A short course, held during the SME Annual Meeting in Phoenix, AZ in February, focused on software for surface and underground mine modeling. The objectives of the short course were to review techniques for surface and underground mine planning. Mine planning software vendors were invited to demonstrate how their software runs, given a standard data set. Six vendors of mining-specific software participated in the workshop. They were Exploration Computer Services (MINEX 3D), GEMCOM Services, Inc. (PC-MINE), KJRA Systems (VULCAN), Mine Development Associates (SURPAC), Micromine and MINEsoft (TECHBASE). Data set A data set was created to challenge the capabilities of each vendor's software. The criteria used for the data set selection were: • a minimum of 300 drill holes; • the data must include topography, drill hole survey, assay and formation contacts; • the deposit was multimetallic; and • there was the potential to be mined by surface and underground methods. The data set used was an actual, complex copper ore body with a small amount of gold. The ore body was close enough to the surface to be mined by surface techniques. Part of it, though, was also amenable to underground mining. To further complicate the problem, a river ran across the area of the ore body. This presented mine planners with the problem of either moving the river or mining around or below it. The ore body had not been mined, so no data was available for the tons and grade actually produced. Data for the mine planning problem was distributed to each vendor about two months before the short course. They had the opportunity to load the data into their systems, build an ore body model and perform preliminary work. During the first day of the workshop, the vendors received problems concerning the ore body. They went to work on their machines, attempting to show short course participants how their software could help solve the problem.

The Pittsburgh Safety and Health Technology Center of the Mine Safety and Health Administration (MSHA) has developed the Mine Emergency Responsiveness Development (MERD) program to improve the reaction and re¬sponse of mine personnel in mine emergency situations. The MERD program simulates problems that may occur in underground mine fires and explosions or surface mine accidents. Since its inception in 1982, the MERD program has been presented to MSHA, industry, labor and state government personnel. This versatile program is easily adapted to suit various training requirements. In 1992, a Mine Simulation Laboratory was built at the Natinal Mine Health and Safety Academy, Beckley, WV, to improve training for mine emergencies and prevention and fighting of mine fires. This facility is capability of simulating a coal mine and metal-non-metal mine for training purposes. It has been included in the MERD program to provide realistic and practical training for mine rescue teams and MERD partici¬pants in advanced mine emergency operations. The objectives of the MERD program are to improve the organizational and management skills of the participants in a rescue and recovery operation and provide a better understanding of the importance that various roles have on the overall organization and the importance of their interaction. The MERD program is not intended to provide the participants with all of the abilities and knowledge required to respond effectively to a mine emergency. Rather, it is intended to give the participant an opportunity to experience the emotions, frustrations and successes of a mine emergency without having to actually be involved in one. The participants are expected to return to their regular jobs with a greater appreciation of the environment in which emergency operations take place. Experience in mine emergencies is extremely limited in the industry today. The participants are encouraged to use the knowledge gained during a MERD program to develop or enhance a mine emergency plan suitable to their needs.

This is the 3rd Paper in a series by this author, the first two being published at the two previous International Conferences. Since the Aachen Conference, Rio Tinto has carried out an extensive benchmarking exercise to see how we are positioned with respect to other leading companies (in our sector and other sectors of major economic importance). We need to be sure that Rio Tinto is at the forefront of best practises in Sustainable Development (SD) and is using the most effective tools and methods. This paper will present key findings from this work. Rio Tinto Minerals, working as representatives of IMA-Europe was a leading contributor to the European Commission DG Enterprise Voluntary Reporting Scheme for SD Indicators in the Non-Energy Extractive Industry. In Rio Tinto Minerals we have been using these SDIs in the management of our business and the paper will report on how they contribute to the management of our business and the paper will report on how they contribute to business value in: deepening customer relationships, eco-efficiency of operations, land use planning and permitting for new and expanding facilities, community relations, policy engagement with government authorities and strengthening the bond between the company and employees. We continue to support the Voluntary SDI Reporting Scheme, considering it to be important in the expanding EU and as a model for other regions globally. For example we have ore suppliers in developing countries and we use these SDIs in assisting them to better their performance, for we have an obligation to use our influence for continuous improvement. The paper will describe this work. Over the last 12 months our company has created a new Industrial Minerals unit called Rio Tinto Minerals which brings together all the borates, talc and salt operations, R&D, marketing, sales and customer care worldwide. The paper will present also the new Sustainability Policy of Rio Tinto Minerals.

Introduction The Bailey mining complex is located in Greene County, PA, in the Talley Run valley. It includes two Pittsburgh No. 8 seam deep mines (Bailey and Bailey No. 2), a coal preparation plant, and two refuse areas. Clean coal is shipped from the complex by way of a 24-km (15-mile) rail spur. It con¬nects to the Monongahela Railroad in Waynesburg, PA. In early 1981, Consolidation Coal Co. (Consol) began a permitting effort aimed at building the mine. Construction began in Dec. 1981, less than six months after the first application submittal. Clean coal was produced by the Bailey preparation plant in Sept. 1984. Several factors allowed quick permitting at Bailey. Effective project planning, including early formulation of a project planning team, and identification of red flag issues helped. So did innovative responses to environmental questions, and development of environmentally sound project designs. Forming a project planning team Consol management decided that Bailey mine construction had to begin in late 1981. A project permitting team was immediately formed to see that this goal was achieved. Team members included a project manager and personnel from Consol's engineering, environmental, and operating departments. Communications among all team members was crucial in obtaining the various state and Federal environmental permits. All project permitting team members participated in weekly meetings during application preparation. Discussions at these meetings ranged from recent public contacts, to application content, to environmental design considerations. Establishing a project manager was critical to the team's success. The project manager was responsible for seeing that permit acquisition, facility construction, and operation of the mining complex proceeded on schedule. The project manager had the final word, mediated disagreements, and frequently served as project spokesman to the public. Identifying red flag issues Red flag issues are those environmental factors with the most potential for delaying the schedule or stopping the project. The first red flag issue identified was organized local opposition. This opposition had completely derailed a US Soil Conservation Service proposal to build a multipurpose dam on Enlow Fork, a short distance

The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. INTRODUCTION Evaluation and optimization of mineral processes has been going on since the the first plant started hundreds of years ago. A huge mass of knowledge has been collected since then. The main problem with this type of empirical knowledge of complex processes is that it is very difficult to formulate and document. The methods used for collecting the knowledge is not consistent but-varies with "he person" that does it. In the late 60's and early 70's efforts were made to use computer based techniques to evaluate process performance and to formulate process models for mineral processes. Models were developed, such as the flotation model by R. P. King (1973) which is still used to simulate flotation circuit behaviour. During the 70's. a number of mass balancing packages were developed together with process simulation packages. The industrial sector also made great efforts to develop and utilize computer based systems for process control and evaluation. The expert system that BOLIDEN created in 1974 at the Kristineberg plant was a remarkable achievement considering the hardware (CDC 3600) and the software tools (FORTRAN) available at that time. The main obstacle to successfully implement optimizing computer control of mineral processes was and still is the limited knowledge about the dynamics of complex processes. There are, however. many activities going on in this area today and it seems that the technology is very near a break through. Process evaluation is the most important tool to improve and maintain the optimal performance of a process. Today dedicated computer based techniques are used for fast and reliable screening of the processes. The stages in process evaluation consist of three basic steps: - Data acquisition, manually or by data logging. - Data refining, mass balancing and parameter calculation. - Data evaluation. The refined data can then be used for model construction/calibration and subsequently for process simulation. INTRODUCTION The use of high pressure water as a means of excavating valuable mineral from the earth dates back many hundreds of years, but is most familiar through its use in sluicing the gold bearing deposits of California and Alaska. Interestingly, that practice, which dates back from at least 1852, is now nearly defunct with only one known surviving hydraulicking operation.(l) In that particular development water under a relatively low, natural pressure head is carried to a nozzle and from the nozzle it is thrown a distance of perhaps 20 ft to wash the gold bearing material down into a channel from whence it's carried over some mineral collector, and the water is then recirculated. Development of this practice in coal mining began in Russia in 1915, and Dr. Muchnik established the criteria for hydraulic mining during the 1930's. The first water jet mine was established underground in 1939 and has been followed by several larger mines to the present day where there are at least 11 large mines producing about 10 million tons of coal per year in the Soviet Union.(2) Water jet mining has expanded from Russia through Japan, Germany, Poland, Czekoslovakia, and mainland China. The nearest location to the United States is currently at the Kaiser Mine in Sparwood, British Columbia, where a three-man crew has mined up to 3,400 tons of coal in a 6-hr shift. There are many advantages to this particular operation. It is one of the safest mining operations for coal in Canada and has won safety awards because of this. The process is relatively cheap since the cost of the equipment is much lower than that which would be required conventionally using either longwall or shortwall mining, and transportation is achieved by fluming the coal to a central station using a gravity feed and then pumping to the surface, (3) For this

Compared to alternative ways of dealing with coal fines, oil agglomeration has always been a commercial bridesmaid and never yet a bride. Yet interest is high in the process, as shown by a number of pilot plants in operation that are funded by industry as well as government. In the past in the US, alternative ways to handle coal finer than 100 to 200 mesh included flotation, or no treatment except dewatering, or discarding the fines as waste. There are now a number of factors that tilt the economics more toward fine coal recovery. Today, the cost of mining a ton of underground coal runs from $22-30, and discarding even 10% as unrecovered fine coal is a real economic loss. A number of attempts (notably by EPRI) have been made to quantify the effect of coal cleaning on utility boiler operations. Transportation and ash handling costs, frequency of unscheduled outages, fouling and slagging problems, and boiler tube erosion are all lowered by cleaning coal. The advantage of coal cleaning on these parameters has been shown, but the dollar amount varies with many assumptions and is difficult to pin down. The message to a utility, however, has not been lost and the trend toward cleaner steam coal is accelerating. This may lead to fewer installations that only wash the coarse coal, and add back the unwashed fine coal until a maximum contractual ash limit is reached. And, as the proportion of coal fines continues to increase by continuous and longwall mining, it may become impossible to clean the coal sufficiently without cleaning the fines. Flotation and oil agglomeration are the only processes that presently deal directly with cleaning the very finest coal fractions. Flotation has proven its effectiveness in cleaning blackwater and in separating fine coal from mineral matter. It has the achievable potential for far greater pyrite rejection than is now obtained in commercial preparation plants. Minter's excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney's discussion broadens Minter's 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney's discussion and Minter's reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in a broad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin's Archean hinterland and its affects on Witwatersrand sedimentation.

Introduction The disposal of mine tailings, development rock, and other unwanted refuse material underground in mines by using pneumatic conveying techniques has been undertaken in the coal industry for many years. Similar equipment has been utilized for backfilling hard rock mines and is currently being applied in a gold mine in South Africa where development rock is being stowed in the mined-out stopes to help reduce the incidence of rock outbursts. On a limited scale, pneumatic conveying has been applied for backfilling uranium mines and one particular mine in New Mexico, U.S.A., has used this technique for 8 years. Other uranium mines in this area are now considerinq the dry backfill technique to eliminate the problems associated with hydraulic fill. The need to backfill in uranium mines is primarily of importance to improve ventilation, stabilize the pillars and roof, and possibly to extract a larger percentage of the uranium ore. If this can be achieved by utilizing the tailings from the beneficiation plant and using rock from the development headings which in itself may be slightly radioactive, then a greater benefit can be derived. Backfill can be achieved with hydraulic fill methods by running slurry into the stopes and allowing the water to decant and return through the footwall development entries to sumps for pumping to the surface. However there are several disadvantages associated with this method in that water is percolating throough the mine workings; it is necessary to build bulk heads in flat lying deposits; it is difficult to fill right to the back; and the decanted water takes with it quantities of the finer sand particles which results in maintenance problems with the mine pumps. Pneumatic conveying can overcome these problems in that the voids can be completely filled with high degree of compaction, heavy bulk heads are not necessary, the development rock can be added to the pneumatic system for disposal underground so eliminating hoisting cost to the surface, and cement can be added to the wetted material. The world-famous beryllium deposits at Spor Mountain, northwest of Delta, Utah, are the principal resource of beryllium in the United States. Beryllium metal, beryllium-metal alloys, and beryllium oxide ceramics have a long history of specialty applications. Beryllium is used in X-ray windows, nuclear reactors: and a wide variety of industrial and electronic products. The Spor Mountain deposits are located on the western rim of the Thomas caldera, one of at least three volcanic depressions that subsided during voluminous eruption of rhyolitic ash-flow tuff in early Oligocene time. Beginning in early Miocene time, the caldera rim and its volcanic fill were cut extensively by basin-and-range faults. Basin-and-range faulting was accompanied by local eruption of high-silica rhyolite. High-silica topaz rhyolites at Spor Mountain (21 Ma) and Topaz Mountain (6 to 7 Ma) are especially rich in fluorine and lithophile trace elements such as beryllium. Topaz rhyolite of the Miocene Spor Mountain Formation, or its magma was the source of the Spor Mountain beryllium deposits. At Spor Mountain, deposits of beryllium, as submicroscopic bertrandite, Be4Si207(OH)2, occur in rhyolite tuff beneath flows and domes of topaz rhyolite. The beryllium deposits also contain minor disseminated fluorite, lithium, uranium, and anomalous traces of other lithophile elements. The host tuff, originally composed of glass, zeolite, and abundant clasts of carbonate rock, has been altered to clay and potassium feldspar. Fluorite, quartz, and opal replaced carbonate clasts in the tuff. Beryllium was deposited with fluorite in altered clasts and in the matrix of altered tuff. Fluorspar and uranium deposits are spatially and genetically associated with the beryllium deposits at Spor Mountain. Fluorspar deposits at Spor Mountain occur mostly in breccia pipes. Some fluorspar pipes contain uranium, thought to be dispersed in the structure of fluorite. Secondary uranium minerals are dispersed throughout the tuff that hosts beryllium deposits and comprise lenses of ore-grade uranium at the Yellow Chief mine.

The Georgia kaolin District is the world's largest producer of kaolin. Georgia production tripled from 2,344 million metric tons in 1964 to 7,570 million metric tons in 1994. Development of the Georgia kaolin industry can be traced to the mineral resource, the adoption of innovative process technologies, and the market growth for kaolin. Georgia kaolin is an abundant and high-quality resource that shows a range of advantageous properties. Technical developments in wet processing, delamination, and calcination allowed production of high-value products. The application of kaolin pigments to the paper industry provided a market that could absorb rapid growth.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

Over 80% of roof falls in Illinois coal mines occur at intersections. Regular intersection geometries with sharp corners have been typically analyzed in literature. This study has analyzed stress distribution around typical field 4-way intersection geometry and compared it with similar data for regular four-way intersection geometry. These analyses were performed using 3-D numerical analyses for a typical lithology associated with No 6 coal seam in southern Illinois. Linear elastic and non-linear analyses, using Hoek-Brown failure criteria for different lithological units, were performed. The 3-D models incorporated bedding planes and pre-mining horizontal stresses. Effect of diagonal widths of the intersection and pre-mining horizontal stresses were examined due to their influence on stability. In addition to stress distribution, contours of safety factors, and displacement analyses were performed to assess stability of intersections.

Ventilation and refrigeration for mine climate modification, contributes significantly to the operating costs of a deep hot mine. Mine climate simulation programs can be used to minimize the impact of these costs. There are several computer codes available including CLIMSIM?, to assist in this work. Whichever simulation program is used, it is the mine ventilation engineer who must supply the input data. This paper raises and answers the following question, namely: what accuracy is required of the basic input parameters, in order for a certain precision to be obtained in the predicted air temperatures? In the first part of the paper a new approach is described to estimate the dry and wet bulb temperature of the airflow, either in a dry or wet roadway. The calculation procedure allows an arbitrary temperature change with time, using Duhamel's superposition solution. Matrix-vector representation is applied to simplify the computational structure. In the second part of the paper the sensitivities of the dry and wet bulb air temperatures are analyzed to the changes of the rock thermo-physical properties, the heat transfer coefficient and the wetness factor.

Kaolin tailings ponds play an important role in reclamation of land and water. Discharges impounded from kaolin plants include oversize fractions consisting of coarse kaolin, mica, quartz as well as magnetically extracted contaminents, acid filtrates, and plant washdown streams. Tailing ponds perform an essential function in sedimentation of particulates, blending and reoxygenation of liquid waste, and neutralization and clarification of discharge water. During the past fifteen years, most kaolin firms have segregated their coarse filler waste to allow for possible reclamation for production of delaminated coating clay. This excess coarse filler fraction constitutes a reserve for future coating clay production.

It has been estimated that about 45 tonnes of mercury are emitted annually in the USA in the atmosphere as a result of burning coal in power-generating plants. A similar situation had existed in the metallurgical industry particularly in zinc production plants but this problem has been solved long ago by introducing scrubbing systems. Methods of mercury removal and recovery are discussed.

The computation of hydrometallurgical equilibria is very difficult because of the many complex species in solution, the precipitates, condensed species, or solids, and the activity coefficient corrections necessary to non-ideal thermodynamics. Our objective was to tryout recently developed genetic algorithms to minimize free energy and solve the equilibrium computation. We selected test problems that were seemingly unsolvable with more traditional algorithms, and we applied genetic algorithms to them. We were pleased to find that genetic algorithms succeeded where other algorithms did not. We concluded that they are an effective tool for hydrometallurgical equilibria.

A test of a solvent extraction (SX) pilot plant featuring electrostatic coalescence has been performed by C-E Natco at the United Nuclear uranium mill in Church Rock, New Mexico. Operating in parallel with the United Nuclear SX system, the C-E Natco electrostatic SX pilot plant exhibited comparable extraction efficiency to the United Nuclear system which utilizes conventional mixer-settlers. The C-E Natco pilot, however, operated at much higher liquid loading rates and exhibited less communication between the aqueous phases of the extraction and stripping circuits.

"Social License, the consent of the neighbors and community to develop and operate a mine, has received little attention until recently. Though social license is intangible, not having this relationship with the community carries operational and economic risk to a project, potentially including future impairment of the asset. Acquiring and maintaining social license is a long term personal relationship. It requires communication, commitment, consistency, and transparency. This presentation will review the building blocks to acquire and maintain a social license based on experiences with mining projects in Mexico. INTRODUCTION Mining has been a source of controversy for at least 500 years. “Since there has always been the greatest disagreement amongst men concerning metals and mining, some praising, others utterly condemning them” (Agricola 1556). In 2015 it is widely recognized that mineral resources and reserves must give due regard to the social license in order to operate. “Most commonly, the SLO is understood to refer to ‘the ongoing acceptance and approval of a [project] by local community members and other stakeholders that can affect its profitability’ (Moffat 2014).” “Social License to Operate has gained traction, in part, because it is also a concept which – while remaining poorly, technically defined – is generally easily and widely understood by community stakeholders.” (Bice 2014) A generation ago I learned that mining is based on a stable platform supported by three pillars, geology, mining and metallurgy. The three legged stool is a very stable structure.In 2015 it seems that we have added some other legs to the stool. The JORC code addresses “social, and governmental factors” (JORC 2012), and refers specifically to social license in Section 4 of the Report Template “Estimation and Reporting of Ore Reserves”. The Canadian CIM Guidelines refer to “environmental, legal and social data” (CIM 2003).Compared to these the 2014 SME Guide is positively verbose stating “a discussion of any potential social or community related requirements and plans for the project and the status of any negotiations or agreements with local communities,” (SME 2014) although in all cases the scope of this disclosure is left at the discretion of the Competent Person."
