Rio Tinto's Kennecott Bingham Canyon Mine is one of the largest open pit copper mines in the world. In 1988 they completed a $400 million project using a conveying system to transfer the ore from an in-pit crusher to the concentrator. The longest conveyor, C-6, was 17,352ft long and ran in a tunnel through the mountain-side to the concentrator. The belt was removed after 14+ years after carrying 700 million tons of 10 minus ore. The paper discusses the original G6 belt's performance and new splicing methods used to achieve a 60% dynamic splice efficiency on the replacement belt.

In a longwall section that consisted of 7 longwall panels, there were two high pressure gas transmission pipelines across the panels burying from 3 to 10 ft. below the surface. One pipeline was 20 in. in diameter while the other was 24 in. in diameter. In order to investigate the stress conditions sustained by the pipelines during underground longwall mining, strain gages were mounted on the pipelines above panel #3, #4, and #5. Survey monuments were also installed along but near the pipelines. This paper presents a subsidence prediction method and the preliminary results of the pipelines' stress conditions as affected by underground longwall mining.

The WEMCO® SmartCell™ flotation machine is a continuously-stirred tank reactor in which solids are suspended in water and are contacted with air. The reaction is particle flotation resulting in the separation of valuable material from gangue. The effects of several operating variables on the flows of water and air and on motor power were measured. A miniature magnetic flowmeter was installed in the draft tube that allowed measurement of the water flows into the rotor. This work has led to a better understanding of machine function which will lead to improved performance and better operation. General equations for optimization, design, and scale-up were inferred.

Adsorption experiments were conducted at two different solid loadings to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region 11, while surface precipitation was predominant in region I11 along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

In many ways a government could be regarded as a macro business enterprise. Its shareholders are its peoples, the productivity of the nation depends on them, and, indeed, the profits or losses of a nation's balance sheet can be linked to the surplus or deficit in its balance of payments. International loans need to be repaid, and in most developing nations the noose is tied so tightly that one wonders if such debts will ever be repaid. In their endeavour to meet such obligations, their currencies may be devalued [sometimes in frightening proportions], in the hope of boosting the export potential. However, this is a vicious circle, since exports will not be achievable unless sufficient technical expertise and infrastructure exist to address the opportunities which may have been created through devaluation. Many of the poorer countries have exportable resources of minerals, which are supplied on the international market. This may be the good news, but, unhappily, steps were seldom taken to enhance the value of the mineral products through further beneficiation and the production of high-value sophisticated products. That is where the vicious circle comes in: inadequate infrastructure is created, competent and well-trained manpower is not generated, and the result has inevitably been that the GDP slips backwards, and the nation becomes progressively impoverished. To exacerbate the problem, it is unfortunate that the more impoverished a nation becomes, the greater is its birthrate, and hence the greater the need to create wealth at the very time that the nation is becoming poorer and poorer. Within this scenario, one may well reflect that this is exactly what nations on the African Continent are experiencing, namely exploding populations, although most of the poorest nations in the world are found on this continent. Yet they often possess a superior mineral production potential. Africa still suffers from what may be called the colonial influence, in that the developed world has regarded this continent as a source of raw materials to feed its own factories. The colonial powers gave only secondary attention to developing the nation's peoples and its infrastructure, such as railways, roads, harbours, and other services. These problems all naturally fall within the ambit of government interest, and it is therefore obvious that the state should play a dominant role in addressing them. The reasons for governmental involvement in mineral-related research and development differ considerably, depending on the state of industrial development of that country. Thus, in the highly industrialised world, government's interest will lie mostly in the fields of strategic minerals, which may not be economically exploitable. An example would be the exploitation of American low-grade chromites during the Second World War, or minerals which need to be imported from unfriendly or unreliable sources, such that disruption would not be in the national interest. Colonial powers like the United Kingdom and France established R&D facilities to assist, inter alia, in the exploitation of mineral resources in their colonies. The approach of developing countries would differ from that of the industrialised nations, in that their primary quest would be to promote, support and encourage the development of infrastructure, and the establishment of major industries in order to create and provide employment opportunities, as well as to support small operators who cannot afford to undertake their own research and development. On the debit side, it is a sad fact that, however good their intentions may be, underdeveloped countries are invariably unable to provide the requisite financial support to sustain their own research-and-development laboratories. In a high-tech world, the cost of sophisticated equipment is steep and cannot be afforded. Again, the proverbial vicious circle comes into play. The competent researchers find themselves without rewarding employment and would therefore shun such institutions. Recent trends in the developed world have been to privatise research-and-development institutions, the argument being that they should draw closer to the industry they serve, and that the provision of taxpayers' money for strategic purposes is no longer as important as it may have been once. Complete state withdrawal has had its negative effect in that long-range, high-calibre research has tended to be replaced by short-term problem-solving projects. Industries engaged in the minerals business differ somewhat from major ones, like motor, computer or pharmaceutical industries, which are large enough to support their own internal research and development, and whose work is highly confidential, so that any leakage could have disastrous consequences. Furthermore, private companies are answerable to their shareholders and costly long-range, 'blue-sky' research would be difficult to justify. Since mineral research has become of lesser importance in the sophisticated First World, this trend has persisted. On the positive side, R&D institutions which are totally financed by government, suffer because they tend to forget the reason for their existence. They have often become a form of auxiliary to an academic institution where higher degrees are collected by scientific boffins who, in their quest for academic excellence, tend to disregard the benefits that industry may ultimately gain from this research endeavour. The trend in recent years - and South Africa is no exception - has been for the state to progressively reduce its subsidy, whilst at the same time encouraging research organisations [for their ongoing survival] to interact closely with industry, and to conduct work directly for them on a contract basis. Organisations such as CSIRO in Australia, CANMET in Canada, the USBM in the United States and Mintek in South Africa all generate income from the private sector. Experimental results obtained on the recovery of below 0.5 x 10-3m coal fines by flotation employing geometrically similar columns of 0.056m, 0.080m, 0.100m and 0.220m diameter have been presented. The hydrodynamics of such a unit as well as its performance have been related to operating parameters to establish optimum conditions. The results have further been analysed critically in the light of the known relationship on the behaviour of similar systems to assign reasons for the critical factors established in a bid to reduce the empiricism required to be followed in the scale up of such a unit.

Empirical models are now used for predicting the performance of hydrocyclones in terms of capacity. cut size (d50.c), water split and partition curve. These models (such as the model by Lynch and Rao and the model he Plitt) were developed and checked for hydrocylones with diameters larger than 4 in. However, for smaller-diameter hydrocyclones, little empirical modeling has been done. This paper reports on an extended experimental research program on small hydrocyclones. For these cyclones, the suitability of existing empirical models was investigated and their accuracy was compared. To improve the predictive capability of these models to small cyclones modifications to the equations are proposed.

Metal ions associated with effluent streams pose an increasing environmental problem for the mineral industry. Various techniques currently in use to combat this problem including bioremediation, chemical precipitation, and ion exchange are reviewed, and their relative advantages and disadvantages discussed. An alternative technique for metal ion removal, adsorption on surface modified alumina substrates is presented. Alumina surfaces were modified by adsorption of organofunctional silanes, and metal ion removal occurs by chelation of the ion by the adsorbed silane molecules. Experimental data is presented for the removal of cupric ions by this method and is compared to cupric ion removal by adsorption on alumina without prior surface modification.

Successful soil construction involves prepa¬ration of an adequate base, selection of high quality soil ma¬terials, and placement of those materials by means which will establish a continuous macropore network and modest to low soil strength. Where such has been accomplished, experi¬ments reveal row crop productivity on reclaimed land which is very competitive with that on undisturbed land. Inferior productivity and sensitivity to drought stress are experienced where the soils are excessively compacted during construc¬tion. Some deep tillage practices have been quite successful in improving the compacted soils, but it is preferable to avoid compaction as the soil materials are handled.

Silver is an economically important component of many complex, massive sulfide ores. The beneficiation of this type of ore is now almost entirely accomplished by flotation. Silver recovery is often low, and little is known about the flotation behavior of the silver-bearing minerals. Floatability studies were conducted using silver-bearing tetrahedrite and lead-zinc ore. The effects of xanthate-collector concentration, conditioning time, potentiostatic control of the mineral potential and control of the pH on mineral floatability were evaluated. The floatability of the silver-bearing minerals was shown to depend on collector concentration and mineral potential. The effect of controlling the mineral potential during the flotation process is discussed.

A system for a continuous determination of the charge volume of grinding media in ball mills and SAG mills has been developed. The system, comprised of a unique measurement device and a model based Kalman filter algorithm, determines grinding media level within a mill and calculates media and liner wear rates. The signal from an instrumented washer mounted on the exterior of the mill shell is used to provide the measurement that, along with mill power and on-line models for media mechanics, result in estimates of mill parameters that can be used in media addition control strategies. Data are presented for a 12.5 x 15 ft. ball mill.

Over one million yards of granite were excavated for the Helms Pumped Storage Project, including a large underground powerhouse complex. Site investigations and in situ stress measurements were essential elements of the project design and provided the necessary geologic parameters for executing a finite element study of the powerhouse. A construction monitoring program, of geologic mapping, field instrumentation, and rock mechanics testing was then designed and has been successfully implemented. This paper reports on the scope of this construction monitoring program and explicitly compares the measured deformations to those predicted. As a result of this recent field experience the assumptions used in the finite element program are reexamined.

Water-powered jackleg rock drills, introduced recently in South African mines, are reported to be more efficient, faster and more comfortable to operate than conventional pneumatic drills. Comparative testing of these drill types was performed in Quebec. Based on the test results and on time studies performed in the mines, water-powered drilling was reviewed. The review considered the drilling rates achieved, the infrastructure needed, side effects and health and safety considerations. This study shows that the application of water-powered drills may, under specific conditions, help increase the footage drilled and may improve the working environment. Examples of such applications are presented in the conclusions.

Ferromanganese crusts on topographic highs in the western Pacific Ocean are believed to be potential resources of cobalt, nickel and platinum. Earlier shipboard geological and geophysical studies by Japanese organizations have focused on mapping of distribution of thickness and metal contents of the deposits when estimating the total reserves. This paper summarizes our attempt to obtain more feasible data of distribution patterns and configuration of the deposits which are important parameters for resource evaluation at some seamounts in the South Pacific Ocean. Morphology of the seamounts and micro-topography of the sea floors are described using shipboard acoustic remote sensing, deep-tow sonar images, and TV/camera. [ ]

Mining activities involve excavation from underground to the surface of large quantities of ore (e.g. uranium and its disintegration products) (Dumitrescu, 2002, 2007). Material with limited content of uranium, deemed as sterile or low-radioactive is mainly stored on the surface. These wastes modify the configuration of the disposal areas and affect the quality of the environment and the landscape. This paper presents both analytical and numerical models related to stability assessment of uranium mining waste dumps. It is focused on the calibration procedure of the numerical models, in order to minimize risk error during stability prediction and avoid long term environment pollution.

The prevalent use of coal combustion byproducts in engineering applications has been with Class C and Class F fly ash as admixtures in structural concrete. But, the use of fly ash and bottom ash byproducts from modern desulfurization processes is receiving increased attention. The University of Kentucky has been conducting research into civil- and mining-engineering applications of these products. The studies have included extensive investigation of the geomechanical behavior of the materials and the effect of mineralogy on this behavior. These studies indicate important mineralogical considerations in the selection of materials for a specific application and highlight the importance of quality control before and during usage on specific projects.

Shotcrete is widely accepted as an indispensable form of ground control around the world. Other Surface Support Liners such as mesh have been around as long as shotcrete while other Thin Support Liners (TSLs) have been introduced in recent decades. TSLs, however, have yet to replace shotcrete in many applications believed to be “perfect” for them. On the other hand, some recently introduced technologies may be on the brink of meeting most surface rock support requirements economically and safely. This paper will discuss rockfall statistics, small rockfall prevention and compare different surface support liners such as mesh, shotcrete and TSLs. Additionally, a shaft sinking TSL application example will be presented.

An industrial site near the centre of a historical town in Flanders is characterized by chromium(VI) contamination of the groundwater. Since the potential for natural attenuation was not sufficient to control the groundwater plume as observed from different analyses like pH, Eh, soil oxidation and reduction capacity, the feasibility of site remediation based on in-situ bioprecipitation of chromium was examined in lab microcosm studies. By creating reducing conditions by addition of a carbon source in the groundwater, chromium(VI) can be biologically reduced to chromium(III), which can form an insoluble precipitate of chromium(III) hydroxide. Microcosms contained contaminated groundwater and aquifer samples that were collected and manipulated under anaerobic conditions. Three different carbon sources were screened for their effectiveness: molasses from sugar beet production, molasses form starch production (protamylasses) based on potato juice and lactate. The different concentrations of sugar molasses were used to determine the optimal conditions. A range of parameters was monitored at regular time intervals for a period of six months such as chromium(VI) and chromium(III), DOC, methane, pH, Eh. A rapid conversion of chromium(VI) to chromium(III) was observed for all conditions tested. However, extensive removal of chromium from the groundwater by precipitation was only achieved for a limited number of conditions. In general, lactate was found to be the most effective carbon source, slightly better than the lowest concentration of sugar molasses that was tested, which itself was more effective than molasses based on potato. Higher concentrations of molasses, although causing a steeper decline in redox potential, resulted in less effective Cr removal. Typically, the fermentation of molasses results in acidification and this drop in pH may hinder the formation of insoluble chromium(III)hydroxides. It may also be possible that certain components of the molasses form soluble complexes with chromium(III). For lactate, no significant drop in pH was observed. Following the laboratory microcosm tests, the stability of the chromium precipitates was examined by performing a sequential extraction on the microcosm materials. These were performed under redox conditions which were similar to the ones observed in the field. Since the outcome of these tests was positive, a pilot scale test was implemented in the field in April 2005. Two different substrates, the cheap waste product sugar molasses and lactate are being injected creating two different impact zones and typical parameters are monitored. Frequent re-injections were important to maintain reduced conditions and are carried out three-weekly up to now. To study the stability of precipitates formed, mesocosm socks containing aquifer material were installed in the monitoring wells and harvested at regular intervals. Results of this pilot test will be presented and compared to the laboratory results. Based on the success of this field test, a full scale process will be designed and implemented as remediation strategy.

INTRODUCTION Environmental impacts are most commonly associated with air and water pollution. Not- withstanding this fact, to many people the primary disruption caused by mineral extraction is the change in the character of the locale. That is, the environmental impact of mining includes, but is not limited to, the generation of residuals. The dramatic transformation of wilderness or rural land often creates strong reactions to mineral development. Thus, the basic issues of land use management are a useful addition to environmental discussion. In this section, we take up a discussion of federal, state, and local land use management regimes, along with a brief introduction to the potential role of economic analysis. Elsewhere in this volume, land management issues are discussed from other orientations, and the interested reader may wish to look there as well. Locatable Minerals on Federal Lands Legislation and Administration: Access to hard-rock minerals on the public lands is governed by the General Mining Law of 1872. This law declares that "valuable mineral deposits in land belonging to the United States . . . are hereby declared to be free and open to exploration and purchase . . . ." In order to initiate rights, prospectors are required to physically stake claims of specified sizes and shapes following basic procedures set by federal law which may be supplemented by the individual states. Rights to these claims are protected at the exploration stage so long as actual possession is maintained and diligent exploration activity is underway. If a valuable mineral deposit is discovered on the claim, the claimholder earns the exclusive right of possession as against private parties so long as the claim is properly maintained. To maintain this exclusive right the claimholder must per- form $100 worth of labor or improvements, known as assessment work, on each claim every year and make related annual filings with the U. S. Department of the Interior. If the existence of a valuable mineral deposit can be demonstrated, and other legal requirements are met, the claimholder may receive a patent giving full title to the claimed land, including the surface in most cases. The purchase price is either $2.50 or $5 .OO per acre. The Mining Law has remained largely un- changed by legislative amendment during its now more than 100-vear existence. However, while the law itself has not changed, its interpretation and administration have changed considerably. Written at a time of rapid western expansion of the U.S. following the Civil War, the intent of the law was to promote mineral development by inviting unrestricted prospecting and by selling the lands containing mineral deposits at a minimal charge. As federal land policy shifted from one of rapid disposal into private ownership to one of retention and management for a number of uses, mineral patenting requirements have been administered more strictly. The most critical issue concerns what must be demonstrated to establish the existence of a valuable mineral deposit. The so-called "prudent man" standard was established in the case of Castle v. Womble (19 L.D. 455 (1894)):

Mining activities in the small historic mining camp of La Colorada in the state of Sonora, Mexico can be traced back to the mid eighteenth century when gold was discovered and exploited by Jesuit missionaries. Following one hundred and twenty six years of activity, the mines were shut down due to the Mexican revolution. Very little activity took place until 1989 when a company, Minera Las Cuevas, spent US $350,000.00 in mapping and sampling and diamond and reverse circulation drilling over a period of three years. During 1991 HRC Development Corporation entered into a joint venture agreement with Minerales de Sotula, S.A. de C.V. that allowed an earn in of 70% interest. Exploraciones Eldorado, S.A. de C.V. and it's parent company, Eldorado Corporation Ltd. were subsequently incorporated by HRC to hold the La Colorada project. Property evaluation ensued and a thirty thousand tonne Run of Mine test heap was leached from August of 1992 until May of 1993. Full scale commercial production commenced in late November, 1993 and the first gold/silver doré bar was poured early in January of 1994. Pre-production costs were a total of approximately four million dollars U.S. During the fall of 1994 a buyout of the venture partners' interest gave Eldorado one hundred percent ownership of the property. The first two years of mining have utilized a local contract mining fleet and have placed nearly two million tonnes of ore on a run of mine heap. Low cost ripping and dozing mining methods have been employed in conjunction with drip irrigation leaching. An initial pilot plant carbon adsorption circuit was supplemented with a Merrill Crowe recovery circuit in June of 1994 and was completely replaced with the construction of a second Merrill Crowe circuit in July of 1995. Approximately fifty thousand troy ounces of gold and over one hundred thirty thousand ounces of silver will have been poured by year end 1995. Ongoing, on site exploration continues to increase mineable reserves in the known deposits. A feasibility study is ongoing concurrent with the operations and will provide the basis for future elevated production levels. Exploraciones Eldorado continues to explore outward from the current operations and several anomalous outlying zones may play part to the long term economic growth of the company in Mexico.
