No one involved in the contruction business wants litigation, except maybe some lawyers. Contractors rarely resort to litigation unless they have sustained econmic wounds that are serious or mortal. The major cause of serious contractor losses occur because of sub-surface conditions which cannot be defined with certainty in any practicable way except as shown during construction and prove during construction to be substantially worse and more expensive to cope with than anticipated during bidding. Building, Dam and Highway contractors are generally close in their estimates of cost after they get foundations excavated and are building above ground. Their main risk in bidding is the cost of getting out of the ground compared to their estimate. So maybe 10%, 20% or even 30% of their project represent high risk underground work. The tunneling and underground contractor is dealing with high risk work for virtually 100% of his project. He appreciates this risk and is willing to assume it up to a bearable limit. His costs are highly sensitive to relatively small variations of the ground in underground work. His work is unique in other respects. As contrasted with other types of construction where loads develop as construction progresses and do not reach ultimate until the project becomes operative, tunnel and underground construction requires the immediate structural support of ultimate loads that are there when he digs or very soon thereafter. This section on case histories of discoveries of volcanic-associated and volcanogenic massive sulfide deposits is divided into a preliminary discussion of models and then into three parts: Kuroko- type, Anyox-type, and shale-hosted. The separation is made to accommodate the use of exploration models, and these may not coincide with genetic models discussed in the literature. The exploration models grew as knowledge was gained concerning ore guides and ore controls in the volcanic-related deposits. The evolution of the genesis of massive sulfide deposits in volcanic terranes from a replacement to a syngenetic hypothesis in the 1950s and 1960s necessitated changes in exploration approaches in ore search. The acceptance of a syngenetic origin for conformable or concordant sulfide masses led to more widespread adoption of stratigraphic ore guides. 'The occurrence of epigenetic stringer ore with and stratigraphically below many conformable massive sulfide deposits did not diminish the importance of stratigraphic ore controls. Proximal conformable sulfide masses were formed near their seafloor hot spring source and normally are underlain by epigenetic sulfides: whereas. distal conformable sulfide masses were deposited away from the hot spring and may have no associated feede; zone. Industry groups that early recognized the syngenetic nature of volcanogenic massive sulfides were responsible for discovery of some of the large and economically significant deposits. Ultimately, the rest of the geological profession accepted the leadership of the early iconoclasts.

The Solution Mining review arrived too late to appear in the May issue. Solution mining, in its broadest definition, includes all forms of leaching where a lixiviant solution is brought into contact with a metalliferous or non-metallic ore and the resulting pregnant solution is processed for recovery of the valuable soluble material. Technologies such as dump leaching, heap leaching, stope washing and in situ lixiviant solution injection and recovery fit into this definition of solution mining. A publication entitled the US Gold Industry (Dobra and Thomas) reflects the major impact that solution mining techniques have had on precious metal recovery. In 1989 (the last year for which statistics are available), the United States passed Australia to become the third largest gold producing country in the world after South Africa and the Soviet Union. It is estimated that when the final figures are in for 1990, the US will probably pass the Soviet Union in gold output. If the state of Nevada is ranked as a separate country, it will rank fourth in the world in gold production for 1990. A good proportion of this increase in gold production over the past few years can be attributed to the application of solution mining technology to low-grade, precious-metal-bearing material. Solution mining techniques have also made inroads in copper production. Many operations located at former underground mine sites employ in situ leaching as an adjunct to conventional dump and heap leaching practices.

A major R&D programme for the application of bacterial oxidation to the pretreatment of refractory sulphide gold ores was started at Mintek in the early 1980s. This arose from an established expertise base in the bacterial leaching of base-metal sulphide ores. The refractory gold programme has been supported by a number of South African gold-mining companies, but major support has been provided by the Anglo American Corporation of South Africa (AAC) and the AAC Vaal Reefs Exploration and Mining Company Limited · (Vaal Reefs). The Mintek-AAC collaboration has been formalized as a joint-venture technology agreement for the comme;cialization, as well as continued development and improvement, of the bacterial oxidation process (MINBAC). From a process standpoint, bacterial oxidation involves the contacting of slurries of finely ground sulphide concentrate with suitable strains of iron-sulphur oxidizing bacteria, which act as the catalyst to promote sulphide·· oxidation by oxygen from air. Process engineering is simplified in that this reaction is carried out at low temperatures and ambient pressures. The view was taken that the successful development and implementation of the MINBAC technology should be based on parallel R&D aimed at an understanding of the process fundamentals, the process engineering and scale-up requirements, as well as the ancillary requirements for the gold recovery-processes and environmental management. This has represented a major R&D effort at a total cost to date of around US $10 million.

Reserve audits have increased in recent years as more companies, especially juniors, enter the ranks of producers. Corporate and individual investors are seeking corroboration of stated reserves. The reserve audit satisfies this need. An audit assures investors that the reserves, as presented, are a reasonable and accurate approximation of the quantity and grade of the economically viable material present. The reserve audit verifies that there are no fundamental errors in logic, style or the data base, and that the reserves, as given, may be used for mine planning or economic forecasting. Reserves that pass an audit may be used with confidence in preparing cash flow projections and in deriving net present value or internal rate of return on any given project. This article describes what a consultant does while performing the reserve audit. In performing an audit there are four general areas of concern that must be checked: definitions, parameters, data and procedures. In each of these, the auditor must convince himself that the reserve study has complied with governmental regulations and guidelines, professional standards and industrial practices. Any deviation from these norms must be identified and its effect upon the appropriateness of the reserves evaluated. By concluding that a reserve study passes his audit, the reviewer is stating that there are no fundamental errors in logic or style and that spot checks have revealed no substantive errors in procedure or mechanics. The responsibility for the reserves remains with the entity that compiled the original study.

Sustainable development is becoming increasingly more important for the mining industry and therefore mining companies should be able to measure their progress towards sustainability. Greek Public Power Corporation (PPC) S.A. is a company which produces lignite in open cast mines in Western Macedonia and in Peloponnesos. The present paper uses operational data kindly offered by PPC S.A. to derive sustainability indicators by means of Data Envelopment Analysis for three large scale lignite open cast mines of PPC (i.e. Main Field, Kardia Field and South Field mines). It also examines three environmental parameters related to the contribution of these mines to sustainable development; namely, the annually produced volume of waste masses, the annually produced quantity of ash from the lignite combustion and the annual volume of pumped water. The calculated sustainability indicators were keeping constantly better during the last years of the different periods for each one of mines studied here, showing that the mines met their goals from both economic and environmental aspects during the last years of their operational periods studied. The contribution of open cast lignite mines studied here to sustainable development can be monitored by the derived indicators analyzing annual mine operational data. The derived indicators can serve as tools to detect where improvements can be made, though another potential use of these indicators can also be during the preparation of feasibility studies or environmental impact studies using necessary benchmarking data.

Alaska is in competition with the rest of the world for exploration dollars. Providing a "seed package" of airborne geophysical data for the state's numerous mining districts encourages companies to begin more detailed exploration in more areas than they could have afforded on their own. When data are already available, the initial risk decreases for people involved in exploration. Airborne magnetic and electromagnetic data help ge¬ologists and geophysicists determine what rocks and structures are present under overburden and vegetation. These data form a fundamental package that exploration companies want before intensively exploring most regions. Individual mining companies have conducted their own geophysical surveys during the past several decades. However, these data are not available to other companies. The companies able to afford geophysical surveys have less money for ground exploration after purchasing expensive, private geophysical data. Therefore, they are not able to explore as many places as they might. Additionally, since data are not shared with other exploration companies, the proprietary surveys do not foster intercompany competition to move projects forward. Individual prospectors and small companies can not afford their own geophysical surveys. "It is more often than not the grassroots exploration efforts of the smaller operator that leads to significant discoveries," said Klaus M. Following the driving of each new section of tunnel, a prompt decision is required regarding the type and extent of primary support to control convergence and prevent ground failure. Sometime thereafter, the effectiveness of the in-place support must be evaluated over the entire length of excavation. It is therefore extremely desirable to have available a lightweight, portable, easy to install and interpret, cost effective monitoring system to assist with these ground control functions. Such a system can be assembled based on the acoustic emission (or microseismic) technique. This monitoring technique uses a piezoelectric transducer to detect subaudible noises associated with deformation of and/or crack propagation in the soil or rock being monitored. After detection, the signals are then amplified, filtered and electronically counted to provide a quantified assessment of the stability of the structure. In the simplest sense, the absence of emission, or counts, signifies no deformation and thus stability. Conversely, the occurrance of counts signifies instability to varying degrees. The higher the count rate, the greater the instability and the need for immediate or additional support. Described in this paper is an overview of the acoustic emission (microseismic) method, details of its use in a laboratory study measuring convergence and stand-up time in soil, and the behavior of rock samples under similar stress conditions. Field use of the method is recommended for ground control monitoring in tunnels, and some suggestions regarding monitoring procedure are presented.

This case study embodies the problems of an underground project under current contracting practices. It will provide a realistic framework for a structured examination of the anatomy of a major complex underground project. Just as it will illustrate the frustrations of the parties to an underground contract, it will also provide a means to examine potential opportunities to provide a better way to develop underground space. Urban Transit Authority (UTA) had planned to expand their heavy rail underground transit system through an extension to an existing line. UTA lacked sufficient funding to guarantee the construction and operation of this planned extension. Venture Partner Associates (VPA) in conjunction with four major department stores entered into an agreement to create a major underground space for a commercial/recreational facility. The concept was to locate the facility adjacent to a planned station and beneath existing aboveground office facilities. This group was known as Commercial Development Corporation (CDC). UTA had reached an agreement with UMTA to provide 20 percent of the line and station costs. UTA then entered into an agreement with CDC to provide the needed additional funding for the station work in return for locating the station adjacent to the planned underground commercial/recreational complex. The agreement called for CDC to contribute 20 percent to the station cost to a maximum of $25 million plus a one percent contribution from commercial/recreational revenues for operating costs.

British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. An innovative biological process is described for the treatment of cyanide-, metals- and nitrate-contaminated mine process water. The technology was tested for its ability to detoxify cyanide and nitrate and to immobilize metals in wastewater from agitation cyanide leaching. A pilot-scale demonstration is described in which a pilot plant was constructed to demonstrate the technology on a mine process-waste stream at a mine in Nevada. The demonstration was performed jointly under the Mine Waste Technology Program (MWTP), funded by the US Environmental Protection Agency (EPA) and jointly administered by the US De¬partment of Energy's (DOE) Western Environmental Technology Office (WETO) under Interagency Agree¬ment Number DW89938513-01-0. The Superfund Innovative Technology Evaluation (SITE) demonstration program was also involved in the project. MSE Technology Applications Inc. (MSE), Butte, MT, was the contractor responsible for conducting the project, and Pintail Systems Inc., Aurora, CO, was the technology provider. The pilot-scale unit was field-tested at Echo Bay's McCoy/Cove Mine southwest of Battle Mountain, NV. The biotreatment process was considered successful in destroying cyanide in the mine process water. The process was also determined to be effective in removing metals. The pH was consistently neutralized and nitrates were successfully removed from the mine process water. From the results of these pilot-scale tests, it was concluded that the biotreatment process potentially of¬fers an innovative, cost-effective alternative for the treatment of mining wastewaters.

Unwanted impurities, present in raw materials, are often coextracted along with desired constituents during leaching. Due to its abundance and ease of extraction, the presence of ferric iron in leach solutions, solvent extraction circuits, and subsequently in electrowinning circuits, has always been a problem. In the case of zinc hydrometallurgical processing, iron is frequently an impurity in leach solutions. Purification of such solutions by solvent extraction, using di (2-ethylhexyl) phosphoric acid (D2EHPA) in a kerosene diluent, results in ferric ions being readily extracted along with zinc into the organic phase. Ferric iron has proven difficult to strip from the organic phase, but it is known that ferrous iron may be easily stripped from D2EHPA, and hence a process to effect reduction of iron present in the organic would have great potential. This research investigated a process to directly reduce ferric to ferrous iron in the organic phase, and to strip the ferrous iron using a dilute acid solution. The process utilized metallic zinc as the reductant and a low concentration sulfuric acid stripping solution. The results of the laboratory tests illustrated that iron could be readily removed from the organic phase by simultaneous direct reduction and acid stripping. The reductive stripping process was subsequently utilized in industry at the laboratory and pilot plant levels. The results of the industrial tests were encouraging and demonstrated the potential of this novel concept.

In Chinese coal mines, extraction of deep, highly gassy soft coal seams sandwiched between soft floor and soft roof in complicated geology is commonly encountered. How to safely and efficiently excavate such seams is a very significant and important problem. It has been a focused research area in recent years. By combining the characteristics of fully mechanized longwall mining methods such as large cutting height and mining along the dip, an integrated method and technologies for the Zhangji Coal Mine were developed. This technology includes the design of a complicated geological exploration system, optimization of mining method and working face parameters, control of rock pressure and high levels of gas, reliability model of the production system, and selection and compatibility of equipment. Engineering practice shows that the integrated technology was successful in mining these complicated seams. This study not only enriches the mining method, but also improves the coal mining practice, especially ensuring both safety and productivity under complicated geological conditions.

The emergence of activated charcoal adsorption as the most popular recovery method for precious metals, has led to numerous innovations aimed at increasing the efficiency of the process. This article describes a change in traditional charcoal transfer methods which will aid in reducing charcoal attrition losses. Studies have shown that significant charcoal attrition takes place during transfer, be it when using airlifts or centrifugal pumps. Tests conducted at Pinson Mines indicated a 4 to 8% loss to the minus 20 mesh fraction of charcoal after three (3) hours of pumping charcoal. Tests conducted while the author was at Jerritt Canyon indicated that charcoal transfer was a major contributor to charcoal losses; a decrease in the amount of coarse charcoal (plus 12 mesh) and an increase in the amount of finer charcoal (minus 16 plus 20 mesh) was noted as charcoal was moved to the head of the adsorption circuit.

Lead is used in CIP/CIL circuit to increase the leaching rate of gold from ores. At least four mechanisms have been proposed for the action of lead in gold leaching circuits: (I) precipitation of sulphides as highly insoluble lead sulphides preventing consumption of cyanide and oxygen; (2) su,face reaction on sulphide particles forming an insoluble lead sulphide layer peventing dissolution of those sulphides; ( 3) precipitation of lead sulphide, which undergoes further oxidation to soluble lead sulphate recycling the lead to solution,· ( 4) contact reduction of lead onto the gold szaface which then acts as a secondary oxidising agent. Rotating disc studies using a pure gold disc show that small amounts (5ppm) of sulphide ions are sufficient to significantly reduce the leaching rate of gold. Lead increased the leaching rate at small concentrations but at higher levels decreased the rate of leaching. The detrimental effects of lead were only found for a pure solution when leaching the gold disc. Ores mediate the amount of lead available by ads01ption/reaction, thus, reduced leaching rates from excess lead are not serious even when 500ppm of lead ions are added to the sluny. The detrimental effects of sulphide ions could be countered by lead addition during the leaching process. A penalty, in the form of reduced leaching rate, will occur the longer lead addition is delayed. A time lag was noted between the addition of lead and the increased leaching rate when a large concentration of sulphide ions was present.

Since the report of the 1972 Rapid Excavation Conference in the city of Chicago, speculation has continued concerning the estimates of tunneling demand. Little has been published that would persuade me to modify substantially the rather tentative estimates that originated with the National Academy of Sciences-National Academy of Engineering (NAS-NAE) study of 1968 which were recomputed by the United States in the survey of the Organization for Economic Cooperation and Development (OECD) in 1970. The OECD estimates, of course, hedged the really difficult question of forecasting civil construction tunneling demands. In the United States contribution, this was done by predicting both an upper and lower bound for important categories of demand. A discounting procedure was then applied to each of the major sectors of expenditures, permitting a forecast that reflected the current subjective assessment of how extensively and how likely cities were to adopt plans that required tunneling. This was done for water, utilities, transportation and other novel underground facilities. The purpose of this paper is a modest one. In it I wish to describe the efforts made since 1972 to generate more thoughtful and more robust estimates of urban sector demands, and to apply what has been learned to the most difficult category of predictions: those for urban mass transit systems. When limestone (Ca03) is calcined in rotary kilns to produce quicklime (CaO), it is not unusual for 10% to 20% of the stone to abrade and emerge from the kiln as quicklime fines (-6.3 mm or -0.25 in.). While there are various industrial processes that can use fines, handling and shipping is tricky and dangerous. Due to the highly caustic nature of quicklime, airborne dust easily bums eyes and skin. On the other hand, money has already been invested in mining (or buying) the raw material and in the equipment and energy needed for calcining. Discarding the fines will not only waste that investment, but add even more cost in transportation and possibly dumping charges. So the question becomes, how can fines best be turned into a revenue-generating asset? Some plants convert leftover quick-lime fines into calcium hydroxide - Ca(OH)2, also known as hydrated or water-slaked lime - for sale into agricultural applications. For farm uses, hydrated lime fines are preferred over quicklime because they are easier to handle. And they are favored over raw limestone fines for their higher concentration of calcium and greater solubil¬ity. From the producer's viewpoint, quicklime fines are ideal for this use because they go through hydration faster than the larger chunks of quicklime. Those larger chunks, or "pebble lime," are more readily salable and more easily handled, for such uses as steel, copper, aluminum and magnesium production, water waste treatment, chemical, paper, glassmaking and flue gas desulfurization in coal- fired boilers.

Installation of equipment and structures at mines often requires mine planners to evaluate unique loading and operating conditions. Consideration of these unusual features is required throughout design and construction and into operation. Most planners understand the necessity of employing sound civil, structural and mechanical engineering techniques to design these structures and equipment. However, the influence of geotechnical factors on the overall progress of construction and operation is less appreciated. Mine operators routinely perform exploratory drilling to define ore deposits. These exploration activities can be extensive and often include provisions for assessment of subsurface conditions as they relate to the mining operation - requirements for ground support. All of these factors are important to the economics of the mine and are well justified. Surface facilities are provided to access and service the mine, and they play an important role in the successful development and operation of a project. Headframes, hoist foundations and shaft collars, in particular, are examples of unique installations encountered at underground mine sites. The design and above-surface behavior of these facilities can be analyzed with the usual fundamental engineering practices employed throughout the engineering professions. However, near surface exploration for the purposes of assessing soil and rock conditions for foundations is often given a reduced priority and less consideration. This article provides an outline of the benefits and importance of performing such exploration. References here relate particularly to shaft headframes, hoists and shaft collars. But the issues raised apply equally to other installations of a similar nature, including milling equipment.

The mine plan for an underground longwall mine plan usually requires a longwall panel conveyor that begins operation at its maximum length and gradually shortens over the life of the panel. Current mine plans around the United States require initial panel conveyor lengths of up to 4500 m (15,000 ft) and capacities of up to 3.2 kt/h (3500 stph). Because these conveyors are constantly being moved from panel to panel, their components must be as compact and light as possible, and the design must be flexible enough to be modified as new terrain and conditions are met. In the past, when drive horsepowers or belt tensions were exceeded due to conveyor length, a new flight would be added, including additional belt storage units. In some cases, this led to as many as three flights installed in a single longwall panel. As the longwall retreated through each flight, mining was required to stop during removal of the drives and storage units. This sometimes meant several days of lost production. Intermediate drive technology was developed to eliminate this excessive downtime and still keep conveyor belts, motors, pulleys and other components as small as possible. With intermediate drives placed along the carrying side of the conveyor, belt and motor sizes are kept as small as possible, and only one storage unit is needed. Most importantly, as the longwall retreats through a booster drive station, it can generally be removed in a regular downtime slot and no additional production time is lost.

INTRODUCTION The Metropolitan Water District of Southern California (Metropolitan) is the largest water wholesaler in southern California. Its service area spans the major urbanized portions of Ventura, Los Angeles, Orange, San Bernardino, Riverside and San Diego counties. More than 15 million people are serviced by Metropolitan through its 27 member agencies. The primary sources of Metropolitan's water supply are the Colorado River Aqueduct (CRA) and California's State Water Project (SWP). Currently, planning and design level studies are underway by Metropolitan to expand the water storage and conveyance systems within the service area for the purposes of providing increased efficiency and flexibility to manage limited water supplies, improving water quality, and increasing system reliability. The system reliability issue is particularly significant because the conveyance facilities from both the CRA and the SWP must cross the active San Andreas fault. This fault is considered to be the source fault for the anticipated "Big Earthquake" in southern California. To meet these objectives, Metropolitan's expansion plans involve a major new storage reservoir, new large diameter pipeline and tunnel conveyance facilities, more efficient utilization of existing groundwater basins, and an aggressive public awareness and conservation program. This paper focuses on the planning studies that have been carried out for over 50 miles of tunnels being considered for several of Metropolitan's proposed conveyance systems. These tunnels have ranged in length from a few hundred feet to over 42,000 feet, with depths of cover ranging from a few tens of feet to over 3,000 feet, and finished diameters ranging from 10 to 20 feet.
