Traditional or artisanal goldmining, also known as small scale goldmining, has a strong and probably a negative environmental impact. The processing methods applied are very frequently a source of severe pollution due to the emissions of mercury by the extraction of gold by means of amalgamation as well as the emissions of cyanide through cyanide leaching of gold bearing ores. The emissions find their way into the environment and contaminate soils, sediments, water and atmosphere. Abnormal concentrations of mercury and cyanides in waterways are known to occur year after year destroying irreplaceable regions of the world. Mercury and cyanide compounds are highly toxic and may directly create permanent damage to the whole ecosystem. Existing methods for recycling of mercury and for decontamination of mercury and cyanide contaminated tailings are not customary applied in small scale mining and are ineffective as well. Based on investigations of traditional and small size goldmining, this paper presents: -processing methods of gold and discarded tailings under consideration of environmental protection; -figures on actual situation; -recommendations for equipment; -some decontamination methods for mercury and residual cyanide. Mineral Processing methods in traditional gold mining Gold is usually existing in its ores as the metal alloyed with metallic silver and perhaps copper. The element may occur in the form of: -native gold -inclusions also of microns or submicroscopic size metal sulfides (auriferous) such as pyrite, pyrrhotite, stibnite, arsenopyrite and galena -combined as telluride or sulphotelluride. The separation process selected depends on whether the gold can be freed from its unfavorable associations (e.g. gangue) at a sufficiently coarse grain-size, or whether it is carried in a heavy sulfide which can be freed similarly. The usual practice is to concentrate the goldbearing mineral at a relatively coarse grain-size and to regrind the ore if necessary. The gold content is concentrated by secondary or tertiary gravital methods or is extracted by chemical methods (amalgamation, cyanidation etc.) Gold, even when of fine grain-size, settle readily due to its high specific gravity from pulps in which the main gangue mineral is quartz or silicates. Amalgamation is the process of separating gold and silver from their associated minerals by binding (entrapping) them into a mixture with mercury. The cyanide process is applied to separate gold or gold-bearing compounds by dissolution from the finely ground ore (CIP, CIL, RIP), or as heap leaching. The dissolved gold is separated from the solids and the metal-rich or pregnant solution is then treated to recover its gold. Gold is also recovered by flotation methods. This process is widely used in treating base metal ores and in separating various sulfide components of ores, as well as in removing the barren gangue. The gold usually associates with a specific product in a sequence of flotation operations and is recovered subsequently in the smelting of the sulfide concentrates and refining of the metallic products, or by cyanidation of the roasted concentrates. Froth-flotation can be applied to separate gold and sulfide minerals from a finely ground pulp. The Amalgamation Process Amalgamation is the main method for the recovery of gold in traditional mining and is applied for the extraction of gold from placers as well as primary ores. The mineral technology used depends on the nature of ore deposits. In winning gold from solid ore, the matrix of minerals and rocks must be crushed and ground to sufficient fineness to liberate the gold. The liberated gold could be treated similar as free gold from placers. Gold is mainly separated from the valueless gangue (barren rock) by utilizing the difference between the density of the impure native metal (density about 16-19) and the gangue (density about 2.5). In simple operations the material is carried by a stream of water down a sluice generally equipped with small transverse barriers (riffles) against which the gold collects. The riffled sluice is the principal device used by artisanal gold miners. Nowadays, spirals as well as centrifuges, such as Knelson separator or Falcon separator, are occasionally applied for gold recovery. Gold may also be recovered from the pulp, by passing it over corduroycovered tables that catch the heavier particles - a method maybe as ancient as gold mining itself. The minerals industry, comprising producers and users of industrial minerals and metals, aggregates and ornamental or dimensional stone, oil, gas and derivates as well as coal and by-products, provides vital inputs to Europe's economy and social well-being. Because of their great diversity, minerals and their derived products are necessary for almost every aspect of life. The European Technology Platform on Sustainable Mineral Resources (ETP SMR) unites hundreds stakeholders from industry, the re-search community, public authorities, the financial community, regulators, consumers and civil society around the major technological challenges to the sector, in order to jointly act towards a common vision. The Platform will contribute to strengthening one of the fundamental pillars of the European economy and society. The Strategic Research Agenda (SRA) of the ETP SMR is designed to act as a realistic and inspirational guide to defining a comprehensive research programme that will mobilise stake-holders and ensure that European competences are at the forefront of science & technology worldwide. It will help to stimulate investment in research and provide guidance for policy options. The SRA shows the way the mineral industry has to proceed in forthcoming decades if it is to serve European society in the way necessary. Without a strong European minerals industry, the future development of the EU economy risks to be curbed significantly.

Introduction Coal extraction by continuous miners (CM) is currently the most common underground method in the US industry and accounts for slightly more than two-thirds of the nation's deep mining production (National Coal Association, 1987). Even if longwall mining should become more commonplace, it can proceed only after ventilation and access entries have been driven by CMs. Since an area of concern continues to be the effects of the dust generated on the health of mineworkers, this paper discusses the relationship between the elemental compositon of mining-generated airborne dust sampled from the immediate ventilation return of a CM and laboratory-generated dust derived from channel samples taken from the mines. There are several potential contributions of this type of study to the coal mining industry. First, after more fundamental knowledge of the causes of Coal Worker's Pneumoconiosis (CWP) is learned, the laboratory-generated respirable dust could be used to identify a potentially hazardous coal seam. Also, this study could possibly aid in understanding the fundamental causes of CWP by producing mining-simulated samples of coal dust that could be used in epidemiological studies. Further, assuming that there is no difference in the elemental composition of a drill-core sample and a channel sample from the same location, a mining company could predict a new mine's respirable dust elemental composition in the immediate ventilation return by using exploratory drill core samples of the roof, coal, and floor rock to prepare the laboratory dust. Ventilation engineers could then use engineering design and control measures during premine planning to reduce the incidence and severity of CWP by better ventilating the potentially hazardous coal seam. If this proper planning prevented any future changes to the ventilation equipment and mine design, much time and money could be saved. Scope of work To investigate the variability of the chemical characteris tics of respirable dust, airborne dust samples from eight underground coal mines located in the eastern and midwestern United States were collected with eight-stage Sierra Model 298 Marple cascade impactors, as well as 25 channel samples of mined material. Each channel sample was removed from the middle of the coal face before mining occurred. Sampling of the mining-generated dust was conducted by Lee (1986) by sampling the entire working sections, primarily for characterization purposes, to obtain information on the locational variability of dust characteristics. Research performed for this study used the elemental analyses of the mining-generated dusts he sampled in the immediate ventilation returns of CMs. The procedure that was used to produce the laboratory-generated respirable dust was based on the Hardgrove grindability test since it reflects the pulverizing characteristics of coal. This test was chosen for several additional reasons. First, it is repeatable and reproducible. A consistent amount of input energy is used as well as a specified size range of feed material to be crushed (the channel samples). Second, it is thought to generate secondary dust in a way similar to that of the crushing and grinding of the coal and rock as they pass through the arc-shaped cutting path of the CM's cutter head. The potential effect on dust generation by this secondary grinding mechanism may be at least as much as that produced by primary fragmentation, which is dust produced by the cutting action of the bit against the coal or rock (Roepke, 1984). Finally, the Hardgrove grindability test is well known and is used in the coal industry to guide mineral processing engineers in estimating the capacity of mills used to grind coal. One hypothesis of dust researchers in the Generic Technology Center for Respirable Dust is that the elemental as well as the physical characteristics of coal mine dust will make a difference in the incidence and severity of CWP. Coal mine dust is generated not only from coal, but also from any rock partings contained within the seam or any roof or floor material mined with the coal. Thus, coal mine dust may not have the same elemental characteristics as the coal being mined. Given that hypothesis, mixtures proportional to each thickness mined of roof, coal, and floor rock derived from the channel samples of the face areas from which the respirable dusts were generated by the CMs were used to produce the feed material that was pulverized in the Hardgrove machine.

Metallurgists are trained to seek synergisms and to optimize trade-offs in the selection of processes and flowsheets. The subject of my paper and the focus of this entire conference is on synergisms involving more than just metallurgical recovery, but encompassing mining and environmental management too. Operators have always known that by recycling tailings water they could recover some cyanide and lime values or reduce the amount of new flotation reagent additions. The trade-offs have changed at many US mines today where concern about avian mortality necessitates that water in the tailings pond be detoxified. This is just one example of how selection of processes and technology today requires integration of environmental management. MUDDER & GOLDSTONE (1989) showed how cyanide can be recovered from tailings slurries by an acidification­volatilization-reabsorption (A VR) process which was installed in New Zealand, and which in 1992 is being commissioned also at Nerco DeLamar Silver Mine as described by OMOFOMA & HAMPDEN (1992). FRICKER (1990) and FRICKER & OWERS (1992) show how using A VR to recover cyanide from pregnant pulps ahead of gold recovery improves the yield of recoverable cyanide while improving the performance of the gold recovery step and detoxifying the tailings. This is an excellent example of the synergisms that can be achieved ,y applying a "systems approach."

INTRODUCTION The basic premise of the ideas presented in this paper are as follows: Engineers believe that "theoretically" it will work. Operators ask what they must do to make it work. And, people can screw it up. r Today the challenges conf onted during the engineering, startup and operation of mines are becoming more complex. As mining and processing professionals, we are called upon to trav­el all over the world, are subjected to a wide variety of climates and must deal with a numerous cultures and people. Historically, for the majority of the people working in the mining industry, the primary challenges related to projects have focused on the differing perspectives of the disciplines involved. For example, geologists focus on resources and reserves, mining engineers relate to tons or tonnes, metallurgists count ounces or pounds or kilograms of product, mechanics emphasize availabil­ity, human resources personnel deal with absentee rates and turnover and accountants watch the bottom line ($$'s). As the world has become "smaller" and the mining industry has become more globalized, the puzzle is becoming increasingly difficult. Even the most experienced in the crowd of mining profes­sionals are oftentimes surprised by the types of problems that are encountered. Try as we may, we cannot anticipate the complex­ity of dealing with the human side of an operation.

It is a great honor and pleasure for me as President of the Japanese Tunnel Association to send greetings to the 1974 Rapid Excavation and Tunneling Conference. Recently in Japan, the Japanese Tunnel Association was established as recommended by the OECD Advisory Conference on Tunneling. This is a central organization concerned with tunnel construction consisting of government authorities, universities' research institutes and construction firms as well as manufacturers of relevant materials and equipment. As I was chosen the first president of the newly-established Japanese Tunnel Association, I would like to avail myself of this opportunity to announce to you its establishment and its earnest wish to contribute to the development of tunneling technique not only in our country but also all over the world. At the same time, I cordially request your friendship and cooperation for the benefit of further development of tunneling techniques on both sides of the Pacific. At present, many tunnels are under construction in Japan. The total length of tunnels under construction for railways and highways is about 600km including the 54km Seikan Undersea Tunnel which connects the Main Island and Hokkaido. Naturally, for construction of such tunnels in Japan, we have introduced much equipment and technique from the United States and other foreign countries. Now with accumulated experience, we are confident to be able to furnish various useful information concerning tunnel construction.

Mining activity in Mexico began in the 16th century when the Spanish realized the mining potential of the new territory. Since that time, mining has evolved into a strong and vital industry for the country. Good professionals in the mining-related fields are fundamental to the growth and improvement of this industry. Since the end of the 18th century, formal education in mining has been available at the University of Guanajuato, in Guanajuato, Mexico. This school created one of the first schools of mines on the North American continent in 1828. In recent times, some other programs have been created at other universities. Universities offering mining related programs Listed here are the seven universities in Mexico that offer mining related degrees. They are the University of Guanajuato, UNAM, the University of Zacatecas, the University of Chihuahua, the University of Sonora, the University of Coahuila and the University of San Luis Potosi. The University of Guanajuato is the only Mexican university that offers graduate studies at the master's level. No PhD programs in mining engineering are offered at any Mexican university. Programs at each university are of different duration. They are: • University of Guanajuato-Five-and-a-half years, divided into five years of classroom instruction and six months in the working place. • University of Zacatecas - Five years of classroom instruction.

The study is based on the so called METASEP process which includes selective sorption of heavy metals by special bonding agents (BA), separation of boding agents from the water by means of microfiltration and/or flotation and regenerating the loaded bonding agents, leading to a metal concentrate for reuse or discharge. The bonding abilities of different bonding agents suitable for application in METASEP process were evaluated. Two groups of BA are studied, namely: chelating ion exchange resins and water soluble oligomers. The group of ion exchange resins studied includes eight organic resins, mostly chelating cation exchangers and representatives of conventional strong and weak cation exchangers. The resins with iminodiacetic and aminomethyl phosphoric acid groups showed highest affinity towards several heavy metals. The study of resin particle size showed that this parameter is a key factor influencing the kinetics of heavy metal sorption. The group of water soluble oligomers (WSO) includes polyvinyl alcohol, carboxyl-methyl-cellulose, polyvinylethylenimin and pectin. The Metal-WSO complexes were separated by Ultra Filtration. The effect of Metal-WSO mole ratio and pH was studied. Depending on the operational conditions the heavy metal retention varies within 68-99%. It was shown that regardless of pH and mole ratio Metal-WSO, separation of certain ion from the metal mixture is not possible.

The purpose of the paper is to present a way of assessing nonrenewable lignite resources by means of sustainability indicators. An introductory presentation of the origin and characteristics of the discussed nonrenewable natural resources is followed by the study and analysis of separate sustainability indicators. Out of many, only the ones that would directly relate to the explored coal deposit were studied. Some different viewpoints such as economic, social and environmental were assessed inside the studied landscape structure and in relation to other provincial resources using the indicators that are closely linked with the explored lignite reserves. Exploitation of coal as an underground nonrenewable natural resource, has been taking place in the ?alek valley for more than 120 years. However, about 60% of the coal will still be left underground since not all coal will have been extracted when the mine closes. According to the regional and wider national strategic goals concerning the use of natural resources and electricity production in the future, the sustainable aspect of the exploitation of the geologically well explored reserves is emphasized in the paper. Finally, we have tried to evaluate the role and the meaning of the studied underground natural resources for further sustainable development of the ?alek valley and placed stress on the most questionable spheres that should be considered preferentially.

Following on from the successful completion of three exploration programs and the discovery of two new inactive Seafloor Massive Sulphide (SMS) deposits within New Zealand?s Exclusive Economic Zone (EEZ), Neptune is now poised to take the next step from explorer to developer. Neptune considers that commercialization of SMS deposits represents the future of the mining industry, providing a new source of metals to the world economy, and enabling host countries to benefit from this new industry. Neptune recognizes that marine biodiversity is among the greatest treasures of New Zealand. The geological isolation, range and complexity of habitats, and a number of major ocean currents that influence New Zealand have created diverse marine communities. Neptune, recognizing both the environmental importance of marine biodiversity and the value it provides to all New Zealanders has made commitments to ensure sustainable development. There are many unanswered questions regarding how the marine environment may be affected by SMS development, however best practice environmental management is a key aspect of the Company?s approach to our activities and the code for ?Environmental Management of Marine Mining? prepared by the IMMS has played a part in this approach. Neptune has close relationships with the scientific community to ensure that appropriate environmental strategies and plans are developed in order to minimize the effects of our activities on the environment.

Three years ago, the New Britannia Mine started a project to improve productivity of its cyanidation plant. Results indicated that gold dissolution was strongly influenced by sulphide minerals and that the slower gold dissolution rate had a detrimental effect on overall gold recovery. The leaching strategy had to be modified to address this issue. Changes to the leaching circuit proved to be very successful. The first action was to introduce lead nitrate in the leaching circuit. The strategy of addition of lead nitrate was upgraded in three steps. An on-line free cyanide analyser was installed and the strategy of cyanide addition automated. The enhancement of the leaching kinetics have resulted: an 4% increase of gold recovery, from 87.8% in 1996 to 91.9% in 1999, which represents a reduction of 0.17 git Au in the leach residue; an average of 1330 additional extracted gold ounces per year from 1997 to 1999; a 21 % reduction in the cyanide consumption; the shut down of the cyanide destruction plant; and finally a contribution to the 27% reduction in the overall production cost per tonne of ore.($ 3 per ton). The significant increase of the throughput was instrumental in the reduction of the processing cost. In 1999, the improvement of gold recovery represented an additional gross revenue of $c""l.9 Million. The project is discussed in details in this paper.

A key ingredient is the introduction of new Human Resource Systems that promote both performance improvement and employee involvement. Many organizations have tried to use employee involvement as the ''fixer" of performance issues-and seen their performance deteriorate further. They failed to realize that the entire human resource strategy must be connected to the goals of performance improvement and that greater employee involvement is only one tool in that strategy. So what are Human Resource Systems? These are systems that all managers use to get work done. Most of us are familiar with basics such as planning, assigning work, checking progress (auditing), completing assignments. We also commonly think in terms of staffing, training, compensation, or corrective action. All of these are human resource systems. All must be designed to support what you are trying to accomplish with your people. We call that the Human Resource Strategy. Let's examine one part of a total strategy intended to support more employee involvement at Kennecott Utah Copper-the hourly job structure. The design of hourly jobs directly affects how many employees of different capabilities are required to get the work done. It begins to answer some fundamental questions: • What are the roles and accountabilities of each employee? Do they have enough information to make decisions, to take responsibility for their work?

Fuzzy logic is a useful tool for Sustainable Development (SD) decision making because it can express uncertainty, both in the informational and in the decision-making environment. The general linguistic definition, acceptability for environment (air, water, nature, risk, etc.), as well other aspects of sustainable development (health, management issues, etc) is proved to be useful in approximate reasoning and decision-making. According to this definition, the various fuzzy functions of environmental acceptability can be constructed. This construction is based on the concept of special kinds of fuzzy functions generally defined as Linguistic Variables (LV), which are suitable for mapping to fuzzy sets. Various SD indicators could be used as domains of such functions, expressed either in their physical values (e.g. production, emissions, risk of accidents) or in Measure of Preferences (MP). The most important MP are mentioned below: Stated Preferences Techniques (SPT) of economic evaluation of environment, economic instruments of environmental protection mostly based on Revealed Preference Techniques (RPT), preferences scales (ordinal, cardinal) according to various methods of their construction, etc. Also, the possibility theory (analogous to probability) could be exploited in such construction. It could be used together with environmental engineering modelling formulas for the purpose of determining fuzzy functions. The appropriate forms of linguistic variables, considering limit cases for this purpose, are also discussed.

This is the 12th year for this column and the 11th in which the royalty data have been tabulated. This year adds 20 to 30 new entries. There are, however, some deficiencies that the readership hopefully will fill. The most common mineral commodity is construction aggregates - either sand and gravel or crushed stone. There are several states where no royalty information was available for either commodity. Readers can help share information about these missing states, so next year there will be fewer states without information. Severn Brown again sent helpful information from the Prospectors and Developers Association of Canada (PDAC). The summer 1992 issue of PDAC Digest recommended"... the most useful technical paper ever published for economic geologists...." "Net smelter return models and their use in the exploration, evaluation and exploitation of polymetallic deposits" was written by R. Goldie and P. Tredger (Geoscience Canada, Vol. 18, No. 4, pp. 159-171). Last year's column described leasing practices in Russia. Some new information has been gathered since then. Kirill Kavun is the managing director of the International Geoeconomic Center in Moscow. He sent two publications from 1992-"Regulation on the procedure of licensing the use of the subsurface," and "Law of the Russian federation on the subsurface." Both are supplements to the magazine Mineral Re¬sources of Russia, Economics and Management.

The Pannerdensch Kanaal Tunnel is part of Holland’s Betuweroute high speed freight railway project linking Rotterdam to inland of Europe. It comprises of twin tunnels, 1620 m long each, with 8.6 m inner diameter. The Tunnel alignment is situated mainly in sandy formations and under high hydrostatique pressure. The over burden cover varies from relatively high to very low, sometimes much smaller than the diameter. One of the special features of the Pannerdensch Kanaal Tunnel is that, over some 250 m, the twin tunnels are to be bored in a back?lled sandpit. Some 490 000cubic meter of sand has been placed and compacted by vibro-?otation to refill the sandpit. The tunneling machine is a 9.8 m slurry shield manufactured by Herrenknecht. Tunnel lining is precast concrete consisting of seven plus one key universal segments. Other than the special feature of boring through re?lled sand, constraints such a slow overburden while crossing under Pannerdensch Kanaal and some lagoons, as well as high liquifaction potential of sandy formations, render this job very unique of the type. Fine studies were conducted in heading’s stability. And, confinement pressures were determined considering different risks of liquefaction and blowout problems. Both tubes have been successfully bored. Several sections have been monitored. The results are quite interesting and in accordance with contract technical conditions.

INTRODUCTION Safety must be a primary consideration in the design and construction of tunnels. Tunnel construction has historically been considered a high-risk business. During the construction of the 14.8 kilometer (9.25) mile St. Gotthard Tunnel in the Swiss Alps in the 1870s, 310 lives were lost and another 877 workers permanently disabled. In more recent days, two tunnel construction accidents in 1971, one in Michigan and one in California, claimed the lives of 38 workers. Prior to 1971, most regulations governing safety in tunnel construction were developed by the U.S. Bureau of Mines. These included a 1941 Bulletin 439, "Some Essential Safety Factors for Tunneling" and a 1968 Bulletin 644 which updated Bulletin 439. In 1970, the United States passed the Occupational Health and Safety Act (OSHA) which became effective in early 1971. That act covered all sorts of workplace activities including Tunnels and Shafts in 29 CFR 1926.800. In 1989, a revised and renamed 29 CFR 1926.800 was issued for Underground Construction. Some of the changes introduced in this rule were the outgrowth of improvements made in the California and Michigan codes after the 1971 accidents. These new regulations are the "Rules to Live By" for tunnel construction in the United States and are generally accepted as appropriate for tunnel construction throughout the world.

It has already been said and written many times that the construction of tunnels in urban areas has proved more and more indispensable, if not vital. The subsequent development of tunnelling for 15 or 20 years has brought large and sometimes spectacular improvements in the fiel of execution methods. But, particularly in urban areas, the difficulties to be overcome have been and still remain very important. As a matter of fact, most of big cities, have been settled near rivers or lakes; therefore the geological nature of the subsoil is soft ground and the level of ground water is high. As a consequence, tunnelling is often faced with many well-known difficulties and dangers issued from decompression or loosening of the ground, sometimes accompanied by a lowering of the water table. This may compromise the safety of the excavation itself and of the workers, and also cause settlements which many severely damage nearby buildings or structures. This is the reason why it is always necessary to work out specially adapted methods and even to develop new ones. A flexible expert system for a personal computer has been developed to take countermeasures for prevention of emergency in underground coal mines. The system makes a diagram to estimate maximum airflow rate of a specified branch such as coal face or advancing face, etc. under the conditions of opening regulators set in any two different branches, by computer simulation. The system approximates the ventilating condition underground by using both measured values and safety factor derived from the rules in the system. The probability of happening gas explosion, spontaneous combustion and mine fire underground is shown on a display and countermeasures in a data base in the system are selected according to a confidence factor. When it is recognized in the system that either safety factor or confidence factor of countermeasure has a small value, the system sends information relating to reasoning in the system to registered human experts by computer communi¬cation and facsimile. The replies in file transfer from the experts are stored in the system and reconsultations for estimation of underground condition are started automatically. As the replies in facsimile are shown on the display, user inputs new rules and, values for reconsultation. It is shown that the system is available to take better countermeasures as the condition' of a network in coal mine is changed by mining day by day.
