Mining on Bureau of Land Management (BLM) administered lands is affected by Federal laws and regulations requiring the mining industry to plan for the environmental consequences of surface disturbance. Regardless of the requirements for obtaining a claim, permit, lease or contract to mine, a notice or a mining and reclamation plan will be submitted and an acceptable environmental document must be prepared prior to mining. A bond may be required based on the results of the environmental evaluation, public interest and the operator's past history of compliance. In several areas, Federal requirements are different from California's requirements under their Surface Mine and Reclamation Act (SMARA). Therefore, the BLM is negotiating with the State in order to work out problem areas of responsibility and duplication of effort.

The United States is faced with increasing demands for electricity, coupled with continuing demands for crude oil and gas. Superimposed on these' national requirements are our national requirements for clean air and elimination of thermal pollution of our rivers. From the coal viewpoint, this situation is complicated still more by the rapid advances in nuclear power. In this paper, I hope to show a way to use our Western coals as a solution to this involved national problem by producing: 1. High quality crude 2. Low cost power 3. Economic byproducts We could expect these products to be made at one site in an integrated plant that would mine (extract) coal, process it, and convert it to electricity. Perhaps the most important attribute of the plant is its reduced water requirement and the elimination of air pollution from the power cycle. Quite logically, such a plant would probably recover valuable byproducts, such as pipeline gas, sulphur, cement, aluminum, and the like. Although the plant projected in this paper is a conceptual one, it is based on work now underway by Government and industry. Prediction of the future is a most hazardous occupation, but plants such as the one projected are based on current knowledge and can be expected to reach commercial operation in the near term future.

INTRODUCTION In recent years, there has been a trend in the direction of larger drilling equipment and larger diameter blastholes. Although this change has improved the efficiencies and reduced the costs in many operations, it has increased the potential for damage to underground openings. In addition, in many instances one now finds more sophisticated delicate instruments, automated control facilities, and a large variety of structures in proximity to blasting activity. The combined effect of larger-scale blasting activity and its proximity to various features of interest is such that there is an increased need for a more refined analysis of blasting effects and their control. BLASTING EFFECTS ON ROCK SURFACES The Breakage Mechanism In order to develop techniques for controlled blasting, one must first understand the features of the mechanisms by which blasting causes rock breakage to occur. These features have not been easy to demonstrate, mostly due to the difficulty in making tests and observations at the high stress levels and short time durations involved. When an explosive charge is detonated, the material surrounding the charge is subjected to a nearly instantaneous, very high pressure [on the order of 1.4 to 13.8 GPa (0.2 to 2.0 X 106 psi), depending on the explosive]. If the charge is coupled to "average" rock, this pressure will pulverize the surrounding rock for a distance on the order of 1 to 3 charge radii in hard rock, and to a greater distance in softer rock (this is also dependent on the type of explosive). As the pressure wave passes into the rock, high tangential stresses cause radial cracks to appear, and the nearly discontinuous radial stress zones gen¬erated by the shock front may cause tangential cracks to appear. The extent of these cracks depends on the energy available in the explosive, how quickly the energy is transmitted to the rock, and the strength properties of the rock. The discontinuous shock front is quickly dis¬sipated, but the expanding gases generate a longer-acting pressure. A compressive pulse travels to the nearest face or internal rock boundary where it is reflected in tension. The tensile strengths of most rocks are roughly 40 to %o of their compressive strengths, so the rock may now fail in tension whereas it may have been able to support the diminished compressive phase without failure. The ten¬sile deflection typically produces a failure described as tensile slabbing or scabbing. Laboratory experiments and field experience have pretty well established that several mechanisms are involved. These include (1) the classical case of tensile parallel slabbing when the pressure pulse is reflected at a free surface; (2) failure under quasi-static compressive loading (the shape is normally irregular due to discontinuities in the rock); (3) radial cracking under the action of tangential stresses at the periphery of the expanding pressure pulse; (4) peripheral cracking at the discontinuous shock front which is quickly dissipated; and (5) additional mass shifting due to the venting of the explosive gases. The first three items have received much attention in the laboratory and the literature. The complex effects of gas venting are difficult to test in the laboratory because of the difficulty in reproducing the many weak planes and discontinuities typical of most field conditions, which play such a prominent role in determining the behavior of the rock mass subjected to blasting. Unfortunately, gas venting effects can be pro¬jected to significant distances under certain field conditions, and are sometimes difficult to control. It is not unusual for gas venting to be the overriding factor in determining the final geometric shape and physical condition of the finished excavation. Sources of Damage For the purposes of this discussion, damage includes not only the breaking and rupturing of rock beyond the desired limits of excavation but also an unwanted loosening, dislocation, and disturbance of the rock mass the integrity of which one wishes to preserve (such as mine pillars, underground openings, etc.). The sources of damage include, of course, all those physical features of the rock breakage mechanism. Each of these effects must be limited to the desired zone of breakage and excavation if the integrity of the remaining rock mass is to remain undiminished. The primary zone of rock breakage usually can be controlled in the normal process of field experimentation to determine proper charge sizes and location for primary excavation. However, it frequently happens that there is damage from sources which are more difficult to account for in the design process, which are often overlooked. These are (1) the overbreak due to poor drilling control, (2) dislocation of rock (mass shifting) due to venting of explosive gases, and (3) loosening or dislocation due to the influence of seismic waves (ground vibrations). CONTROL OF ROCK BREAKAGE Importance of Geometry In studying the rock mass and blasting design con¬siderations, it is important to keep in mind the geometric relationships among charge size, shape, and position, and the physical features of the rock mass to be preserved. The features of principal interest are the external shape and position of the rock mass relative to blasting, and the position and attitude of any weak planes in the rock mass. The Sequence of Blasting and Excavation Events Unfortunately, there are too many times when the task of preserving delicate rock is considered hopeless, and because of this attitude, no further effort is ex¬pended towards caution or control. In such cases there is often a failure to recognize the importance of the se¬quence of the procedures. Attention to this can greatly reduce unwanted effects at minimum cost. INTRODUCTION Historically, pollution control in the metal-ore mining industry has been very limited. Unless mine water contained large quantities of solids, it was generally discharged without any treatment. If treatment was used to control solids, it was principally the provision of a settling basin in the form of a tailings impoundment used in conjunction with an associated metal ore dressing facility. Recently, however, a growing awareness of the adverse environmental impacts of mine drainage, coupled with strict environmental laws, has prompted the mining industry to look at new technologies and to refine the existing methods to further treat the wastes generated. This industry is unique in that waste loadings are extremely variable, and a "typical facility with typical waste loads" does not exist. Consequently, one waste- water treatment system cannot be utilized on an industry wide basis; rather, each treatment system must be designed specifically for the pollutants in each individual discharge. Public Law 92-500, the Federal Water Pollution Control Act (FWPCA) Amendments of 1972, became effective on Oct. 18, 1972. This law completely restructured Federal laws and philosophies underlying the Federal approach to water pollution control. Prior to the 1972 amendments, the principal Federal regulatory tool had been water-quality standards based on a designated use for a particular body of water. The concept was that waste disposal into water bodies is a desirable and acceptable use of the water body if it does not interfere with other beneficial uses. This had the effect of requiring various degrees of treatment and, consequently, various economic hardships on industries de- pendent upon their location. In many waterways. it is very difficult to quantitatively relate discharges to water quality. The 1972 amendments changed the basic philosophy, as stated in the Senate Committee report on the bill, to ". . . no one has the right to pollute . . . that pollution continues because of technological limits, not because of any inherent right to use the nation's waterways for the purpose of disposing of wastes." Pursuant to Sections 301, 304(b), and 306 of the FWPCA Amendments of 1972, the US Environmental Protection Agency (EPA) was required to establish effluent standards applicable to all industrial discharges. These standards must be based upon the application of the "best practicable control technology currently avail- able" (BPT) and the application of the "best available technology economically achievable" (BAT). The BPT and BAT levels must be achieved industry-wide by July 1, 1977, and July 1, 1983, respectively. WASTE SOURCES The waste-water situation in the mining segment of the ore mining and dressing industry is unlike that encountered in most other industries. Most industries (e.g., the milling segment of this industry) utilize water in the specific processes they employ. This water frequently becomes contaminated during the process and must be treated prior to discharge. However, in the mining segment, process water normally is not utilized in the actual mining of ores (exceptions are hydraulic mining operations and dust control), but it is a natural occurrence that interferes with mining activities and must be removed before mining can commence. Water enters mines by ground-water infiltration and surface runoff, and it comes into contact with materials in the host rock, ore, and overburden. The underground mine must pump large quantities of ground water to prevent flooding of the mine. Water from surface mining operations generally occurs as a result of surface runoff of rainwater. Generally, mining operations control surface runoff through the use of diversion ditching and grading to prevent, as much as possible, excess water from entering the working area. Nevertheless, some surface runoff does come into contact with the working area and may become contaminated. The quantity of water from an .ore mine is unrelated, or only indirectly related, to production quantities. De- pending upon its quality, the mine water may require treatment before it can be discharged into the surface drainage network. The variability of water quality from mines can best be demonstrated by looking at Table 1. This table shows the range of pollutant concentrations in untreated discharges from three different categories of mines (as categorized by EPA in the development of BPT and BAT effluent standards for the metal-mining industry). Data for this table were obtained during EPA's preparation of effluent standards for this industry. The parameters shown on the table are the pollutant parameters of primary interest in this industry; blanks in the table indicate that data were not available, and the parameter is not expected to be present in significant quantities. Other pollutant parameters are present in mining waste water, but they are either incidentally removed in the treatment process or are found only in trace amounts. The three categories comprise more than 90% of the metal production value in the United States and approximately 95% of the total mine discharges. It is important to note that not all parameters are found in significant concentrations at all locations. IMPACT ON WATER QUALITY One of the most troublesome mine-drainage problems is acidity. Although generally associated with coal mining, acid mine drainage frequently occurs from other types of mines. Although the exact mechanism of acid mine drainage is not fully understood, it generally is believed that pyrite (iron sulfide, FeS,) is oxidized by oxygen (Eq. 1) or ferric iron (Eq. 2) to produce ferrous sulfate (FeSO4) and sulfuric acid (H2SO4) . The mining of ores associated with pyritic material exposes the pyrites to water and oxygen and grossly accelerates the natural oxidation processes, resulting in the significant production of acid mine drainage.

In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

This paper presents the results of an investigation of the stability of the mass flow rates and average pellet size in the different streams of an industrial-scale balling circuit. The variables in this study include water content, drum speed and fresh feed rate. It was found that both the mass flow rates and pellet diameter are greatly disturbed when a change, positive or negative, in any of the variables takes place. For most of these disturbances to be damped don, a period of one hour or so is required. When a disturbance in the feed rate was made, the transient period extended to more than one and half hours (the duration of the experiment). It was observed that there is an interaction between the drum speed and moisture needed for producing an acceptable green ball product. The moisture content of the product pellets was found to be a function of the pellet size, with the larger pellets retaining a higher moisture content.

Introduction The Carlin Trend is North America's premier gold producing district. It is located in northeastern Nevada's Elko and Eureka Counties along a northwest trending belt about 65 km (40 miles) long and 8 km (5 miles) wide (Thorstad, 1989; Jones, 1989). This trend is the worldwide reference site for epithermal, sedimentary rock-hosted microscopic gold deposits. At least 19 deposits have been discovered to date, varying in size from 933 kg to 1.08 kt (30,000 to 35 million contained oz) of gold (Fig. 1). Newmont Gold Co. and its parent, Newmont Mining Corp., jointly constitute the largest mineral right holders in the district. They own or control more than 1000 km' (386 sq miles) in and around the Carlin Trend and own all or part of I6out of the 19 mines and prospects identified to date. Since the initiation of Newmont's exploration activities in the Carlin Trend in 1961, 2.24 kt (72 million oz) of cumulative gold resources have been identified. Cumulative production from all mines since the start-up of Newmont's Carlin mine in 1965 to the end of 1989 was about 202 t (6.5 million oz) (Jones, 1989). The incentive of sustained high gold prices and innovation in processing technology resulted in a significant acceleration of gold output over the last few years. Newmont Gold alone produced more than 43.5 t (1.4 million oz) in 1989. That is equal to 22% of the cumulative 1965 to 1988 output, and an almost 200% increase over its 1986 output. The same incentives produced even more spectacular exploration results. In each of the last five years, net additions to reserves and resources outpaced current production by substantial margins. These facts demonstrate the spectacular past prospectiveness of the Carlin Trend and the success of focused, multi-disciplinary exploration methods that made it possible to more than offset the recent accelerated depletion of gold resources. However, is this situation sustainable? How long can the mining companies along the Carlin Trend keep on finding resources faster than they deplete them? These are some of the questions that motivated this study. The authors have not quantified the future potential for gold exploration in the Carlin Trend nor established a deposit discovery path. But strong indications were discovered that the [ ] Carlin Trend remains a relatively immature exploration district and that the potential for significant new discoveries is high. Methodology and data The approach chosen to address the above questions was simple. The authors compiled deposit size data, measured in contained ounces of gold resources, for all known deposits along the Carlin Trend (Table 1). The resource information was obtained by adding cumulative historical production (adjusted for mining losses and metallurgical recovery) to 1989 year-end published resource inventories. In a mature exploration area, where most deposits have been discovered, this distribution would be expected to approximate lognormality and would plot along a straight line on a lognormal probability scale. This result was found in previous work by Allais (1957) and recently confirmed by Cox and Singer (USGS, 1986) in regard to various types of mineral deposits in several regions of the world. It was also found to hold true for oil and gas pool size distributions (Arps and Roberts, 1958; Kaufman, 1962; McCrossan, 1969). [ ] The data used were compiled by Newmont Exploration geologists. The purpose of the study is to make inferences about the underlying geologic processes in the district and the maturity of the exploration effort. Therefore, deposits were not classified according to ownership but according to geologic occurrence as known from current information. Newmont's Post and Barrick's Goldstrike and Betze deposits, for example, are shown as a single occurrence to reflect the actual geologic setting. The cumulative frequency distribution of deposit sizes was plotted on lognormal probability paper (Fig. 2). The abscissa shows the cumulative fraction of deposits at or below a certain deposit size and the ordinate shows the deposit size in thousands of ounces of contained gold resources.

Even before the energy crisis developed in the early '70's, considerable research world-wide was being directed towards the development of schemes to both reduce the energy requirements and to reduce air pollution emissions associated with the manufacture of glass. In many cases the sought-for solutions would benefit both objectives. If, for example, the glass batch could be consolidated into such compact forms as briquettes or pellets, they could be preheated in a moving-bed heat exchanger with the high-temperature exhaust gases from the glass furnace. Lower furnace temperatures would thus be possible with a corresponding reduction in heat losses and total fuel consumption. Moreover, the lower temperatures would also reduce the amount of nitrogen oxides generated in the furnace and emitted to the atmosphere. Many tests on consolidated glass batch have been run in many countries. In some cases, extended tests on production furnaces have also been included in the programs. For various reasons, however, none of these has proved to be economically attractive. The current, but temporary lull in the rapidly rising cost of energy which has been with us in recent years, has reduced the push for research for energy saving means for melting glass. A few of the current programs will be discussed. Since raw material requirements, primarily physical in nature, are affected by some of these schemes, these will also be considered.

This article describes research conducted by the University of Alabama's Mineral Resources Institute on removing sulfur from coal using a combination of gravity concentration and flotation methods. The research used the gravity and centrifugal force capabilities of Humphrey's spiral to remove part of the pyritic sulfur and ash. Flotation of the Humphrey's spiral coal concentrate removed additional sulfur and ash. In addition to obtaining good recoveries of high quality coal, the tests demonstrated that pyrite in the wastes could be isolated as enriched flotation products by the combined gravity-flotation approach. Domestic coal production in 1980 reached a record 757 Mt (835 million st). Forecasts are that coal production and use will approach 907 Mt (1 billion st) by 1985, with much of the increased production being used for electrical generation. Of current production, it is estimated that about 454 Mt (500 million st) of coal nationwide are subjected to some degree of cleaning, ranging from crushing and screening to gravity concentration and flotation. With expanded coal production and more rigid controls placed on coal combustion, it is reasonable to assume that the tonnage subjected to some form of preparation will increase, with time, thereby adding to the burden of coal rejects being generated. A major problem associated with increased coal use for electricity generation is the need for utilities to conform to emerging federal air quality standards for sulfur oxide emissions from power plants. To a lesser extent, other industrial operations burning coal face a similar situation. Controlling sulfur oxide emissions by using low-sulfur coal or resorting to stack gas desulfurization are two recognized approaches, but removing sulfur from the coal, if possible, by physical beneficiation before combustion is preferred because of its simplicity and lower cost. Reducing the inorganic sulfur in coal to tolerable limits by physical beneficiation, including flotation, as now practiced, is still relatively inefficient and has not kept pace with the more sophisticated physical beneficiation approaches generally employed by the nonfuel minerals industry. As one phase of a broad program conducted by the Mineral Resources Institute at the University of Alabama on sampling and evaluating impounded fine size waste coal, tests were made using samples from two impoundments to determine the quality of coal recoverable by a combination of Humphrey's spiral concentration and flotation. Particular attention was given to organic and inorganic sulfur deportment and distribution in the various products. Another objective was to determine if pyrite in the waste could be recovered for possible marketing. The use of Humphrey's spirals to concentrate fine coal was practiced as early as 1947. At that time, the Hudson Coal Co. used spirals to concentrate anthracite fines. In 1950, spirals were used to treat fine-size bituminous coal and later, in 1976, spirals were reportedly used for removing pyrite from fine-size coal. More recent investigations have discussed the use of Humphrey's spirals for treating fine-size waste coal in Alabama. Samples Description Washer waste samples were obtained from two impoundments. One sample was representative of waste generated during washing steam coal from the American, Pratt, and Nickel plate seams in Alabama. The other sample represented metallurgical coal washer waste from processing coal from the Carter, Johnson, and Milldale seams. Partial samples analyses are shown in Table 1, and screen analyses of the samples are given in Tables 2 and 3. Screen ana¬lyses showed that one sample contained about 4% of material coarser than 2 mm (10 mesh) and the other contained about 13% of plus 2 mm (10 mesh) material. Also, the analyses indicated that ash and sulfur increased as the material's particle size decreased. Experimental Laboratory Tests Sink and float tests using a heavy liquid (1.4 specific gravity) were made on the different screen sizes shown in Tables 2 and 3 to determine the effectiveness of gravity concentration for separating coal from pyrite and other gangue constituents. Tests indicated that gravity separation, under optimum conditions, could be expected to yield coal products containing 10-12% ash, and 0.2-0.3% pyritic sulfur. Industrial mineral production is basic to life in these United States. Production techniques of these minerals are part and parcel of the training that mining engineering educators must, and do, impart to their students. This paper deals with the basic mining engineering program required by all accredited engineering schools and the specific way the Pennsylvania Scare University presents and builds upon them. The manner in which these concepts provide the student with the necessary tools to function as a mining engineer in me realm of industrial minerals extraction is discussed.

Building on the research results and knowledge obtained from the ongoing National Institute for Occupational Safety and Health (NIOSH) Gas Well Stability Research, researchers from the NIOSH provided detailed analyses on potential longwall mining and gas well casing interactions at an unconventional shale gas well pad in a West Virginia longwall mine. Following the recommendations from recent research findings, the 5-1/2-inch production casings in all five wells were left uncemented from 4,200 feet below the surface to the surface. Prior to the first longwall panel excavation, NIOSH researchers conducted sophisticated three-dimensional numerical modeling to predict longwall-induced deformations and gas well casing stresses, which were compared with post-first panel and post-second panel mining 40-arm caliper surveys. The pre-mining predictions and comparisons with post-mining 40-arm caliper surveys were presented to all parties involved, including the coal and gas operators, Mine Safety and Health Administration (MSHA), Pennsylvania Department of Environmental Protection (PADEP), and West Virginia Department of Mines (WVDOM), prior to the re-entry operation on December 13, 2022. To date, the re-entry operation is a resounding success.

Sedimentation-based equipment is used in applications where separation of solids from liquid by gravity settling is desired. If a concentrated solids slurry is desired, the equipment is designed to "thicken"; if a clear liquid is desired the equipment is designed to "clarify." Thickeners normally handle higher solids loading rates than clarifiers, which usually process feed slurries containing low concentrations of suspended solids. Thickeners are therefore designed for heavier-duty requirements, and clarifiers have extra features to ensure more complete suspended solids removal. Major components (Figure 1) that are common to all sedimentation-based equipment are: tank, drive-support structure, drive unit and lifting device, rake structure, feed well, and a means of overflow and underflow withdrawal. Specific features are designed interdependently after the overall separation approach is defined conceptually. This conceptual approach is usually based on past experience or evolves from sedimentation studies conducted on samples of the slurry to be handled. Because many variations and combinations of components are possible, the overall conceptual approach has a number of possible designs that will accomplish the desired results. The final choice is based on practicality, potential for minimizing upsets, and cost.

Although the concept of centrifugal recovery has been around in one form or another for many years, it has not been until recent times that it has become clearly understood and properly put into perspective. Simplistic in theory, it is when one begins to examine the variables involved that the true complexities of this matter begin to emerge. In creating an enhanced g force concentrator, there are many aspects both positive and negative that are encountered. Many conditions that are inherent to all conventional 1 g concentrators do not apply to centrifugal concentrators and therefore very few cm factors exist between them. In developing this technology, virtually all principles were proven by method of trial and error. Among the topics discussed are the effect of g force enhancement on particulate behavior with respect to size and shape, density, enrichment, fluidization, and the "teeter principle". In addition, we will discuss the physical effects of g force enhancement with respect to manufacturing in the areas of abrasion, bearings, and vibration. In discussing the recovery parameters of centrifugal concentrators we will draw direct comparisons to various other recovery methods, outlining the conditions most favorable to their application.

Splicing methods have undergone considerable developments over the last 2Oyears. Continuous conveyor belt service is dependent entirely on the strength and life of the splice to hold the two ends together. Ultimately, belting performance is dependent on the quality, efficiency, and technique of the splicer. As customers demand better belting performance and running tensions increase, the need for splices that perform as efficiently as the belting has increased also. Higher dynamic belt constructions have also dictated the need for "new"sp1icing techniques. Regardless of the belt type used or spliced, one item that is most necessary with all belt types is the quality of the workmanship and standardized splicing methods that employ all of the necessary elements required to ensure reliable field service. This paper will explore the use of Goodyear-issued internal standards for field splicing following the constraints of quality and efficiency for fabric and steel cord reinforced belting. Also included are the 10 most common mistakes made by splicers, Goodyear-issued Field Quality Assurance Standards, and check lists for end users to adhere to the manufacturers' requirements for splicing including materials and specifications for conveyor belt splicing and repairs.

Open pit mines require substantial capital investment at the beginning of the operation and replacement investment at later years. The objective of obtaining the highest possible return on investment in a mining project can only be achieved with an efficient long term production plan. This plan consists of optimally determining four principal elements: 1) the amount of ore and waste to be mined each year, 2) the specific blocks to be mined each year, 3) the optimum mine life, and 4) the ultimate pit limits, which delineate the total reserve to be mined. The existing methodologies only provide solutions to one or two elements, by assuming the others known. Furthermore, the cost of mining each block in the deposit is assumed to be known and independent of the production schedule. The four elements of production planning are interrelated and the cost of mining any block is a function of the production schedule. The ultimate goal of this study, ,whose first steps are' discussed in this paper, is to develop a solution methodology that can simultaneously optimize all four elements of the production planning problem in open pit mines without making a priori assumption on any of the four elements.

Differential reduction and expansion or shrinkage of hematite under the influence of intimately associated foreign oxides may be a source of stress formation and sinter degradation during blast furnace reduction. To study specific effects, synthetically prepared hematite powder evenly doped with 1 % by weight of several elements present as oxides, was pressed into tablets and sintered at high temperature prior to reduction. Continuous theimogravimetric and dilatometric analyses were performed on the sintered tablets as these were being subjected to reduction under simulated blast furnace time/temperature/gas composition conditions up to 1183 K. These findings were coupled with observations on the microstructure of tablets removed from various stages of the reduction process. The results indicate that the degree of expansion or shrinkage of hematite during reduction is highly dependent upon impurities associated with the original material; marked differences in reduction rate and microstructure were observed as well. An important finding is that the influence of a particular additive can also strongly vary from one reduction stage to the next. The reduction behavior appears to be affected by the physical and chemical nature of the associations formed by the added elements.

Development of computer-based information systems is predicated on the merger of rapidly developing computer technology and growing managerial demands for information. The focus of this section is on managing the development and implementation of information systems for the 1980's. It is the experience of the majority of contributors to this volume that among unresolved problems of major dimensions in a mineral organization are those of managing the computer-based information systems resource itself. There are three major reasons for this: (1) mineral information systems are relatively new to the senior management of a mining company or a mineral organization; (2) problems are compounded by a developing technology, a new type of personnel with a changing experience/education mix; and (3) an organizational structure and location which, in many organizations, are still being examined. The three authors in this section present aspects of managing the information systems function which, based on their experience, are common to the solution of the problem. The premise that the information systems function has been placed appropriately within the entire business plan of the firm has been made by the authors in their discussion of the various aspects of the management process.

The information system of monitoring of mine receive layouts is being created In the "ROSUGOL" Company for the prompt analysis of the state-of-the-art of mining operations at under- ground and open cast mines of the Company, rapid and effective decision-making and elaboration of recommendations on the basic directions of enterprise development. The data bank storing the digital mapping and attributive information describing the actual background of mining operations at the enterprises of the Company is the core of the system. The Oracle database management system and the ARC1 INFO geographic information system have been chosen as basic software packages for the Project realisation. The updating of the information will be performed on a regular basis via the transmission of actual digital data on under- ground and open cast mine layouts In ARCIINFO conversion to the central office of the "ROSUGOL" in Moscow. Centralised storage of digital mapping and attributive data, database administration and navigation is effected with the Oracle software package. Access to the data in the operation mode with an interactive display map will be effected with the use of the local computer net of the "ROSUGOL."

It is essential for a. mining company to determine an optimal mining strategy which will maximize the return on investment. In the case of Placer Development Ltd., the Lerch-Grossman three-dimensional optimization technique has been implemented on a digital computer to assist in the determination of such a strategy. It is the purpose of this chapter to explain and illustrate the methodology of the Placer Development Ltd. computer system with emphasis on the feasibility phase of a mine's development. In the Placer Development Ltd. strategy determination process, it is essential that certain objectives be considered: 1) There must be some means of constructing a realistic computer model of an ore body which gives a significant weight to geological constraints. 2) Data must be accurate and quantifiable. 3) Computer solutions must be unique, i.e., approximation or iteration methods of determining optimal solutions are undesirable. A method must be used which, when given fixed parameters and data, yields a mathematically sound unique solution. The following material is a presentation of how these objectives have been implemented. The flow of this outline will be from the general to the specific, with an example application.

The objective is to develop a short-range mining plan which satisfies management and operating criteria and also "dovetails" with the long-range mining plan. In the past years, this objective was accomplished entirely by manual methods. Today, the computer is used to assist the engineer with this task. The results provided by these programs usually are incomplete and require further manual manipulation. The advantage of using the computer programs is that the program can be used to evaluate alternative plans on a first-cut basis minimizing the manual work. Subsequently, the most promising alternatives can be analyzed in more detail, commencing with the first-cut results. In this specific case history, one technique for using computer programs to assist with short-range mine planning will be discussed. Some of the basic operating and management criteria considered directly and indirectly are as follows: (1) operating criteria which include minimum and maximum shovel cut size, equipment performance, haulage roads, requirements for blending, and plant capacities; and (2) management criteria which consist of production requirements, cash flow requirements, return on investment, market demands, and availability of capital.
