The implementation of advance control systems brings with it the expectation of improvements in process performance and controllability. Specifically, expectations include a shift in the mean value of the gross measure of process performance, and/or a decrease in process variability. When determining statistically-defensible measures of these benefits care must be taken to preclude process parameters from biasing the determination. Specifically, the effects of ore type, shift personnel, water availability, etc., must all be separated from the effect on performance of the advanced control system. Methods are presented for separating the effects of process control from other process parameters. Examples of the required data analyses are also presented.

The Ashlu Creek Hydro-electric project, located north of Squamish, BC, at the confluence of Ashlu Creek and the Squamish River, comprises a 49 MW run-of-river project and features a 4.08 m diameter, 4.4 km power tunnel and a 128 m deep drop shaft. The Ashlu Creek Hydro-electric project is being developed by Innergex under Ashlu Creek Investments Limited. Site civil works are being completed by Ledcor CMI of Vancouver with tunnel construction by Frontier Kemper Constructors ULC under a lump sum design-build contract. Site works got underway in September 2006 with the construction of the tunnel portal and laydown area. These site works required rock slope stabilization over a 50 m rock slope to secure the laydown area as well as the construction of a tail track muck tipping station and structural wall to facilitate TBM excavation and spoil removal. Starter tunnel construction commenced in early 2007 and TBM tunneling started in the late spring of 2007 and is planned to continue until early 2009. The power tunnel is being excavated using a 1,200 kW Wirth open-type hard rock TBM dressed with 31?17' cutters. The TBM featured two fixed mounted rock bolt drills behind the finger shield: these were removed and replaced with jacklegs to improve access. A probe drill at the end of the main beam is also present. The geology along the 4.4 km power tunnel comprises very strong and generally massive granitic bedrock with rock strength greater than 225 MPa. A unique feature of the project is that no subsurface investigations have been completed for the tunnel however extensive bedrock outcrops are present along the Ashlu Creek valley. A historical quarry exists approximately mid-way along the tunnel alignment that has exposed good quality granitic bedrock. TBM tunneling to date has achieved advance rates of 10?20 m/day with a maximum of 23 m and has encountered all of the anticipated six major fault zones where the installation of various standard high capacity tunnel support was successful to facilitate TBM advance through these sections.

A test section of the upper most lift and underlying lifts of a large scale copper heap leach operation was instrumented and monitored with advanced wireline geophysics, fiber optics and resistivity electrode arrays. Elemental Capture Spectroscopy (ESC) copper measurements, resistivity measurements from an Array Induction Tool (AIT), electrical resistivity tomography (ERT) and distributed temperature sensing (DTS) with fiber optics provided integrated near real time data about the performance of the heap. During the leaching cycle, ECS provided continuous vertical measurements of copper in the upper most and underlying lifts in the test section of the heap and was used to generate a copper recovery curve. ERT inversion modeling provided high resolution 3D resistivity measurements, which were used to evaluate moisture distribution. DTS measurements of temperature were used to track the PLS front and calculate velocity. AIT induction provided highly precise bulk resistivity measurements. In-situ samplers provided PLS chemistry at multiple points. Properly integrated monitoring data can provide the heap leach operator with information that can be used to evaluate the hydrodynamics and metallurgy of the leaching process in near real time. Problems in the heap, such as pooling, channeling, longer lag and breakthrough times, excess acid consumption, increased solution in inventory, toe saturation and slope stability can be detected in near real time with the in-situ measurements evaluated.

It is widely agreed throughout the mining community that federal mine safety and health legislation administered by the Mine Safety and Health Administration (MSHA) deserves significant credit for the past quarter-century's remarkable improvements in miner safety and health. Recently, however, it has been suggested that the mining industry in the United States has now evolved to a point that current mine safety and health law may be obsolete. This proposition deserves attention. Today, I propose to give it the close logical scrutiny that is its due. I conclude that the obsolescence of current mine safety and health law is not supported by the evidence. The existing mine safety and health law continues to serve as a critically important supplement to mine operators' safety programs at a modest cost to the taxpayer. At the same time, trends in a changing industry do call for responsive adaptations in the Federal mine safety and health program. I will argue that timely and appropriate responses to changing needs can be accomplished within the framework of existing legislation, provided federal officials avail themselves of the flexibility provided by existing law.

Straw charcoal was used as a novel reductant in the co-reduction roasting of laterite ore and red mud. The influence of the reductant dosages, co-reduction temperature, and co-reduction time were investigated. Results showed that a powdered ferronickel product of 1.81wt.% nickel and 81.40wt.% iron was obtained under straw charcoal dosage of 15wt.% and roasted at 1250 °C for 80 min. The corresponding recovery of nickel and total iron were 97.21wt.% and 98.87wt.%, respectively. The performance of straw charcoal was also compared to that by the conventional coke reductant. Results showed that ferronickel particles using straw charcoal were larger in size than coke, mainly due to the lower S (0.14wt.%) and ash content (3.80wt.%), which could not hinder the agglomeration of the ferronickel grains, and lower melting point that producing liquid phase and promoting ferronickel particles growth. In addition, the gasification reactivity of straw charcoal is better than that of coke, which is beneficial to the iron oxide reduction and the recovery of iron. To conclude, straw charcoal is a promising reductant for the co-reduction of laterite ore and red mud in coal-deficient areas.

Testing was conducted on a Minnesota Iron Ore concentrate with Cook Clay as a binder using compressive sheer mixing to enhance the performance of the agglomeration mechanism. The testing was conducted on a bench scale at the Midland Research Center the summer of 2004. Results of the test program will be presented that shows the impact of compressive sheer mixing had on the strength achieve in a green ball.

Economically favored Cr and Cu leaching out process from spent power plant fly ash (PPFA) had been investigated. PPFA, bearing of C, S, V, Ni, Cu and Cr, has been widely used as an assistant fuel in cement industry. Recent environmental regulation in S. Korea prohibits using PPFA as a fuel. Many researchers have also studied on extraction V and Ni from PPFA. Due to low concentration of V and Ni, 2% and 1%, respectively, economical and environmental friendly process could not be found. In this study, Cu and Cr have been removed in an economical way and which satisfied with KS Extraction Test. The rest unburned carbon, V2O5 and NiO2 in residue were found to be applicable for indoor and outdoor colored bricks or deodorant panel. Various parameters such as pH, lixiviates and time on leaching behavior were investigated in order to leach Cr and Cu remaining C, V and Ni. Conveyor belts are a critical component in tunneling projects. This paper reviews current design considerations for conveyor belts. Rubber compounding differences to meet local fire resistance regulations or certain cover characteristics such as higher abrasion resistance or low carbon footprint rubbers for applications are reviewed. Evaluation of fabric belts, steel cable belts and the benefits of each carcass design for a particular use is also examined to help with proper carcass selection to decrease downtime from unexpected failures. Finally, this paper takes a look at some of the differences when working in metric versus imperial units.

Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut-point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce cut-point and improve separation efficiency. Preliminary economic analyses show that the new circuit provides an attractive payback on the capital investment.

Just prior to the close of the century, the Federal Mine Safety and Health Review Commission issued its long-awaited decision in Berwind Natural Resources, et al v. Secretary of Labor, to usher in the new millennium. The case arose as a result of a mine explosion in Eastern Kentucky resulting in MSHA’s issuance of 225 citations, not only to the contractor, but to four affiliated entities of Berwind Corporation. While an Administrative Law Judge dismissed those citations as to three of the Berwind entities, both MSHA and the remaining Berwind entity appealed the case to the Commission. Although the Commission effectively left intact the Administrative Law Judge’s decision, it announced a new theory of liability that would apparently be applied in the future, namely the Unitary Operator Theory. This presentation will provide an in-depth look into the Berwind decision and explore the means under which MSHA might impose liability for contractor violations upon other entities in the future.

"Mining on Seattle’s SR99 tunnel began in July of 2013. Initial mining progressed slowly through a 4.5 m (14.9-ft) thick fiber-reinforced concrete headwall before immediately entering the first of three planned safe havens. Once through the headwall and safe haven the machine would move through roughly 122 lineal m (400 ft) of jet grout improved soil at a rate of slightly more than 1.6 m/d (5.3 ftpd). It was anticipated that once mining has passed through the improved area, “Bertha” – now the world’s second largest tunnel boring machine (TBM), would be moving at a rate of almost 11 m/d (36 ftpd). By the end of October 2013, Bertha had mined roughly 131 m (430 ft), averaging 1.4 m/d (4.7 ftpd), and had begun mining within native soils. By the start of December 2013, tunneling had reached the 244 m (800 ft) mark and Bertha was averaging 3.6 m/d (11.9 ftpd), achieving as much as 12.8 m (42 ft) of progress on given days. Unfortunately, on Dec. 6th, 2013, Bertha began to stumble and all progress quickly came to a halt.Initial reports stated an obstruction had stopped Bertha in her tracks. The preliminary investigation involved installation of 10 deep dewatering wells to reduce the hydrostatic pressure within the ground around the TBM, to allow the contractor’s personnel to inspect the cutter head from within and also to investigate for the presence of obstructions at the face of the cutter head. During inspection, the contractor’s crews found fragments of steel pipe entangled in the cutter head. The steel was apparently from an abandoned 254 mm (0.9 in.) diameter monitoring well casing, previously installed by the Washington State Department of Transportation (WSDOT) to monitor groundwater conditions for the design and planning of this tunnel project. After the steel was removed from the cutter head and cleared from Bertha’s path, she attempted to move forward but was only able to generate a slow crawl."

This study presents the results of synthesizing monolithic siliconoxynitride, Si2N2O, ceramic from a mixture composed of reclaimed silicon and natural desert sand by using the nitriding combustion synthesis method. Single-phase Si2N2O powder was prepared by the combustion of a mixture composed of silicon and pulverized sand in 3 MPa nitrogen gas. The combustion reaction completed in 2 min and the combustion temperature reached 1577°C.The as-synthesized Si2N2O powder is agglomerate of fine particles with sizes < 5 µm and has various morphologies; rod-like and irregular crystals, irregular kinking, hollow crystals and grown pseudo-hexagonal prismatic crystals. Porous Si2N2O compacts (24.5–47.1% porosities) were fabricated from the synthesized Si2N2O powder at different calcia-alumina additives (5–20 wt%) by normal sintering at 1500°C for 1 hr in N2atmosphere.They showed superior oxidation-resistance at high temperatures up to 1500°C in an oxidizing atmosphere of Ar/O2/H2O(70/20/10 kPa).Near-full dense Si2N2O compacts were also successfully fabricated from the synthesized Si2N2O powder with 5 wt% oxide additives by using the spark plasma sintering at 1600°C.DenseSi2N2O had good mechanical properties (18.7 GPa Vickers hardness, 3.3 MPa.m1/2fracture toughness and 363 MPa strength) and excellent chemical and oxidation resistance.

G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation&apos;s mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming&apos;s desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

The use of longwall/shortwall mining systems is under increasing scrutiny by the U. S, coal industry as a means to reverse the decline in productivity. The success of these mining systems depends to a great extent upon designing the system hardware to best suit local conditions. Of particular importance in this regard is designing the various elements of the total ground support system, including face, face end, and gate road supports, to accommodate local geologic conditions. This presentation centers on the problem of selecting the face support system. The existing geologic situation can influence the selection of the face support hardware in a variety&apos; of ways. In general terms, these influences can be grouped into the following four areas: 1. The capacities required of the support unit; 2. The roof, coverage supplied by the support units; 3. The flexibility required of the support unit to meet changing geologic conditions; and 4. The required stiffness characteristics of the individual support units both vertically and horizontally. The following will center on the first area, i.e., the required d capacities of the support unit, in particular, the maximum required load density for a particular geologic situation.

Introduction The term kaolin is derived from kauling, a Chinese word meaning high ridge. This was the name of a hill in China where kaolin was first mined several hundred years ago (Murray, 1976). Other common names used for kaolin include clay and China Clay. Clay technically has a broader meaning and could refer to bentonite and ball clay as well as kaolin. China clay, as a descriptive term, apparently results from kaolin&apos;s origin. But it could also be due to a significant historical use in ceramic applications. The terms kaolin and clay will be used interchangeably in this analysis because of the common practice of using these terms in the paper industry. Major reasons for kaolin&apos;s wide-spread industrial usages center on kaolinite&apos;s physical features of good color, low viscosity, and inertness. Kaolin is described as a hydrous aluminum silicate with an approximate composition of 2H2O • A12O3 . 2SiO2. A new version of the product is calcined clay with modified hydration content. It is gaining widespread use. Components of any particular kaolin, in addition to alumina and silica, are viewed as impurities. The more values deposits and, hence, higher priced kaolin products are those of the highest purity. Kaolin is the most widely used mineral in paper manufacturing throughout the world. Key production centers are located in England and the US. Most of the Tatter&apos;s production is located in Georgia. The key markets for Georgia kaolin are paper markets - both paper coating and paper filling. These paper markets extend throughout the world, not just to domestic markets. In fact, export markets are second in size only to domestic paper markets for Georgia&apos;s producers of kaolin. Just as the paper markets are important for kaolin producers, kaolin is an important raw material for papermakers. Compared to the other three major pigments - titanium dioxide, calcium carbonate, and talc - kaolin&apos;s 1984 tonnage for papermaking represented 85% of the total. Even though titanium dioxide&apos;s unit value is much higher, kaolin&apos;s estimated total 1984 value still represented 51% of total dollars spent by papermakers for the four pigments. Kaolin grades- are briefly defined using particle size and brightness as principal means of classification. Likewise, grades of papers using kaolin are defined using the American Paper Institute&apos;s guidelines. From these definitions, associated kaolin grades used in particular grades of paper are reviewed. Special emphasis is placed on how qualities desired in certain papers are achieved through the use of specialized kaolin grades. World kaolin production World production statistics (Coope, 1979; Table 1) demonstrate that kaolin is produced in many areas of the world. Physical and chemical conditions permitting, in-situ leaching (ISL) of uranium offers a variety of advantages over conventional production methods including less surface disturbance and less solid waste. Commercial production of uranium by in-situ leaching techniques was initiated in 1963 in the Shirley Basin of Wyoming by Utah Construction. On a world-wide basis, ISL uranium production amounted to about 13.2 million pounds U3O8 in1999, approximately 16% of world output. Both acid and alkaline systems are used, the selection of which is primarily dependent upon groundwater quality and related reclamation requirements. ISL offers low capital costs per unit of annual capacity and is particularly flexible in adapting to changing market conditions.

"One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. The Ute-Ulay project area is located approximately five miles west of Lake City, in Hinsdale County, Colorado. The Ute-Ulay Mine site is approximately one mile east of the project area. The elevation of the site is 9,200 feet and is adjacent to Henson Creek (Figure 1) [ ] The Ute-Ulay Mining complex is an inactive gold, silver, and zinc mining/milling operation, that operated from the 1880?s until the 1970?s, and sporadically into the late 1990?s. The mining complex comprises several levels of underground mines, a flotation mill, and an abandoned town site. Due to the narrow, steep sided canyon, milled tailings were pumped upstream one mile in a sluice box to a wider section of the canyon, and deposited into five tailings impoundments and one berm located between the impoundments. An estimated 9,000 cubic yards (yd3) of fine grained tailings were located in the impoundments adjacent to the creek. The Ute-Ulay project area consisted of the mill tailings impoundments located upstream from the historic mine.

Investment decisions in the mining industry are complicated by sector-specific uncertainties. This study presents a multi-submodule system dynamics model to capture the dynamic complexities of decision-making across mineral property development stages. The model includes five interconnected subsystems: valuation, production, growth strategy, demand, and finance. Developed through system decomposition, expert input, and literature, the model is tested on a hypothetical copper mine with 850 ktpa capacity and 1% cu grade. Simulated over five years with quarterly steps, it estimates an enterprise value of $78.9 million and a target growth rate of 11.2%. Results highlight the significant effects of operating costs, capital policies, and inflation on free cash flow, and the critical role of mineral reserves in sustaining growth. This model supports strategic investment analysis across different minerals and development phases, offering mining investors a robust tool for optimizing decisions.
