The mining method at the Cannon mine uses heading and bench stopes, which are subsequently backfilled with cemented high-strength fill before pillar removal. The dimensions of the pillars are 7.3 m wide by 19.8 to 28.9 m high (24 ft by 65 to 95 ft). They require careful blasting in order to not damage the rock, compromising pillar strength and complicating later removal. Additionally, the proximity of dwellings makes vibration control a must for good neighbor relations. A blast monitoring study was conducted in order to optimize bench blasting practices to maximize fragmentation, reduce costs, and to minimize wall damage and ground vibration. The Cannon mine is a joint venture between Asamera Minerals (US) Inc., a 92% owned subsidiary of Gulf Canada Ltd., and Breakwater Ltd. Asamera is the operator. The mine is located at the south end of Wenatchee, WA, a town of roughly 45,000 people on the eastern flanks of the Cascade Mountains. Gold is the primary product at the mine. The rock is extracted using a sublevel end-slicing method on 15 m (50 ft) lifts, with subsequent backfilling and pillar removal. The stope widths, dictated by rock conditions at 7.3 m (24 ft), are the same in the primaries as in the pillars, or secondaries.

In April 1982, the contracting Companies, ABV of Sweden and Hoyer-Ellefsen of Norway forming the Consorcio Escandinavo Agoyan, signed the contract for the construction of the civil works of the Agoyan Hydroelectric Project, located in Ecuador, South America. The project is located in the Andes mountain region of Ecuador - one of the smaller countries in this part of the world, located on the Pacific Coast. The contract was signed with the Instituto Ecuatoriano de Electrificación (INECEL), a public institution in charge of the development of all major energy producing projects in Ecuador, for a value of approximately US$ 120,000,000. The contract's main elements are - Concrete gravity dam with a total volume of approximately 210,000 cu m. (60 m wide x 45 m maximum height, 320 m crest). - 2,400 m of headrace tunnel, interior diameter of finished lining 6 m of which 450 m is in-situ tunnel formed in a trench. - Pressure shafts, 132 m long, the lowest meters with sheet lining, the rest with concrete lining. - Powerhouse cavern with an excavated volume of approximately 25,000 c m in which two turbines of 78 MW each will be installed. - Two 140 m tailrace tunnels with a finished diameter (concrete

Continuing its objective of sharing new ideas, methods, theory, and engineering developments, more than 550 members of the underground fraternity gathered in New York City for the 1985 Rapid Excavation and Tunneling Conference (RETC). Since the first meeting in 1972, RETC’S aim has been to lay a foundation of tunneling experience on which the industry could expand and develop over the years. The RETC is jointly sponsored by the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the American Society of Civil Engineers, in cooperation with the Canadian Institute of Mining and Metallurgy, and the Engineering Institute of Canada. The 17 sessions included 72 papers that explored up-to-date practices in the mining and civil engineering fields. Session topics ranged from geotechnical and seismic design, through design, construction, and support of underground openings, to ground water control in shafts and mine openings. Case histories of tunnel boring machines and large diameter tunnel and underground openings were also reviewed. All the papers presented at the three-day conference are valuable additions to improving the state of rapid excavation. A few sessions, however, are particularly noteworthy as they are geared to the mining industry. The two volume proceedings of the entire conference are available from SME. (See ad on page 1003).

This paper presents the design and installation of an underground ventilation remote monitoring and control system at the Waste Isolation Pilot Plant. This facility is designed to demonstrate safe underground disposal of U.S. defense generated transuranic nuclear waste. To improve the operability of the ventilation system, an underground remote monitoring and control system was designed and installed. The system consists of 15 air velocity sensors and 8 differential pressure sensors strategically located throughout the underground facility providing real-time data regarding the status of the ventilation system. In addition, a control system was installed on the main underground air regulators. The regulator control system gives indication of the regulator position and can be controlled either locally or remotely. The sensor output is displayed locally and at a central surface location through the site-wide Central Monitoring System (CMS). The CMS operator can review all sensor data and can remotely operate the main underground regulators. Furthermore, the Virtual Address Extension (VAX) network allows the ventilation engineer to retrieve real-time ventilation data on his personal computer located in his workstation. This paper describes the types of sensors selected, the installation of the instrumentation, and the initial operation of the remote monitoring system.

The high copper grade in the Igarapé Bahia (Brazil) gold-copper ore restricts the direct application of the classical cyanidation process. Copper oxide and sulfide minerals react with cyanides in solution, causing high leach-reagent consumption, raising processing costs and decreasing gold recovery. According to studies, a feasible solution would be to pretreat the ore to remove copper minerals prior to cyanidation. The goal of this experimental work was to study the conditions for the removal of copper from the Igarapé Bahia gold-copper ore by sulfuric acid leaching, applying a statistical approach to the experimental design. By using the Plackett Burman method, it was possible to select the variables that exhibited the largest influence on copper extraction at the sulfuric acid leaching stage. These variables were leach solution temperature, stirring speed, sulfuric acid concentration in the leach solution and ore particle size. The individual effect of these variables and their interaction influences on the experimental response were analyzed by applying the replicated full-factorial design method. Finally, the selected variables were optimized by the ascending-path statistical method, which determined the best leach experimental conditions for maximum copper extraction. Pyrite depression is of great interest in sulfide mineral flotation, where pyrite is a common gangue mineral. Since the floatability of pyrite is a function of the pH and a variety of other chemical factors, pH control is a critical part of sulfide flotation circuits. A wide variety of pyrite-depressing chemicals have been studied and used in sulfide- mineral processing, with considerable success. However, there are certain applications where there are still no satisfactory pyrite depressants, and even when suitable depressants are available, there is always a need for less-expensive reagents. Microorganisms, such as the bacteria Thiobacillus ferrooxidans, are known to depress pyrite flotation. However, the dependence of the depression on the type of organism or on suspension pH is still being determined. In this study, the relative effectiveness of various microorganisms, and the effect of pH, has been examined. Screening tests using microflotation showed that every microorganism tested was capable of depressing naturally hydrophobic pyrite at acidic pH. Larger-scale experiments with two of the screened organisms and two different pyrites showed that microorganisms are very effective depressants at acid pH, but are largely ineffective at neutral and alkaline pH where the pyrite surface is not naturally hydrophobic.

In 1961 Lerchs and Grossman presented a method, based on graph theory, to determine the optimum ultimate pit limits for an open-cast mine. At the same time they demonstrated a dynamic programming algorithm for the optimum pit limits for a two-dimensional open-cast mine. Since then many methods for determining optimum limits for three-dimensional mines have been programed, and even more have been reported in the literature. The methods include computer "simulation" of the manual methods used by engineers, the development of sets of conic sections and fitting to exclude overlap, integer linear programming (and its equivalent network flow model), and dynamic programming. Many of the methods do not guarantee optimal solutions but seem to satisfy the user. Other reported methods have never been applied, partly because they did not yield optimal solutions. We have developed a three-dimensional dynamic programming algorithm which requires a single pass through the data. Large problems can be solved on a small computer because only a small part of the data is required at any time. In this paper we will review the state of the art and to demonstrate the connection between linear programming (and network flow) models and the dynamic programming method.

As the 2012 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2012 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 332. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2012 Transactions is the third Transactions to take advantage of new publication technologies. It is available solely as an online subscription. The new format better suits the way this material is used and, ultimately, better enables the transfer and dissemination of knowledge. The 2012 Transactions contains some of the most interesting research from the past year, including a paper on the uranium boom in Namibia, work on improving the safety of coal pillar extraction, ways to improve the optimization and efficiency of various mine activities and the newest research from the U.S. National Institute for Occupational Safety and Health (NIOSH). The 2012 Transactions consists of a total of 67 technical papers (550 pages, including index), including all 18 papers published in 2012 in the Technical Papers Section of Mining Engineering magazine (Vol. 64) and all 31 papers published in 2012 in Minerals & Metallurgical Processing (Vol. 29). Additionally, this volume contains 18 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 67 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2012 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Up to the middle of 19 14, when I had reached what seemed like the advanced age of 30, I had enjoyed far more than my share of success and a lot of minor adventure. But the exciting experiences in distant lands that Soldiers of Fortune had made me long for had not yet materialized. And I had not accomplished the two goals that Mrs. Hughes' geography class at Belmont had set up for me. They were to see In its tropical home the enormous yellow bill of the toucan bird and to ride on a straw "bolsa" on Lake Titicaca. These aims were gratified In the next five years that were the epitome of "romance" in its German connotation of facts seen through the rosy glasses of imagination. Dr. Louis Ricketts was to a large extent responsible for my opportunity. I had been lucky enough to do a lot of work for and with the Doctor, as he was affectionately called by the mining men of the southwest. My association was in connection with his work with John Greenway on the complex metallurgical problems at Ajo. Soon after the Ajo investigation Ricketts had been made chief consultant for the Anaconda Copper Co. When Anaconda decided to undertake a cam- paign of exploration of the west coast of South America Dr. Ricketts thought of me and arranged with Greenway to give me a leave of absence from my Calumet and Arizona job. It took three days in New York in June 1914 to arrange the expedition. Ben Thayer, executive vice president of Anaconda, did most of the planning and I was to report to him. T.H. France, a 45-year-old mining engineer who had been driven out of Mexico by the Madera Revolution, was to accompany and help me. He spoke excellent Spanish and his years of Mexican experience had taught him how to get along with Latin Americans. He went ahead to Bolivia, our first target, to get an idea of the country and the problems. This was lucky as I hardly knew where Bolivia was.

The modem open pit-heap leach operation by Pegasus Gold Ltd. at Zortman and Landusky in Phillips County, Montana, is a new chapter in the mining of gold in these districts. The discovery of bulk tonnage ore bodies and their development and ultimate production was based on a long history of mining and exploration in that part of Montana. Gold was originally discovered in the Little Rocky Mountains as placer deposits by Pike Landusky and Lou Myers. This discovery in the 1880s was not significant, but Pike Landusky continued prospecting for lode deposits, and he eventually located the Gold Bug and Little Ben, two of the larger Au-Ag producers in the district. Eventually two camps, Landusky and Zortman, grew in the LittleRocky Mountains. By the time Landusky was killed in 1894 by Kid Curry, the district was still a discontinuous small producer. Steady production commenced in 1907 with the organization of the August Gold Mining Co. Eventually high grade ores on specific veins were exhausted by selective underground mining and the district was idle by May 1942. After World War II in the early 1950s. E.A. Scholz tried to continue selective underground mining, but he realized the stockworks surrounding the larger veins constituted bulk tonnage targets. Ultimately in the 1976- 1979 period he organized two exploration efforts, one each for the Landusky and Zortman areas, and brought these into production as the Argo and Pegasus gold mines. By the time of his death, Apr. 8, 1980, both operations were producing gold. Later the two companies were merged as Pegasus Gold Ltd. Upon the death of Scholz, V.F. Hollister continued as the geological consultant, Ed Roper was engaged as general manager, and J. J. Crowhurst was given the responsibility of executive vice president. The discovery of open pittable ores and the application of heap leach technology was important in the development of mining. Both contributed to the low cost operation that continues to this day. The attached article by L.M. Rogers, then chief geologist, and M.S. Enders, his assistant, describes the geology of the deposit. It was presented at the Northwest Mining Association meeting in 1982.

INTRODUCTION In the coal industry, ever greater amounts of fine coal must be processed due to the need to crush to finer sizes for impurity liberation in low cost physical cleaning processes. Fine coal processing is a major problem for the industry, both through the cost of disposal of reject fines and through the mining cost of lost coal values. Of the available disposal methods, impoundment has always been the most popular. In many cases, when the coal fines were of sufficient quality, froth flotation and expensive filtration methods were used to recover the coal in these waste streams. The coal fines are not always of a marketable quality, however, and flotation, due to poor yields and difficult dewatering, has always been an expensive and not necessarily profitable process. The oil agglomeration method is increasingly important as a technology for the treatment of fine coal-in-water suspensions. These fines can be preferentially wetted and agglomerated by many different oils mixed with the suspensions. Ash-forming impurities remain in suspension and are rejected when the agglomerates are recovered, for example, by screening. Agglomeration-based methods provide perhaps the only practical means for upgrading extremely fine coal to useful products on a large scale. As with froth flotation, oil agglomeration relies on differences in the surface properties of coal and impurities to effect separation. Whereas flotation be- comes less effective with particles finer than 200 mesh (0.075 mm) or coarser than 50 mesh (0.3 mm), there appears to be no lower limit on particle size for oil agglomeration while particles % in. (3.175 mm) diameter or larger can also be treated, if desirable. In addition to this ability to clean a broader size range of coal particles, oil agglomeration can produce a dense, coarse granular product of acceptable strength and low water content without the need for vacuum or thermal drying. The preferential wetting of solid surfaces by immiscible liquids has been utilized, if not fully understood, for a long time. Indeed Gaudin,229 in tracing the ancestry of froth flotation, refers to a 15th century oil-pulp kneading procedure in which water-wetted particles were freed under water from an oiled mass. The most important difference between weathering and alteration, which are the definition of the change in rocks that occur with the help of physical and chemical effects, is a new product is formed as a result of alteration. Although atmospherical conditions are the most important factor during rock change, geothermal fields play a large role in the developing of alteration phenomenon. Because every geothermal system shows different characteristics including the chemistry of geothermal fluids and their potential applications, alteration on the field is important for the studies to find geothermal energy sources and to obtain the thermal fluids. The development of weathering and alteration which is the mark of interaction , between the physical and chemical properties of geothermal fluids and gases with the reservoir and wall rock, gives out important data about the hydrogeology, hydrology, reservoir conditions and characteristics of reservoir rocks of the geothermal field. Therefore defining the development of weathering and alteration phenomenon in a geothermal field and modeling the change in rocks, is very important for the benefication of the geothermal field economically. In this study 70 km2 that reside between Kösedere plains, Uzunburun, Çamtepe, Centirler villages in Çanakkale - Ayvacik - Tuzla geothermal field were studied and subsurface travel of saline thermal fluids and their interaction with the rocks and development of weathering and alteration phenomenon in the field were investigated. For this purpose geological mapping of the field were done and observations and measurements as well as rock sampling were carried in locations more than 220. As the result of petrographical investigations of rock samples development of weathering and alteration phenomenon were defined and 16 rock samples out of 220 that represent the field in general were chosen to be chemically analized and after that geochemical comments on the Tuzla geothermal field were made. Also hydrothermal alteration zones that are located in Tuzla Tepe, on which weathering and alteration phenomenon is observed as widespread and thermal water discharge locations in the near perimeter of Tuzla Tepe were mapped and from these data rock change in Tuzla geothermal field were modeled.

In no Confederation of Independent States (CIS) country does the mining sector play quite so commanding a role as in the mountainous Central Asian republic of Kyrgyzstan. Its president, Askar Akayev, says he would like to develop his country into "a Central Asian Switzerland." However, in Switzerland, the gold is largely under the street along Zurich's renowned Bahnhofstrasse. In Kyrgyzstan, though, the gold is still in the mountains. Accordingly, Kyrgyzstan's recent adoption of a comprehensive new mining law has attracted widespread attention. Akayev recently completed a tour of the United States. His visit drew large crowds from the business community at events staged in New York and Washington, DC. The success can be attributed as much to the attractiveness of Kyrgyzstan's min¬ing sector as to the personal charms of the nation's president. Led by a half-billion-dollar investment by Canada's uranium giant Cameco, the mining sector is leading Kyrgyzstan's economic revival. And Bishkek is beginning to show some of the same signs of a "boom town" that already mark its Kazak neighbor, Almaty. Mercedes and BMWs already outnumber the Volgas on Bishkek's major traffic arteries. After nearly two years of debates involving government advisors and a final round of deliberation in Parliament, Kyrgyzstan finally adopted its second mining law. This followed quickly in the wake of measures enacted in neighboring Kazakstan and proposed in Russia. Kyrgyzstan's new law replaces the 1992 law "On Mineral Resources." It was one of the first enactments of an independent Kyrgyzstan. The 1992 law made a major contribution to the introduction of free-market economics in the country by ending the state monopoly over mineral exploration and development. It also laid the groundwork for an independent mining industry. According to Kyrgyz government reports, Kyrgyzstan has about 270 commercially viable deposits of almost 40 types of mineral resources. These include oil, gas, coal, precious-, nonferrous-, ferrous-, rare- and basemetals. However, the nation's key draw is gold. Since enactment of the first law, the government has issued more than 100 licenses for geological prospecting for and development of established deposits of gold.

Gold, like no other metal, has a fascinating and special place in the world. It is used in a range of every day applications essential to modern life. Gold has long been considered the most precious metal in the world. Gold is used mainly for making jewellery as well as for dentistry, adornments on building and artistic expression. For thousands of years it has been used as an ornament of kings, a currency and standard for global currencies, and more recently, in a wide range of electronic devices and medical applications. Gold?s many unique properties have secured in a central role in history and human development. Today, more often than not, gold is extracted from ores. It occurs in vein and alluvial deposits and is often separated from rocks and other minerals by mining and processing operations. Some of these processes cause environmental concern (cyanidation, amalgamation, roasting). Besides primary gold ore resources, a series of secondary resources can be taken into account and processed for gold and silver recovery. There are two main types of waste produced. The first type is process waste, which includes tailing consisting of processing residues and waste rock. The other type is refuse from other different processes and recyclable materials. Among other secondary resources and/or by-products containing precious metals, which have been studied some processes and technologies with low ecological impact are presented in this paper. Heaps and tailing ponds resulted from gold-bearing ore exploitation and processing, refractory gold-bearing pyrite concentrates, slag resulted from electrolytic slime melting, gold-bearing chlorous slime are taken into account. In order to establish environmental friendly technologies for precious metals recovery from these secondary resources, laboratory experiments have been carried out on a pilot scale and in some cases on semi-industrial scale by applying specific technological processes, namely hydro-gravitational concentration, bio-oxidation, non-ionizing electromagnetic radiation (microwaves), solubilization without utilizing cyanide and gold recovery by ion-exchange resin. This paper presents the research results, technological principles as well as the possibilities of applying combined processes in order to treat different secondary gold-bearing resources.

Safety and health are fundamental values at Barrick Goldstrike. An effective safety and health program protects employees, controls costs and increases productivity. Barrick Goldstrike believes that all occupational injuries and illnesses can be prevented and that safety must be the responsibility of every employee on the property. Safety and health must be thoroughly integrated with the company's efforts to maximize production at the lowest reasonable cost. The goals of safety and production are not mutually exclusive. They must work together to achieve safe production. Barrick Goldstrike began to mine the Betze deposit in 1987. From 1987 to 1992, Barrick employed a traditional safety system using safety specialists on each crew. These specialists were responsible for ensuring that the work areas were safe and that employees were properly protected and trained in safe work procedures. As the work force increased, it became apparent that this system was not the most effective method of ensuring safe production. In 1992, Barrick Goldstrike implemented a loss control program. It was modeled after the International Loss Control Institutes's (ILCI) International Mine Safety Rating System. This program was based on the philosophy that safety is a management responsibility. It can be managed in the same manner that production and cost issues are managed. Under the loss control system, safety needs are identified and evaluated. Programs with performance standards are developed and implemented and the activities and results are regularly monitored. Between 1992 and 1996, Barrick Goldstrike worked at developing and improving its safety management systems. These efforts had a positive return. The incident rates began to decline as these improved systems were implemented. Studies were undertaken in early 1996 to evaluate the effectiveness of the safety and loss control programs in reducing accidents. The studies showed a strong correlation between the implementation of the loss control programs and the resulting reduction in all accidents. Studies in the process division revealed that Barrick had experienced reductions in personal injury accidents from the projected number that could have been expected had no changes been instituted. These reductions ranged from 39% in 1993 to 59% in 1995. These reductions from the projected rates held true for all types of accidents; personal injury, property damage and Mine Safety and Health Administration (MSHA) reportable.

Introduction Coal preparation plants are continuously losing clean coal in their refuse and contaminating their clean coal product with impurities. This is due to the lack of a system by which the immediate efficiency of the cleaning operation can be determined at any given time. Moreover, the advantage of developing tagging/ tracing techniques would be a reduction in the time and money spent in evaluating the performance of advanced cleaning techniques. Currently, conventional sampling and testing, on-line analyses, and computer information systems are the major tools with which engineers analyze and control the efficiency of processing plants. Conventional sampling and testing is an effective analysis technique but it is slow. On-line analysis provides information on quality parameters rapidly, but these parameters do not provide all of the necessary information. The use of tagged particles in coal preparation plants may provide the necessary link between diagnosis and the application of computers to process control. In this work, a novel technique that uses tagged particles to generate partition data is presented (Leonard et al., 1982). Individually prepared tagged particles are added to the feed and detected in the product or refuse port of specific gravity based processes. Providing that a computer can interpret the output of a detection device and trace particles with predetermined physical properties through the coal preparation plant and that the trace particles actually represent desired raw material, sufficient partition data can be provided for computer analyses and control of processing efficiency. Coal tagging technique The use of tagged particles in coal preparation operations are in the early stages of development. Though there is a brief history of particle tracing in the mineral processing industry (Gardner et al., 1986; Foreman and Amundson, 1976; Poston et al., 1962), the concept has not yet been applied to the analysis and control of processing plant operations. Several methods for tagging coal particles have been identified. These include magnetic, radioactive, and fluorescent techniques. As far as the magnetic tagging of coal particles is concerned, a method has been developed to manufacture synthetic magnetic particles of various sizes and specific gravities. Ideally the synthetic particles would have identical size and density as the coal particles being separated.

"In order to study the removal efficiency of Cu2+ from acid mine drainage by prepared bentonite-steel slag composite particles, adsorption experiment was carried out. The composite particles were characterized by X-ray Diffraction analysis technique (XRD), Scanning Electron Microscopy (SEM) and Fourier Transform Infrared spectrometer (FTIR). The results show that: the composite particles can release alkali to neutralize the acid of acid mine drainage; the adsorption and chemical precipitation of Cu2+ occurred in the whole reaction process; the removal amount of composite particles on Cu2+ was 9.88 mg/g when the reaction reached equilibrium; the FTIR spectra revealed the existence of surface complexation; the SEM micrographs suggested that the composite particles would continue to adsorb and coagulate Cu2+ after the composite particles surface adsorbing Cu2+ and forming precipitate, namely, there was synergistic reaction of adsorption and coagulation; the XRD patterns further showed the existence of cation exchange and revealed that the states of Cu2+ in the surface of the composite particles was Cu-Si-O mineral phase and CuO(Cu(OH)2) polymerization precipitation. Namibia is known as water stressed country with a limited amount of fresh water. Therefore, the use of water is an important topic in the country’s development agenda. Water is a shared and finite resource, with high social, cultural, environmental and economic value. However, freshwater resources are under pressure from ore processing, industrialization, urbanization and the demands of a growing population. In Namibia, ore processing, coupled with the anticipated increase in water demand for human consumption and other uses, has created significant stress on the limited water resources of the country. This is critical in the mining industry as water remains typically the prime environmental medium (besides air) that is affected by mining activities. This study sought to investigate the strides made in water management in mining, especially in environmentally sensitive areas of Namibia. Most mining companies operate next or alongside farms, national parks and fishing areas. The overall objective of this research was to highlight the current practices in Namibia’s mineral industry operating in environmentally sensitive areas especially in areas where uranium is being mined and processed. The methodology consisted of comprehensive literature review, field visits to the case study areas, and comparative studies with best practices. This study shows that over a ten-year period, freshwater consumption was reduced by over 55% per tonne of milled ore in uranium mines, resulting in substantive financial savings as well as the delay in water augmentation through desalination. The strategies employed by the Namibian companies involve inclusive stakeholders’ engagement, recycling and reuse, and the minimization of water losses. The realization that the water challenge cannot be solved by any one party acting alone has been fundamental in ensuring environmental compliance within the mining industry in Namibia. Namibia’s industrial leaders have increasingly recognized that reducing the water footprint of mining activities must be one of the key performance indicators for management. The major finding of this study was that Namibia with its unique ecosystems, mineral reserves, and emerging industries can harness a wide range of resources both to improve the welfare of its citizens and to protect the integrity of its environment.

Introduction Based upon the 1980 Bevill Amendment to the Resource Conservation and Recovery Act (RCRA), a 1986 Regulatory Determination decision, and subsequent rulemakings, the Environmental Protection Agency (EPA) exempted all extraction and beneficiation wastes and twenty mineral processing wastes from regulation under RCRA Subtitle C (hazardous waste) regulations. These twenty mineral processing waste streams were studied in a 1990 Mineral Processing Report to Congress. For purposes of regulatory classification, EPA made special distinctions between extraction/beneficiation and mineral processing. Wastes determined by EPA to be from the extraction/beneficiation of ores and minerals retain the exemption, while wastes found to be mineral processing, except for the “special" twenty mineral processing wastes, fall within RCRA Subtitle C jurisdiction. For those wastes that are subject to RCRA Subtitle C, § 3004(m) of RCRA requires EPA to set levels or methods of treatment, of any, which would substantially diminish the toxicity of the waste or substantially reduce the likelihood of migration of hazardous constituents from the waste so that short- term and long-term threats to human health and the environment are minimized. These treatment standards are developed by EPA under the Land Disposal Restrictions (LDR) program. Under § 3004(g) (4) of RCRA, EPA is required to promulgate treatment standards for any waste that is newly identified or listed as hazardous. As part of the settlement agreement in Environmental Defense Fund (EDF) v. Reilly and Chemical Waste Management, Inc. v. EPA (1992), EPA has agreed to propose a rule by June 30, 1995 and promulgate a final rule by June 30, 1996. This rule is commonly referred to as the "Phase IV" LDR rule and will address newly identified mineral processing wastes. Other wastes that will be addressed in this rule include newly listed dyes and pigments and wood preserving wastes. Therefore, in the Phase IV rule EPA will develop treatment standards for all mineral processing wastes that have lost their Bevill exclusion. EPA is currently collecting information on the waste characterization, treatment alternatives, and disposal capacity data currently available on these wastes. "INTRODUCTION In recent years, the development of tunnel boring machines has revolutionized the tunneling industry. The general structure of a tunnel boring machine (TBM) can be described as a multi-component system. To achieve high performance rates, machine elements have to perform reliably. Performance losses and interruptions of the construction process should be prevented or at least, reduced to a minimum. In order to achieve high advancing rates, cutting tools must be in good condition at any time. Furthermore, failure of individual tools might result in increased and faster wear of remaining structural components. For this reason, maintaining and replacing cutting tools is crucial to prevent project delays due to insufficient boring performance. Precise prognoses concerning the prevailing geology are infeasible and thus, efficient scheduling of maintenance actions is challenging. The intention of this work is to analyze different approaches of TBM maintenance in soft ground. Different strategies are analyzed by the use of a simulation approach. Cutting tool condition is regarded as performance limiting factor. The maximum operation time of the cutting tools is determined using the “Soil Abrasivity Index”. A case study serves to show the effects of different maintenance strategies on total project duration. SCHEDULING OF MAINTENANCE ACTIONS Scheduling maintenance actions of single and multi-component systems concerns numerous fields of industrial production. Concentrating on mechanized tunneling in soft ground, cutting tool maintenance represents the most common reason for intermission of advance (Köppl 2014). In literature, time-based and condition-based maintaining techniques are widely discussed. The following section outlines the principles of time- and condition-based policies. Furthermore, examples for their applications in recent research are given. Time-Based Maintenance In general, the time-based maintenance approach assumes that the failure behavior of the system components is predictable. Maintenance actions are scheduled according to predefined intervals (e.g., hours, days, weeks). A detailed analysis of preventive repair times or interval forms the basis for maintenance decisions. For this approach, an adequate quantity and quality of data is fundamental. Numerous studies deal with the analysis of time-based maintenance for production equipment. In fields of mechanized tunneling, unplanned machine downtimes restrict the applicability of time-based maintenance approaches. Thus, this paper mainly focuses on condition-based maintenance."
