Vibrations from thirty-seven blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations reported in the U.S. Bureau of Mines studies. Regulations based on USBM data could then be too conservative or lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases energy was concentrated at frequencies corresponding to delay intervals.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. The level of steel consumption per capita is one of the principal indicators of a country's standard of living. It is no coincidence that the materially advanced nations possess viable iron and steel industries to provide a reliable and economic source of steal for the manufacturing industries. No other metal is as dominantly important in manufacturing as steel. The blast furnace - steel furnace complex based on coking coal, ferrous scrap and iron ore - continues to be the principal steel-producing method. Less important is the electric furnace method based on scrap, In recent years, there has been considerable interest in the many direct reduction processes that are not dependent on coking coal but usually produce a product for further refining in steel furnaces. No matter which series of processes are used, iron ore is essentially the only source of virgin iron units. Thus, to such a vital and capital-intense industry as steel, access to a relatively inexpensive, long- term supply of iron ore is essential.

An extensive series of linear and rotary cutting tests were run in soft and medium strength rocks at the Earth Mechanics Institute of the Colorado School of Mines to investigate the possibility of very high speed mechanical excavation for tunnel, raise, and shaft boring. The results of these tests demonstrate that cutter penetrations of 38.1 mm (1.5 inch) and cut spacings up to 228.6 mm (9 inch) are possible in such rock without exceeding the bearing capabilities of the cutters. It was also demonstrated in vertical boring tests that continuous excavation rates up to 38.1 m/hr (125 ft/hr) can be achieved with state-of-the-art technology provided sufficient thrust and torque is available. A predictor model for soft rocks was also developed using the test data. Analysis of this model shows that the errors between the predicted and observed cutter normal loads appear to be independent of cutter diameter, tip width, cut spacing, and depth of penetration. This suggests that the structure of the model is correct with respect to these variables. An analysis of the coefficients in the model was also made and a correlation found between the principal coefficient and Unconfined Compressive Strength. The second coefficient in the model was found to be similar in magnitude to rock properties such as Brazilian Tensile Strength, Shear Strength and Point Load Index.

The Berkeley Pit of The Anaconda Company is located on the southeast slope of the Butte Hill, the legendary "Richest Hill on Earth," and is one of the largest pit operations in the world completely dependent on truck haulage. Through October 31, 1968, the Berkeley stripping and mining operations have moved more than 442,589,000 tons of material. Present scheduled production is at the rate of 260,000 tons per day, with a record quantity of 306,900 tons having been hauled on September 23, 1968. Although the Berkeley Pit has been in production only a little more than ten years, it has been the proving ground for many of the presently used large trucks. Beginning with the original R. G. LeTourneau 75-ton electric truck in 1960, Unit Rig 85- and 100-ton electric drives, Haulpak 65- and 105-ton electric drives, and Caterpillar 100-ton electric drives have all been tested under production conditions. In addition, engine development has kept pace with both 1000-hp diesel and 1100-hp gas turbine engines now under test. As the size of the Berkeley operation has grown, the truck fleet has changed in size and appearance in order to maintain economic mining costs. The original fleet consisted of forty-three 36-ton trucks with conventional mechanical drives. The present fleet is made up of eighty-nine trucks: nineteen 85-ton Unit Rig electrics with 700-hp diesel engines; sixty-nine 100-ton Unit Rig electrics with either 700- or 1000-hp diesel engines; and one 100-ton Unit Rig electric with an 1100-hp gas turbine engine.

Large tonnages of copper and molybdenum sulfide ore are treated by flotation. Substantial savings could be realized, particularly in high-capacity concentrators, by use of a simplified flotation technique involving lower reagent consumption. Chalcopyrite and molybdenite from some deposits can be floated by use of only a frother as a single flotation reagent; acceptable concentrate grade and recovery can be obtained. Separation of molybdenite from copper sulfides may become simpler and less costly. The genesis of the ore and the ions present in the flotation pulp liquid phase appear to be the major success-determining factors.

Since 1945 the world's iron ore industry has experienced radical change. This transformation is reflected in new levels of production, consumption and trade, in shits in the location and size of markets, in the tapping of far distant sources of iron ore, and in the emergence of new export centres catering on an increasing scale to ore deficient, importing countries. Within the broad framework of shifting supply/demand relationships, certain operationally meaningful adjustments can be singled out for special mention: 1. The iron and steel industry has undergone vigorous and aggressive expansion, during the post-war period, not only in the capitalist world and among the socialist bloc, but in backward regions as well. New countries have been added to the list of steel producers, while new facilities have been relocated by established steel makers. 2. Overall demand for iron ore has risen rapidly, arid has flowed different channels.

"In 2015, 40 longwall mines provided nearly 60% of the US coal production from underground mining methods. This represents a substantial, yet gradual increase from just under 50% over the last 5 years. As a result of this increased production share, the percentage of ground fall related fatalities in longwall mines has also increased when compared to all US underground coal mines. Additionally, about 80% of ground fall related fatalities have occurred in areas where the roof was supported. In an attempt to better understand the status quo of current US longwall support practices, a sample of 21 longwall mines were visited, representing about 40% of the currently active longwall mines in 4 of the 5 major US longwall producing regions. The resulting data was obtained from a wide variety of overburden depths, geologic conditions, mining heights, ground conditions, support practices, and gateroad configurations. The data collected is reported using both qualitative and quantitative methods. The results from the research update previous efforts in classifying mining accidents and injuries as well as current support practices. This data provides a necessary background for future research aimed at further reduction of ground fall accidents and injuries. INTRODUCTION Maintaining ground stability in gateroad entries is essential for longwall productivity and safety (Campoli, 2015). In 2015, 148 unintentional roof falls were reported in US longwall mines. About 34% of these resulted in mineworker injuries. Safety considerations not only include injury from roof and rib falls but also egress from the longwall face during an emergency (Mucho et al., 1999). Over the past 30 years, a number of researchers have studied longwall tailgate support performance (Mirabile, 2015). This research aims to take a snapshot of the ground support installed in modern US longwall mines and provide a supplement and update to the overview provided by Barczak (2005). This will provide a framework for future research into improving gateroad support systems. BACKGROUND Large unplanned roof falls at or above the primary support or those impeding travel and/or ventilation must be reported to the Mine Safety and Health Administration (MSHA). Reportable roof falls, normalized based on production in million metric tons, generally relate to the amount of roof exposed during the mining process (Pappas and Mark, 2012) and provide an evidence-based statistical background for this review of current support practices. Figure 1 shows the reportable roof fall rate in US underground longwall mines for the period 2006-2015 (MSHA, 2016). Over the past decade, roof fall rates have shown a gradual decrease with numbers now at a rate nearly half of what was observed just five years ago. However, over the past few years, roof fall rates in US longwall mines appear to have stagnated at levels just over 1 per 2,000,000 tonnes mined."

Since the Bronze Age, when ancient man discovered the metallurgy of copper, tin and zinc, intrepid souls have been wandering afield searching for and exploiting those mineral deposits which would create wealth and security for his city-state or community.

Within ten to fifteen years, coal-fired power generating stations will be producing over 40 million tons of coal-ash annually in the United States. The largest part of this ash will be emitted from the boilers, entrained in the off-gas stream and trapped as flyash. However, about 15 percent (six million tons) will he removed from furnace bottoms as bottom ash or molten coal-ash slag. In current practice, the molten coal-ash slap is generally water quenched and then transported either as a slurry or in granular form to storage or disposal areas. Although a small amount of this slag is marketed as abrasive grit or as roofing granules, most of it is considered a waste material which must be disposed of at considerable cost to the power companies and therefore to the public. The accom¬panying economic loss in terms of unused raw materials and displaced land is not as obvious but is just as real. The Coal Research Bureau at West Virginia University under the sponsorship of the U. S. Bureau of Mines has been examining the possible utilization of both coal-ash slag and flyash in the mineral wool industry as a method of partially alleviating the growing national problem of solid waste disposal. The potential marketing situation for mineral wool manufactured from coal-ash is illustrated in Figure 1. This bar graph depicts the growth in value of mineral wool shipments1 from 1949 through 1966. In this 17-year period, the value in¬creased by over 350 percent, more than 20 percent per year, despite a decrease in unit cost of mineral wool. It therefore appears likely that coal-ash could find a steady market as a supplement to existing sources of raw materials for mineral wool production.

Magma Metals Company operates an Outokumpu Flash Furnace, four Peirce-Smith Converters and two Anode Casting Wheels supported by six Anode Vessels. Process gasses from the Flash Furnace and Converters are treated in a two train/double contact sulfuric acid plant. Sulfur capture for the smelter is +98%. The new flash furnace was commissioned on July 7, 1988 and has processed over three million tons of sulfide concentrate without a major rebuild. Magma has gained unique experience in the operation of the flash furnace at high oxygen enrichments with low off-gas dust loadings. New procedures have been developed to maintain secondary material generation at equilibrium and for maintaining metallurgical control of operating parameters. This paper describes all the procedures, operation control parameters and operating philosophy that has allowed Magma to achieve superior performance.

This new tool can be used for the proper assessment of the potential economic wealth of any risky capital project. It does provide an unambiguous recommendation of the type "go or no go" to the decision-maker simply by comparing two different ratios profit/investment. One ratio determines the minimum value required to at least break-even while the other measures a probable value based on the asymptotic theory of statistical extremes (weakest link concept). Its application is briefly illustrated by means of an underground gold mine project, an oil sands mine project and a poly-metallic open pit project.

Western Energy Co.'s Rosebud mine in Colstrip, MT, has implemented innovative mining techniques in the past,* and following in that tradition, new techniques for overburden removal were recently introduced at the Montana coal mine. In April 1979, falling coal production left Western Energy in a bind. At that time the company was one of the first to implement a dozer/scraper stripping system for additional stripping capacity. This time around, however, the challenge was to eliminate spoil rehandle with a dragline while digging down 33 in. "Rehandle will increase 20% by going down an additional 3 m past the 24-m level," according to Bob Cope, mine supervisor for Western Energy. To cut this additional expense by eliminating the need to rehandle, Western now uses scrapers to bench down for the dragline. This system utilizes the flexibility of scrapers as earthmoving tools. Although scrapers were originally purchased to fill an immediate need for productive, low-cost overburden stripping, they are now benching and continue to optimize the overall effectiveness of existing draglines. According to the company, the draglines couldn't keep up with production requirements if they had to rehandle spoil material. Benching with the scrapers eliminates spoil rehandle. Western Energy expects to produce 10.6 Mt of coal this year from three active pits in the Rosebud mine. Western estimates that there are enough coal reserves at Rosebud to support a 40-50 year operation. The sub-biturninous coal has an energy value of 9.2-9.4 Mj, 0.87% sulfur, 8% ash, and 20% moisture. Pit A, approximately 610 m long and 45-55 m wide, is the mine's greatest producer. A Marion 8050 dragline with a 46-ms bucket digs 30-33 m to uncover the 7.3-m Rosebud coal seam. Here, the scrapers were put to work benching for the dragline. Long Construction Co., which operates the mine equipment for Western Energy, uses four Caterpillar 637 tandem-powered scrapers, two Cat 631s and two Terex TS-24s. The number and combination of scrapers actually used for benching periodically changes, depending on which ones are needed for topsoil removal and reclamation. Scrapers benched down about 9 m and removed nearly 2.3 Mm of over-burden at pit A. About 1 Mm was placed in a 9-m lift on top of the high-wall at the head of the pit. Flexible synthetic membrane liners have become a standard facet to copper and gold heap leach pad design. While gold heap leach operations have utilized most types of synthetic liners, copper leach operations have commonly only been lined with polyethylene. The objective of this study was to determine if there are any chemical reasons why other synthetic membrane types could not be used to line a copper heap leach facility. With engineered consideration, the flexible membrane liner under the ore pile serves two purposes. The first provides a near impermeable boundary which aides greatly in the collection of the metal laden process solution. The second advantage to the flexible membrane is the almost non-permeable barrier to benefit increased environmental awareness that has led to an increase in solution containment technology. The Environmental Protection Agency (EPA) has developed a compatibility test for solutions and membrane liners. The EPA Method 9090 is intended for use in determining the chemical effects of a solution on the physical properties of the flexible membrane liner material intended to contain them. Data from these tests would assist in deciding whether a given liner material is acceptable for the intended application.

"In underground continuous mining operations, ventilation, water sprays, and machine-mounted flooded bed scrubbers are the primary means of controlling respirable dust exposures at the working face. Changes in mining arrangements, such as, face ventilation configuration, orientation of crosscuts mined in relation to the section ventilation, and equipment operator positioning, can impact the ability of dust controls to reduce occupational respirable dust exposures. This study reports and analyzes dust concentrations measured by the Office of Mine Safety and Health Research for both remote-controlled continuous mining machine operators and haulage operators at ten U.S. underground mines. Results of these respirable dust surveys show that continuous miner exposures varied little based on depth of cut, but are significantly affected by ventilation configuration. Haulage operators experienced elevated concentrations in blowing face ventilation. The type of cut influenced exposures, with elevated exposures observed for both continuous miner operators and haulage operators when working in crosscuts driven into, or counter to, the section airflow. Individual cuts are highlighted to demonstrate instances of minimal and excessive dust exposure attributable to particular mining configurations. These findings form the basis of recommendations for lowering face worker respirable dust exposures when performing a variety of continuous mining cuts.INTRODUCTION Underground continuous coal mining operations may encounter a wide range of conditions and arrangements during production and development activities. These activities typically produce respirable coal mine dust, putting operators of continuous mining machines and coal haulers at risk for elevated exposures. In order to comply with federal regulations limiting respirable dust exposures for the duration of a working shift, mine operators typically implement ventilation, water sprays, and machine-mounted flooded-bed dust collectors (scrubbers) to dilute and control mine dusts during coal cutting. Nevertheless, changes in operational conditions can limit the ability of these controls to effectively reduce dust exposures. Some examples of conditions that can change during the course of mining include face ventilation configuration, orientation of crosscuts mined in relation to the section ventilation, and operator positioning. Because these arrangements are largely under the control of mine operators, any insight into associated exposures may inform future plans and behaviors, reducing occupational exposures to respirable dust. The objective of this OMSHR study is to evaluate respirable dust exposures associated with a range of continuous mining arrangements by comparing occupational dust concentrations measured during a series of field surveys. These comparisons consider face ventilation configurations, depths of cut, and crosscut mining practices."

The eighties are likely to witness the first commercial-size coal-to-gasoline plant(s) in the U.S., although uncertainty regarding crude prices and cautious involvement of the Federal Government in the synfuels development are evident. The formation of The U.S. Synthetic Fuels Corporation with passage of the Energy Security Act is projected to pave the way for some of the projects on a moderate scale. The corporate objectives (1) are to provide funds for supporting a number of feasibility studies and loan guarantees for the construction of at least some commercial-size plants and the possibility of product price supports or purchase commitments. There are a number of coal conversion processes (2) currently under evaluation for producing either gaseous or liquid plus gaseous fuels, the other processes such as SRC I are for producing desulfurized deashed clean solid fuel for commercial use.

Pittsburgh No. 8 coal, cleaned by conventional froth flotation, was oxidized in a 2-L Parr stirred bench-top autoclave. Autoclave tests were carried out for up to 5 hrs under the following conditions: 150 to 225ºC, 60 to 500 psi 02 and 15 to 60 g of coal per 600 mL of distilled water. The oxidation of coal was evaluated by measuring the total acidic group formed on the surface of the coal and by measuring the adsorption (under standard conditions) of calcium ion from a solution. The degree of oxidation of the coal increased continuously, without much leveling off, with increasing oxygen pressure. With increasing temperature, the oxidation of the coal increased sharply between 150 to 175ºC and then leveled off above 175 °C. The adsorption of calcium was >3% on coal oxidized under the most favorable conditions. The adsorption of calcium on coal increased sharply with increasing equilibrium pH. The loss in Btu was found to be sensitive to oxidation temperature. This study concluded that the optimum oxidation of coal is achieved over 3 hrs at high oxygen pressures (e.g., 500 psi) at ~170ºC. This study also concluded that, when measured in terms of calcium adsorption, Btu loss and reaction time, the oxidation achieved in an autoclave is far superior to that achieved in a fluidized bed.

The mining paradigm is changing on the continent of Africa. Jessica Kogel?s closing statement from her September 2013 President?s Page (ME, September 2013, pp. 6) has never been more appropriate, ?Africa is shaping up to be the next mining powerhouse, and there is huge opportunity for local communities, national governments and private industry to work together to create a win-win situation for all.? Supporting this notion, attendance at numerous industry conferences around the world demonstrates the shift toward a more sustainable, more environmentally conscious extractive model. But questions remain: How effectively is the industry making this transition, and how willing are companies to learn from the experiences of others? The international development community, as we like to call ourselves, is going through a parallel shift. We are experiencing our own funding crisis; governments are not as flush with resources as they were pre-economic meltdown. But more importantly, after a half century of implementing development programs, we must admit that while some of our programs have been fantastically successful, too many still fail to achieve the goal of poverty alleviation for the world?s poorest. Moving forward, we are forced to recognize that achieving success in scale and sustainability is not always accomplished from our work alone. As the director of international programs for Africare, a nonprofit with more than 40 years of experience implementing community-based development programs in Africa, I can report that our organization is changing the way we think about successful development partnerships. Africare recognizes that for too long the mining sector and nonprofits have been at odds, choosing noncommunication as a ?solution? to the problem. Both sides now recognize that this standoff is outdated, and Africare, specifically, is ready to cross the proverbial line. We see the potential benefits of mining for local communities and, when done responsibly, the opportunity to properly manage Africa?s resource boom as a benefit to all. There are challenges in this conversation. Many mining professionals view nonprofits as whistle-blowers, ready in a pinch to speak to news sources and complain about poor operational standards. Those are advocacy organizations, and while their role is important, they are not the only nonprofits interested in mining operations in developing countries. Organizations like Africare, with decades of experience implementing poverty reduction programs, approach this differently. We know we can work with mining companies to promote economic opportunity in the communities where mining operations are occurring. We recognize that the conversation is difficult, and we are open to discussions about how we can bring our unique experience to bear on the problems faced by mining companies in carrying out their investment programs.

Slurry rheology affects autogenous grinding performance by changing the rock's breakage characteristics. In this study pilot scale batch autogenous grinding was carried out to observe the effect of viscosity on the breakage characteristics of the rocks (the media), and on the overall specific energy consumption. Clay/fines content, and temperature of the initial charge, were varied to alter the viscosity of the slurry. Results showed that at higher slurry viscosity, rocks became more difficult to break, resulting in an overall increase in the specific energy consumption of the mill. Also, it was observed that viscosity had a significant effect on the amount of critical size material present in the grinding circuit, where the critical size material is the material which is too large to be effectively ground in the mill, and too fine to act as grinding media.
