The design of solvent extraction plants has been generally based on the assumption of steady operating conditions in both the settler and the mixer units. However, recent experience in both large and small plants has shown this not to be the case. Mixer transients include start up aqueous locking and partial phase separation in secondary mixers, which both lead to reduced plant capacity or overflow of upstream mixers. Analysis of the hydraulic pressure profiles has generated new design methods to eliminate the effects of the partial or complete phase separation. Changes to the method of specification and selection of primary and secondary mixers have been made to eliminate the onset of partial separation during operation. The observation of settler operation has shown that it is also a dynamic process, even under "steady-state" conditions. Four transient phenomena have been identified that lead to internal circulating flows, poor disengagement of fine secondary haze and erratic and high entrainment levels in the discharges. A, first approximation analysis has shown that there are significant pressure differentials within settlers, and these change along the length and with the phase separation rates. A technique to control the effects of these transients was developed that allows plant performance to be improved beyond "standard" expectations. In order to drive tunnels with low overburden in town regions, it is necessary to give a quantitative prognosis for the deformation of the underground as well as of the tunnel-lining and of its stability. These problems and their solutions are illustrated by the works for a two-track-railway-tunnel in Bochum (Ruhrdistrict). In this case the most important problems consisted in passing below buildings in a vertical distance to the fundamentals of only 3.20 m and a railway earthdam with rapid train traffic in a distance of 4 m under the dam. The results of measurements from other comparable tunnels and finite-element-computations were used to prognose the settlements on the surface and in the ground, their distributions and their development in time. To obtain these values at the site, a special system of tunnel driving was executed. The tunnel was excavated with the newest type of tunneling-machine from DEMAG, cutting an inclined front, immediately followed by a special temporary support of shotcrete and inclined steel-ribs. By using theoretical and empirical methods to assess the behavior of the tunnel and underground and by executing an optimal driving system in technical as well as economical aspects, the expected behavior, expressed in quantitative values, was almost equivalent to those received by control measurements.

In order to reduce the resistance of hard rocks to excavation by the available cutters, and in order to reduce the wear of the cutters and thus to increase the efficiency of the conventional tunneling machines and to improve their rate of advance in hard rocks, surface active agents have been studied in the controlled laboratory environments and have been experimented with in the field of actual tunneling operations. The laboratory study utilized a notched beam test to measure the effectiveness of 30 different surface active agents on the amount of surface energy required to cause stable fracture in the rock specimens. In addition to the type of rocks, geometry of the specimens, type of surface active agents, the effects of environmental factors such as temperature and degree of saturations were studied. The principle mechanism responsible for weakening of rocks in the presence of surface active agents was believed to be that of stress activated corrosion. The application of surfactants in the laboratory resulted in a reduction of up to 50% in rock strength, while limited experiments in the field have shown a 10 to 20% increase in the rate of advance. Substantial efforts both in the laboratory and in the field are needed to fully understand the mechanism involved and to utilize the effectiveness of surfactants as weakening agents for hard rocks.

Research and development of tunneling technology is rapidly taking its rightful place as an important ingredient in the Nation's research and development strategy. The state of technology in tunneling is very important to the Federal Government. Through its support, both direct and indirect, of a wide range of public works, our government, using the taxpayer's money, is the biggest buyer of tunnels. So that this money is spent wisely and efficiently, it is important that potential developments in tunneling technology that promise lower cost tunnels be pursued, if the cost of reaching the goals is commensurate with the prospective benefits. For too many years, the Federal Government's activities in the tunneling technology field were fragmented. Recently, specific coordination efforts have been initiated. It may surprise some to realize that the total Federal expenditure on excavation technology research and development, which is largely devoted to underground excavation, is growing by leaps and bounds. In fiscal year 1971 alone, approximately $19 million were expended by Federal agencies. This current fiscal year (FY 1972) that amount will increase to $24 million. It would appear that next year we will exceed the 1972 expenditure by 52 percent to bring the total FY 1973 expenditure up to $36 million. The carbon-in-pulp and the carbon-in leach process for the recovery of gold and silver from cyanide leaching of ores is now widespread in the precious metals mining industry. However the presence of various base metals can have a detrimental effect on the efficiency and the economics of the process due to high cyani,:••? consumption and a reduction in leaching and adsorption rates resulting in poor recovery of the precious metals. Furthermore the presence of fast leaching and adsorbing metals such as copper can significantly reduce carbon loading capacity for the precious metais thereby necessitating a higher carbon inventory, more frequent stripping and poor bullion quality resulting in higher production costs. This paper describes the development and application of a process for the recovery of copper and and the recovery and re-use of the associated cyanide from the leach circuit at the Mt. Gibson Gold Project in the Murchison Goldfield in Western Australia. The process provides a means to counter-act the detrimental effects of the copper which occurs in the ore as various oxide and sulphide minerals including an extremely fine chalcopyrite powder. It has the added benefit of recovering the base metals in this instance copper, in a saleable form. The process is subject to a patent application by Reynolds Australia Metals, Forsayth N.L. and the author.

Underground mine service water in South Africa is used for dust suppression and cooling the environment as well as the pneumatic rock drills. Although the chilled water is not intended for potable use, it is often used as drinking water by mining personnel. Furthermore, droplets sprayed are liable to be inhaled. The water is recirculated on a continuous basis and is a potential source of infection by intestinal microorganisms or water-borne diseases such as cholera or typhoid. In order to protect the health of the underground workforce it is customary to disinfect the chilled service water, The bacteriological quality of the water is monitored by enumerating total aerobic bacteria (TAB), total coliforms (C C) and Escherichia coli (E Coli). E coli is an indicator of human faeca_l __ - -- contamination, The bacteriological standard specified by the Anglo American Corporation for mine service water is less than 3000 TA B per 100ml, less than 2 CC per ml and the total absence of E Coli. There are several disinfecting agents available for use. Among these are UV irradiation, ozone, chlorine dioxide and compounds that produce hypobromous and hypochlorous acids. Historically, the methods of treatment have been chlorine based and include the use of gaseous chlorine (surface installations only), calcium hypochlorite granules or tablets, chlorinated cyanurate tablets, sodium hypochlorite solutions and hypochlorite produced by electrolysis.

The challenge of the sustainable development framework in mining today is to see that the minerals sector as a whole contributes to human welfare and well-being without reducing the potential for future generations to do the same. If the minerals sector around the world is to contribute positively to sustainable development, it needs to demonstrate continuous improvement of its social, economic, and environmental contribution, with new and innovative governance systems. Canada is an international leader in mining and related technology. Metals and minerals is Canada?s second-largest earner of foreign exchange. Canadians, along with the rest of the world, are increasingly concerned about the environmental impact of mining activities. The Canadian Mineral industry has acknowledged the importance of its environmental responsibility by taking a broad range of innovative actions in order to ensure a sustainable development of its resources. This paper analyzes how the concept of sustainable development can be related to mineral enterprises. It discusses a wide range of issues under three main areas: perspectives on sustainable development; processes for furthering sustainable development; and assessment methodologies and indicators. This paper also presents a proposed framework and a core set of key sustainable development indicators that could be useful in efforts to measure progress toward sustainable development in mining. The paper concludes with a case study of some key sustainable development indicators related to the Canadian oilsands mining.

A century of experience with mechanical excavation machines is beginning to pay dividends to the mining industry. Mining is moving from mechanical excavators to mechanical miners. These mechanical mining systems are poised to make a significant impact on hard-rock mining, both underground and surface. Mechanical mining machines have had a long and successful career in coal and evaporites ("soft-rock") mining. Unlike most mechanical hard-rock mining, these systems actually mine ore. For example, the most productive underground method has been, arguably, longwall mining. Mechanical excavation machines are mostly used in civil tunneling or in driving mine openings such as vent shafts. Civil tunneling is a notable mechanical excavation success. Even with its high capital cost, a tunnel boring machine (TBM) can drive kilometers (miles) of tunnel at very low cost. In hard-rock mining, mechanical excavators bore tunnels, raises and shaft openings in the mine, but rarely mine ore. Like the soft-rock miners, their contribution to mining is important and their development must continue. Generally, they are used as excavators not miners. Current trends guarantee development of true general-purpose hard rock mechanical mining machines. Mechanical miners will become a complete mining system and will determine the design of the mine. Mechanical methods will reward the operator with lower costs and high productivity.

The need for wartime supplies of uranium for the Manhattan Project prompted a 1944 study of uranium in South Africa. Uraninite had been reported by R.A. Cooper in 1923 in a Witwatersrand heavy- mineral concentrate, and the search for uranium, therefore, included the district's 30 operating mills. The method of investigation was simple: take bulk concentrate samples from the Wifley tables and determine their mineralogy. Samples were taken on a daily basis, although weekly composites also were taken of some mills. In 1944, most mills had simple gravity circuits and produced (I) a gravity concentrate, and (2) an all-slime [-75 pm (-200 mesh)] product. The tonnage throughput was known, and from that, head assays could be calculated. Concentrate samples were sent to the United States for chemical analyses. A Geiger counter set up in a Johannesburg hotel room provided preliminary data. The early data showed uraninite to be widespread. Microscopic, mineragraphic, and siezing tests were all under- taken in Johannesburg. Ultimately, tests led to a high grade (+90%) uraninite concentrate. Platinum and other heavies were the impurities. In seven months, the investigations had reached the stage where it was possible to forecast an annual production of 5.4 to 7.3 kt (6,000 to 8,000 st) of U3O8. The estimate is still realistic. The elimination of metal ions from aqueous solutions by biosorption plays an important role in water pollution control. Heavy metals are hazardous to the aquatic ecosystem and pose possible human health risk. Beside the toxic and harmful effects to organisms living in water heavy metals also accumulate throughout the food chain and may affect human beings. Conventional methods for removing metals from aqueous solutions before they are disposed of include chemical precipitation and sludge separation, chemical oxidation or reduction, ion exchange, reverse osmosis, electrochemical treatment, and evaporation. Alternative processing methods are being considered more seriously. Sorption and/or complexation of dissolved metals species based on the chemical activity of biomass, known as biosorption, is the base of the new technology for metal removal and recovery. Different types of biomass (dead and alive) have been investigated for biosorption of heavy metals ions. In the present work, the cadmium biosorption capacity and bioflotation of Rhodococcus opacus were studied. The adsorption capacity of biomass was investigated by batch experiments, the influences of some variables like pH and ion concentration were evaluated and the experimental data obtained for each metal were evaluated and fitted using adsorption and kinetic models. The bioflotation process showed that R. opacus has excellent features as collector and foaming agent after metal biosorption. Around 90% of cadmium uptake by the biomass was achieved by bioflotation.

Energy Developments Ltd. (EDL) has developed power plants at two Australian coal mines that featuring 94 gas-fueled Caterpillar G3516 engine/generator sets. They will convert to electricity 145 kt/a (160,000 stpy) of coal-seam methane gas for sale to a local utility. The $100-million project will cut the sites' methane emissions in half, provide a low-cost energy source and offset mine operating costs. The project began in May 1995. It is located at the Appin and Tower longwall underground mines, 80 km (50 miles) south of Sydney in New South Wales. The installation is one of the first to capture coal-seam gas from mine ventilation air and gas drainage systems. Coal- seam gas contains 40% to 60% methane, which fluctuates constantly. The system is expected to convert 578,000 m3/d (20.4 million cu ft/d) of coal-seam gas to 94 MW. It will also reduce greenhouse gas emissions by 3.5 Mt/a (3.8 million stpy) of CO, equivalent emissions. The Appin and Tower mines each produce 2 Mtla (2.2 million stpy) of clean coking coal. They operate around the clock with about 400 workers per site. The mines are owned by BHP Steel, Collieries Division, which will share the revenues from energy sales. The Appin Power Partnership consists of EDL and Lend Lease Development Corp.

The Florida phosphate industry is a leader in environmental control, both in terms of dollars spent and significant achievements. For instance, since 1960 the phosphate industry has spent over $71 million for air pollution and control devices, including installation, research and development and maintenance. Water pollution control expenditures also total in the millions, with over $69 million spent in the same 10 year period. The industry also is a leader in water conservation measures, having spent nearly $ 18 million since 1966 for conservation devices. Since phosphate is mined by strip mining, land reclamation plays an important part in the environmental control picture. Here again, the phosphate industry has met the challenge with a voluntary program of reclamation which accounts for over 20,000 acres of land useable after mining has taken place. In terms of progress in environmental control, the industry has been able over the years to solve within the limits of technology the fluoride emission problems it once had, and is currently at work solving sulfur dioxide and particulate problems. In just the past year the industry also has been extremely successful in limiting phosphorus and nitrogen discharges into area streams. The industry continues to cooperate with state and local pollution control officials on matters of environmental control, and future plans include even closer cooperation and assistance, as well as increased expenditures.

Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. Such application and integration requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. Best usage of rock mechanics in mining occurs when management recognizes the application as a long-term investment, where time is needed to realize good returns. The need for this approach is due to the difficulty in accurately predicting ground conditions ahead of mining. The practical application of rock mechanics must follow an iterative process of design and verification based on site-specific experience to account for geologic and mining impacts. Ground conditions experienced during mining must be used to check the initial mine design and, if necessary, to provide a basis for design modification. Such a practical rock mechanics program includes comparative experience, in situ instrumentation and numerical modeling. The program begins with the geologic site investigation and continues throughout the life of the mine. It is an integral part of mine planning and operation.

Computers and communications technology have revolutionized many industries. In earthmoving, this revolution has just begun. The major changes are still to come but are just around the corner. This article presents a vision of this upcoming revolution in the earthmoving industry. This vision includes basic communication, machine monitoring and diagnostics, job and business management, planning and operations, and machine control. For the industry to realize maximum benefits from the information age, it must have a vision of the future that is shared by technologists, machinery producers and miners. History of the information age During the 1970s, the information age revolutionized retailing, starting with the grocery business. By using bar codes and laser scanners, individual items were connected to the information world of computers and communications. Once this connection was made, the data on what an item was and where and when it moved became valuable information for inventory control and marketing. Not only was the information valuable, it was easy and inexpensive to collect and manipulate. The effort required to provide the consumer with the right product at the right time was reduced. Costs went down and customer satisfaction went up. But there were casualties of this revolution. Many inventory counters lost their jobs. There were also equipment casualties. Cash registers that could not interface with the digital world were discarded long before the end of their useful life.

An acid mine drainage sludge sample, containing 3.6% Mn, 0.18% Ni, 0.15% Co and 0.39% Zn, was obtained from central West Virginia. The sample was leached at room temperature with a pH 3 sulfuric acid solution. Air was then bubbled through the leach solution at pH 4.5 to precipitate the iron. The leach solution contained 258 ppm Zn, 105 ppm Ni, 90 ppm Co and 2050 ppm Mn. Three solvent extraction studies were performed to selectively extract these metal ions in a sequential operation with DEHPA. Cyanex 272 and Lix 84. The A/O ratio was one, and the extractants were diluted ten times with kerosene. A study of solvent extraction with DEHPA showed that Zn could be extracted without Ni or Co up to a pH of 2.75. A pH of 2.75 is considered to be the optimum pH to maximize the selective separation of Zn from Mn. The separation factor of Co over manganese suggests that the two metal ions should be extracted together by Cyanex 272. The separation factor of Co over Ni indicates that these two metal ions can be separated most effectively around pH 5.3. Also, Ni can be effectively extracted by Lix 84 above pH 5.5.

Pillar design ought to be a matter of matching pillar strength against pillar loading conditions to come up with dimensions that will cause the pillar to behave as required - to stand forever, or for a limited time, or to fail in a controlled manner. But something has gone wrong in recent years, seriously wrong. Pillar design practices have departed from reality. The laboratory and computer have taken the place of the mind. If the mind is put to work and such pillar design practices are examined critically, it becomes obvious that they deal with conditions that do not exist in a real mine. Time, effort and money are wasted, and the end results are incorrect and misleading. These questionable pillar design practices have been passed on from generation to generation over the past 30 or 40 years. The hope here is that we can return to reality as soon as the questionable practices are generally recognized. We could then go back into the mines and define how pillars really work, and mining safety, efficiencies and costs should improve. Let us take a close look at current textbook design practices and compare them to real-life conditions. Common sense might then prevail. (At this time, we will consider only mine pillar design, but similar scrutiny should be applied to design criteria for width of openings, floor conditions and roof support systems.)

Most miners know that Latin America's major mineral areas are in the mountains of Mexico and down the backbone of the Andes in South America. These areas comprise some of the more rugged and challenging parts of the world's geography, and the risks of doing business in these areas are just as difficult as the impressive task of extracting and processing ores. However, Latin America does contain mineral deposits, some untouched and many to be discovered, that convince venturesome people that the tremendous effort required to mine them will be worthwhile. The rewards have often been adequate in the past. Hopefully, they will be in the future. Background The safest statement that can be made about Latin America is that the "ballgame is constantly changing." Here are some examples: Chile. Under President Frei in the 1960s, Chile welcomed foreign mining interests, even though the government was acquiring significant ownership interests in the big copper properties. Then, under Allende in the 1970s, the big mines were taken over and compensation was denied on various grounds including the allegation that extraordinary profits had been made that should have been taxed. After Allende, an about-face was made in policy; former owners of the expropriated mines received some compensation and new foreign investment was seriously welcomed. INTRODUCTION When Palmer King asked me to prepare a paper for this conference, it seemed quite appropriate, since I am Chairman of Subcommittee No. 4 of the U. S. National Committee on Tunneling Technology and we are presently making a detailed study of contracting practices. Before the end of this year, we expect to publish our report containing guidelines aimed at improving our contracting practices and minimizing the problems which develop therefrom. The American construction and mining industries today are glowing examples of the ingenuity of man pitting his wits against the unknown. Without the promise of rewards commensurate with the perils faced and the effort expended, it is doubtful that these industries could have reached their present state of advancement. Nevertheless, these industries are still primitive compared to many others such as aerospace and electronics. That our present contracting practices leave something to be desired is evidenced by the fact that many of our underground projects wind up with tremendous increases in estimated cost, financial disaster, and costly dispute and litigation. The situation is aggravated by the current economic uncertainty, energy crisis, and shortage of materials. At the same time, if our industries are to develop their maximum technologic potential, we must employ contracting practices which will encourage that development. The large open pit areas of surface mining as well as the huge quantities of residues generated during the digestion of bauxite with sodium hydroxide solution to produce alumina are considered as the most important environmental problems associated with the exploitation of bauxites. Aluminum of Greece, which is the only aluminum refinery in the country, located in Agios Nicolaos, Paralia Distomou, Viotia, produces almost 680.000 tones of bauxite residue annually which is pumped through pipes from the refinery to the sea bed of Antikira gulf. In order to avoid any kind of environmental problems related to this disposal method and to reduce the total volume of bauxite residue disposed of in the environment, Aluminium of Greece investigates several alternatives for bauxite residue utilization. In this framework, it also examines the potential use of bauxite residues as a filler in abandoned mining open pits. Bauxite residues are mainly composed of fine particles of silica, aluminum, iron, calcium and titanium oxides and hydroxides. Furthermore, the material presents low hydraulic conductivity, slightly higher than the limit posed for low permeability layers by the EC landfill directive. Based on these properties the dry disposal method was selected for disposing bauxite residues in mining open pits since it has many advantages such as reduced overall disposal cost, effective use of land and minimum environmental impacts. The results obtained for this method, which is investigated at demonstration scale, are presented in this paper.

INTRODUCTION Only in recent years have the environmental hazards associated with mining and tunneling operations been fully acknowledged and determined remedial action undertaken. The nature of these excavation operations leads to a wide diversity of hazards spanning mechanical, electrical, chemical, environmental, and physiological. The most insidious of these are unquestionably the environmental ones which have the greatest long-term effect and are the most difficult to pinpoint and monitor. It is the atmospheric contaminants that lead to a significantly greater illness and mortality rate among miners. Dust is the most prevalent, hence most important of the atmospheric contaminants. Respirable particles lead to diseases characteristic of many mining operations: coal workers pneumoconiosis, asbestiosis, silicosis, talcosis, anthrocosis, etc. But toxic and suffocating gases can be equally insidious and the most innocuous pollutant, methane, leads to the most imminently disastrous results of all - explosion and fire. This means that truly effective monitoring of the environmental hazards in tunneling cannot be limited to a few simple standard check measurements. It must include the most precise measurements we can make for specific, documented hazards and even for factors, such as noise and heat stress, not immediately obvious as hazards. The Federal Metal and Nonmetallic Mine Safety Act and more recent Occupational Safety and Health Administration standards are clearly designed to match such effective monitoring.
