a report. This report was based on pressure testing of NQ cored boreholes at each shaft site. Pressure testing was repeated two or more times, at each test setting, using 345 or 690 kPa of water pressure in accordance with the procedure outlined by the U. S. Bureau of Reclamation. Flow readings were taken every minute over a period of ten minutes. Maximum computed permeabilities, for the strata which accepted water under test for the shafts, carried between 1.0 x 10-6 m/s and 3.0 x 10-6 m/s, and total calculated seepages varied between 170' litres/minute to 3891 litres/minute. Although these figures did not indicate an excessive amount of seepage, the Client decided that pregrouting should be carried out, and chemical grouting was not discussed, even though the test permeabilities indicated the use of cement grout would be limited in this case.

In the past, most people have associated gold scams with the sale of non-existent gold mines, an undivided interest in unmined ore or the sale of gold-plated lead bars. These scams are still available to those who want to speculate. Now, though, the mining industry is plagued with a new type of con artist. Many of the new scams involve large, well established mining companies being victimized. Nearly all legitimate mining companies are in search of good mining prospects. This makes them susceptible to modern day con artists. Many professionals from the mining and petrochemical industries are out of work. Some of them have gotten involved with scams or activities that border on the criminal. Mining companies are losing millions of dollars each year to scams. Some of these scams involve venture-capital fraud. Some involve fraudulent mining proposals. And some involve unqualified individuals who are providing services by the precious metals industry. The author estimates that mining scams may be costing precious metals companies as much in dollar losses annually as employee theft. Employee theft is at an all time high, but so are gold scams. Since January of 1990, the au¬thor has been involved in gold theft investigations in which more than $1 million in gold product has been stolen by employees. In the past, most of the gold mine scam operators have concentrated on the general public, which is generally ignorant of basic mining procedures and practices. A scam artist would tell someone from your neighborhood that they have a wonderful underground mine. It produces 62.2 kg/t (2000 oz per st) of gold ore. Your neighbor might think that sounds like a very good investment. Those involved in the mining industry know better.

This paper describes the design, equipment selection and onshore fabrication of the largest facilities module ever installed in a single lift in the Gulf of Mexico. Measuring 35.5 x 70.1 x 21.3 m (110 x 230 x 70 ft), the three operating level structure houses Frasch process sulfur mining equipment and weighed nearly 49 million N (5500 tons) during lift. An operating weight of over 74 million N (8300 st) combines with bridge reactions acting on the in-place module and results in a total operating vertical load on the supporting platform deck of about 107 million N (12,000 tons). A Vierendeel truss structural system was selected for framing the module to allow maximum equipment access and routing flexibility for complex, insulated large diameter process piping. Research and finite element analysis of crimp plate siding behavior in shear was carried out during selection of siding type for the module. An interactive design sequence was carried out that incorporated in-place operational criteria, onshore fabrication considerations, complex process equipment requirements, plus load-out, ocean transport and offshore lift analyses. Project schedule dictated that design, procurement and fabrication be fast-tracked with parallel activities accelerated to the maximum extent possible. Design and construction of this largest and most complex module was done concurrently with 52 other components of the project including jackets, decks, process and living quarters modules as well as two 122 x 22 m (400 x 72 ft) sulfur tankers. Total tonnage of steel structures for the project exceeded 90.7 kt (100,000 st). The 5 kt (5500 st) mining module proved the viability and costeffectiveness of larger modules than commonly used in Gulf of Mexico waters. This technical advance can be matched with economic opportunity for other large-scale offshore installations.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant.
