Sources of lead contaminated soils are numerous, i.e., the uses of leaded gasoline, lead-based paints, leaded pesticides, solders, smelting of lead concentrates, refining of lead products, automobile demolition, recycling of lead batteries, and so on. Conservative estimation by the US Environmental Protection Agency, EPA, indicated that several thousand lead contaminated sites are awaiting remediation. The current remediation technologies include immobilization, reclamation and soil washing. In this paper, the above remediation technologies will be reviewed, and where appropriate, the economics of processes discussed and future possibilities indicated.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. Asbestos is not the name of a distinct mineral species, but rather the commercial term applied to the fibrous form of several minerals differing widely in composition. There are some 30 known varieties of asbestos but of this number only 6 are of economic importance, and these, in order of economic significance are chrysotile, crocidolite (or blue asbestos), amosite, anthophyllite, actinolite and tremolite. Chrysotile asbestos was formed by the introduction of hydrothermal solutions into fractures in serpentinised ultrabasic host rocks. These solutions dissolved magnesium silicate from the wall rocks, and with subsequent lower temperature and pressure they became supersaturated, and crystals of chrysotile asbestos formed. The chemical composition is variable but is classified as a hydrous magnesium silicate, containing a high percentage of magnesia and water, plus varying amounts of alumina and ferrous and ferric iron. Other asbestos minerals are formed by a similar process but with a different host rock e.g. crocidolite occurs only in iron' formation. The chemical composition of asbestos minerals other than chrysotile, shows a wide variation, but in general may be classified as silicates, or metasilicates, containing varying amounts of calcium, magnesium, sodium and iron.

An 81 hectare (200 acre) tailings impoundment at a taconite operation in Wyoming that ceased operations in 1983 has been a source of blowing dust. The site qualified for reclamation under Wyoming's Abandoned Mine Land (AML) reclamation program. The ultimate reclamation construction included: incorporating commercially available organic amendments and fertilizers into a 300 mm (12 in) thick "cap" of a sterile clay loam cover material, lowering the water level in an adjacent flooded mine pit that was feeding uncontrolled seeps into the tailings basin, constructing a wide tailings pond spillway that allows flood control while minimizing seasonal water level fluctuations in the pond, and building rock berms and rock snow fences for wind erosion control and soil moisture preservation. Tree planting in the protective wind/snow shadows of rock berms and rock snow fences, and the plugging of a decant pipe are planned for future work.

Approximately 3 percent of the raw coal processed in U. S. Steel coal-preparation plants ultimately reports to slurry- tailing disposal. The usual disposal method is to pump the refuse slurry containing the minus-48 mesh (300 µm) refuse into dams or impoundments that are constructed of the coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically urlfeasible or technically impossible. U, S. Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, Portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition it was decided to study the stabilization of fine-coal-refuse slurry through use of cement-type additives.

The title of this session seems to have been picked especially for this paper. It is 1984, it is the morning after, and there is one monumental hangover among many if not most of the oil companies that have invested in mining in the past decade or so. How an oil company looks at mining depends on what time period you are talking about. A few years back around the time of investment this is what they were probably looking at: 1. A balance sheet of their own that was beginning to go wild, with many of their commodity prices having already seen increases of two, three, or four fold, and with no end in sight. 2. A need to invest their earnings someplace fast before the stockholders or the government got too interested. And that someplace should be in an industry where their own management skills could be applied. (Only a true cynic would suggest that this is a form of job security) 3. In mining there was an industry amazingly similiar to their own, one working with non-renewable natural resources, dealing with the same types of government agencies, and having the same type of critics and pressures from the general population. 4. An industry that was somewhat backward as compared with their own, and one where a generous ration of the capital and management skills so handsomely bestowed upon the oil industry could be used to great advantage.

Adsorption of sulfide collectors such as xanthate on pyrite has been studied extensively over several decades using a wide variety of techniques. In spite of this, there are unanswered questions as to the identity of adsorbed species on pyrite surfaces -dixanthogen vs. iron xanthate complexes. Far less is known in non-xanthate collector systems. We have used Secondary Ion Mass Spectroscopy (SIMS) successfully in the past to obtain direct evidence for the identity of the adsorbed collector species on copper sulfides, galena and Cu-activated quartz. The present study is an extension of the SIMS analysis to investigate the adsorption of xanthate, dithiovhosphate, dithiocarbamate, and modified thionocarbamates and thioureas on pyrite. Adsorption of these collectors on chalcocite was also studied for comparison. An attempt was also made to obtain SIMS spectra for pure dixanthogens at room temperature. Only in the case of dithiocarbamate (DTC) was there direct evidence for the presence of not only the collector dimer, but also iron-DTC complexes. On chalcocite, only the copper-DTC complexes were detected (no dimer). In the case of xanthate, the collector molecular ion and its S adduct -which are possible fragments from dixanthogen -were detected on pyrite, along with a fragment peak: suggesting Fe2X. For dithiophosphate, the collector molecular ion and Fe(DTP)(OH) complex were detected (no dimer). For modified thionocarbamate and thiourea, adsorption on pyrite was negligible.

The adsorption of dialkyl di-and mono-thio-phosphinates on gold, silver and gold-silver alloys has been studied in the present work. These reagents, which are selective collectors for sulfide flotation, have been found to improve precious metals recovery from ores. Voltammetric studies have indicated that dithiophosphinate adsorbs on gold at much higher potentials than on silver, while monothiophosphinate adsorbs only on silver. However, both adsorb on gold-silver alloys with the adsorption potential decreasing with increasing silver content. Using FTIR spectroscopic measurements, the surface species formed during the interactions of these collectors have been identified. The results of the electrochemical and spectroscopic measurements have been compared with the contact angle data obtained at controlled potential conditions.

"Physical impurity transfer in solvent extraction (SX) has a significant impact on operating costs, electrowinning (EW) performance, and cathode quality. Some operations use a wash stage to limit impurity transfer by diluting the entrained pregnant leach solution (PLS) to prevent direct transfer to EW. Wash stage operating conditions vary impacting impurity transfer. A number of factors impact dilution efficiency including mixer continuity, wash aqueous acidity, and organic quality. The impact of these variables on dilution efficiency was studied and compared to current industry practice. INTRODUCTION With the exception of iron, impurity transfer in copper SX is due to PLS carryover in the loaded organic via aqueous entrainment and crud movement. The quantity of impurity transfer is influenced by many variables including operating set points, organic quality, and settler housekeeping. Crud management and treatment is a common practice aimed at minimizing transfer of impurities to EW. Crud is a complex solid-stabilized emulsion of aqueous and organic[9]. As such, it contains a large aqueous component and the associated impurities (from the PLS). A common practice is to remove interfacial crud to prevent movement. Additionally, mixer continuity can be altered to enable compaction and improve the efficiency of interfacial pumping[10]. Understanding the factors impacting aqueous entrainment and optimizing the available controls should be a key focus for any operation. Aqueous entrainment in the loaded organic can be impacted by: • Mixer continuity • Mixer organic/aqueous (O/A) ratio • Mixer speed and impeller type • Organic and aqueous depths • Specific settler flow • Use of settler internals (picket fences, coalescing packs) • Organic quality • Design and operation of loaded organic tanks Conventional thought is to run the E1 mixer in aqueous continuity to reduce aqueous entrainment. Generally, O/A ratios close to 1:1 result in improved metallurgical and physical performance. Mixer speeds should be chosen to achieve acceptable stage efficiencies while minimizing over-mixing. Organic depths can be increased in the E1 stage to increase retention time and minimize aqueous entrainment. Settler internals can also be used, but require maintenance to maintain effectiveness. The quality of the plant organic inventory will impact physical performance. Poor organic quality can lead to higher phase disengagement times increasing impurity transfer to the electrolyte. Additionally, the design and operation of the loaded organic tank can impact impurity transfer[8]. Despite the variables that can be used to reduce aqueous entrainment and crud movement, impurity transfer is still an issue in some operations. For these operations with high PLS impurity concentrations, a wash stage may be beneficial to manage impurity transfer. Understanding factors impacting wash stage performance is important to optimize performance and limit impurity transfer."

Optimal use of such chemicals can confer benefits both in terms of cost efficiency and end product attributes. In this paper we will review recent progress in the fundamental understanding of mineral additive interactions and present data which show how optimization can lead to improved products.

Ferric (Fe3+) ions are omnipresent in flotation circuits. Depending on pH and the nature of the ore body, Fe3+ ions may play a role in the adsorption of thiol collectors on sulfide minerals. To investigate this possibility, a two-compartment galvanic coupling cell was designed. This cell was used to monitor changes in contact angle of a sulfide mineral in one compartment, while varying concentrations of the Fe3+ ions in the other. The results showed that Fe3+ ions promote xanthate adsorption as indicated by the increase in contact angle. Implications of this finding in sulfide mineral flotation in general will be discussed.

The molybdenite flotation plant at Magma Copper Company, San Manuel concentrator has been in operation since 1956. In January of 1980 the plant was converted from a hydrogen peroxide - ferrocyanide process to the current sodium cyanide - sodium hydrosulfide process. This paper is an operational review of Magma Copper Company's molybdenite recovery circuit, column cell flotation experience and use of on- stream x-ray flourescence analysis.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

The leaching behavior of rhenium in ammonium iodide solutions with iodine as oxidant has been studied. Experiments were carried out in an autoclave. The effect of stirring speed, temperature, pH of the solution, iodine and iodide concentrations on the dissolution of rhenium was investigated. It was found that high temperature and high pH of the solutions were essential for the efficient leaching of rhenium. The dissolution rate was found to be dependent upon the concentration of iodine and iodide. It was concluded that the dissolution of rhenium under the conditions studied was controlled by mass transfer of iodine with an apparent activation energy of 15.77 kJ/mole.

As the tunneling industry continues to adopt Tunnel 4.0, digital twins of the tunnel construction site are becoming standard requirements for tunneling projects. However, the benefits of these remain unproven to many practitioners. The paper discusses the various implementations of digitalization and describes efforts to combine all data types to analyze the relationships between influences, predictions and performance in a single digital platform. This includes data pertaining to investigations, design, construction, monitoring and post-construction asset performance and management. Based on 16 years of global tunneling projects the paper aims to quantify the tangible and intangible benefits of such systems. Using a number of real examples, the paper describes where opportunities were taken and where they went unrealized. Challenges and considerations for both procuring and developing these digital twins are also discussed.

INTRODUCTION The County of Cornwall is situated in the South Western extremity of England, see Fig. 1, and has for hundreds of years been an historical centre of mining activity. In the last century many thousands of Cornish miners emigrated to Canada, U.S.A., Australia and numerous other countries throughout the world to form the nucleii of mining industries in those lands. At present there are four active underground mines within the county, all mining tin, together with a relatively large china clay industry. All the operations are directly or indirectly associated with the three main granite intrusions, namely the Land's End Granite, the Carnmenellis Granite and the Bodmin Moor Granite. The report which follows relates to two mines, owned by the South Crafty Group of Companies, namely the South Crofty Mine itself and its smaller subsidiary, Wheal Pendarves. Both these mines are adjacent to the Carn Brea Granite ridge, see Fig. 2, which is an off-shoot of the main Carnmenellis Granite mass. The Carn Brea Granite has provided one of the most intensive areas of copper and tin mineralisation anywhere in the world. Many of the mines worked during the last two centuries and the early part of this century were situated close to the metamorphic aureole surrounding the granite intrusion. Both South Crofty and Wheal Pendarves have their shafts collared in the overlying slate, locally known as killas, but the major part of their workings are in the granite beneath. The ore bodies, or lodes, of both mines are generally steeply dipping and approximately one to four metres in width. They have been, and continue to be, worked by either back or under-hand stoping with the major level interval being approximately 37 metres. A feature of both stoping systems is that they require no back filling and in many cases the completed working areas have remained open for many years due to the competent wall rock conditions. The stoping operation necessitates having box-holes or draw points at regular intervals along the strike length at 4 to 7 metres centres; thus a stope some 50 metres long may typically have ten box-holes or draw points through which air can percolate into the empty stopes above. The granite country rock contains traces of uranium minerals, namely pitchblende or uraninite, and it is the decay of this uranium mineral which leads to the formation of the mobile radon gas which, together with its short lived daughters, may create a hazard. The presence of uranium minerals has long been known, but the quantities being so minute, it was not appreciated until some ten to fifteen years ago that these might present a hazard. The Mines and Quarries Inspectorate approached Management approximately ten years ago with a view to taking samples in areas of the mine that they felt might contain the highest concentrations of radon. Samples were thus taken in several areas of both mines, normally well away from working areas and where there was no through ventilation. The results of these initial tests were published by the National Radiological Protection Board in a paper entitled "Radon and Its Daughters in Various British Mines". The results of the initial surveys made it apparent that improved ventilation was the most important factor in reducing radon daughter concentrations within the mine atmosphere, with increased flow rates having three beneficial functions, viz. (1) To dilute radon daughter concentrations. (2) To prevent radon and its daughters reaching a state of equilibrium. It is not uncommon for radon and its daughters to have a disequilibrium factor of 1,000 in some uranium mines.

In this study, the effects of various extraction and stripping parameters, such as equilibrium pH (7.0, 8.5 and 10), extractant concentration (5, 10 and 20 volume %), organic-to-aqueous (O/A) ratio and stripping agent type and concentration were studied on chromium (VI) recovery from chromium electroplating rinse bath wastewater using Aliquat 336. Results showed that these parameters all had significant effects on chromium (VI) recovery. A pregnant strip solution from a chromium electroplating rinse bath wastewater with 33.4 g/L chromium content, suitable for sodium dichromate production, was generated by 20 vol. % Aliquat 336 in commercial kerosene. The O/A ratio was 1/4 and the equilibrium pH value was 0.87, the as-received pH value. The wastewater was treated with a two-stage countercurrent extraction process to produce a loaded organic phase, which was later stripped at the O/A ratio of two with a 4-M NaOH solution in a two-stage countercurrent stripping process using Taguchi?s optimization technique.

The search. for massive sulphide orebodies is steadily being extended to greater depths as well as expanding outward into the large portion of the earth's surface where the sulphide bodies are deeply weathered. Massive sulphide orebodies are generally not large in dimensions. They are not like disseminated type sulphide bodies that form large ground exploration targets that can be detected at greater and greater depths simply by increasing the geometrical spacing between the geophysical transmitter and receiver. In¬creasing the transmitter-receiver spacing with massive sulphide bodies eventually "waters down" the anomaly from the body until it disappears into noise. If high surface conductivity is present, as is common in areas of deep weathering, the problem is compounded by the increasing response of the surface layer, as the receiver-transmitter spacing is expanded. The search to greater depths has important implications other than just detection of the orebody. Drilling costs are increased and the probability of missing the target are increased. Missing an orebody is an expense that is difficult to evaluate in dollars per line mile of survey especially since one does not know the value of what was missed. A ground Pulse EM method has the capabilities of solving the problems of deeper exploration particularly in areas of surface weathering it can attain deep penetration without large coil spacings, it also provides information from a complete range of frequencies. The method has other operational advantages since it is free of geometrical restrictions as to coil alignments and can operate in areas of high power line noise.

Caterpillar introduced 21 new products during Caterpillar Press Days ‘96, held in June at the company’s proving grounds near Tucson, AZ. The event, billed as the largest product introduction ever held by Caterpillar, was attended by press from around the world. Most of the new products were demonstrated at Caterpillar’s Tinaja Hills Training Center in the Sierrita Mountains south of Tucson. Under the scorching Sonora Desert sun, the press was treated to demonstrations of the new equipment. After a display of the equipment’s power and capabilities, the press was given an opportunity to operate the new models and, in some cases, compare them with the old.

My charge is to review briefly "Coal In The Electric Utility Industry - Present and Future." Thus, I will not dwell on the overall energy picture, other than to express what most others involved in the energy picture know - we're in trouble! Several years ago, speaking to another engineering society, I said, "Much has been and yet will be said and written about the energy situation in our Country." What an understatement! The energy question has reached crisis proportions and is a top priority item at the highest level of government, Unfortunately, it will be in that situation for some time to come. Many factors created this complex problem, and we all share some of the blame. But I am perplexed when I read in the popular press that environmental factors are unrelated to the energy crisis when I know this to be untrue. In the recent past all forms of energy have been cast in the role of villain, particularly coal with its problems of surface mining, mine safety, acid water drainage, sulfur content, and a multitude of other adverse factors relating to the environment in one way or another. As you know, the sulfur situation has led to the closing of numerous mines, resulting in the lessening of our mining capacity. Today, along the Eastern Seaboard, 60 to 70 million tons of coal are displaced by imported oil, primarily to meet air standards. Even in the Midwest, utilities sitting on enormous coal reserves are converting to other fuels or hauling low sulfur coal thousands of miles from the western Mountain States. [We will hear more about this coal from another speaker on the program this morning.]
