The Powder River Basin of northeastern Wyoming and southcentral Montana contains the largest strip minable reserve of compliance coal (0.27 kg or 0.6 or less Ibs of sulfur per million Btu) in the United States. In mining parlance, it is the mother lode. Wyoming's portion of the Basin is called the Southern Powder River Basin (SPRB). It has been the nation's top coal producer for the past nine years. And based on 1997 production statistics and estimated strippable compliance coal reserves, Wyoming should remain the nation's top producer for the next 51 plus years. In August 1994, ME featured 10 articles that covered all aspects of coal production in the SPRB. In this issue, five authors update the 1994 articles and provide a pre- diction of what the Basin will look like at the turn of the century. Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned --to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health --NIOSH --the beneficiaries of each other's findings. Unquestionably, there are lines of separation. The main responsibility of the agency I represent, MSHA, is enforcement of the nation's mine safety and health laws. But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

Computer-assisted instruct ion is now being used in areas as diversified as training handicapped children to preflight simulation for airline pilots. This paper reports on two courses that have been developed at SDSM&T on the PLATO system for miner safety training. Advantages of computer-assisted instruct ion for this type of training is discussed. (Figures show examples of actual use.) A discussion will be given on other applications such as maintenance troubleshooting, training of engineers and managers at remote sites and training of local people for working in the mine.

The difficult and often harsh working environment of the mining industry can stress both personnel and equipment to the extreme. Often, the unintended consequences of this environment lead to confrontations between departments, as each goes about its tasks of mining, maintaining or supporting these activities. On occasion, the confrontations may result in criticism of other departments for perceived or real sins or omissions. The offended department may not be able to change the circumstances, but can only complain while frustration persists. The most effective solutions are the actions of the mine manager. By establishing mutually supporting roles of each department and specifying conditions for the interactive conduct of maintenance, the mine manager can better assure that the inherent problems of the mining environment are neutralized.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

The packed column flotation cell is an awesome separation device. Virtually unknown and untested, the packed column flotation cell is one of the ten most important developments in mineral processing of the 21st century. Though experimental and industrial data is limited, it is clear that the packed column flotation cell is two to three orders of magnitude better than the conventional flotation cell and one to one and a half orders of magnitude better than the open column flotation cell. With the modern packing taking up less than one percent of the packed column, column blocking does not occur. For a packed column operating 24 hours a day, 365 days a year, the estimated mean time between failures (MTBF) is one hundred thousand hours or roughly twelve years. With no moving parts, lower maintenance costs, lower power consumption and inherent operating stability, the packed column is a powerful separating machine. Because there is little meaningful data for comparing the packed column to the conventional flotation cell and the open column flotation cell, much of the material presented in this paper are guesstimates. They are disinterested guesstimate made by the authors after extensive theoretical work and reviewing the known facts. In the authors' opinion, no available data contradicts the guesstimate. The authors expect that there may be errors as large as three hundred percent. Even three hundred percent errors will not change the conclusions of this paper. The packed column flotation cell is a formidable separating device. To understand the problems of comparing the three types of flotation cells, consider the fact that the three cells may have different modes of separation. One of the authors, Meloy, believes that in the conventional cell, the primary particle separation takes place in the liquor with secondary separation taking place in the froth, while for open column flotation, all the separation takes place in the froth. However, he believes that in the packed column a large part of the separation may take place on the walls of the packing. If this is true, not only is the method of modeling each type of cell different, but the method of particle selection in the cell is different. This means that one type of cell may be better at differentiating between two different types of particles. There is a growing body of literature on open and packed column flotation. Commercialisation of outcomes from research projects is a process often poorly understood and managed, but has the potential to achieve significant benefits for the industry and community as a whole. JKTech Pty Ltd was established in 1986 to transfer viable research outcomes from the Julius Kruttschnitt Mineral Research Centre (JKMRC) at The University of Queensland, Australia. This paper describes successful and unsuccessful examples of commercialisation by JKTech over the years, and draws some conclusions as to the factors that contribute to success and failure in technology transfer.

Passage of the Public Utilities Regulatory Policy Act ("PURPA") in I 978 created an entirely new industry that is referred to today as the Independent Power Producers ("IPP"). Requirements of project owners, environmental compliance, project design, the financial community and most of all, the need to be a low-cost producer presented a unique situation for the sourcing and the utilization of fuels. Depending on the specific type of project being developed, (e.g. coal-fired, wood/biomass, natural gas, petroleum coke or a blend of several fuel types) and the type of boiler design, it is important to acquire fuels that will optimize both the project's operating efficiency and flexibility. This paper will focus on the acquisition of fuel for coal-fired projects, but will describe the necessary steps in the sourcing, contracting for, and the utilization of fuels and transportation resources in the IPP industry today.

Understanding the effects of various ventilation and climatic parameters on the work conditions and comfort in underground mines is critical for efficient ventilation system design and cost savings and to ensure the health and safety of mine workers. To understand the effects that the thermal damping effect (TDE) and the thermal flywheel effect (TFE) have on the ventilation system design and potential cooling system, this paper compares and analyzes the wet and dry-bulb temperatures at the bottom of an intake shaft using two modeling software packages, Ventsim™ and Climsim™. The comparison shows the consequences and importance of taking into account the TDE/TFE when predicting the climatic conditions in future underground mines, especially when deciding on whether a cooling system should be employed in order to provide adequate climatic conditions in the production stopes, dead-end development headings, and throughout the mine. Ventsim™is able to account for the TFE, while Climsim™does not. Both software packages have their uses and are used within the mining industry, but it is useful to understand their limitations and where the future of underground climatic modeling will lead.

Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

Rock salt has been mined by the solution method for many years in many countries. Attempts have been made in the past in Canada and various other countries to produce potash by the' same method. However, only Kalium Chemicals Limited (1) has been successful, possibly because the conditions in Saskatchewan are the most favorable conditions to be found so far for the development of a solution mining method for potash. There are significant differences in solution mining of rock salt and solution mining of potash. First, rock salt deposits are relatively pure in respect to soluble minerals, whereas potash is never found in the pure state and contains Substantial amounts of other soluble minerals, particularly rock salt. In comparison to rock salt, much less potash is dissolved and brought to the surface for the same amount of water circulated through the orebody. The amount of water to be evaporated per unit weight of product is a major difference. Much greater amounts of water must be evaporated when producing potash and the treatment of the brine is more complicated because other dissolved salts have to be separated. Secondly, the rock salt deposits, particularly the domes, are much thicker. Bed thickness is of prime importance because it determines the yield of a well and consequently the economics of the process. Furthermore, as rock salt provides a strong roof structure, larger cavities can be developed and this prolongs the life of the rock salt well.

Risk is a major factor in all mining activities, arising from many internal and external variables. The authors? research has resulted in a systematic method for the quantification of risk in mining projects (Park, 2012), and this research is being presented in a series of papers. The first paper (Park and Nelson, 2013a) identified the variables associated with risk in mining projects, and their effects and was published in the October issue of Mining Engineering magazine. The second (Park and Nelson, 2013b) discussed methods of assessing the overall risk associated with those variables (published at www.me.smenet.org), and presented a statistical model based on a survey of 31 experts. This paper will present an evaluation of the statistical model, using data from previous mining investment decisions in which the authors have been involved.

Lidar scanning has become an increasingly popular tool for documenting underground excavations; however, high costs of traditional mechanical electrical lidar hardware, software, and training have limited the frequency at which lidar scans can be performed. Additionally, traditional scanning can be time consuming because multiple scan positions are necessary. With Apple’s incorporation of low-cost mobile solidstate lidar on select smartphones and tablets, lidar is becoming more tractable for everyday construction documentation similar to construction photo collection with smartphones. Here, we describe benefits of mobile solid-state lidar and describe several practical applications for use in underground construction, such as documenting the working face, over-blast, and geologic features of tunnels.

Glenrock, WY is underlain by two abondoned coal mines. Subsidence events have been recorded over the years, with the frequency increasing in recent years. As part of Wyoming's Abondoned Wins Lands Program, investigations including mining history/methods/mappings, subsurface drilling and material site searches were performed. Portions of the mines less than eighty feet from the surface, were identified as probable for subsidence. Subsidence control by hydraulic backfill was selected. Design included search and injection boreholes, water supply from the mines and the slurry mixing, transport and injection system. Injection system performance and backfill success is king monitored during construction.

In this study, domestic molybdenum disulfide (MoS2) concentrate was roasted in a chamber furnace and then in a rotary kiln. The behavior of the roasting process was examined in both furnaces, and which type of furnace is more advantageous to use in mass production was investigated. It is theoretically possible to roast in a chamber furnace, but a major problem was observed when the amount of concentrate was increased in the chamber-furnace experiments. The problem was solved by using a rotary kiln. This study improves the understanding of the roasting of  MoS2 concentrate and presents a different perspective to the industry, showing that rotary kilns can also be used for roasting.

Methane gas explosions are a major risk in underground coal mining operations. The severity of such explosions can range from local area damage to massive loss of miners’ lives along with significant damage to mine infrastructure and ventilation controls that may lead to mine closure and loss of the entire operation. This study demonstrates the viability of integrating a computational fluid dynamics (CFD) combustion model into a longwall mine ventilation model to simulate methane gas explosions in the longwall face area. The resulting 3D methane gas explosion simulation can provide better understanding of the fundamental physics and the potential impact of an explosion in an underground longwall coal mine.

Local community acceptance is a key aspect of planning and managing mining projects, whether through sustainability assessment and reporting or corporate social responsibility programs. However, there has been very little research to understand the determinants of community acceptance. This paper seeks to identify key mine characteristics and demographic factors that influence individual acceptance of mining projects. Six demographic factors and 16 mine characteristics were selected based on literature review. Four of the six demographics factors were confirmed to be significantly (p < 0.05) correlated with people?s attitude of the importance of the mine characteristics. All sixteen mine characteristics are identified as important factors. The most important mining factors are Job opportunities, water shortage or pollution, air pollution and land pollution. Both the mining and control groups have same opinion of 12 mining characteristics and differ on four (infrastructure improvement, labor shortage for other businesses, noise pollution, and mine life). During design and management of mines, this data can be used as a reference. This result will facilitate better choice experiment (survey) design for discrete choice modeling. Such discrete choice models can provide a viable framework for data-driven community engagement and sustainable mine management.

The Alimak Raise Method, using the Alimak Climber, has proven to be a new, fast, economical method of driving raises at the Iron King Branch of Shat-tuck Denn Mining Corporation, Humboldt, Arizona. In order to fully understand the advantages of the Alimak Raise Climber, it is necessary first to describe the basic machine; second, a complete cycle of a raise round; and third, the comparative speed and economy afforded the Iron King operation by using this new method of raise driving: The raise climber consists of a drilling platform that is raised and lowered by two 6.2 HP compressed air motors that drive, through roller chains and sprockets, three worm gears connected in series. These worm gears drive pinions which grip the guide rail rack. The worm gems are fitted with spring-loaded couplings so that a small rock or grit in the rack is passed over without disturbing the mesh between the rack and the other pinions.

"One of the main problems for storing of the tailings is acidity occurrence due to several factors such as existence of sulfuric minerals and also the pollution in seepage waters by mobilization of metal ions, which holds great risks in terms of environmental regulations. Because of these specified reasons, tailing materials to be used in a SPD formula should have comply with some specifications. Among these properties; oxygen content, temperature, matrix suction and pH are the most important parameters. In the study, the relationships between the parameters mentioned are investigated to reveal optimum paste design layout. The lowest amount of seepage water obtained from the paste layers in the pilot cabinet was found as 2150 ml from 3rd layer. As for the maximum seepage water and the average of the all 11 layers were found as 4909 ml from 6th layer and 3273 ml respectively. The reactions occurring according to the oxidation, as seen at seepage water of second and third layers, decreased the pH of system to the under of 7 value. Additionally, when the seepage water of first layer’s EC value is 2.93 mS/cm, the EC value of second layer is increased at 3.54 mS/cm. The other parameters are evaluated with the obtained results of the tests to determine the optimum storing conditions for SPD.INTRODUCTION Conventional waste disposal methods, although widely used, pose great environmental risks. One of the most important issues is acid mine drainage (AMD). Tailings of metallic mines contain heavy metals, aggressive chemicals and hazardous materials. In the presence of oxygen and water, an oxidation reaction can occur, causing a decrease in pH of the environment, and heavy metals that are present in the environment can dissolve easily. Subsequently, heavy metals can pollute underground water basins, creating a great amount of danger for the ecology and potable water resources. Another important risk associated with conventional waste disposal methods is accidents related to the waste dam. Higher volumes of water and tailings (usually 15% solids and 85% water by weight) are sent to waste dams, making it very difficult to control the stability of the dam under conditions such as static and dynamic loads (seismic activities, vibrations caused by blasting, etc.), flooding, and seepage. In case of an accident or failure, the spread of great amounts of mud containing hazardous chemicals and heavy metals can harm the environment of the dam site significantly (Bascetin et al., 2014). In the paste technology, depending on the type of ore, tailings used in the paste mixture can contain sulphide minerals (such as pyrite and pyrrhotite). These minerals are known to be reactive with water and oxygen to produce acidity (sulphuric acid)."
