In response to the FY2008 Consolidated Appropriations Act (H.R. 2764; Public Law 110?161), the United States Environmental Protection Agency (USEPA) issued the final Mandatory Reporting of Greenhouse Gases Rule (MRR). The rule, signed by the USEPA Administrator, Lisa Jackson, on September 22, 2009, requires reporting of greenhouse gas (GHG) emissions from large sources and suppliers in the United States, and is intended to collect accurate and timely emissions data to inform future policy decisions. The MRR will go into effect on January 1, 2010, and a report of the total emissions for calendar year 2010 will be due to the USEPA by March 31, 2011. Under the final MRR, suppliers of fossil fuels or industrial greenhouse gases, manufacturers of vehicles and engines, and certain facilities that emit 25,000 metric tons or more per year of GHG emissions are required to submit annual reports to the USEPA. The gases covered by the rule are carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFC), perfluorocarbons (PFC), sulfur hexafluoride (SF6), and other fluorinated gases as outlined in Table A-1 of Subpart A of the MRR, which is also provided in Appendix A of this report.

The main objective of batch grinding modeling is the estimation of the product particle size distribution over time or specific energy input to the mill. So far, the developed analytical methods require often complicated calculations which are timeconsuming. Thus, more simple approaches that allow the reliable prediction of the complete product size distribution need to be developed. In the present paper, an approach, based on the population balance model (PBM), that reliably predicts the product size distribution is proposed. In order to enable this, the simplified form of the fundamental batch grinding equation was transformed into the well-known Rosin–Rammler (R-R) distribution, thus allowing the determination of the breakage rate for each grinding period. A time-dependent breakage rate framework was developed where the traditional linear theory of the PBM is considered a partial case. This approach allows the deviations from the linear theory to be categorized and the degree of the acceleration-deceleration of the breakage rate to be predicted. Modeling results were validated by laboratory grinding studies using two homogeneous materials, quartz and marble, and one heterogeneous, a limonitic laterite. The experimental data revealed that grinding exhibits non-first-order behavior and the degree of deviation from the linear theory depends on the tested material. The reliability of the proposed model was validated with the use of the distribution modulus n, the a value of the breakage rate parameter, and the optimum n values that minimize the sum of the differences between the experimental and estimated particle size distributions.

The slurry wall technique has undergone an evolution from its invention to its today’s status. In the early stages slurry walls were built with cable grab, later on with much stronger hydraulic grab and last but not least with the use of the cutter technique. The cutter allows thick walls with high verticality to extreme depths through hard soil and rock formations. With the rising demand of the construction of watertight diaphragm walls different joint systems have been developed. In addition to the rapid development of excavation systems it was necessary to improve slurry treatment and desanding plants, especially in conjunction with high performance trench cutters. Deep mixing methods can be used economically for the construction of cut-off or excavation support walls where other systems such as traditional soldier beams and lagging walls would yield unsatisfactory performance, where the installation of vibrated or driven sheet piles could cause vibration induced settlements and where concrete diaphragm walls would be time consuming and expensive. The new CSM method can largely replace the more conventional single or multiple auger methods of soil mixing or jet grouting. The cutter tool is similar to a cutter used in diaphragm walls or cut-off walls and is operated with a Kelly mounted on a drilling rig or rope suspended on a crane jib or mast of a base carrier. With this system much deeper walls can be installed and even hard soil layers can be penetrated.

This paper summarizes the results of the rock mechanics monitoring program performed as part of Old Ben Coal Company's longwall coal mining demonstration project conducted in cooperation with the United States Bureau of Mines. The work described herein included installation of instruments, collection of data and data analysis performed during mining of the first longwall panel in Mine No. 24. The rock mechanics monitoring program included both surface and underground instrumentation and was designed to achieve the following purposes: 1 -To provide the capability to observe unusual situations during mining so that remedial measures could be instituted quickly 2 -To formulate design guidelines for future longwall mining efforts; 3 -To evaluate surface subsidence, and its character, rate and potential effects on cultural features, and to develop criteria to assist in predicting subsidence for other mines having similar roof conditions. Six previous attempts with longwall methods in Old Ben Coal Company's Hine 21 had been unsuccessful due to roof control problems. A description of these attempts is given by Moroni (1973). Experimental animal studies comparing asbestos and non-asbestos varieties of tremolite indicate tremolite asbestos is markedly more carcinogenic. By direct analogy, the differences in carcinogenicity between tremolite asbestos and non-asbestos prismatic tremolite should be the same for the other types of amphibole that also crystallize in the asbestos and non-asbestos habits. The earliest of the experiment animal studies, done more than 25 years ago, have design limitations by modern standards including the use of injection or surgical implantation as the route of administration rather than the more relevant route of inhalation. However, the differences in the carcinogenicity of amphibole asbestos and non-asbestos amphiboles are sufficiently large to be clearly discernable even with the study limitations. Together with later studies on these and related minerals, there is strong evidence of a much lower hazard associated with the shorter, thicker fibers of the non-asbestos amphiboles, than is found for the asbestos analogues of the same mineral. Most supergene copper heap leach operations today employ forced-aeration, irrespective of ore grade. Unfortunately, there is little published quantification of its benefit. There is a natural desire to strive for the ideal chemical kinetics. The reality, however, is that physical mechanisms control the commercial extraction rate. This paper presents the performance of a number of operations, their operating conditions and physical ore characteristics, which contribute to non-ideal solution distribution and variable extraction rate. Regardless whether one uses forced-aeration, commercial experience to date suggests it is prudent to design for longer leach cycle times to ensure the production target is met.

Tunnel Boring Machines (TBM) have gained worldwide acceptance in the construction field and are being employed in ever increasing numbers to drive underground transit lines, drainage systems, etc. However, TBM utilization in the mining industry, and more specifically coal mining, has been very limited. This paper reviews past and present applications of TBMs to coal mining and examines the needs of the industry in an attempt to offer some insight as to what a TBM system must provide if the excavation potential demonstrated in civil works projects is to be realized in coal operations. EUROPEAN EXPERIENCE Germany The Germans recognized long ago the potential of mechanized drivage for coal mine entry development. Early in the 1960's experimental runs were made with a full-face Wohlmyer roadheader at the Westerholt Mine and trials were conducted on a roller bit armed full-face Bade roadheader. But because of problems with penetrating the various carboniferous strata occurring in changing sequence and hardness, these first attempts were soon terminated. After viewing later successes in the construction industry with improved TBMs, new attempts were initiated by the German mining industry in 1971 to mechanize drivage of their development entries. Four TBMs of two different types were placed in operation.

The East Bay Municipal Utility District is undertaking seismic upgrades of the Claremont Tunnel in the San Francisco Bay area. The tunnel carries treated water across the active Hayward Fault to supply a major metropolitan area. Studies indicate the tunnel could be severed by fault offset during a major seismic event. A design approach to achieve limited operation of the tunnel following fault displacement has been established and design details are currently being evaluated. This paper describes the project, the design approach, and summarizes significant construction constraints.

Open-type, or main beam, tunnel boring machines (TBMs) can achieve impressive rates of production. This type of TBM typically outperforms other types of TBMs currently in use around the world. In good ground conditions, main beam machines have achieved production rates of more than 1 km/month (0.6 miles/month). However, installing effective ground support in poorer rock conditions on main beam machines can be a major cause of concern. The design of main beam machines is such that installation of ground support equipment, particularly at the front of the machine in what is commonly known as the L1 support zone, has traditionally been limited to rock drills and basic working platforms. Personnel working in the L1 zone have, until recently, been protected by roof supports and extended fingers, often with restricted access to working areas.

The Toulon tunnel project is a key component of the Highway corridor on the French Riviera between Marseille and Nice and is a fundamental transportation infrastructure for the region. The first design studies started in the 1960?s. The tunnel project is made of 2 separate tunnels: South and North tunnel. The North tunnel was built between 1992 and 2002 after 10 years of difficult construction (for example, on March 15th, 1996, a collapse of the tunnel in the ?Marchand Area? generated a sink hole in the city Center, causing 20 months delay). The South tunnel alignment runs parallel to the North tunnel at the same depth below Toulon historical downtown (20 to 40m depth with some areas with less than 10m of cover). The Risk management program was studied to be a State of the Art program in urban tunneling construction. The Hydro Geological Context The whole project area is covered with backfills and colluviums of 1 to 4m thick. The Schist, marls and sandstones, randomly distributed along the alignment below the first layer have different characteristics. While the Schist are pretty compact, the marls are fractured. The other layers have very different characteristics, and many faults are located along the alignment, especially in the limestones. The Breccia are heavily decompressed and deformable, as well as the other soils located in the Marchand Area. This 80m long area is where the settlements need to be controlled with an extensive monitoring program. The complete Geological profile is presented in Figure 1. [ ]

In October 1999, Liebherr-America, Liebherr Construction and Liebherr Mining Equipment held anopen house at its Newport News, VA, plant. The open house was held to celebrate the company’s50th anniversary and to demonstrate the new TI 272mining truck. Attending the open house members of the media, vendors and company representatives from all over the world. In his introductory comments, company president Peter Eller announced Liebherr’s dedication to expanding its presence in North America. Liebherr now has 30 dealers across the United States. As part of the open house, a brief history of Liebherr was presented, beginning with its creation in1949. Liebherr engineering and sales representatives were available to answer questions.

The Diesel Emissions Evaluation Program (DEEP), a research consortium formed in 1997 by Canadian mining companies, labour unions, and provincial and federal government departments, completed its work by mid-2006. This program, in which Vale Inco participated with both direct funding and in-kind contributions, investigated the ability of currently available technology to significantly reduce underground concentrations of diesel particulate matter (DPM) with high efficiency and low maintenance over a long-term period (years of life).While DEEP?s testing showed that engine maintenance is a critical component for lowering DPM, it was clear that reduction of DPM to the very low target levels of ~0.05 mg/m3 was not possible with maintenance alone. The best candidate technology for achieving low DPM levels was particulate filter systems. Furthermore, successful deployment of such systems was highly dependent on removing them from having to rely on human intervention for their regeneration. The search continues within Vale Inco to identify a reliable and rugged system.

Recommending and implement energy conservation measures, ? Driving visibility to targets and results, ? Leveraging the energy spend across the enterprise, ? Developing a robust energy and sustainability strategy.

Despite the current economic downturn that is now decimating iron ore production, Minnesota?s mining operators remain optimistic about the long-term prospects for the industry. Reflecting this optimism, the development of several new mining projects continues in the state. The future of mining in Minnesota was the featured topic at the combined 82nd Annual Minnesota Section of SME Meeting and 70th Annual University of Minnesota Mining Symposium. More than 500 mining industry professionals, including engineers, executives, mining managers and equipment suppliers from the around the world, attended the meeting, which was held April 14 and 15, 2009, in Duluth, MN. The combined meeting featured a keynote session with three distinguished speakers plus a panel discussion by representatives from several of Minnesota?s taconite producers. The keynote speakers were Curtis Clark, president and chief operating officer, Behr Dolbear, who gave a presentation on the ?State of the Mining Industry.? Phil Newman, chief operating officer, CRU Strategies, spoke about challenges facing the mining industry and James A. Skurla, acting director, Bureau of Business and Economic Research, Labovitz School of Business and Economics, University of Minnesota Duluth, discussed the importance of mining to northeastern Minnesota?s economy. The taconite producers panel discussion included Jonathan Holmes, vice president and operations manager, ArcelorMittal; Ed Latendresse, vice president and general manger, Hibbing Taconite; John Tuomi, vice president operations services, United Taconite and Mike Mliner, vice president and general manager, Northshore Mining. The mangers provided updates on their respective operation The meeting included concurrent technical papers sessions on mining, processing, environmental and nonferrous mining. The sessions included technical papers that provided information on the status of a number of new mining projects in the state. The conference also offered a SME short course titled ?The basics of iron mining.? A tradeshow that featured about 100 companies and organizations offering products and services to Minnesota?s mining industry ran in conjunction to the conference. It was estimated that more than 900 people, including conference registrants and special invited guests of the vendors, attended the tradeshow opening reception. This was the largest trade show in many years. The Minnesota Section of SME also held its annual business meeting during the conference.

Evidence of hydrothermal activity on two Mid-Atlantic Ridge oceanic core complexes (OCCs), at 13º30’N (the Semyenov 1 through 5 fields) and 13º20’N (the Irinovskoe field) (Fig. 1) were studied using CTD casts, dredges, TV-grabs and SP surveys during previous research cruises to these sites (Cherkashev et al., 2013, McLeod et al., 2009). In late 2013, the Semyenov and Irinovskoe fields were revisited, this time with an autonomous underwater vehicle (AUV) and a remotely-operated vehicle (ROV) during the ODEMAR (Oceanic Detachments at the Mid-Atlantic Ridge) cruise on the French research vessel "Pourqoui Pas ?". Here we present the first visual surveys and direct sampling of these vent sites. High-resolution (~2 m) bathymetry of the 13º30’N and 13º20’N OCCs and their associated vent fields was collected during 4 and 5 AUV dives, respectively, using the GEOMAR AUV "ABYSS" (Fig. 1). These surveys were flown between 70 m and 100 m above the seafloor, typically at a constant height to reduce vehicle movement. The AUV was equipped with Eh, turbidity, and temperature sensors in order to detect active hydrothermal venting. Over twenty ROV dives with the ROV "VICTOR 6000" allowed for the visual exploration of the OCCs and collection of 59 hydrothermal rock samples from the vent fields. As a result of these exploration activities, the first robust estimates of the size of the deposits, and the geologic controls on sulfide accumulation at these sites can be determined.

The perlite industry in the United States continued to undergo rapid change and increased competition last year as it did in 2002. U.S. production in 2004 was 510 kt (562,000 st),an increase following five consecutive years of decline (Table 1). Perlite is exported to Canada and to the Pacific Rim. These partially offset imports. Perlite imports from Greece to the eastern and Gulf Coasts of the United States declined by about 22 percent after reaching a record 240 kt (264,000 st) in 2003.But their market remains protected by high rail rates from western U.S. plants. Minor imports of perlite persist by Termolita from Mexico.

Coal production in the United States in 2008 reached a record level of 1.06 Gt (1,171.5 million st), according to preliminary data from the U.S. Energy Information Administration (EIA) (Table 1). This is an increase of 2.2 percent, or 22.5 Mt (24.8 million st) above the 2007 level and 7.9 Mt (8.7 million st) above the prior record level set in 2006. Although coal production was higher in 2008, U.S. total coal consumption decreased in all sectors for the year. Coal consumption in the electric power sector in 2008 was lower by 0.3 percent, while coking coal consumption decreased by 2.8 percent and the other industrial sector declined by 3.7 percent. The commercial and institutional sector, that had been called the ?residential and commercial? sector prior to 2008, declined by 0.6 percent in 2008. It is the smallest of all the coal-consuming sectors. (Note: All percent-age change calculations are done at the short-tons level.) U.S. coal exports were significantly higher in 2008, while coal imports decreased during the year. Total coal stocks increased in 2008, as some consumers added to their stockpiles. The coal synfuel industry, which grew throughout most of this decade, disappeared from the scene due to the expiration of the available federal tax credits at the end of 2007. The decline in coal consumption during the year was the consequence of slowing domestic economic growth, particularly in the latter half of the year, combined with the weather conditions in 2008, resulting in lower demand for electricity. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. decreased in 2008. Coal-based generation also decreased, resulting in a 3.2-Mt (3.5-mil-lion st) drop in coal consumed in the electric power sec-tor. In spite of a global economy that continues to seesaw and a U.S. Congress that is at odds with the president and themselves, cities around the world are still spending billions on their infrastructure. And that bodes well for the underground construction and tunneling industry and the professionals who work in it. In June, 1,405 of those professionals gathered in San Francisco, CA for the Rapid Excavation and Tunneling Conference (RETC). In addition to the first rate technical programming, attendees were able to see first-hand the latest in tunneling technology from 127 exhibitors who occupied 152 booths. Two short courses preceded the conference and two field trips were offered following the conference.

"Due to recent coal bursts in Australian coalmines, research of coal bursts has attracted intensive interest from mining researchers and engineers worldwide. Previous research has shown that the sudden drop of fractal dimension may be a precursor of catastrophic failure of rock. This paper examines the fractal characteristics of temporal-spatial distribution of acoustic emission signals released during the compression loading process of coal. This research suggests the possibility of coal burst forecasting based on acoustic emission data. The concept and calculation equation of fractal dimension is introduced in this paper. Additionally, uniaxial compression experiments of Australian coal samples are conducted, and the acoustic emission waveform and 3D location are recorded simultaneously by eight sensors Express-8 AE monitoring equipment in the loading process. The experimental results indicate that the continued slowdown of fractal dimension in time sequence can be used as a precursory signal of coal sample brittle failure. The fractal dimension of the spatial distribution of acoustic emission events decreases with the evolution of coal fracturing.INTRODUCTIONCoal bursts refer to the catastrophic failure of overstressed coal subject to the dynamic and static loads. In recent years, coal bursts have occurred in major coal mining countries and this phenomenon has attracted the research interests of international mining and geotechnical scholars. A total of five coal burst accidents happened in Australian coalmines since 2014. On October 20, 2018, a coal burst occurred at Longyun Coalmine in China’s Shandong province, which led to 21 fatalities. Unfortunately, even after decades of research, it seems neither more accurate forecasting methods nor comprehensive controlling measures put forward by researchers have solved the problems posed by coal bursts.As an instantons energy releasing process, coal bursts are always associated with energy dissipation in the forms of acoustic emission, micro seismicity, and electromagnetic radiation (Yamada, Masuda, and Mizutani, 1989). It is believed by many researchers that the frequency–magnitude relationship of micro seismicity induced by rock failure satisfies Gutenberg-Richer relationship as well (Feng et al., 2017). Hence, based on the principal and theory of earthquake source locating, micro-seismicity monitoring equipment has been adopted in many coalmines to locate seismic event origins associated with coal and rock failure in an attempt to better forecast coal and rock bursts. Although many parameters such as b value (parameter of Gutenberg and Richter’s law) (Lu et al., 2015) have been adopted as indicators of risk, the forecasting of coal bursts is still of low accuracy. The same is true with earthquake prediction, as it remains as a worldwide problem even after decades of research and practice. Acoustic emission (AE) methods are now widely adopted to detect rock failure processes under an applied stress for application predicting the abrupt failure of rock in the laboratory (Li et al., 2017). Previous studies have found that significant overlap exists between research regarding AE and micro seismicity with respect to generation process (both are concerned with the generation and propagation of elastic wave) and event origin location, as geophysical signals of both are same (Lockner, 1993). That is, the frequency–magnitude relationship and early-warning indicators found by AE research in the laboratory have a potential applicability to in-field micro seismic monitoring of coal bursts. Through experimental study, Feng and Seto found that the temporal distribution of acoustic emission counts of rock have distinct fractal structures during load-increase processes (Feng and Seto, 1999). Flotation’s earliest patent was issued in 1860. However, the process was first applied commercially in Australia until 1904, and in Montana in 1911. Major advances followed both in reagent treatment and in cell design, with resulting process improvements. Mechanical cells have seen the widest use and with the major increases in plant capacities (Fig. 1) their volumes have also increased (Fig. 2). In 1991, the principal use for the process was to produce copper concentrates for smelting. It was applied to 243 Mt (268 million st) of copper ore. The total of all ores floated that year was 426 Mt (470million st). In 1997, US mines produced 257 Mt (284 million st) of copper ores for flotation, yielding1.75 Mt (1.94 million st) of copper.
