In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

Interferometric Synthetic Aperture Radar (InSAR) is a satellite-based monitoring technique that complements other in-situ methods for detecting and measuring surface displacement. Recent advances in data processing algorithms, coupled with the use of high-resolution satellite systems, make it possible to now provide high-frequency InSAR monitoring services, with updated results delivered every time a new satellite image is acquired. The advent of large, continuously updated data sets, however, brings new challenges, including the need to rapidly sift through the data to identify only those points showing relevant ground displacement information. This has been achieved by using trend variation analysis tools, that quickly isolate and highlight only areas of anomalous behavior. The paper focuses on project case studies where continuous InSAR monitoring has proven to be key in identifying displacement trend changes near tunnel alignments.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonite to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath. 1986 and personal communication). These bentonite; typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X- ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Mr. Chairman, members of SME, and guests It is indeed a pleasure to have the opportunity to appear before this group. The topic of this paper is, "Current Trends in Related Industries and Their Influence on Electric Shovel Design and Size". Before getting into the major items, it is well to point out that this text will deal with loading shovels primarily, since their application is almost universal in major open pit mining operations throughout the world. Related industries influence our design in many ways. For the sake of simplicity, these industries will be broken down into two major categories. The first category to be discussed will include industries that will indirectly influence design and size, while the second category will include industries whose products can directly be incorporated by the engineer in the design of shovels.

The control objective is to reach and maintain the medium density set point in minimum time. A description of the mechanical components and instrumentation are presented. "Atmospheric monitoring systems (AMS) have been widely used in underground coal mines in the U.S. for the detection of fire in the belt entry and monitoring of other ventilation-related parameters such as airflow velocity and methane concentration in specific mine locations. In addition to an AMS being able to detect a mine fire, the AMS data has the potential to provide fire characteristic information such as fire growth (heat release rate) and exact fire location. This information is critical in making decisions regarding fire-fighting strategies, underground personnel evacuation, and optimal escape routes. In this study, a methodology was developed to calculate the fire heat release rate using AMS sensor data for carbon monoxide (CO), carbon dioxide (CO2), and airflow velocity based on the theory of heat and species transfer in ventilation airflow. Full-scale mine fire experiments were then conducted in the Pittsburgh Mining Research Division (PMRD) Safety Research Coal Mine using an AMS with different fire sources. Sensor data collected from the experiments were used to calculate the heat release rates of the fires using this methodology. The calculated heat release rate was compared with the value determined from the mass loss rate of the combustible material using a digital load cell. The experimental results show that the heat release rate of a mine fire can be calculated using AMS sensor data with reasonable accuracy. INTRODUCTION Fires at different stages generate different gases and smoke toxicity hazards. When fires occur in underground mines, a significant amount of toxic gases and smoke enter the mine ventilation system and are carried throughout the mine ventilation network, increasing the hazard potential for personnel even if far away from the actual fire. Although fires that develop to the point of rapid flame spread pose imminent hazards, fires in their smoldering, pre-flaming stages can also contaminate the mine atmosphere with debilitating levels of smoke and toxic gases. The most important parameter for evaluating the fire hazard in mines is the heat release rate (HRR), which is directly related to the rate at which heat, smoke, and toxic gases are produced and transported by the ventilation system, and provides an indication of the time available for escape or firefighting [1]. The HRR is also an important input parameter to mine fire simulation models. Measuring the HRR of an actual fire can be a difficult task. Early experimental measurement of HRR focused on the heat output as represented by the temperature of the product gases. In ASTM E1321 (LIFT test), an array of thermocouples was positioned in a duct which captured all gaseous combustion products to measure their average temperature. This approach assumed the flow is adiabatic, which is never a reality. Significant progress on measuring HRR was made when Huggett showed that, for most common materials containing C, H, O, and N, the average heat release per unit mass of oxygen is 13.1 MJ/kg O2 [2]. Thus, the oxygen deficit is a measure of the HRR in the flow that the duct captures. This approach is termed oxygen consumption calorimetry (or the oxygen consumption method), and is widely used in the fire protection community."

When the oxidized surface gold deposits are mined out, the underlying refractory gold ores become the challenge of treat­ment systems. The size and value ofrefractory gold ore reserves are a function of recovery efficiency and operating cost. The start-up of LURGI's gold roasters at NEWMONT's Carlin site has established whole ore gold roasters as a key to high gold recoveries. The ores from several deposits of the Carlin trend are roast­ed utilizing LURGI / NEWMONT technology, which has achieved gold recoveries approaching 95%. This is in dramatic contrast to the traditional perception that roasting is limited to gold recoveries in the mid 80's. Extensive investigation in pilot scale is required to achieve stable high gold recoveries for most variables in the ore body. The key question for all pilot tests is the classic question of (ROM) run of mine ore roasting or concentrate roasting. All variables are dominated by the leaching/ recovery char­acteristics of the natural ores. The degree ofrecovery improve­ment by roasting / calcining establishes the frame of the eco­nomical conditions. The full range of flexibility is required for the design of the plant to allow for ore variations in heat values, combustible con­tents, agglomeration behavior and off-gas composition. The variables in the ore body influence, therefore, the price of the plant proportionally to its flexibility. Concentrates are usually fairly stable in composition, com­bustion behavior, heat values and particle size since they are a product of the very selective flotation process. Flotation is not the successful process step when the tailings remain high in refractory gold contents.

Most copper mines produce both ore and low-grade "leach" rock or acid waters that contain recoverable copper. The sulfide ores pre¬dominate, and a portion that is too low grade for milling to produce concentrates for smelting, but has to be mined and trucked away anyhow, may be leached successfully with acid in dumps. Most of this leach material consists of sulfides and silicates or carbonates, and if the gangue is such that it consumes a high quantity of acid, this factor may rule out a leach operation. There are also valuable deposits that contain mostly acid-soluble copper, or occasional sulfide ores from which a sulfide concentrate can be roasted and acid-leached to produce a copper-bearing solution. Finally, there are milling ores in which the lesser part of the copper is acid-soluble and can be precipitated with iron or synthetic inorganic precipitants that produce metallic copper or copper sulfides that will float with the sulfides. Ordinarily, ores that contain copper associated with the sulfur ion, such as in the minerals chalcopyrite, chalcocite, bornite (and others), are milled to produce a 25-30% Cu concentrate for smelting, while a lesser amount of acid-soluble copper may be converted from solution to cement copper on iron scrap. A fast-growing percentage of such copper, however, is removed from solution with exchange resins or organic compounds in organic carriers such as kerosene (solvent extraction), then eluted with strong acid and subjected to electrolytic precipitation either in marketable form or as anodes that can be refined further. From the point of view of conventional copper smelting, copper flotation concentrates and cement copper are of chief interest in this chapter. Table I is a condensed open schedule for concentrates that generally run between 25 and 35% copper, and much less frequently as low as 12-15% or as high as 65-75% copper, the former being due to intimate relationship with pyrite (like the former United Verde Extension), and the latter representing such ores as the Bolivian Coro¬coro ore in which the copper is in the form of chalcocite in sandstone. These extremes are no longer common. When they occur, a special purchase schedule has to be negotiated. Included in Table 1, copper precipitates (cement copper) generally run from 70-85%a copper, and the same basic purchase schedule is used as with flotation concentrates. Sulfide Flotation Concentrates The sulfide copper concentrate produced in the mill as a flotation froth, with water then added for transportation of the heavy mineral particles from the flotation cells to thickeners, may run 60-80% water by weight, and the removal of water down to 25-50% by weight by means of thickeners, followed by further dewatering by continuous vacuum filters to 7-18% moisture by weight (depending on size of solids by screen analysis and also by content of clay) is a critical operation. Mill operators would like to produce a filter cake with 7-9% moisture content, but even with the help of steam on the filter this desirable condition is seldom realized when the concentrate is as fine as 80% -325 mesh. More commonly, the final concentrate is reground in pro- to produce best copper recovery and grade of concentrate (or molybdenite separation). In those cases, increasingly frequent, the filter product may not be a cake at all, but a mud that is hard to handle-even requiring a thermal dryer. Greater difficulty of form¬ing a manageable cake often comes from the copper-molybdenum separation by flotation, because the alkaline sulfides and hydrosulfides, or cyanide, or other similar reagents used for the separation, may leave the now relatively molybdenite-free copper concentrate even more difficult to filter. Handling a wet filter cake is difficult enough when its destination is only a short distance away-a matter of yards rather than miles. In those cases the filter cake may be thermally dried near the point of production, using rotary or multiple hearth, or fluidized-bed dryers. Alternatively, the concentrate may be pumped or carried in slurry form to the smelter and filtered there, or it may be spray-dried and compacted. For transportation to a smelter just a few miles to a few thousand miles away by ship or railroad other factors may be important, such as: in shipping by sea, avoidance of spontaneous combustion; in shipping by rail, losses by leakage if too wet or by wind and sun if too dry. It is the responsibility of the millman-usually the mill superinten¬dent-to make sure that his concentrates are in satisfactory condition when they leave the mill so that they meet these requirements: 1) They must have been accurately sampled and dry-weighed, the latter meaning that a moisture determination and gross weight must have been taken. 2) They must be dried sufficiently when necessary to prepare them for safe transportation. 3) They must arrive at the smelter with reasonable likelihood that they can be check-weighed and sampled fairly and equitably,

3-D or pseudo 3-D visualization of orebodies and mining related processes such as loading and tramming, are now commonly used by the mining industry. An approach is presented that can aid the engineer in creating the visualizations necessary for accurate presentations for use in public relations, safety training, production projections, reclamation plans, etc. It is shown that the creation of such digital representations of mining environments are independent of the mining package used to create the original mine design. Once a proper model has been created, any view of the areas is possible. These views can be taken from any number of stationary points or entered into an animation showing the progress of a mining construction. The paper focuses on the presentation of the steps used to accomplish the visualization and an example is for a quarry fill placement project.

This paper reviews various bauxite classification schemes with respect to the differences in texture, composition and geological associations of the deposits. It demonstrates that a techno-economic classification, based on: a) associated rock type - lateritic versus karstic, b) content of aluminum ore minerals - gibbsite, boehmite and diaspore, and c) gangue minerals (iron oxides etc.) has a geological basis with natural cut-off points for the bauxite types identified. Thus, this scheme is seen as applicable to bauxite resources. It also provides a basis for their rational exploitation taking into consideration the long-term interests of both the bauxite producing and consuming countries. Against this background, the industrial mineral or non-metallurgical grades of bauxite are seen as localised and relatively rare occurrences. Their consumption should, therefore, be aimed toward the specific (hence more remunerative) products as indicated by the bauxite characteristics.

The concept of hypochlorite treatment prior to cyanidation in the heap leaching of low grade carbonaceous gold ores is discussed. Laboratory column leach tests using a low grade carbonaceous ore were performed to investigate the effects of pH, hypochlorite consumption and concentration, and bed height on total gold extraction. At high pH, hypochlorite stability increases and thus, hypochlorite consumption decreases. At room temperature, total gold extraction is proportional to hypochlorite consumption. However, at some point additional hypochlorite consumption does not increase gold extraction. Gold recoveries of 10% and 80% are achieved at 12 and 167 lb/ton hypochlorite consumption, respectively. Increasing hypochlorite concentration increases the rate of extraction. For a given hypochlorite consumption, gold extraction increased with decreasing ore bed height. Finally, using calcium hypochlorite results in higher gold extraction than using sodium hypochlorite at a fixed hypochlorite consumption.

Erratic behavior in convergency during iterative numerical-method evaluation of mine ventilation fan characteristic curves is one of the common problems encountered in mine ventilation network analysis. Five different sets of mine fan data points, that had resulted in unsatisfactory fan characteristic curves, were re-analyzed in the present study, using an embedded mine network optimization computer program. Current results revealed that all five fan data sets not only can be satisfactorily fitted as Yang (1992) did with MFIRE subprogram, but can further be optimized with unique solutions as implemented in the present study. It was concluded, inter alia, that the improved MFIRE-based mine fan curve-fitting computer subprogram (SPLINE) produces satisfactorily similar fan curves as SPSS-based curve-fitting algorithms, including when the latter method uses either standardized or unstandardized fan curve data sets.

INTRODUCTION Today, raise drilling (boring) has become the stan¬dard method of raising throughout the Western world. It is estimated that the majority of raise footage com¬pleted in 1977 was accomplished by the raise drilling method. Extensive replacement of the drill and shoot system by mechanized raise drilling has occurred be¬cause users have recognized one or more of the follow¬ing advantages. In a direct cost per meter comparison, mechanized raise drilling is economically more attractive than drilling and shooting. Mechanized raise drilling offers improved personnel safety over the drilling and shooting method. Mechanized raise drilling is a faster and more predictable method for excavation than is drilling and shooting. The raise cost per unit of length becomes less as the raise length increases, offering greater flexibility in the overall design of mines. Mechanized raise drilling provides a substantial reduction in labor requirements. 6) Mechanized raise drilling improves the working environment. 7) Mechanized raise drilling improves the rock in¬tegrity of round, unblasted raises. Increasing acceptance of the raise drilling technique is enhanced by continuing equipment development. Today, a wide range of machines and capabilities is available, machine drive systems have been improved, reliability has been increased, and cutter technology is being improved quite rapidly. Table 1 lists the four major manufacturers of raise drilling machines, cutters, and reamers, together with the approximate number of machines that each company had in operation at the end of 1977. Although Reed and Smith are major suppliers of reamers and cutters, they do not manufacture the drilling machines. Four or five other relatively minor suppliers have built machines, reamers, and cutters for raise drilling, but they did not have a substantial num¬ber of machines in the field at the end of 1977. MACHINES FOR MECHANIZED RAISE DRILLING There are three principal arrangements for making machine-bored raises. They include the use of standard raise drills, reversible raise drills, and blind-hole or box¬hole raise drills. Standard Raise Drills The standard raise drilling machine is set up on one mine level or on the surface, and a pilot hole is drilled from that level or surface to a level below. When the pilot hole has been drilled, the raise then is reamed back from the lower level to the upper level or the surface. This arrangement is illustrated in Fig. 1. Reversible Raise Drills The reversible raise drilling machine is set up on a lower level of the mine, and a pilot hole is drilled up¬ward to a higher level. The raise then is reamed back from the upper level to the lower level. This arrange¬ment is illustrated in Fig. 2. The machines used for this type of raise drilling normally are capable of being used as standard raise drills. Blind-Hole or Boxhole Raise Drills The blind-hole or boxhole raise drilling machine is set up on a lower level of the mine, and a full diameter raise is bored to a higher level without the use of a pilot hole. This type of machine is illustrated in Fig. 3. Drill Recommendations If access to upper and lower mine levels is equal, the standard raise drill should be used. The complexity of the equipment and associated handling procedures for boxhole drilling far outweigh any mechanical advantage or reduction in the number of operations, provided that access to an upper level is available. If there is good access to a lower level but only limited access to an upper level, the use of a reversible raise drill should be considered. If there is no access to an upper level, a blind-hole or boxhole raise drill is the only practical mechanized system. MACHINE SELECTION There are six major considerations in selecting a machine for raise drilling. These include operating range, cutter loading, machine structure and main¬tenance, drill string configuration, drive system, and automated controls. Operating Range As shown in Table 2 and Figs. 4 through 6, raise drilling machines are available for a wide range of hole sizes. Standard raise drill ratings range from raises of 0.9 m (3 ft) diam and 120 m (400 ft) length up to raises of 3.5 m (12 ft) diam and 900 m (3000 ft) length. Boxhole raise drilling machines are available for raises ranging from 0.9 m (3 ft) to 2 m (6 ft) diam with lengths up to 90 m (300 ft). Table 2 lists, among other criteria, the torque and thrust of typical machines; torque and thrust are the main criteria for analyzing the capacity of a machine. The raise sizes shown in Table 2 assume a condition of medium hard to hard rock formations and optimum cutter loading. The recommended raise size for a given machine can be exceeded when raising softer rock formations or when the operator is willing to accept a lower level of performance; the performance is related directly to the 1093

The longtime rule-of-thumb for conveyors was that only one cleaner was needed to solve carryback problems and help keep belt replacement costs under control. That is now being rethought. Belt-cleaning systems manufacturers, designers, and users are shifting to the view that multiple cleaners, placed at key locations on the conveyor and properly maintained, are necessary to solve today's material build-up (carryback) problems. There are still not many statistics on conveyor belt cleaning. But some recent studies support this belief. One study contends that the plant maintenance engineer's biggest problem is keeping the conveyor system running efficiently. The study also said the conveyor itself is responsible for most plant shutdowns. An unscheduled conveyor shutdown can cost more than $100,000/hr and run into millions in lost production in a given year. Other studies pointed out that belt replacement is the greatest single cost of the conveyor system. These studies allude to an important fact: cleaner belts lead to reliability and longer belt life. They showed that a critical relationship exists between characteristics of material being moved and the design of all major conveyor components. In practically all situations this relationship is keyed to belt cleaners, which have long been considered "add-ons" or "accessories." At the Fifth International Coal Utilization Exhibition and Conference, the Sammis Station-Ohio Edison Co. said it installed four belt cleaners on each problem belt. The company found that under certain conditions, when the coal is wet and sticky, carryback can be so heavy that it will flow over two cleaners. Before installing the cleaners, it was necessary to schedule a cleanup crew of four men each day and rent a large vacuum truck for an eight-hour shift. In addition, the company dredged the harbor three times a year, to remove coal spillage. Once the cleaners became operational, however, cleanup costs were reduced to a few days labor every third month. Renting the vacuum truck crew was also eliminated, and harbor dredging became necessary only once each year. In addition, the Mechanical Handling Engineers' Association (MHEA) in London pointed out that standards for cleaners are sorely lacking in the industry. MHEA called for instituting such standards in the future. They also reaffirm using multiple belt cleaners for increased efficiency. MHEA pointed out that some conveyor belts can be cleaned by one device, provided that it is correctly installed and adequately maintained. But MHEA recommended that a system approach be adopted, since this has proved more effective in practice. There are two main reasons why one belt cleaner fails to solve most carryback problems. First, management often reasons that the design of the current cleaner has probably been around for years, so it "must be good." This logic leads to a continued investment in keeping the current model operating, which includes pouring substantial sums of money in "housekeeping" manpower hours because the cleaner does not clean. Second, most single-belt cleaners are specified too late in the design process (indeed, some after the system is operational). This complicates matters since cleaning efficiency is directly proportional to when they are specified: the later the specification, the less efficiency. Cleaning equipment should be taken into consideration before the conveyor's structure is designed and fabricated. Otherwise the space available to install adequate cleaning equipment at the head pulley may be inadequate. Instead of matching conveyor with proper cleaner (as would occur during the design of the conveyor itself), designing a cleaning system "after-the-fact" becomes a matter of matching cleaner to conveyor. This limits choices in cleaners and, therefore, overall cleaning effectiveness. This is why after-the-fact designs of single belt cleaners are costly and rarely successful. While it is always best to specify belt cleaners during early design stages, the multiple-cleaner systems approach makes the timing of cleaner installation less critical. Because of flexible mounting hardware, a well-designed system can lead to 99% efficiency in cleaning and put an end to carryback even after a system is operational. Over the past twenty years people throughout the world, but particularly in the United States, have been taking an increasing interest in the environment, sources and causes of pollution, and pollution abatement. Air quality in the United States has been and continues to be an area of primary emphasis. In 1970, the US Congress passed the Clean Air Act and subsequently revised and strengthened it in 1977 with the issuance of the New Source Performance Standards. The Act has been further strengthened with the passage of the 1990 Amendments. By far the largest single source of sulfur dioxide (SO,) pollutants are coal fued electric generating power stations. Hence, a substantial portion of the flue gas desulfurization (FGD) research and equipment installation has been geared to the utility industry. Several competing FGD technologies were touted during the period 1970 to 1990 with varying degrees of success. Subsequently, the more successful technologies have been accepted, revised, and improved to the point that by 1991 third and fourth generation technology is available. A second area of emphasis for FGD has been coal fired industrial boilers. While individually they are much smaller than any electric utility generating station, they do represent a significant source of sulfur pollution. However, due to the size of industrial boilers and their location within industrial and educational complexes, the wet scrubber technology being employed by the utilities is not appropriate for these applications. Hence, fluidized bed combustion (FBC) technology has been developed for the industrial boilers. Since the installation of the first full scale test unit at Georgetown University, several equipment vendors have come forward with an increasing array of more sophisticated FBC units. Currently, FBC technology has matured to the point that the Tennessee Valley Authority (TVA), in cooperation with the Electric Power Research Institute (EPRI), has installed an FBC system on a 250 MW test unit at the Shawnee Power Station in Kentucky.

INTRODUCTION In 1960, coal accounted for 49% of the world energy consumption, an amount that was reduced to 29% in 1973 because of the availability of cheap oil. At that time, it seemed that oil would remain available for a long time in unlimited quantities. However, this situation changed drastically in 1973/74 when a series of closely spaced price increases from $3 per to $12 per bbl by mid-1974 hit both industrialized and developing countries. Another sharp price increase in 1979/80 to the $34 to $38 per bbl level also hit the world economy hard and, at the same time, set in motion powerful technology development forces for increased coal utilization. At this point, the price of coal was approximately $1.50 per MM Btu, while that of oil approached $6.00 per MM Btu. This huge price differential offered an incentive for developing new coal technologies including liquefaction, gasification, fluidized bed combustion, coal-water mixture (CWM), etc. The CWM technology was of particular interest to the utility industry, which consumes more than 80% of the coal mined in the US for power generation. In this technology, a powdered coal is mixed with water to produce a stable slurry that can be stored for an extended period of time without settling and is readily pumpable. Various reagents in the amount of approximately 1% by weight of the coal are added to inhibit sedimentation during storage and to reduce the viscosity for atomization in burners. The coal loading is in the range of 50 to 80% solids, depending on the particle size and its distribution. With very fine particles, it is difficult to increase the coal loading above 50%, and a binomial distribution helps increase the coal loading. The presence of water consumes a relatively small amount of the heating value of the coal during combustion; for a coal-water slurry containing 30% water, less than 5% of the calorific value of coal is usually consumed due to evaporation. The major advantage of burning coal as a slurry is that many of the oil-burning furnaces can be converted to coal-burning with a minimum retrofit cost. Considering the substantial price margin between coal and oil, the pay- back period for retrofit costs can be relatively short. Nevertheless, the retrofit cost can be further reduced if low-ash coals are used as feedstocks for CWM; there will be savings in the capital cost of installing bag filters or electrostatic precipitators that are designed to remove the ash from the combustion gases. Furthermore, the use of low-ash coals can minimize derating of boilers because the velocity of the combustion gases can be maximized without creating erosion

Stone is considered by many to be the premium material for beauty and durability in all kinds of construction. Its use dates to the dawn of civilization and only buildings made of stone have survived from ancient times. The use of stone relative to other materials declined from the beginning of the present century reaching a low point in the third quarter, but there has been a resurgence in the use of stone in construction during the past decade, due probably, to new techniques for producing stone, a greater recognition of its beauty and durability, and greater affluence among consumers. The aesthetic appeal of stone is attested to by the many attempts to simulate it in synthetic materials. Today, natural stone is considered by many to be the ultimate in aesthetic appeal, durability, and ease of maintenance. Consumption of dimension stone has increased dramatically during the past decade. The US Bureau of Mines reported that the total value of US consumption in 1978 was $1 13 million and that total imports were valued at $65 million in 1979 (Anon., 1980). In 1989 consumption of domestic dimension stone was valued at $208.3 million and imports at $525 million. This dramatic increase occurred after demand had decreased at an average rate of 2.5% in the two decades prior to 1978 (Anon., 1980). More than half of the imports come from Italy, but production of dimension stone has increased worldwide spectacularly. Meaningful statistics on dimension stone are hard to acquire. The finished piece of stone is a highly value-added product, but stone may be sold as rough blocks, sawed slabs, or finished product. The same piece of stone may therefore be sold and reported three or more times. Furthermore, although the quantity of stone is most commonly reported in tons, stone cladding is more often sold by the surface area and at the same price for different thicknesses. By any measure, however, the production and consumption of dimension stone has increased dramatically during the past decade. A significant indication of the resurgence of stone was the introduction of two new trade publications during the 1980s. Stone World (Tradelink Publishing Co., Inc., Oradell, NJ), introduced in 1984 is published monthly and Dimensional Stone (Dimensional Stone Institute, Inc., Woodland Hills, CA), introduced in 1985 is published monthly. Both magazines provide useful information on new technology, market trends, producing areas and companies, and other information not previously available.

The CMC-3 new generation system for continuous methane monitoring enables on-line measurement of methane concentration within the range of 0-100% CH4 with a great autonomy of operation. In principle the system has been worked out in the asspect of hazard detection in mines endangered with rock and gas outbursts. But after last crash in the Halemba colliery, according to the recommendation of the after-accident committee, the system was directed to this colliery for operational tests. The paper describes construction and functions of this system and gives some results of tests conducted at the Halemba colliery. The results point out the necessity of using monitoring equipment of continuous operation in mines of high dynamics of methane emission. INTRODUCTION Commonly used in Polish coal mining the methane monitoring systems of CTT/63/46 Up or CMM-20 and CMC-1 type are based on cyclic measurements with 4-minute repetition of measurements. This period has been stated sufficient from viewpoint of methane emission dynamics under normal exploatation. In these systems, automatic switching-off electrical power is performed by the surface station, i.e in case of detecting exceeded concentration value the station generates control pulse signal which actuates the switchng-off devices CRA and IZZO. Such a way of disconnection causes a considerable time delay, up to several minutes, in electric power break at hazardous areas. In the methane monitoring system with the new CMC-3 station, the different phylosophy of operation has been applied. Measurement of methane concentration is performed in a continnous way. In case of exceeding the alarm value, immediate control of the IZZO unit directly by methane monitor follows and consequently energy break without necessity of communicating with the surface station. Alarm values are set directly in methane monitor. The system ensures central powering of underground equipment from the surface, and in case of power failure the methane monitor equipped with battery operates autonomously for about 12 hours. Such an extention of the methane monitor funtionality has been achieved thanks to the use of internal microprocessor controller. The system with the CMC-3 station has been worked out in the aspect of methane hazard detection in mines exposed to gas outbursts. But after last gas explosion, according the desicion of the After-accident Commitee, the system was installed in the Halemba coliery where it underwent operational tests. Besides

"Health and Safety problems can make a mineral deposit or a portion of one, an operating plant, or finished product unprofitable or worthless. Therefore they need to be reviewed when reserves are established and yearly thereafter until the deposit is closed down. Health and Safety regulations serve as a guide, but I have always done more frequent checks, when adding new products with different specifications or during times of bad weather and crisis. Water quality and quantity are always in question. Health and Safety are quality of life issues which are at or near the top of priorities for communities, companies, employees, and government bodies. Georgia dropped from one to three in U. S. for business development due to “Quality of Life” issues. Remember crystalline silica is present in nearly all sedimentary and acidic rocks and basic igneous rocks are the perceived home of asbestos. These health issues, any other safety and health issues or perceived issues need to be resolved initially and any time they come up during life of deposit. When handled properly good safety and health programs add to the profitability of a deposit, not to the costs. Daily safety checks in operating plants and mines, and visual check of all drilling core with an eye for changes are a key to successful programs. Both plants I turned around had terrible safety records, too much airborne dust, and maintenance problems resulting in low productivity. In almost every case cost reduction was tied to eliminating maintenance and spillage problems which caused health problems and increased possibility of accidents. Implementation of these safety and health programs around 1970 starting prior to government programs, working with new MSA/MSHA regulations, working to improve the regulations as a president of a state mining organization, and maintain profits was a challenge, but very rewarding. Reducing time to make repairs and work simplification gleaned from observations and employee recommendations learned from making multiple daily inspections resulted in years without lost time accidents at two plants, reduced maintenance and 33-75 % improvement in cost per ton at A. P. Green Refractories Co. Eufaula Calcining Plant 1972-77 and Oil-Dri Ochlocknee plant and mine 1979-82. The Ochlocknee mine worked 1981-2007 without a LTA. The author participated in 16 acquisitions and new plant design projects. All of above reduced costs allowed mining deposits with higher overburden to be used and considered. Thereby increasing reserves considered in all operations."
