Inflation and increasingly complex tax laws in the United States combined with rising national ism overseas have made the structuring of viable financing plans which meet the requirements of the various parties involved equally important in determining project success as the design of an efficient mining plan or selection of the optimal size equipment. Whereas the use of computerized analysis to design and evaluate the technical parameters of resource ventures is well accepted, computerized evaluation of the investment criteria (qualitative and quantitative) of the various parties to the project (mining firm, financial institution, product buyer, host government, etc.) is a more recent application which can make a material impact in strengthening project economics. By identifying the objectives of the parties and critically evaluating and testing them with the technical and economic/financial constraints on the project the sponsors can design a financial structure tailored to the attributes of the deposit. A myriad of new financial techniques have evolved for financing natural resource ventures, from "Commodity-backed bonds" to tax based limited partner- ships, but in every case the structure of the financing mechanism depends on carefully matching the parameters of the financial structure with the economic characteristics of the project and the objectives of its sponsors. This presentation outlines a methodlogy for computer based project evaluation in the design and structuring of stronger financial plans for natural resource ventures.

Bergbau AG Niederrhein, a subsidiary of Ruhrkohle AG; Essen, Germany, is working coal mines on both sides of the Rhine River. The Prosper Mine in the City of Bottrop has a production of about 13,000 tons per day and has been in operation since the turn of the century. Mining has moved to the north as coal deposits south of Bottrop are exhausted. To facilitate ventilation, material handling, and transportation new shafts are being constructed in the northern coal fields. The Prosper 10 shaft is being sunk to develop the Prosper - Haniel coal field which has reserves of 280 million tons. In October, 1976 Bergbau AG Niederrhein awarded the shaft sinking contract for the 1047 m deep, 8 m inside diameter Prosper 10 shaft to Gewerkschaft Walter; Essen, Germany. Construction costs will amount to about 40 million DM with construction completion scheduled for 1981. GEOLOGY The shaft, located near the town of Kirchhellen north Bottrop, is being sunk in the Grafenwalder Horst between two faults on the south west flank of the Kirchheller Anticline. 270 m of upper cretaceus sands and marls overlay sandstone bedrock at the shaft location. The upper 124 m of this section contain highly saturated sands interspersed with marl. In order to successfully sink the shaft through this section, ground stabilization by freezing was used.

INTRODUCTION The term "Rapid Underground Excavation" is generally associated with high speed tunnel advance with large volumes of excavation, and indeed this is the type of work for which most of the recent innovations in methods and new machinery have been developed. However, the term applies as well to any underground excavation process that results in an earlier project completion than would be expected with conventional methods, and hopefully with a decrease in total unit excavation cost. Often significant progress has been made during the primary stages of an underground construction project and then an inordinate amount of time and effort has been expended on small units of "miscellaneous" excavation which has delayed the overall project completion and escallated overall unit costs. Construction at the Nevada Test Site of the Atomic Energy Commission for underground testing frequently requires significant amounts of so called "miscellaneous mining" such as short access drifts, cross cuts, alcoves, niches and concrete keyways. Many of the keyways must be excavated without disturbing the rock beyond the excavation lines and construction scheduling often dictates that much of the work must be accomplished without disturbing sensitive electronic equipment already installed. INTRODUCTION Pincock, Allen & Bolt, Inc. (PAH) has developed a series of cost models for Western U.S. Gold Mines. The models indicate the economic potential of developing gold properties at various production rates and ore grades. Various combinations of mining and processing methods are also analyzed. The conclusions shown in this paper are taken from PAH's 600 page study titled, "Capital and Operating Cost Models for Western U.S. Gold Mines." PAH decided to develop the cost manual as a result of our perception of the industry's need for such a document. It was our impression that exploration development decisions were being made on the basis of limited economic information. PAH has compiled a substantial database on unit cost information. That database and the engineering capabilities of the firm allowed us to develop a reasonably detailed analysis of capital and operating costs and overall development economics. The study has developed a series of algorithms for underground and open pit mining, processing, G&A, and infrastructure costs. The capital and operating cost data served as a basis for performing after tax discounted cash flow analysis for the various development alternatives. For the base case scenarios, a 15% DCFROR was assumed and the required ore grade was back calculated using the computer. The ore grade versus production rate graphs summarize the economics of developing gold projects in the Western U.S.

"To Sink or Not to Sink"; this play on the Bard's words sums up the considerations and problems that face the owner on every potential shaft sinking project. The growing demand for access into the earth is pressing construction into new areas and to greater depths. The following discussion will entertain some of the effects of these new and unknown aspects upon the approach to designing and sinking of deep shafts. We will also look at the current shortages of equipment, materials and skilled manpower, and their effect upon the planning and sinking of shafts. Particular emphasis will be placed upon equipment selection, and we will discuss how economics, while always a prime consideration, is now, more than ever, both an incentive and a detriment to the industry. FUTURE CONSIDERATIONS Shaft construction is assuming ever increasing importance both in mining and civil endeavors. The rapid depletion of near surface mineral reserves is requiring the mining industry to look deeper into the earth for new sources. These greater depths increase the exposure to unfavorable geological conditions; heavier ground, high water pressures, and high temperature. South African gold mines have now reached depths of 12, 000 feet, where the rock temperature is 1380 and water bursts from the fissures. It is a recognized fact that a good maintenance program is a pre-requisite for minimum delay costs and maximum availability of equipment. To develop such a program and to make it effective, one must establish detailed instructions pertaining to inspections, lubrication, servicing, and/or replacing of various parts. A schedule must also be established for these maintenance checks, whether they be weekly, monthly, or whatever period is essential for the equipment. The number of tasks to be performed becomes monumental, and the administration is beyond error-free human capacity. It is for this reason that the computer must be an essential element in any efficient and economical preventive maintenance program. The evolution of a computerized maintenance program began some 18 years ago in the Mining Division of USSteel. It started with a manual system of preparing cards containing preventive maintenance instructions that had to be performed on some regular basis. We were very quickly overtaken by the massive task of administration and distribution of instruction cards to the users. The task became insurmountable as more mines were added to the system, mines that were spread over a large geographic area. It also became evident that the ability to make changes in equipment assignments and in the "what to do" instructions would require more time than had been anticipated.

A computer package has been developed which is capable of evaluating alternative production schedules (long and short range) of an open pit mine once the ultimate pit limits have been defined. The model user can choose the best alternative according to cash flow considerations and the particular mining conditions. The package involves a combination of simulation for long range production scheduling and linear programming for short range scheduling. The simulation model based on an iterative technique, maximizes the profits within each long scheduling period (eg. year or sixth month period), and at the same time defers stripping as long as possible. A minimum exposed ore quantity is kept at the beginning of each mining period. The final long range schedule satisfies a set of constraints for each period, mainly ore quality and quantity constraints for ore and waste. An interactive smoothing procedure at the end of each period results in a schedule that is feasible in terms of mining practice. Finally a cash flow analysis model carries out cash flow calculations so that the user can select the best alternative. The linear programming model, based on a certain number of shovel regions, defined interactively by the model user, calculates the optimum production schedule for each short period under consideration, so that a set of constraints is satisfied.

The 1997 Rapid Excavation and Tunneling Conference (RETC) was held at the Mirage Hotel, Las Vegas, NV. The RETC is a biennial event jointly sponsored by SME and the American Society of Civil Engineers (ASCE). Conference attendance was 573 members, nonmembers and students, an increase of seven attendees from the 1995 conference in San Francisco, CA. Exhibitors occupied 51 booths at the Las Vegas RETC. The 1997 conference encompassed 58 presentations in 15 sessions. Participants were given details on achievements and advances that have resulted in new design solutions, alternative work practices and increased productivity within the industry. The page at the end of this article tells how to get your copy of the RETC proceedings, either hardbound or on CD-ROM. Or, if you wish, for the first time a CD-ROM is available with the complete RETC proceedings from 1972 to 1997. This two-disk, archival volume has key-word search capability, is in portable file format and is compatible with PC and Macintosh platforms. RETC program sessions included design and planning, ground support, tunnel boring machine (TBM) case histories, conventional excavation, new technology, difficult ground, geotechnical, shafts and raises, future/special projects, new Austrian tunneling method, international projects, soft ground case histories and water and gas. The U. S. Department of Energy is constructing and operating the Waste Isolation Pilot Plant (WIPP), a research and development facility near Carlsbad, New Mexico, to determine whether or not defense-generated high-level radioactive waste can be stored safely in bedded salt. The goal of the WIPP modeling program is to develop the capability to predict room responses from one site to another without a priori knowledge of the actual room responses. Data from one of the early WIPP excavations, called the South Drift, have already been used to form an initial evaluation of computational models for predicting room closures as a result of salt creep [Morgan et al., 19851. In that study, a significant unresolved discrepancy existed between predicted and measured room closures. It was suggested that future studies address alternate forms of the constitutive law. In this paper, an alternate form of the creep model for salt is used that is founded upon the deformation- mechanism map for the micromechanical deformation processes. This model embodies both steady-state and transient creep. Also, quasi-static plasticity is incorporated into the complete constitutive model for salt. The conclusion is drawn that the combination of the mechanistic creep model, plasticity, and flow potential can approximate the late time South Drift deformation. Further improvement of the model fit of plasticity in the future is expected to further improve the simulation.

This paper presents essentially the logistic and practical aspects involved for in situ testing of mine paste backfill with a self-boring pressuremeter. The investigation discussed in this paper is part of an extensive and ongoing research project to identify and validate an in situ testing technique for cemented mine backfill such as hydraulic or paste backfill as well as Insitu behavior of backfilled stopes. After a literature review on field testing of soils and past experiments on mine backfill in situ testing, the self-boring pressuremeter was selected as the most appropriate instrument for this task. The authors presents in this paper the technical aspect involved in a field trials that was conducted in a Canadian underground mine using paste backfill. The results of this first successful trials show that self-boring pressuremeter test can provide high quality and reliable backfill characteristics results, using analytical techniques developed for soils (Ouellet et al., 1998). The parameters obtained were: estimation of the lateral stress in the ground, the soil stress-strain response and the soil strength. The logistic and equipment required to conduct such testing underground is fully described. Performance achieved in the field and technical difficulties encountered are highlighted. Recommendations for future experiments with such instruments are given. Some potential technical improvements to better adapt this in situ testing technique to mine backfill are proposed.

This paper lists commercial bioheap and stirred tank bioleach operations and explains the status of these operations. A total of 17 commercial-scale bioleaching plants have been commissioned. Bioleaching plants are divided into two technology applications: bioheaps and aerated stirred­tanks. In bioheap leaching, secondary copper ores or sulfidic refractory precious metal ores are crushed and bioleached on pads. Stirred-tank technology is used to bioleach base and precious metal concentrates.

Ion exchange resins may in the future displace activated carbon in gold plants where cyanidation is practiced. Recently patented technology based on interpenetrated polyurethane polymers shows that these new materials offer significantly improved loading kinetics over both activated carbon and commercially available ion exchange resins. These polymers are not restricted either in particle size or in density and therefore offer the gold industry the potential for a further technological advancement.

The effectiveness of the new DuPont Passivation Technology in eliminating acid generation from iron sulfides is presented. Passivation is achieved by treatment with a dilute basic perman­ganate solution. This treatment produces a thin impervious layer of iron/manganese oxide on the sulfide surface, providing a bar­rier to the environment so that the sulfide is not available for undesirable reactions such as the production of acid.

cyanide control in effluents is becoming a critical environmental issue for the gold extraction industry. Silver impregnated carbon removes free cyanide effectively to the ppb level from solution in high throughput columns. By re-calcining the cyanide saturated carbon, the impregnated silver is restored to activity and the cyanide destroyed outside the effluent stream. Many gold mills already have an activation kiln on site, which could make retrofit relatively easy.

A proven high grade reserve of gold mineralization located in Mexico is evaluated to determine which gold recovery process is best suited for this deposit. The processes evaluated are; Heap leaching, Vat leaching and a CIP circuit. All qualify as viable options, however each one presents a different economic picture which is impacted substantially by the financial constraints of the project. Taking this into consideration the most economic process was selected.

To reduce the problem of overbreak and its associated added costs, a new technique is proposed to make a slot around the tunnel profile in hard rock. The Finite Element Method was used to investigate the effect of the slot on the stress field and deflection of the tunnel core. Beam theory was also applied to calculate the stresses and deflections of a slotted tunnel for several different slot depths.
