Long-term coal mining plans are often based on attainment of an average cost of coal. This is achieved by blending low- and high-cost coal production. Coal that is beyond the economic limit of the reserve is mined in a misguided effort to improve reserve recovery. Long-term contracts should be least cost-based and generate the best net present value from the economic reserve within the context of a rational mine plan. The selected economic reserve should he mined on a low- to high-cost basis to benefit from the time value of money.

Experiments using an optically polished Pyrex disk and aqueous dodecylammonium acetate (DAA) films showed that the velocity with which the films recede increases markedly if the runs are repeated at short time intervals, where equilibrium cannot be reattained. This results from DAA molecules being desorbed from the disappearing liquid-air interface and being deposited on the solid-air interface being formed. Controlled experiments with Pyrex particles in a modified Hallimond tube showed a similar increase in flotation rate, again due to excess adsorption of DAA molecules that were transferred to the solid-air interface from the bubble on contact.

The Goldstrike autoclave plant is designed for the pressure oxidation of 1363 t/d (1500 stpd) of refractory gold ore. The plant was commissioned in early February 1990 over a one week period - an unusually short period for a plant of this complexity. The rapid plant start-up is attributed to certain detailed design and control aspects of the plant. This paper discusses key features of the autoclave plant with emphasis on the design of the splash/flash system of heat recovery and the control systems. Commissioning and plant operations over the first three months are reviewed.

Getting the best match between truck and haul road requires examining the cost effects of many factors. Most mines use a bottom line measure based on cost per ton of material moved. This measure focuses on the two components of truck haulage cost per ton: productivity (or performance) and operating cost. For specific tasks, productivity can be measured or predicted using either field measurement or modeling. Individual tasks can be combined to provide a larger scale, longer term net figure for total mine output. True cost is more difficult to capture. Factors are time- and task-oriented and can be influenced by a summation of factors over a truck's lifetime. For example, "allocated" costs, such as owning (depreciation) and some repair costs, are spread over long periods. Items such as fuel and tires can be tied more directly to certain tasks. This article focuses on the more direct, task-oriented factors that affect truck productivity and cost. In view of the increasing use of heap leach operations in the mining industry and the critically important performance of the leach pad liner in both the economic and environmental aspects of the design, it has become essential that the designer fully understand the factors affecting the performance of the liner. Minimizing the loss of pregnant solution through the leach pad liner is obviously of paramount importance to the economic efficiency and environmental compliance of the heap leach operation. Losses through the liner are a function of the hydraulic conductivity of the liner material and the hydraulic gradient across the liner. This applies to both natural and synthetic materials. The hydraulic gradient across the liner is a function of the build-up of solution above the liner, which in turn is determined by the permeability of the heap material, the slope of the liner, the drainage path length and the leachate infiltration rate. A relationship incorporating each of these parameters and their effect on the hydraulic head acting on the liner has been developed in terms of the Dupuit criterion, assuming one- dimensional flow with vertical accretion.

Over the past few years, the School of Mines of Paris has carried out a program of research* on the grade-tonnage relationships in the border zones of porphyry copper deposits. The initial problem was quite difficult : how does the grade vary at the border of the known orebodies? Does it decrease regularly, or do some thresholds exist, where the grade diminishes abruptly? The answer to these questions have important repercussions on the prediction of the future reserves in the fringe of the orebodies. If the grade decreases regularly, very important reserves could exist; if not, there would be strong limitations to the possible recoverable reserves. The first step of our study was a critical study of previous work done on the subject. It appeared that, following Lasky's pioneering paper (Lasky, 1950), most of the authors used what we can call an historical approach to the problem. In this, the grade-tonnage relationships are calculated from the available figures for production and reserves and the results are then extrapolated to the future. The strong limitation of this model are brought out in this article.

South Africa has adopted its own code for public reporting of Mineral Resources and Mineral Reserves in 2000. The South African Code for Reporting of Mineral Resources and Mineral Reserves (SAMREC Code or Code) (SAIMM 2000) is presented here in its local and global context. The main aspects of the Code are listed and elaborated upon. The Code has been written with the participation of the major South African stakeholders in the field including Government institutions, the legal confraternity and the mining industry. The Code is modelled on, and is 90% compliant with, the Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) (AusIMM 1999). The paper also elaborates on the duties and responsibilities of Competent Persons signing off resource and reserve reports and on the listing requirements of the Johannesburg Securities Exchange (JSE), formerly the Johannesburg Stock Exchange, which has officially adopted the Code. The listing requirements were updated in 2000 to incorporate the SAMREC Code and subsequently in 2002, effective 2003. The ongoing obligations of the JSE for the exploration and mining companies are being compiled and are expected to be effective from early 2004.

Rio Tinto Minera, S.A. operates in Southern Spain, at one of the most ancient mining sites in the world, using advanced computerised mine planning. This paper describes the development and application of the mine planning systems to the copper and gold/silver operations. It briefly covers the hardware configuration, and the advantages and improvements in mine planning achieved. The system's application started with the long term mine planning of Cerro Colorado (open pit) copper mine and was gradually extended to cater for the medium and short term planning requirements of the other operations of the Company. The base of the system is a mineral inventory established by the combined use of the geology and geostatistical methods, and compatible with the mine planning requirements. The planning system has three major components: one used for open pit design and long term mine planning, another used for blast evaluation and finally one used for short term mine planning. Recently, a fourth component has been added to the system for reconciliation between predicted and actual tonnages and grades. There is common data file transfer throughout the system.

During the induration of fluxed taconite pellets, alkali salts deposit on the grate support bars, causing severe corrosive degradation of these alloys. To determine the source of these deposits and to understand the mechanism by which the salts are conveyed to the grate bars, a study of the reactions between fluxed pellets and combustion gas was carried out. The study focused on the thermodynamics and kinetics of several processes associated with induration; namely, oxidation of magnetite, calcination of flux, and the formation and gaseous transport of various alkali salt species. Both theoretical and experimental techniques were used. It was concluded that the principal source of alkali salt deposits is alkali chlorides, which are present as contaminants in the flux and/or residue from contaminated washwater. The pathway from pellet to grate bar involves the following steps: evaporation of chloride salts within the pellet; diffusion of salt vapor out of the pellet, aided by the outflow of CO2 from calcination of the flux; convective transport by the combustion gas with concurrent (partial) conversion to alkali sulfates by reaction with residual SOX in the combustion gas; and condensation of salts on the grate bars.

In late 1993, Inco Ltd. completed a $600-million environmental improvement project at its Sudbury, Ontario operations -the largest single environmental project ever undertaken by a Canadian corporation. Efficient new facilities and innovative technologies installed during the course of the project have also significantly improved Inco's productivity and competitiveness. In early May 1994, a panel of 18 Inco authors contributed to a Technical Forum, "Environmental Programs at Sudbury," presented at the 96th Annual General Meeting of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM) in Toronto. Their papers have been published in CIM's Toronto `94 Proceedings Volume, pp. 62-77. The following report draws primarily on discussions of Inco's milling and smelting operations published in the Proceedings Volume. The Proceedings Volume also includes papers on the acid and oxygen plants and on engineering, construction and commissioning of the project. In 1992, the Alaska Department of Environmental Conservation received a grant from the Environmental Protection Agency (EPA) to fund the reclamation of an abandoned placer mine. The project also included the development of a water-quality and hydrologic-monitoring program. The grant was provided under Section 319 of the Clean Water Act and is administered through EPA's Region X Water Division. For the past 100 years, Alaska's interior has been the site of extensive placer-mining operations. Early surface and underground operations left small tailings piles, some of which are still visible. Dredging left larger tailings piles, similar to those in California and elsewhere. The only reclamation of these tailings involved use as road base and fill and other civil applications. Most active mines in Alaska are on state and federal lands. The standards of reclamation for mines on federal lands are established under US Mining Laws, 43 CFR 3809. They address only mines operated since 1981. Under a state statute passed in 1990, the Alaska Department of Natural Resources, Division of Water and Mining, has issued reclamation regulations. These regulations apply to sites on state, federal and private lands, but only those mined since Oct. 15, 1991.

INTRODUCTION In Canada, most of the rock being broken in underground metal mines is being carried out using traditional drilling and blasting methods. Despite advances being made in hard rock boring and other, more exotic techniques, it is Dynatec's belief that the traditional methods will continue to prevail for many years to come. It is also our belief that modest research efforts expended on the traditional methods will result in substantial financial benefits to the mining and rock tunnelling businesses. Dynatec has pursued productivity improvements through the use of long rounds in both shaft sinking and lateral development. The concept of longer rounds was developed by Dynatec on the Craig Shaft Sinking Project (RETC 1991). This paper reviews the Craig Shaft Long Round success. This technology was subsequently utilized to sink the two shafts at Aur Resources with great success. The development of a Long Round Jumbo for tunnelling is a natural progression of the long round technology developed for the Craig Shaft. A computer aided design software system for long range coal surface mine planning has been developed by the authors. The system is composed of two subsystems: a coal deposite sub- system and a long range mine planning system. The geological parameters are estimated and a grid model is formed, then a 3-D block model can be developed for mining design. The long range surface mine planning system is based on oriented graph simulation and combined approaches to seek for the optimal deign alternative. This mining model consists of a number of sub-models to realize mining design functions such as: calculation of mining volume and coal quality by graph scanning; determination of operational stripping ratio by interactive design; varification of annual coal production; delimitation and development of dumping site; optimization of material flow direction and volumes by Linear Programming; surface mine production scheduling by interactive iteration; etc. The software package was developed on PC computer 486. It features classified menu guide, module structure, figure and graph representation on the screen and flexible interactive functions. This system has been applied to an open cut coal mine and predicted functions have been obtained.

As part of a U.S. Bureau of Mines program to evaluate alternatives to sodium cyanide in gold leaching, three organic nitrile compounds were tested for their effectiveness as gold lixiviante. The organic compounds examined were malononitrile, acetonitrile, and cyanoacetamide. The reagents were tested on an oxide ore, two carbonaceous ores, and a eulfidic ore. Acetonitrile and cyanoacetamide were shown to be ineffective gold leachante. Malononitrile was the most successful of the organic lixiviants. On an oxide ore, malononitrile performed shilarlyto sodium cyanide with extractions of around 80 pct. For carbonaceous "preg-robbing" oree, sodium cyanide was completely ineffective while malononitrile extracted 24 pct of the gold. When using a resin-in-leach technique, extraction with sodium cyanide increased to 60 pct and the extraction with malononitrile increased to 80 pct. On the sulfide ore, sodium cyanide and malononitrile performed similarly with 80+ pct extraction as long as the pH of the malononitrile solution wae maintained above 10.5. Malononitrile is six times less toxic than sodium cyanide as measured by LD, levels. Therefore, malononitrile has a significant advantage over eodium cyanide, but its high cost and undemonstrated usefulnees make it unlikely to gain acceptance.

The authors have been interested in stress measurements in the rock mass for a long time. This paper describes the development of new apparatus for stress measurements in a rock mass. The principle of stress measurement by this device is based on the relief method as applied on the conical shaped surface of the bottom of a borehole. The design started based on the experience of K. Sugawara and Y. Obara who have been using the compact conical borehole over-coring system (CCBO). The conical shape of the strain gauge probe CCBO makes the fixation of the probe in borehole easy and, also, makes the measurement of stress in independent directions possible. The principle of the measuring method, the preparation of the borehole, the design of the probe for continuous measurement of stress during the course of overcoring are described. Also, a simplified version of the probe for long term monitoring of stress variations in the rock mass by means of the inserted body method and the initial laboratory results and in-situ testing of the development sample are described. Additionally, testing was done regarding the possible glues in relationship to the creep effect for this case.

The South African mining industry currently installs about 6 km per month of plastic pipes for conveying compressed air and water. Plastic pipes have a number of desirable properties and are favoured by many mining engineers because of their low mass, which facilitates ease of erection and assembly, and their excellent corrosion resistance and durability. However, they are combustible, and if involved in an underground fire can contribute to the overall toxicity of the combustion gases emitted. Furthermore, plastic pipes have the potential to conduct a fire from one part of a mine to another, and, by so doing, exacerbate an already hazardous situation. The limitations of small scale tests and the need to establish a large facility where underground conditions could be simulated was recognized by the South African mining industry. This paper briefly describes the Industry's full scale fire test facility and presents the conclusions drawn as a result of a number of full scale combustibility tests conducted on pipes manufactured from unplasticized Poly Vinyl Chloride (uPVC) and High Density Polyethylene (HDPE). Based on these findings, some practical solutions to prevent the spread of fire along the length of pipe columns of various pipe diameters and suspension configurations are presented. Recently some new and exciting developments in the field of intumescent coatings have occurred which are proving effective in minimizing the incidence of fire underground on South African mines. The potential benefits of these coatings are briefly discussed. INTRODUCTION Plastic pipes used underground on mines are predominantly in the form of protective cladding on insulated chilled water pipes and as service pipes for the conveying of water and compressed air to the workings. Plastic pipes have found wide use in the aggressive environmental conditions encountered underground due to their favourable properties relative to steel; these include being lightweight, easily installed and virtually immune to corrosion. However, plastic pipes are inherently combustible and can contribute to the overall hazard in three ways: (i) they are easily ignitable and can provide the initial fuel for a fire. (ii) once ignited, they can propagate a fire along their length and by so doing ignite other combustibles in their path, thereby contributing significantly to the overall conflagration. (iii) they can contribute to the overall heat, smoke and toxic gas emissions from a fire. While conscious of the value of small scale fire tests, the South African mining industry recognized the need for full scale testing to determine the combustion characteristics of plastic pipes under conditions closely approximating those underground and, as a consequence, a full scale fire tunnel test facility was commissioned with the objective of being able to (a), accurately evaluate the potential hazard of the various types of the plastic pipes found in mines, (b) use this information to suggest suitable fire engineering practices to minimize the hazard and (c), to practically verify the efficacy of the practices suggested. THE FIRE TUNNEL The fire tunnel is situated on a mine in the Western Transvaal and is 40 m long with a cross section of 3 m x 3 m which is typical of many haulages currently in use in South African gold mines. The ventilation drawn through the tunnel is provided by a 110 kW centrifugal exhaust fan and air velocities can be varied from 0 to a maximum of 5,8 m/s.

The role of copper sulphate in the flotation of pyrite has been studied. A survey of a number of pyrite flotation plants using copper sulphate showed that in correct dosages, it was able to increase both grades and recoveries. This was confirmed in batch tests. Copper sulphate had no significant effect on the rate of adsorption of PNBX onto pyrite. Copper adsorbed irreversibly onto the pyrite when the latter was slurried in a copper sulphate solution. Copper sulphate had a significant effect on the maximum froth height obtained in static three-phase froth tests. Proposals to explain these observations are made.

Water movement and water chemistry were monitored in the unsaturated zone at two sites in fluvial tailings deposits along the Arkansas River near Leadville, Colorado. One of the sites was remediated by the incorporation of lime and biosolids into the soil. Preliminary results, based on data collected during the 11 months following remediation, indicate that differences between the two sites can largely be attributed to heterogeneity of the deposits. Remediation has increased the alkalinity in the upper soil zone, but as of yet, there is no indication that soils at depths greater than 30 cm have been affected.

The stability of longwall chain pillars depends not only on the mechanical properties of the coal and surrounding rocks but also on geological and mining conditions. To evaluate the effects of each variable, orthogonal experimental design was employed in a significance analysis. The study concluded that the stability of longwall chain pillars is mainly controlled by the ratio of pillar stress to pillar strength, the ratio of the Young's moduli of roof to coal and floor to coal, entry width, pillar width and the internal friction angle of coal. Additionally, horizontal stress, panel width and mining height also play a significant role.

The effect of slurry rheology and ball coating characteristics on the abrasive wear of grinding media and the rate of grinding were studied using -10 mesh quartzite in laboratory marked ball wear tests. Pulp viscosity was found to be closely related with both the thickness and physical characteristics of the coating affecting abrasive wear. The packing density of particles at the ball surface was the primary determinant of wear while the grinding rate was more dependent on viscosity and thus the ball coating thickness. The optimum grinding rate was achieved when the coating thickness was about twice the largest particle size.
