On December 8th of last year, the new St. Clair River tunnel was holed-through to Port Huron, Michigan. The tunnel, commissioned by the Canadian National Railway, was needed to replace an existing tunnel that had been built between 1889 and 1890, and had remained in continuous operation until the new tunnel was opened to traffic in April of this year. The original tunnel, after more than 100 years of service, was still structurally sound, but was too small to accommodate the double stacked container cars and other advances in the railroad's equipment that had developed over the years. Prior to the construction of the first tunnel, all freight was barged across the river. It was a slow, expensive process, which in winter was sometimes impossible. The nineteenth century tunnel was built in twenty months, utilizing two shields that mined to the middle from each end. The lining, which is still in excellent condition, consisted of bolted, cast iron segments, with an O.D. of 6.4 meters. It was the first sub-aqueous tunnel built in North American, and it's use of compressed air under the river and hydraulic power on the shields may also have been firsts. The digging was done by hand, and the muck hauled out by mule drawn wagons. Boulders and methane gas were reported to be a constant problem during the drive, and compressed air sickness was common, but when the two shields came together in August of 1890, it was reported that the alignment was within 6 mm. The new St. Clair River Tunnel was constructed for basically the same reason as the original. The larger equipment which the railroad is using today would not fit through the old tunnel, and once more they were forced to ferry the cars across the river.

INTRODUCTION Rock bolts are one of the most common mine support systems in use today with approximately 90 to 95 million used annually in the nation's coal, metal and non-metal mines. By far the largest majority of these are steel bolts with mechanical expansion shell anchors. Many theories have been advanced to explain the ground control achieved through the use of rock bolts. Most of the theories are applicable to a specific set of circumstances, geology, geometry, rock properties and in-situ stresses. Examples are those which relate the beam building or strata-hanging theories of ground support used in the rectangular openings of a coal mine(l). In tunneling and most metal mining, either circular or horseshoe shaped openings are normally used. Here, bolts may be used to develop a radial stress around the opening, which adds stability to that opening, or merely pin blocks of rock back into more stable ground so that they cannot slip. In most cases, the bolts are torqued to a specified value to seat the anchor and to achieve the pre-load or tension that is desired. To be effective, however, this tension cannot be lost through bolt slippage or creep frequently caused by blasting, moisture attack or raveling of the rock surrounding the drill hole, etc. Furthermore, in soft rock or in oversized holes, sufficient anchorage cannot be achieved with the mechanical anchor, and in very brittle rock the concentration of forces produced by the expanding anchor might cause a crack to propagate from one drill hole to the next. In considering the use of underground space for civil works functions, there are several criteria that must be met if transfer of any of them is to occur. It is important to recognize that these criteria involve social and political as well as conventional engineering and economic considerations. It is the purpose of this report to identify certain of these criteria and develop a set of measures that will permit the evaluation of the potential benefit of transferring civil works functions underground. The work reported here was completed for the ASCE and is contained in the report, Undergound Space, 1973. If one examines the total direct and indirect economic return from the location of civil works in subsurface rather than surface space, sizeable benefits accrue. This occurs largely because design, construction, operating and maintenance costs of these systems are highly dependent upon the forces exerted on these systems by the surface enviroment itself. Transferring of these facilities to underground space would eliminate a large segment of those costs. It is equally true that civil works functions compete with other uses for surface space and generate significant conflicts with these competing uses. Highway construction takes land from other productive uses. Electrical transmission lines conflict in terms of safety and aesthetics with adjacent social activities. Assuming that construction costs can be made equivalent, the analyses in the previous report indicate that the locating of all civil works functions underground would yield an annual net savings to the society of the order of 60 billion dollars. Gold in many ores occurs in sulphides, which, if the gold is finely disseminated, renders the ore refractory and therefore not amenable to the simple process of milling and cyanidation. Traditional methods of treatment of these refractory ores is to produce a sulphidic flotation concentrate which is roasted to form a porous calcine from which the gold is recovered by cyanidation. The roasting process imposes a constraint of a minimum sulphur grade of the concentrate on the flotation plant, which may lead to a lower gold recovery being achieved in the flotation section. Thermal decomposition of the concentrate by roasting means that the sulphur contained therein has to be treated and disposed of in an environmentally acceptable manner; and, if arsenopyrite is present in the concentrate the environ- mental aspects will be worsened. It has long been recognized that finer milling of gold-bearing materials improves the liberation of gold, especially when the gold particles are very fine. After extensive laboratory and pilot plant investigations (Liddell, Patents), a suitable mill has been developed for the mining industry by Metprotech, which is capable of producing very fine grinds (down to 90 percent passing one m if necessary). In the course of the investigations it has been found that a large number of gold-bearing materials are amenable to fine milling. A specific advantage that fine milling of sulphidic materials has over oxidative processes such as roasting and bacterial leaching is that the sulphides are not decomposed and there is therefore not a sulphur disposal problem. Furthermore, the milled sulphides can become a future sulphur feed source, and can be reclaimed if necessary. Roof bolting has been widely used in hard rock underground mines for its many advantages. In this paper, the applicability of roof bolts to mine openings in frozen ground and effects of bolts on the stability of the openings are presented. A comprehensive finite element program ABAQUS, was used to analyze the temperature distribution, the stress field, and the displacement field around a mine opening. Openings supported by roof bolts and unsupported were analyzed. The thermal and mechanical processes were treated as a quasi-coupled problem, with the thermal analyses being conducted first, followed by the mechanical analyses in each case. For the opening under consideration with a roof area of 15 m2, five to seven roof bolts are appropriate. When the number of bolts are less than five, the displacement within the ground can be improved only locally.

Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

Prior to initiating construction of a new mineral development project, sponsoring organizations must be convinced that the operation will be viable. Proof is typically provided by the feasibility study. Considerable man hours will be spent in assessing and evaluating data on the deposit, its environment, and the means of development. Impact studies must be made for various scales of operation, inclusion of by-products, new methods of treatment, deferent levels of integration, and infrastructure configuration. Examples of current materials handling cost estimates are provided from the ongoing investigation in which Amoco is a participant at Ok Tedi in Papua New Guinea and Gag Island in Indonesia.

The water chemistry of the froth flotation pulp is one of many parameters which can affect the flotation process. The fluid may contain certain inorganic salts which, along with increased ionic strength, can produce undesirable flotation depression or activation. A source of a salt could be the use of calcium chloride to prevent freezing in ore cars, chutes, and bins (Anon., 1980). Alternately, the salt or salts could be initially contained in the water as in the case of sea water and some brackish waters. These salts may become more concentrated because of the need for recycling of plant water due to environmental regulations and/or economic considerations (Davis, F.T., et. al., 1976). The presence of inorganic salts in flotation pulps and their effects upon the recoveries and surface chemistries of different oxide minerals have been the object of various studies. Some researchers (Fuerstenau, D. W. and Raghavan, 1976; Fuerstenau, D. W. and Modi, H. J. 1960; Kulkarni, R. D. and Somasundaran, P., 1977) have reported that addition of a salt can increase or decrease flotation recovery depending upon the particular system.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

Corrosion has long been identified as a potential risk to the long-term ground support stability due to degradation of internal ground support elements such as rock bolts but also to surface support from mesh, straps, bolt plates, and ancillary support of utilities such as hangers. The emphasis is to understand the corrosion mechanisms on the primary ground support elements and any supplemental steel or arch sets. The water and chemical processes from oxidation(rust), stress corrosion cracking, and even the electrical charge created during these reactions contribute to the corrosion of the steel support elements. The main goals are to mitigate the effects of corrosion and to be able to predict those areas of high water or high sulphide for potential rehab maps. It is also essential to identify and classify the visible corrosion as part of damage mapping and provide bolt testing to those areas of suspected internal damage from corrosion. This is important to get an estimate of the support longevity or expected life before rehab to minimize the overall cost of the operation.

A comprehensive, site specific water management plan is of primary importance to the successful implementation, operation and decommissioning of any mining project. Formulation of a plan requires an orderly planning process consisting of identifying problems, establishing planning criteria based on the guidelines and requirements of regulatory agencies, and an iterative procedure of identifying, investigating, and evaluating plan elements and alternative plans. A typical uranium surface mine operation consists of a mine pit or pits, spoil pile areas, crusher, processing plant, and tailings disposal area. A water control plan addresses the problems of diversion of natural runoff from undisturbed areas around the mine; and diversion, collection, and treatment of runoff from within the mine area. A water control plan is required to determine the location and size of appropriate control and detention structures; their cost; and the schedule for permit activity, design, and construction. The plan must be formulated to meet the requirements of both the State and Federal regulatory agencies.

Approximately sixty, small, surface coal mines in Pennsylvania participated in a program designed to improve safety performance in the workplace. The method involved the use of safety sampling and observation to assess the safe standards of worker behavior and work conditions. Data were collected through the use of operation-specific, on-site safety records covering seven major occupational units. Workplace events observed (acts and conditions) were assigned a hazard classification; feedback, both immediate and delayed was initiated to improve safety performance. The experiences drawn from this pilot project have proven the need to continue to pursue this behavioral approach; however, a stricter methodology needs to be adopted in the collection and analysis of data.

Rare earth element (REE)-and gold-bearing breccia pipes are a potentially significant economic target in the Pea Ridge iron ore mine, Washington County, Missouri. The Pea Ridge deposit is one of eight known volcanic-hosted iron ore deposits in the Middle Proterozoic St. Francois terrane, which are similar to the Olympic Dam-type deposits of Australia. The iron orebody is steeply dipping, tabular-shaped, and cuts across the host rhyolite. The footwall of the deposit is zoned from the massive apatite-bearing magnetite core outward to heterolithic breccia, pseudobreccia, specular hematite zone, to an extensive silicified zone. The hanging wall is zoned from the massive magnetite core outward to a heterolithic breccia, pseudobreccia, and an amphibole skarn zone. The REE-rich breccia pipes cut through the various lithologies along the footwall at or near contacts. They are typically 60 m long, 15 m wide, and extend at least 120 m vertically. The pipes are comprised of fragments of rhyolite host rock, massive magnetite zone, specular hematite zone, and silicified zone rocks supported in a matrix of rock flour, barite, feldspar, monazite, apatite, chlorite, xenotime, and, locally, gold. Total REE oxide content of samples of the ground mass material, which are not diluted with lithic fragments, average about 20 weight percent. Grades from working faces in the mine are lower and average about 12 weight percent. Gold distribution is erratic, but concentrations are as high as 371 parts per million.

Crystalline Flake Graphite is a strategic mineral. Since 1954 nearly all North American consumption has been imported from offshore. The Bouthillier Project in Quebec, Canada, is Orrwell Energy's bid to enter the market. Milling of flake graphite is considered easy, yet more problems have been encountered in flowsheet and plant design than in most other minerals. A fresh approach to existing technology was taken, giving results that are highly satisfactory. The key to graphite liberation without flake deterioration is found to be in autogenous grinding. In addition to producing marketable coarse graphite by such autogenous grinding, flotation and tabling, super purity fines can be produced using repeated regrinding, elutriation and flotation. This paper discusses the design of a 500 TPD plant based upon the results obtained from bench and pilot plant studies.

Vibration and air blast noise from blasting were evaluated during a research program which was sponsored by the U. S. Bureau of Mines. Blast variables were studied using small scale model (SCM) tests to evaluate specific variables as well as interactive effects, followed by experiments with production blasts at the surface coal mines. Experimental data showed that the primary variables affecting the ground vibration amplitude are the charge weight per delay and the length of the delay interval. Blast variables having a significant effect on the overpressure amplitude include the charge weight per delay, the length of the delay, burden and spacing, stemming amount and type, direction of initiation, charge depth and amount of detonating cord and cover.

The growing national concern over energy has aroused a great deal of interest in the most efficient and least costly way to use our remaining fossil fuel reserves. A number of studies have been published which compare the overall thermal efficiency and cost of gas and electric energy. These studies have been carried out by a wide variety of organizations including Oak Ridge National Laboratory, The Rand Corporation, The Stanford Research Institute, and The Institute of Gas Technology. This paper is an attempt, by PGandE, a large combined gas and electric utility serving most of the northern and parts of central California, to compare the cost and efficiency of gas and electric energy for certain residential appliances using actual operating data and financial statistics for the year 1974, and thereby develop some guidelines for future energy developments utilizing these limited fossil resources. The appliances chosen for the study were kitchen ranges, clothes dryers, hot water and space heaters. These appliances were selected because they can be served with either gas or electricity and they account for approximately one-third of PGandE's total residential electric sales and nearly all of PGandE's residential gas sales.

Outokumpu flash smelting of copper concentrates was introduced in 1949 and flash smelting of nickel concentrates in 1959, both at Harjavalta in southwest Finland. The first flash smelter outside Finland was started up in 1956 in Ashio, Japan. Between 1956 and the present about 25 flash smelters for copper, and nickel concentrates have been put into operation in different parts of the world. Outokumpu"s research organization has been highly involved in the development of flash smelting. For example, a direct blister flash smelting process was developed in 1975 and introduced in Glogów, Poland, in 1978, and another has been designed for Zaire. This straight metal process is based on low iron content of the concentrate, which reduces the amount of recycling slag copper. Additionally, the concentrates are rather low in impurities.

In-pit crushing and conveying (IPCC) is getting popular in deeper open pit mines as a suitable alternative to truck haulage because it offers a lower operating cost due to shorter haulage distance and less truck requirement. Semi-mobile in-pit crusher, currently the most popular IPCC system, is relocated every two to five years, and the short-term plan needs to be updated accordingly. To the best of our knowledge, short-term planning with IPCC is an area of research that has yet to be explored extensively, and hardly any model can generate a shortterm extraction sequence considering an IPCC. This research work proposes a mixed integer programming model to develop a short-term production plan within a time horizon of 12 months. The model's objective is to optimally allocate shovels to minimize the cost of material handling and maximize revenue subject to meeting plant requirements, maximum allowable tonnage variation and IPCC location constraints to achieve production and NPV targets set by the strategic plan. The proposed model will be implemented in an iron ore mine case study for verification. The model is developed and solved using MATLAB. The comparison of results between scenarios with and without IPCC justifies the use of IPCC in large open pit mines from a short-term perspective.

It is not news to anyone in the mining industry that federal action in the prevention and abatement of air pollution has seriously affected the industry both directly and indirectly. It is the purpose of this paper to review how the development of federal action is directly affecting the coal mining industry's number one customer, the fossil-fuel-fired steam generating power plants and, consequently, the industry itself indirectly. In essence, Public Law 84-159 of 1955 as amended by the Clean Air Act of 1963 and its revisions in 1967 and 1970 progressively tightened federal coordination and management of air pollution control programs throughout these United States. The Environ- mental Protection Agency (E.P.A.) set up to direct the programs was charged to establish National Air Quality Standards, Standards of Performance for New Stationary Sources, and National Emission Standards for Hazardous Air Pollutants.

The necessity for mineral extraction and its impact on man and the natural environment is a subject of increasing concern to Americans. Rising living standards and new demands for energy require increased mineral extraction, whereas the "new environmentalism" and concern over social well-being warn of the dangers to both the environment and the social system. This dilemma can only be solved by a complete understanding and analysis of all the factors relevant to human welfare which include environmental considerations, economic implications, and the social and psychological dimensions. A decision-making framework is therefore necessary which will encompass all relevant views of the problem.
