Developers of advanced mining projects face the challenge of how to craft a “Request for Proposal for a Feasibility Study” that will result in bids that are comparable and will lead to a successful execution of the study. Mining engineering consulting firms are challenged by “Request for Proposals” that may consist of a limited description of the Scope of Services and other items, which could present difficulties in the subsequent financing and/or development of the project. Changes in international disclosure requirements have also changed the landscape on how resources and reserves are reported by introducing new disclosure requirements and concepts such as qualified persons. This paper lays out a strategy for preparing a Feasibility Study “Request for Proposal” based on the experiences of a mining engineering consulting firm working on a diversity of projects around the world, and in light of the recent changes in international reporting standards for reserves.

This article advances an innovative concept explaining the connotation and technical system of "green" mining. The important theoretical foundations of "green" mining are the distribution and development characteristics of joints, fractures and bed separations, and the seepage and flow behavior of methane and water in the broken rock strata following coal mining. The main focus of "green" mining technique includes water-preservation in mining areas, coal mining under buildings with bed separation spaces grouted to retard surface subsidence, partial extraction and backfill mining, simultaneous extraction of coal and coal-bed methane, coal roadway supporting and underground disposal of rock waste, underground coal gasification, etc.

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

The 32nd annual American Hall of Fame Awards Banquet and Fundraiser, sponsored by the Mining Foundation of the Southwest (MFSW), will be held at the JW Marriott Tucson Starr Pass Resort & Spa on Saturday, Dec. 6, 2014. Each year, one living Hall of Fame inductee, up to three Medal of Merit recipients, honorees from mining?s past, and recipients of an Industry Partnership Award and a Special Citation are recognized for their respective contributions to the mining industry. Armine Frederick Ban?eld Jr., past chairman and founder of Mintec, Inc. located in Tucson, AZ, will be honored as the 2014 Hall of Fame Inductee at the awards banquet. Banfield founded Mintec from his Tucson apartment in 1970 and expanded it to a global operation. Under his guidance, Mintec won the 2013 President?s E-Award for Exports ? the highest recognition any United States company may receive for making a significant contribution to the expansion of U.S. exports. Medals of Merit will be awarded to Corale L. and James A. Brierley, founder and principal of Brierley Consultancy LLC; David Nicholas of Call and Nicholas Inc. and Scott M. Shields of Joy Global. The Brierleys are being recognized for their true scientific partnership with parallel achievements in academia and in business development. In 1981, North American Degerstrom Contracting began gold mining on the Little Rocky Mountain Range, near Zortman, MT. In the past four years, the price of gold has fluctuated from a high of $16/g ($500 per oz) to a low of $9.60/g ($300 per oz). With that kind of a moving target, profitability presents a management challenge. Based in Spokane, WA, Degerstrom employs 85 people at the mine. It is one of the largest heap leach operations in the nation. Last year, 8 Mt (9 million st) of low-grade ore was moved to the leach pads in a two-shift, five-day operation. The current pit being worked produces 218 kt/m (240,000 stpm) of leaching ore. Ore fragmentation critical The gold bearing ore has no defined patterns or seams. It is an igneous intrusion resulting from volcanic activity. It occurs spontaneously throughout the range. To recover the gold, areas are staked out and core samples are taken and analyzed. These data determine if the ore is rich enough to mine. Once mining begins, an average of 150 holes are drilled and blasted on a two-day rotation. Five Ingersoll-Rand T4s drill on a 4- x 4.5-m (14- x 15-ft) spacing to a 7.6-m (25-ft) depth. "When we first came to this site, we drilled on a 3.6- x 3.6-m (12- x 12-ft) pattern," said Paul Baker, superintendent for N.A. Degerstrom Contracting. "We did some experimenting using a high density emulsion in the bottom of the hole and filling the rest with regular Anfo." The high density emulsion saved the company on overall drilling and blasting costs since the holes could be spaced on a wider pattern and still achieve the high degree of fragmentation needed for leaching. Blasting is important because the gold lays in the natural strata of the rock. Also, the ore is not crushed before it goes to the leach pads. So complete fragmentation is critical. Terrain dictates loading/hauling system The shot ore is worked in 6 m (20 ft) benches by two Caterpillar 245 front shovels equipped with 3 m3 (4 cu yd) buckets, a 992C wheel loader with a 12.6-m3 (16.5-cu yd) bucket, and a 988E high lift fed by a D9H. A Caterpillar D10 tractor trap dozes to the loader. According to Baker, the 6 m (20 ft) bench is an efficient lift for the front shovel and the wheel loader. In tight quarters or in a pocket of ore, Degerstrom uses the 245s. For high production areas, the wheel loader is used. The hauling fleet includes 28 Cat 773 off highway trucks. The 45 t (50 st) trucks are seven pass loaded by the 245s with a 25-second cycle time per bucket load. The 992C loads the trucks in two passes in less than 30 seconds. The cycle time is four to five minutes for a 1.2-km (4000-ft) haul on grades that average 10%. Grades, in some places, exceed 16%. "We use the 773s because they have a low weight-to-horsepower ratio - that's what you need in steep country," Baker said. The trucks haul the shot ore to the leach pad. Currently, Degerstrom is working a pad that has a capacity for 5 Mt (5.5 million st) of ore. Building the leach pads The base of the pads resemble a large drainage basin. They take about one month to construct. A 0.3-m (1-ft) layer of impervious bentonite clay is hauled in and leveled by a Cat D9H tractor. A 30-mm (1.2-in.) PVC liner is then laid in place on top of the clay base. It, in turn, is covered with tailings from an old on-site mill. Degerstrom uses the tailings to protect the liner from tears when the ore is dumped. The ore is leveled and built up in 9 m (30 ft) lifts by the D9H. The tractor rips the top layer. Then, a network of plastic irrigation pipe is put in place to distribute a cyanide solution over the surface. The leaching solution percolates through the ore and dissolves the gold. The solution drains from the pads and is pumped to a 22.7-ML (6-million gal) pregnant solution holding pond. The liquid then goes through two separate filtration units. One unit removes entrained solids and the other side adds a zinc dust to precipitate the gold. This is collected on filters. The affluent then returns to a solution holding pond for redistribution through the pipeline network. Typically, 80% of the pad's potential recovery takes place in the first 30 days of leaching. The process stops when the ambient temperature falls below the cyanide's freezing level. And each pad has a leach cycle of four to five years before recovery values decline to a point where further leaching becomes uneconomical. At Zortman, it takes 9 t (10 st) of ore to produce 31 g (1 oz) of gold. It is therefore critical to keep total production costs down and efficiency high.

The block cutting machine is one of the most important noise sources in the stone processing factories. In this study, the assessability of the noise from the block cutting machines in the stone processing factories using the P-wave velocity was investigated. The noise levels of some block cutting machines were firstly measured during the cutting of the three different rocks. Then, core samples of the same rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. A conversion factor was obtained by dividing the site noise levels by the laboratory noise levels. Then, thirty seven different rocks were cut by an automatic cutting machine in the laboratory and noise levels were measured. The P-wave velocity of rock samples were also measured in the laboratory. A strong relation between the laboratory noise levels and the P-wave velocity was found. The noise level from the block cutting machines can be assessed using the derived relation and the conversion factor.

As the new millennium approaches, it is appropriate to assess the progress that has been made in mine health and safety, a matter of concern to management, labor and government. One can hardly look at the major events of the last century — from the birth of the US Bureau of Mines through the enactment of the modern health and safety laws — without realizing that the march has been relentless toward eradication of health and safety threats in mining. The progress is spectacular in mine safety and significant in mine health. In looking at the future, it is safe to assume that societal demands will increase for improved health and safety conditions in the workplace. So will the demands for greater technological leaps. The standards will for measuring success and the expectations of progress in creating a safer and healthier mine environment will grow. The possibilities are enormous of meeting these exacting requirements in the 21st century.

In Situ leaching for the recovery of uranium from low grade sandstone deposits is one of the newest technological advances in the mineral industry. It is rapidly developing into a commercially feasible mining system which has economic, environmental, and social advantages over conventional mining systems. Because of the current uranium shortage, development of In Situ leaching into a sophisticated system has gained new impetus. In Situ leaching will become an important mining technique in the future, which will greatly help to supply uranium for our nation's energy heeds. In this paper, I will be giving an overview of the merits of the system, as well as the technology, problems, and research in solution mining of uranium.

The Dos Pobres Mine is a copper oxide heap-leach mine located near Safford, Arizona. Mine production is 180,000 tons (163,293 tonnes) per day with a stripping ratio of 2:1. During the startup phase of the mine, the required fragmentation size was easy to achieve as the ore was highly weathered and fractured near the surface. As the mine depth increased, the proper fragmentation size became harder to achieve due to less weathering and different rock types. Because copper recovery increases as crusher product size decreases, achieving the appropriate product size at the crusher is the operating priority. The Engineering Department started a project to improve fragmentation through blasting and thus increase throughput in the crushing system. It soon became clear that input from other departments was going to be required to make this a safe and economical project. Therefore the Crush and Convey and Ore Control departments worked together to evaluate all available data on blast patterns and explosive loads and tracked performance and results. Using image analysis, Drill Energy Index and databases, we have been able to improve fragmentation size and verify the results while controlling costs.

The Lime Creek* ore body in northwestern British Columbia is one of the few commercial primary stockwork-type molybdenite deposits in North America. Others include the Climax, Urad-Henderson, Questa, and Endako ore bodies. They are mined on a low grade-high tonnage basis, and are open pit operations except for Climax and Urad-Henderson. Much recent geochemical research on both porphyry copper and stockwork MoS2 deposits has been concerned with dating of micas related to the mineralization and associated igneous rocks. The results appear to show that mineralization and the predominant magmatic events of the deposit are indistinguishable in age (1-5), except where dating has been in sufficient detail to resolve the analytical overlap (6). At Lime Creek, geologic information shows that the Main granodiorite, the major intrusive and dominant host rock for MoS2 mineralization, was emplaced and had solidified sometime prior to the introduction of MoS2. The first MoS2 episode is intimately related to localized bodies of kalialaskite which clearly intrude the older stock. K-Ar dating was undertaken to clarify the age relations between Lime Creek plutonism and the apparently younger hydrothermal event that began with kalialaskite.

To simplify programming, image analyzers commonly measure either linear intercepts or the areas of particles and grains to determine liberation based on polished section mounts. However, the concentration of minerals by flotation is based on reagents that interact with the exposed surfaces of the minerals. Thus, it is often perceived that image analyzers should measure the perimeter of the mineral of interest in the ore particles. A comparative liberation study of thirteen samples collected from a flotation plant processing a complex base metal sulfide ore showed that the liberation of the ore minerals determined by area measurements is very similar to the liberation determined by the exposed perimeters. The liberation determined by exposed perimeters is more appropriate only for those cases where the mineral texture is so complex that it is retained in the small particles generated in conventional grinding operations.

The long-term mine scheduling is the optimal decision on how to extract and process the mining reserves. The resulting plan is mainly driven by economic, metallurgical, and geological factors. Accounting for their uncertainties leads to a robust solution and the feasibility for economic-risk quantification. In this work, we model the spatial uncertainty of grade distributions of multiple correlated elements, by using a multivariate morphing transformation. The result is a set of multivariate geostatistical realizations of the grades, which honor the conditioning data, the direct and cross variograms, and the multivariate statistical distribution, inferred from a set of samples. These models are the input in a reinforcement learning framework, adopted to train a deep neural network that considers the grade uncertainty and leads to an optimum mine plan after training using deep Q-Learning. Mining and processing capacities, as well as economic parameters and metallurgical constraints, are incorporated as the reinforcement learning environment rules. The method is validated on a real deposit, providing insights for future applications.

Mining companies require accurate short-term mining forecasts to meet budget targets and customer needs. Challenging mining conditions along with employee turnover and lack of standard geologic modeling and mine planning processes can result in time-consuming and inconsistent mine plans. Documentation and automation of the processes involved in mine planning, as well as proper software utilization, are critical in overcoming these challenges. This paper discusses the steps involved in achieving an optimized mine planning system to accomplish productive and cost effective operations. In addition, a case study is included to describe the process of implementing a semi-automated system whereby the geologic model and mine scheduling database are updated monthly to incorporate changes in geology in a relatively complex open-pit coal mine. This case study proves that the ability to update geologic models based on the latest information gathered from production drilling and mining activities can greatly enhance the ability to accurately predict short-term mining production.

Porphyry-type copper-molybdenum (Cu-Mo) deposits typically occur in the Phanerozoic rocks and have been well-documented. During the past two decades, a number of porphyry-type Cu-Mo deposits that range in age from 1055 Ma to 2970 Ma have been identified in the Precambrian rocks of Australia, Canada, China, Finland, India. Namibia and Zambia. The Malanjkhand porphyry copper deposit M.P., India is estimated to contain 789 Mt (870 million st) averaging 0.83% copper (mill headgrade); 0.004% molybdenum; 0.2 g/t (0.006 oz/st) gold; 6 g/t (0.175 oz/st) silver and a cap of 7.5 Mt (8.2 million st) of oxide ore averaging 0.8% copper. The economic potential of the expanded copper mining milling, smelting and refining complex is expected to yield cathode copper 118.6 kt (130,700 st); molybdic oxide 830 t (914 st); gold 1.9 t (61,732 oz); silver 46.6 t (1.5 million oz); sulfuric acid 240 kt (264,500 st), copper from leach dumps 11.5 kt (12,600 st); nickel 24 t (26,400 st); cobalt 84 t (92,600 st); bismuth 16 t (17.6 st); selenium 48 t (53 st), tellurium 4.8 t (5.3 st).

Electrothermal production of elemental phosphorous (P4) generates substantial amounts of highly toxic phossy water and sludges. Because of their high phosphorous content and lack of reliable processing technology, large tonnages of these hazardous wastes have accumulated from current and past operations. To date, the sludges are stored in ponds or above ground in special containment vessels at various locations around the country. Two samples of electric furnace phosphorous sludge obtained from the Tennessee Valley Authority (TVA) in Muscle Shoals, Alabama and FMC Corporation in Pocatello, Idaho were investigated using physical separation techniques to recover the elemental phosphorous in the sludge and to render the residual material non-hazardous. The techniques tested include sizing, froth flotation and dispersed air oxidation. Flotation and sizing produced concentrates containing 69 -90% P4 with a recovery in the range of 60 -87%. Dispersed air oxidation of the fines and tailing products was effective in removal of an additional 10 -15% of the P4 in the sludge.

The deployment of large machinery for low cost, bulk surface mine production operations has resulted in high-impact shovel loading operations (HISLO). In extreme cases, shovels load large dump trucks with 100-ton (or more) passes generating high-impact forces under gravity. HISLO generates high-frequency shockwaves that cause severe truck vibrations exposing operators to whole body vibrations (WBV). Current research study in this area has established that the vibration levels affecting the operator?s seat, lower-back, lumbar and cervical regions fall within the extremely uncomfortable zone compared to the ISO 2631 comfort zone. These results pose health threats to truck operators over long-term exposure to these vibrations. In this paper, the authors will examine engineered solutions to mitigate these health threats.

The use of diesel engine locomotives in South African mines can be traced to Van Dyk Consolidated Mines Ltd on the Witwatersrand gold mines in 1928 as a replacement for battery locomotives. The advantages and disadvantages were recognized in those days, and surprisingly, there are no significant additions to this list, but only refinements. In the absence of any Occupational Exposure Limit (OEL) for Diesel Particulate Matter (DPM) in SA, the Mine Safety and Health Administration (USA) rule is currently being used as a benchmark for the ventilation engineering designs. This paper discusses the ongoing SA journey of measurement and limitations of exposure data for ventilation planning and regulatory purposes. The currently accepted DPM limits are based upon the belief that they are economically and technically feasible for the mines to reach and are not necessarily health based. For SA underground platinum mines, a median TC/EC ratio of 1.8 with a range of 1.2 to 5.8 was observed. For SA coal mines, a median TC/EC ratio of 1.44 with a range of 1.25 to 2.13 was observed. While it is common practice in the USA to use the ratio of TC/EC for metal mines to be 1.3, the ratio found in local platinum mines is 2.2 and for coal mines, the ratio was 1.53 which is lower than Australian studies, i.e., 1.96. It has been shown that a need for critical analysis of TC/EC ratios exists, and possible reasons for variance must be understood before stringent adoption of overseas recommended limits for DPM. It is hoped that the findings from this paper would provide input to scientific approaches in developing appropriate conversion factors, limits for DPM and also in ensuring appropriate error factors (currently 1.14 for TC and 1.2 for EC) for compliance determination.

The fact that methane ignitions continue to occur at the mining face indicates that monitoring with machine-mounted methanometers does not always indicate the presence of high methane concentrations. Methane concentrations at the face change quickly due to changes in airflow. By measuring these changes in airflow, it may be possible to predict changes in face methane levels more quickly. Currently there are no techniques or instruments to accurately measure airflow inby the mouth of the ventilation curtain or tubing. Tests conducted in the NIOSH ventilation test gallery compare the data provided by one-, two-, and three-axis ultrasonic anemometers. The effects of changes in airflow direction and turbulence on instrument readings are discussed, and guidelines are given for selecting the type of instruments to be used for monitoring airflow near the mining face.

The Fifth International Conference on acid rock drainage (ICARD 2000) was held May 21-24, 2000, in Denver, CO. The three-day conference consisted of about 150 oral presentations and poster sessions that described the state-of-the-art of acid-rock-drainage (ARD) science and technology. The conference also featured a trade show. It included representatives from consulting companies and government agencies with interests in ARD, as well as other environmental issues related to mining. The conference also included field trips to ARD treatment sites and short courses on acid rock drainage issues. ICARD 2000 was planned and promoted by the ICARD 2000 Organizing Committee and the Society for Mining, Metallurgy, and Exploration, Inc. (SME). Financial support was provided by Barrick Gold, BHP Copper, Homestake Mining, Noranda, Phelps Dodge, PlacerDome, the US Bureau of Land Management, the USEnvironmental Protection Agency and the US Geological Survey. Since the original ICARD was held in Roros, Norway, in 1988, knowledge has improved of the behavior of mine wastes as have methods of environmental mitigation. The ICARD 2000 presented the latest advancements in the field of acid drainage.

The launch of a Tunnel Boring Machine (TBM) is one of the most challenging activity parts of the construction of a tunnel. Challenges are coming from limited space available, learning curve, concurrence of other activities and in some cases from the geological conditions. Launching a TBM is an extraordinary and complicated operation requiring a great level of planning. The Earth Pressure Balance (EPB) TBM named “Chris” was successfully launched for the Northeast Boundary Tunnel, the largest component of the Clean Rivers Project in Washington, DC. Due to space and time constraints, the 8-meter diameter TBM was launched from a single 20-meter diameter shaft, with a 30-meter-long tail tunnel by means of umbilical connections. This paper presents the steps followed during the TBM assembly and launching to complete the excavation of the initial drive of the tunnel maintaining high level of efficiency and quality despite the space constraints. Specifically, it focuses on the methods and phases used to extract the excavated material (muck) from the TBM and from the tunnel, to supply consumables, precast rings and backfill grout. The paper presents results in terms of productivity, lesson learned and possible alternatives to be considered in similar conditions.
