The purpose of this paper is to tell a story - and it is a story with a moral. My topic is Present Trends in the Tax Environment Affecting Mineral Development in Canada, and the first thing to recognize is that, with depressed metal prices and weakening western economies, taxes, in and of themselves, are not really the cause of the Canadian mining industry's present doldrums. But the character and level of mining taxes in Canada has had a profound influence on the development of the industry over the past decade, and the expectations of what taxes the industry will face in future years will influence the industry's further growth. My theme today is that, in Canada, our tax system has, in the past, served as a negative and destabilizing influence in the mining industry: it has contributed to a major short-fall in investment commitments and hence in the contribution which the mining industry can make to the Canadian economy, and the adverse effect on the industry of previous high tax rates was made far worse by the confusing, contradictory and perverse nature of the tax system itself. This is a story with some happy parts in it, and, in fact, governments in Canada did learn, haltingly and grudgingly, that there are limits on the amounts that governments could safely extract from the industry, and that some assurances of long term fiscal stability were necessary if investors were to be induced to make massive commitments which could only be recovered over very lengthy periods.

Marine black shales of Paleozoic age in the Western United States that exceed 10 weight percent organic carbon contain as much as 5,000 ppm vanadium, 1,000 ppm molybdenum, 1,300 ppm nickel, 600 ppm cobalt, 16 ppm silver, 7,000 ppm chromium, 18,000 ppm zinc, 280 ppm cadmium, and 350 ppm selenium. Depositional settings include: (1) continental-rise and marginal-ocean basins, (2) continental-shelf and foreland basins, and (3) cratonic-platform embayments. Most of these metalliferous organic-rich shales have not been examined for resources because of rapid weathering and poor exposures which preclude easy sampling of unoxidized rock necessary to determine actual concentration and residence of indigenous metals. Generally, the marine black shales of Paleozoic age in the Western United States are richer in metals than marine Paleozoic black shales in the Eastern United States.

The Institute of Applied Geology (I.A.G.), a joint project sponsored by the University of the Philippines, the Philippine Bureau of Mines and the United Nations Development Programme (Special Fund) undertook during 1965-66 a number of field projects in Northern Luzon Island (Fig. 1). These field operations were of a two-fold nature: during approximately six weeks an orientation survey, involving, geology, geophysical surveying, and geochemical prospecting, was conducted over a partly developed, disseminated copper deposit at Sto. Nino (Fig. 1). The Sto. Nino study demonstrated (Hale and Govett, 19677 Govett and Hale, 1967) the feasibility of geochemical prospecting relative to other exploration methods for the location and delineation of disseminated copper occurrences, the major source of metal in the expanding mineral industry of the Philippines. "INTRODUCTION Successful management of megaprojects, meaning delivery within budget, on time and according to expectations, is a fundamental requirement. Many projects have been successful, some have not. This paper reviews megaprojects1, drawn from the author’s projects over the last 50 years, with “lessons-learned” and a summary of recommendations that, if implemented, would improve megaproject management and delivery. Characteristics of these projects are summarized – including outcomes related to key factors such as politics, management, organizational structure, contracting methods, cost estimates, risk and other elements. The projects include the Washington D.C. Metro, Boston Southwest Corridor, LA Metro, Toronto Rapid Transit Expansion Program, BART San Francisco, MARTA Atlanta, London Underground and the Washington State Highway megaprojects – including the SR520 Floating Bridge and the Alaskan Way tunnel. Other projects that illustrate successful, innovative management and contracting methods include the Madrid Metro (low-cost delivery), the Sydney Northside Storage tunnel (outturn cost, alliancing) and the Lake Mead tunnel (working in partnership, risk management). KEY ISSUES A characteristic of megaprojects is that their complexity increases exponentially with size (Reilly 2010, Galloway et al. 2012). These projects are very visible politically, have many stakeholders who must be satisfied and generally span many years and political election cycles. To be successful they must meet expectations, function efficiently, and be delivered under, at or close to budget and schedule. There is a widely-based perception that large, complex projects are always delivered late, over budget and with problems. Specific examples include projects such as Tren Urbano in Puerto Rico – $1.28 billion over initial budget (+133%), the Silver Line Transitway Project in Boston – $286 million over budget (+90%), the London Jubilee Line Transit Project – 2 years late and £1.4 billion (+67%) over budget, the Channel Tunnel Rail Project – £3.7 billion (+80%) over budget, Denmark’s Great Belt Link rail and road link (54% over budget), the 2003 Woodrow Wilson bridge tender in Virginia (72% over estimate) and Boston’s Central Artery Project – several billion (perhaps 100%) over what would have been a realistic initial budget and years late (Reilly 2001c, 2004a; Salvucci 2003)."

Tg Soda Ash has operated a shortwall mining system in the Green River, WY trona district since August 1982. The system has proven to be highly productive. In an effort to reduce the amount of relatively expensive development mining and improve mine planning flexibility, a method to mine the return air tailgate during the shortwall retreat was tested beginning in April 1987. As of June 1988, four shortwall panels had been completed using the advancing tailgate, producing more than 739 kt (815,000 st). This paper discusses the effects of the advancing tailgate on shortwall production, development mining requirements, costs, strata mechanics, and ventilation. Shortwall mining is a hybrid extraction method combining the self-advancing hydraulic roof supports from longwall mining and continuous mining machines (Fig. 1). The technique has been only marginally successful at the majority of the nearly 20 installations worldwide. At present, the face at Tg Soda Ash Inc. is the only shortwall operating in the United States and the only noncoal shortwall in existence. Despite the method's record of limited success, the staff at Tg Soda Ash determined that the conditions in its trona mine were well suited for shortwall mining. The commitment to install a shortwall was made in late 1981 and the first panel commenced in August 1982. Between that time and June 1988, about 3.33 Mt (3.67 million st) of trona have been mined with the system from 15 panels. Annual average productivities have ranged from 818 t/shift (902 st per shift) in 1982 to 1.4 kt/t shift (1591 st per shift) in 1987. Overall, the system has produced an average of 1.3 kt/ shift (1450 st per shift). In April 1987, a method of mining the return air tailgate during shortwall retreat was tested (Fig. 2). The objective was to determine if a return airway could be established and maintained by mining a series of rooms and pillars about 7.6 m (25 ft) past the face support line. The method would allow a barrier pillar to be left between shortwall panels without requiring the mining of a separate return air tailgate.

Clays for building bricks and roofing tiles in Chile are classified as common clays and ball clays, with deposits of sedimentary and residual origin, both Cenozoic in age. Deposits are known from north to south, through 11 of the 13 Chilean Administrative Regions, 18° to 39° South latitude, and from west to east, through three of Chile's main geomorphic features, namely the Coastal Plains, Coastal Range, and Intermediate Depression. Alluvial and lacustrine sedimentary common clay deposits are located in the northern and southern Intermediate Depression. The average chemical composition of clay deposits in I and I1 Regions, is 58 percent Si02, 16 percent A1203, and 4 percent Fe203 by weight; the primary minerals are sericite, quartz, feldspar, and albite. The average chemical composition of clays in Metropolitan, VI, and VIII Regions, is 52 percent Si02, 16 percent A1203, and 6 percent Fe203 by weight; the primary minerals are montmorillonite, quartz, and plagioclase. Residual common clay deposits occur in the Intermediate Depression and in the Coastal Range internal basins, VII, VLII, and IX Regions, and they represent surficial alteration of pumice beds and crystalline rocks. The average chemical composition of clay deposits derived from crystalline rocks is 58 percent SO2, 17 percent A1203, and 9 percent Fe203 by weight; the primary minerals are sericite, quartz, and clinochlore. Clay deposits formed from pumice beds contain 47 percent Si02, 24 percent A1203, and 10 percent Fe203 by weight; the primary minerals are kaolinite, feldspar, and cristobalite. Sedimentary ball clay deposits are located in the Coastal Plains and Coastal Range, VI, VII, VIII, and IX Regions, between 34" and 39" South latitude. The average chemical composition of the ball clay deposits is 51 percent ,902, 28 percent A1203, 5 percent Fe203 by weight; the primary minerals are kaolinite, quartz, and sericite (illite?). These clay deposits supply the Chilean building sector with over one million metric tons (mt) (1.1 million short tons [st]) of material per year. The average growth rate of clay consumption during the period 1993 through 1997 was 10 percent annually. The clays are used by both mechanized plants and handcraft facilities.

The Bond International Gold (BIG) Colosseum Gold Mine was discovered in 1865, but no recorded production occurred until the 1930's, with production approximately 19k9 (615 oz) of gold. The mine was closed in 1942 as a non-essential industry during World War II. The property was acquired by Dallhold Resources in mid 1986. Construction of a 1.1 million Mt carbon-in-pulp, cyanide mill started in November, 1986, and was completed in September, 1987. Minable reserves are estimated to be 9,560,831Mt (10,539,000St), with an average grade of 2.1 g/Mt (0.062 oz/st). This paper describes a general view of process flow and plant equipment, as well as a look at the maintenance and operational problems encountered in the fist six months of operation.

Epigenetic ore deposits in Nevada and Utah occur in clusters or belts in a variety of tectonic settings. Many are concentrated in the western half of Nevada in a region containing numerous, relatively large intrusive bodies. Throughout Nevada and Utah, they tend to be clustered in elongate zones or belts. Some of these belts are well defined by the distribution of mineral deposits, patterns of igneous rocks, alinements of faults, and aeromagnetic anomalies, whereas others are equivocal. The Pioche belt in eastern Nevada and western Utah, the Eureka belt in central Nevada, and the Manhattan belt in western Nevada exemplify the general characteristics of these belts, the close relation of some belts to geologic structure, and the lack of a clear correspondence in other belts. Some of these belts are characterized by alined or en echelon faults that disrupt the north-trending Basin ranges, by belts of Cretaceous and Tertiary granitoid and porphyry intrusive rocks near which the ore deposits occur, and by alined magnetic anomalies generally related to the Cretaceous and Tertiary intrusive rocks. All the mineral belts have produced precious and base metals and tungsten; the Manhattan belt in addition has produced magnesite and brucite; and the Pioche belt, uranium, fluorspar, and alunite. The belts in Nevada and Utah may be related to a variety of factors, such as zones of structural weakness in Precambrian rocks, transverse zones of lateral faulting, localized areas of igneous activity, or a combination of these and other factors. Specific types of ore deposits in Nevada and Utah seem related compositionally to the intrusive bodies with which they are associated. Iron deposits, for example, are associated with mafic intrusive rocks such as diorite or gabbro, whereas copper deposits generally and tungsten deposits almost exclusively are associated with granitic intrusive rocks such as quartz monzonltc and granodiorite.

Measurements have been made of the rate of capture of single particles of strongly hydrophobic, surface-methylated, quartz, of sizes ranging from 12 to 40 pm diam., by single rising bubbles of diam. 0.5 to 1.1 mm. The results agree closely with the theoretically calculated hydrodynamic collision rates, indicating that, in this system, every collision results in capture and retention of a particle.

A 4.8 m (16 ft) diameter hard rock tunnel was driven through granite bedrock to create the 1.7 kilometer (1.1 mile) long Hampton McCloy Retention Tunnel for the city of Richmond, Virginia. During the work the tunnel encountered narrow seams of partially decomposed granite that were not self supporting and could be dealt with using ribs and lagging. However, as the tunnel approached the receiving shaft, it encountered a large seam of highly decomposed rock, alluvial deposits and running sand which resulted in soil loss into the machine. As a result of this condition, a jet grouting program was quickly developed to allow the tunneling to continue. This paper will describe the manner in which jet grouting was used to solidify and stabilize the decomposed bedrock, alluvial soils, and running sand to allow the TBM to continue tunneling.

In 1900, placer gold was discovered on the beach of Nome, AK on the southern coastline of Alaska's Seward Peninsula (Garnett, 1991). The site is about 800 km (500 miles) from Anchorage. Nome is connected to Anchorage only by air (daily) and by sea (summer). Total onshore placer gold production from Nome's immediate vicinity was more than 155.5 t (5 million oz). Alaska Gold Co, has continued to produce gold onshore with, until recently, two bucketladder dredges, each of 255-L (9-cu ft) bucket capacity. Small-scale marine dredging for gold has been at- tempted several times this century (Garnett, 1991). Western Gold Exploration and Mining Co. Ltd. Partnership (WestGold) is the only company to have been successful in achieving a significant offshore production. The Nome bucketladder-dredging operation from 1986 to 1990 constituted a unique marine-mining experience in the United States. \Inspiration Gold Inc., WestGold's predecessor, acquired six offshore leases in 1985. The total lease area of 87 km2 (21,551 acres) extended from the coastline to the 4.8-km (3-mile) offshore limit (Fig. 1). Those leases al- ready had been partially explored. Drilling was conducted off the shorefast winter sea ice. Therefore, it was rarely more than 1.6 km (1 mile) from the shore or in water deeper than about 9 m (30 ft). In 1985, estimated reserves comprised of a 5-m (17-ft) vertical thickness of sediments below 6.3 m (20 ft) of water. This meant a mean digging depth below the mean sea level (msl) of 11.3 m (37 ft). It was thought that the offshore Nome deposit possessed a feature that is common with many terrestrial gold placers - the secret of profitable exploitation of the marine deposit lay in maximizing the dredge throughput to minimize the unit costs. The inability of the project to withstand the prohibitively high cost of a new dredge was recognized. So Inspiration Gold purchased a used unit. This was the world's largest ocean- going bucketladder dredge (Fig. 2). Binzn was an 850-L (30 cu ft) bucket capacity dredge that was lying idle in Singapore. Originally constructed in the Jurong shipyard of Singapore in 1979, Bima was designed by Mining and Transport Engineering, a subsidiary of IHC Holland. Billiton Marine used the dredge for tin production at Pulau Tujuh in Indonesia (Dieperink, 1978) before it was laid up in mid-1985. Bima underwent a nine-week refit before departing Singapore on June 4,1986, with 800-t (880-st ) of deck cargo. It was dry-towed for 32 days to Alaska. A slower, less expensive, wet-tow at the authorized 5.5 kmthr (3 knots/hour) would have delayed the dredge's arrival in Alaska untl almost the onset of winter. The 13,000-km (8,100-mile) voyage was made on the deck of Smit Lloyd's "Giant-4" submersible barge towed by its 7.8- MW (10,500-hp) tugboat. The first season's dredging revealed several major shortcomings in Bima. Further repairs and modifications were undertaken at Tacoma, WA. The dredge returned to Nome for the June start of the 1987 summer dredging season. The refitted Bima worked offshore at Nome from 1987 to 1990. It produced 3.67 t (118,078 oz) of gold at an average recovered grade of 824 mg/m3 (0.0204 oz/cu yd). In 1991, the dredge was dismantled and sold.

Introduction The US coal mining industry is in the midst of a serious economic crisis. To overcome increased operating costs, operators must take advantage of technological advancements in mining systems and equipment. A relatively new concept available to underground operators is that of extending the cutting depth for continuous mining machines (continuous miners). This system is referred to as deep-cut mining, and may be described as mining cuts to depths greater than the standard 6 m (20 ft). Productivity is increased through the reduction in continuous miner tram time since the machine stays longer in each working face. To successfully implement a deep-cut mining system, three problems must be overcome: Exposing personnel to unsupported roof, methane removal, and controlling respirable dust. Remote control cutting The solution to the unsupported roof problem is remote control. Recent advances in remote operation, especially in radio remote controls, have resulted in what is generally accepted as a safe and reliable tool. By installing remote control on the continuous miner, the operator and helper can now be stationed in a supported area. This allows for improved visibility while cutting coal. With this in mind, the limiting factor now becomes the position of the haulage equipment operator. North River No. 1 uses Joy 21SC shuttle cars and Jeffrey 4110 diesel ramcars. These cars are pulled against the bumper of the continuous miner. Thirteen meters (43 ft) can be cut with the shuttle car and 14 m (45 ft) with the Ramcar before the operator of the car is inby permanent supports. By loading away from the bumper, about 1.5 m (5 ft) can be added, bringing total cut depths up to 14.5 and 15 m (48 and 50 ft), respectively. Methane removal The second problem involves methane removal, and the line curtain-to-face distance. In other words, how to maintain the line curtain to allow sufficient ventilation to remove methane and not expose workers to unsupported roof. The solution, in most cases, is to use a blowing-type ventilation system. Unlike the exhausting system that, to be effective, must be installed within 3 m (10 ft) of the working face, the blowing system can be effective at greater distances from the face. Numerous studies have documented the advantages of a blowing-type ventilation system over an exhausting system. Furthermore, a blowing system can be significantly improved by in¬creasing the velocity of the air delivered without increasing the volume of air. With this greater ventilation efficiency, it is possible to secure ventilation plan approval from the Mine Safety and Health Administration (MSHA) for a greater curtain set-back distance. This eliminates the need for personnel to travel inby permanent supports to extend the face brattice. The distance from the face MSHA will approve, however, is on a mine-by-mine basis. MSHA will evaluate the particular mine's face methane liberation rates, along with the specific proposals regarding face ventilation volumes and velocities. Dust control The third problem is controlling respirable dust. This is actually a result of the solution to the second problem. In the blowing system, while mining on the slab cut, both the continuous miner and haulage units are located on the dusty side of the line curtain (Fig. 1). In the early 1970s, underground operators virtually abandoned this system, in order to comply with the 2 mg/m3 (0.87 gr per cu ft) federal dust standards. Due to declining iron ore grades, low-grade ores with complex mineralogy — namely, banded iron formation (BIF) — are being explored to maximize iron ore resources and increase the life of mine. Flotation is the standard global process used for the beneficiation of BIF ores, as it is a complex ore reserve, and liberation is typically achieved below 1 mm. This study focuses on the flotation of a South African BIF, evaluating its response to different collectors, as well as effect of grind. As flotation is an expensive process and South Africa ranks high on the production cost curve, preconcentration by gravity or magnetic separation is performed prior to flotation. Thus, flotation was also performed on a gravity concentrate to determine if a grade suitable for steelmaking (approximately 63 percent) is achievable. The results indicate that the use of an alkyl ether amine-based collector partially neutralized with acetic acid is suitable for separation of hematite from illite and quartz at high pH values. Further optimization tests are being pursued to improve overall recovery and grade.

World trade has increased significantly during the last quarter century. However, a new rational for protectionism is emerging which argues for the restriction of trade as a means of preserving and protecting the environment. Fearing lower environmental standards in the Third World, environmentalists are calling for new trade barriers between the developed countries and the developing countries to combat what they see as "eco-dumping." The "greening" of protectionism and the merging of environmental standards into international trade agreements could fundamentally change the world trading system as well as seriously impact the availability of raw materials to provide for the needs of the peoples in both the developing and the developed worlds. This discussion will deal with the agreements and regulations that promise to influence the trans boundary shipment and recycling of scrap metals and wastes containing metals and their projected impact on world trade and metal prices. Emphasis will be placed on the Base1 Convention, whose restrictions concerning trans boundary shipment of scrap metal and metal-containing wastes for recycling took effect on December 31, 1997.

All programs used to optimize main fan nowdays have to be run on the large and medium- sized computers. With a lot of array elements, complex processes, low convergence speed and large storage, these programs are both time consuming and difficult to be used in the micro computer. This program uses two languages (dBASEIII and BASICA) to calculate the network and to choose the fan respectively. It allows user to compare and choose the parameters of various kinds of fan and to transfer the selected fan parameters to the master program by a data communication system. Then the user can get the air quantity, the air pressure, the power and the efficiency of the main fan. The advantages of this program arc as follows: 1. It can be run on IBM-PC or compatible micro computer. 2. It can select a fan more quickly and less time consumingly. 3. It can choose desired one or a set of fans according to user's requirements. 4. It is suitable for the research institutions and coal mines.

When planning for the required amount of storage capacity at a proposed open-pit coal mine or determining when additional storage capacity should be added to an existing operation, the decision must be based on a breakeven- analysis relating the discounted cost of capital for storage capacity to the marginal costs incurred for additional crew call-outs on weekends and demurrage charges. The model developed in this paper uses simulation techniques applied to two coal mines in the Powder-River Basin to determine how much storage capacity is needed and when it is needed. The paper also generalizes the simulation model so that it can be applied to any type of open-pit mining operation. Two important results of the model are (1) all of the mines in the Powder River Basin have excessive amounts of storage capacity, and (2) management is provided with estimates of the total number of hours that crews will have to work on the weekends as annual tonnage increases, and the levels of demurrage costs incurred.

The treatment of refractory gold ores, in particular the "competing" technologies and their relative advantages and economics, has become a major segment of most mineral technology oriented conferences in recent years. A common theme is the increasing refractory nature of gold ores being treated. This is despite ores such as those at Kalgoorlie having required roasting for liberation since the last century. Papers on refractory gold treatment have examined the characteristics of refractory ores and the causes of reduced recovery (eg La Brooy 1994), the available technologies and their relative economics eg Litz 1990), and the selection of a suitable process route (eg Nicholson 1993, Weston 1994). The most comprehensive collation of data on such processes is provided in the different editions of Randol. A variety of classifications and definitions of "refractory ore" have been published. Due to the many factors which can impact on the recovery of gold it is perhaps not feasible to develop a universal characterisation that can be applied to all gold bearing rocks. La Brooy et al have provided the framework for characterisation shown in figure 1.

INTRODUCTION Geophysical applications to engineering projects are usually considered for reconnaissance exploration, and for some preliminary design phases. Recent experience indicates a growing need and a greater number of requests for measurements during construction. This is particularly true where seismic velocity values are related to strength properties of rock. Typical project objectives during construction are: dike and tunnel realignments required by surprise conditions encountered during foundation preparation; checks on grouting effectiveness which require velocity measurements before and after grouting; and dynamic moduli measurements along the walls of tunnels and deep excavations. This paper considers one of the on-site seismic applications that is rather simple and straightforward, and yet has few references in the literature. The specific objective is the measurement of seismic velocities (both "P" waves and "S" waves) for determining the thicknesses and dynamic moduli values of loosened zones of tunnel wall rock. PRE-EXCAVATION SEISMIC METHODS The seismic methods suitable for engineering project studies are well known and especially suited for routine site reconnaissance; these are illustrated in Fig. 1. INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. GENERAL DESCRIPTION Shortwall mining is one of the newest mining meth¬ods to be introduced into the world coal industry. The technique of shortwalling seems to have a number of origins, but it is generally agreed that it is an outgrowth of pillar-and-stall mining where timbering was employed as the primary means of roof support. In early opera¬tions the face was undercut by a shortwall cutter, hand¬bored, and blasted. The coal was loaded by hand or gathering arm loader. Australia, having experienced success with this method, advanced the technique through the use of mechanized roof supports in 1968. Although there were several attempts at shortwalling in the US, it was not until 1973 that Eastern Associated Coal Corp.'s Federal No. 1 mine successfully extracted a shortwall panel. Table 1 is a list of shortwall opera¬tions in the US as of April 1976. Shortwall mining is a method of mining in which a continuous miner cuts and loads from the short end of a rectangular pillar of coal while hydraulically powered self-advancing roof supports provide protective cover. Characteristics of a shortwall system include panel di¬mensions (Fig. 1) of 610 to 1219 m (2000 to 4000 ft) in length, face widths of 30 to 61 m (100 to 200 ft), straight-line ventilation, and production machinery, with the exception of roof supports, commonly used on con¬tinuous miner units. GENERAL REQUIREMENTS AND LIMITATIONS The justification for shortwalling is primarily eco¬nomic, i.e., increased production and recovery concur¬rent with savings in material and labor. The method also has a number of secondary benefits including the much needed progress it has stimulated in deep mine technology, the alternatives it presents to some of the problems resulting from the 1969 Coal Mine Health and Safety Act, and is perhaps a key to the solution of the enigmatic labor problems which plague the industry. The advantages of shortwall mining over continuous miner units include the following: a highly effective method of ventilation and dust control; a greater per¬centage of extraction (approximately 85%) ; fewer equipment moves, hence more efficient operating time; cost savings on materials such as roof bolts, rock dust, ventilation curtains, timbering materials, and the labor needed to supply, load, and transport these materials; a cyclical pattern of mining, each phase of which, i.e., development and retreat, lasts for approximately three months and appears to be psychologically motivating as well as highly productive; and improved safety. In addition to these positive aspects, a shortwall sys¬tem also has advantages over a longwall system, and these are listed as follows: the capital outlay for a shortwall system is one-third to one-fourth that for a longwall (1976 prices); the shortwall system utilizes equipment that is used on a continuous miner section, with the ex¬ception of the roof support system; there is a great deal of flexibility in areas with numerous gas wells and in areas where surface subsidence cannot be tolerated; the shortwall has reduced tailgate problems, since the tail¬gate entry serves as a return airway only; and the cyclical pattern of mining insures that the mining machinery pro¬duces coal even while the roof support system is being moved to another panel. There are several parameters which govern the se¬lection and use of a shortwall system. They are all of equal importance, and hence are not listed in any par¬ticular order. These are deposit size, seam height, seam inclination, roof and floor conditions, depth of over¬burden, subsidence and chain pillar extraction, man¬power, ventilation, and materials handling. Deposit Size Reserves available for shortwalling should be suffi¬cient for at least an eight to ten-year period, since this seems to be the effective life, without rebuilding, of a hydraulic roof support under average conditions.
