"Key project participants, including owners, engineers, and contractors continually seek for sound and structured decision analysis on how to select the best contracting method for successful project delivery. In addition to being burdened with technical challenges, lack of resources, budget shortcomings, regulatory requirements, and bureaucratic and politically mandated obstacles, the project participants need a reliable decision analysis model on the best project delivery method. The pendulum of choice for contracting continually swings back and forth between traditional design-bid-build and alternative delivery options such as design-build, progressive design-build, construction manager at risk, and public-private-partnership. For large tunnel projects, the decision process is further complicated due to contract packaging options as well as risks in underground construction. Contracting strategies for large tunnels require thorough consideration of performance, risk, quality, operability, cost and schedule. This paper compiles an array of decision making criteria and tools for an unbiased and balanced evaluation and ranking system in the procurement of large tunneling projects. INTRODUCTION Successful project delivery hinges upon meeting the owners’ expectations and key performance indicators. Large tunneling programs benefit from a thorough understanding and successful implementation of project delivery options by key project participants including the owners, engineers and contractors. The key to success is a collaborative advancement of project as the key project participants knowledgably address the applicable management, performance, risk, quality, cost, operability and schedule considerations throughout a project realization cycle. PROJECT REALIZATION CYCLE All projects have customary planning, design, construction, commissioning and operation phases that may seem to be sequential but in reality that are well integrated and dependent on one another. A glitch in any phase of a project realization cycle could hinder a successful outcome and none of the project partners are immune to consequences whenever and wherever they may surface."

The WIPP (Waste Isolation Pilot Plant) Project near Carlsbad, New Mexico. is a research and development project sponsored by the U.S. Department of Energy, designed to demonstrate the safe disposal of radioactive waste. A mine (repository) is being developed 2150 feet below the surface in a thick salt bed, which will serve as the disposal medium. The underground ventilation system for the WIPP project was originally designed based on a fixed project scope. The design criteria and ventilation requirements were developed for the performance of various activities as then envisioned towards the achievement of this goal. However, in light of new information and actual site-specific experience at WIPP leading to a clearer definition of the scope-related programs and activities, it was realized that the existing ventilation system may need to be modified. A re-assessment of the ventilation requirements--based on the current status of the facility and a clearer definition of the scope of the experimental programs, waste storage methodology, mine developmental activities. and current equipment list--indicates a two- fold increase in underground airflows from 210,000 cubic feet per minute (cfm) to 425,000 cfm. Various options to provide the increased airflow to the underground facility were considered and analyzed. Based on the techno-economic analysis, safety and environ- mental considerations, and other conditions unique to a facility like WIPP, it was decided to construct a new shaft to serve as the primary fresh air intake, along with the installation of additional fans in parallel with the existing set up. Low cost and the ease with which the new design could be implemented and integrated into the existing ventilation system with minimum impact on current activities and projected schedules were the guiding factors in designing the shaft and related ventilation modifications.

The ultimate objective of the development work presented in the paper is to devise an appropriate method for relating powered support specification to geological conditions and mining practice, thus enabling the longwall method of coalmining to be successfully implemented throughout the varied coalfields of the world. The paper begins with a review of various methods previously used to determine support rating, each method being analysed with regard to its source, the logic and theory which constitute the method, and subsequent recommendations. An alternative approach is then proposed, the Powered supports being considered to be one of three foundations, sharing load with coal ahead of the faceline which acts as another foundation, and the waste behind the supports which acts as the remaining foundation. The load/deflection characteristics of the coal and waste, which in turn are related to geological conditions and mining practice, are shown to affect the load transfer on to and hence the specification of the powered support. In particular the characteristic of the waste foundation is shown to be affected by the caving mechanism, an alternative form to that mechanism accepted for British conditions being proposed and designated "parting-plane-controlled" caving. A finite element solution for a beam on elastic foundations was used to translate the above concepts into numerical results, these results being compared with data from Indian and Chinese operating conditions. The Indian case study examines the effect of using a conventional chock type of support in a one-web back mode when mining towards a roof break generated ahead of the face, while the Chinese case study compares measured subsidence over a longwall with "blocky" roof conditions with the model results. The comparisons are encouraging, suggesting that the approach used is worthy of further development.

This study was initiated by the US Bureau of Land Management (BLM) to develop guidelines for determining the maximum economic recovery of resources in coal mines. The work was in response to a requirement in the Mineral Leasing Act of 1920 and Federal regulations. The intent was to address the economic rainability of small, irregular reserves in existing longwall mines. In particular, there was a need to determine if room- and-pillar mining using a continuous miner (CM) was economically sound or whether unconventional (short or odd-shaped) longwalls could be used to recover small coal reserves economically. Small reserves, called "widgets " are left in longwall mines on one side of the mains near outcrops and adverse geological conditions or near any other location where reserve geometry does not lend itself to mining with a rectangular longwall panel. The work included the analysis of the geologic, geotechnical and economic factors that influence the recovery of small coal reserves; the analysis of historic changes in supply, demand and coal prices; the development of typical cost models for room-and-pillar and longwall mines; and the development of a practical methodology for determining maximum economic recovery. The methodology included an evaluation of the ratio of coal mined during longwall mining to that mined for development (LDR), as well as costs of maintaining coal quality depending on market conditions. The LDR is a good indicator of mine efficiency and overall coal recovery in modern longwall mines and, thus, is used to evaluate the increased costs associated with adding new development sections for extraction of small reserves. The study examines the economic feasibility of using unconventional longwalls for the recovery of medium-sized reserves, depending on site-specific geologic and geometric conditions.

This paper presents the development of a knowledge based integrated decision support system (E.X.I.S) for the extractive industries to provide information concerning the environmental impact of extractive operations on land quality, surface and ground waters, and the best solutions for the rehabilitation/revegetation of the waste disposal areas to the relevant target groups (extractive industries, regional authorities, national authorities, research institutes, public). GIS was integrated with the decision-making models for the rehabilitation and revegetation of mine spoil. The system design involves several steps including site selection ? mine type identification ? waste identification ? selection of rehabilitation (revegetation or other methods). The knowledge based model consists of two integral parts: the model base, in which the input data are processed and classified using special fuzzy algorithms and criteria and the knowledge model, which hosts the various decision algorithms concerning evaluation of vegetation covers, selection of trees and plant species, selection of rehabilitation and revegetation schemes and also economic analysis for each option. The system input will include parameters on site characteristics (climate, topography, geology, hydrology etc), waste type and properties (physical-geotechnical and geochemical data) as well as environmental parameters of the existing waste disposal area. Based on the values of the above parameters and the characteristics of the rehabilitation technologies developed worldwide, the system, using IF-THEN rules will define a list of appropriate techniques for the rehabilitation of the examined waste. Then, the model will involve the application of multi-criteria analysis (MCA), i.e. a structured system for ranking alternatives and making selections and decisions. Each technique shall be judged based on its behavior into four fields, i.e. financial, social, technical and environmental criteria. In turn these fields will be analyzed into a lower level of evaluation criteria.

This report was written because of concerns of the possible error involved when stopping leakage is incorrectly assumed to be turbulent. It is common practice to use turbulent flow to characterize each airway branch for computer models of mine ventilation circuits. This report addresses computer methods to accurately model air-leakage paths. A graphical method is described for deriving the equations of leakage through stoppings. The significance of modeling leakage according to the proper flow regime (turbulent or laminar) is demonstrated by the following method. A hypothetical mine was developed to represent present-day conditions. The stoppings of the mine were chosen to leak according to laminar flow properties. The mine was represented by constructing two base models. One base model used turbulent leakage equations for each stopping, while allowing the corresponding resistances to vary. The other base model used the correct laminar leakage equations and held corresponding resistances constant. The mine circuit was then expanded to demonstrate future development. The expanded portion was designed with stoppings that were identical to those in the base mine. The mine in the future state was represented by two projection models. Each projection model was an extended version of its associated base model; one used turbulent leakage equations and one used laminar leakage equations for stoppings. The laminar projection was theoretically correct and is used as a basis for comparison of differences in airflow quantities. Rather than modeling every leakage path for stoppings, a more practical approach is also discussed. A good level of accuracy is maintained by combining leakage paths if the proper flow equations are used. This method was used on the hypothetical mine projection and the flows were very similar to the theoretical values.

What happens when the skull and crossbones goes on a product? In the case of cancer warnings, the consequences can be severe. If the label contains the term "lung carcinogen", you might expect to compensate a lot of smokers, meet a lot of expensive lawyers, be counseled by equally expensive consultants and pay sharply elevated insurance premiums, if you are able to obtain coverage at all. At the extreme, you may face plant shutdowns, job losses or even Chapter 11 bankruptcy. Regardless of how you fare, you are likely to learn some very disconcerting things about the risk evaluation and regulatory system which required you to label in the first place. If a particular material or product does pose a health risk, you are obliged both legally and morally to warn those potentially exposed. Once that warning appears on the label, however, the consequences are often beyond your control. You and your embattled product become part of a legal/regulatory system which has a life of its own. Therefore, the issue of health labeling is not so much whether one warns but rather whether the warning itself is justified and the reasonableness of what happens afterwards. It is this matter of justification and reasonableness, particularly of cancer warnings, which this paper addresses. Until, as they say, your ox has been gored, we tend to believe that risk is determined by the best available technology and expertise We expect that risk evaluators appreciate the ramifications of their work and place things in proper perspective; that risk has been appropriately demonstrated before it is publicized and regulated; that the time-honored concept of prudence, to err on the side of safety, has not been excessively stretched. The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

Decision-making in exploration deals with experience, knowledge, and sometimes faith, but very often financing and profit, mineral resource aspects, employment, and general political ambitions are parts of the scene. At one end of this spectrum, there is the prospector and his decision on the actual project. The exploration business now expands from its pioneering phase for the benefit of a single company to a wider spectrum which includes the benefit of the large mining consortium and a national development program. Its objectives are also to maintain employment and to favor long-term stability in a mining district or a mining company. The prospector then has new aspects and questions to consider such as, what to do in mining districts where there is a shortage of ore resources but there are still useful investments in mines, processing plants, etc. To analyze the exploration process, therefore, seems to be of great importance in a time of rapidly changing conditions. As in other areas of complex decision-making, for example, in the fields of investments, of production, and of the armed forces, computers most certainly have an important role to play in future exploration decision-making systems. However, we must first analyze our own business as closely as possible to find out what kind of information we need, i.e., why we recommend an exploration program as a good or a poor one. An important part of the debate about exploration is the case study. Case studies on exploration are few and most of those written are only about successful exploration programs. Where are the case studies of the failures and the not so successful programs? Every prospector knows that the majority of exploration projects fail. Consequently, the most important experience seems to be hidden in the failures.

The coming years should see moderate growth in the US coal industry. That growth may come at the expense of the oil and natural gas industries. Conoco pegs coal growth at 2% a year, until the year 2000. During that same period, Conoco projects only 0.5% annual oil growth and "a flat or negative trendline" for natural gas. This is compounded by the fact that coal has a delivered cost per Btu that is only half as much as it is for natural gas and only a third as much as it is for oil. So said Ralph Bailey to many of the 2600 attending the opening session of the American Mining Congress Coal Convention, May 12-15, in Pittsburgh, PA. Bailey is chairman of the AMC. He is also chairman of Conoco. While coal's projected growth is not spectacular, "it is in fact almost an assured growth," Bailey said. Weak oil and gas prices will likely prevent faster growth for US coal. Most of coal's increased demand will come from the electric utility industry and expanded steam coal exports. Conoco's study projects that domestic coal demand will be strengthened in the 1990s. By then, the present surge of nuclear power plant constuction will be over. And there will be a lack of acceptably priced, large-scale generation alternatives for utilities. "It is not likely that any electric utility is going to be ordering new nuclear reactors," Bailey said. "And as oil and gas supplies become scarcer and more costly, it is only logical that coal is going to fill the gap." At the same time, Bailey believes the US coal industry must find ways to lower its costs. He said cost excesses can be found in "regulatory overkill, labor, and simply bad habits" hidden by years of high inflation. "Those costs have now been laid bare, because we are going through a pe¬riod of disinflation. We have to put our house in order, particularly if we are going to compete in world markets." Bailey also touched on coal research. "The industry certainly accepts the fact that we must find a way to burn coal as cleanly as possible. A lot of work in that regard is going on. I expect there will be some significant break-throughs." Bailey said the coal industry is being squeezed this year. Last year, coal customers accumulated inventories in anticipation of a major coal strike that never materialized. Now, many utility customers are working down these inventories. So they are not taking deliveries on their coal contracts. But coal use is up in 1985, compared with 1984, Bailey said. So increased coal use, along with supply drawdown, should strengthen the coal market before the year is out, he said. After Bailey's presentation, some 100 speakers addressed policy and technical topics at 15 sessions during the four-day meeting. It was the first time since 1977 that the AMC Coal Convention has been held in Pittsburgh. And this year's attendance was up 40% from the last AMC Coal Convention held two years ago in St. Louis, MO. This year's registrants included 228 companies, 225 manufacturers, and 106 associated members. The only negative was the David Lawrence Convention Center. It was less than ideal. By turns, meeting rooms were too small, too cramped, or too far from one another. The session on longwall mining was so crowded that the doors were propped open so conference delegates could peer in. A concurrent manufacturers' forum session needed 50 more chairs to accommodate those wanting to attend. However, on to summaries of some of the presentations. Coal transportation and export Since Congress approved the 1980 Staggers Rail Act, railroad rates for hauling coal have not been excessive. In fact, rail rates for coal have increased less than 0.5% a year, in real terms, since 1980. Moreover, the market oriented principles written into Staggers are contributing to the improved financial and operational health of the nation's railroads. But no railroad is earning excessive profits. That is the gist of a coal transportation study being completed by the US Department of Energy. William Vaughan is DOE's assistant secretary for fossil energy. He affirmed the thrust of the upcoming report. Vaughan did allow that Interstate Commerce Commission (ICC) regulations on rate reasonableness could permit the railroads to exploit their monopoly power on captive shippers. After 15 years of production, 91 Mt (100 million st) of ore mined and nearly 227 kt (500 million lb) of molybdenum produced, Climax Molybdenum Co.'s Henderson Mine and Mill are being modernized as a new mining level is brought on line. The $40 million investment in mine development and plant modernization positions the Henderson complex as one of the largest, low-cost primary molybdenum producers for the next 15 years. Henderson history The Henderson Mine and Mill facilities are located on the east and west flanks of the Continental Divide about 80 km (50 miles) west of Denver, CO. The underground mine and surface mill sites are linked by 16 km (10 mile) of railroad tunnel and 8 km (5 mile) of surface trackage. The mine, railroad and mill were built between 1968 and 1976 at a cost of $500 million. Each has operated at various levels of production over the past 15 years. The Henderson Mine was originally developed using a highly mechanized, panel caving mining system. Over the past 10 years, mining methods, equipment and railroad operations have been improved to position Henderson as one of the most productive and lowest cost underground mining operations. At the same time, the mill and concentrator facilities were upgraded to reduce costs and improve product quality. During this time, manpower was reduced from 2000 to 560 employees. These 560 people increased productivity to 54 t (60 st) per total manshift. They reduced operating costs by 50%. And they dramatically improved safety performance. However, as the 1990s approached, the modernization of the Henderson mining and milling complex and the development of the new 7700 mining level became the primary goals to guide Henderson into the 21st century.

Sadiola Hill mine is located in the sub-Saharan part of Mali. In its first two years of operations, Sadiola Hill mine had already exceeded expectations with respect to profitability, plant capacity, metallurgical recovery, cash costs and social integration into the area. The advanced control system installed by the authors has been a major contributor in the substantial throughput of the mill over the design tonnage with no loss of recovery. The run-of-mine ore at Sadiola consists of soft clays with a varying percentage of grit, producing a high viscosity slurry. The percentage of grit fed to the plant varies on an hourly basis. This combination was expected to have a large impact on the milling circuit and determined that the early installation of an expert mill control system would be advantageous. Svedala Cisa OCS©, was selected as the most suitable support software. The operational rules and control philosophy are housed in the OCS© graphic-oriented fuzzy expert system while a model­based Soft Sensor has the remarkable ability to detect the variations in grit in the feed. Designed during the second half of 1996, commissioning of the system began in March 1997, the OCS was fully on-line by September. With the implementation of the optimising control strategy a throughput of 5.0 million tons relative to the target of 4.4 million tons was achieved for the 1998-operating year. The Sadiola project confirms that advanced process control techniques are among the most cost-and time-effective methods of improving metallurgical plant performance. The recipe that worked at Sadiola is a mix of metallurgical expertise, proper software selection, adequate design of control philosophy, and excellent plant support and follow­up. The early decision, design and installation of the mill control system has resulted in an enhanced Return on Investment.

Contract required excavating 2,000 If of 14' horseshoe tunnel in rock, a 95' deep work shaft on shore, and a 50' deep intake shaft located in the middle of the Niagara River just above Niagara Falls. Large quantities of H2S were encountered in the range of 20 PPM with ventilation. Peak levels of 40 PPM were recorded. The original designed ventilation system required only a volume of 10,000 CFM to meet OSHA requirements. The volume of air was increased to 50,000 CFM to dilute the H2S to al- low workmen to work and comply with OSHA H2S action levels. The second phase of the tunnel consisted of placing 72" ID X 20 foot long concrete reinforced pipe in the tunnel. When the tunnel was holed through and both shafts were open, a substantial amount of work was required to take place in the shafts which eliminated the possibility of placing a bulkhead to secure proper ventilation. The ventilation team designed a jet system airlock. The design of this system was to bring fresh air down the work shaft in two duct systems; one 30" diameter and one 24" diameter. Following the excellent work of Jan Wolski (7th Mine Ventilation Symposium chapter 58) our design incorporated nozzles located approximately 100' in by the work shaft. The velocity of the 24" diameter duct was 6,365 FPMD2.2 MPH. The velocity of the 30" diameter duct was 6,117 FPMl69.5 MPH. Both systems were on blow and being that air expands at 3112 degrees per side this high velocity of air expanded and created an air bulk head through which men and the large sections of concrete pipe could be passed without any delay or additional cost to the project.

"Tin ore from the southeast of Yunnan in China is a complex polymetallic low-grade ore. Because of the highly disseminated extent ore, cassiterite flotation was applied in industrial production instead of the low efficient gravitational separation. Benzohydroxamic acid (BHA) was widely used as a collector in cassiterite flotation, but the consumption of BHA was large. In this study, the influence of octanol in cassiterite flotation from the southeast of Yunnan using BHA as the collector was investigated. The results indicated that single octanol showed almost no flotation capability to cassiterite without BHA. However a small amount addition of octanol as the auxiliary collector can decrease the consumption of BHA significantly, while did not reduced the recovery of cassiterite obviously. Infrared spectra analysis indicated that the single octanol adsorbed on the surface of cassiterite was unsteady adsorption, and a new entity assembled of BHA and octanol in a well manner was able to adsorb on the surface of cassiterite steadily. The probable self-assembly structure model of BHA and octanol existing on the surface of cassiterite was analyzed. INTRODUCTION Cassiterite is the prime and economic mineral from which tin metal is extracted economically (Qin et al., 2011). The estimated tin metal resources in the world is about 4.9 million tonnes, about 30.5% of which is distributed in China (Mineral commodity summaries, 2013). Cassiterite has many characteristics such as including heavy, hard, and extremely brittle in nature. Hence cassiterite is preferentially concentrated by gravity separators. However, the influence of particle size on gravity concentration is obviously. The separation efficiency is very high for coarse particles while it drops down considerably for fine sizes. (Turner and Hallewell, 1993). Application of flotation and development of selective surfactants have made it possible to recover fine and ultrafine cassiterite from the gravity tailings. A substantial amount of research work on cassiterite flotation has been reported in the past years. The outcome of such research has helped to develop various collector reagents such as cupferron (Vivian, 1927), sodium dodecyl sulfate (Edwards and Ewers, 1951), sodium oleate (Collins et al., 1968), salicyaldehyde (Marabini, 1978), alkyl and aryl arsonic acids (Senior and Poling, 1986), alkyl and aryl phosphonic acids (Gruner and Bilsing, 1992), alkyl sulfosuccinamates (Khangaonkar and Kamarudin, 1994), and alkyl hydroxamates (Sreenivas and Padmanabhan, 2002)."

"Historically there have been a number of different hypotheses and empirical models developed in an attempt to describe the nature of fracturing above longwall panels in underground coal mining. The motivation for such models varies, ranging from understanding the impact of mining on surface subsidence to back-analysis of caving behaviour in the immediate roof behind the longwall face. One of the most critical motivating factors that is taking on increased importance in many coalfields is the need for better understanding, and hence prediction of the impact of mining on overlying strata, particularly strata units acting as aquifers for different groundwater horizons.This paper reviews some of the major prediction models in the context of observed behaviour of strata displacement and fracturing above longwall panels in the Southern Coalfields of New South Wales, south of Sydney. The paper discusses the parameter often referred to as “height of fracturing” in terms of the critical parameters that influence it, and the relevance and appropriateness of this terminology in the context of overlying sub-surface subsidence and groundwater impact. The paper proposes an alternative terminology for this parameter that better reflects what it is and how it is used. The paper also addresses the potential role of major bedding shear planes mobilised by mining and their potential influence on overlying subsidence and groundwater interference.INTRODUCTIONKnowledge of the detailed nature of rock deformation and failure above any form of large-scale underground mining is always going to be limited to interpretation from a very incomplete set of data. It is extremely difficult, if not impossible, to directly measure the detailed nature of the rock failure, fracture networks, and deformational behaviour above an extracted mining area. Limited techniques such as borehole extensometry can provide some evidence of relative or incremental deformation in the direction of the borehole (usually vertical). However, such data cannot assist below the horizon where full caving has caused major rotation and dislocation of rock blocks and effectively destroyed the instrumentation borehole. Above such a horizon, the data is only valid along the axis and in the direction of the borehole, and to the level of detail defined by the extensometer anchor spacing intervals. It is often also restricted by major shear planes intersecting the extensometer borehole and cutting off the instrumentation below the level of the shear horizons."

"This paper characterizes quarterly LME copper price fundamentals from 1995 to 2011 by analyzing the transformation of the market mechanism based on structural change perspective. Using chow test for structural change based on the least square multiple regression, we divide the price fluctuation into: Stable price period (1995Q3-1999Q2), Low stable price period (1999Q3 – 2003Q3) and Price fluctuation period (2003Q4 – 2011Q2). The results show the existence of structural breaks disproves the investigation of the full sample period as a whole. In different structural breakpoints the main drivers of copper prices changes and their impact are significantly different. Moreover, the paper examines the role of speculation in copper price fluctuations.Introduction The rise in commodities price volatility and financial and economic crisis have led to questions over the organisation of futures and physical commodities markets. Spikes in commodity prices and volatility have coincided with a surge in financial speculators in the commodity markets inspiring a polarised and hotly debate among academics and practitioners about the role of investors in the development of physical markets. In his seminal work Kaldor (1939) focused primarily on whether speculative activity in the futures markets reduces the variance of commodity spot prices. Yet, part of the literature finds that the introduction of futures contracts destabilizes the spot market. IMF (2006) studied commodities boom and its causes concluding that there is little support for the hypothesis that speculative activity affects either price levels over the long run or price swings in the short-run. The impact of speculative activity on commodity prices remains a highly contentious topic. Other market analysts take the view that the supply and demand for physical commodities remain the major determinants of market trends (Krugman 2008). It is the aim of this study to contribute to the literature by examining the drivers of copper price changes from a structural change perspective. In this context we are attempting to answer to: What are the main drivers leading to copper price fluctuations? Are these factors having the same effect in different periods or not? It is meaningful to understand drivers of copper prices and thereby, their fluctuations because it will help developing countries depending on copper export to anticipate market situation and avoid bad economic development challenges that can result from price fluctuations. Cable bolts are used as a means of rock support around underground excavations in many mines across Canada and around the world. A substantial body of research on cable bolting was conducted at a number of Canadian universities and mines from the mid-1980s through the 1990s. Since then, research into selected areas of cable bolting practice has continued in Canada. The research has focussed on cable bolt instrumentation and on the inclusion of cable bolts in empirical stope design techniques. A review of cable bolting practice is now warranted at many mines. It has been five years since the completion of the previous substantial body of Canadian academic research and the associated advancement in understanding of cable bolt design, implementation and verification practice. Attempts were made at that time to transfer the new design procedures and performance assessment technologies to mine-site personnel. In some cases, this was effective, and ground control personnel continue to improve on their cable bolting practice at each specific mine site. However, at other sites, experienced people have moved on, and the new, less experienced personnel do not have access to the training or technical resources required to improve their understanding of the subject. In other cases, the technology was not transferred effectively to practitioners, with the result that substantial improvements can be made to the cable bolting practice at those mines. Guidelines for auditing cable bolting practice are provided in this paper. The guidelines include a discussion of the objectives of the audit, suggestions for audit procedure and a summary of the possible outcomes of a cable bolt audit. The objectives of an audit might include assessing the reasons for unexpected cable bolt failures, evaluating the quality of the installation procedures, quantifying the efficiency of the cable bolt system and assessing training requirements and procedures. A cable bolt audit should include consideration of all aspects of the cable bolting cycle, including the design, implementation and verification phases of the operation. At the end of the audit, a ranking should be assigned to the components of the cycle. The ranking system can then be used to identify items that require immediate attention, others that could be improved and others that are adequate. Following completion of a cable bolt audit, increased confidence in the support system and its application is generally, found, along with the potential for cost savings in many cases.

INTRODUCTION The design criteria for a particular concentration and dewatering project will provide the formal basis for design of the process, equipment and facilities. These criteria will specify the required capacities and operating schedules for the equipment, as well as the quantity and quality of the feed to be processed and products obtained. The general climatic and geographical conditions at the site, specific information on soil or rock conditions; and applicable design standards and codes will also be included. The design criteria will generally be based on an interpretation of testwork carried out on the particular ore and site, and will thus parallel in detail and completeness this testwork. As the project moves from the early conceptual phases through to final detailed design, the design criteria will be developed and become more detailed as information is generated and made available for use. The design criteria are critical to the design effort as the formal specification to the designer of what and how much is to be processed, what and how much is to be produced, and where and under what conditions. The actual design criteria will be a formal tabulation of the design basis information developed for the project in question. For a preliminary study, this may consist of a single page of data; for a feasibility study several pages and for a detailed design up to several hundred pages and multiple volumes. Depending on the complexity of the process and the level of detail included, each project will be unique to some degree. The design process for a project normally progresses from preliminary conceptual phases through to a final detailed design. The criteria used for the initial concepts are generally developed from rough data and preliminary testwork on the ore in question. Regardless, the plant throughput and products are defined, thus giving a scope and definition to the study phase. In some studies a range of throughputs may be analyzed in order to arrive at the most economically attractive size for the proposed operation. This optimum size is then used as the design throughput for the more detailed design phases. Similarly as more testwork results are available and the ore characteristics and process become more well defined a continuous updating of the design criteria is undertaken.

Selective flocculation of iron ores is extremely sensitive to the type and the amount of soluble salts in pulp solutions. Chemical precipitation of alkaline earth ions combined with ultrasonic treatment deactivates their adverse effects without using any environmentally ill-defined reagents. The manner in which ultrasonic treatment affects starch adsorption on hematite, dissolution of quartz, and selective flocculation process was investigated. Selective flocculation tests were conducted in the presence of up to 400 ppm calcium ion on a quartz-hematite mixture by precipitation as calcium carbonate, and the role that silicate ion generated by ultrasonic treatment plays in achieving the selectivity of separation is discussed.
