To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 575 to 586 for the year ended 30 June 2005. These financial statements are the responsibility of the Institute?s Council. Our responsibility is to express an opinion on these financial statements based on our audit. Scope We have conducted our audit in accordance with International Standards on Auditing. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes: examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the accounting principles used and significant estimates made by management, and evaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for our opinion. Audit opinion In our opinion, the financial statements fairly present, in all material respects, the financial position of the Institute at 30 June 2005 and the results of its operations and cash flows for the year then ended in accordance with South African Statements of Generally Accepted Accounting Practice.

Significant political and economic changes have taken place in our society in the past year that are going to impact on our minerals industry, and therefore also on our members. Surely, it is not coincidence that the economic and political changes have occured simultaneously? South Africa, by virtue of its infrastructure and technology, is strategically placed to develop the potential of Africa's mineral wealth. In this address, I give my personal views on the ability of the mining industry to participate in the wider mineral resources of the African continent.

In the fourteen years that Rössing Uranium Limited has been in production, the metallurgical operations and controls on the leaching plant have evolved through four basic stages. Initially, the emphasis was placed on the achievement of consistent plant operation by overcoming severe startup difficulties. The second stage involved the attainment of the design operating targets, and also the commissioning of the ferric-leaching reactors in order to achieve a ferric ion concentration of more than 3,0 g/l. Improvements in control then became the priority, with the emphasis on consistently achieving the target concentrations of ferric ions, total iron, and terminal acidity. The latest phase has concentrated on the optimization of costs by means of adjustments to the historically established operating parameters in order to achieve large savings on consumables while maintaining the leaching efficiencies. Apart from the obvious incentive of reducing costs in an inflationary economy and a depressed uranium market, impetus for this work was given by a change in the type of ore from the open pit, which has the effect of reducing the extraction efficiency while increasing the consumption of consumable materials. These problems and their solutions are discussed in detail, and the importance to cost-effective optimization of an accurate, up-to-date cost-reporting structure is stressed.

Accounting for gold The South African Institute of Mining and Metallurgy will be holding a 3- or 4-day school in the third week of May 1989 on the topic 'Accounting for Gold'.

The results of a series of measurements of accelerations and guide-roller loads made on mineshaft conveyances are given, together with the predictions of these accelerations and loads based on a computer programme. The analysis of the measurements is described, and the results of the measurements and computer predictions when compared show reasonable agreement. Some parameters that increase the guide-roller loads are identified, and their effects are studied, together with some comments on the total loads. Finally, a possible format for a design specification is discussed, and some tentative design values are given.

An account is given of the development of a relatively simple model that describes the kinetics of the absorption of gold cyanide on activated carbon. The model is based on the treatment of the carbon solution interface as a homogeneous boundary across which gold is transported at a rate determined by the rate of mass transport to and from the interface. Rate equations derived from this model describe the results of various kinetic experiments under continuous or batch conditions in the laboratory and on operating pilot and full-scale plants.

Selective photo reduction, using the semiconductor TiO2 under UV irradiation, has been investigated as a possible recovery and/or separation method for the PGM's rhodium, palladium and platinum. The effect of pH value and concentration of the sacrificial reducing agent (ethanol) on the rate of reduction of Rh (III), Pd (II) and Pt(IV) ions have been determined separately for these ions as well as for some mixtures. Conditions favourable for the reduction and adsorption (or precipitation) on TiO2 have been established. It has been found that already deposited Pt or Pd metal promotes reduction of Rh (III) ions at a pH value where it would not otherwise be reduced. A method for the separation of a mixture comprising Rh (III), Pd(II) and Pt (IV), based on photo reduction and adsorption on the TiO2, is proposed.

It is my great pleasure on behalf of The South African Institute of Mining and Metallurgy and The Geological Society of South Africa to welcome you to the 15th CMMI Congress and to Southern Africa. It is a great honour to be hosting this event and we have been looking forward to it for a long time. I am sure the technical discussions and visits will be of great value, and I am confident you will return with pleasant memories of places and people in South Africa and neighbouring countries. The theme of this Congress, Resources and Technology', is appropriate for discussions on the ways and means of going forward in the minerals industry to create the employment and wealth so sorely needed in this region. The technical programme will give mineral industry professionals from different parts of the world the opportunity to share experience and expertise for the purpose of making operations more productive, safer and environmentally acceptable to the world at large. Delegates will be exposed to current technical developments by means of 133 papers prepared for the congress: 30 on geological subjects, 45 on mining, 29 on extractive metallurgy, and 29 in the field of metals technology.

Now a new generation of computerized drill rigs has been launched and they are based on modern standard PC-computer technology. The rigs have been well embraced by the market and more than 100 units have left the assembly line. The new generation has taken a quantum leap forward with respect to drilling accuracy, logging capabilities, reduction of manpower in some types and serviceability compared to the previous generation of drill rigs. The Can bus technology, well proven in the automobile products, is the backbone in the new generation control system of Atlas Copco. The short-term development is now focused on establishing this new automation platform on other product lines of Atlas Copco products. The long-term objectives is to offer the mining industry Atlas Copco products with one common automation platform. Essential for Atlas Copcois to contribute to the work with the on-going Data Exchange standard between mining machines and mining computer systems (IREDES). Our belief is that an accepted standard will make mine automation programs affordable for a wider base of the mining industry, because of the possibilities to a cost effective integration of different equipment with a minimum of system integration problems and machine specific interfaces.

The literature on shotcrete is reviewed with the object of identifying aspects that have not been addressed specifically in terms of its structural performance and manufacture as applied to underground mines. The programme and results of a series of full-scale tests on mesh- and fibre-reinforced shotcrete panels are presented, from which it is concluded that fibre-reinforced shotcrete is competent, especialy at large deformations, and is equivalent in structural performance to mesh-reinforced shotcrete for a fibre content of 3 per cent by mass: furthermore, that the support design systems developed for mesh-reinforced shotcrete are directly applicable to fibre-reinforced shotcrete. The Q-NATM system for the design of temporary tunnel support is presented briefly as one such system. It provides for the integrity of the excavation to be considered in terms of its competence and displacement determinateness, and represents the first systematic procedure for the design of temporary tunnel support. Finally, the support designed on the basis of the Q-NATM system for the main and cross-cut tunnels on the production level in the proposed BA5 block cave at Premier Mine is presented as a practical example of the design of fibre-reinforced shotcrete as part of an overall support system.

OBITUARY The President: "It is my sad duty to announce the death of Henrik Johannes Van Eck, Honorary Life Member, who joined the Institute in 1929 and passed away on 18th February, 1970. Dr van Eck started life as a chemist and chemical engineer and, as we all know, he rose to become one of our most distinguished leaders of industry in the country. On many important occasions we, in this Institute, have been privileged to have him address us on subjects which were always of great importance and relevance to the developments in this country. He was a man of great vision and imagination and could put across his ideas in a most eloquent and convincing manner. In his important position as chairman of the Industrial Development Corporation and of Iscor, whatever he said carried great weight. Busy as he was he always found time to participate not only in the affairs of this Institute but in many other technical and public bodies. His passing is a great loss to South Africa and we in this Institute wish to associate ourselves with the many other tributes which have been paid to this great man. We extend our sympathy to his wife and family and as a mark of respect I would ask you to rise and observe a few moments silence." PAPERS FOR PRESENTATION The President: (i) "Mr Lee, may I call on you to deliver your paper entitled 'A new bubble pick-up technique as a rapid flotation test method'." After the presentation of the paper the President said: "The paper which Mr Lee introduced this afternoon was a short one but was nonetheless important in that it described a new tool for use in flotation test work. Those of us who have experienced the frustration of trying to solve flotation problems by trial and error methods know what this means. I well remember 25 years ago at T.G.M.E. trying to improve the recovery from the flotation plant there by trying various combinations of reagents and then having to wait a couple of days for the assay office to give results. Even then, on the small scale laboratory tests which had to precede full scale tests one could never be sure that the results obtained were reproducible on the full scale. Here it seems we have a relatively simple apparatus which can measure instantly the effectiveness of various reagents under different concentrations and pH values, etc. It is most important, I believe, that developments of this kind be reported in our journal for the benefit of all involved in such work, not only so that we know about it but also in order to provoke constructive discussion which might lead to further developments. The selectivity of ion-exchange sites varies with the matrix of the polymer, the nature of the site. and the method of application. The effect of these variables on the recovery of uranium is examined. with particular attention to vinyl pyridine and to symmetrical and asymmetrical quaternary ammonium sites. The effect, on the loading. of high concentrations of chlorides in the liquors is discussed. and other components of the liquors that may cause fouling of the resin are also considered. The discussion is supported by the results of tests conducted on various types of resins. The economics of the process is discussed briefly.

The results of trials with three stope-face cleaning systems are described. Two of these systems were based on armoured chain conveyors, and the third on a reciprocating-flight conveyor. The operational elements of each system are discussed with reference to their effectiveness, and many problems are highlighted. It is concluded that the reciprocating-flight conveyor is superior, and has the potential for being developed into a system yielding a labour productivity of more than 30 m2 per worker per month and a face advance of 15 m per month working one shift a day.

Design criteria and recent developments in large-capacity Wemco flotation cells by P. KIND, Ph.D. (Clausthal), B.Sc. (Visitor) The scaling-up of the large flotation cells that have been developed during the past few years has been based on hydrodynamic considerations and has resulted in a 500 ft3 cell unit. Plant results on a porphyry copper ore show that the 500 ft3 unit is equivalent to the previously used 300 ft3 model.. . Plant tests on the use of 300 ft3 flotation cells for the recovery of phosphate, particularly from the coarse size fractions, are also described.
