The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

A load rating procedure was performed to evaluate safe load capacity of the Port of Miami Tunnel (POMT), FDOT Tunnel No. 871071 SR 887. The rating procedure performed on a total of eleven stations beneath roadways and with fill depth less than the tunnel exterior diameter (42 ft). Calculations on tunnel sections passing beneath roadways were performed to evaluate the structural response of the sections subject to moving vehicular loads, dead load, and earth pressures. Ratings were performed in accordance with AASHTO and FDOT guidelines. The procedure considered two types of vehicles (HL-93 and FL-120) and two rating levels (Design level and Permit level). As part of HL-93 vehicle, Tandem load was also considered for rating, separately. For HL-93 and HL-93 Tandem, inventory and operating level ratings were performed. The results show rating factors are high. The minimum rating factor is 16.8 using Inventory truck HL-93. For Permit level using FDOT FL-120 truck the minimum rating factor is 6.9. As can be seen, rating factors are higher than comparable analysis for bridges. This paper explains how the procedure can be implemented for tunnels and evaluates the rating results.

The mining industry in northern Ontario is known mostly for its huge nickel deposits. Inco’s and Falconbridge’s nickel mines in the Sudbury Basin are the best known. And with nickel prices being what they are, interest in the region continues. And how. Inco and Falconbridge want to merge. Teck Cominco wants Inco, but without Falconbridge. Xstrata made a hostile bid for Falconbridge, which Falconbridge rejected. And, in June, Phelps Dodge trumped them all when it made an approximately US$40-billion friendly offer for Inco and Falconbridge in a two-part deal.

Underground coal mining has been active within the East Mountain property since the mid 1950's. As a result, coal from two seams has been extracted within large areas allowing surface subsidence to occur. Monitoring of subsidence annually, began in 1981 using on the ground conventional monumentation, surveying and photogrammetric monitoring. The data collected has shown the time benefits of photogrammetry and the relationship between observed subsidence and the geometry of the mined out area below.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. A multiyear, comprehensive study of flotation reagents used in phosphate beneficiation was conducted. The study involved the evaluation of pure fatty acid compounds, comparison of various anionic collectors and testing of iso-acids. Various C12 to C22 fatty acids were tested as Florida phosphate collectors. The saturated fatty acids were found to be very poor collectors when using the standard conditioning procedure, whereas the unsaturated C16 to C22 fatty acids showed fair to good phosphate collecting ability. The C18 fatty acids oleic, impure oleic and linoleic and the C20 eicosenoic acid were shown to be the best phosphate collectors. The best flotation results were obtained using Liqro GA tall oil and oleic acid. Four isostearic/iso oleic acid type fatty acid collectors were compared with a commercial grade oleic acid and with Liqro GA tall oil as phosphate collectors using standard laboratory conditioning and flotation procedures. The most selective collector evaluated was Century 1108, a high isostearic acid-type reagent. However, it was concluded that this excellent-performing reagent was too expensive for commercial use. Overall, the most promising reagent was probably Century MO-5. This collector is essentially an iso-oleic acid/stearic acid mixture (not isostearic acid), and it costs much less. This program laid a sound foundation for developing single collector, all anionic flotation processes.

Twenty-three companies mined kaolin in nine States in 2004. Production was estimated to be 7.6 Mt (8.3 million st) valued at $912 million, based on preliminary data. This was a slight decrease from 7.68 Mt (8.46 million st) valued at $939 million in 2003.Georgia was the leading producer state with an estimated 6.5 Mt (7.1 million st) in production. It was followed, in decreasing order of tonnage, by South Carolina, Alabama, California, Texas, Arkansas, Nevada, Florida and North Carolina. Georgia accounted for nearly the entire domestic water-washed, delaminated, and pigment-grade calcined kaolin production. Consumption Sales to the paper industry accounted for 49 percent of domestic sales and 64 percent of total sales. Other major markets for domestic sales were refractory products (10 percent), paint (5 percent), fiberglass (4 percent), catalysts (3 percent) and rubber (2 percent).Paper coating and filler markets accounted for about 87percent of export sales of kaolin.

This paper deals with the design characteristics of cutting tools and the operating parameters these tools are usually subjected to. Eight types of cutting tools/bits with different geometrical shapes and sizes were tested in a linear cutting apparatus, utilizing concrete blocks. The objectives of these experiments were to study the performance of each type of bit, make qualitative assessment of each bit geometry and size and establish cutting parameters for efficient utilization of the tools. During the experiment required forces Fx, Fy, and Fz, cutting, penetrating and lateral forces respectively and audible and sub-audible noises were measured. In these experiments, the depth of cut was kept constant to 1.5 inch while the bit spacing was varied 1.5,2.25 and 3.0 inch (3.75,5.6 and 7.5cm respectively). The results of these experiments indicated that by optimum ratio of depth of cut to bit spacing, the cutting face will be cleaned with the least ridge/land remains between the bit groves, resulting in least specific energy consumption, more large and less fine product particles and substantial reduction of audible noise. The results of these experiments also showed that proper bit design not only decreased cutting energy consumption but also reduced audible noise.

The performance of a rotating fixed bed reactor in recovering copper from industrial waste solutions by cementation is studied under various conditions. The rotating fixed bed is made of stacked woven steel screens to take advantage of two features of screens: the ability to present large area per unit volume and their ability to promote high turbulence. Variables studied are initial CuSO4 concentration, bed rotation speed, mesh number of the screens and bed thickness. The presence of baffles was found to increase the rate of cementation. The data were correlated by a dimensionless mass transfer correlation suitable for the design and operation of large scale cementation reactors.

Testing was conducted to determine the ability of foam to maintain roof coverage in a simulated longwall mining environment. Approximately 27 percent of respirable coal mine dust can be attributed to longwall shield movement, and developing controls for this dust source has been difficult. The application of foam is a possible dust control method for this source. Laboratory testing of two foam agents was conducted to determine the ability of the foam to adhere to a simulated longwall face roof surface. Two different foam generation methods were used: compressed air and blower air. Using a new imaging technology, image processing and analysis utilizing ImageJ software produced quantifiable results of foam roof coverage. For compressed air foam in 3.3 m/s (650 fpm) ventilation, 98 percent of agent A was intact while 95 percent of agent B was intact on the roof at three minutes after application. At 30 minutes after application, 94 percent of agent A was intact while only 20 percent of agent B remained. For blower air in 3.3 m/s (650 fpm) ventilation, the results were dependent upon nozzle type. Three different nozzles were tested. At 30 min after application, 74 to 92 percent of foam agent A remained, while 3 to 50 percent of foam agent B remained. Compressed air foam seems to remain intact for longer durations and is easier to apply than blower air foam. However, more water drained from the foam when using compressed air foam, which demonstrates that blower air foam retains more water at the roof surface. Agent A seemed to be the better performer as far as roof application is concerned. This testing demonstrates that roof application of foam is feasible and is able to withstand a typical face ventilation velocity, establishing this technique’s potential for longwall shield dust control.

Since 1928, nearly 64 km (40 mi) of tunnel have been excavated within the relatively soft Cooper Group, more commonly known as the “Cooper Marl,” for water supply and transporting wastewater in the Charleston area. The majority of these tunnels are unlined and still in operation, while others collapsed shortly after excavating. Tunnel behavior and support requirements vary considerably in this material due to differences in geotechnical properties. The 4.8 km (3 mi) long, 2.4 m (8 ft) diameter Bushy Park Water Tunnel, completed in 1997 for Charleston’s Commissioners of Public Works(CPW), required no ground support. By comparison, the 1.6 km (1 mi) long, 2.4 m (8 ft)diameter Harbor Wastewater Replacement Tunnel now under construction needs continuous support close to the advancing face, despite being located in the same geological formation. Case histories and general guidelines for designing tunnels in the Cooper Marl are presented.

The health of the industrial minerals industry appears to be improving year by year. In fact, preliminary information suggests that only three commodities (asbestos, bromine, and sulfur-other) failed to show a production gain in 1984 over 1983. In 1983, 10 commodities failed to post gains and six remained constant. The total value of industrial mineral production in 1984 was $16.7 billion, up $1.4 billion from 1983. Cement, clays, gypsum, and crushed stone production increased. Since these are used in housing and construction, this suggests these industries are moving out of their recent doldrums. Barite and clay production also improved in 1984. Local US barite production, however, still has a long way to go to attain the 1981 high of 2.6 Mt (2.9 million st). Barite imports remain high. But they are not as high as the 1982 importation of 2 Mt (2.3 million st). Bentonite production in 1984 increased 20% in volume and 25% in value over the previous year. This suggests improvement in the drilling industry and an increase in demand for iron ore pelletizing grades. All in all, the industrial mineral industry is alive and well. And it shows signs of great improvement in the next few years. The early part of the decade was marked by world-wide problems and economic difficulties. In 1980, President Jimmy Carter ordered the failed military mission to rescue hostages in the U.S. Embassy in Iran, Mt. Saint Helens, WA erupted killing 60 people and the Soviets and Mujaheddin guerrillas clashed in Afghanistan after the Soviet invasion. Later in the year, Ronald Reagan was elected president, defeating Carter. The first launch of a space shuttle (Columbia) occurred in 1981. Also in 1981, the first IBM-PC’s begin to roll off the lines. In 1982, Argentina invaded the Falkland Islands and Mexico’s economy was in collapse. In 1980, the U.S. unemployment rate stood at 7.1 percent, and by 1982 the rate increased to 9.7 percent. 1980 marked SME’s first full year in its new office building in Littleton, CO. The new facility was dedicated in November 1979. Claude L. Crowley was executive director of SME in 1980 and remained in that position throughout the decade. SME’s membership stood at about 26,000 throughout this period (1980-1982).

Since it was patented in 1942, the Crago process with fatty acid rougher flotation followed by deoiling and amine cleaner flotation has become the standard for phosphate flotation in Florida and North Carolina. This paper outlines the basic fundamentals involved in this proven technology. Included are the mineralogy of the flotation feed, the solution chemistry and the interfacial phenomena. The process variables affecting the performance of this technology are also discussed.

Hydrometallurgical production of zinc from concentrates is generally carried out by H2SO4 leaching. For the smooth operation of this process, some harmful components must be removed from the leach solution before the electrolysis stage; MgO is one of these compounds. Zinc concentrate samples from the Mount Isa mines were used in leaching tests. Leaching tests with an aqueous solution of H2SO4 and SO2 gas were carried out at various temperatures, pH levels and leaching durations. While duration and the pH value of the solution were effective parameters in H2SO4 leaching, temperature and pH were more effective in SO2 leaching for the removal of MgCO3 and CaCO3. Removal of MgCO3 and CaCO3 was generally achieved at low pH values. The results show that SO2 gas can be a good alternative to sulfuric acid in the leaching of MgCO3 and CaCO3

At the Porce III Underground Powerhouse Complex in Colombia, the observational method (Peck, 1969), was used to provide information to an underground wedge and a 2D Finite Element Method numerical models, both used to estimate the mechanical behavior of the hoisting rock mass. The observation process consisted in collecting fault events in the field and in interpreting Multiple Point Borehole Extensometers and Surface Convergence Displacement Points readings. The calibrated models were employed to predict the behavior of the pillars formed between the machine and transformer caverns. The observational method is an important activity during excavation of large openings and provides arguments to understand the rock mass mechanical behavior.

A collaborative research project is undertaken by Anglo American Coal and CSIRO to develop appropriate strategies for gas and spontaneous combustion management of longer panels. Extensive computational fluid dynamics (CFD) modelling studies have been conducted and calibrated using operational longwall goaf gas data to obtain a fundamental understanding of goaf gas flow patterns in longwall panels of 1.0-km and 3.0-km lengths and a detailed investigation of the effect of various mining and operational parameters on goaf gas flow patterns. The modelling studies have also been used to investigate the performance of various gas drainage and proactive inertisation strategies during various stages of longwall panel extraction. Simulation results indicated that apart from tailgate (TG) side goaf holes, gas drainage from maingate (MG) goaf holes and the mid panel start-up goaf holes would be useful for flat seam field conditions. Operation of 8–10 goaf holes is recommended for field site conditions with high goaf gas emissions of 6000 L/s. The modelling results indicated that the traditional inert gas flow rate of 500 L/s currently used in some mines would be insufficient to achieve effective goaf inertisation in long panels. Results indicate that 3.0- km-long panels would require 1500 L/s of inert gas and there is a need for multi-point inert gas injection strategy for effective goaf inertisation. In this paper, details and results of modelling investigations and recommended strategies for gas and spontaneous combustion management in 1.0-km- and 3.0-km-long panels are presented.
