This paper presents an evaluation of tailings dam incidents from the 1994 USCOLD Tailings Dam Committee report. Comparisons are also made with water storage dam incidents from USCOLD reports and recent tailings dam incidents. The evaluation results show that tailings dam incidents are due to a number of factors including overtopping, static and seismic instability, seepage and internal erosion, and foundation conditions, and that no particular type of tailings dam or operational condition is more susceptible to incidents. In addition, the results confirm that tailings dams should be located, designed, operated, and reclaimed with a thorough knowledge of site conditions, mill operation, site monitoring, and tailings characteristics.

The evaporative pan complex consists of two adjacent seasonal pans. These pans carry an exceptionally high salt (TDS) load due to over 50 years of effluent discharge via the pipeline from mines. The nutrient, heavy metal, radionuclide load in the water and sediments of the pans are very high affecting groundwater around the pans. The groundwater in the region contains TDS > 40 000 mgl-1 and sulphates > 7000 mgl-1, whereas groundwater in areas assumed to be unpolluted by mining activities have TDS < 500 mgl-1 and sulphates < 200 mgl-1. The extent of continuity between the pans and the groundwater is unknown, although there appears to be seepage of contaminated groundwater into the river system.

Mining is one of the oldest human activities. It goes back at least to the Bronze Age and possibly even the Stone Age. The Romans mined copper in Spain and tin in England some 2,000 years ago. The writings of Agricola in the 16th century show that mining was important in the Middle Ages. Today, more mineral commodities are mined in greater tonnages than ever before. This long and fascinating history closely tied with the economic development of the human race is one of the charms of the mining industry. It also, unfortunately, gives rise to some widespread misconceptions. Old industries are generally considered stodgy with mature and stagnant technologies. Costs tend not to decline as in newer industries, and may even increase with real wages. Costs are particularly expected to rise in the case of mining as the best mineral deposits are depleted. Thus, mining is often thought of as a sunset industry, destined to decline over time as the resource base is depleted. These perceptions have several important implications. They argue against economic policies that rely too heavily on mining and mineral processing to foster growth and development. The best and the brightest young people, along with society&apos;s other valuable resources, should be encouraged to enter newer industries. There the technological opportunities and the prospects for growth are more promising. These perceptions also suggest that the ability to compete in the mining industry depends largely on the quality of a company&apos;s or country&apos;s mineral deposits. Mining will take place first in countries with the lowest-cost deposits. Once these are exhausted, mining will shift to countries with the next best deposits. From time to time, new discoveries may also produce a shift in the location of mining, [ ] and may even for a time keep the costs and prices of mineral products from rising. Over the longer term, however, rising costs and prices are inevitable, as the world is forced to exploit poorer mineral deposits.

Metallurgists are continuously striving to improve recovery. But optimization of profits and/or revenue dictates that recovery can be sacrificed at the expense of throughput. However, recently there has been significant interest in the concept of retreatment of tailings to enhance recovery and hence revenue while maintaining high throughput. The authors discuss the technical and economic factors that need to be considered in evaluation of the feasibility of retreatment of tailings including the potential feed streams (i.e., rougher tailings, cleaner tailings, etc.) and processing options (i.e., physical beneficiation, chemical processing, etc.). A case study for base metals is discussed.

The leaching of heaps or sub-marginal waste ore dumps as it is practiced throughout the Southwest as well as other parts of the world, is the major method of secondary recovery of copper. In 1970, twenty percent of all domestic copper was produced by dump leaching operations (l). In recent years, this method has been successfully extended on a limited scale, for the recovery of uranium from low-grade ores (2). It is inevitable that this technique will be increasingly employed in metal production to satisfy the insatiable demand of our mineral based society. Although dump and heap leaching has been used effectively for some time (3) , its application has been more of an art than a science. Therefore, it is essential that we learn about the important factors and parameters affecting this versatile process so that we may make increasing use of this technique in the future. The dump or heap leaching process encompasses the preparation of ore for-subsequent inplace leaching, the flow of solutions and ionic species through porous rock masses, the leaching of minerals with inexpensive and, if possible, regenerable lixiviants under prevailing conditions of the inplace environment, and the recovery of metals from the pregnant liquors. It is evident that this comprehensive scope of dump or heap leaching falls under the realm of interdisciplinary science and engineering requiring the application of the principles of physics, mineral engineering, hydrology, computer modeling, operations research, economics, and allied disciplines. Filter media can be defined as that material which effects the removal of finely divided solids from a fluid. Thus the removal of dust from air or turbidity from water, for example, can be the result of passing the fluid through a properly supported filter media. Since filtration in one form or another has been practiced since pre¬historic times filter media have been made from an extremely wide variety of materials. Vegetable and synthetic fibers (used loose, or formed into papers, felts or cloth) sand, ground coal, diatomite, perlite, wire cloth, porous metal, and bonded aluminum oxide are among the more important materials used today.

Recent research has demonstrated the utility of the FTIRIIRS adsorption density equation for in-situ study of surfactant adsorption phenomena at the surfaces of reactive internal reflection elements (IREs). The FTIR/IRS adsorption density equation is given by (formula) where r is the adsorption density, A/N is the absorbance per reflection, e is the integrated molar absorptivity, 4 is the bulk concentration of the surfactant, d. is the effective thickness, and dP is the depth of penetration. Previously, the validity of the adsorption density equation had been confirmed only from solution depletion measurements with high surface area powders. Now, FTIR/IRS studies of Langmuir-Blodgett (LB) monolayer films of fatty acid transferred to the surface of a calcium fluorite IRE .clearly validate the reliability of the FTIR/IRS adsorption density equation for quantitative analysis of surfactant adsorption. In addition, it was confirmed from the observed absorption band at 1550 cm-1 that the first monolayer of the transferred fatty acid chemisorbs at the surface of fluorite.

he leaching behavior of palladium in ammoniacal solutions has been investigated by using the rotating disk technique in an autoclave. The study included the effect of rotating speed, temperature, oxygen pressure, composition of ammoniacal solutions, and catalyst on the overall leaching rate. The dissolution of palladium in ammoniacal solutions was discussed in view of the thermodynamics and a kinetic model. Even though the potential-pH diagram suggests that palladium metal can dissolve in ammoniacal solutions at room temperature, it was found that the dissolution was too slow at temperatures below 100°C but was significantly improved at higher temperatures. It was also found that the rotating speed of palladium disk had no effect on the leaching rate. The apparent activation energy was found to be 69.7 kJ/mole. Based on the results obtained, it is concluded that the dissolution of palladium is controlled by chemical reaction.

This paper outlines patterns of methane emission in both longwall and room-and-pillar operations and the effects that these patterns have on the decision as to whether the methane is most economically handled by ventilation alone or by means of a methane drainage system in addition to ventilation. The costs of handling the methane in the ventilation system and the costs of implementing the methane drainage system will be discussed as well as the costs related to the production of coal. The important issue of production slowdowns and gas outs will also be discussed as well as the proper response of mine management to such a situation. Suggestions concerning the keeping of production records related to methane problems will be made as well as justification for more intensive economic analysis of coalbed methane extraction and utilization.

The U.S. Bureau of Mines has developed a image analysis methodology to correlate the energy consumed during the grinding of an ore to the mineral liberation achieved. Energy consumption values are obtained using a laboratory-scale ball mill equipped with a torque sensor, and an automated image analyzer is used to determine the liberation present in ground products. By combining liberation information with energy consumption data an appraisal can be made of the energy required to liberate the mineral(s) of interest. Results of tests performed on a complex sulfide material determined the effects of grind duration on the liberation achieved and the energy efficiency.

Large deposits of eudialyte, a low grade zirconium bearing mineral, occur on the Southern Coast of Greenland in the Ilimaussaq intrusion. Various processes were tested in the laboratory to recover eudialyte from these ores, including flotation, leaching, gravity and magnetic separation. A combination of dry and wet magnetic separations has the advantage of simplicity and the least environmental impact for the location. This paper summarizes the results of laboratory testwork to develop a two-stage treatment process to recover the eudialyte by magnetic separation.

Laboratory investigations on the possibility for magnetic separation of sulphide minerals are reported. A survey of several sulphide ores and flotation concentrates shows that magnetic separation in most cases is not a suitable primary method of beneficiation. However encouraging results have been obtained in concentrate purification. At the Boliden complex sulphide ore concentrator in Garpenberg a Allis-SALA MK III carousel High Gradient Magnetic Separator (HGMS) is used together with a small flotation circuit to recover sphalerite lost to the galena concentrate in lead flotation. The result after four years of refining the HGMS process, show increasing zinc recovery and enhanced quality of the lead concentrate.

An increasing number of water pollution control systems are certain to be installed by many industries in the future because of new federal, state, and local government regulations, and because of the rising general concern about the deterioration of our water resources. Extensive engineering, some of it based on methods not yet developed, will be required if these new systems are to provide optimum pollution control. Capital cost, operating cost, and present and future regulatory requirements will be primary factors to be considered by engineers. This paper outlines procedures and gives examples of advanced engineering practices that have achieved efficient pollution control systems in the steel and nonferrous industries.

As the number of environmental laws continues to steadily increase and the economic penalties for contamination problems become more severe, environmental management represents an important management function within today&apos;s U. S. mining industry. The economic impact to a mining company for contamination is not only realized in legal fees and fines but also in the cost of doing normal business. For example, a mining company with contaminated property applying for a loan may be refused because of a lending institution&apos;s reluctance to finance due to liability concerns. Or, an insurance company may decide to greatly increase its annual premiums because of existing or potential contamination problems. One of the main duties of the environmental manager is to seek ways to reduce these types of problems by eliminating contamination or by knowing what problems exist and designing corrective measures to prevent the situation from worsening.

This paper investigates the design approaches taken and the philosophy employed during the construction of the Metropolitan Airport Commission (MAC) storm tunnels, part of the Phase 4 Segment of the MAC Trunk Storm Sewer Project at Minneapolis St.-Paul International Airport, located in Minneapolis, Minnesota. URS Corporation was retained to provide a design and Construction Management (CM)services for the MAC Trunk Storm Sewer Project. A case history of the design and construction challenges of the project is presented. The MAC storm tunnels consisted of the construction of twin 10-foot inside diameter (I.D.) tunnels within 7 feet of an existing 72-inch I.D. storm pipe at the base of a 70-foot high highway embankment. The analysis required during the design stage of the project is discussed. This analysis and our design approach provided a defensible framework and justification to make design decisions on relevant issues including: allowable spacing of new and existing structures; preferred order of construction; expected ground deformation behavior; response of lining types to adjacent construction; and effects of proposed changes to design at the submittal stage and during construction.

In the center of Florida, fresh water may be found as deep as 2.000 feet, whereas, along the coast it may extend no deeper than about 200 feet. A practical analysis of the three basic elements of a mining shovel&apos;s productive capacity. Payload Speed Reliability Improved dipper fill factor is explored referring to the latest generation of wide dippers combined with higher "bank horsepower" capabilities of modern drive systems. Cycle time improvement is reviewed including overall attachment geometry and coordination of motions. A specific case study is detailed. Basic reliability of welded structures, machinery components, and electrical systems are related to operating costs. Three basic elements determine a mining shovel&apos;s long term productive capacity: 1) Average payload per cycle. 2) Average cycle time; and 3) Reliability. This paper deals with productivity gains that are possible with existing shovels as well as new equipment.

"INTRODUCTIONThe South Napa Earthquake of 2014 caused ground motion at numerous reinforced concrete-lined (shotcrete-lined) winery tunnels in Napa County and Sonoma County, California. The occurrence of seismic ground motion at these tunnel complexes, known as wine caves, presented an opportunity to reevaluate seismic performance of reinforced concrete and reinforced shotcrete lined tunnels. The authors of this paper updated the most recent comprehensive compilation and evaluation of case studies by Power and others (1998), which correlates peak ground acceleration (PGA) at tunnel sites to damage. For this update, the authors evaluated the seismic performance of 31 wine caves near the South Napa Earthquake epicenter; including some of the 90 wine caves they designed since 1991, some caves designed by others, and additional caves constructed by contractors that they frequently work with. Tunnel designers can use the new data presented in this paper to help evaluate the usefulness of detailed seismic design analyses. THE SOUTH NAPA EARTHQUAKE The South Napa Earthquake occurred at 3:20 AM Pacific Daylight Time on August 24, 2014. Figure 1 shows the approximate location of the epicenter, the measured/estimated PGA contours, and the location of wineries with wine caves added to the database where the PGA was at least 0.2 g. The epicenter was along the West Napa fault, about 5 miles south-southwest of downtown Napa, California. The earthquake moment magnitude was 6.0, and measured/estimated PGAs were up to about 0.7 g. The duration of strong shaking was about 10 seconds. This earthquake was characterized by right lateral strike-slip fault movement, ground surface rupture, and after slip at the ruptures. Increased surface water flows were observed at seven creeks after the earthquake. Groundwater level rises of up to 5 feet were observed in Sonoma County wells after the earthquake. The earthquake was the largest seismic event in the San Francisco Bay Area, which includes Napa and Sonoma Counties, since the 1989 Loma Prieta Earthquake. The Napa event caused an estimated $400 million in damage. This damage included moderate to extensive structural damage to older commercial buildings and to some newer buildings in downtown Napa. This damage resulted from ground motions, subsequent fires, and failed underground utility systems."

Introduction Rod mills are horizontal, cylindrical, rotating, tumbling mills in which steel rods, that are usually about 6 in. shorter than the length of the grinding chamber, are used for grinding media. Fig. 33 shows a cutaway view of a rod mill. Rod mills were first used around 1910 because of their ability to grind in open circuit, consistently produce a uniformly sized prod¬uct, give greater continuous availability, and give lower maintenance costs. They have basically replaced roll crushers and coarse grinding ball mills in comminution flowsheets. The present 20-ft limit on rod length, based on rod manufacturing methods, and the pulp flow char¬acteristics, that influence mill capacity, have established the maximum rod mill sizes&apos; of 15 x 21 Vs ft using 20-ft rods and drawing from 2,200 to 2,300 hp. Rod Mill Uses. The principal uses for rod mills are: preparing feed for ball or pebble mills, grinding gravel or aggregates to the size analysis required for making concrete sand, preparing coarse agitator feed for leaching operations, and for primary grinding circuits, particularly in industrial mineral applications. Wet grinding is the most frequently used grinding process for rod milling. There are a few special cases where dry rod milling is used. Preparing feed for ball or pebble mills is the most common use for rod mills. In ferrous and nonferrous ore concentrators, wet open-circuit grinding is used to prepare ball-mill feed. Figs. 34 thru 37 show the four basic grinding circuits used in these concentrators. In rod mill-ball mill grinding circuits, where the rod-mill discharge contains 25% or more of the grinding circuit product-size material, the rod-mill discharge can be fed to the ball- or pebble-mill classifier as shown in Fig. 34. This is the most frequently used rod mill-ball mill circuit in the nonferrous ore concentrators. In a few concentrators such as Anaconda&apos;s Weed concentrator,55 the rod mill discharges to one classification stage which makes the same or a slightly coarser particle-size cut as the classifiers used to close the ball- or pebble¬mill circuits, as shown in Fig. 35. In concentrators where rod mill-ball mill circuits are used to grind low grade magnetic iron ores such as Reserve Mining Co., Silver Bay, Minn.; Erie Mining Co., Hoyt Lakes, Minn.; Eveleth Taconite Co., Forbes, Minn.; US Steel, Mt. Iron, Minn. and Atlantic City, Wyo.; Inland Steel-Jackson County Iron Co., Black River Falls, Wis.; and The Cleveland-Cliffs Iron Co., Adams mine, Kirkland Lake, Ont., the rod mills discharge to rougher magnetic separators (cobbers), the concentrates from which are fed to a ball milling stage as shown in Fig. 36. The same basic circuit is also used with gravity concentra¬tion methods such as spirals (Hanna Mining Co., Groveland, Mich.), tables (St. Joe Minerals, Bonne Terre, Mo.), and jigs. When the rod-mill discharge contains less than 25% of the grind¬ing circuit product size, this indicates an ore that does not readily produce the fines needed to help carry the coarse feed into the ball charge. When this occurs, the fines in the rod-mill discharge are needed in the ball mill or pebble mill so the rod-mill discharge flows direct to the second-stage mills as shown in Fig. 37. Rod mills are used to make feed for open-circuit ball mills such as those used in wet grinding cement raw material (American Cement, Brennan Ave¬nue plant, Detroit, Mich., and Port Huron, Mich., plant, and at the South Dakota State Cement plant, Rapid City, S. Dak.). Grinding gravel or aggregates to the size analysis required for making concrete sand is used in areas where natural sand of the proper particle size gradation required to make concrete is not availa¬ble. Three-quarter inch crushed aggregate is ground to 4 mesh using center peripheral-discharge rod mills (Fig. 38) operating in open circuit. US Corps of Engineers specifications state that the sand product be 93-100% passing 4 mesh and contain no more than 3-7% passing 200 mesh. It may be necessary to classify the rod-mill discharge to remove any excess -200 mesh sand produced in the rod mill. Particu¬larly when processing aggregate with high abrasion indices, center peripheral-discharge rod mills are used instead of hammer mills, fine bowl crushers, and crushing rolls for the production of specification sand. In a long term toxicology study SPF, F-344 rats were exposed 6 hours/day, 5 days/week for up to 24-months to a special test toner at 0, 1 (low), 4 (medium), and 16 (high) mg/m3, or Ti02 at 5 mg/m3, or Si02 at 1 mg/m3 by the inhalation route. The test toner was composed of about 90% random, high molecular weight acrylic copolymer and 10% high purity, medium color, furnace type, carbon black. It was enriched in fine particles such that the respirable aerosol concentrations (ACGIH) were to 0, 0.35, 1.4 and 5.6 mg/m3. There were no effects of exposure on survival, causes of death, body weight, food consumption or clinical chemistry and hematology parameters. There was no evidence for systemic or upper respiratory system toxicity as all of the changes were restricted to the lungs and associated lymph nodes. The lung tumor frequencies in the control (air and Ti02) and toner exposed groups were comparable. There were no changes at the low exposure level, which is the most relevant in regard to potential human exposures. The lung changes at the high exposure level consisted of decreased alveolar clearance, increased toner retention, increased lung weight, chronic inflammation, decreased pulmonary function and a moderate degree of focal fibrosis in all animals. The changes in the middle exposure level were smaller in magnitude than at the high level, and a very slight degree of fibrosis was found in 20% of the animals. In a follow-up investigation, female F-344 rats were exposed to one of three toner concentrations; control, low (10 mg/m3) or high (40 mg/m3) for 13 weeks followed by five, 13 week observation intervals. At the low exposure level, slight clearance retardation and modest inflammatory changes were observed at the end of exposure. They returned to normal values within six months post-exposure. In contrast, at the high exposure level, increased lung weight, decreased alveolar clearance and a disproportionate increase in toner retention, as well as an inflammatory response, were noted, which persisted throughout the post-exposure interval. While no significant histopathological changes were noted at the end of exposure, a very slight degree of fibrosis was observed in all of the animals in the high exposure group, after 65 weeks of observation. All of the above alterations are ascribable to "lung overloading", a generic response to excessive amounts of any dust retained in the lungs for a prolonged time interval. Published accounts in the toxicology literature document that long-term inhalation of large quantities of even innocuous particles such as Ti02, carbon black, petroleum coke, toner, and other polymeric and insoluble materials has resulted in a spectrum of generically similar pulmonary changes. Scaling of the rat-data, using 1 mg dust/g of lung as a threshold for "lung overloading", normal ventilatory parameters and 300-500 day human retention halftimes project "lung overloading" upon long-term exposure to insoluble respirable dust above 0.2-0.33 mg/m3. Other types of information are consistent with an exposure limit in the range of 0.4-1.0 mg/m3 for respirable dust. The absence of definitive toxicology data in support of the current OSHA respirable nuisance dust limit, coupled with the lack of sound epidemiology data, indicate the need to reexamine the validity of the current nuisance dust health standard.
