The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

Extensive field studies have been carried out to investigate the pillar fire problems in one coal mine in India. A Thermal IR gun and a Thermovision camera have been employed for thermal scanning to assess the state of heating in selected pillars. Special sampling set-ups have been designed to collect gas samples from the holes drilled into the selected pillars and the multigas detector is used to analyse the composition of samples in situ. In order to predict the spontaneous heating in coal pillars, different gas ratios have been calculated and it has been observed that some of the established gas ratios, viz. Graham?s ratio, Young?s ratio etc. have resulted in negative values in samples containing high amounts of methane. The modified gas ratios have been proposed which will be useful for predicting the pillar fires. These ratios may also be used for assessing the condition of fires in sealed-off areas.

Shovel-truck systems for loading and hauling material in open pit mines are now routinely analysed using simulation models or off-the-shelf simulation software packages, which can be very expensive for once-off or occasional use. The simulation models invariably produce different estimations of fleet sizes due to their differing estimations of cycle time. No single model or package can accurately estimate the required fleet size because the fleet operating parameters are characteristically random and dynamic. In order to improve confidence in sizing the fleet for a mining project, at least two estimation models should be used. This paper demonstrates that the Machine Repair Model can be modified and used as a model for estimating truck fleet size in an open pit shovel-truck system. The modified Machine Repair Model is first applied to a virtual open pit mine case study. The results compare favourably to output from other estimation models using the same input parameters for the virtual mine. The modified Machine Repair Model is further applied to an existing open pit coal operation, the Kwagga Section of Optimum Colliery as a case study. Again the results confirm those obtained from the virtual mine case study. It is concluded that the Machine Repair Model can be an affordable model compared to off-the-shelf generic software because it is easily modelled in Microsoft Excel, a software platform that most mines already use. This study was undertaken to generate a locally relevant guideline for the socio-economic aspects of mine closure for South African closure practitioners and decision makers. It should also represent a resource for interested and involved stakeholders. Mine closure, and its related post-closure social, environmental and economic characteristics, is part of the lifecycle of mining operations, given the finite nature of the ore resource. Many coal mines are anticipated to close in the next ten to fifteen years in Mpumalanga, as the epicentre of the industry shifts towards the Waterberg. Social aspects of mine closure have been historically underplayed, and under researched. Coaltech thus commissioned two studies, the first of which examined the closure dynamics of 36 mines in Mpumalanga and KwaZulu-Natal in 2006. A follow-up study (July 2007) focusing on Mpumalanga3,4 confirmed some of the results of the first study. It also contained broad guidelines for mine closure covering social and labour planning, job creation, the use of mine infrastructure, developmental incentives, and environmental rehabilitation.

Several large falls of ground occur annually in the narrow, tabular stopes mined in the Bushveld Complex. These falls comprise safety risks and cause substantial production losses and compromise efforts to increase productivity. Underground observations in conjunction with instrumentation sites were used to establish the strategic parameters required to describe the rock mass behaviour of shallow-dipping stopes on the Bushveld platinum mines. Existing rock mass rating systems were evaluated using the observations and instrumentation results. None of the current systems adequately described all the relevant geotechnical conditions. Thus a hybrid of several current systems was developed, and the proposed system is discussed in the paper. The new rock mass rating system is termed the ?New Modified Stability Graph? system and follows the method originally described by Mathews et al.1and revised by Hutchinson and Diederichs2.Changes have been made to some of the tables provided by Barton3and to the stress analysis suggested by Hutchinson and Diederichs2. In addition, the logistical regression analysis has been applied to databases, formed using the suggested analyses, for three support resistances and risk levels established.

Labour protection, that is prevention of occupational disease and reduction in the frequency of accident, has always been a matter of major concern of mining industry. Management and the government should promote and maintain high safety standards through some measures to reduce accident frequency and occupational disease. This can be achieved by using the science and technology for improving the working conditions, educating workers and managers about accidents and prevention techniques. The detailed analysis of an accident requires knowledge of many factors such as location, time, type, cost of accident, victim, nature of the injury, personal and environmental factors etc. that can be obtained from the standard coded accident report form. There is a need to prepare safety data in a common format to produce a common safety reporting system and ‘Occupational Health and Safety Management Tool’ is being designed to manage this by using database and Internet technology. Precautions should be taken according to results from database queries by providing comprehensive and accurate national data. To have an accident is unfortunate, however, to have an accident and learn nothing from it is unforgivable. Mintek and BacTech have joined forces to provide the metallurgical industry with bacterial-oxidation processes for the treatment of sulphide ores. The processes are aimed at both refractory gold-bearing and base-metal concentrates. Previously, BacTech had commercially implemented the refractory gold process at the Youanmi Gold Mine in Western Australia. More recently, the process has been incorporated in the Sulphide Treatment Plant at the Beaconsfield Gold Mine in Tasmania, Australia. In addition, Mintek and BacTech have recently signed an agreement with the Laizhou Gold Metallurgy Plant in China?s Shandong Province, which will see the third commercial realization of the technology for refractory gold. Development of the base-metal technology is the subject of several papers in the proceedings of this colloquium. The implementation of the refractory gold technology at Beaconsfield is discussed in detail. Some important aspects that are covered include: ?Test work, and the choice of bacterial culture ?Process design choices, and the advantages of the Mintek-BacTech process ?Inoculum build-up ?Plant commissioning ?Plant performance. Besides the Laizhou project, Mintek and BacTech are currently investigating several other commercial prospects for the technology. These include the use of the technology for a gold-copper deposit, where the production of both gold and copper is envisaged.

Dense-medium beneficiation of fine (minus 0.5 mm) coal is not a new concept and has been used in South Africa previously. The dense-medium fine coal plant at Greenside Colliery operated for almost 18 years and, despite proving a difficult plant to operate, did succeed in producing a fine coal product with a low ash content of 7%. No other beneficiation process available could achieve this. Dense-medium beneficiation of fine coal was also used in other countries, of which the plants at Homer City in the USA and Curragh in Australia were the best known. The first application of dense-medium cleaning of fine coal was, however, at the Tertre plant in Belgium1. This plant was built in 1957. About nine years later, a second fine coal dense-medium plant was built at the Winterslag Mine, also in Belgium. According to reports, this plant operated satisfactorily for a period of some 17 years.

Pre-reduction of chromite outside the submerged-arc furnace (SAF) can significantly lower the specific power consumption in the SAF process. Conventional processes for the pre-reduction of the ore operate at relatively high temperatures, at 1400-1500°C. It is possible to enhance the rate of reduction at low temperatures by optimizing the flow rate of inert gas over the reaction site. The influence of the flow rate of inert gas on the rate of reduction of chromite ore was investigated. The rate of reduction initially decreased wit the flow rate of the gas. It increased subsequently at higher flow rates to be followed by a decrease again. There was an optimum flow rate at which maximum reduction could be obtained. It was possible to achieve high levels of reduction at 1200°C by optimising the flow rate of the gas. The degree of reduction obtained was comparable to that obtained at 1400-1500°C, by conventional process routes.

Historically, mine ventilation practices as it was referred to then and which was enforced by legislation of those days, focused primarily on the conditions in the working place and little attention given to actual exposures of workers to contaminants in the working environments. With the advent of the Leon Commission of Inquiry into Safety and Health in the South African Mining industry in 1994, findings in the report indicated that more attention should be given to occupational health of workers. The upshot of this report resulted in the promulgation of the new Mine Health and Safety Act (MHSA) with certain sections of it devoted to all the aspects of occupational medicine and occupational hygiene. This paper describes the present situation with regards to statistics on occupational hygiene performance and compensation paid out to persons who have contracted occupational diseases, as well as the way forward in terms of legislation implemented in September 2002 on the chronic and acute issues affecting the mining industry in SA.

In the latter part of the 1980s Outokumpu Chrome in Tornio, Finland, was in a situation when its twenty-year-old ferrochrome plant was becoming too inefficient to sustain economically sound production. The company made extensive studies on the then available processing methods to find out the best possible processing route. As a result, the whole plant was practically rebuilt and expanded. When equipment was proven in practical operation, an application for FeMn production was developed. Now as the Tornio FeCr-plant is considering expansion, the same type of exercise is to be performed with today?s challenges, which will be discussed in the paper. These challenges include increasing costs or decreasing quality of raw materials, increasing energy costs, stricter environmental regulations and demand for better working conditions. The possibilities of resolving to these challenges will be discussed in the paper. The future and continuing development with FeCr includes the better utilization of process dusts and a lower consumption of energy. By adapting the latest automation tools to better control the process, even higher efficiencies can be achieved with present technology. New processes are considered for development in the future and some possible technologies will be described.

1 Initiating Systems ? a definition An initiation system is a combination of explosive devices and component accessories specifically designed to convey a signal and initiate an explosive charge from a safe distance. In the use of explosives, the initiating system performs the functions of transmission and control of the firing signal to each explosive charge. As functional groups, initiating systems may be considered as: Starters Those which provide the initial signal to start the blasting process. Surface systems Products which provide transmission of the starter signal and delay timing (if any) across the surface of the blast outside the blast hole. In-hole systems Products which provide the signal transmission, delay timing (if any) and the initial explosives energy in the blast hole.1 2 Different types of Initiating Systems The initiation systems commonly used in Sub Saharan Africa are: ? Detonating cord and detonating relay systems ? Capped fuse and igniter cord systems ? Shock tube non electric systems ? Electric systems ? Electronic detonators 3 Overview of Electronic Delay Detonator Technology Conventional detonators use pyrotechnic delay elements and the variation of the actual delay periods is at best approximately 1% the nominal delay. The lack of guaranteed precision common to all pyrotechnic systems enhances the likelihood of negative environmental blasting effects.3 For example, take a 500 ms in hole delay. In conventional detonators this means that 95 % of shots fire within 10 ms of the mean. i.e. a window of 20 ms. Taking a fixed interval between shots of 25 ms, with a range of ± 3 ms, a very ragged firing pattern could be expected which in practice would result in non uniform fragmentation.

The Department of Mining Engineering at the University of Pretoria accepts that the process of teaching and learning improvement is an ongoing exercise with the ultimate aim to deliver well-rounded mining engineering practitioners. Various challenges impact on the success of this process. An integrated and innovative process was developed and is followed in the Department to overcome these challenges. The aim of the Department is to apply a holistic teaching approach by introducing multiple integrated interventions with regards to teaching and learning strategies. Three phases of this process are discussed in this article, and are illustrated in Figure 1. During the first phase, prior to 1999, several teaching and learning challenges were identified in the Department of Mining Engineering. These challenges are discussed in the next section. In the current phase, a variety of interventions to address the challenges are being developed, implemented (in some cases piloted), and evaluated. The future phases will focus on the improvement, successes, and full roll-out of current interventions, as well as on training, development, and support for all staff members to participate in the process. "Mining companies strive to increase and maintain production, while simultaneously remaining competitive in the global economy. Furthermore, they must ensure workers’ safety and maintain good safety records. The use of virtual reality (VR) facilitates the development of tools and systems for various purposes that can improve knowledge and understanding of the work environment. VR is a rapidly growing technology that uses the ever-increasing power of computing to simulate real-world and imaginary environments and situations with a high degree of realism and interaction. The availability of 3D modelling tools and simulation programming engines that work effectively with a mid-range desktop PC and standard 3D graphics card, make VR technology viable and attractive for mainstream training applications. The design, development, and implementation of interactive VR training systems is proposed as an innovative approach to augment safety training. However, in order to assess the impact of such VR training systems it is of particular importance to determine the effectiveness of the design of such systems. This article proposes an evaluation framework for this vital purpose. This framework comprises criteria to assess VR training systems, specifically relating to usability, instructional design, VR systems design, and mining industry context-specific aspects. Although the framework was developed as an evaluation tool to assess effectiveness of the design of such systems, it can equally well be used as a set of design principles to inform the design of VR training systems for mining. IntroductionMining in South Africa has been the main driving force behind the history and development of Africa’s richest and most advanced economy (Coka, 2012). The South African mining industry is frequently criticised for its poor safety record and high fatality rate (Stoddard and Skweyiya, 2016). Inadequate or insufficient training is often cited as a root cause of accidents (Van Wyk and De Villiers, 2009; Tichon and Burgess-Limerick, 2011). Virtual reality (VR) is a rapidly growing technology that utilizes the ever-increasing power of computing to simulate real-world and imaginary environments and situations with a high degree of realism and interaction (Webber-Youngman and Van Wyk, 2013). VR is currently being used or investigated as a training solution in a variety of industries. VR technology has developed rapidly and costs have fallen to levels where it can now be considered for mainstream training applications. The availability of 3D modelling tools and simulation programming engines that work effectively with a mid-range desktop PC and a standard 3D graphics card, make VR even more attractive to mine training centres (Van Wyk and De Villiers, 2009)."

This paper introduces and defines the concept of a linkage between long-term planning parameters (?global assumptions?) and possible future world views as conceived in scenario planning. Scenario planning, the tool that is used to arrive at plausible future worldviews, is described in the context of the platinum industry. The interpretation of the scenarios into long-term planning parameters is made, followed by an illustration of how the long-term planning process has been adapted at Anglo Platinum to include the notion of uncertainty.

Paper written on project work carried out in partial fulfilment of B. Eng (Mining Engineering) degree This paper addresses the critical parameters that need to be considered when designing a mechanized bord-and-pillar mining layout for a narrow tabular steep dipping orebody. These parameters are : ?Reef dip ?Reef width ?Geological structures within the orebody ?Physical dimensions of the selection of machines ?Gradeability of the selection of machines. The main objective in designing such a layout is to maximize machine efficiencies whilst minimizing dilution. This methodology was then applied in the design of a mechanized bord-and-pillar mining layout for a given piece of ground (Vlakpoort and Moddergat) using a given selection of machines. This piece of ground contains the PGM bearing UG2 Reef with an average thickness of 124 cm and dipping at 18°withadverse strike and dip changes. Two bord-and-pillar layouts were designed for this area. Layout 1 is characterized by the use of strike conveyors to convey ore on strike with an average LHD hauling distance of 35 m. Layout2 uses LHDs for all on strike conveyance of ore with an average hauling distance of 75 m. These two layouts were then technically and financially compared. It was concluded that layout 1 is theoretically superior but layout 2 was chosen due to its greater flexibility and probability of operational success. Layout 2 was also compared to conventional mining and it was concluded to be more economically feasible. However the latter is a proven mining method in these conditions and has a lower risk operational failure. Bord-and-pillar mining has some favourable promises such as improving labour difficulties, lowering operating costs and providing safer working conditions. The success of mechanized bord-and-pillar mining in narrow tabular steep dipping orebodies will depend on the extent of the research and development efforts which need to create and innovate technologies to overcome some of the current limitations stated in the above-mentioned parameters.

Qualitative analysis of three mineral samples from northern Mozambique was accomplished by X-ray diffraction (XRD), microscopy, scintillation, and magnetic determination. Chemical characterization was accomplished using ICP-OES and pressed powder XRF after dissolution using microwave-assisted digestion and flux fusion. The samples consisted of a mixture of minerals with tantalite as the major component, with minor amounts of microlite, quartz, mica, accessory garnet, and tourmaline. Incomplete dissolution was obtained using microwave digestion, with maximum recoveries of 90.25 ± 0.06% and 88.90 ± 0.04% for Nb2O5 and Ta2O5 respectively. Complete dissolution using Li2B4O7 resulted in recoveries of 98.5 ±0.2% Nb2O5 and 100.4 ± 0.3% Ta2O5.

Seawater has become a viable alternative for different uses in copper hydrometallurgy. In this paper we review the main physical and chemical characteristics of seawater and how these influence copper production. Reliable data on the use of continental water are reported, and the current use and consumption of seawater in the Chilean mining industry is analysed, indicating the main areas of use and the main problems encountered. Additionally, the influence of the elements in seawaterthat have the most influence on the extractive metallurgy of copper are considered. The Chilean copper mining industry currently consumes approximately 4.1 m3/s of seawater, which corresponds to 25% of the total water used. The use of seawater for the leaching of copper sulphide minerals, such as chalcopyrite, is beneficial because it provides 20 g/L of chloride, thereby improving copper dissolution kinetics.

The global emphasis on conserving energy resources has led to the adoption of hybrid power systems in vehicles. Optimally applied, hybrid systems can save up to 40% on fuel costs. To optimally manage a hybrid vehicle's energy flow it is necessary to know, in real time, all the energy requirements to complete a given route. The energy consumption depends mainly on the vehicle mass, speed profile, and route topography. Of these, the topographic profile is the one factor that is only route-dependent and not influenced by the vehicle or driving styles. The heading vs. distance profile is also an example of a route characteristic not influenced by the vehicle or driving style. In this study the topographic and heading profiles are used to identify routes, and are easily measured by means of digital barometric pressure and compass sensors. Correlations between the current route and previously travelled/stored routes are performed based on their topographic and heading profiles in a point-by-point manner. Above-ground tests were first performed using a road vehicle and six routes to evaluate the system. The system consistently and correctly identified a 20 km route within the first 4 km. It also proved to function correctly in underground tests through the implementation of an instrumented hand-held surveyor's wheel. This system finds direct practical application in optimizing the energy management of an underground hybrid locomotive used by the mining industry in South Africa, but can also be of benefit in applications where route identification is required and using GPS is not feasible.
