A significant wollastonite resource has been discovered and evaluated near Seeley's Bay in southeastern Ontario. The deposit occurs in Grenville Frontenac Terrane granulite facies rock within a calc-silicate skarn in contact with Proterozoic-age gabbro. The steeply-dipping and tightly-folded wollastonite skarn beds are interlayered with diopside and quartz-feldspar skarns in a southwest-plunging synclinorium. More than 9 million tonnes of a drill-proven and inferred resource grading 41 % wollastonite has been identified, as well as an additional 3 million tonnes grading 30%. Mineralogical and process test work with the wollastonite from this deposit has demonstrated the potential to produce a high purity, high aspect ratio wollastonite product.

The coral contaminated with plutonium at Johnston Atoll UA) was subjected to gravity and flotation separation processes at the Soil Washing Laboratory (SWL) and also at the Johnston Atoll UA) site. Tests were conducted with the contaminated coral fractions referred to as the "HP-l" ( hot particles) and the "sludge". The gravity process tested was centrifugal gravity separation and the flotation processes were conventional Denver mechanical flotation and tall column flotation. Flotation tests were conducted using both fresh and sea water. Industrial fatty acid (anionic collector) was chosen as collector to make plutonium-enriched particles hydrophobic. The use of flurosilicic acid and sodium silicate made the clean coral hydrophilic. The results show that each of the processed when tested with appropriate size fraction and operating conditions resulted in passing the success criteria. It was possible to obtain more than 80% weight of the original coral as "clean sand" having activity below the JA site "soil screening level" of 13.5 pCi/gm. The field tests spiked with plutonium particles showed remarkable success. The effect of depressants, flotation medium and the coral pretreatmentis described. Finally, a flowsheet developed by the University of Nevada, Reno to treat 8000 tons of HP-l pile presently stored at JA is presented.

Eldorado Gold Corporation of Vancouver, B.C. owns and operates three gold mines. The Sao Bento underground gold mine in Minas Gerais State, Brazil produced 105,907 ounces in 1997. The La Colorada and La Trinidad open pit, heap leach mines in Mexico produced over 83,000 ounces in 1997. With a deteriorating gold market plaguing the industry throughout 1997 Eldorado had to take critical measures at each mine to enhance gold production while lowering cash operating costs. Each mine had its own unique problems to confront. This case study will discuss three distinct courses of action taken at the three mine sites.

From the mid-1980s through 1997, Echo Bay Alaska evaluated reopening the historic Alaska-Juneau (AJ) gold mine. Their original proposed project underwent numerous modifications in order to minimize the potential for significant environmental impacts. One of the major modifications involved changing .the tailings disposal method from a conventional tailings impoundment to submarine tailings disposal (STD). In 1995, the U.S. EPA began work on a Supplemental Environmental Impact Statement (SEIS) to assess the impacts of the STD proposal. Key features of the STD impact assessment included fate and transport modeling to determine the extent of tailings deposition and the use of ecological risk assessment to predict marine impacts during deposition and ecosystem recovery following STD. A key feature of the SEIS regulatory process included a rulemaking proposed by EPA to exempt the AJ tailings from effluent regulations. Critical to success in moving the project forward was early development of an interactive working relationship with other regulatory agencies and the public.

Back injuries arising from such activities as lifting and handling objects have been and continue to be constant and undiminishing hazards of the occupational environment. Back pain in one form or another is experienced by almost a1 1 individuals. During the past 30 years, a great deal of accident prevention education has been directed toward the reduction of back injuries. However, it has not produced any great change in the incidence of the injury. The human spine remains the most vulnerable area of the muscul o-skeleta1 system. Back injuries account for about 400,000, or 18 percent, of all disabling work related injuries each year according to the National Safety Council estimates. These serious back injuries are estimated to have cost more than 1.9 billion dollars in 1976 in medical and lost time pay. 1

In 1994 Newmont Gold Company commissioned a 2.5 Mt/a refractory gold ore roasting plant near Carlin Nevada. Many unique characteristics of this facility required use of specialized materials of construction in the areas of dry grinding, roasting, gas cleaning, and sulfuric acid production. Process conditions and design criteria that necessitated the use of special materials include; siliceous and abrasive ore, low roasting temperatures, gas streams with high concentrations of oxygen and sulfur, and stringent environmental regulations. Materials selected for use were ceramics, corrosion resistant steels, high temperature steels, and high temperature polymers, lead, polypropylene and low flammability PVC.

In the last twenty years, the mining industry has made marked efforts to improve its reputation in regard to its social performance. These efforts have been expressed in the 9th ICMM (International Council on Mining and Metals) principle as a commitment to contribute to the social, economic and institutional development of the local communities. Towards this goal, which has been increasingly highlighted because of its importance for sustainable development, a number of practices and methods have been developed. The international development literature describing these practices is full of so-called development buzzwords, such as stake-holder participation, empowerment, capacity building. This paper argues that none of these development catchwords are neutral, but contain assumptions based on a specific view of development. Since capacity building is a central task in development, the paper focuses on this concept and takes a critical look at the assumptions that underlie this concept and influence strategies employed by the mineral sector. It suggests that the notion of capacity building in some earlier approaches implies a set of asymmetric power relationships between developed and developing countries where capacity is transferred from the developed countries to the developing ones. The developing countries are seen as passive recipients while the experts, i.e. the developed countries through their mining companies ultimately control the capacity-building process. The paper also points out that the mainstream capacity development approach has been based on the assumption that local or indigenous communities are mainly made up of needs and capacity gaps. The goal of development projects should then be to address these needs, which are perceived and prioritized by the ?experts?. Critiques of this development model suggest that in order for the mining industry to embrace more successful and sustainable practices, it should rethink the notion of capacity building. It should move towards alternative approaches that see it as a two-way learning process which will serve to enhance not only the capacities of the communities, but also of the development practitioners and which will build on the strengths of the community, and move away from attitudes of superiority and practices of dependence.

The oxygen consumption method utilises an oxygen sensor to monitor the gas-phase oxygen concentrations in sealed chambers filled with reactive waste rock with subsequent confirmation of the oxygen content by gas chromatography. Results of experiments utilising low sulphide (<0.5w1%) waste rock yielded reproducible oxygen consumption rates on the order of 10-10 mol O2.kg-1. s-1. Petrographic analysis of the waste rock material indicated that the dominant sulphide mineral is pyrite (FeS2). Assuming a stoichiometry of 1.75 moles of O2 per mole of SO4 sulphate release rates were inferred to be between 6 and 18 mg SO4 kg-1 wk-1 Typically these results are 2 to 3 times greater than measured sulphate release rates from humidity cells. Our findings suggest that this techniques offers a rapid. cost efficient method for determining sulphate release rates in waste rock piles, even at low sulphide concentrations.

If there is a single key to managing a mineral extraction company, it is the control of productivity. American labor costs, in general, tend to be in the range of 10%-15% of total costs. American coal mining labor costs, however, exhibit ranges of 30%-60% of total costs. Is it any wonder that the industry finds itself at a competitive disadvantage? When labor costs take as much as sixty cents of every dollar of revenue, there is little room for profitability. The American coal mining industry must set as a long range goal the reduction of labor costs to the 10%-15% range of total costs in order to be competitive.

The information I have concerning the early in situ uranium mining activities in Texas is "sketchy." Apparently, the first test was conducted between 1967 and 1971 in Gonzales County, north of Yorktown, at the Dueterstat Site, by, City Service. Other tests were run in Webb County at the Bruni Site, and in Live Oak County at the Burns and Clay-West Sites in the early 1970&apos;s. During this period the Texas Water Quality Board maintained a general surveillance of these tests. In mid-1974, Mr. Glen Davis walked into our Austin offices and requested a permit for Atlantic Richfield&apos;s first in situ uranium mine. This permit, issued in January, 1975, was for 3 acres of production, and was the first such permit issued in the United States. It formalized the regulation of in-situ uranium mining in Texas. The 4 years since then have been characterized by growth and change. Today there are 20 permits approved for approximately 2,000 production acres. These permits are issued to 8 companies at 13 sites in 6 counties. There are 7 additional permits being processed, or on the verge of being applied for. These will involve possibly another 2,000 production acres, 3 more companies in one more county.

BHP Copper has grown, in just over six years, from a minor participant to the world&apos;s largest privately owned copper producer. BHP Copper&apos;s major asset is the world&apos;s largest copper mine -Escondida in Northern Chile. Ten years ago investing in Chile was considered high risk. Today, Escondida represents an investment of approximately US$2 billion. Reward is the result of managed risk and Escondida is a clear demonstration of both. The Ok Tedi copper and gold mine in Papua New Guinea represents a Rubicon of risk and a retrospective on reward in a developing country on the doorstep of a developed one. The story of these two mines encapsulates risk in the mining industry.

Truck fleet dispatching plays a crucial role in reducing operational costs and fulfilling operational targets in open-pit mining operations and is subject to large uncertainty arising from the operating cycles of trucks and loading equipment. This paper proposes a reinforcement learning-based truck dispatching system. Reinforcement learning is a machine learning area that deals with learning an optimal sequential decision-making strategy in an uncertain environment. An open-pit load-and-haul simulation is developed that also captures the truck movements and interactions in the shared road network, and a Neural Network is successfully trained to suggest truck dispatching decisions in a real-time manner.

The 1980 Mine Dewatering Act was enacted to protect water rights and to allow mine dewatering to proceed where impairment of a water right might have otherwise created a bar to mine development. In New Mexico, new appropriations for beneficial use are subject to the State Engineer&apos;s jurisdiction and are granted only upon a showing of non-impairment. Before 1980, mine dewatering was not considered a beneficial use, nor was it considered waste. The Act brings mine dewatering under the jurisdiction of the State Engineer, makes it subject to the same requirements as an application for appropriation for beneficial use, grants the right to replace the water of users whose rights would be impaired by mine dewatering without a plan of replacement, and extends the right of replacement to non-mining appropriations of water for beneficial use, Application of the Act requires determination of the definition of impairment (the threshold of significant impact on existing water rights), hydrologic evaluations to determine the impact of the proposed dewatering, and preparation and execution of a plan of replacement to avoid impairment of existing rights.

INTRODUCTION How accurate are past and present employee radondaughter exposure records of underground uranium miners employed in the United States? This often-debated question is essential for future substantiation of safe exposure limits. An apparent discrepancy between company-reported exposures and Mining Enforcement and Safety Administration (MESA) projected exposures was detected in 1977. For these reasons a need for an updated comparison of these exposure data was indicated. This paper gives some of the conclusions of the earlier study and compares more recent exposure records compiled by the Atomic Industrial Forum, Inc., with projected exposures based on sampling by Federal mine inspectors. EARLIER STUDY In its 1977 Annual Report (U.S. Department of the Interior, 1978), MSHA&apos;s predecessor, the Mining Enforcement and Safety Administration (MESA), reported that there was "an apparent discrepancy between Federal inspection results and company records." Both company records and MESA&apos;s projections from samples taken during routine Federal inspections indicated reductions in the average exposure of underground uranium miners from 1975 to 1977, but the MESA projections were over 4 times higher than the company-reported averages. This apparent discrepancy however, was based on a comparison of exposure data reported for all U.S. underground uranium miners. This projection more closely represented the average exposure of U.S. underground uranium mine production workers who worked 1,500 hours or more during the year. Exposures of such workers are reported each year by the Atomic Industrial Forum, Inc. (AIF) in summaries of exposure data reported to the AIF by uranium mining companies throughout the United States. (The AIF exposure summary for 1979 appears as tables A-1 and A-2 in the appendix of this paper.) Assuming that the average exposure for each exposure range category is the midpoint of each exposure range category, table 1 compares the estimated average exposures for U.S. underground uranium mine production workers who worked underground 1,500 hours or more each year in 1975 through 1977 with the exposures projected by MESA for those years. Slade, 1977, explained some of the discrepancy between company records and MESA projections of miners&apos; average radon-daughter exposures as follows: 1) Concentrations of radon daughters in some work areas can vary greatly during any one day. A variation from 0.3 WL to 17.0 WL has been measured in the same stope on the same day. 2) Seemingly simple abatement problems indicated by the regular Federal and State inspections were solved simply by manipulating the mine ventilation. 3) The methods used by mine operators to compute cumulative exposures were such that high radiation readings were seldom or never reflected in the records. For example, a work area sampled on Monday indicated a radon-daughter level equal to 0.2 WL and this was recorded. It was sampled again on Wednesday of the following week and the level was 2.2 WL. The miners were withdrawn or told to fix the ventilation, and when this was accomplished the area was sampled and found to be at 0.2 WL again. Although the miners could have been working in the higher concentration up to 6 days, this reading might never be reflected in their records. If it was recorded, only a fraction of the day on which it was discovered would be entered into the cumulative exposure calculation (time-weighted average). 4) Some of the mines visited used a mine average radiation concentration, and every employee working underground was given the same exposure per unit of time spent underground. As a result of the 1977 study, more stringent sampling and recordkeeping standards were proposed and public hearings held in 1977. The resulting new and revised health standards on radon-daughter sampling and exposure recordkeeping became effective August 30, 1979 (Mine Safety and Health Administration, 1979). Prior to these new regulations, radondaughter sampling requirements were on an "as often as necessary" basis (Code of Federal Regulations, 1978). The new regulations required practically all active work areas in underground mines to be sampled at least once every 2 weeks, with many areas requiring weekly sampling. This paper will be concerned with those mineable coal measures at depths necessitating deep mine operations in the range of 200 feet to 800 feet in depth. The area is generally classified as the Southern Illinois Field but more specifically includes that part of the state south of a line extending from St. Louis, Missouri on the west to Vincennes, Indiana, on the east. This embraces an area which presently includes a total of 38 shipping mines and 5 local or truck mines. Of these shipping mines, 22 are deep (shaft or slope) mines and the remaining 16 are strips. The average annual production of the shipping mines is around 29 million tons. The presently classified mineable reserves of the area are estimated at around 70 billion tons.

A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

Exploration for sandstone-type uranium ore bodies which will be exploited using underground mining techniques is usually executed in sequential fashion. Geostatistical methods can be used at the earliest exploration stages to design drilling programs which have a high probability of success in the location and delineation of mineable ore-grade mineralization, should such mineralization exist. In succeeding development stages, geostatistics may be used to outline and define the potential grade of reserves and to apply confidence limits on the grade estimation. Delineation of mineable reserves for mine planning requires extensive development drilling; using such drilling data geostatistical methods may be used to minimize the drilling needed to achieve a desired level of confidence in the calculation of mineable uranium ore grade and tonnage. Because sandstone-type uranium deposits tend to be pod-shaped and are generally aligned along a mineralized trend, this paper proposes a geostatistical method of calculating uranium ore reserves which accounts for this fact and predicts the area within a trend which is underlain by ore. This method uses an indicator value; that is, drill holes which contain mineable ore-grade intercepts are coded as 1, those that do not are coded 0. The indicator may be kriged over the mineralized trend to obtain an estimate of the area underlain by ore. The thickness and grade-thickness may be kriged, and the average ore grade may then be obtained by dividing grade-thickness by thickness, as is conventional for stratabound deposits. The mean grade is then multiplied by the kriged mean thickness to obtain an estimate of the volume, and thence tonnage, of mineable ore within the trend.

The application of geophysical technology relative to the exploration, planning, and operation of coal mines is expanding. This is due to the trend of the industry to increase the size of operations, use of mechanized equipment and mining of more difficult coals, where unforeseen conditions can affect mine profitability. Coal is a good geophysical target because of its lower density, higher electrical resistivity, lower seismic wave velocity, and lower magnetic susceptibility in comparison to typical country rock. The more important techniques are well logging, high resolution seismic reflection, seam wave velocity, and radar. These methods can be used to map coal horizons, determine the physical properties of the coal, and identify mining hazards. The methods are not a pancrea however. Their use should be based on a careful assessment of their expected success and cost benefit analysis in comparison with conventional technology, primarily drilling, which none of the techniques presented should entirely replace. In general, the level of technology developed for geophysics surpasses their current level of application to coal problems. In some cases, identifying hazards in advance of mining using seam wave seismic in particular, the state of the art has been developed in Europe and is awaiting fruitful application in the United States.

Many high-grade manganese deposits of the world occur in marine transgressive sedimentary sequences deposited on stable platforms. These include the Nikopol and related deposits in the Soviet Union and Groote Eylandt, Australia, among others. We suggest that the Atlantic and Gulf Coastal Plains and the vast area of Cretaceous rocks in the middle of North America are favorable provinces for sedimentary manganese deposits because regionally transgressive units are widespread. North America has 16% of the world&apos;s land area but only about 0.2% of known high-grade manganese reserves. This disparity is difficult to reconcile in view of the fact that large areas of North America are underlain by rocks that we consider at least broadly favorable to contain manganese ores, and we suggest, therefore, that important high-grade deposits remain to be found in North America.
