To understand the intricate nature of blast damage and counter the associated problems, small-scale blasting experiments were performed on hydrostone blocks. Tests were then conducted during a drifting operation in a quartzite quarry. Blast damage was assessed by different techniques. On the basis of the experimental results, the effects of the energy partitioning characteristics of explosives on the damage were identified.

A methodology for developing and utilizing risk-based action levels for soils in site closures is discussed. The methodology is based on standard exposure pathway models which are consistent with current regulatory guidance on conducting risk assessment. A simple approach to evaluating the potential for contamination ground water from the projected criteria based on the Toxicity Characteristic Leachate Procedure (TCLP) is also presented.

The recent increase in development of refractory gold deposits has resulted in changes to the traditional treatment processes. The selection of the preferred refractory treatment process is dependent on the mineralogy of the ore. One process, which has recently gained increasing attention, utilizes dry grinding and roasting of the whole ore. This paper will discuss some of the considerations to be addressed during the design of the process fl owsheet and what the effects of the various alternatives will be on the plant capital and operating costs. The paper will be based, in part, on current experiences with dry grinding, roasting plant design and start-up.

The Mining Regulatory Affairs review arrived in time for the May issue. The Managing Editor inadvertently buried it in one of his paper piles. Regulatory developments at the federal level involving the minerals industry solid waste disposal under the Resources Conservation and Recovery Act (RCRA) remained at the forefront of concern. The Environmental Protection Agency (EPA) received public comments on two major documents. One was a strawman draft rule covering wastes from mining and beneficiation. The other was a report to congress covering selected mineral processing wastes. The regulation of minerals industry waste management is moving forward on parallel paths. Mining and beneficiation waste is somewhat further advanced.

Among our challenges is the need to meet shareholder expectations (return on investment), and one area of focus lies in our ability to deliver value on our capital investments. Our ability to meet project expectations affects not only the economics associated with the immediate project but also directly influences our ability to finance future projects. Moreover, our ability as individual companies to attract investor capital is influenced by how we have done overall as an industry, and our industry track record has not been that stellar. With safety, scope, cost, schedule, and quality as guiding principles, our project managers today must address high expectations on every project. This paper examines some items that should be on today's project management checklist. PROJECT ENGINEERING Herbert Hoover, himself a mining engineer, said Engineering is a great profession. There is the fascination of watching a figment of the imagination emerge through the aid of science to a plan on paper. Then it moves to realization in stone or metal or energy. Then it brings jobs and homes to men. Then it elevates the standards of living and adds to the comforts of life. That is the engineer's high privilege.

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. The paper describes the features of the problems encountered and the countermeasures taken for two different tunneling projects. Where, slurry shields were used to excavate, in soft heterogeneaous water-bearing grounds, tunnels passing at very low cover beneath existing foundations of H.T. electric pylons, underground structures and major utilities. In order to avoid any ground failure and/or damage to the existing structures, one option was ground treatement by grouting or freezing technics. However, it was judged that, based on previous experiences, excavation with slurry shield could be carried on securely using an appropriate slurry enriched with polymers and applying a well determined pressure at ground face. A three dimensionnal limiting equilibrium analysis model was used to determine proper confinement pressures. And, the appropriate slurry compositions were stabilished based on laboratory test results. The tunnels were excavated successfully, no ground failure was experienced, and the maximum settlement recorded (on pylons) didn't exceed 3 mm.

A case study describing the expansion of Marion County landfill is presented. The exapansion area is located on a deep mined area. Finite element analyses were used to predict the surface subsidence and associated tensile strains on the landfill liner of the expansion site. A synthetically reinforced liner system is recommended to minimize the impact of the subsurface movements on the integrity of the liner system.

In the paper, the adsorption properties of dissolved ions on the surface of collophane and dolomite are studied using zeta potential measurement, ESCA and UV adsorption spectrum both in distilled water and in the supernatant of each other. The effect of dissolved ions on the flotation separation of collophane and dolomite under SCO depressant and oleate is discussed on the basis of above analyses.

The paper applies the principles of the incompressible viscous fluid-flow to studying the movement of particles on shaking table and examines the separating process of tabling according to Bagnold's shearing theory. It is shown that, in addition to the periodic movement, the particles possess the uniform movement on the asymmetrical reciprocating table; the dilation of the particle layers on the table is periodically obtained; on the backward stroke, the particles in the bed are kept loose because the shearing dispersive pressure is of maximum: the differences between the light and heavy particles become greater when the length and frequency of the stroke are greater and the deck motion is more asymmetrical.

With regards to the cost and profitability of a mining operation, the performance of the equipment employed is one of the key issues. Cost and profitability depend on, among other factors, the reliability and availability of the equipment. In an attempt to reduce equipment downtime, it is indispensable to collect and analyze reliable data and information on failures and maintenance actions. This paper reviews common problems encountered in this respect, with particular emphasis on the lack of uniform terminology and methodology. Recommendations concerning the standardiztion of reliability and maintainability concepts and measures are given. Regarding the benefits that the latter may bring, the paper concludes with a proposal for an industry-wide initiative in this respect.

Introduction Many discoveries have been made during the-past decade of low grade gold-silver deposits in the western US. This has stimulated development of low cost cyanidation procedures for precious metal extraction. Heap leach cyanidation techniques possess considerable potential for application to these low grade ores, small ore bodies, mine strip waste, and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successful, these resources must have good permeability to achieve uniform distribution of the cyanide solution throughout the heaps. Some of the most difficult of the gold and silver ores to treat successfully by heap leaching are those containing excessive amounts of clays, or fines generated by crushing. Presence of excessive amounts of slimes, -50 µm (-270 mesh), in the heap leach feed will slow percolation, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap. This causes the leach solution to run off the sides of the heap rather than penetrate the ore bed. The problem of heap leaching ores with fines can be aggravated while preparing ore heaps because of the natural sorting of coarse and fine material that occurs. This phenomenon results in concentration or ore fines in the center of individual ore piles and concentration of larger rock fragments of the lower slopes and base of the pile. When the individual piles within the heap are leveled off for the installation of the sprinkling system, additional segregation occurs as the fines sift through the coarser ore particles. This results in localized areas or zones with marked differences in permeability. Consequently, the leach solutions follow the course of least resistance. They percolate down through the coarse ore regions and bypass or barely wet areas that contain large amounts of fines or slimes. Effective use of marginal gold and silver resources by heap leaching required development of new methods to achieve more uniform size distribution when preparing ore heaps and better slime control during leaching. Early methods Agglomeration and balling of crushed ore to produce a porous and more uniform feed material for heap leaching is a viable method for treating clayey ores. Researchers from the US Bureau of Mines in Reno, NV began agglomeration pretreatment research in the mid-1970s for applications to and exploitation of these poor percolating feed materials. Little attention had been given to such methods before the Bureau's research. In 1905, T. C. Scrutton developed a unique technique for obtaining rapid vat leaching of a clayey ore where the gold was finely disseminated. His technique consisted of rolling the ore down a chute inclined at 60° to form agglomerates or balls readily permeable by the cyanide solution. However, these agglomerates lacked rigidity. And, to ensure good percolation leaching and washing, they could not be bedded in layers more than 1 m (3 ft) deep. If this depth was exceeded, it is difficult to obtain uniform leaching and washing. This results in reduced gold recovery. Shepard and others in 1937 studied the addition of lime and carbon dioxide or calcium carbonate to gold-bearing tailings to form agglomerates suitable for vat leaching. Satisfactory percolation flow rates were achieved in 90 g (3 oz) scale experiments, but the reagent requirements were cost prohibitive. A sustainable coal industry needs to achieve a number objectives concerning mainly with superior utilisation of deposits and improved environmental performance. Modern quality control systems, which are greatly based on the on-line analysers, play an important role in achieving sustainability targets. This paper discusses the testing and application of on-line ash analysers installed in the Ptolemais and Megalopolis lignite mines in Greece and examines the possibility of using this type of analyser to control blending and homogenisation operations. The effect of the accuracy of on-line analyser to control process, when used for the characterization of low rank coals with complex and variable composition, such as greek lignites, is examined.

Roller Press grinding has become an accepted technology in the cement industry, and finds a growing application in iron ore processing. Its introduction to the gold industry will depend on anticipated benefits such as a reduction in power requirements, the increase in throughput, and higher gold recoveries from the ground ore. The presentation highlights some of the specific features of the KHD Humboldt Wedag Roller Press and the effects of various operating parameters on the grinding result. Based on recent experiences examples are given on the use of the Roller Press in mineral applications. The anticipated reduction of grinding energy when using the Roller Press is discussed, together with the reduction in Bond Work Index.

During the past fifteen years significant progress has been made on carbon-in-pulp (CIP) technology for the extraction of gold. While most research on the mechanisms and kinetics of CIP sub-processes has focused on the adsorption step only, auxiliary unit operations such as elution have received less attention. The mathematical models which have been developed for elution at the University of Stellenbosch can be used for design as well as process optimisation by incorporation into an overall CIP simulation program. Except for these models, no other comprehensive models for the complex elution process are available. It is the aim of this paper to review recent modelling work on competitive elution from activated carbon.

SCOTT COULTER: Our second speaker today is Brian Flintoff. Brian graduated from the University of Alberta in 1973 with a master's of science degree and worked as a project metallurgist at Brenda Mines until 1977. He returned to the University of Alberta in late 1977 to work on his Ph.D. and later joined the faculty of engineering in 1980, leaving in 1988 to rejoin Brenda in the newly formed process technology division. In 1998 he left Svedala-Brenda to take a position with Simons International's newly formed enterprise development services group. His topic today is "People: Reduce, Reuse, and Recycle." INTRODUCTION BRIAN FLINTOFF: Historically, the mining industry has relied on the people within a corporation to get things done. The culture of most companies was one of a slow but sure development of people, processes, equipment, and technology. Many of the larger companies supported in-house engineering and research organizations. However, the metal market pressures of the 1980s and the emergence of the global economy in the late '80s and early '90s put enormous financial pressures on the industry. As the old adage says, "necessity is the mother of invention," and the mining industry, like many others, has undergone a transformation. A cornerstone element of the transformation was the downsizing (or right-sizing) that was calculated to "trim the fat" from the capital and operating budgets. The goal was and is to find the highest sustainable operating profit.' While I'm sure one can find examples of losers (e.g., those who can be classified as suffering from corporate anorexia or institutional Alzheimer's) in such business reengineering efforts, there is little doubt that, on the whole, the transformation has been successful. The reality that now faces mill management is "How to do more with less?" At the risk of oversimplifying, one can look at this on two levels:

Systematic studies were carried out on the adsorption of the silver thiourea complex on activated carbon. The experimental isotherm data fit the Freundlich isotherm equation. The adsorption rates increased with increasing temperature and decreased slightly with the increase of free thiourea concentration. The concentration of sulfuric acid had little effect on the adsorption rate. Adsorption kinetics correlated well with the Elovich equation, indicating adsorption is the rate-determining step.
