The overall economics of a coal production unit are governed by a number of interdependent parameters which individually and collectively affect the final result. A business judgement is measured through return on investment considerations and in this respect, a sensitivity analysis proves useful. Figures 1 and 2 show how the various parameters affect return on investment through unfavourable change from planned or expected values. In the case of metallurgical coals, the selling price negotiated is the primary and most sensitive variable, followed by transportation, clean coal yield and capital funds invested in mining. It is clear that coal preparation plant capital and operating costs are the least sensitive to R.O.I. For energy coals, the selling price is determined by heat energy content (x cents per million BTU's) and is therefore not con¬sidered as an interdependent variable. In this case, transportation cost is the major primary factor affecting the level of income. Again the amount of saleable clean coal or total yield has a major effect on return on investment. Most of the factors considered in Figures 1 and 2 are fixed and unfavorable change from planned values becomes critical but clean coal yield is to a great extent controllable during actual operations. Once the theoretical yield for a particular coal has been determined, the optimum return is achieved by approaching this theoretical yield as nearly as possible in practical commercial operation.

This paper was presented at the ‘17th U. S. Symposium on Rock Mechanics’ on August 29, 1976, at Snowbird, Utah, at the SME-AIME Fall Meeting on September 1, 1976, at Denver, Colorado, and at the Polish-American conference on Ground Control in Room-and-Pillar Mining on August 7, 1980 at Southern Illinois University, Carbondale, Illinois. Introduction The purpose of this paper is to present a viable method of reinforcing rock pillars by utilizing fully grouted reinforcing steel and a cement- fly ash mortar. Although the fully bonded bolt concept is not new as exemplified by the present widespread use of resin bolts within United States mines and by the use of cement grouted reinforcing used as back pins in the Kiruna Iron Ore Mine in northern Sweden, (1)(2)the method of stabilizing mine pillars with fully bonded reinforcing is new. This method, called the "grout-rebar system", was first incorporated at St. Joe Minerals Corporation's Fletcher Mine in December of 1972. The system was used on an emergency basis before extensive research on the mechanics of the system could be completed. Since Decmeber of 1972, however, approximately 206 pillars have been reinforced at Fletcher and the system is currently being used on a regular basis at two other St. Joe mines and at two competitor mines in the area. Basically, this paper is a case study of the efforts, research and results of utilizing the grout-rebar system, on a selective basis, at the Fletcher Mine. In addition to information about the system, this paper will explain in detail the three rock mechanics instruments developed by St. Joe and used to measure and monitor rock movement to validate the group-rebar system.

This article, though not common feature material, should be of reader interest. Goth made this presentation as the keynote address at the 19th Annual Intermountain Minerals Conference in Vail, CO, in August. Introduction Working backward, what is an LDC? LDC stands for Less Developed Country. LDCs play a dynamic role in world supply and demand of basic materials. They occupy an equally important position in international marketing and finance. I will explain later some of my concerns with LDCs. First, I want to address an issue I think is of equal or even greater concern. Mining and High Technology Unfortunately, many people believe that America must make a decision now between being a smokestack-based economy or a high-technology-based economy. Some would have you believe that smokestack America is dead. Our only option is to turn to high technology, in a manner similar to countries such as Japan. Presumably, when we talk about high-technology industries we envision organizations that came into being within the last decade or so and incorporate microelectronics, biotechnology, and interconnected computers. The entire workforce is clad in lab coats and there are few employees in proportion to the work performed. High-technology industry is not labor-intensive work thanks to the efficient robots used. On the opposite side are smoke-stack industries, that we presume include the older, basic industries such as mining, agriculture, iron and steel manufacturing, ship-building, auto manufacturing, and nearly all forms of construction. These industries are judged to be labor intensive, requiring unsophisticated and untrained employees who succeed by the sweat of their brows rather than by advanced degrees in mathematics and physics. If these are indeed the presumptions about high technology versus smokestack industries, then I submit that those presumptions are a disaster. They are wrong and far from the truth. Smokestack industries, such as mining and the others mentioned, are indeed much older than some of the recently founded high-tech industries. But this does not mean that those smokestack industries are low-technology industries. On the contrary, American agricul¬ture is a very high-technology industry whose crop yields are the envy of the entire world. Mining uses virtually all of the advances available through modern technology. Far too many opinion leaders still envision mining as Humphrey Bogart and John Huston in the movie Treasure of the Sierra Madre. Yet there are many who hold the opinion that our basic industries are dead and that this country's future depends on specialized high-technology industries and services. That is tantamount to announcing we will continue to build space shuttle vehicles, but we no longer need launching pads and landing fields. The point is, we should not be wasting our time talking about "new" industries and "old" industries. We should devote our time and effort to industries that are effective and efficient in meeting our needs, in contrast to industries that are not effective and efficient in meeting our needs. Less Developed Countries That leads me to some of the problems I perceive with policies regarding the previously mentioned LDCs - Less Developed Countries. Far too many people do not realize that many of the smokestack industries being lauded in Less Developed Countries are being operated at a loss and to the detriment of worldwide industry. INTRODUCTION This presentation is concerned with the administrative and technical capability of the Atomic Energy Control Board (AECB) to assure compliance with the individual exposure limit for radon daughters (currently 4 WLM per year). It is not concerned with the epidemiological bases for setting the exposure limit. Moreover, the intent is to show how sophisticated methodologies and advanced technologies, applied to radon daughter concentration measurements in uranium mines, convey the spirit of compliance by providing better estimates than do the historical methods. These better estimates mean that more accurate and more precise estimates of each worker's exposure are determined using these more modern methods and devices. The estimates so derived should provide more convincing evidence to an individual worker that his assigned exposure is a valid indicator of his true exposure. In addition, a perspective on the exposure estimate in relation to the exposure limit is given as further evidence that an exposure limit is not the dividing line between "safe" and "unsafe" exposures. A brief description is given of the compliance aspects of the Atomic Energy Control Regulations and of the limitations of purely statistical non-compliance procedures. Most of the emphasis of the paper will be placed on the uncertainties associated with conventional radon daughter exposure determination and the means being employed (and anticipated) to reduce these uncertainties. NON-COMPLIANCE Under current Atomic Energy Control Regulations (1978), the annual individual exposure limit for radon daughters is given without reference to the possible methods of sampling and calculation of radon daughter exposure and without any reference to possible uncertainties or their magnitudes. This is common in such statutes, the details of sampling, calculation, error analysis, and so on, being left for licence conditions or provided as a specific guideline to the licensee on the matter of compliance with the Regulation. Since the exposure limit is contained in the Regulations, compliance with it is absolute, as with any other law. In Canada, a state of non-compliance with the radon daughter exposure limit exists when an exposure (attributed to an employee) is reported by the licensee to exceed the limit. No uncertainty in the measurements or in the overall determination of exposure is reported nor is any requested. Removal of the worker and the loss of his services are the immediate and direct penalty suffered by the licensee for failure to maintain the exposure at, or below, the limit. A worker may be re-instated to employment for the balance of the reporting period only if the licensee can assure the AECB that further significant exposure to the worker will not ensue. In other jurisdictions, such as the United States, non-compliance is defined on a statistical basis. For example, NIOSH, the National Institute for Occupational Safety and Health presents procedures for calculating the 95% Lower Confidence Limit (LCL) in order to "compare the results of occupational environmental sampling to an occupational health standard and make a decision with a known chance of making an incorrect decision that a state of non-compliance exists" (Leidel and Busch, 1975). (In the nomenclature of this presentation, exposure limit would be used in place of "standard", in the NIOSH sense). Furthermore, it is emphasized in the NIOSH document that such numerical comparisons "are necessary only if the sample mean is greater than the standard". The NIOSH document points out, quite correctly, that the "statistical procedures presented below will not detect and do not allow for analysis of highly inaccurate results, i.e., systematic (non-random) errors or mistakes ... If a systematic error is known to exist in an instrument or analytical procedure then correct the sample mean of the data before analyzing for non-compliance". It is certainly not the purpose of this paper to criticize the sophisticated statistical approach to non-compliance as given in the NIOSH document or in similar approaches used in other jurisdictions. Rather, the purpose is to approach, with some introspection, the question of the determination of exposure by the employer for his employee and especially the employee's understanding of, and confidence in, the accuracy of the exposure determination and its relation to the exposure limit. The microtunneling test program is one of three main elements of the research project, "Trenchless Construction: Evaluation of Methods and Materials to Install and Rehabilitate Underground Utilities." The other elements of this project include an evaluation and demonstration of horizontal directional drilling technology and pipeline rehabilitation systems. The research is a Corps and Industry cost-shared project funded under the Construction Productivity Advancement Research (CPAR) program. The laboratory partner is the U.S. Army Engineer Waterways Experiment Station (WES), Geotechnical Laboratory. The industry partner is the Louisiana Tech University's Trenchless Technology Center. Industry participants are contributing over half the total cost of this research. The overall objective of the CPAR program is to improve productivity in the U.S. construction industry, thereby enhancing the competitiveness of the U.S. industry in domestic and overseas markets. The Corps and other federal and state agencies will benefit by realizing reduced costs, enhanced safety and better products and services as the products of this research program are developed, tested, and pushed into the market place. The microtunneling demonstrations and evaluations were performed during September and October 1992 at a specially constructed test facility built at WES in Vicksburg, MS. The test facility is 104 m (340-ft) long, 5 m (16-ft) wide, and 4 m (13-ft) deep. It was constructed, ironically, by first excavating a trench into which 6 different types of soils were placed and compacted in approximately 18.3 m (60-ft) long sections. The soil profiles include a lean silty clay (loess), a dry sand, highly plastic buckshot clay, wet sand, clay gravel and silt. The interfaces between soil profiles were sloped to simulate mixed face conditions as the machines exit one zone and enter another, and provided challenges to ground control and alignment and grade control during these transitions. Moisture and density tests were performed on all materials in each lift to assure uniformity. Horizontal inclinometers and 3 levels of settlement plates were installed at key locations in the test bed. The settlement plates and rods and the horizontal inclinometers, together with surface survey points, provided data to evaluate settlement and heave along the test section. Penetration resistance was measured in each section of the completed test bed. Strain gages were installed in 8 of the 0.6 m (24 in.) diam. Hobas pipe sections to measure strains in the pipe as it was being jacked into place. Steering jack loads, jacking thrust loads, and cutterhead torque were also measured during the drives. The results of these tests will be used together with other information to develop guidelines for conducting feasibility studies and selecting proper methods compatible with anticipated conditions.

PENNSYLVANIA 16803 To the Editor: With respect to the Fenvessy and Schwab article, I offer the following: As thorough as the study may be, it still has a glaring weakness. The presumption of constant supply in face of falling demand - their "low growth" case - is just wrong. It does not allow for the rapid migration, by transfer and change of major, from former high-demand programs, such as mining, to programs that have more recently obtained the cachet of job security. The figures that are shown for rapid growth in mining engineering enrollments in the period 1970-1981 are, no doubt, correct and reflect a rapid inmigration of students into mining. A similar out-migration, which began in 1982, from mining to other engineering and science disciplines is not factored into their study. Given 1983-84 enrollments, which can already be documented, it is clear that the low-growth case will, by 1985, be 50% or less of 1981. I wish students would pick their majors on the basis of their own individual abilities and interests rather than rushing lemming-like to programs that are reputed to have jobs. In the end, students will have better jobs and careers if their college majors match their talents and we, in the academic side of things, will have a livelier and more dedicated student. Lee W. Saperstein Professor and Chairman of Mining Engineering UNIVERSITY OF MISSOURI-ROLLA To the Editor: I write concerning the recent article on future demand for graduates in the mining industry. The article is, unfortunately, inaccurate because of the erroneous assumptions it makes in its basic premises. To cite but two of these, class sizes will not continue at their current level, but will, in fact, alter dramatically as a function of the perceived immediate job market rather than the future trend, so that enrollments are already below those predicted. Secondly, it is patently wrong to assume that everyone who gets a degree in the mining field will continue until retirement to work in that field. People who do not have a job in the industry will get work elsewhere and often do not come back. Others will later move to different areas. My major argument, however, deals with the underlying assumptions and methodology of the survey itself, with the concomitant challenge to the subsequent conclusions. It is no great secret that the technological world is undergoing a dramatic revolution. Computer use is rapidly spreading to the point where the microcomputer will be an integral part of every mine engineer's desk. Such a tool, which for optimal benefit must be operated by knowledgeable mining engineers, will make mining much more of a science than the current level. The increasing size of flotation cells as the use of flotation has increased is traced from the first United States application of the process in Montana in 1911 through the following eight decades, using data from the Taggart handbooks (1927) and (1945), from the SME Handbook (1984), and from recent manufacturers' catalogues and other sources for the 1980s and 1990s. With the earliest mechanical cells less than 1 m3 (359) in volume and the largest now available at 200 m3 (7,000ft3), three requirements are necessary: 1) demonstration of advantages in replacing smaller volume by larger volume cells; 2) estimating power requirements, impeller dimensions, and operating rpm by correlation equations; 3) considering effects of using larger cells, in necessarily much shorter rows, on process kinetics. The resulting seven tables that address these problems are presented, and their implications discussed.

Recent research efforts have shown have shown selective solvation extraction of a gold cyanide ion-pair complex from alkaline cyanide solution is possible with organic phosphorus esters. These alkyl phosphorus esters such as tributyl phosphate (TBP) and di-n-butyl n-butyl phosphonate (DBBP) can selectively load gold to rather high levels, even in excess of 30 gpl. However, traditional stripping techniques are not particularly effective. In this regard, gold recovery by direct electrolysis of the organic phase has been found to be an interesting possibility. Further, the rate of direct electrodeposition from the organic phase can be improved significantly by using an aqueous/organic mixture. Direct electrodeposition of sheet gold from loaded DBBP was successfully accomplished at a current density of 8x10 4 amp/cm2 and 55°C from such a two-phase mixture with the aqueous phase as the continuous phase. No appreciable degradation the DBBP was found after 5 cycles of extraction and, electrodeposition. Finally, the applicability of the process strategy for an industrial situation was demonstrated by the successful treatment of waste gold cyanide electroplating solutions.

The Bureau of Mines has been investigating several techniques, including the use of horizontal and vertical boreholes, to remove gas from coal in advance of mining. Horizontal boreholes drilled from underground workings as part of the mining cycle have been shown (Finfinger, 1980; Hagwood, 1983; Perry, 1978; Prosser, 1981; Thakur, 1980; VonSchonfeldt, 1982) to be very effective in providing short-term, immediate relief from high methane emissions. This technique has been widely accepted in the coal mining industry, but it does require close coordination to integrate the drilling and subsequent gas drainage and disposal into the projected mine development plan. Vertical boreholes can be placed several years in advance of mining to predrain gas from coalbeds over relatively large areas (Dunn, 1984; Elder, 1975; Lambert, 1980; Steidl, 1978; Stubbs, 1979). The vertical borehole technique has the additional advantage over horizontal boreholes of allowing work to be performed on the surface instead of in the more restrictive underground environment. However, except for the relatively large scale vertical borehole programs for both mine safety and commercial production in the Black Warrior Basin of Alabama (Dunn, 1984; Lambert, 1980; Stubbs, 1979), the technique has been underutilized. The primary reason for this seems to be a combination of the current economic climate in the coal industry, legal questions as to the ownership of coalbed gas, and potential roof damage from the stimulation treatments required to increase the characteristically low permeability of coalbeds to enhance gas production. The question of potential roof damage is the subject of this paper.

Miners have long known that rock noise, or the popping and cracking of the rock commonly heard during mining, can indicate instability of the mine structure. For many years, miners have "listened" to the rock talk and many times have interpreted changes in rock noise activity to be a warning of failure and have retreated from the potential failure area. Microseismics, or the study of rock noises, was begun in the early 1940s partly because of this historical fact. Microseismics is based on using geophysical equipment to detect and analyze rock noises on audible and subaudible levels. Thus, these systems are much more sensitive than the human ear and "hear" even more of the rock "talk" than do miners. Research has shown that micro-seismics can be used to precisely locate portions of a working area that are generating rock noise, and that rock noise release rate information from each area can be used to analyze its stability. On the basis of research results, microseismic systems are now commercially available and have been purchased and installed in many mines around the world. Introduction When a rock mass is subjected to changing stress conditions, such as those caused by mining, small-scale adjustments occur within the rock that release seismic energy. When this energy is in the audible range it is called rock noise. Those areas where stress changes occur are also the areas of the structure most likely to fail. Individual rock noises can be detected and analyzed to determine their precise location relative to the mine structure. Over a period of time plots of this data provide a pictorial representation of where stress changes are occurring. This is because rock noise activity tends to concentrate in those structure areas most actively adjusting to the changing stresses. Since these areas are the most likely to fail, they can be pinpointed and mapped relative to the structure. Rock noise rates, or the number of rock noises occurring per unit of time, also tend to vary dramatically before failure. Thus, the ability to locate the source of individual rock noises provides a means of determining where failure may occur, and rate counting within each area offers a means of assessing when failure may occur. This information, properly treated, can be used to avoid, control, or warn of impending failure. Successful applications of this technique have provided recent impetus to the effort of developing microseismics into a practical, reliable, and economically feasible tool. The phenomenon of naturally occurring rock noise was discovered in 1938 by Obert and Duvall (1939) who were measuring seismic velocities in mine pillars. Seismic energy other than what they were generating continually registered on their recording equipment. Further study by these researchers showed that the extraneous seismic energy being recorded was from rock noises that were being generated within the rock in highly stressed areas. Pursuing this interesting phenomena both in the laboratory and in the field, Obert and Duvall documented the dramatic change in rock noise rate before failure (Obert, 1941). They also established the fact that, in many instances, rock burst failures could be predicted by monitoring and listening to the rock noise activity in rock-burst-prone areas (Obert and Duvall, 1945). These early efforts clearly showed that microseismics had great potential as a tool for measuring or estimating mine structure stability. Extended testing, however, showed that sometimes rock bursts occurred with no apparent microseismic warning, and that at other times sharp increases in microseismic data were not accompanied by failure. Also, because precise location of individual rock noises was not possible at that time, one never knew where the failure was going to occur, only that failure near the observation point was likely. Thus, while the technique clearly offered promise, it was not considered practical then. In the mid-1960s, the Bureau of Mines undertook a new research effort to improve the microseismic technique. Major improvements were judged possible mainly because new and vastly improved electronic and system components had become available as an offshoot of space program instrument development. Thus, in 1967, development of a multichannel, broad band, microseismic system began (Blake and Leighton, 1970). Application of this system in rock-burst-prone mines showed it worked well and provided the incentive to develop methods whereby the source location of individual rock noises could be easily and directly calculated (Leighton and Blake, 1970; Leighton and Duvall, 1972; Redfern and Munson, 1982). Bougainville Copper Limited operates a porphyry copper mine in Papua New Guinea. The waste dumps will contain 400 to 500 million tomes of rock at the end of nine life. The paper describes investigations carried out over a period of en years and highlights the problems associated with waste lump leaching in a tropical and seismic active region. Aspects discussed include mineralogy, chemical reaction, leaching rates, microbiological activity, dump stability, dump structures, effects of tropical conditions, seismic activity and topography.

Vancouver-based War Eagle Mining Co. is an advanced-stage Canadian junior mining company that is focused on becoming one of the world?s leading germanium producers. War Eagle?s primary focus is on the Tres Marias high-grade germanium mine near Chihuahua, Mexico. The Tres Marias Mine has high-grade zinc mineralization as well. War Eagle acquired the 28-km2 (17.4-sq mile) property in 2001 from Tombstone Exploration and is currently working to put the mine into production. Current exploration is focused on supporting a resource report and prefeasibility study that is expected to be completed in early 2008. War Eagle expects to have completed an estimated 80 underground diamond drill holes, 40 surface diamond drillholes, 31 percussion holes and 1,296 1.5-m (5-ft) channel samples. Eighty-seven additional exploration targets have been identified within the mining concession. Recent drill results have significantly expanded the known mineralized body at the Tres Marias Mine. The exploration and development program is expected to be completed during 2008. War Eagle owns both the drills currently in operation at Tres Marias. An advanced exploration and development program has confirmed historical grades and is producing encouraging new results from diamond and percussion drilling, channel sampling and high-resolution resistivity geophysics. Glenn R. O?Gorman, an independent geologist and consultant to War Eagle, conducted a study on the reporter. He stated that the Tres Marias concession area has the potential to host 5 to 10 Mt (5.5 to 11 million st) of minable ore.

Since 1977, Amax Coal Co.'s Belle Ayr mine near Gillette, WY, has been the largest producing coal mine in the US. In its 10 years of operation more than 90 Mt (100 million st) of coal have been shipped from the mine's facilities to electric generating plants across the country. It is thought to be the largest amount ever produced in US history from a single coal mine. The railroad is Belle Ayr's lifeline for moving this massive volume from a relatively isolated corner of northeastern Wyoming. There are no waterways for barge traffic, and highway truck hauling would be impractical considering the quantity and distance of coal to be moved. Transportation in the Powder River Basin-at least for the present-is strictly unit trains. An average of four unit trains daily load at Belle Ayr. These trains average 108 cars long, with a capacity of 91 t (100 st) per car. Burlington Northern Railroad serves the Powder River Basin, but locomotives supplied by Union Pacific, Milwaukee Road, and Kansas City Southern are a common site as well, since coal will often travel these lines too on its way to utility plants in Colorado, Kansas, Iowa, Texas, Arkansas, Louisiana, Wisconsin, and Oregon. When Belle Ayr opened transportation in the Powder River Basin was in an early development stage. As the first large-scale coal shipper in the area, Belle Ayr was the only user of a 27-km (17-mile) railroad spur south of Gillette. Other mines, however, were to open soon on the abundant, low-sulfur reserves. Today, less than a decade after Belle Ayr's debut, 13 large-capacity mines operate near Gillette. The 27-km (17-mile) spur that once served only Belle Ayr has been extended 177 km (110 miles) south to service other mines as well, and to tie into a major rail line in central Wyoming. The Powder River Basin is now served by a wishbone-shaped track configuration that allows train movement north into Montana, south into Colorado, and east into Nebraska for connections across the country. Operations at Belle Ayr are closely tied to train arrivals and departures, with coordination essential between mine operations and rail personnel. "Train movement in the Powder River Basin has evolved to the point where we are fine-tuning mining operations to coordinate them with a more dependable transportation system," according to Joe Jefferson, transportation supervisor with Amax Coal's western division. "Water inrush is a serious geological accident in underground coal mines. This paper focuses on the method of the bow tie analysis based on fuzzy reliability to assess the risk of water inrush in coal mines. First, post failure probability and repair probability of initiating events are divided into 5 levels. Then triangular fuzzy numbers are adopted to quantify experts’ language and to acquire the reliability rate which close to the actual values by defuzzification and calculation. According to dynamic bow-tie analysis model, using the method of moments to fit the reliability time of events by Weibull distribution and offering the random sampling rule of failure and repair time for illustrating the feasibility of fuzzy reliability evaluation. To demonstrate the effectiveness of the proposed assessment approach, bow tie analysis model of water inrush in coal mines is taken as an example.Introduction Dynamic bow tie (DBT) analysis is composed of dynamic fault tree and dynamic event tree analysis, and considers the impact of the time factor upon risk assessment of a system. There are many algorithms applied to calculation of the probabilities of node accident and accident consequence of dynamic bow tie analysis: Hidden Markov Model, Bayesian Network (Khakzad et al 2013), Integral Algorithm (Amari et al 2003) and Monte Carlo Simulation (Kim et al 2016). In terms of simulated time and practicability, the Monte Carlo Simulation has an advantage over other methods. DBT requires mass data in quantitative analysis, including the failure rates and the repair rates of the basic events of the Fault Tree (FT) and the subsequent events of the Event Tree (ET) at different time points, i.e., the distribution of failure time and repair time. In practical analysis, it is hard to obtain a large amount of exact historical statistical data, which is a major problem of risk assessment. Due to the difficulty of obtaining the exact data and historical failure data of the basic events and the subsequent events, the FT and ET analysis is stuck with the study of minimal cut sets, minimal diameter sets, structural importance and qualitative analysis (Liu and Zhang 2010, Yan et al 2012, Wang et al 2009, Li and Wang 2011). This paper will use fuzzy numbers and the defuzzification method to transform the experts’ language into the failure rates and repair rates of basic events and subsequent events, solving the problem that it is difficult to obtain a large amount of historical statistical data, and will use the method of moment to conduct Weibull fitting of the reliability time to provide the random sampling criteria of event failure and repair time in Monte Carlo simulation."

If enthusiasm is a requirement, the coordinator of the Total Concept program is a dynamic, exciting leader with a lot of potential to keep the program a vital and progressive effort for many years. Art Meyer is entering his third year as the leader of the Total Concept. He is using his years of experience in the industry to emphasize the basics required for the course, and has also instituted new programs. Meyer began his career, after graduation from CSM as geological engineer in 1950, with St. Joe Lead. He held other responsible positions with Amax and Rocky Mountain Energy. He can answer any questions that may crop up or find the right resource person for those questions. Additions to the 18-year-old curriculum instituted since Meyer became coordinator are the study of industrial minerals and strategic minerals. The industrial minerals portion of the course includes visits to a major sand and gravel operation, in addition to lectures on the subject. Much of the strategic minerals requires study and lectures, since Colorado is not a big production state in these commodities. How does the director arrive at new additions or deletions to the program? "It's very simple," he says. "We listen to questions posed by the students, recommendations by industry people who know what is important, and feed-back from course alumni." Alumni feedback from this course has been extremely gratifying, according to Meyer. Other ideas are constantly surfacing, ideas that will be implemented as time and resources permit. One of the most gratifying results of the Total Concept program from an alumnus was the development of a complete teacher and student package by John Christiansen, a teacher at Cherry Creek High School near Denver. The course so excited Christiansen that he envi¬sioned an energy and minerals course to fill a perceived gap in science education on the high school level. The draft package was so attractive that it was sponsored and the publication costs guaranteed by the Society of Mining Engineers. Today, under the leadership of the Mineral Information Institute, the package is in use in several states and has gained enthusiastic acceptance. Other alumni have launched their efforts to broaden the scope of the existing science education by instituting courses or special seminars. One recent alumnus, Dick Will, class of 1984, who was sponsored by the Denver Mining Club, is conducting a science seminar based on his experiences with the Total Concept program. Meyer will be speaking at this seminar, as well as other industry speakers from the SME GEM Committee Speaker's Bureau. Jane Dianich, another alumna, brought her students at Kent Country Day school, also near Denver, into the mainstream of resource education by taking them on abbreviated field trips similar to those she experienced while in the program. She also has been a vocal supporter of the organization and available to speak to other teachers on the value of the experience. George Wright, of the Lake School and a second sponsoree of the Denver Mining Club, admits he came into the program because the six credit hours given toward his continuing education requirement were attractive. He then stayed on to become an ardent advocate of the mining industry. In his own words, "I'm a convert." Wright has developed a slide presentation and has lectured to teachers and students as well as presenting his views to the Denver Mining Club. He has also indicated a willingness to participate with other organizations who need speakers. The value of these speakers and teachers is obvious, according to Meyer. "They represent a respected segment of the public and are not too `tainted' by association with an industry that is too often under criticism from various groups. They represent, in effect, a citizen's advocacy of the industry, which is an invaluable asset to us all." One of Meyer's concerns about the program is that the out-of-state student rate attendance is declining. He is hoping that more AIME sections around the country will become involved in the scholarship program of the Total Concept. Total cost is about $1200 per student. "The rewards to their sections could be tremendous, with the same kind of participation we get here with speakers, citizen advocates, and interested persons," he said. Teachers say that the course improves their teaching and knowledge in a number of subjects including biology, history, economics, career planning, environmental data, science, math, geography, physics, and chemistry. The recent interest in hazardous waste management has sharpened the desire to learn more about this. And Meyer foresees another segment of the course to emphasize this subject. "One of the most valuable resources we have is the field trip program. The course would probably be meaningless without this opportunity to get out into the field where these folks can see what actually happens. George Wright, for example, was amazed at the very small amount of area actually involved in the mining operation - something contrary to what he had heard in the past." The 45 students are taken by van on eight trips, one each week, and the long trip to Colorado's Western Slope. During this long adventure, the students visit underground mines, including CSM's Edgar, open-cut and underground coal mines, precious metals mines, and oil shale properties. They also have opportunities to meet with mine personnel at each of these stops. These field trips fill another function. Living together and exchanging ideas helps the teachers come up with new concepts for the classroom work - expanding their horizons. "As long as we have a mining industry, this effort will continue to grow," Meyer said, "and will fulfill a need within the public education and public relations area of the industry. We need the support. I have dozens of comments from teachers who attest to the value of this program. They understand. The mining industry must continue to do its part."

Introduction The disposal of spent ore from cyanide heap-leach processing facilities is of concern to the mining industry, the regulatory agencies and the general public. The disposal of an additional several hundred million tons of spent ore from heap-leaching operations is planned in the western United States during the next decade, and this amount could increase if gold prices rise. In the past decade, more than fifteen million tons of spent ore have been disposed of in the Black Hills of South Dakota. The criterion for offloading spent ore was set by the South Dakota Department of Environment and Natural Resources at 0.5 ppm weak acid dissociable (WAD) cyanide. South Dakota's nitrate offloading limits vary for each mine, depending on ore type and other factors. Concentrations of nitrate in the leachate from spent ore depositories could be the result of conversion from other nitrogen-containing species. One likely source of nitrate is residual explosives from the blasting of ore. Previous work on the combustion products of nitrogen explosives has shown incomplete oxidation (Johansson and Persson, 1970). Another likely nitrate source is the degradation of cyanide to ammonia, followed by oxidation to nitrite and nitrate. A third possibility may be leaching of background nitrate from soil or rock. Objective The primary objective of this research was to investigate laboratory procedures for predicting nitrate concentrations in effluent after the disposal of spent ore at heap-leach gold processing operations. Laboratory tests were performed to define the concentrations of nitrate and nitrite in leachate as a function of time. Sources and species conversions were examined by investigating the nitrogen contributions from cyanide neutralization and from blasting with ammonium nitrate/fuel-oil (ANFO) explosives. Ore processing at cyanide heap-leach facilities Gold mines in the northern Black Hills of South Dakota normally use the following steps in their heap-leach cyanidation processing: Blasting. Surface gold mines in the Black Hills use ANFO explosives (approximately 95% ammonium nitrate and 5% fuel oil). Field evidence and studies show that explosives often fail to ignite or burn completely in shot holes. One reason is that ammonium nitrate absorbs moisture readily, which reduces blast efficiency. Ferguson and Leask (1988) cited a study conducted at the Fording coal mine in southeastern British Columbia. In that study, the total nitrogen released to surface and ground water was estimated to be about 6% of the slurry explosives. However, Ferguson and Leask (1988), in a later analysis of water quality near coal mines in the Kootenay coal fields, indicated that this is likely an overestimate of the nitrogen release. Mines that used ANFO explosives in dry conditions released 0.2% of the nitrogen from blasting. Cyanidation. At surface gold mines in the northern Black Hills, cyanide species from heap leaching can be classified into free cyanides and simple ions, weak complexes, moderately strong complexes and strong complexes (Scott and Ingles, 1981). Degradation of cyanide and disposal of spent ore. Methods of destroying cyanides include hydrogen peroxide oxidation, natural degradation and evaporation, water leaching and alkaline chlorination. Hydrogen peroxide is used to oxidize cyanides in the northern Black Hills mining area. The hydrogen peroxide oxidation reaction forms cyanate, which can hydrolyze to form ammonium and carbonate ions. After formation of ammonia or ammonium ion, further oxidation to nitrite (NO2-) and nitrate (NO3-) can occur. Spent tailings from gold processing in the Black Hills normally are disposed of in tailings facilities constructed in nearby drainages. Infiltrating rainwater with a typical pH of about 5.6 is an additional component introduced into the spent ore after disposal. Methods Field sample collection. Spent ore samples were collected from conveyor belts (or other convenient points) at heap-leach mines by personnel from the South Dakota Department of Environment and Natural Resources. The samples were placed in black plastic bags that were contained within 5-gal buckets and sealed to prevent exposure to ultraviolet light. High pressure fluid energy grinding, or jet milling, is a versatile method of continuously fracturing solids into fine particles to gain substantial increases in exposed surface area. Applications in the minerals industries include calcium carbonate, talc, barytes, mica, diatamaceous earth, bauxite, rutile, coal, kaolin, sepiolite, diamonds, etc. The basic principles can be extended to provide continuous drying and delivery of discrete particles from a wet process slurry. The main design and operational features of jet mills and dryers are described, relating energy consumption for both air and steam milling and hot air drying techniques. Mean particle sizes in the order of 1 micron are achieveable from pre-milled feeds, or maintained from similar slurries in the drying mode. Aspects of feed preparation and multi-stage processing are discussed.
