MINERALS INFORMATION PROGRAM Mineral data collection by the Federal Government actually began in 1882 with an appropriation by Congress to the U.S. Geological Survey (USGS). Although the Bureau of Mines was instituted in 1910, it was not until 1924 that the collection, interpretation, and dissemination of worldwide information on production, consumption, and availability of minerals became the responsibility of the Bureau. The objective of the Bureau's minerals information program is to maintain and provide reliable, timely, and comprehensive data for analysis of national minerals problems. This program is implemented by a staff of specialists who cover about 100 mineral commodities and the mineral industries of 168 countries. Data are also provided on the minerals industry on the State and county level. The specialists analyze information to identify trends and problems, forecast future U.S. and world supply and demand for the nonfuel minerals, and relate trends and developments to their impact on the domestic minerals industry. Data Sources and Publications The primary sources of data concerning the domestic minerals industry are the companies that produce, use, and trade in these minerals. Approximately 60,000 survey forms are sent to industry, on a monthly, quarterly, semiannual, or annual basis, to obtain the data. Domestic trade data are provided by the Bureau of the Census, U.S. Department of Commerce. Information on mineral developments abroad is developed by Bureau specialists from mineral reports supplied by U.S. embassies worldwide, from primary source documents, from a review of the technical mining literature, and from onsite mine and plant visits in foreign countries. The information is disseminated through a number of Bureau publications: "Mineral Industry Surveys" provide aggregated data on a monthly. quarterly, or semiannual basis to give timely information on the most important mineral commodities. "Mineral Commodity Summaries," published each January, provides preliminary annual data on supply and demand and discusses significant events of the previous year. The final data are published later in the "Minerals Yearbook," which is the definitive historical record for mineral statistics. "Mineral Facts and Problems," an encyclopedic work issued every 5 years, covers industry structure, technology, supply-demand analysis. economic factors, reserves, and forecasts of U.S. and world demand for individual commodities. "Mineral Perspectives" and "Mineral Issues" cover important international mineral developments and significant issues of current U.S. policy as they relate to minerals. Discussions and analyses of mineral trends and developments also appear in other Bureau publications, such as "Minerals and Materials" and "Information Circulars." These publications provide the basis for analysis and policy determinations by the Bureau and by virtually every Federal agency concerned with minerals, defense issues, the national economy, and foreign relations. The data are also used by industry in planning capital investments in mines and processing plants, by financial analysts, by U.S. delegations in their work with international commodity groups, and by a host of other minerals related organizations. Data Bases The data bases used by the specialists for preparing publications or in response to a continuous stream of inquiries include both those that contain individual commodity data from respondents, and those that are summary data bases on production, trade, capacity, employment and a number of other minerals-related items, not all of which are derived from data reported to the Bureau of Mines. The data bases maintained on the mainframes are not accessible by non- Bureau users. Solvay Minerals, Inc. (formerly Tenneco Minerals Company) is one of five producers who use trona to produce soda ash at Green River, Wyoming. Over the years, many producers, including Solvay Minerals, extended their product lines by manufacturing other sodium products based on trona. This paper focuses on the criteria used by Solvay Minerals in the selection of new products added at its Green River, WY operations. An example is given in the selection of caustic soda production.

Microcomputers have rapidly evolved to the level at which they can perform almost all of the computational tasks required for exploration, evaluation and exploitation of mineral deposits. The present capabilities of microcomputers are reviewed by examining their use on typical projects from the initial capture of exploration data to the subsequent technical and financial evaluation by microcomputer. Emphasis is placed on the need for compatible software and on the importance of a consistent hardware acquisition policy.

A fully three-dimensional hydraulic fracture propagation model, based on the Displacement Discontinuity Technique, is briefly described. Using this model, it is shown that the geometry of a propagating fracture is dependent on several factors, among which the fluid pressure distribution within the fracture plays an important role. The containment of hydraulic fractures is found to be dependent on stress and toughness barriers in the formation. Containment is also observed to be more effective with a decrease of the viscosity, pressure or flow rate of the injected fluid. The three-dimensional layout of the fracture is shown to have a definite influence on the width and pressure distributions within the fracture. The examples considered indicate the need for fully three-dimensional models, as complements to the commonly used two-dimensional and pseudo-three-dimensional models.

Dry cover systems as a closure option for management and decommissioning of waste rock and tailings is a common prevention and control technique used at numerous sites around the world. Numerous site-specific factors control the long-term performance of dry cover systems. Site-specific climate conditions are one of the key factors to consider when determining the objectives of a dry cover system because these conditions will significantly influence long-term performance. There are advantages and disadvantages of characterizing the site on an annual basis as generally a “dry” site (annual potential evaporation greatly exceeds annual precipitation), or generally a “wet” site (annual precipitation meets or exceeds annual potential evaporation). The field performance monitoring data and discussion presented herein illustrates the caution that is required when using these “annual” criteria for characterizing site climate conditions. Numerous sites exist where precipitation exceeds potential evaporation on an annual basis; however, the site typically experiences hot, dry summer months where evaporation greatly exceeds rainfall. These dry summer conditions have a strong influence on long-term performance. In contrast, sites where potential evaporation exceeds precipitation on annual basis, typically experience periods of the year when a moisture surplus occurs, which also impacts on long-term performance. This paper uses soil-atmosphere cover design modelling and field performance monitoring from sites in Canada, Australia, and the United States to demonstrate the importance of considering site-specific climate conditions when predicting long-term cover system performance.

INTRODUCTION Observations during construction form an integral part of the design and construction of major underground works. Observations as used herein include visual inspection, detailed geologic mapping, and correlation of geology with support conditions, as well as instrumentation to provide more precise information regarding rock movements and support load. This paper describes the application of an observational program to one of the more difficult design and construction problems underground -- the excavation and support of large chambers at shallow depth in rock of variable quality. Emphasis on underground construction for subways and utilities in urban areas is bringing this problem to increased prominence. It is our intent to focus on the design and construction problems associated with such excavations and to describe observational methods which can be employed to aid in their construction. Observational programs may serve two purposes. One is to monitor the rock and support conditions in order to provide early warning of potential construction problems. Such a program should be routinely used in critical locations on major underground excavations of the type described in this paper. The program should be closely coordinated with the inspection effort and construction control. The other purpose is to provide detailed information regarding the interaction of support conditions and rock displacements to aid in development of more efficient design and construction procedures on later projects. Field studies have demonstrated the relationship between the growth of high-value trees on surface mined land and the physical conditions of the root growth medium. Specifically, the survival and height of hardwoods grown on less compacted material are far superior to those grown on compacted material. Furthermore, studies have demonstrated that the physical condition of the root growth medium can be characterized by dry bulk density and penetrometer resistance and that these parameters are also related to tree growth measurements. Site indices are useful for evaluating and predicting the productivity and timber yield for a specific location. A method has been proposed to estimate the site indices for various tree species on reclaimed surface mined land as a function of the physical properties of the root growth medium.

Modes of microbial attack of metal carbonates, metal silicates, metal oxides and metal sulfides are summarized. The current status of microbial redox mechanisms, whereby metals in metal oxides and sulfides are mobilized, is discussed. Opposing theories of a single mode of attack involving interaction with a microbially produced reductant or oxidant in the bulk phase and of dual modes of attack involving a reaction requiring physical contact between microbe and mineral surface on the one hand and microbial production of a reductant or oxidant in the bulk phase that reacts with the mineral on the other hand are considered. No one mode when finally completely unraveled should be expected to fit all cases. Some biochemical, electronmicroscopic and spectrophotometric approaches for elucidation of missing details of different modes are suggested. Introduction The impact of computers on individuals and businesses increases each day. And the mining industry is no exception. The growing number of short courses, symposia, and feature articles in journals on the subject of computers is indicative of the developments and interest in their application to mining. Given this interest and the growing importance of computers, a legitimate concern is the computing background of graduating mining engineers. Based on a sample survey, this paper presents the current status of computer education in Accreditation Board for Engineering Technology (ABET)-accredited mining engineering programs in the US. Specific topics addressed include hardware and software available to students, integration of computers into curricula, concerns of mining educators, and historical and anticipated trends in computing education. Methodology Nine of the 19 ABET accredited mining engineering schools (as published in the SME-AIME Guide to Minerals Schools) were surveyed. Interviews consisting of open-ended questions were conducted with a knowledgeable faculty member from each of these schools. This was done to obtain an overall view of computing in mining engineering programs. The intent was not to evaluate nor compare individual schools, so a complete census was deemed unnecessary. The minimal deviations between the responses to the subjective questions reinforces the credibility of the sample as being representative. Results Hardware Most of the mining engineering schools polled had access to hardware on three scales - mainframe computers available university wide, minicomputers available in the college or department, and microcomputers available at all three levels. Without exception, each school had access to mainframe and microcomputers. Minicomputers, however, were not available at every school. The mainframe computers have been in place the longest. The predominant mainframe currently on campuses is the IBM model. Mainframes were once the essence of all applications. But the improved availability and capabilities of smaller machines have afforded users a viable alternative. The increasing practice in education of assessing charges for time used on the mainframe - as opposed to no charge for time on the mini- and microcomputers - makes use of the smaller machines attractive. Conversely, much of the mining engineering software is only operational on mainframes. Sometimes this restriction exists because the requisite speed or storage inherent in the software can only be met by the mainframe. More often, however, it is because the software was developed when mainframes were the only machines available, and it has not yet been adapted to run on a smaller machine. At the schools polled, many mining engineering problems that are well suited to microcomputers are being solved on mainframes simply because microcomputer software is not available. Minicomputers are available at the department or college level in many mining programs. DEC is the most popular make. Often, the minicomputers were installed to alleviate the inconveniences of attempting to access and use an overcrowded mainframe, to avoid being charged for time used on the mainframe, and to meet the needs of a specific research project. The minicomputers are currently used much more for research than for teaching applications. Therefore, minis are seldom used by undergraduate students. Microcomputers have become extremely popular at mining schools within the last five years. Generally, some form of computing policy or strategy was established near the time the first microcomputers were purchased. This was formulated in part to ensure consistency, or at least compatibility, in the type of machines acquired. "What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

Effect of iron on the removal of arsenic, mercury and selenium from gold mining effluents. Arsenic, mercury and selenium are common trace elements in gold tailing effluents that require removal before the water is either recycled or returned to a receiving body. One of the better methods of removal of these elements is the use of iron salts whereby, the metal is trapped on the freshly precipitated hydrolyzed iron oxides either by adsorption or enmeshment of the fine particulate and hence, removed from solution. The metal removal is effected by iron to metal ratio, pH, temperature etc. Pilot plant tests have shown that mercury can be reduced to < 5 ppb Hg, while full scale tests on arsenic and selenium have achieved levels of < 50 ppb As and < 10 ppb Se in well controlled systems.

The Environmental Protection Agency (EPA) is investigating approaches to control non-coal mining wastes. In May 1988, the EPA&apos;s Office of Solid Waste (OSW) released a document that outlined an approach to manage non-coal mining wastes and materials. This document was called Strawman I. It was a staff-level approach designed to aid the continued participation of interested parties and to enhance EPA&apos;s understanding of mining waste issues. EPA has been working with states, public interest groups and the mining industry to gather information and to solicit input on waste management approaches. The involvement of the states in the Strawman process has been coordinated by the Mine Waste Task Force of the Western Governors&apos; Association and the Interstate Mining Compact Commission. Involvement of public interest groups has been coordinated through Colorado Trout Unlimited. And the participation of the mining industry has been managed principally by the American Mining Congress. In May 1990, EPA released Strawman II. It was based on comments submitted to the EPA on Strawman I and on information given to the EPA by interested parties since 1988. Strawman II is again a staff-level approach to protect human health and the environment from wastes and other materials associated with non-coal mining. In September 1990, meetings were held with public interest groups and the mining industry to discuss their comments on Strawman II. By early 1991, the EPA expects to make a decision on how to proceed with program development.

Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.

Outcrops of the Nubian Sandstone Series cover approximately 180,000 km2 in southern Egypt. Within the series, oolitic iron ore beds occur. The only comprehensive information available on stratigraphy of the iron beds is for the area east of Aswan, otherwise information is exiguous, sparse or unreliable. Based on this low level of information, the iron potential of the Nubian Sandstone Series was assessed and an exploration strategy formulated specifically tailored to the assessment. The area covered by the Nubian was divided into five regions, each comprised of 100 cells. A spatial distribution, i.e. negative binomial, was assumed adequate to describe the number of targets per cell and was indirectly calculated using a compound poisson distribution. Estimate of the only unknown parameter - the average number of targets per cell - implicitly/explicitly incorporated available geologic and economic information into the assessment. A probability distribution for the number of targets per region was then derived from the cell probability distribution. An allocation model based on the regional probability distribution assessment as well as on an estimate of the exploration effectiveness and on the exploration budget determines the optimal time to be spent in each region.

The U.S. Bureau of Mines (USBM) and Diesel Controls Limited evaluated a new diesel emission control system on an underground mine vehicle. The system was a catalyzed ceramic wall-flow diesel particulate filter (CDPF) combined with an catalytic converter, or diesel oxidation catalyst (DOC). This paper describes the design and installation of the system on a load-haul-dump (LHD). The results of screening tests conducted by the USBM are also given. The screening tests were conducted to determine if the device&apos;s particulate collection efficiency, regeneration temperature, and effect on gaseous hydrocarbon (HC) and carbon monoxide (CO) emissions changed over the period it was being used. The system was removed from the LHD and evaluated in the laboratory after operating for 308 and 1200 hours. After 308 hours of operation, laboratory testing revealed its particulate collection efficiency varied from 41.0 to 93.5 percent, depending on engine operating conditions. Its regeneration temperature was about 415° C. It reduced HC emissions by up to 97.6 percent, and CO by up to 95.0 percent. When tested in the laboratory after operating for 1200 hours on the vehicle, no significant change in performance was observed.

The application of in-situ leaching for abstraction of uranium and the analysis of parameters required for evaluation of uranium deposit. the procedure of evaluation of uranium dewsit for the purpose of in-situ leaching as well as the concept related were introduced. For building knowledge base, discussion is emphasized on production rule, which wasused in ESILU, on representation of rules and facts and application as well. From the system menu provided in the paper, the readers will, in a certain content, under- stand the functions of system structure and the way to set up. Several paragraphs are written concentrated on the procedure of backward reasoning and the principle of inference mechanisms combined with knowledge bases. Tracing interpretation and acquisition of knowledge with interactive method, which the system flexibility is considerably strengthened, are the main specific features of ESILU.

Building aggregates, basic materials for the construction industry, must be produced according to socio-economic and environmental sustainability principles, i.e. the three fundamental components of Sustainable Development. On this subject, an introductory discussion about the interpretation of these concepts in the field of mineral production and construction industry is first presented. As for the socio-economic aspect, aggregates are then illustrated as being essential resources for the development of the society, underlying that it is possible to understand their fundamental socio-economic role only through the analysis of the whole product life cycle, from production to end use and beyond. The same has to be done on the environmental side to assess the environmental impacts of aggregates: one should look for, not in the quarry phase only, but also in all the downstream activities of the construction process, including the use phase and beyond. Based on this approach, in the second part of the paper, the results of some investigations focused on eco-profiles of building aggregates, gathered through the application of LCA methodology are presented and discussed. In such a context, strengths and weaknesses of LCA indicators will be discussed, as well.

"Performing risk analyses on tunnel projects has become common place and on many projects it is required from an owner or regulatory perspective. After the project is planned, designed and constructed, the data concerning identified risks, assumptions, costs, probabilities and mitigations is generally long forgotten and buried in some file somewhere. A study was performed comparing predicted risks versus actual events on four recently constructed rock tunnel projects in New York, Ohio, Georgia and California. Probabilities and costs for selectively common risks on tunnel projects have been studied and re-evaluated. Conclusions are presented that can guide future projects and the veracity of the tunnel risk analyses performed. INTRODUCTION Tunneling is a risky business. More than ever, attention is being paid to the risks associated with tunneled facilities and implications on project or program cost and schedule. Questions about why tunneling projects notoriously exceed budget numbers abound. Evaluations in retrospect and going forward have focused on the wide breadth of inherent risks associated with tunneling. More and more, these risks are being identified, studied and managed to a higher degree. As more and more scrutiny pervades the industry, little value is being obtained and leveraged on future projects. The industry seems to be headed in a direction of making the same mistakes over and over. The notion of risk evaluation has been around for decades and received wide notoriety with the U.S. Space Program and ambitious projects in the energy industry such as hydropower and nuclear power in the 1960s and 1970s (Stewart and Melcher, 1997). This led to the evolution of tunnel risk analyses with more rigorous identification of the unique risks in tunneling projects impacting cost and schedule. As tunneling risks became more readily identified, more attention has been paid to the frequency and impact of the occurrences unique to tunneling (ITIG, 2012). Currently, few tunnel projects are being planned, designed or constructed without a formal risk register that identifies the risks, mitigates the risks and quantifies the probable impacts of risks that cannot be mitigated. In hind sight on many recent projects, events that brought projects to “its knees” were not addressed in risk assessments or were not dealt with to adequately mitigate the risk of these events."

I reached New York at the start of my second South American adventure on Jan. 9, 1916. In the Anaconda office I found that we were not to take the steamer for two weeks which gave me time to study reports on Potrerillos and Corocoro. Reno Sales, whom I had met in Butte only casually, was to go with us to South America. Though he was only a little older than I, he was already an unquestioned leader of our profession, and we became and remained good friends. William Braden was in New York and would return to Santiago with us. Tom Hamilton would also be returning from a vacation. Leighton Stewart, a young engineer who was to work for Braden, was going on the steamer with us, taking along his wife. And of course Dr. Ricketts would go along. He had just become engaged to John Greenway&apos;s half sister, Kate Greenway, and in order not to be away from her longer than was necessary, he did not reach New York until a day before we sailed. This made eight of us who would be in the party. We were to go to Corocoro first, as Braden had taken an option on the Chilean company there. Development was already under way. As reports came in by mail we tried to get as good an idea of the property as we could before the actual examination. Mr. Thayer "put us up" at India House, one of the best lunch clubs in New York, and Reno and I ate our lunches there almost every day. Thayer, Braden, and Cornelius Kelley, who was to succeed Mr. Ryan as president of Anaconda, joined us when they could. At the lunches they told us about the under- ground war in Butte a few years earlier. When I wrote my chapter on the Butte wars in Romantic Copper more than 15 years later I could not help being biased a bit by my friends, all of whom were on the Anaconda side. But their opponents in the Clark and Heinze camp were just as biased in their comments on my book.

My "outside exploration" began in November 1908, only 16 months after I had come to Bisbee as a raw engineer. The well publicized reputations of eminent engineers up to that time, including John Hayes Hammond, Herbert Hoover, James Douglas, D.C. Jack- ling, J. Park Channing, and a few others had been due to new mines they had found or brought to successful operation. And here was I, a mere youngster, given a chance to join the group. I knew there would be disappointments but I had no idea how many of them. In spite of the many prospects that turned out to be worthless I never looked at a new one without the feeling that this one might turn out to be the big success. This confidence, blind as it was, gave every arduous examination a zest and it made me climb every mountain on which the owner said there was something worth seeing, or on which T could see a distant staining that might mean ore. If I looked at every showing the owner suggested he at least would think I was honest and would bring other properties to our attention. This reputation of never refusing to go to see an outcrop, no matter how hot the desert sun or how rough the terrain, was probably one of my best assets. High as my hopes were at the start, they proved not to be exaggerated and if I were given a chance to do it again I would not hesitate, in spite of the jaundice, rheumatic fever, and other maladies that beset some of the expeditions. On the whole the results have equaled all my hopes. Toward the end of my years of active exploration I totaled up the score. Out of the prospects submitted to us about two out of three were eliminated after questioning the owner or prospector, without an examination. This left about a 1000 mines or prospects that seemed worth at least a preliminary look. One out of seven of these was worth a little development and a seventh of this seventh turned out to be a modest success or better. And nine or ten in all, or one out of 1000
