This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

The annual mine planning process is one of the most important tactical/operational steps towards achieving strategic goals. These tactical plans are part of a very comprehensive Mineral Resource Management process, with the natural sequel to planning being execution. The execution of an underground hard rock mine plan is a multi-project environment that comprises many development-construction-equipping-stoping single project paths, which are referred to as ?stoping paths?. The uncertainty that typifies execution of projects comes in the form of untimely disruptions to constituent tasks and/or project paths. Annual mining plans also include quantified objectives for occupational health and safety, production, quality, cost, employee morale, environment, and corporate social investment. Such objectives make for a highly complex environment that management must contend with?complex in the sense that all the paths and objectives have interdependent constraints. Furthermore, at the time of this paper, Sections54*and 55**of the MHSA*** put the onus on management to ensure legislative adherence. It stands to reason that planning estimates allow excess capacity?buffers?that cushions the impact of untimely disruptions. This paper concerns the fact that despite all the buffers allowed for, time, scope, and budget creeps impact on mine planning and threaten its successful execution. As a consequence, the paper deals with buffer management, the essence of Critical Chain Project Management (CCPM). Effective buffer management provided strategic (executive level) updates without losing the tactical/operational detail necessary for job card creation, especially where professional skills and experience are in short supply. Indicative bottom-line results showed CCPM to be highly effective.

An independent technical audit by a consultant is part of the accountability process of publicly owned or publicly quoted companies when raising finance through share issues or loans or the sale of equity, and of banks or development funds when granting loans. Africa is undergoing a renaissance in investment in its mining industry. It is forecast that capital investment, in major mining projects in Africa, will be over US$ 4.4 billion, in the next few years. Most, if not all, of the capital to be raised will require an independent technical audit. The aim of this paper is to assist the management of mining companies seeking finance in appreciating the role of such technical audits. The reasons for such audits, especially to attract international investment, are listed. The role of the audit is explained in assessing the underlying robustness of the company as ?a going concern? and the viability of any ?expansion plans?. Its use is emphasised in establishing the underlying value of the company based on the mine life as supported by the mineral reserves. The independent consultant role is stressed as a representative of the parties in a finance deal who cannot, in practice, carry out their own detailed and specialized technical due diligence. The various components of a typical audit are examined with examples of critical matters which may require resolution. The definitions, which are used commonly in audits, in respect of competence and reserves and resources, as stated by various regulatory bodies, are compared.

"An investigation into pillar cutting was carried out at a platinum mine on the western limb of the Bushveld Complex. The focus was on crush pillar design and implementation in order to ultimately improve the compliance percentage for pillar cutting. The major findings from the investigation suggest that the pillar cutting problem lies with the implementation of the design rather than the design itself. Observations of the practical issues underground that prevent good pillar cutting were made. After these issues had been identified, recommendations to rectify these problems and a few other issues identified during the investigation were provided. The recommendations are aimed at improving the pillar cutting compliance and reducing the likelihood of pillar bursts or pillar runs, which will ultimately create a safer mining environment. Analysis for pillar extraction potential (A-PEP) is an intelligent tool, which could be used as a preliminary output indicator when considering the secondary extraction of regional support pillars in the Witbank and Highveld coalfields of South Africa. The safe and economic extraction of underground coal pillars is of paramount significance and importance to the South African coalmining industry to ensure continuity of supply of this fossil fuel. Pillar extraction practices in South Africa have been responsible a significant proportion of safety and fatality statistics in relation to its relative output (less than 5 per cent of total South African coal production) and, as a result, research was undertaken in local pillar extraction operations and extended to similar operations in New South Wales, Australia to assess a way forward for pillar extraction in South Africa. It was found that, although little in the way of new technologies has emerged in this field in the recent past, significant contributions could be made in the field of risk analysis to obtain a generic design methodology for pillar extraction in South Africa. The resultant A-PEP tool to assess pillar extraction potential is based on certain physical, risk and economic factors, which combine to indicate operational success in terms of economic, health and safety attributes. At the time of A-PEP?s development there was alack of operating underground coal pillar extraction operations, which made it difficult to validate its applicability. Since then, however, A-PEP has been successfully tested and validated against two unique underground coal pillar operations, which is the discussion of this paper. One operation is situated in the Witbank coalfield and is extracting pillars, which are 20 years old and at a depth of 80 metres below surface, while the other operation is situated in the Highveld coalfield-which is extracting 6 month-old-pillars underneath a massive dolerite sill at a depth of 220 metres. A-PEP has shown that its predictive nature is consistent the workings at both operations, irrespective of their unique conditions, and as such it can be successfully used as a mine planning tool. The A-PEP mine planning tool thus represents a positive step toward an integrated approach to underground coal pillar extraction when considering legal and operational aspects, which could form the basis for legislative guidelines when considering the future of pillar extraction in South Africa.

Virtual Reality (VR) simulations are excellent tools for training, education, simulation of abnormal and dangerous conditions in mines and solving complex problems. Although the concept of VR has been around for nearly half a century, it has taken recent advances in hardware and software to bring this technology to within the budgetary reach of ordinary users and researchers. VR is now successfully being used in the minerals industry for: data visualization, accident reconstructions, simulation applications, risk analysis, hazard awareness and training. The Institute of Sustainable Minerals Industry, Advanced Computer Graphics and Virtual Reality Research Group (SMI-VR) at the University of Queensland, established in late 2000, has been involved in developing VR applications for the minerals industry in conjunction with various research centres. This paper illustrates the benefits of using advanced computer graphics and VR techniques in the minerals industry with some examples of applications developed.

Abstract This paper introduces tested results of rock-socketed pile in Nanjing, Wuhan and Chongqing. From a force- transfer model, a distribution of axial force for pile-body and inlaid resistance for rock-socketed pile was deduced. In open pit mine design, it is customary for geotechnical engineers to define the appropriate slope design angles within practical limits. The conventional approach to slope angle design is based on the comparison of calculated stability indicators, such as the factor of safety (FS) and the probability of failure (PF), with generic acceptability criteria not directly related to the impacts of failure. A major drawback of this type of approach is related to the difficulty of defining meaningful acceptability criteria. An alternative methodology of pit slope design is proposed, where the economic impacts of potential slope failures are calculated and used as the elements on which to apply the acceptability criteria for design. The methodology is based on the construction of a graph, referred to as a risk map, that relates the probability of exceeding the economic impact of slope failure to the magnitude of the impact measured in monetary terms. The process includes the analysis of a selected number of representative years of the mine plan and slope sections of the pit areas to define the required inputs for the construction of the risk map. The paper discusses the concepts used in interpreting the probability of slope failure, and describes the approach followed for the estimation of the economic impacts of slope failure and the construction of the risk map. Finally, the two main uses of the risk map are discussed, including the comparison with acceptability criteria for the evaluation of a specific open pit design and the comparative analysis of open pit design options in terms of value and risk to identify optimum pit layouts.

In a paper presented at the Heavy Minerals Conference 2001 a laboratory scale investigation on the beneficiation of an ilmenite containing waste stream by magnetizing roasting was reported1.This waste stream contained a high concentration of ilmenite, which was contaminated by chromite and other gangue minerals. Interpretation of the results of the investigation was based on the assumption that during magnetizing roasting of an ilmenite concentrate, under the oxidizing conditions, the magnetic properties of the chromite would remain constant. In this article the following hypothesis was tested: The magnetic susceptibility of chromite would remain constant during magnetizing roasting of an ilmenite concentrate under the oxidizing conditions reported by Gouws and Van Dyk1. The results of this study indicated that the hypothesis is not true. The increase in the magnetic susceptibility is not significant though and it is expected that it will not influence the final ilmenite quality to a large extent. Based on the assumptions that the bulk magnetic susceptibility of the waste stream samples represents that of the ilmenite in the waste stream, and the bulk magnetic susceptibility of UG1 chromite that of the chromite in the waste stream, the results also served to confirm that the waste stream with a high chromite content should be roasted under oxidizing conditions, in a reactor with a well-defined retention time distribution (i.e. a fluidized bed reactor), at a roasting temperature of 750°C (rather than the higher temperature ranges of 800°C and 850°C).

Pipelines for transporting high concentration slurries are often designed using methods applicable to homogeneous non-Newtonian laminar flow. Many industrial slurries though comprise coarse particles in a non-Newtonian carrier fluid, and existing experimental evidence from tests with such slurries demonstrates that they are not homogeneous. Under laminar shear conditions the coarse particles settle, even in statically stable carrier fluids. To understand this better, the Institute of Materials Science and Technology (IMST) at Cape Peninsula University of Technology (CPUT) is conducting ongoing research into the flow of these high concentration non-Newtonian settling slurries. Since pressure gradient and flow rate measurements alone are insufficient to adequately model the flows, an electrical resistance tomography (ERT) instrument developed by the University of Cape Town (UCT)was incorporated into the pipe test loop to determine pipe cross-section concentration and velocity profiles. The software developed to do this is modular and allows different image reconstruction and cross-correlation algorithms to be implemented and tested without significantly changing the rest of the application. At a total frame capture rate of 566 frames/sec a 2.67 GHz Intel Celeron processor with 500 MB of RAM is fast enough to calculate and display velocity profiles in ?real-time? at an update rate of one profile every two seconds. Examples of experimental concentration and velocity profiles obtained using the system are shown and some proposed improvements/extensions to the system are listed.

This paper reviews the main research themes over the quarter-century from 1980 to 2005, as well as some of the industrial developments that have shaped the research approach. The main topics have been the use of electrochemical sensors for equilibrium measurements, ilmenite smelting, steel processing, and reduction.

"Blast furnace performance depends strongly on the coke reactivity index(CRI) and coke strength after reaction (CSR) properties. An innovative and cost-effective method, known as the Salem Box Test, has been developed to prevent the mass production of inferior coke unsuitable for blast furnace use. This method consists of coal carbonization on a micro-scale and involves charging approximately 18 kg of coal blend in a stainless steel box, carbonizing it together with coal cake in the plant coke ovens, and testing the coke produced for CRI and CSR to determine its suitability for blast furnace use. Only coal blends that yield coke with CRI <25% and CSR >64% are permitted for mass production, and other coal blends are either rejected or the blending ratios adjusted in an attempt to upgrade them. The experimental results reveal that, for a given coal blend, the quality of coke produced by the Salem Box Test is comparable with that produced by bulk production, indicating that the test is acceptable as a screening tool for regular use. The present paper describes the methodology and application of Salem Box Test to predict the suitability of coke for blast furnace use at JSW Steel Limited, Salem Works (JSWSL), and illustrates its advantages in adjusting the coal blending ratio to produce superior coke, in detecting coal contamination, and in preventing bulk production of inferior coke."

This paper is concerned with a study on the floor heaving in the transport road of the GLI Omerler Colliery in Tuncbilek-Turkey. This gallery has been opened at the depth of 200 m through the formation of marl in 4.6 m width and 3.5 m height in cross section. Floor heaving occurred up to 70 cm in height in maximum and caused severe problems in railway and band-conveyor transportation in the main road. In addition; after the current panel mined out, the shield support units could not be transferred to the new panel because of the deformation of roadway cross-section. The I-profile steel arch supports also sank into the weak floor rock. This situation has been studied by numerical analysis using the FLAC3Dfinite difference program in order to investigate the rock mass behaviour around the opening. The obtained outputs of the numerical model have showed consistency with the amount of floor heaving in the gallery at 200 m depth. A new gallery has been driven at the depth of 115 m and M4 longwall panel has just been taken to production. So as not to encounter with the same problems at 200 m depth, especially longwall face moving problem, various numerical models have been studied in order to keep the floor heaving in the acceptable limits required to move shield support units. Interest in the potential use of high-density, thickened tailings has recently increased significantly. Reasons for considering this new technology vary across projects, but commonly include the need to conserve water, perceived lower risk of catastrophic failure, potential easier closure, or even reduced overall costs. As with any new technology, there has been some tendency to overstate its potential benefits. This paper reflects on whether or not the potential benefits that have been attributed to paste and thickened tailings have been realized. Using a grading system, thirteen benefits that were ascribed to the new technology some years ago are evaluated. Data is taken from case studies, and it is suggested that the key proven benefits appear to be reduced operating costs in some cases, reduced wall-building costs, and reductions in water consumption. One key potential benefit that has not been universally achieved is a reduction in the footprint of the tailings facility. Reports in the literature highlight the sometimes confusing nature of trade-off studies. Unless full life-of-mine costs are considered, these studies can be misleading and incorrect. The need to establish a consistent basis for comparative studies is discussed.

Seismic networks in deep gold mines of South Africa are often planar owing to the tabular geometry of the orebody and, therefore, the mining infrastructure. Consequently, seismic event locations are poorly constrained in the direction perpendicular to the reef plane, and symmetrical locations above and below the reef plane may fit the observed data equally well. This problem may be resolved in situations where the strata above and below the reef plane have significantly different seismic velocities, which is the case for the Ventersdorp Contact Reef at Kusasalethu mine (previously Elandskraal, the amalgamation of Deelkraal and Elandsrand). A location method using a layered location model that takes into account the velocity contrast between the layers was tested. Observed direct- and head-waves were used to determine the velocity bounds of the P-wave velocities in the two-layer model. The data-set was also used to find the best P- and S-wave velocities for the two layers by grid searching over a range of velocities and minimizing the sum of the travel-time residuals. The results from the grid search and those from the calibration of velocities using direct- and head-waves give similar P-wave velocities for each of the two layers. A second set of seismic events was then relocated with this layered model and locations closer to reef were found. This simple layered location method goes some way to reduce the reefperpendicular location errors for Kusasalethu mine in particular. Keywords mine seismology, velocity model, location methods.

Good operation of Soderberg electrodes is dependent upon high quality electrode paste coupled with better electrode management procedures. Without having a good electrode operation, it is not possible to obtain the best outcome from the furnace. In other words that is a good way to say how important the proper electrode operation is. Good electrode performance depends on the slipping rate and current levels, which decides the shape of the baking curve at the level of just below the contact clamps. Negative curvature of baking zone in the central part is considered dangerous because shrinkage takes place outwardly creating abnormal stresses in the electrode. Soft breakages occur when the baking zone comes below the clamps and the casing cannot take the current. This paper deals with various factors affecting baking characteristics leading to soft breakages and also presents case studies in a closed 48MVA furnace with smelting for charge chrome. In case studies in a closed furnace, it has happened that the energy for baking at the low current operation before breakage has been lower than the actual slipping has demanded. At low current there should not be problem, but a problem can occur when the current for some period is raised above the current carrying capacity of the casing. So data for electrode operation in actual period was studied and presented in this paper.

The thermodynamic properties for the CaO-CaF2and CaO-BaO systems were calculated by molecular dynamics (MD) simulation using Born-Mayer-Huggins type pair potential. The parameters of interatomic potential were obtained by fitting the thermodynamics properties of CaO, CaF2and BaO with the experimental data. The phase diagrams for the CaO-CaF2 and CaO-BaO systems were calculated by the thermodynamic properties obtained by MD simulation. The eutectic composition and temperature of the CaO-CaF2system calculated by MD simulation were about 28 mole per cent CaO and 1575K, respectively. The calculated eutectic point agrees very well with experimental data, which are about 22 mole per cent CaO and 1633K, respectively. The runout of dry blocky rock avalanches produced by planar rockslides affecting a limestone formation with clayey interbeds is analysed by means of distinct element modelling. Numerical analyses are validated by means of the back analysis of a historical rockslide occurred in the investigated area and physical aspects of the phenomenon evidenced by modelling are discussed. On analyse par la méthode aux élements distincts la distance de parcours des avalanches rocheuses sèches produites par des glissements plan interessant une formation de calcaire à intercalaires argilleux. Les analyses numeriques sont validées à l’aide de la back-analysis d’un glissement historique survenue dans le site en examen. On décrit les aspects physiques su phénomène mis en évidence par la modélisation efféctuée. In diesem Beitrag wird die Reichweite von Steinlawinen besthend aus trockenem blockhaftem Fels mittels der Distinct Element Methode untersucht. Die Steinlawinen werden erzeugt von Rutschungen in einer Kalkstein-Formation mit tonhaltige Schichten betreffen. Die numerischen Berechnungen wurden anhand einer Simulation einer historischen Bergsturzen verifiziert, der sich auf den untersuchten Gebiet ereignete. Auf der Basis der erhaltenen Ergebnisse wurden die physikalischen Aspekte der untersuchten Steinlawinen analysiert.

"Exploitation of an ore deposit can be optimized by adapting the beneficiation processes to the properties of individual ore blocks. This can involve switching in and out certain treatment steps, or setting their controlling parameters. Optimizing this set of decisions requires the full conditional distribution of all relevant physical parameters and chemical attributes of the feed, including concentration of value elements and abundance of penalty elements. As a first step towards adaptive processing, the mapping of adaptive decisions is explored based on the composition, in value and penalty elements, of the selective mining units.Conditional distributions at block support are derived from cokriging and geostatistical simulation of log-ratios. A one-to-one log-ratio transformation is applied to the data, followed by modelling via classical multivariate geostatistical tools, and subsequent back-transforming of predictions and simulations. Back-transformed point-support simulations can then be averaged to obtain block averages that are fed into the process chain model.The approach is illustrated with a ‘toy’ example where a fourcomponent system (a value element, two penalty elements, and some liberable material) is beneficiated through a chain of technical processes. The results show that a gain function based on full distributions outperforms the more traditional approach of using unbiased estimates."

"This article investigates the complex problem of a budgeting process for a large mining operation. Strict adherence to budget infers that financial results align with goals. In reality, the budget is not a predetermined entity but emerges as the sum of the enterprise’s operational plans. These are highly interdependent, being influenced by unforeseeable events and operational decision-making.Limitations of stochastic simulations, normally applied in the project environment but not in budgeting, are examined and a model enabling their application is proposed. A better understanding of budget failure in large mines emerges, showing that the budget should be viewed as a probability distribution rather than a single deterministic value.The strength of the model application lies with the combining of stochastic simulation, probability theory, financial budgeting, and practical scheduling to predict budget achievement, reflected as a probability distribution. The principal finding is the interpretation of the risk associated with, and constraints pertaining to, the budget.The model utilizes a four-dimensional (space and time) schedule, linking key drivers through activity-based costing to the budget. It offers a highly expressive account of deduction regarding fund application for budget achievement, emphasizing that ’it is better to be approximately right than precisely wrong’."
