The sorptive and impervious nature of clay materials was recognized long before modem technology allowed us to understand the physiochemistry of clays. In Cyprus, around 5000 BC, sorbent clays were used for fulling woolen cloth. One of the earliest recorded uses of clays as an impervious liner was more than 3200 years ago in the construction of a bitumen-sand-gravel-clay liner built along the embankment of the Tigris River at Assur. Today one of the most common applications for clay minerals in the environmental industry is for use as impermeable barriers to fluid transport. Clay minerals are fine in particle size and thus have large surface areas, which, as a result of intermolecular forces and ionic substitutions, make them excellent materials for both ion exchange and ion sorption. Therefore it was logical to consider certain clay materials for applications in the environmental industry, where they can act as physical and chemical traps for potential contaminants. Certain bentonites have historically been used as sealants for fluids (Grim, 1962), and other clays have been used as sorbents for both water and oil (Haden, Jr., 1972). Prior to the 1980s, disposal of the nation's municipal, commercial, chemical, and nuclear wastes was largely indiscriminate and poorly regulated. This created environmental pollution problems, especially with respect to groundwater contamination. Promulgation of federal regulations like the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA - commonly known as Superfund) have forced a more careful and costly approach to waste disposal. The US Environmental Protection Agency (EPA) is the government body charged with enforcing and ensuring compliance with federal regulations governing toxic waste production, storage, and disposal. Widespread application of geotechnology to the design and construction of waste containment systems and to pollution remediation has become necessary due to such laws and because of increasing use of the subsurface environment for the disposal of hazardous wastes. In the United States nearly 1.8 kg of trash is disposed of per person per day, which amounts to nearly 181 Mt per year. This amount is more than double the waste produced in 1960, and these numbers are expected to continue to increase. Canada produces approximately 1.68 kg of waste per person per day. The EPA estimates that in the United States 64% of our garbage is landfilled, 18% recycled, and 18% incinerated. Even with continued increases in recycling and incineration efforts, the EPA projects that the United States will still need 82% of today's landfill capacity in the year 2000. Data on the exact number of landfills in the United States and Canada is conflicting in part because of changing definitions of what constitutes a landfill and because of inadequate record- keeping by some states and provinces. An estimate of the number of municipal solid waste (MSW) landfills in the United States in 1990 to 1991 ranged from 4 462 to 10 467 with an average estimate of 6 600. In Canada the number of MSW landfills reported varied from 5 493 in a 1982 survey to 1 766 reported in a 1991 National Solid Wastes Management Association (NSWMA) survey (Repa and Sheets, 1992b). A properly operated MSW landfill on average requires 1 hectare of land per year per 25 000 people (Coates, 198 1). In addition to MSW facilities, there are also waste disposal facilities needed for hazardous waste and low level and high level radioactive waste. In 1983, approximately 266 Mt of hazardous waste was generated in the United States, almost 50% of this by industrial production. About 68% of the hazardous waste generated in the United States and Canada and almost 50% generated in Europe are still landfilled (Egger, 1987). In 1985, approximately 51 000 m3 of commercially produced low level radioactive waste was disposed of in radioactive waste disposal sites across the United States (Jungling and Greeves, 1989). By 1987, the US defense program had produced approximately 10 000 t of high level nuclear waste. In addition, there were approximately 14 000 t of spent fuel assemblies from commercial nuclear power plants in temporary storage; the amount is expected to nearly triple by the year 2000. Presently most commercial spent fuel assemblies are stored in water-filled pools at nuclear power plants. Defense waste is stored on federal reservations in surface and underground steel tanks (Anon., 1987). Under federal law nearly all waste disposal and containment sites are required to have a liner or barrier and a cover system design that meets federal- or state-approved hydraulic conductivity requirements for the type of waste that the site will receive. When approved materials, necessary for constructing the waste containment structure, are not available on site, one of the most economical ways to meet these requirements is through the use of clay, soil/clay, or clay/geotextile materials. In a 1991 survey by NSWMA of its members and other select private sector facilities, 81% of the surveyed landfills had some type of liner system. About 75% of these liners were clay materials (either recompacted or natural). The remaining 30% were using flexible membrane liners as part of a liner system. Clay liner materials are most commonly used in the South, Midwest, West-central, and South-central regions of the United States. About 93% of the landfill facilities had closure plans, and of these 91 % were using clay materials in some way for the final cover material (Repa and Sheets, 1992a). Waste barriers and containment structures take several basic forms, and they are used in a variety of different applications: 1) cutoff walls, 2) soil or soil/clay-admix liners, 3) geosynthetic bentonite-clay/geotextile membranes, 4) radioactive waste containment barriers, and 5) synthetic geomembranes. In late November 2010, a Laotian landmark was achieved for the country?s first tunnel boring machine - (TBM) driven tunnel. Italian contractor CMC di Ravenna celebrated the breakthrough of a 7.6-m- (25.1-ft-) diameter Robbins single shield TBM for a hydroelectric tunnel on the Nam Theun River. The Theun Hinboun expansion project and 5.5 km (3.4 miles) headrace tunnel will bring much needed power in-creases to Laos and Thailand. . ?Since this is the country?s first machine, it has awakened people?s curiosity and interest. We had experienced Italian and Chinese crew members, but we also trained many Lao workers during the course of the project, as this was something they had not seen before,? said Luca Barbàra, Far East Manager for CMC di Ravenna. The machine broke through on Nov. 21 into an exit shaft close to the intake structure on the river. The machine is now being disassembled and removed - CMC hopes to use it on upcoming projects in the region. Due to the current rainy season and relative low level of the tunnel, the last 100 m (330 ft) up to the intake structure will be completed using drill-and-blast after the waters recede below the tunnel invert.

The flotation behavior of quartz in the presence of alkyl ammonium acetates as a. function of alkyl chain length has been interpreted in terms of hemi-micelle formation at the solid-liquid interface. The van der Waals cohesive free energy that is responsible for hemi-micelle formation has been found from these results to be 1.02 kT per CH group. This 2 is in excellent agreement with literature values obtained from research on the properties of micelles in bulk systems.

Arizona Portland Cement Company's limestone deposit (called Twin Peaks) is approximately 4 miles southeast of the cement plant. The pant is adjacent to both the Southern Pacific Railroad and Interstate 10, about 17 miles northwest of Tucson. Placer claims were filed on the Twin Peaks deposits in 1923. From that time until the present, geologic data have been accumulated and evaluated to define more closely the quantity and quality of the limestones. The cement plant at Rillito was originally constructed as a one-kiln plant in 1949. Capacity was increased in 1952 and 1956, bringing the plant to an annual capacity of 44,000 tons of cement. In 1972 anther expansion program was completed, bringing annual cement capacity to 1.1 million tons. Geologically, the Twin Peaks contain formations ranging from the Precambrian Pinal Schist to the Pennsylvanian Naco Formation. Within this sequence, other exposed formations include the Cambrian Bolsa Quartzite and Abrigo Formation, Devonian Martin Limestone, Mississippian Escabrosa Limestone, and Pennsylvanian Naco Formation. Generally, the Escabrosa, Naco, and Martin Formation are the primary sources of limestone for manufacturing cement. The Martin Formation is basically a dolomite with bands of limestone, quartzite, and siltstone. These limestones are blended with outside source materials (clay and iron ore) to make a raw mix that will make specification cements. Several drilling programs were initiated between June 1946 and March 1982. Information derived from these programs provided the means to develop cross sections, geologic blocks, and grade blocks. The configurations of the geologic and grade blocks are the same. Block boundaries delineate the various formations on any particular level. Cursory inspection of the structure would indicate a broad syncline elevated on the west side. A more detailed examination shows that the structure has been complicated by several periods of faulting and intrusion of igneous rocks.

Coal waste materials inhibit the direct establishment of vegetation due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss #1 coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980s with little topsoil resources available for final closure. The refuse was acidic (Total S = 0.38%; pH = 3.6), black in color and high (70%) in coarse fragments. The refuse also had a low water-holding capacity (4.5% in < 2.0-mm fraction). A small plot experiment was established on the refuse pile to evaluate the effects of liming rates (50% and 100% of lime requirements) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from <4.0 to >6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only. This was due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Applica¬tion of 27Mg ha`1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and this appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity of leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile. Therefore, long-term water-treatment requirements may not be reduced by successfully revegetating the pile surface.

INTRODUCTION The term, chelate, from the Greek for &apos;claw,&apos; has its origin in the pincer-like representation of more than one atom of a single ligand bonded to the same metal atom, forming a ring-like structure. Depending on how many attachments exist on the sphere of coordination around the metal ion, ligands are referred to as bidentate, tridentate, tetradentate, pentadentate and hexadentate According to Calvin and Martell (1952) and Somasundaran and Nagaraj (1984), chelating agents must contain suitable functional groups, and their location within the ligand molecule must enable ring formation that is sterically possible. Typical structures that meet these requirements have been given by Fuerstenau and Herrera-Urbina (1988) and are listed in Figure 1. As noted, the functional groups of these reagents contain electron donor atoms such as oxygen, nitrogen and sulfur. Basic groups, such as amino (-NH,), are those that contain an atom with a lone pair of electrons. Acid groups are those, such as carboxylic (-COOH) which lose a hydrogen ion and coordinate with the metal atom. Examples of each of these types chelating reagents are given in Tables 1-4. The specificity of chelating agents for various metal ions has long been known and was utilized early in the search for new flotation collectors. In 1927, Vivian used ammonium nitrosophenylhydroxylamine as a collector for cassiterite. Holman (1929) tested dimethylglyoxime as a collector for nickel oxide. He also suggested taurin as a collector for oxidized lead ores. DeWitt and von Batchelder (1939) suggested the use of oximes as flotation collectors. Gutzeit (1946) conducted an extensive investigation on the use of chelating agents as collectors and as depressants for gangue minerals. INTRODUCTION The Empire Mine is an iron ore mining, concentrating and pelletizing facility operated by The Cleveland-Cliffs Iron Company in the Upper Peninsula of Michigan. Owners of the mine are Inland Steel, LTV Steel, Wheeling-Pittsburgh Steel and Cleveland-Cliff s. The orebody is a fine-grained, low grade iron formation with magnetite as the primary constituent. Also present are iron carbonates, iron silicates, chert, hematite, goethite and quartz. The original six concentrating lines were started in late 1963. Successive expansions of ten lines in 1967, five lines in 1974 and 3 lines in 1979 have resulted in Empire reaching a present annual capacity of 8.0 million long tons of pellets. The Empire flowsheet was developed over several years of laboratory bench testing, pilot plant testing and testing of a full-scale primary autogenous grinding circuit. Since the original flowsheet was established, modifications have been made based on pilot plant and full-scale plant tests. The present flowsheet for three sections of the concentrator consists of one stage of crushing, two stages of closed circuit autogenous grinding, two stages of magnetic separation, one stage of hydraulic concentration and two stages of flotation (rougher and scavenger). The flowsheet for the fourth section of the concentrator (Empire 4) is the same as the first three sections, except a crusher has been added to crush excess pebbles. The Empire 4 flowsheet appears in the at- tached figure. PRIMARY GRINDING CIRCUIT FLOWSHEET Empire has a total of 24 individual grinding lines. However, at the present time, Line 1 is not being used for processing crude ore. The primary mill on Line 1 is now grinding flux stone for fluxed pellet production and the secondary mill is being used as a ball mill to grind rougher flotation tailings prior to a scavenger flotation circuit.

It&apos;s 12:30 A.M. The day before had been a long one with problems ranging from proper application of shotcrete during cold weather and the follow-on precautions for curing, meetings with city officials to avert a job shutdown because traffic wasn&apos;t being maintained properly and finally a briefing before METRO&apos;s General Manager to bring him up to date on projections for meeting the operational date of June 1975. The phone rings and Officer Jones of the Park Police says "Mr. Lynch, this lady in the apartments overlooking the jobsite is complaining of noise and she wants the job shutdown". "Officer Jones, have you called the Project Manager or the Resident Engineer?" "Yes, sir, but there is no answer!" "O.K., Officer, I&apos;ll check it out." In calling the job, I can only get the guard, because the inspector is in the tunnel. After some time, the guard calls back and says he doesn&apos;t know the way down into the tunnel. I have since had a difficult time believing that one. In the interim I finally reached the Resident Engineer and explained the situation. And finally at 1:30 A.M. the inspector called the Resident to say that the Park Police stopped the job at 1:00 A.M. because we didn&apos;t respond promptly. A similar situation had occurred some 2 years previously. With great expectation, noise specifications were developed to correct the earlier situation that had occurred. These newly developed specifications were in force at the time of this most recent shutdown. Common sense would tell you that even though we had developed and implemented, we believe, some of the best and most practical noise specifications in construction practice today, we had not enforced them. Namibia is one of Africa&apos;s newest nations. A German colony until 1915, it then became a South African protectorate until 1990, when it gained independence after an armed struggle that lasted more than two decades. However, no trace of past bitterness can be found today in the capital, Windhoek, or in the countryside. Namibia is now one of the safest parts of Africa. Namibia&apos;s industrial base and infrastructure have been untouched by war. Swapo, the ruling party, has embarked on a successful policy of reconciliation and economic development. The GNP per capita is a surprising $1500 (from the World Bank), one of the highest in Africa. Namibia&apos;s population stands at 1.3 million, including about 100,000 whites. Namibia is a very sparsely populated country (1.7 inhabitants per km2). About 70% of the people are farmers. Namibia has a surface area of 824,232 km2 (318,261 sq miles), about the size of France and Germany combined. The semi-arid climate and generally flat morphology make the country well suited to mineral exploration. About 40% of the country presents abundant rock outcrops. The rest is buried under the Kalahari sands. However, this cover in most of the country hardly exceeds 200 m (655 ft), and Australian technology has shown that large mineral deposits (Roxby Downs) can nowadays be found at even greater depths. Mining is Namibia&apos;s largest industry. In 1991, it accounted for 22% of the country&apos;s GDP, about 70% to 80% of its exports by value and 25% of internally generated government revenues. The Ministry of Mines and Energy (MME) is responsible for formulating and implementing national mineral policies. This agency has recently introduced legislation aimed at encouraging new and long-term investment in the mineral sector. The variety of Namibian mineral resources, both metallic and nonmetallic, is rivaled by few countries worldwide.

Gold production is one the most important mineral process­ing industries in Western Australia. The gold is usually found in either weathered oxidised zones, or associated with sulfides. In the latter case, oxidation is achieved by some form of chemical processing, such as roasting or more recently bacterial leaching. In all cases, gold is dissolved out of the oxidised matrix by cyanide solution. Pyrrhotite is an iron sulfide generally represented by the formula Fe1_,S where O x 0.125. Three different structural forms ofpyrrhotite are known to occur naturally, stoichiometric FeS (troilite), hexagonal pyrrhotite Fe1_xS and monoclinic pyrrhotite Fe7S8 [I]. Substitution of iron atoms within the pyrrhotite structure by other ions of similar atomic radius such as nickel, copper, cobalt and manganese is also possible [2], and often observed in natural pyrrhotite samples. Pyrrhotite is abundant in Western Australian sulfide mineral deposits which are commonly associated with gold bearing ores. It is generally believed that pyrrhotite has a detrimental effect on gold recovery from such ores, as it is commonly claimed to decompose in alkaline, aerated cyanide solutions to form iron cyanide complexes, thus consuming free cyanide, and to form sulfur/oxygen containing species such as sulfate, through oxidation of sulfur in pyrrhotite, which thus consumes oxygen. From information gleaned from the literature, claims about the high reactivity of pyrrhotite in cyanide appear to be based on early cyanidation studies performed on gold ore samples which have been poorly characterised, and contained impurities such as pyrite, arsenopyrite and chalcopyrite, which may have also contributed to the levels of species observed in solution [3-5]. In addition, the investigations do not take into account that iron atoms in the pyrrhotite structure may have been partially substituted by other atoms that influence the solubility of pyrrhotite in cyanide solution.

A mine is essentially a vast materials-handling system. All other systems found in the mine exist to one degree or another to support the materials-handling functions, from the cutting at the face to the hoisting in the shaft. In this chapter computerized planning of underground materials-handling systems will be examined by dividing this function into: (1) the planning of the production section, and (2) the planning of underground rail or belt haulage from the production section to the shaft, slope, or surface. While alternative divisions might focus on the different materials- handling functions, i.e., production, supply, and manpower transportation, historical computer analysis has focused on the various systems rather than functions. The emphasis in this chapter is directed toward coal mine applications; however, most of the programs and methods are equally applicable to other underground mines. Markedly different methods are encountered in each system, and moreover, marked differences exist in the nature and the degree to which the materials-handling subsystems in each interact with the environmental or support systems. The most intimate interaction exists at the faces where geologic, human, and machine performance factors are closely related and constantly varying. In view of this, the planning of the materials-handling systems for the face will usually stress flexibility, while the outby materials-handling systems will generally place decreasing emphasis on flexibility and more on system reliability, capacity, and cost effectiveness. Thus, hoisting and main haulage systems are generally designed and constructed as permanent installations and cannot be readily changed, whereas secondary haulage systems and face operations are relatively mobile. These differences may have considerable significance for the mine planner in making technical and financial comparisons of alternatives to provide the scheduled mine production.

Since the initiation of continuous vacuum filtration over a half a century ago, control of the performance of these units has been largely in the hands of the plant operators, Obviously there has been the introduction of variable speed drives, adjustable speed feed slurry agitation, vacuum control, etc. However, control of , filtration rate, cake moisture content, dissolved solids recovery by cake washing and dryness of solids where thermal drying is practiced is primarily up to the operators judgment and the settings he imposes on the controls he regulates, - filter cycle time, submergence, vacuum level, filter medium condition, wash water- rate, and other such factors. While this may seem to indicate that good operators are a paramount necessity, and certainly always desirable, a considerably more vital factor is a properly designed filter and filter station for the particular application. With improper design, highly skilled operator control will still leave much to be desired in the way of process performance. On the other hand, with correct design and application, the operator can easily and quickly control normal plant surges and quality variations within the flow sheet. Due to the growing complexity and inter dependency between the various processing steps in the modern flow sheet as well as the rising costs of capital investment, labor, maintenance, and losses involved with off quality product or insufficient recovery, automatic or inherent performance control of many of the unit operations within the metallurgical mill must be achieved. Continuous filtration should and can be susceptible to such control. However, as every instrument engineer knows, before control and automation can be achieved, a basic understanding of the operation is mandatory. This is primarily due to three factors. First, as in so many control applications, it may not be possible or feasible to measure the factor that it is desired to control. Thus, secondary variables that influence the major factor are substituted for control purposes. Secondly, it is always desirable to take advantage of any ?self-regulation? within the operation being performed on the equipment. In so doing, not only will automatic control be facilitated, but instrumentation is minimized while experiencing most efficient operation. Finally, automatic control is not a cure-all for improper process and equipment design and application. Hanging instruments on such an operation can be compared to constructing a sizable building on sand, Results will be disappointing.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. "INTRODUCTION Contrary to popular belief, Arizona State Trust land is not public land. All uses of the land must benefit the Trust, a fact that is considered with the review of each application received for sale, lease, or permit. This includes applications for activities ranging from commercial development to recreation. In 1863, the Territory of Arizona was established by an act of Congress. This act reserved sections 16 and 36 in each township to be held in trust for the benefit of the common schools. Later, the Enabling Act of 1910 allowed the Territory of Arizona to prepare for statehood. This act reserved the additional sections 2 and 32 of each township for the common schools and granted another 2,350,000 acres to be held in trust for other beneficiaries. In all, Congress granted the State of Arizona almost 11 million acres. The State was to manage those lands and maximize revenue for 13 separate beneficiaries. To meet this mandate, the State established the Arizona State Land Department (ASLD) in 1915. During fiscal year 2015, the ASLD contributed $136 million to the permanent fund, bringing the total value to over $5.1 billion, through the sale and leasing of the land and natural products which includes minerals. The current inventory of State Trust lands includes 9.2 million acres representing about 12.7% of the State.The ASLD Minerals Section manages the exploration, development, and leasing of mineral products on State Trust land. We are not a regulatory agency, but a department guided by our fiduciary responsibilities to the Trust. Our mineral programs include: Exploration Permits, Mineral Leases, Mineral Material Leases, Geothermal Leases, Oil & Gas Leases, and Special Land Use Permits. INDUSTRIAL MINERALS ON ARIZONA STATE TRUST LAND Industrial minerals fall under the category of either Mineral or Mineral Materials Leases. Common industrial minerals found on Arizona State Trust land include potash, limestone, gypsum, salt, specialty clays, zeolites, crushed stone, and sand and gravel."

"Shale gas has become an increasingly important source of natural gas supply in North America and around the world. Horizontal drilling and multi-stage hydraulic fracturing are the two key enabling technologies for the economic development of these shale gas reservoirs. It is believed that gas in shale reservoirs is mainly composed of free gas within fractures and pores and adsorbed gas in organic matter (kerogen). It is generally assumed in the literature that the monolayer Langmuir isotherm describes gas adsorption behavior in shale gas reservoirs. In this work, we have analyzed several experimental measurements of methane adsorption from the Horn River Shale core samples that obey the Langmuir isotherm. INTRODUCTION In nature, gas shales are characterized by extremely small grain size, extremely low permeability on the order of nano-Darcy (10-6 md), small porosity, and high total organic carbon (TOC). Shale can serve as both source and reservoir rock. The amount of gas in place in shale is strongly affected by the TOC, clays, and the adsorption ability of methane on the internal surface of solid (Martin et al., 2010). Since a considerable amount of gas in shale reservoirs is adsorbed, investigation of gas adsorption can provide critical insights into evaluation of well performance and reservoir characterization. Generally, natural gas in shale reservoirs is stored as free gas in both larger mineral pores and natural fractures, as well as adsorbed gas within organic matter (Leahy-Dios et al., 2011). EXPERIMENT METHOD & THEORY Adsorption Experiment Several experiments were carried out on 9 shale core samples obtained in a vertical well drilled within Horn River basin (Figure 1). The CH4 adsorption isotherms were measured for the different depth. In order to measure the amount of adsorbed gas, the high pressure Belsorp-HP equipment applying volumetric method was used. The temperature was kept at 298 K and pressure was increased up to 18 MPa. Approximately 5 g of crushed sample was used for each measurement."

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

In this investigation, the differences in the absorption spectra of etheramines, fatty amines and condensates, mostly present as acetates, from several suppliers are characterized by means of infrared spectrometry. Sharp differences were observed in the absorption spectra of three types of amines and derivatives. Etheramines show a characteristic and well-defined peak at 1,114 cm-1. This peak is due to the ether C-O group and differentiates etheramines from the other classes. The absence of such a peak indicates that the species is not an etheramine. The distinction between condensates and fatty amines is made by the presence of a sharp peak around 3,200 cm-1. This peak is probably due to the proximity of the N-H amine groups and C=O carbonyl groups in the amide portion of the condensate&apos;s molecule and by different and better-defined bands in the 1,800- to 1,500-cm-1 range. The flotation performance of these amines was evaluated by means of the laboratory-scale flotation of an itabirite ore. The etheramines proved to be the most effective collectors for this system. Monoamines presented better performance than diamines for the ore under investigation.

The Equis and El Roble projects are located in the Cordillera Occidental of Colombia. The Equis vein deposits have sulfide ore reserves of 95,955 mt (105,770 st) grading 8.51 g/mt (0.248 oz/st) gold and 12.4 g/mt (0.36 oz/st) silver with 0.94 % copper, 1.10% lead and 11.06% zinc. Ore reserves at El Roble are estimated as 1.1 Mmt (1.21 million st) grading 4.89 % copper and 3.39 g/mt (0.099 oz/st) gold. Geologically possible reserves at Equis may total 1.6 Mmt (1.76 million st). El Roble has the potential to contain several tens of millions of metric tons. Exploration included diamond drilling, trenching, channel sampling, rock and soil geochemistry, geophysics and tunneling. Erratic high grade samples affect the weighting of channel and drill core samples. Secondary reconcentration of gold is also a factor. Sample maps and graphs show the distribution of values to be highly variable. Geostatistical treatment of some of these data gave important guidelines for parameters such as sampling densities, drill hole spacing and confidence limits.

Mine managers need better information to locate new opportunities and then to assess the effect of their decisions. We are developing the Intelligent Decision Support System (IDSS) and its two major modules, the Pattern Recognition System (PRS) and the Knowledge Representation Subsystem (KRS) to automatically provide the information from monitoring system sensors. So far, we have developed and reported on algorithms that automatically produce accurate time-study reports of continuous miner data from kilowatt sensors at the Deserado Mine, and we are extending the system to accept other types of sensor data input. This paper focuses on AI techniques that improve accuracy of the numerical algorithms in the PRS module. Additional AI work for the KRS module is summarized in this paper.

The Nuclear Regulatory Commission (NRC) regulation 10 CFR 60 requires that the ventilation system for the geologic repository be designed to: (1) control the transport of radioactive particulates and gases, (2) assure continued function during normal operations and under accident conditions, and (3) separate the ventilation of excavation and emplacement areas. The ventilation system design should take into account thermal loading; maintenance of the retrieval option and-the separation of the development and emplacement ventilation circuits. An analysis was performed by NRC&apos;s contractor, Engineers International on the ventilation system design described in the Department of Energy&apos;s conceptual design for Nevada. The ventilation analysis is of a preliminary nature. The conclusions presented in this paper reflect the views of the authors and may not represent the views of the NRC. In this analysis, available Nevada Nuclear Waste Storage Investigation (NNWSI) ventilation design information was reviewed and a ventilation network analysis was performed.
