The present contribution examines the main components of a sustainable land reclamation program applicable to surface coal mines and the environmental threats that hinder the transition to sustainable land management. It compares the main ?waste streams? that cause adverse impacts to the environment with the so-called ?best available technologies and managing practices? that are proposed by organisations with high expertise in land management. Also, it addresses the environmental and socio-economic indicators that should be monitored in order to assess the results of the land management program and to allow remedial actions and continuous improvement. Based on the Greek lignite mines experience in land reclamation, this paper presents the common weaknesses of the land management programmes and proposes an improved communication scheme that moves things towards sustainability. This scheme is based on a more rational exploitation of the available economic resources and a constructive dialog between the mining companies, the local authorities, the state institutions and other stakeholders.

Kaiser Aluminum and Chemical Corp. (KACC) had been discharging spent bauxite-generally referred to as red mud-into the Mississippi River for almost 20 years when, in 1972, it agreed to store the waste solids on land. KACC decided to utilize a DREW system (decantation, drainage, and evaporation of water) where the spent bauxite is deposited in a large drying bed, surrounded by a 9-m-high levee. At the bottom of the bed, corrugated, perforated plastic pipe is encased in filter sand. The company built one DREW bed at Gramercy, LA, in 1973 and a second at Baton Rouge in 1974 using draglines, tractors, and rubber-tired scrapers. When a third bed was needed in 1977, the estimated construction cost using draglines was judged too high and KACC personnel began searching for a better, less expensive method for constructing the levee. A bucket-wheel excavator and conveyor system was selected and has proved to be less costly than more traditional earth-moving systems.

The need for improved safety and productivity brought about the introduction of longwall mining to the Appalachian coal fields. These same forces continue to drive developments in modern longwall equipment and mining practices. Current initiatives to improve productivity and safety are focused on automation and the effects of scale in equipment design. Longwall roof-supports, shearers and face-conveyors have changed significantly. Panel layouts have evolved to include larger total tonnages and provide for more rapid development of gate-entries. These advancements have improved longwall productivity and new production records are continually being set. Roof supports Reliability is implicit in the quest for automation. It is impossible to automate equipment if it is not reliable. To a large degree, this has been the problem with longwall shield automation efforts. The "electronic control" of shields depends on the proper functioning of electronic equipment, electrohydraulic valves and full-flow service valves onboard every support.

About 45% to 50% of the coal mined in the United States passes through coal preparation plants. East of the Mississippi River, this number increases to about 75% to 80%. Although the cost for coal preparation is worthwhile to some, the coal industry faces the challenges of continuing downward pressure on the price of coal and the impact of new environmental regulations. Coal preparation is an effective process that achieves 75% to 80% ash reduction, 15% to 80% trace element reduction and 85% to 90% Btu recovery. It is less effective for pyrite reduction (35% to 70%) and on-line operating time (40% to 60%). It also suffers from obsolete control systems. In coal preparation, raw coal is modified to a more preferred form to enable its use. The methods used to achieve this modification must be cost-effective and appropriate to the raw coal, the scale of production and the end-user requirements.

The Bacterial Oxidation [(BIOX)] process for the pre-treatment of refractory ores for gold recovery developed by Genmin, the mining division of Gencor, has been operating successfully at the Fairvew Mine since October 1986. The continuous operation of a pilot plant at Genmin Process Research has resulted in further process developmenst to improve plant operating efficiencies. These new developments, which include a higher solids content of the pulp feed to [BIOX], lower retention times, higher operating temperatures, lower power utilizaton for oxygen dispersion and reduced nutrient addition, have all been successfully implemented on the Fairvew plant. It has furthermore been confirmed that the arsenic precipitate formed in the neutralization of effluent solutions complies to the United States of America EPA standards. Contineous cyanidation pilot plant work conducted on [BIOX] product has indicated that cyanide consumption can be drastically decreased if a continuons flowsheet is implemented in preference to a batch leaching system.

An ore reserve block model is the basis for various decisions in mine development and production. The block model is initially built using the information from the drillhole data only. Once the mine is put in operation, the information from the blasthole data becomes available. Since the spacing of the blastholes are much closer than the exploration drillholes, the blasthole data gathered from the mine over the years become quite extensive containing valuable information about the deposit. In practice, the information from the blastholes is the basis of determining the ore and waste boundaries between and within mining blocks. In an ore reserve model, the valuation of blocks on and close to the pit face can obviously be improved by using blasthole data from neat by drilled and mined-out blocks in addition to using the widely spaced drillhole data. The ideal basis on which to integrate blasthole and drillhole data is to use cokriging.

In caved goaf, the friction loss of fluid head is: [h = (R'+ R/Q/ )] Q (for one-dimensional transition flow). The R' and R, which are the functions of two dimensional spaces, are calculated through an empirical formula. Then, the bulking factor and permeability are determined. It is supposed that the airflow in porous media are similar to those in tiny tubes crossing each other. Therefore, the network calculation technique can be used to tackle the field transition flow problem. A lot of case studies showed that the emission of methane in mines mainly depends on the air velocity and has little relation to air pressure. Summing up our experience and experiments, we provide an empirical formula to calculate the gas emission rate per unit area. By means of mass conservation and network calculation, the methane content distribution in steady-state is worked out. Then the dynamic change in airflows and gas content can be analyzed by the characteristic-difference method.

The plate-glass windows in the bus were cracked and mud-coated. Nevertheless, they afforded an excellent view of the many head-on collisions we narrowly avoided along the route from the Magadan airport to town. Apparently the driver thought the left side of the road was smoother than the right side, for he drove in the wrong lane at all possible times, even in the face of oncoming traffic. As far as we could tell, neither side of the road was any better than the other. Either way, we had to hang on just to stay in our seats. We careened past trucks and pedestrians, nearly always in the face of impending disaster. When the bus finally pulled into the parking lot of the Okean Hotel in Magadan, we had to thank the driver, not only for safely delivering his passengers, but also for the lasting first impression he gave us of the Russian Far East.

The problem of defining the optimum final limits of an open-pit mine has challenged the mining industry for the last three decades. The difficulty results mainly from the great number of variables involved and from the sheer computational effort required in real-life applications. An actual lignite deposit is used in this study to introduce and apply a new methodology that can be used as a basis for surface-mine design optimization. A geologic-reserves model of the deposit is first developed with the use of an integrated geostatistical-modeling package. The model is transformed into an economic one through the use of flexible objective function formulation(s). The final open-pit limits are then optimized using a competent commercial optimizer, and comparative-sensitivity analyses are performed to study the effect of some basic mining and economic parameters on the optimal pit design. The conclusions drawn can develop useful guidelines for decision making by the mine operator.

The Stratoni Operations in northeastern Greece rely on a selective backfill method to exploit high-grade lead-zinc deposits. Underhand cut and fill often results in spans approaching 6-9 m (depending on the mining method employed) and a competent backfill is required to avoid dilution problems. Cement consumption represents a significant mining cost and through improving the control of the backfill batch preparation, the cement content could be greatly reduced without jeopardizing the grade control. A new distribution system was installed and a QAIQC system designed in cooperation with the operators to allow a wide range of backfill recipes, providing cost savings to the mine. A review of possible failure modes and the consequent strength required for the chosen mining method was also completed and indicated potentially significant cement content reductions. The calculations are supported by 12 years of experience at the mines which provides a valuable insight into the applicability of the approach developed.

This paper presents an analysis of mechanism of secondary fragmentation and respirable dust generation due to regrinding. In continuous miners, the recovered coal and uncleaned coal from the previous cutting cycle have to be transported through the circumference of the cutting drum, subjecting the coal to regrinding. Such regrinding comminutes the coal material utilizing kinetic energy, thus creating a great amount of respirable dust. The mechanism of a single particle subjected to regrinding is analyzed. A mathematical model is developed to describe regrinding in field conditions. The important factors influencing the comminution process are discussed in detail. Utilizing three types of coal seams, laboratory experiments are being carried out with an Automated Rotary Coal Cutting Simulator (ARCCS) to quantitatively evaluate the effects of some particular parameters, such as cutting velocity, depth of sump and properties of coal material, on breakage and on the amount of respirable dust generated. An orthogonal fractional factorial experimental arrangement is used to optimize experimental design. Preliminary experimental results are presented.

This study was concerned with the application of a computer simulation methodology to optimize the performance of mills grinding iron ore concentrate prior to pelletizing. The methodology involves batch and plant testing, modeling and computer simulation. The analysis of grinding performance was carried out and capacity increases were predicted in the context of detailed population balance models developed for the plant ball mills. Model developnent and plant confirmation were performed using data obtained in a series of batch tests and three plant tests. From experimental data and computer simulation it was found that ball size, percent solids and classification all had a significant effect on mill throughput. Based on the findings of this study, a 12-152 increase in capacity was predicted to be available by a proper combination of ball size charge and optimum percent solids. These predictions have been confirmed by plant tests in which the recommended operating changes have been made.

Various countries around the world have testing and manufacturing standards in place for steel cord belting. These standards are very comprehensive in what they allow the end user to specify, however, their practical significance in terms of belt life is more difficult to quantify. Such testing standards will be briefly reviewed in this paper in relation to the implication for end user expectancy. Since there is no US standard of manufacture, the end user is left with writing their own specifications. In addition, such standards do not address the effect on belt life of manufacturing faults, such as cord plane buckles, or lateral cord movement. Some new technology used to test steel cord belting will be described as an aid to both manufacturer and end user. Flotation was used to achieve improved separation of magnetite from the float and sink products obtained from heavy medium separation and to reduce the load of the medium cleaning circuit. The investigation was carried out in two successive phases. In the first phase, tests were performed on in-plant samples from the Homer City Coal Perdition plant to determine what effects variables such as medium density, particle size and magnetite source had on the efficiency of the process. In the second phase, the optimum conditions determined in the first phase were used to determine the applicability of the process to other selected coals from central Pennsylvania. It was observed that flotation was very effective in the separation of magnetite from coal. In most of the cases investigated, the magnetite recovery was approximately 99% with a magnetite grade ranging from 95 to 99%. The grade of the magnetite decreased as the ash content of the coal increased and the particle size of the magnetite decreased.

The term bentonite was first proposed in 1898 by Knight, a year after he had named this clay taylorite, because taylorite had been previously used for another mineral. The name taylorite was after the Taylor ranch, the site of the first mine, near Rock River, WY, and the name bentonite is from the Benton Shale in which the clay was thought at that time to occur. The Benton Shale was, in turn, named after Fort Benton, MT, located more than 640 km miles north of Rock River. Early in the 20th century, several geologists recognized that bentonite, mainly in beds in Cretaceous and Tertiary rocks, originated from transported volcanic materials. This recognition led to definitions based on origin, the one most widely quoted and generally accepted by geologists is the following definition by Ross and Shannon (1926): "Bentonite is a rock composed essentially of a crystalline clay-like mineral formed by devitrification and the accompanying chemical alteration of a glassy igneous material, usually a tuff or volcanic ash; and it often contains variable proportions of accessory crystal grains that were originally phenocrysts in the volcanic glass. These are feldspar (commonly orthoclase and oligoclase), biotite, quartz, pyroxenes, zircon, and various other minerals typical of volcanic rocks. The characteristic clay-like mineral has a micaceous habit and facile cleavage, high birefringence and a texture inherited from volcanic tuff or ash, and it is usually the mineral montmorillonite, but less often beidellite." The difficulty in applying the foregoing definition to bentonite as an industrial mineral commodity is that it is based on origin and is restricted to an ash, tuff, or volcanic glass parent material. Therefore, deposits consisting of the clay minerals required by this definition, but having uncertain origin or parent materials, cannot properly be called bentonite. Furthermore, many deposits in the western United States and in other countries that have formed from rocks other than the types required by the definition are being mined and sold as bentonite. Perhaps the best definition of bentonite as an industrial mineral is one given by R.E. Grim in a plenary lecture at the International Clay Conference (AIPEA) at Madrid, Spain, June 27, 1972. According to this redefinition, which will be used in this chapter, bentonite is a clay consisting essentially of smectite minerals (montmorillonite group of some usages), regardless of origin or occurrence. This definition solves the problem of the difference between the geologic and industrial usages of the term and overcomes the difficulty in assigning a name to smectite clay that formed from igneous rock other than ash, tuff, or glass, or those of sedimentary or uncertain origin. However, bentonite, when used with this meaning is still a rock term (consisting of more than one mineral), and it will not be possible to distinguish it from fuller's earth in many instances. One way of classifying bentonite is based on its swelling capacities when wet or added to water. Bentonite having sodium (Na+) as either the dominant or as an abundant exchangeable ion typically has very high swelling capacities and forms gel-like masses when added to water. Bentonite in which exchangeable calcium (Ca++) is more abundant than other ions has much lower swelling capacities than sodium varieties. Some calcium types swell little more than common clay, and most crumble into granular masses in water. Intermediate calcium-sodium bentonites, the so called mixed types, tend to swell moderately and to form gels of lesser volumes than equal masses of the sodium type bentonite. Because of the general relationship of swelling and exchangeable ion characteristics bentonite is commonly divided into the high swelling or sodium, low swelling or calcium, and moderate swelling or intermediate types. The term sub-bentonite (Davis et a]., 1940) is used inconsistently in industry for the low or moderate swelling varieties. The authors believe the use of this term should be discouraged because of its implication of low quality or low value and the lack of a mineralogical or use basis for it. In the United States bentonite is also classified by geographic location and the uses for which it is sold. Inasmuch as most of the low swelling calcium type occurs in states bordering the Gulf of Mexico, this variety is commonly called Southern bentonite. The largest high swelling sodium bentonite deposits and the major producing districts are in Wyoming and adjacent states. Therefore, this bentonite is commonly called the Wyoming or Western type. Such terms as drilling mud bentonite, foundry bond bentonite, and taconite bond bentonite relating directly to use are applied in marketing. Other terms including high and low yield bentonite, high and low gel bentonite, and high and low strength bentonite are also used to distinguish different grades. The varied classifications notwithstanding, bentonite occurs in so many different varieties that some cannot logically be classified according to any of the foregoing groupings. One of these types is hectorite, which is a high swelling lithium-bearing variety of smectite occurring mainly in California and adjacent states. It is, therefore, not a Wyoming type, and it occurs even farther west than the so called western bentonites. Others are bentonites having magnesium (Mg++) or hydrogen (H+) as the most abundant or dominant exchangeable ion. These types are neither sodium nor calcium varieties, and apparently some are low swelling, whereas others have rather high swelling capacities. INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. Mineable material is defined using cut-off grade either as geological or economic cut-off grade. Both geological and economic cut-off grade affects the output generated in an open-pit mining operation. It distinguishes the amount of ore sent to the mill for processing and waste to the dump. This consequently affects the overall profits generated from the operation hence the need for cut-off grade optimization. There are several mining parameters that are considered in a typical cut-off grade model. They include economic, geological, and operational parameters. They have a significant effect to influence the cut-off grade selected in mining operations at any given period. Some of the parameters are stochastic in nature by having a random probability distribution that may not be predicted precisely. When selecting cut-off grades in a mine operation, the mining engineers must consider the dynamic nature of the operational parameters in order to maximize the net present value of the project. Modifying Lane’s cut-off grade model which was developed in 1964 to incorporate the stochastic parameters in the approach helps improve the net present value as shown in the paper. The modified Lane’s approach is developed into a stochastic computer-aided application code-named NPVMining. Using NPVMining, selected stochastic parameters are considered in this exercise to show the effect on the output (net present value). The selected parameters (price and grade-tonnage) are varied by ± 10%. NPVMining has a graphical user interface that makes it easy to use and displays results in a user-friendly way. It gives the user the choice to manipulate the data depending on the study being undertaken or any other factor affecting the specific mine. This paper analyses the effect of each of the selected mining parameters on cut-off grade using NPVMining to show the significance of monitoring their variance.

This paper does not deal with the typical start-up issues of equipment, production capacity or work force. This is a description of the challenges faced and the changes made by the project team to bring to fruition the reconstruction of Port Inland. Many honored traditions and norms had to be overturned to find the winning combination that provided the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. This paper covers the innovation in terms of machinery, operations, and management philosophy that permitted the renovation and reopening of Port Inland as a commercial limestone producer in the spring of 1992. Port Inland, constructed by Inland Steel in 1930, operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. Located in the Upper Peninsula of Michigan on the north edge of Lake Michigan, the operations consist of a deep water port facility with crushing, screening and stockpile storage for 500,000 tons of finished product at the port. Ninety-nine percent of the stone is shipped via lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical Dolomite and Limestone are produced on site. In 1930, Port Inland was at the fore front of technological advancement. It was the first major mining operation to use roller bearings and other equipment innovations. Over the 60 years of operation, Inland Steel placed emphasis on steel making technology and iron ore mining at the detriment of the limestone operation. By the early 80's, Port Inland was no longer a leading competitor. Inland Steel, unable or unwilling to spend the capital to modernize, closed the facility in the fall of 1989.
