The U.S. Department of Energy is supporting the engineering development of three advanced physical coal cleaning technologies--selective agglomeration, advanced flotation, and advanced cycloning--capable of significantly reducing the pyritic-sulfur content of U. S. coals. The objective of this activity is to provide the coal production and electric-utility industries with a cost-effective option for addressing the SO2 emission reductions required by the 1990 Clean Air Act Amendments. A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants. This paper will summarize the status of the three advanced physical coal cleaning engineering development projects.

In fiscal 1996, the US Congress directed that the US Bureau of Mines (USBM) be closed. Certain functions were reassigned to other agencies. The remaining employees were separated and the unoccupied sites were decommissioned. As a result, 12 locations were closed and about 1,200 employees were terminated in March 1996. About 600 employees at five locations were reassigned to other federal agencies. This article provides a summary of the continuing functions, the agencies involved and the points of contact for each continuing function. The functions that were discontinued are also identified. The functions that have been maintained and transferred to other agencies are: ? Portions of USBM's Mineral Information and Analysis program formerly conducted in Washington, DC and Denver, CO were assigned to the US Geological Survey (USGS). ? The Mineral Land Assessment program in Alaska (Anchorage and Juneau) was transferred to the US Bureau of Land Management (BLM). ? The Health and Safety Research program in Pittsburgh, PA and Spokane, WA was reassigned on an interim basis to the US Department of Energy (DOE). In fiscal year 1997, it was permanently assigned to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is part of the Centers for Disease Control and Prevention within the US Department of Health and Human Services. ? Environmental Research at Pittsburgh, PA was assigned to DOE. ? Materials Research at Albany, OR was assigned to DOE. ? The helium program was assigned to BLM, where it will be managed pending privatization. ? Coal and noncoal mine maps were transferred to the Office of Surface Mining Reclamation and Enforcement (OSMRE). The following locations were closed: ? Research centers in Denver, CO; Minneapolis, MN; Reno, NV; Rolla, MO; Salt Lake City, UT and Tuscaloosa, AL. ? Field operations centers in Denver, CO and Spokane, WA. ? Washington, DC headquarters office. To provide a concise picture of all of the affected functions, the following is a synopsis of the USBM program functions and facilities immediately before the closure. There were two principal programs: information and analysis, and research.

This paper discusses the process involved in developing an optimum method of treating and removing heavy metals from water that have leached out from the native rock -prior to discharge back into the environment. Also designed into the system is a manner to stabilize the metals removed as a precipitate, so that they can be disposed of as a non-hazardous waste.

Though the use of continuous mining machines consolidated the operations of cutting, drilling, blasting, and loading in one machine that would theoretically provide uninterrupted production, it was soon realized that the face haulage and roof support operations remained as major impediments to continuous production. The ability to provide not only continuous cutting and loading, but also continuous haulage and roof support (see Fig. I), was the basis for the introduction of mechanized longwall systems in this country from Europe in 1951. The early systems employed friction props for roof support, but were to become obsolete shortly after introduction of the first hydraulically powered, self-advancing supports in 1960. Since then, use of the longwall technique has grown to the point where it is currently providing more than 5% of the annual output of underground coal mines in the United States. The shortwall system had its origin in Australia, but was first introduced into this country in 1962 following the development of powered roof supports. It, too, provides for continuous cutting, loading, and roof support (see Fig. 2), but has not experienced the widespread popularity of longwall due to its inherent inability to easily provide for continuous haulage. While there are in the neighborhood of 100 longwall systems currently in operation in this country, there are only a handful of short- wall operations providing production of slightly more than 907 184.7 t/a (1,000,000 stpy) Both of these systems provide uninterrupted roof support for face operations by means of hydraulically powered steel roof supports. In each case, the coal removal consists of open-end cuts made from the narrow end of a large rectangular pillar (panel) which has been blocked out by continuous miners developing entries around its perimeter. However, this is the extent of the similarities between the two systems. It is hoped [ ] that the information presented in this chapter will enable the reader to better understand the two mechanical systems and the mining concepts involved in their employment.

In an effort to provide a better understanding of the use of explosives, I am going to take a little different view of what explosives are, and how you might look at them as tools to fragment rock, and some of the problems encountered in doing so. First, let's take the explosive, and although there are many factors involved, I want you to consider these as being reduced to only two--shock strain imparted to the rock by the high early development of energy; and the other, the gas effect which is a combination of heat, moles of gas formed, rate of formation of these gases which develop pressures, etc..

The McDonald deposit is a volcanic-hosted epithermal gold resource that is estimated to contain 251,000 kg of gold in 375 Mt of ore at an average grade of 0.7 g/t gold. Phelps Dodge exploration geologists, working for the Seven-Up Pete Joint Venture, discovered the deposit in 1989. By the end of 1992, 494 drill holes for over 113,000 m of drilling, bulk sampling, soil geochemistry, geophysics, metallurgical testing, engineering, and environmental studies had been completed to support feasibility studies. The discovery of McDonald required vision, persistence, and commitment of everyone from the geologist on the drill rig to the senior management of the company.

The effectiveness of coal mine face ventilation and the ability of air flow to maintain satisfactory methane and respirable dust levels in the working face area has been studied through the use of scale modeling techniques and underground testing procedures. In particular, consideration has been given to examination of the effects of operation of a high air flow machine mounted dust scrubber unit on face air patterns. Results obtained through a cooperative study with the Peabody Coal Company demonstrate that new mining cycles can be considered which increase production efficiency while maintaining satisfactory ventilation conditions.

U.S. Government sponsored studies proclaim large reductions in surface mine productivity. Consulting studies place a large share of the blame on increased governmental regulatory activities and on inexperienced, improperly train people. Union rules, which allow indescriminate bidding for job openings, seem to be a major factor causing the lack of experience in spite of elaborate training programs.

Silverton was the queen city of the western mining towns in the early 1900s. Located high in the San Juan Mountains, the town constantly grew and changed. Yet, it was subject to the vagaries and whims of economics, politics and disasters, natural or otherwise. Breweries, smelters and sawmills serviced Silverton's swelling mining population, which reached several thousand at its peak. Two trains a day ran from Durango to Silverton, in addition to trains running from Silverton over the top of Red Mountain on to Ironton. They ran up Cement Creek to the little town of Gladstone and up the Animas River Valley to Howardsville, Eureka and Animas Forks. During these prosperous times, construction flourished. There were plenty of wooden structures, and many of these stand today. The first brick buildings were built by bricklayer Patrick Stanley in 1877. It took quite a while for the first car to arrive. Almost 28 years passed from the coming of the first train to the arrival of the first car. It was brought over 3,840-m (12,600-ft) Stony Pass from Creede, CO, in an incredible journey retold years later by Louis Wyman. "Dad's daydreams were not the idle musings or the fantasies of a mystic," Wyman said. "They had a way of erupting into reality. He advocated and built good roads," he said. "During the summer of 1910, he was up to his sweatband in a project that took in half the state of Colorado. He envisioned an automobile highway, unheard of at that time, running southwest from Denver through the scenic grandeur of the high Colorado Rockies. The road would traverse a thousand miles or more of the state's finest recreational land finally circling back to Denver. Years later, when all of the county roads had been connected, it became known as 'Colorado's Thousand-Mile Circle Route.' Of course, Silverton and the San Juans were bright stars along the way."

The nature of water and clay in carbonate rocks is currently being investigated at Rensselaer Polytechnic Institute by various thermal and sorption techniques. Two basic concepts 'led to the present research. (1) To explain the expansion and contraction on wetting and drying of some unsound argillaceous carbonate rocks, it was postulated that the pore space around each clay particle is such that when water is sorbed by the clay, force is exerted against the pore walls. (2) The clays in expansive rocks are rejected from the growing dolomite crystals during their growth, and form a more or less connected network, thereby becoming "wettable," or available to water. New quantitative cold differential-thermal-analysis (electrocalorimetric) equipment was designed and constructed to check the "limited space" and "wettable clay" concepts and to determine the thermal nature of the transition of water to ice in rocks. This DTA equipment can detect the release of heat in freezing of less than 0.001 per cent water in a rock. Twenty-three rock cores (nine sound and fourteen unsound) and 4 procelain cylinders for standards were studied. In the nine sound rocks and in all the procelain cylinders, the rapid freezing of from 50 to 100 per cent of the water was readily detectable after 7 to 10° C of supercooling. No further freezing could be detected to -20° C. However, in eleven of the fourteen unsound rocks, no freezing was detected to as low as -40° C; in the other three, less than 50 per cent of the water froze. As a check of the DTA measurements, adsorption isotherms were determined for all materials. Calculations of theoretical freezing points for sorbed water again demonstrated that the least sound rocks had the most nonfreezable water. "Frost" sensitivity in these carbonate rocks is, therefore, probably not the result of the force of expansion of water to ice. The disruptive force is believed to result from expansion of sorbed, ordered water on clay surfaces. The relationship between the unfilled rock pores after 24-hour water saturation and the water sorbed at 85 per cent humidity at 30° C (i.e., the theoretical nonfreezable water delineates the sound and unsound carbonate rocks.

Laboratory testing for flotation circuit design is carried out on a routine basis in a large number of lab- oratories throughout the world. Usually a sample of ore, assumed to be characteristic of the material to be processed in a future plant, having a mass of the order of a few kilograms, is ground in a batch ball or rod mill, in the presence of water and some re- agents (for pH control, etc. .. ); after dilution to the adequate solid concentration, the resulting slurry is transferred into a laboratory batch flotation machine, having a volume which can vary from 0.5 to 8 10 -3m3. Various types of machines are in common use, manufactured by the same companies that market industrial size flotation machines. The operation of flotation in the laboratory is carried out by an experienced technician, who uses parameters such as impeller rotation speed, air flowrate addition, froth height, froth removal rate, in conjonction with reagent addition sequence, to "test" the ore. After flotation, the froth products ("concentrates"), and the solids remaining in the cell are filtered, dried, and analyzed for the various elements of interest. For flotation circuit design, a kinetic test is usually carried out, in which the froth products obtained at various times are collected to assess the time response of the ore in the laboratory machine with the combination of reagents used. Although this description is rather sketchy, it enables to outline some of the major difficulties in using laboratory data for flotation circuit design: 1. ore sample representatively 2. feed preparation procedure (laboratory compared to industrial scale) 3. laboratory procedures (type of ma- chine, type of operation, experimental errors. . . ) 4. flotation machine scale-up 5. flotation kinetic scale-up 6. flotation circuit design using laboratory data These various points will be discussed in the present paper, in order to stress the problem areas as well as possible solutions. ORE SAMPLE REPRESENTATIVITY It has been stated many times that one of the major problem in designing a flotation circuit is the representatively of the sample to be taken. INTRODUCTION During the past decade, significant pro¬gress has been made in applying rock mechanics principles to mine design problems by a great number of researchers. Some of these new techniques have found their way into the engineering and planning offices of the operating mine. In spite of these advances, however, the application of rock mechanics in the day-to-day mine planning and design of our domestic coal mines is rela¬tively rare. There are a number of reasons responsi¬ble for this relatively slow progress, not the least of which is the question of how to measure the success or cost effectiveness of a sizable rock mechanics effort in an opera¬ting mine. Firstly, the properties of geologic materials generally vary over a wide range and it is, therefore, difficult to assess whether an improvement in the mining conditions is due to a design change or due to a change in the geologic conditions. A second reason for the slow acceptance of rock mechanics in engineering thinking is the fact that some of the concepts are quite difficult and that physical evidence of their validity to mine design is still rare. Thirdly, com¬munication between research, engineering and applications oriented people appears to function only intermittently. In our view, however, the most important impediment lies in the "state-of-the-art." Exactly how much can rock mechanics help the mine operator? The best that rock mechanics can do at present is determine whether one approach is better than another when weighed against some design objective (stress, strain, deformation). We cannot determine the abso¬lute best ground control design -- only what is better. If ground control is lost, the statement that "it's the best one we looked at" means very little to the harried operator. While the "state-of-the art" has advanced a great deal, it has certainly not been reduced to an engineering matter in that design hand¬books are available -- they are not. The success of a rock mechanics program, there¬fore, can be determined only over a long period of time of continuous effort.

The purpose of this section is to demonstrate the development of a method that we believe can be used for simulating and predicting mine water inflow. It will also show how important it is for personnel who model mine water inflow to have considerable experience with this subject, and with the conversion of hydrogeologic frameworks to conceptual models. Several of the models described previously are said to be three dimensional. However, closer examination reveals that there is considerable limitation in the variation possible in the third dimension. A true three-dimensional analysis would require a very large program. Therefore, it seems more reasonable to develop a procedure by which information from a two-dimensional model can be used for analysis of a three-dimensional problem. For a vertical mine shaft this is relatively easy because most two-dimensional models have an option for axisymmetric flow. If it can be assumed that axisymmetry exists about the centerline of the shaft it can be modeled easily as has been illustrated previously. For a horizontal drift or tunnel the analysis is not nearly as straightforward. However, the flow can be divided into two parts as indicated in Fig. 59. Part 1 considers the flow into the side of the drift while part 2 considers the flow into the end of the drift. To calculate the flow rate into the entire drift from the unsteady flow into a unit length the instantaneous flow per unit length may be integrated over the total length of the shaft. This procedure is shown in Fig. 60. The radial flow through any incremental length of the shaft is q. The total flow rate, Q, into the drift at any particular time is given by: The discharge q is a function of the time during which a particular segment has been draining that is dependent on the location x. In other words, a location at x = 0 has been draining during the entire time of expansion while a segment at x = L has only started to drain. In this paper, a methodology for the reliability assessment of geogrid-reinforced unpaved roadways is presented, by taking into account the variability of the subgrade?s undrained shear strength. Analyses are performed using the Point Estimate Method and the Monte Carlo simulations technique. The undrained shear strength is represented by its correlation with the California Bearing Ratio and it is modeled as a random variable following a long-normal distribution. Analyses are performed for different types of reinforcement. The study provides a quantitative assessment of the variation of the system?s probability of failure with this parameter. Overall, the approach suggested in this study may be considered as a complementary approach on the traditional concepts of global or partial safety factors.

It appears that all extractive processes involve, at one or more points, fluids (gases or liquids) and that the flow of the fluid is an essential part of the functioning of the process. Usually that flow is turbulent and the turbulent flow frequently determines the rates of mass and heat transfer as well as other important phenomena such as bubble/droplet breakup and coalescence, particle suspension, etc. Over the past decade many attempts have been made to model turbulent flows in metallurgical unit operations. The present paper summarizes some of that work. Amongst the operations considered are agitated leaching, ladle metallurgy, electrowinning/refin- ing, induction furnaces, Hall cells and electro- magnetic casting. Where possible, comparisons are made between model predictions and experimental results.

A wide variety of subsidence prediction methods exist. They can be classified into empirical methods and mechanistic models. The empirical methods include profile functions and influence functions (Brzuner, 1973a,b; Kratzsch, 1974; Berry, 1978; Hood et al., 1981), the two empirical approaches of most practical value, if only be- cause they are readily programmed on calculators or computers. The profile functions have the advantage that they allow for ready determination of the necessary empirical parameters from field observations. They have the disadvantage of being restricted to subsidence calculations at a very limited number of points or lines above very simple (rectangular) mine geometries. This reduces greatly their practical applicability for damage predictions, which usually require estimates of strains, slopes or curvatures at structures that have arbitrary position and orientation with respect to planned mine excavations. Influence functions can be used to calculate subsidence at any point near an excavation of any in- seam outline. The main difficulty associated with empirical influence functions is the lack of uniqueness in the relation between subsidence and its cause, the convergence distribution over a mined excavation and its immediate surroundings. A secondary practical difficulty is the need for fairly arbitrary adjustments near the excavation edges, usually in the form of compensation zones (e.g. Brsuner, 1973; Hood et al., 1981). Determination of the appropriate empirical constants in influence functions is facilitated greatly when a direct mathematical connection exists between influence and profile function (several examples are given by Brauner, 1973 and by Hood et al., 1981), so that field data can be used to determine the parameters through backfitting of the profile functions, which is considerably simpler and more direct than backfitting of influence functions.

A mathematical model based on the finite element method of stress analysis has been used to describe the behavior of the western wall of the Kimbley Pit as its slope was steepened from 45 degrees to 57 degrees. Theoretical stress changes because of slope modification are slight except at the toe of the modified slope. Magnitudes of stress created are small when compared with the strength of a competent rock. Resulting displacement patterns point out the need for determining the in situ state of stress at a site prior to excavation or modification. A comparison of model results with field measurements shows that, in general, the model has described the measured behavior of the west wall of the Kimbley Pit remarkably well.

Selectivity and recovery of many industrial minerals can be directly affected by the carbon length, degree of unsaturation, and melt point of fatty acids used as collectors. Examples of several modifications are provided based on actual experiences of commercial applications. A review of recent history indicates that fatty acid collectors are applicable from C9'C18 in carbon length, however, not for all minerals. The mesh size, density, and surface characteristics of the particular mineral, as well as other related operating conditions, are important in selecting the correct fatty acid configuration. A review of some past programs are submitted as a guideline in the selection of fatty acids and supported by isolated, successful examples demonstrating the effect of carbon length and unsaturation.

Atmospheric fluidized bed combustion (AFBC) is an improvement in coal-fired boiler design that offers several advantages over conventional boilers. AFC can meet sulfur and nitrogen oxide emission regulations without the need for add-on flue gas treatment equipment. The relatively low combustion temperature inhibits ash melting, thus reducing slagging and fouling which can, in turn, increase a boiler's fuel flexibility. This report discusses, in general, AFBC technology and, in particular, progress at the 20-MW Pilot Plant built by the Tennessee Valley Authority (TVA) at its Shawnee Power Station near Paducah, Kentucky.
