SCOTT COULTER: Thanks, Eric. Thank you all for coming. Our first speaker today is Claude Bazin. Claude received a degree in metallurgical engineering in 1980 from Laval University in Quebec. He worked for a short time in a mineral processing plant and then returned to Laval to complete graduate studies in the field of process modeling and control. He obtained his master's degree in 1983 and his Ph.D. in 1990. In 1987 he joined Brunswick Mining, New Brunswick, as research metallurgist and subsequently process control engineer. In 1990 he joined Helzfield Mines, New Brunswick, as senior metallurgist. In 1991 he accepted a position of professor at the department of mining and metallurgy at Laval University, a position he is still holding. He's a member of the CIM, TMS, and the Society for Mining, Metallurgy, and Exploration. Claude's topic today is "On-Line Material Balance for Flotation Plants." INTRODUCTION CLAUDE BAZIN: During the last two decades, the on-stream analyzer (OSA) has gained the stat& of key instrument for the control of flotation plants. The OSA is currently used in almost every sulphide flotation plant (Leroux and Franklin 1994), and its application to oxide mineral flotation plants is increasing. The OSA assays are sent to the flotation operators via an operator console or to control loops of various degrees of complexity (McKee 1991) implemented in a distributed control system (DCS). Operators and/or controllers take control actions based on these assays to ensure an adequate operation of the plant. Although this application pays off very rapidly for the purchase of the OSA, one could ask, "Could we get more from the OSA?" Some plants reported the use of OSA measurements for process optimization (McKee 1991). The optimization strategy is based upon economic indices calculated from metal recovery using the 2-product formula (Wills 1992, p. 124). The 2-product formula is sensitive to measurement errors in the assays and can lead to considerable scatter in the calculated indices (Hodouin et al. 1993). Least squares algorithms provide a robust alternative to filter out measurement errors (Spring 1992). This paper presents some applications of a recursive least squares algorithm that provides real-time estimates of the mass flow rates within a flotation plant using OSA and mass flow rate measurements.

The objective of study of climatic conditions in underground mines is to create a working environment suitable for normal development of operations. Disregarding the fact that the development of equipment and technology, especially during the past decade, made the work in underground mines much easier, it is observed, according to the number of professional publications, that increasing attention is devoted to the study of climatic operating conditions in mines of many countries. This indicates that the climatic operating conditions are closely connected with productivity, and in turn with mine production profitability, in addition to the protection of manpower health and working capabilities. Usually, the concept of unfavourable climatic conditions of operation implies increased mine air temperature and humidity and low air flow rate, resulting in impeded heat exhange between human organism and working environment. As known, above phenomena are present in deep underground mines where the heat problem exceeds the-problems related to other features of natural conditions of mining. On the contrary, unsuitability of climatic operating conditions in mines with shallower mining depths is manifested by inadequate heat, particularly during the cold winter period. The two stated aspects of unsuitable climatic operating conditions are not solvable only by mine ventilation, so the former case requires cooling and the later one heating of the air used to ventilate the pit, or part there of where the phenomena are manifested. Study of climatic operating conditions in mines is, due to the number of factors involved, a complex and time consuming task, and this was, among others, one of the reasons for inadequate study of these problems in many mines. However, it is evident that further development of mine production imposes the need to make the climatic operating conditions in mines similar to those existing in other activities, where increasing attention is being devoted to the improvement of these conditions. Development of mining industry in Yugoslavia, particularly over the past decades, caused several of our mines to approach mining depths where the heat regime has a major influence on climatic operating conditions. This imposed the need to determine and investigate heat regime parameters, especially those that cause unsuitable operating conditions. The results of such investigations in the case of the deep part of Lead and Zinc Mine "Trepca" - Stari Trg are briefly reported in this paper.

"Sustainability is a concept that involves several aspects like social, economy and environment. For the concept of sustainable mining is an action that involves to do more in social acceptance, distribution of welfare, an stable economy and the environment. Understanding the mining operation that creates a new state that is necessary to prepare and conduct searching for the best results in sustainability. The results of sustainable mining could be directed to achieve less net environmental impacts, more economic development through the transformation of the natural capital and the social acceptance as the result of good negotiations with the communities in the surroundings. To do that, one option is to create frameworks to planning the regional mining developments that allows the stakeholders to decide and develop different strategies to addresses the sustainability in a mining environment. Strategies based on the understanding of the whole mining business, the environment in which it operates, composed for a natural resources network that interact in a complex system, social system composed by different groups, communities and economies that could be subject to big transformations. INTRODUCTION The mining sector represents one of the most significant challenges for sustainable development, given the magnitude of the impacts that it has on the social and natural systems and the potential to generate welfare associated with its exploitation. Some of the main challenges of mining to contribute to sustainable development are the reduction of the environmental and social impacts of mining operations, to advance in the distribution of benefits in the community and the investing in the development of substitutes. To help in this direction it is necessary to integrate more actors than those who have been considered traditionally in the development of the mining business, and consider the natural environment, communities and the several dynamics generated by the interaction of these elements that contribute to sustainable development. This work provides some useful considerations for sustainable development of mining operations in regions with mining vocation, through the convergence of objectives and the finding of synergies between the existing conditions in the territories and the potential conditions that are generated by new mining developments. A DEFINITION FOR SUSTAINABILITY IN MINING The definition of the Brundtland Commission in 1987 established that sustainable development is ""the ability to ensure that it meets the needs of the present generations without compromising the ability of future generations to meet their own needs""."

In attempting to assess the contributions of Antoine Gaudin to the profession which he illuminated for almost a half-century, we will need to examine a very broad canvas. He was active in three significant areas: as a teacher; in research, both through his own endeavors and those of his students; and as a consultant to the mining industry and to the Government. Beyond these specific contributions, there was the major personal influence he had on scores of students, friends, and colleagues in the profession. If a single measure of the man's contribution is to be found, it will be the extent and direction in which he influenced the practice of his profession. To find this we should examine the state of miner- al processing when he began his activities in the 1920's, the progress which has taken place over the past half-century, and the part his activities played in this advance. However, there is a provocative and broader examination which I have chosen to make instead. This is to examine the past century in mineral processing through the lives of three men who, by common agreement, stand on the heights, both in teaching and in their contributions to industry: Robert H. Richards, Arthur F. Taggart, and the man whose memory we honor this evening, Antoine M. Gaudin. Their careers, by coincidence, cover just a century. This is also AIME's first century, and the first century of mineral industry education in the United States. In fact, mineral processing itself on any significant scale in the country encompasses only a century and a quarter. BEGINNINGS OF PRACTICE IN THE U.S. Before the 1840qs, U.S. mining, except for coal and iron ore, was on a small scale and was confined to the eastern states, with processing practically nonexistent. The 1840's saw the beginning of Michigan native copper production, including ore dressing; the 18501s, iron ore production in Minnesota; and the 18601s, lead production and processing in Missouri. But the most explosive event was the California gold rush after 1848, which not only brought tens-of-thousands of fortune hunters to the West, but also catalyzed broad mining activities and processing within the following decades. Separating oil shale from waste material or into high- and low-grade fractions can have a major economic influence on the surface retorting process. Different shale rock components vary significantly in physical and surface chemical properties, such as specific gravity, color, and water wettability. Various techniques that use the differences in one or more of these properties have been proposed to preconcentrate oil shale before retorting. This article discusses some proposed techniques, such as gravity separation, sorting, and froth flotation. Retorting oil shale is the most common method for recovering oil from the rock. This process is accomplished either underground (in situ) or above ground (ex-situ or surface retorting). Both techniques have serious limitations, such as low recoveries in the underground method and the ability to process rich shales only in the above ground retorting method. Also, environmental problems are associated with both techniques. Some of these limitations could be overcome if feed to the retorts is of consistent grade. This could be achieved by selecting appropriate sites for in situ retorting and selective mining for surface oil shale retorting. Both of these, however, would have a serious economic impact on shale oil recovery. Obviously, little control can be exercised over preparing feed material in the in situ retorting process, but beneficiation of oil shale could definitely be advantageous in surface retorting, and should have positive influence on the overall economics of recovering oil from the shales. For example, preconcentration of mined shale could result not only in reduced costs for materials handling, but also in waste disposal costs, since waste characteristics before and after the retorting process are significantly different. Upgrading the oil shale might also allow substitution of alternate technology for retorting as well as extend the process to recover oil from marginal deposits. Also, the separated material may become a potential source for recovering other values from shale deposits. Overall, the incentives for preconcentration are to reduce costs and improve thermal efficiency of the recovery process. Oil Shale Properties Important to Preconcentration Oil shale is a carbonaceous rock assaying 5-30% organic material (kerogen) and 70-95% ash-forming minerals. On the Mesabi Range, Ammonium Nitrate is used for blasting a variety of materials having widely varying blasting characteristics. The materials vary from hard, dense, magnetic taconite, which requires heavy blasting, through relatively soft, earthy, direct shipping ores, which require only light blasting to facilitate shovel operation. In view of the fact that materials gradational between these two end members are encountered in large tonnages, it is evident that a wide range of blasting situations face the mine operators on the Mesabi Range. In April of 1956, at Cleveland-Cliff s Hawkins Mine near Nashwauk, Minnesota, a fertilizer grade of Ammonium Nitrate prills was first used as a blasting agent. This first attempt was made without the addition of any carbonaceous material and even though it did go off, the force was not sufficient to produce the required results. Fuel oil was then added In the amount of one gallon for each 80 pounds of Ammonium Nitrate, with the oil and Ammonium Nitrate being added to the hole simultaneously. This blast was successful. Since then most of the mining companies have used Ammonium Nitrate, experimenting with various ratios of oil and fertilizer, mixing these ingredients either before or during loading of the holes. Since the additional of fuel oil to the Ammonium Bitrate before loading produces a more uniform saturation, most companies have adopted the method of pouring the fuel oil directly into the Ammonium Nitrate bags and then pouring the mixture into each hole. The ratio of 3- ½ quarts of fuel oil to each 80 pound bag of Ammonium Nitpate prills is now being used.

As you are all well aware, the minerals processing industry and process industries in general are now heavily involved in reassessing their process flowsheets. The topic of concern is the little arrow in one corner of the drawing at the end of the process flow that usually says "to waste." A really startling statement might have said "to waste disposal area," which implied that there was some concern, thought, or measures taken to deal with the waste. Since 1965, the year of the Water Quality Act, many laws have been passed and agencies formed dealing with the multi-faceted area of pollution. One of these laws, the Air Quality Control Act of 1967, was the initiating force in the development of Calcilox additive to help solve the problem of sludge disposal resulting from the scrubbing of SO2 bearing gases. The intent of this paper is to focus in with a wide-angle view on a particular type of waste stream, generally an aqueous, inorganic slurry, and present the reader with an alternate approach to their disposal via Calcilox additive stabilization. Each waste stream is unique and will require different techniques to meet the design objectives. Calcilox additive is not intended to be a panacea for every slurry disposal problem, but, rather a viable alternative that should be investigated before a final waste disposal approach is chosen. This paper will summarize the development of Calcilox additive; briefly discuss stabilization; and most importantly, discuss some applications to develop a feeling for Calcilox additive stabilization. Actual dollar costs will not be presented, for each waste stream differs and the ultimate disposal mode chosen greatly influences the costs.

In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. While respirable dust monitoring has long been done on the basis of mass concentration, it is increasingly recognized that specific dust characteristics may play an important role in health outcomes. Scanning electron microscopy with energydispersive X-ray (SEM-EDX) can be used for detailed particle analysis, but the quality of results can be dependent on the sample substrate; ideally, particles should be deposited on a smooth, uniform substrate like polycarbonate (PC). While direct air sampling onto PC filters is possible, this is not the standard approach in many situations. For example, in coal mines, polyvinyl chloride (PVC) filters are often used. They enable conventional mass-based analysis — of the total respirable dust, and the content of crystalline silica in this fraction — but are fibrous and thus not ideal for SEM-EDX or other microscopy. To address this issue, the current work tested a simple method to recover respirable dust particles from PVC filters and redeposit them to PC. Results generally indicated that recovered particles are representative of the original dust sample in terms of mineralogy distributions. Where this was not the case, the issue appeared to be with high particle loading density during SEM-EDX work rather than related to the recovery/redeposition method itself. This bodes well for applications where a single PVC filter sample could be used for nondestructive analysis to determine respirable dust mass and/or respirable silica mass, followed by preparation for SEM-EDX analysis to evaluate particle characteristics. The recovery and redeposition method might also be adapted for other applications, such as to enable the analysis of respirable dust samples collected by the continuous personal dust monitor (CPDM).

Horace Tabor. No 19th century Colorado mining man is better known but, unfortunately, probably less understood. He is little appreciated for his significant contributions to the industry and the state. A century ago, Tabor was headline news. The legend today, however, has become so all pervasive and so interwoven with fact that the two are hard to separate. For example, he never told Baby Doe on his death bed to hang on to the Matchless mine. Yet this has emerged as staple Tabor fare. So much attention has been focused on his matrimonial triangle that it overshadows the man. Symbol of mining's reward Tabor traveled west in the 1859 Pike's Peak gold rush. In the next generation, he came to symbolize the rewards mining might lavish on an individual. The Leadville Daily Herald (Sept. 10, 1882) could write, without exaggeration, that "the extent which the mining industry of Colorado is under obligation to Tabor cannot be easily estimated - what he has done for Leadville and Denver is patent to all." It had not come easily, nor had Tabor started out a success. His early placer mining at Payne's Bar, near present-day Idaho Springs, CO, had turned no fortune. So in 1860, he, his wife Augusta, and son went south to Colorado City, then over Ute Pass and up the Arkansas Valley to Oro City. Arriving soon after the initial discovery, Tabor staked a good claim. With a sharp eye, he and Augusta broadened their base by establishing a store. Both mining and business would pay dividends in the following years. By the season's end, though, Oro City was already declining. Always on the lookout for a richer district, Tabor and his family moved the next year across the mountains to promising Buckskin Joe. The familiar pattern followed, with the store and post office being the center of their attention. Mining investment and management now replaced the earlier physical panning and sluice operating. Seven years later, the Tabors abandoned Buckskin Joe and returned to Oro City. It had moved up California Gulch to be near the district's best mine, the Printer Boy. Middle class was not enough Middle class respectability, plus a steady income, was the Tabor's by the 1870s; fine as far as it went. But it proved far from the fortune Horace had always been seeking. Oro City languished in the backwash of Colorado mining and Tabor seemed like many men who had drifted around the Territory following the ebb and flow of mining. His faithful wife Augusta had been a steady factor in the success the family achieved. She helped year after year to operate the store and post office. Not simply the happy-go-lucky individual he has often been portrayed, Tabor was a hard working businessman/mine owner. An R. G. Dun and Company agent evaluated him in 1876 "Net worth $23,200. Is a very shrewd businessman and not liable to lose money, has a good chance to make money as he had no competition." Leadville: Tabor's silverlined-fortune After all those years on the Colorado mining frontier, in 1877, Lake County's wealthiest and most respected merchant made another move. It was short in distance, only 4 km (2.5 miles) down California Gulch, then a little north to a new mining camp. This new camp, soon named Leadville, gave birth to the Tabor fortune and legend. Middle-aged (Horace was 47), the Tabors once more set up their general store and found themselves in the midst of the open¬ing of a new district. This time silver beckoned and not the gold that had brought them West 18 years before.

INTRODUCTION It is now 21 years since Wiegel and Li published their paper on a random version of Gaudin's model for the mineral liberation phenomenon (Wiegel and Li, 1967). This paper was to revitalise interest in North America in one of the most fascinating, difficult and important problems in the field of theoretical mineral processing. Gaudin had many years previously (Gaudin, 1939) already presented a penetrating analysis of the problem and Wiegel and Li based their analysis very closely on the Gaudin model but they realised that the indeterminate geometrical structure of mineralogical materials demanded that only probabilistic models could provide the necessary quantitative information when working with real materials. They proposed and solved a randomised version of the Gaudin model but retained the essential geometrical simplicity of cubic mineral grains and a cubic fracture pattern. Although their model met with some limited success it was to be superseded in due course. During the 1940's and 1950's the classical field of geometrical probability spawned the mathematical discipline of integral geometry and as early as 1965, Bodziony (1965, a,b) showed that the techniques of integral geometry could accommodate the problems associated with the indeterminate nature of the geometrical mineralogical structure, provided that these were couched in probabilistic terms. In particular he showed that the quantitative description of the comminution process and that of liberation could be decoupled with the resulting economy of effort. This idea has profoundly influenced the course of research in liberation theory and has greatly facilitated its application and the measurement of liberation in a practical way. Introduction A prime goal in the design and operation of uranium milling waste or tailing disposal systems is to mitigate adverse effects of tailing liquid on the adjacent groundwater. Adverse effects are often defined as modifying the groundwater quality in such a manner as to have detrimental health effects on downstream users. To accomplish this goal, the following three types of systems are employed with regard to the seepage and groundwater aspects of waste disposal: Type I Systems Seepage is allowed to occur unabated from the tailing disposal facility. Detrimental radionuclides and chemical elements are prevented from causing adverse downstream effects by natural purification actions in the subgrade geologic materials and the near zone groundwater. Monitoring is required to assure the predicted natural purification is occurring. The consequences of seepage loss is minimal since the m be predicted with current investigation and analytical techniques and can be evaluated as to effectiveness during operations. Type II Systems Seepage is partially retained in a waste impoundment or leakage from a designed retention system is anticipated. Natural purification is relied on for controlling migration of detrimental radionuclides or chemical elements, or contingency planning is employed to collect and return the tailing liquid to the impoundment. Installation efforts and concern for escape of tailing liquid are greater than for Type I systems, but extra precautions to preclude all seepage are not implemented. Monitoring is required to detect leakage and/or assure the natural purification of escaping tailing fluid. The consequence for accidential excusions are moderate, and will be excessive only if massive system failure occurs. One of the most interesting of all the subjects required of persons studying the different facets of coal mining is coal mine gases. Some mine gases have been a real problem since the very beginning of underground mining, and in the early days there was insufficient knowledge to cope with them. The history of mining shows that until about the last 50 years, much work was done primarily by the hand methods which are primitive by today's standards. Miners had to contend with gases without the aid of enclosed lighting, permissible mine machinery, sophisticated testing devices, and high-pressure ventilating fans. In early days the miners were not educated about the different mine gases nor did they have the technical equipment to determine the actual composition of the deadly atmospheres they encountered. They simply applied a descriptive term to each gas or mixture of gases depending on its effect on a person or the surrounding atmosphere. The gases or mixtures of gases were then referred to as "damps," a term which was probably derived from the German word "dampf," meaning vapors or gases. The more common damps encountered were : Blackdamp A condition of the atmosphere in which a miner's light would be extinguished and in which breathing would be difficult, sometimes even resulting in suffocation. An atmosphere deficient in oxygen which could contain a combination of any of the mine gases Firedamp A flammable mixture of methane and air which would either burn or explode when ignited. White Damp A mixture of gases containing carbon monoxide, most often found in mines during fires or after explosions.

Due to the variability of subsidence characteristics across the U.S. coalfields, it was concluded that it would be practically impossible to develop a universal predictive model for mining-induced subsidence based on theoretical assumptions. Therefore, an effort was made to find a procedure to develop an empirical subsidence predictive model based on a sufficient Mount of field data from one mining area (in this case the Northern Appalachian Coal Region). It was also thought that this procedure, if successful, could be used as the template for developing predictive capabilities for other coalfields with different subsidence characteristics given a reasonable amount of field data. It has been found, in the Northern Appalachian Coal Region, that the variability of subsidence characteristics can be expressed by a polynomial equation developed through regression analysis of the variable subsidence coefficient and derived directly from the field data. In this study, field data were obtained from 11 Bureau longwall panel studies (16 half profiles) for static subsidence and 14 panels for dynamic subsidence. The effects of lithology, expressed in the form of a variable subsidence coefficient, have been separated for each test site by introducing a correlation between hythetically homogeneous overburden and existing ithological conditions. For each longwall panel, the characteristic of the variable subsidence coefficient was defined along individual static profiles. The definition of mean values with acceptable deviations is the substance of the predictive method. The same procedure was used to develop a predictive model for dynamic subsidence, since it war discovered that the rate of longwall face advance is not a necessary functional parameter. This paper presents the theory, development, and application of the static and dynamic subsidence prediction models.

Experiments have been conducted on a 76¬mm water-only cyclone treating cowl below 2 mm size having different proportion of -0.075 mm fines. The effect of cone angle of the cyclone (compound cone) has been analyzed on water split, separation of -0.075 mm fines, separation of coarse solids, and on separation behavior of individual size ructions of the feed. It has been noted from the results that there exists a linear relationship between the flow rate of water in the feed and flow rate of water reporting to overflow stream. This relationship is independent of the cone angle and, with changes in the fines content in the feed, only the intercept of the straight varies, keeping the slope constant. Further, it has also been found that the percentage of fines below 0.075 mm reporting to the overflow is directly proportional to the percentage of feed wafer reporting to the overflow. This relationship is found to be independent of the cone angle and the fines in the feed. The performance of the water-only cyclone has been analyzed by plotting partition curves for different experimental conditions. In addition to this, the Rosin-Rammler equation has been fitted to the partition curves of the hulk feed and individual size-fractions. Tile analysis of the results has revealed that the specific gravity of separation increases with increase in the cone angle of the cyclone while it decreases with increase in percent fines present in the feed. Mathematical relationships have been developed to relate the variation in SG50 with cone angle and percent fines in the feed.

Crushing and grinding activity in 1989 followed the rapid pace of the mineral industry. Use of existing installations, demand for expanded capacity, and implementation of entirely new operations contributed to a high level of activity. At the 1989 SME-AIME Annual Meeting in Las Vegas, NV, the crushing and grinding session focused on wear materials in crushers and mills. Another session joined the process control group in its simulation-modeling and control of crushing and grinding circuits. Both sessions addressed the optimization in operating effectiveness. Specific subjects covered grinding media wear of forged and cast grinding balls and rubber lined mill liner wear. Also, the Semi Autogenous Grinding (SAG) Mill Conference in Vancouver in September 1989 provided a valuable update on the progress of SAG operations in recent years. Operationally, gold grinding and roasting circuits were implemented in 1989. Freeport McMoRan Gold started up two operations in Nevada. Two other circuits, both using SAG mills, are scheduled to start in 1990. These will be in Nevada and British Columbia. Elsewhere in gold, additional capacity continues to be brought onstream, both domestically and worldwide. In copper, expansions continue to call on additional crushing and grinding units. The unrest at Bougainville in Papua New Guinea has fueled a continued, strong demand for comminution in the copper sector. Specific equipment installed or started in 1989 included the ac variable frequency drive SAG mills in Australia, Alaska, and Papua New Guinea. Also, the gearless drive SAG mill in Chile provides tremendous flexibility in terms of mill speed. The trend toward moveable in-pit crushers continues -even at established operations.

With the dissolution of the former USSR and a welcoming of foreign, minerals expertise by a host of developing countries, a "new," more international, world of minerals is open to the mining industry. However, even in the new frontier, the old laws of nature still apply. For those attendees of the 98th annual Northwest Mining convention, the adage "survival of the fittest" commanded particular attention. Miners, engineers, geologists and other unique species traveled to Spokane in December to learn of adaptations they can make to assure, or at least prolong, their place in the mineral industry's land of the living. You have heard the tales of the spotted owl and the desert tortoise, but add to this endangered list the North American mining industry. During a session on international investment criteria, D. Silver of Balfour Holdings (Littleton, CO) blamed excessive environmental regulation, 1872 Mining Law revision and the anti-mining-and-business attitude of our government for migrations from and extinctions within the domestic mining population. "We've been on a death curve for some time," Silver said, "with a lower birth rate and a higher death rate. In the last four years, we've lost 60% of the gold producers in North America, and we're down to 110 companies. The entire industry has lost about 400 companies and is now down to 2800." Unreasonable regulation founded on emotion rather than scientific fact has been the chief cause of death, according to many of the convention speakers. B.J. Kennedy, president and chief operating officer of FMC Gold (Reno, NV), emphasized, "We have accepted a regulatory environment - but we oppose being strangled to death by unreasonable regulations."
