In spite of the progress made by geostatistical theory over the years, evaluation of low grade open pit gold deposits continues to be challenging. Many Carlin type deposits are modelled from exploration drilling spaced on 10C foot centers. From these drill holes, 50 by 50 by 20 foot blocks containing about 4000 tons of material are estimated. The block size is a compromise between being large enough for a good geostatistical estimation and being small enough for practical pit limit analysis and mine planning. Most of these gold deposits are highly variable and include ore and waste zones that are too small to be properly defined from exploration drilling information. Because of this, selective mining is controlled by sampling closely spaced blast holes where the density can be as high as 50 blast holes per exploration drill hole intercept. Figure 1 illustrates an example of the ore/waste contact definition before and after blast hole sampling. With exploration information only, a tentative ore/waste contact can be drawn between the exploration blocks.

Remote sensing is being tested for its ability to identify the severity of impact on streams that are subjected to contaminated mine drainage (CMD) in the Southern Anthracite Coalfield of Pennsylvania. Airborne digital multispectral video images of acidic and near-neutral CMD are being compared with field spectra, water chemistry, mineralogy, and microbiology. Spectral differences in the visible region of the electromagnetic spectrum are caused by the presence of schwertmannite in the acidic precipitates and ferrihydrite in the near- neutral precipitates. The acidic CMD averages 1,500 mg/L sulfate and has bacteria coated with schwertmannite; the near-neutral CMD averages 87 mg/L sulfate and has bacteria coated with ferrihydrite.

The 1.8 mi (2.9 km) Minneapolis-St. Paul International Airport Light Rail Transit Tunnels and Station project is comprised of the underground segments of the 11.8 mi(18.8 km) Hiawatha Light Rail Transit route in Minneapolis, Minnesota. The 21 ft 2 in(6.5 m) diameter twin tunnels were mined 65 ft beneath one of the busiest airports in the United States using an earth pressure balanced tunnel-boring machine. This paper will provide a project overview, review the major equipment selected, tunnel segment casting, and describe excavation and lining operations for the tunnels and station.

The Southern Powder River Basin (SPRB) now commands 30% of the US utility, coal market due to the region's low mine production costs, competitive rail rates and low sulfur content. In 1997, production exceeded 240 Mt (265 million st). This was an in¬crease of 104 Mt (115 million st) since 1989 and 4.5 Mt (5 million st) above 1996. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) approaches. This growth will be the greatest in the southern part of the Basin where coal quality is higher. Coal characteristics SPRB coal is classified as subbituminous due to its low heating value and high moisture content. The coal is characterized by low sulfur and ash contents, low ash fusion temperatures and high reactivities. In 1997, the average heating content was 8,593 Btu/lb, with an average sulfur and ash content of 0.79 lbs S02/million [ ] Btu and 5.13%, respectively. The distinguishing characteristic of SPRB coal is its low sulfur content. Most SPRB coal contains less than 1.2 lbs S02/million Btu. This is the approximate definition of "compliance" coal for Phase II of the CA AA. Much of the coal, particularly in the southern part of the Basin, is referred to as "super-compliance" coal due to SO2 contents of between 0.4 and 0.7 lbs SO2/million Btu. Despite the importance of froth flotation to the mineral industries as a means of separating various minerals, the commercial flotation reagents used have varied little in the last twenty years. Numerous articles and books are available describing existing flotation chemistry and its application, e.g., Fuerstenau (1962), Fuerstenau (1976), Aplan (1980), Somasundaran (1980), King (1982), Leja (1982), Ackerman, et. al. (1984), Crozier (1984), Hansen and Klimpel (1985). There are many reasons for this lack of significant new reagent development including the general utility and relative cheapness of collectors, such as xanthates, and frothers, such as methyl isobutyl carbinol and the glycol ethers. Another important reason is the inherent complexity of the flotation process itself coupled with highly variable and difficult to standardize feed materials which make reliable reagent comparisons difficult and seriously limit the use of theoretically based studies to "predict" new or optimal reagents. In addition, the higher cost of "specialty flotation reagents demands that their performance attributes be significantly greater than existing general all- purpose commercial reagents – something often difficult to prove in practice. Faced with this situation, a detailed applications research pro- gram [Klimpel (1980 ab, 1982, 1984 ab), Klimpel, et. al. (1982)] was organized from 1979-1985 on mineral flotation with the following goals: 1) the development of appropriate batch laboratory flotation testing techniques sensitive enough and statistically reliable enough to identify small differences in performance between different flotation tests (i.e., between various reagents, even those with relatively minor chemical structural changes); 2) the identification of mathematical models with appropriate numbers and types of parameters that have maximum statistical power to statistically distinguish between various time-recovery profiles; 3) the generation of laboratory and corresponding plant scale data in sufficient quantity and consistency so that the highly interactive nature of the "flotation system9' of chemistry/ equipment/operating conditions could be quantified; and 4) the invention and development of really new and unique reagents for giving improved flotation performance. This paper outlines a unique case of the development of strategies to reduce ventilation and heating costs in Konsuln iron ore mine in northern Sweden. The mine, located just south of Luossavaara-Kiirunavaara Aktiebolag’s Kiruna iron ore mine, was developed as a test mine from 2018-2020 for the Sustainable Underground Mining (SUM) project. Besides functioning as a test mine, Konsuln also contributes to ore production. The existing mine ventilation system was designed for the current production rate of 0.8 million tons per annum (Mtpa). There is a plan to increase this rate to between 1.8 and 2.0 Mtpa.

A quantitative damage evaluation caused by ground motions associated with strong roof caving is presented. The strong roofs are modeled as either cantilevering or bridging beams over continuous elastic foundations subject to an exponentially distributed vertical stress. Major factors influencing roof caveability and strain energy buildup are identified and investigated. A methodology to evaluate the strain energy accumulation caused by overhanging roof is presented. The potential for mine tremors is determined in terms of the local Richter magnitude ML which depends on the seismic energy transformed from the stored strain energy released when the roof fails. A particle velocity model is applied to estimate the damage area associated with roof collapse. A case study from a Utah coal mine shows that estimations of bump severity and damage area agree well with the field observations.

The US Bureau of Mines (USBM) conducted a series of laboratory tests to investigate the effectiveness of using a flooded-bed scrubber with exhaust ventilation in deep-cut faces. An experimental test program to determine the impact on respirable dust levels resulting from changes in face airflow, curtain-setback distance, operator positioning and operating parameters of the external spray system on the miner was completed. Gravimetric sampling was conducted in the immediate return and at three sampling locations on the off-curtain side of the entry. Statistically significant differences in dust levels, on the order of 0.5 to 1.2 mg/m3, were observed between specific sampling locations and changes in several test parameters. Dust sampling results indicated that a flooded-bed scrubber and exhaust ventilation can be a viable dust-control system for extracting deep cuts up to 12.2 m (40 ft) in length. The impact on methane was not evaluated.

This paper presents the results on noise testing of a fan only, as well as the results of a steel silencer and of flexible silencers that were connected directly to a fan. On-site facilities and free-field method set by the British Standards Institution were used to measure and then compare the fan only and different practical silencer configuration setups. In order to determine the fan-silencer combination that would give the maximum noise attenuation, total noise intensity, noise contributed to by the fan motor only, as well as aerodynamical noise created through air interacting with the fan parts were considered to obtain decibel readings for the octave bands. Subsequently, the optimal configuration found was the setup with flexible silencers on the fan inlet and the fan outlet. If only one silencer is used, it should be installed on the fan inlet. The aerodynamic noise affects the low frequencies. The flow noise is then overtaken at 1 kHz by the mechanical noise.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. The Bureau of Mines conducted laboratory tests to develop a process for recovering a marketable grade of tungsten from the brine of Searles Lake, Calif. The brine contains only 56 parts per million of tungsten (70 ppm WO3). Using ion exchange resins synthesized by Bureau chemists, 98 percent of the tungsten was extracted from the brine and 92 percent of the tungsten vas recovered as a marketable iron-tungsten concentrate containing 44 percent tungsten as tungsten trioxide. Although major technical problems have largely been resolved, research is progressing to escalate testing in a process investigation unit to provide more reliable data for an economic appraisal.

A unique collector dispersion techniques was developed and used to improve the flotation rate and recovery of coarser and ultrafine coal-rich particles in the froth flotation processes. In this novel collector dispersion method, the collector such as hydrocarbon-oil is gasified and transported by gas phase (air stream) into the pulp. In addition to the excellent mode of collector dispersion, the collector-encapsulated air bubbles are generated in the pulp. This approach alters the surface properties of air bubbles and provides the fast rate of flotation compared to that of direct liquid collector addition froth flotation. Using gasified kerosene as the collector, the effect of altering surface properties of bubbles on the recovery of larger and finer coal-rich particles of -1.7 mm (-12 mesh) and -600 µ m (-30 mesh) raw coal samples were studied. The Redstone seam coal obtained from Northern Central region of West Virginia was used in this work. The effect of particle size on oil-coated bubble flotation rate and recovery were also evaluated. The conventional froth flotation test with a liquid form of kerosene addition was also conducted for comparison purpose.

The United States was the world's largest producer and consumer of boron compounds during 1994. According to US Bureau of Mines (USBM) estimates, boron mineral concentrate and chemical production in the United States totaled about 1.05 Mt (1.15 million st), yielding 560 kt (617,000 st) of B203, for a total estimated value of $370 million. This production level was about 2% less than 1993 revised figures. The United States continued to provide nearly all of its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid for export. Domestic employment in the mining and beneficiation of boron products during 1994 was 900 people, about the same as in 1993. USBM estimated total world production of boron of about 2.3 Mt (2.5 million st), yielding 1.1 Mt (1.2 million st) of B203. World production during 1994 was about the same as during 1993. USBM estimates US reserves to be about 210 Mt (231 million st) of ore and world reserves to be about 630 Mt (694 million st) of ore.

Complex combinations of technical, economical, safety and environmental factors are causing mining engineers everywhere to review their operations. Naturally, some of the traditional methods still have a large role to play because they are, in certain circumstances still adequate and are well understood. But, as circumstances change, a new approach is required. The combination of technical and economical reasons for introducing Long- wall mining in some seams in the United States is associated with strata control. Other reasons include simplifications and improvement of ventilation, reduced coal dust, more output from each unit and crew, increased percentage of recovery from each area of the coal deposit, and reduction of rock dusting. The innovations which transformed Longwall mining from a cyclic to a continuous mining system were the armored conveyor and power loading machines, but the crucial breakthrough for application to high production was the development of the powered roof support, which at once gave the system the advantages of mastery of strata control, increased rate of advance, significant reduction of manpower, and increased safety.

Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976. Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen percent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March '80, Sidbec-Normines use coke addition as a current operation. This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port-Cartier pellet plant.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

This paper deals with the effects of air leakage from intake to return airways through a series of stoppings on the analysis of coal mine ventilation. The mathematical model which assumes continuous leakage along adjoining intake and return airways is reviewed, and a new mathematical approach is presented based upon the concentrated leakage through individual stoppings. The procedure incorporating the new method in the analysis of coal mine ventilation networks is also discussed.

The purpose of this paper is to give recommendations for utilization of water resources in a mining region, considering also water supply and environment; the case study of mining for coal and bauxite under the karstic aquifer of the Transdanubian mountain of Hungary is used to illustrate the approach, which consists in formulating a static multiobjective control model and solving it by compromise programming. The three activities of regional mineral resource exploitation, water supply and environmental protection are represented by different objectives which cannot be expressed in commensuerable units. Thus, a solution which is optimal for one objective is usually far from being optimal with respect to the other two objectives. As a result, we are not seeking an optimal solution for the conjunctive regional system, but a good compromise, trade-off or "satisfactum" (1), (2).

An optimum method for selecting exploratory drilling locations has been developed. The process has been modelled as a highly non-linear programming problem subject to constraints. Solution involves an iterative algorithm which converges rapidly and procedures have been developed to distinguish between local and global optima. The algorithm has been implemented as an interactive computer program which allows the user to influence directly the solution process and to evaluate the effect of any manual adjustments to the optimal solution.

One hundred and eleven pyrite samples from 3 porphyry-type deposits in the Canadian cordillera were analyzed (many in duplicate) by AA spectrophotometry for Co, Ni, Cu, Pb, Zn and Mn. All elements have density distributions that are lognormal or combinations of lognormal populations. Co and Ni in pyrites show zonal patterns that relate generally to mineralogical zones in the porphyry systems, particularly if contoured as the Co/Ni ratio. High Cu values in pyrites also correlate with Cu-rich mineralogical zones. Other elements studied appear less regular in their distribution patterns, although Zn highs in pyrite seem to occur sporadically near the margins of porphyry systems. In particular cases, pyrite geochemistry shows potential as an exploration tool to aid in target definition for detailed exploration.
