Coastal States Energy Company (Coastal), a wholly-owned subsidiary of The Coastal Corporation of Houston, Texas, owns coal mining operations in Utah and Kentucky. One of the Utah operations, Southern Utah Fuel Company (SUFCo), located 30 miles west of Salina, Utah, has been operated by Coastal since 1974. This operation is a single-seam, six-section mine operated from one portal area. It produces 2.2 million tons of coal per year and has a payroll of approximately 300 employees, Coal is mined by continuous miners, hauled by diesel-powered haulers and transported by belt conveyor to outside crushing and screening facilities. Sized coal is hauled by contract truckers 80 miles to a unit-train facility located at Levan, Utah.

Mineral policy in Canada has been in a state of transition and change over the past several years. 1976 has witnessed some settling of troubled waters and the pattern of the currents of change is becoming more clear. The provinces play a key role in this process and have provided much of the thrust for new initiatives. On the other hand, the federal government in Canada in recent years has taken a much more active interest in mineral affairs than previously and has asserted its powers on a number of key policy questions. Some of the initiatives from the two levels of government in Canada have come into conflict with each other and, thus, contributed materially to a state of affairs that includes change, uncertainty and conflict.

The magneto-hydrostatic method can be used today to separate slightly magnetic or non-magnetic particles according to differences in their specific gravities and magnetic susceptibilities. The classical approach is to effect stratification prior to separation. This paper discusses some of the significant parameters which bear on the design and pattern of the expected stratification in the separation cell. As the characteristics of the magnetic field, and consequently those of the magnetic forces, are determined by the geometry of the poles, this subject is treated first. In this context a new approach, whereby the range of stratification is extended, using positive as well as negative gradients, is presented. Finally, the effect of the relative size and shape of the particles on stratification is discussed.

Potassium, together with nitrogen and phosphorous, is one of the essential nutrients required for growth. All living things need potash and so the major demand for potash (approximately 95% of, total demand) is as a fertilizer. Traditional agricultural techniques relied on the return of organic materials to the soil to provide nutrient requirements and maintain soil fertility, and the prevailing low crop yields required little in the way of added fertilizers. But agricultural productivity has increased dramatically in recent times, and this increase in crop yields requires substantial amounts of added nutrients to keep the soil fertile. It follows that there will always be a demand for potash. There is no substitute. Other fertilizers that contain N and P are complementary and not competing products.

A marine sonic sub-bottom profiling system and a hovercraft were used in an engineering geophysics survey of the tailings being deposited at the Mercur gold mine. Detailed density sections with vertical resolution of one meter were desired for computations of strength, permeability and potential self-compaction. The logistical problems of conducting a geophysical survey and in collection of geotechnical soil samples from an active tailing impoundment was solved by using the amphibious hovercraft for towing and transport on the impoundment. The "chirp" sonic system produced continuous, real-time geophysical cross-sections with vertical resolution of ten centimeters showing possible trapped gas. The hovercraft provided a platform over water, ice, slurry, and solid beach for collection of geotechnical information and physical samples.

A relatively simple model of grinding which incorporates both the Bond grindability equations and the population balance equations has been extended to form a comprehensive simulation package that can describe most kinds of conventional grinding circuits. The package has two programs, with the first consisting of an input program which helps the user to specify the prescribed circuit, while the second program performs the actual simulation. The package serves two main purposes - i) as a check on mill design, with the output providing not only predictions for the product passing size but also of the full product size distribution, and ii) as a means to assess the likely effects on the product size distribution of operating under different sets of conditions.

There are many carbon-in-pulp and resin-in-pulp screening devices which are at present in use in the South African mining industry. Each one of these screens has been an improvement, from the very basic air cleaned and 'EPAC' types which were either circumferential or · diametrical launder screens, which were developed for C I P in the early 1980's, through to the more sophisticated LAP and Kambalda Screens. Each one of these screens not only increased the performance or throughput per square metre than its predecessor, but also addressed maintenance problems, wear, reliability and the ability to handle surge conditions, thereby preventing tank overflow. However, very little theory has been presented concerning, the flow of pulp through internal screens, carbon loss and screen wear rates. Almost all this information is based on empirical data. The NKM screen continued this trend and was able to offer flow rates in excess of 180 cubic metres per square metre of screen per hour and an average screen life of approximately six months. However, with increasing sophistication of the screen and the use of wedge wire as opposed to the normal woven wire, the mass was significantly increased and costs began to mount. Therefore, Mixtec undertook to develop a radically different screen, which incorporated many of the advantages of .the existing equipment and combined a few of its own.

This paper describes the process used at three mines to devel­op safety and training programs. The mines are located in Australia, New Zealand and the United States of America. The aims of the programs were to promote and reinforce safe and healthy behaviour, increase productivity and efficiency and to provide a fair and objective basis for the payment of wages. There were common aspects to each of the projects: • mandatory legislation required employers to provide employ­ee training in work performance • employees had little previous involvement in the design and development of the training provided • training had been unstructured with employees relying on the "buddy system" to acquire new skills; the degree of skill acquired by an employee depended on the knowledge and teach­ing capacity of the worker to whom the novice was assigned • appointments and promotions had been based on judgements by supervisors and these were not generally understood by employees • employment conditions for employees were covered by an industrial agreement between management, unions and employ­ees. The degree of sophistication of the industrial agreements varied however none provided a description of work performed in each classification, nor the career or promotional path for an individual • supervisors with the responsibility to train, develop, motivate and reward employees expressed concern that there were no structured processes ( eg work standards or wage progression cri­teria) to support their role.

In a process-oriented production environment, the first objective of any plant engineering effort is to safely produce sufficient product output with an existing plant layout to provide a profitable return to the plant owners and stable employment for plant employees. In such an environment, the terminology macro-engineering means looking at a plant from a perspective beyond "putting out routine fires" or "keeping the plant running." It means asking questions like: • What are the current equipment bottlenecks in the existing plant? • What portion of the plant is most sensitive to fluctuations in raw feed characteristics or other processing condition changes? • If one had X dollars to spend beyond routine maintenance, how could it be best spent to have the greatest impact on overall plant profitability? • What portions of the plant do we know least about? While these questions may seem obvious, they often go unasked due to time pressures, limitations on people or other resources and poor profitability of the existing plant. Even when the questions are asked, frequently a high level of personal bias or a lack of accurate information lead to less than optimal answers and sometimes a lack of confidence in engineering technology. Therefore, in a majority of process plants, there has been little serious change in the equipment layout or engineering operation practice since the start-up of the original plant design.

The countries of Eastern Europe are former members of the Council for Mutual Economic Assistance (CMEA). Geographically, they are located in Central Europe (Poland, Hungary, Czechoslovakia) and Southeastern Europe, largely in the Balkans (Yugoslavia*, Bulgaria, Romania and Albania*). It is important to remember that all of the countries of Eastern Europe had central planning imposed on them by the Soviet Union during the years following World War II. "Stalinist" policy for industrial development had three important tenets: • central economic planning, or a nonmarket-based command economy with administratively set prices; • economic priorities that stressed the development of heavy industries such as mining, metallurgy (steel) and heavy machine building; and • self-sufficiency at all costs, which was aimed at abolishing reliance on the world capitalist market, or reducing it to a minimum. Essentially, the system of industrialization that was used in the Soviet Union in the 1930s and 1940s was imposed on Eastern Europe. Organic market economic development in Eastern Europe ceased during this period. The flaws of this experiment became apparent when mineral processing facilities were set up in many areas of Eastern Europe that did not have reliable resources. Poland, Hungary and Romania are good examples of this situation. The Soviet Union became the principal supplier of iron ore and other minerals and mineral fuels, not only to these countries but to the Bloc as a whole.

Some gold production was obtained from placer deposits in Puerto Rico during the period of Spanish colonial rule, but most of the gold was produced prior to 1536. There had been no significant hard rock mining, other than in quarries for road metal or construction purposes or for raw materials to make cement, prior to 1954 when the government of the Commonwealth of Puerto Rico recognized that changes in the mining code were necessary to stimulate exploration for metalliferous ore deposits. The Puerto Rican Legislature passed an act (No. 6), which was approved on Oct. 6, 1954, that reiterated that the title to all "commercial minerals" is vested in the Commonwealth of Puerto Rico. The act provided for the establishment of a Mining Commission, stipulated the power% with which the Mining Commission was vested, and provided that no one may dispose of "commercial minerals" in Puerto Rico without a Commonwealth grant issued on its behalf by the Mining Commission. Act No. 6 also provided for prospecting permits, mining leases, and grants. The Mining Commission, by authority granted to it by Act No. 6, adopted regulations effective Nov. 21, 1957, relating to prospecting, leasing, and producing commercial minerals in Puerto Rico. Royalty rates were also specified for various types of deposits at different annual tonnage production levels.

The Reverse Curve Tunnel Project was located in Glenwood Canyon, Colorado approximately twelve (12) miles east of Glenwood Springs. The Project was one of many being constructed over a period of time by the State of Colorado, Department of Highways to improve Interstate 70 to four lanes as it travels thru the environmentally sensitive Glenwood Canyon. The Project consisted of excavating and concreting a tunnel approximately five hundred fifty (550) feet long, forty two (42) feet wide, and thirty two (32) feet high. The designer was Parsons, Brinkerhoff, Quade and Douglas, with geotechnical consultation provided by Woodward Clyde. CONSTRUCTION CHALLENGES There were several significant construction challenges presented primarily by the physical location of the Project. In this study each problem will be discussed, as well as how it was overcome by construction methods and/or design requirements. Portal Excavation - One of the most difficult areas of work on the Project consisted of excavation and stabilizing the East and West Portal rock prior to tunnel excavation. The Reverse Curve Tunnel passes through a sheer walled cliff face which is approximately two hundred fifty (250) feet high. Geologically the cliff consists of primarily sedimentary deposits with open, weathered joints and vertical faulting. The studies reported on in this paper were initiated to draw attention to the severe contamination problem in the Section 30 drilling program at Chimney Creek. The lithologic-subset sampling study reached a different conclusion from that presented in your paper, and I wish to comment on your subsequent analysis of the data and your conclusions. Request for more complete data In the section on subsampling, you mention that the subordinate lithologies were separated and sampled, yet only the dominant-lithology gold value is plotted in Fig. 4. In a contamination study, the reader is interested in the assay values for the individual subsets. Please include a table of the subsample assay data in your reply. Also, please indicate which analytical methods were used to arrive at the gold values in the subsampling study. Turning barren rock into low-grade ore Figure 5 is very revealing and typical of all of the cross sections in Section 30. Note the long strings of low-grade mineralization spread out for hundreds of feet below the ore zones. There were some very high gold values found in certain contaminated fractions during the subset sampling. The conclusion, here, was that the distinctive, strongly-mineralized dolomite layer was probably loose and crumbly and continued to disintegrate during drilling. This caused salting of the unmineralized rock samples below.

The high pressure grinding rolls (HPGR) is a relatively new technology which offers the potential benefits in energy savings, circuit simplicity and improved product characteristics in minerals processing applications. Over 300 machines are now operating world-wide, but most of these are used for grinding cement clinker, and relatively few are used in conventional mineral processing. One of the rea- sons for its current limited use in the minerals processing industry is that design, scale-up and flowsheet assessment procedures are seen to be relatively immature and untested. This has reduced confidence in the potential application of the technology. To help rectify this situation an industry funded research project was undertaken, one of whose aims was to develop and prove a mathematical model of the HPGR and a scale-up procedure. Data were collected from tests using laboratory, pilot and in one case a full scale unit (2.2m diameter). A range of feed types were tested including quartz, limestone, kimberlite, bauxite, iron ore and gold ore. These data were then used to develop models of the size reduction performance, power draw, throughput and operating gap for a wide range of pressures, feed sizes, and roll speeds. This paper describes the models that have been initially developed and illustrates their accuracy using some of these data.

It is well recognized that machine type and machine characteristics play vital roles in the successful application of froth flotation in mineral processing. Since the early 1900s, a multitude of machine designs have been and are still being introduced in an attempt to improve flotation efficiency. Machines based on mechanical agitation have been the most dominant in industrial practice. However, in recent years there has been a growing interest in pneumatic flotation units because of their claimed simplicity, low cost, high throughput and good metallurgical performance. This work was carried out to assess the effectiveness of pneumatic flotation on a magnetite ore. The method was applied using a prototype pneumatic flotation device that utilized a suitable nozzle for bubble generation. Important variables of the process were examined and optimized, including the nozzle size, air flow rate and froth thickness. Further tests were conducted to determine the influence of frother dosage and to explore the improvements that could be made on concentrate grade and recovery by cleaning and scavenging. Under the best test conditions, an iron concentrate was obtained with a grade of 66.4% Fe and a recovery of 97.7%. Particularly, the recovery was superior in comparison to that of mechanical flotation. This was attributed to the ability of pneumatic flotation to create and maintain a relatively thick froth layer.

New concepts in shaft kiln processing are included in the design of two large diameter shaft kiln plants now under construction. One kiln will be used to produce cement clinker at the Boettcher plant of the Ideal Cement Company at Fort Collins, Colorado. The other kiln is for the semi-commercial oil shale plant for Petrobras, the Brazil National Oil Company at Sao Mateus do Sul, Parana, Brazil. Investigations on application of the new concepts are proceeding in a portable pilot kiln. The mechanisms of chalcopyrite oxidation in alkaline solutions have been studied using cyclic voltammetry and AC impedance spectroscopy techniques. Analysis of the impedance spectra using equivalent circuit models has made it possible to suggest layerwise growth of surface films. From the value of equivalent circuit parameters, properties of the surface layers are inferred. These properties change substantially with the change in oxygen and/or collector concentration in solution and give rise to changes In contact angle and flotation response. In agreement with prior investigations, the present study shows that flotation recoveries alone cannot be used to determine the effect of collector on flotation of chalcopyrite. The rate of flotation is a more sensitive parameter to determine the role of collector on floatability of chalcopyrite.

A differential flotation process for recovery of molybdenite from chalcopyrite concentrates produced at Rakha Copper Concentrator, Bihar, India has been developed. The flowsheet is simple, and relatively inexpensive and yields a concentrate assaying not less than 45% Mo at a recovery of minimum 65%, starting from chalcopyrite concentrate assaying 0.4% Mo. The consumption of the main depressant used, sodium sulphide is not more than 25 kg/t of copper concentrate processed without steaming; and with steaming the consumption was brought dorm to less than 12 kg/t of concentrate. Further reduction is possible by optimization of steaming parameters. Based on laboratory experimental results, further tests were conducted on concentrator site and process design parameters were established for design of commercial plant.
